with Roving Reporter Val Congratulations to Anna and Scott on the birth last month of their eagerly awaited baby boy Liam.

Anna was one of our volunteer office staff and Scott helped us to re-establish our Website, but they will both have their hands full now.

Congratulation to Tayla Lauren Muir this month on turning 18 and completing Year 12 we wish her all the best in her future.

We also lost three more office volunteers as they have found paid jobs. Volunteering in the office gives people a chance to gain some experience in the workforce, looks good on your resume and helps people to create contacts.

With the weather warming up Lavertons gardens are looking great. It is also time to plant your summer vegies.

Now is the time to plan if you wish to have a stall in the Laverton Community Festival this month. The details were in the Oct paper who to contact and the Community Association are running the Carols again at the Laverton P 12 College on Dec 6th.

The new bollards along the Railway easment on Maher Road, along with the fencing on Railway Avenue has definitely improved the look of Laverton and stop the area being turned into mud in the winter. It has also fixed the dangerous problem of people parking their cars and crossing close to the railway line.

There is a great little cafe which has opened up near the hub called Flavor and Grace. If you get the chance, try it out. Staff and owners are friendly and there are some tasty offerings to be had.

Joint Tribute to Mr John Elso, (19 October 1933 – 9 September 2015)

It is with a sad heart but many fond memories, that we acknowledge the lifetime contribution of the late Mr John Elso to the community of Laverton.

John and Buelah Elso moved to Laverton 52 years ago and have been active community members in all that time. John was a stockman, a horse whisperer and an avid rodeo rider. Later in life he became a truck driver and had the pleasure to teach animal management at TAFE. He was a much loved member of the Laverton community who worked tirelessly and relentlessly for the suburb. He was proud of Laverton and the people who lived there, leaving a legacy that many locals will recollect with ease.

John’s achievements are many but we wanted to share just a few as follows: •

Key participant in the Laverton Community Safety Audits and the Health/Wellbeing committee.

•

Infrastructure projects including strong objection to the use of the Maher Rd warehouse site for large scale logistics and community safety associated with the Pt Cook Rd overpass.

•

Key advocate for removal of the railway crossing at Aviation Road and improvements along the rail corridor.

•

Successfully campaigned for the Remand Prisons to be correctly referenced as being located in Truganina, including changes to the Dept of Justice website to this effect,

•

Also campaigned strongly to provide a clear distinction between the industrial area of Laverton North and the residential area of Laverton as being two separate suburbs

One of John’s more recent accomplishments was to write to the Council to request that the Coles St Reserve be renamed to Dick Murdoch Reserve to recognise Dick’s contribution to Laverton and in particular the time he invested in working with youth and the old canteen located in the former Coles St Reserve.

John was a modest man and in that regard, never sought or received many accolades for his community contribution. The Laverton Community Association has written to the Hobsons Bay City Council to seek support for the installation of a plaque in Dick Murdoch Reserve to recognise his contribution to Laverton and to commemorate his extraordinary life.

A NEW CRIMINAL OFFENCE TO PROTECT CHILDREN FROM SEXUAL ABUSE In response to the Betrayal of Trust report the Victorian Government is strengthening laws to protect our children from sexual abuse and exposure to sexual offenders. This is in recognition of the shared community responsibility to protect children from abuse and to provide a safe environment for children to develop, learn and play.

A new criminal offence for failing to protect a child under the age of 16 from a risk of sexual abuse commenced on 1 July 2015.

The offence will apply where there is a substantial risk that a child under the age of 16 under the care, supervision or authority of a relevant organisation will become a victim of a sexual offence committed by an adult associated with that organisation. A person in a position of authority in the organisation will commit the offence if they know of the risk of abuse and have the power or responsibility to reduce or remove the risk, but negligently fail to do so.

This offence will encourage organisations to actively manage the risks of sexual offences being committed against children in their care and further protect them from harm.

1. What is the offence of failing to protect a child from a sexual offence?

The new offence provides that a person who: a) by reason of the position he or she occupies within a relevant organisation, has the power or responsibility to reduce or remove a substantial risk that a relevant child will become the victim of a sexual offence committed by a person of or over the age of 18 years who is associated with the relevant organisation; and b) knows that there is a substantial risk that the person will commit a sexual offence against a relevant child – must not negligently fail to reduce or remove that risk.

2. What is a ‘relevant organisation’?

The offence applies to people in authority within a relevant organisation. A relevant organisation is one that exercises care, supervision or authority over children, whether as part of its primary function or otherwise.

Relevant organisations include, but are not limited to: • churches • religious bodies

3. Who is a person in authority in an organisation?

A person in authority is someone who, by reason of their position within a relevant organisation, has the power or responsibility to reduce or remove a substantial risk that a child under the age of 16 years, who is under their care, supervision or authority, may become the victim of sexual abuse committed by an adult associated with the organisation.

Whether someone is considered to be a person in authority will depend on the degree of supervision, power or responsibility the person has to remove or reduce the substantial risk posed by an adult associated with the organisation. People in authority will usually have the ability to make management level decisions, such as assigning and directing work, ensuring compliance with the organisation’s volunteer policy and other operational arrangements.

Examples of people in authority may include residential house supervisors, CEOs, board, council or committee members, school principals, service managers and religious leaders. It may also apply to people with less formal involvement in an organisation. For example, a volunteer parent coach responsible for the supervision of a junior sports team may be a person in authority, even if their role is informal or limited.

4. Who is a relevant child?

A person in authority will be guilty of an offence if he or she negligently fails to reduce or remove a substantial risk to a relevant child. A ‘relevant’ child is a child under the age of 16 who is, or may come, under the care, supervision or authority of a relevant organisation.

The child does not need to be identified. This means that the risk is not that a particular child will become the victim of sexual abuse. Instead, the substantial risk could be posed to any child who is, or who may be in the future, under the organisation’s care, supervision or authority.

So many people have worked hard for many years to secure improved bus services for our local area, and it’s very disappointing that this is under threat.

In happier news, I want to congratulate the newly formed Western Community Legal Centre on its recent Grand Opening.

The Centre was formed by the merger of the Footscray Community Legal Centre, Western Suburbs Legal Service and the Wyndham Legal Service, and this combination of resources and staff will enable the service to operate more efficiently and to reach more vulnerable and disadvantaged Victorians.

The hard work of all those at the Centre is invaluable, and I want to also congratulate the team on recently being awarded a $50,000 Government Grant which will fund an employment law project aimed at improving working outcomes for newly arrived and refugee communities.

Have your say on Council’s 2016-17 Budget Members of the community are encouraged to get involved in planning the budget for 2016-17. You can join us at Laverton Community Hub on Monday 9 November from 6pm to 8pm and let us know how you would prioritise the budget spend. Individuals and groups can also submit a project idea by Wednesday 4 November and then present their idea directly to Councillors. The scope of works includes road resurfacing, new kerb and channel, remarked car parking bays, rumble strips,

Aircraft station – the new fence has landed For a long time, a number of commuters at Aircraft station have been parking on the VicTrack land near the station and walking along the train tracks to get to the platform. There have been a number of near misses so we’ve been working with MetroTrains to install bollards and fencing along Maher Road and Railway Avenue to deter parking in this location.

With the fence now up, Council will be undertaking landscape works to soften the visual impact on the Railway Avenue/Aviation Road corner.

Western Metropolitan Regional Trails Strategic Plan draft report If you’re passionate about the future of Melbourne’s pedestrian and cycling trails across the west then have your say on the draft Western Metropolitan Regional Trails Strategic Plan.

The Community Cafes are also a place where people who need assistance with food security can enjoy a healthy balanced meal while socializing with their peers. laverton park tennis club The team of coaches and committee once again warmly welcome all readers to this issue.

CONGRATULATIONS go out to all our senior teams on reaching the semi-finals, with two of those teams going on to reach the grand finals in WRTA Winter competitions. Ultimate success was gained by those two teams, going on to win the pennant flags.

Congratulations go out to all teams and players that participated including the 7 players we had in the top 7 WRTA most consistent player statistics with Shaune Chappell winning the number 1 spot in his section

member. The club had 2 poor quality en tous cas courts with rusty fences and only 6 players being coached. He organised working bees and spent endless hours with the council. The membership base grew rapidly. Due to the growth of the club and Brendan’s work, the club had to use five venues to play competition.

With his great coaching ability we exported Melbourne Pennant players to compete at MCC level. He has trained over 20 students to become coaches and eventually have their own business. He also started endless programs for the club and we thank him for that.

The club has a great future due to the great man, great members and his family support. He has definitely made this a family friendly club.

There is still some good news out of all this Brendan and his coaching team are still with the club hopefully for another 30 years the only difference Brendan will be coaching with his walker! ANZ HOT SHOTS FOR JUNIORS: The ANZ Hot Shots program is a nationally recognised grassroots participation program, targeting children from ages 5-12. With the use of modified tennis balls and court sizes, it is a unique way for young budding players to learn how to play tennis and have great fun while doing it. Run by club volunteers. Our programs run for 6 weeks, (with 1 session per week) from 8am-9am on Saturday mornings. Finally we get to spring, our vegies are looking wonderful, our flowers are blossoming and we have many visitors (bugs, bees and caterpillars) came to visit and share the joy. Throughout the term, we have been following up on children’s interest to create a program that they enjoyed. Currently the children have been enjoying a variety of craft, art, animal puppet show and sea creatures’ puppet show. There is lots of social interacting happening between educators and the children. We believe if the children feel safe and belong, they can take risks, ask questions, make mistakes, and learn to trust, share their feeling and grow. Play enables children to innovate, problem-solve and be resilient and happy. Outdoor play is where miracles and learning happens everywhere. We love to be outside, weather permitting.

We understand that children learn independently out of interest and curiosity, not to please adults. They ought to be in control of their own learning and deciding for themselves what and how, they want to learn.

Our room programs have been running smoothly and children have achieved great outcomes from their learning and felt happy in the beautiful environment.

Anthony Semann sessions in development programs and The Educator Conference 2015 inspired the educators how to create an environment that encourage children’s learning. They also help the educators to implement sustainability practices in the centre.
