Residents storm out of flood meeting that blamed weather straight to the river.

“It really just hit the ground and ran off,” Bisson said. “It hit a record peak for this time of year at Chats Falls.”

Those struggling to sandbag their homes, along with neighbours and strangers who helped them, took note that few to no OPG employees were participating.

“They (OPG) are benefiting from all this rain,” Bradley said. “They should have had an army out there.”

Ted Gruetzner is vice president of communications at OPG. He said employees were busy managing water flow, pulling logs and other measures. Some did volunteer to bag sand, as well.

He said the bottom line is that weather can’t be stopped. No one else left the meeting early.

Gruetzner said others found the meeting informative and useful.

Bradley gets that weather is to blame for much of it. He still wants to see a post-mortem of how it was handled, with public input, and recommendations that will be implemented going forward. He said he saw nothing of that at the meeting.

“They just showed observation. It was all observation,” he said. “We know what happened.

We were there. We lived it.”

“We are a company that learns,” Gruetzner said. “Any time there is an event we go over coordination and how to share information. But nature will do what nature does.”

That’s cold comfort to Cathy Bradley.

“You just feel so helpless when it’s happening,” she said.

At least some flood victims who attended an Ontario Power Generation meeting looking to blow off steam or hear apologies were sorely disappointed.

“This is disgusting! This is goddamn disgusting,” roared John Bradley as he exited an hour after the May 25 meeting in Arnprior started.

“You people make me sick.”

Held at the Nick Smith Centre, the meeting featured OPG scientists and engineers from the Ottawa River Regulation Planning Board (ORRPB). There were numerous maps and graphs and charts shown to the 40 or more residents on hand. Muted frustration could be heard throughout the presentations.

Bradley and his wife Cathy, whose Sand Point home was ravaged by unprecedented snowmelt and rainfall a couple of short weeks before, were particularly upset by the structure of the meeting. Off the top, it was explained several times that no questions from the floor would be accepted. Anyone with questions would meet one on one with officials off to the side. At least some on hand saw that as an obvious divideand-conquer tactic.

OPG dams that control the flow of rivers such as the Ottawa and Madawaska get their instructions from the ORRPB. It is comprised of several governmental bodies in the region from both sides of the Ottawa, along with OPG. Manon Lalonde is an executive engineer with ORRPB. She talked about integrated management, assessing and disseminating data, and

“The main goal is to try and minimize the flooding,” she said.

But it isn’t an exact science. In the end it comes down to Mother Nature.

“The weather forecast is a very tricky thing,” Lalonde said. “It gives you a vague idea, that’s all.”

That doesn’t sit well with the Bradleys. They say customers pay a lot of money to OPG and others to spend a lot of time using expensive equipment to figure these things out.

Lalonde finished by saying ORRPB will improve its website and invited those who could

help to get in touch.

That, too, was another bone of contention for some. Critics say communication was often limited or inaccurate during critical moments of the emergency.

“They have all the stuff and they don’t warn us,” Bradley said. “They tell us it’ll be up four to six inches, and the next day it’s up two feet.”

ADHS teacher wins prestigious Prime Minister’s Award

Peter Cudmore’s innovative teaching methods, along with his students’ curious tech toys, have earned him a national award few in Eastern Ontario have received.

The Arnprior District High School (ADHS) teacher is a recipient of the Prime Minister’s Award for Teaching Excellence.

Teaching Grades 9 to 12 science students using a variation of the “layered curriculum,” he is behind the robotics club’s augmented reality sandbox and a high-functioning industrial robot.

“I do a lot of different, weird things around the school,” Cudmore said.

His teaching style focuses less on lecturing, textbook memorization and traditional exams.

It hasn’t worked well in the past, he said.

Rather he lets kids sit in groups or individually, work together on assigned tasks, and move on to the next level when they ask.

Because teamwork and creativity are more important in today’s work world than competing with the Internet for knowledge, he said.

He’s been refining the approach for five or six years now, prompted by the one-time accepted adage that physics is too hard for most students.

He wouldn’t go back to teaching as he was trained for anything.

“I began to think maybe it’s not the subject.

Maybe it’s not the students. Maybe it’s us (teachers),” he said. “There is nothing in the pedagogy saying it was good at all.”

More controversial than levelling out the top-down authority-based teaching method to a more peer-to-peer method, are Cudmore’s ideas on grading. Once a student passes the first level they’ve passed the course. A little curiosity and natural willingness to co-operate is usually enough.

The more ambitious kids are free to work at their own speed, provided they prove to Cudmore that they understand – “not just parrot back” – the work. Then they tell him they are ready for the test.

He proudly talks of kids who may have been left behind by traditional methods: The football player who is studying the force of a football snap. The three girls who excel at what was once considered a male realm.

He foresees a world where 3D printers will build houses and robot doctors will diagnose illness and offer prescriptions.

Even jobs in the knowledge economy will be taken over by computers.

The place for humans will be in solving problems such as glitches in computer technology.

That requires teamwork and creativity.

The Prime Minister’s Award specifically cited Cudmore’s robotics course that created the sandbox, a hands-on learning tool for elementary students. The device is one of only a few hundred in the world and one in five in Canada.

He is also keen on the robot created for competition in North Bay. It nearly qualified for provincial finals in Toronto where students with $50,000 budgets participate. Not bad for a school that converted a greenhouse into a robotics workshop.

ADHS principal Tom Havey said Cudmore’s sense of curiosity and willingness to experiment are an inspiration to students.

“Peter is an exemplary teacher whose continuous dedication and insatiable curiosity have made him an incredible asset to our school,” he said.

“He inspires students to think and be creative – to be future leaders in creativity and technology.”

The self-described “physics-numbers guy” was surprised when the email came through that he’d won the Prime Minister’s Award.

He would soon talk about teaching styles and complicated toys. Since then it has been “interesting” to hear colleagues and former students congratulate him. Including one who said Cudmore was the reason he got through first-year physics.

So how does the recognition make him feel?

“I didn’t process it well,” he said. “OK – my wife said I was a babbling idiot for the evening.”

The Town of Arnprior will be completing a comprehensive Fire Master Plan. The Town has retained Performance Concepts to undertake the preparation of a Fire Master Plan which will include a review of such things as administration and compensation, firefighter training, fire prevention and fire safety education, emergency response, apparatus and equipment, and communications. The Fire Master Plan will be developed based on stakeholder and public input, community needs as well as current legislative and best practices, and will guide the delivery of Fire Department strategies and services into the future.

Public engagement is integral to the success of the Fire Master Planning process.

As part of the review, public input is encouraged. Plane crashes at Arnprior Airport

A plane with three passengers crashed on an Arnprior Airport runway on May 25.

The plane hit the rain-soaked runway at about 11 p.m. and slid for some distance before coming to a stop with damage to propellers on both sides of the silver Swearingen. The front landing gear collapsed.

No one was injured, according to airport manager Dan Lynch.

“All is good. We’ve closed the runway until Transport Canada finishes its investigation,” Lynch said.

No injuries resulted from this plane crash at The two pilots and a paramedic from the Arnprior Airport on May 25. plane, registered in Sioux Lookout, are staying in town to recover. The owner was en route.

Lynch said typically planes of this kind are transporting organs for transplant, often to someone in the Toronto area. They are contracted by Ornge Air, the provincial medical air transportation body. The plane may or may not have been scheduled to land for refuelling in Arnprior before heading to Toronto City Airport.

There was no damage to the runway; some hydraulic fluids need be removed.

Lynch said in the last 19 years, three other minor accidents have occurred.

John Lepack loves superheroes.

It doesn’t matter if it is Spider-Man or Batman, his imagination runs wild with their adventures.

The thing my son doesn’t know, is he is already a superhero in my eyes.

Shortly after John was born June 11, 2013, staff at Almonte General Hospital noticed something not right.

They were able to quickly recognize he needed to be rushed to the Children’s Hospital of Eastern Ontario (CHEO).

Kevin Keohane, president and chief executive officer of the CHEO Foundation, calls this a very typical story of CHEO working with rural hospitals outside of Ottawa, who he calls very important partners in care.

“We have some tremendous community hospitals throughout the area that CHEO also serves. For the vast majority of families the first place that you go when your child needs care is to your community hospital.

And we strongly encourage supporting the hospitals in your own areas,” said Keohane. “But at the same time, CHEO plays an important role with those community hospitals. When I think about CHEO it is a regional hospital.”

As a new mom from Arnprior, who just experienced a 24-hour labour in Almonte, it was a difficult moment to be told John needed the care from CHEO. But we were not alone.

CHEO truly is a regional hospital, and in 2016 there were 347 patients from Almonte with 1,166 visits; 472 patients from Arnprior with 1,513 visits; and 471 patients from Renfrew with 1,637 visits.

CHEO not only serves patients from Eastern Ontario; but their catchment stretches all the way to Northern Ontario and Nunavut.

Last year 52 per cent of patient visits to CHEO came from Ottawa and 33 per cent from other towns and cities in Eastern Ontario and Northern Ontario totalling 107,000 patient visits.

“That means there is an awful lot of children and families living outside the Ottawa area who are needing the services of CHEO, and it is a privilege for CHEO to be able to provide these services,” said Keohane.

John was transferred from Almonte to CHEO via a neonatal transport unit.

When the CHEO team arrived to take John they explained everything about the unit and how they were going to transfer him. Although at the time I was scared that my newborn was leaving my side, I was reassured that he was safe.

infants. And when you think, on 500 occasions last year they brought critically-ill infants to CHEO to make sure they go home with their parents, nothing speaks more to how important CHEO is to the communities outside of Ottawa than that stat,” said Keohane.

“That is how it should work, as we are working together with community hospitals to make sure the most critically-ill children come here and get the care they need, then go back into their own communities. That’s a role that CHEO is honoured to play.”

When John arrived at CHEO he was admitted to the neonatal intensive care unit. He was showing signs of meningitis and had to have a spinal tap to test the fluid.

To say my husband and I were scared is an understatement.

However, from the moment we walked in to CHEO until the moment we left, I knew he was in the best possible hands.

The team who worked on him always explained how they were examining him and what the next steps were.

Thankfully, after a week at CHEO, he was discharged, having battled back from an infection.

Who has the last word?

It’s likely that many Ontarians breathed a sigh of relief when the provincial government announced its plan to scrap the Ontario Municipal Board.

The OMB has often been perceived as too friendly to property developers. To many people, the board was quick to grab its rubber stamp and approve developments that didn’t fit with existing neighbourhoods.

In theory, up until now, the Town of Arnprior and other municipalities in Ontario decide what gets built within their borders.

But decisions by city and town councils could be appealed to the OMB. Change is never easy to deal with – especially close to home – but appeals to the board have often seemed like bad movie sequels: predictable, but with unhappy endings.

The running theme has been developers who ask for unappealing elements – think of massive towers and postage-stamp parks – and then settle for slightly less height and slightly larger greenspaces.

Cynics have to ask if the developer asked for the moon in order to get approval for their preferred design because it was slightly

less awful than the original request.

And in the background, the threat of an expensive OMB appeal kept city and town councils – and community groups – wary of holding back large-scale developments.

A new, less-powerful Local Planning Appeal Tribunal will take the place of the OMB. It’s not clear how the tribunal will work, or what kind of teeth it may have.

Will municipalities really be able to control their own growth?

And what happens if a city or town council votes to stop all growth, or a council is filled with councillors who want highrises on every street?

The face of Ontario cities and towns could be stunted (along with construction jobs) or rebuilt ad nauseam depending on the tribunal’s decisions.

It’s clear there should be an appeal process if a property owner thinks a council has been unreasonable, but every case is different. Some development is OK, some doesn’t fit in.

Who has the last word? We don’t know just yet.

Canadian Nuclear Laboratories mail-out doesn’t tell whole story To the editor:

Renfrew County residents have received a two-page mail-out from the Canadian Nuclear Laboratories (CNL) entitled ‘Near Surface Disposal Facility a safe solution.’ It does not tell the whole story.

What CNL calls an ‘engineered containment mound’ for ‘low-level and other suitable waste’ would basically be a radioactive waste landfill alongside Perch Creek on the Chalk River Laboratories property. This creek flows into the Ottawa River only about one kilometre away.

Waste water treatment plant removes contaminants?

During heavy rains or snow melt, radioactive contaminants would run off into ponds and could overflow into the Perch Creek wetlands. The treatment plant would not remove all contaminants. Tritium radioactive

heavy water would not be removed at all.

What will go in it?

The mail-out says where wastes would come from but not what they would be. CNL officials talk about building demolition wastes. The 990page draft Environmental Impact Statement (EIS) mentions tanks, drums, process equipment, piping, spent ion-exchange resins, immobilized liquids (p. 3-8); and large quantities of man-made radioactive elements such as americium and plutonium with half-lives of many thousands of years (p. 5-513).

Proven technology?

CNL says that ‘proven technology’ means that ‘effectiveness for disposal’ has been demonstrated through similar facilities currently in operation globally (EIS, p. 2-24). ‘Effectiveness for disposal’ could just mean ‘getting rid of’ waste. ‘Similar facilities’ in the

U.S. are located in the desert. They have operated for only a few years not the many thousands of years that these wastes will remain dangerous.

Federal agencies set regulations and provide oversight?

The Canadian Nuclear Safety Commission (the lead federal agency on nuclear matters) has never set regulations for permanent disposal or abandonment of radioactive waste.

Waste Acceptance Criteria?

CNL will propose its own Waste Acceptance Criteria (WAC) for what goes in the landfill. It hasn’t done so yet. These criteria may be ‘quantitative or qualitative.’ (EIS, p. 13-8) Waste that does not meet the criteria will not be accepted?

The EIS says (p. 3-13) In the rare occasion that wastes that do not meet the WAC, the waste may be further reviewed for acceptance through the WAC variance process.

Timeline?

The mail-out says ‘construction begins’ next year. In September 2015 the Harper government signed a 10-year contract with CNL that says, ‘CNL shall seek the fastest, most cost effective way(s) of executing the DWM [Decommissioning and Waste Management] Mission including disposal of all waste.’

Our tax dollars at work?

The 2017-2018 federal budget contains over $500 million to deal with nuclear decommissioning and waste liabilities. CNL’s Near Surface Disposal Facility project is only a proposal that is still undergoing an environmental assessment. Is a fancy two-page mail-out promoting this project an appropriate use of our tax dollars?

Flooded fields yield birds aplenty MIKE RUNTZ Nature’s Way

Last week I took part in the Prince Edward County Bird Observatory (PEPtBO) Challenge.

The challenge consists of teams tallying birds in Prince Edward County over a 24-hour period to raise money for the PEPtBO. Our team was the Sprague’s Pipits, a name coined years ago when Terry Sprague, a wellknown county birder, captained the team. Sprague’s pipit is an actual species, so the team’s name was a good one.

Terry unfortunately no longer takes part, so I came on board as team captain. With me were Mike and Kathy Burge, original members of the Pipits and key supporters of the bird observatory, and Don Sutherland, a longtime friend and superb naturalist. We started our birding marathon at Wellington on the west side of the county. With this spring’s high water levels, shorebird habitat along Lake Ontario was lacking. Still, we were off to a good start when a little gull was spotted in a large group of Bonaparte’s gulls, small blackheaded gulls that nest in boreal forest trees.

Lake Ontario’s shoreline lacked shorebirds, but the flooded fields certainly did not. Several had plenty of shorebirds including short-billed dowitchers, sandpipers that actually have long bills for probing deep into mud.

After successfully checking Point Petrie (pronounced as “Point Peter” by the locals) for field species such as grasshopper sparrow and upland sandpiper, we drove to Kaiser Road on Cressy Point on the far eastern side of the county. This year the flooded fields there were small lakes and it seemed at first that apart from some ducks no birds were present. But soon we spotted shorebirds foraging among the flooded last year’s corn stalks.

Dunlin, pretty little sandpipers with rusty backs, black bellies, and down-curved bills were scattered among the much larger black-bellied plovers, killdeersized birds with striking white upper parts and black faces and bellies. Also present were ruddy turnstones, colourful shorebirds usually found on rocky shores turning over rocks to find meals.

The highlight was a marbled godwit, a gull-sized sandpiper with a huge upturned bill. This

giant shorebird, a rare visitor to southern Ontario, was no surprise for earlier that day when Mike Burge and I were scouting the area it flew in, noisily announcing its arrival. Fortunately, it remained there until the evening.

The night we picked up most of the expected nocturnal species including eastern screechowl, Virginia rail, and eastern whip-poor-will. We also heard a Chuck-will’s-widow, a southern species first detected along Hilltop Road four years ago by me. This name-singing bird has returned annually and hopefully has found a mate by now.

When dawn broke we were at the tip of Prince Edward Point, although this year the tip is nonexistent. As we had hoped, overnight there had been a major fallout of migrating songbirds.

Warblers were everywhere and we quickly tallied more than 20 species including mourning, baybreasted, Tennessee, and blackpoll.

By the end of our 24-hour Birdathon, we had tallied 155 species. This total, however, was good only for second place, for another team claimed 162 species.

Construction season is upon us again in downtown Arnprior. The intersection of John and Elgin Street is a three-way stop.

A Cavanagh Construction flagger working at a downtown Arnprior intersection is warning drivers to be more careful coming through the intersection.

“The traffic lights are covered up, but there are stop signs in place and people are driving right through,” said Ralph Kirchhof, who is stationed at the corner of John and Elgin streets.

“There are a lot of kids and baby carriages and people with walkers,” said Kirchhof. “I’d hate for something bad to happen.”

The intersection is now functioning as a three-way stop and drivers should be coming to a complete stop at the stop signs.

“We’ve got construction on both sides and it’ll be that way for most of the summer,” said Kirchhof, who said he just wanted to get the message out to avoid any possible incidents.

The County of Renfrew says the traffic signals at the intersection Edey Street and Daniel Street, which is now closed, are also covered.

The town has resumed a water main replacement project in this area.

“This year’s scope of work includes the replacement of the water main along Daniel Street between Charles Street and Michael Street. Two lanes of traffic will be maintained, although lane widths will be reduced,” says a county press release.

There’s plenty of construction work continuing in town this season.

The Town of Arnprior Downtown Core Revitalization project is ongoing, says the county. “Temporary road and lane closures will be required on County Road 1 (Madawaska Street) and County Road 2 (Daniel Street).

Detours and alternate routes will be in place for the remainder of the construction season,” says the release.

“Motorists can expect delays. Please drive carefully and avoid signage.”

McNab/Braeside hosts June 1 meeting for flood victims Property owners affected by the recent flooding events in Renfrew County are invited to attend a public information session. On Thursday, June 1, 7 p.m. at Sand Point Golf Course, the McNab/Braeside township-hosted meeting is for residents to obtain information on the Disaster Recovery Assistance for Ontarians (DRAO) program and support services for Renfrew County residents affected by the spring 2017 flooding.

A representative from the Ministry of Municipal Affairs will provide an overview of DRAO that provides

funding to eligible homeowners (primary residence only) and residential tenants, small owner-operated businesses, farms, and not-for-profit organizations that have been affected by flooding.

The Canadian Red Cross will also be present to provide an overview of the services they can offer and their assistance program for those impacted by the flooding.

Hydro One Networks Inc. has applied to the Ontario Energy Board to raise its electricity distribution rates effective January 1, 2018 and continuing each year for another 4 years, until December 31, 2022. If the application is approved, a typical residential customer of Hydro One Networks Inc., using 750 kWh per month, would see increases as set out in the table below: 2018 an increase of $2.79 per month 2019 an increase of $2.47 per month

2020 an increase of $2.31 per month 2021 an increase of $1.95 per month

2022 an increase of $2.23 per month

Other customers, including businesses, may be affected as well.

Hydro One Networks Inc. has also acquired the electricity distribution assets of Norfolk Power, Haldimand County Hydro and Woodstock Hydro. The distribution rates for the former customers of these distributors will remain frozen at current levels until December 31, 2020. As part of this application, on January 1, 2021, and January 1, 2022, the distribution rates for these customers will also be increasing.

Hydro One Networks Inc. has also applied for new service charges and for adjustments to many of its specific service charges, including increases to charges for the collection of accounts, for disconnection, reconnection and removal of load control devices and for access to Hydro One Networks Inc. power poles. You are encouraged to review the application carefully to determine whether you may be affected by these changes.

The Ontario government has introduced the Fair Hydro Act, 2017 that, if passed, would implement electricity rate reductions starting in the summer of 2017. The amounts set out above are provided before the application of any credits that would be implemented under the Fair Hydro Act, 2017.

This is Kaba’s favourite. Don’t expect anyone else to bring you your goal, your dream. It is yours. If it is unrealistic, all the more reason to go after it. Imagine a kid from Guinea who had never seen an Olympian in his life, grow up to become one. Good luck with that, they would have told him.

“I use their negativity as my fuel, so I can shut their mouth,” he said, again chuckling infectiously. “I believed in myself. You have to live your dream. Do something ever day to get you one step closer.”

He cited as an inspiration a farm kid from Sarnia who grew up to become an astronaut. “Canada doesn’t even have a space program!” He recommended reading Chris Hadfield’s An Astronaut’s Guide to Life on Earth.

He was leery to say it but even parents, who want to protect, have to be ignored when it comes to the dream.

“Sometimes Mom and Dad don’t know what’s best for you. You must work and die, they say. Mine had never seen an Olympian. Their level of success for life is not as high, that’s all,” he said. “You love them. And they want nothing but the best for you. But they thought I was crazy.”

Free Big Give set for June 3 in Town of Arnprior Nine local churches participating in kindness initiative that began in 2015 in Ottawa with 52 churches Local churches are working together to give back to the community.

The Big Give in Arnprior is June 3 and everything is absolutely free.

There are nine local churches participating and everyone has something different for the community.

The Big Give’s website states they are a group of volunteers who passionately believe that kindness and generosity are an integral part of their Christian faith.

The volunteer-run organization mobilizes churches to bless their neighbourhoods through a unified day of giving extravagantly.

The event started in Ottawa in 2015 with 52 churches participating. Last year Arnprior got on board along with 66 churches in Ottawa and the surrounding communities.

This year the goal is to have 150 churches take part for Canada’s 150th birthday in Ottawa, Arnprior, Toron-

Patient Experience We’re Listening Most of us are familiar with taking surveys. We complete them after using a service, after online shopping, and from all levels of the government. Survey responses allow for improvements, flag problems, and prevent potential issues.

A busy emergency room where there is a lot of noise and chaos is typically not the right place to provide the right care to those who have anxiety or dependency issues. Regardless of the health issue, ARH defines quality care as doing the right thing, at the right time, in the right way, for the right person – and having the best possible outcome. The clinicians at ARH wanted to patients with mental health issues a more appropriate experience by connecting the patient with the right care provider when it mattered most.

This need resulted in a formalized partnership with Renfrew County Mental Health and with Pathways Alcohol and Drug Treatment Services. “Pathways Alcohol and Drug Treatment Services is now working in partnership with Arnprior Regional Health to better serve individuals in our community who struggle with substance abuse issues through strengthening and improving their quality of care and reducing emergency room visits,” said Lise Lafromboise, Executive Director of Pathways Alcohol and Drug Treatment Services.

Arnprior Regional Health (ARH) regularly surveys patients who return home following a hospital stay or who used the emergency department. A portion of discharged patients will receive a survey within a few weeks. The emergency department survey asks patients the following types of questions: How long did you wait to see a doctor; what level of confidence/trust did you have in the emergency department nurse; were you treated with dignity and respect, and (if applicable) questions concerning pain management.

These partnerships allow emergency department staff to contact the appropriate agency depending on the mental health issues affecting that patient. Often times a patient in distress comes to the hospital as a last resort.

“People experiencing a MHA crisis often visit the ER to seek treatment or to connect with services. Through this partnership, we aim to improve client and family access to the responsive and timely support needed for recovery.”

Once a patient completes their survey it is mailed to the survey company. The survey company compiles the results and sends a report to ARH. This report is reviewed by the emergency department, the inpatient unit, the medical advisory committee, senior management, patient and family advisory council (PFAC) and at the Board of Directors.

These partnerships give emergency room staff access to a councilor from either Pathways or Renfrew County Mental Health that they can reach out to on behalf of the patient. The councilor will come directly to the emergency department to speak with the patient or consult with them over the phone.

This helps the patient establish a relationship with a counselor and allows for a follow up appointment and eventually a treatment plan.

This gives ARH, based on patient feedback; a clear picture of what is working well, what isn’t and where improvements are needed.

Previous surveys flagged that patients in the emergence department had a longer length of stay due to waiting for test results. Now certain tests can be authorized by the triage nurse so that by the time the patient sees the doctor the test results are already available, thereby reducing the length of time spent in emergency. White boards in the emergency department also list wait times for blood work and X-ray results. We encourage everyone who receives a survey to take 5 – 10 minutes to fill it out. Your feedback is valuable and continuously helps us improve. We are committed to providing exemplary care in all areas at Arnprior Regional Health.

“Arnprior Regional Health, Pathways Alcohol and Drug Treatment Services and Renfrew County Mental Health deserve recognition for working together and putting in place a new model of care to serve clients better,” said Chantale LeClerc, CEO of the Champlain Local Health Integration Network (LHIN). “One of the Champlain LHIN’s key goals is to ensure more people with mental health conditions and addictions have access to services, and this is a great example of how to achieve that. We need more of these types of partnerships to truly build an integrated health system for the patients we serve.”

Holter Monitors A Holter monitor is a small, wearable device that keeps track of your heart rhythm. A Holter monitor test is usually performed after a traditional test to check your heart rhythm (electrocardiogram), especially if the electrocardiogram doesn’t give your doctor enough information about your heart’s condition. Your doctor uses information captured on the Holter monitor to figure out if you have as such things as heart rhythm problem.

Helping our Patients with Mental Health Arnprior Regional Health (ARH) has one of the highest rates of patients with mental health issues who return to the Emergency Department within 30 days of their initial visits within the Champlain LHIN. Some of the mental health issues seen at ARH include depression, anxiety, substance abuse and schizophrenia.

ARH has acquired several new Holter monitors for patients. Our previous technology required patients to download the data using a hardwired land telephone line. With the increase in cell phone usage and the decrease in landlines, it made sense to upgrade to the 7 or 14 day Holter Monitors with memory cards instead.

The Patient and Family Advisory Council’s Perspective With the new digital X-ray equipment in full operation, there are many people to thank. The maintenance department for leading the renovations, the Diagnostic Imaging Department for working with the manufacturer, the ARH Foundation for raising $400,000 to purchase the machine, and the Patient and Family Advisory Council (PFAC).

PFAC formed at the hospital in October 2012 based on the success of the Family Council at the Grove. Both groups are regularly consulted and feedback is both encouraged and welcomed in order to gain the perspectives of patients and residents.

When it came time to renovate the X-ray room, the manager of diagnostic imaging requested the patient perspective from PFAC. A couple of members of the council took the time to think about the patient experience when having an X-ray.

They chose soothing paint colours, selected lighting that could be dimmed, and easy to read directional signs. While these items may seem insignificant, they do impact the patient experience. Medical tests can be very stressful and putting the patient at ease is important to our health care professionals. We appreciate the perspective offered by PFAC.

Take a peep at the Wild Bird Care Centre June 6 KAREN RUNTZ

No two ways about it — human babies are demanding. But can you imagine needing to feed each 20-35 times each day? That’s the pace at the Wild Bird Care Centre, where volunteers are feeding hundreds of avian babies every 20-30 minutes.

The centre is the focus of an upcoming Macnamara Field Naturalists meeting.

Already this year they’re seeing more birds arrive than in 2016 — and last year was a near-record year for patients, they note on their Facebook page, which has some 5,000 followers. One look at their adorable “patient” photos and stories and you’ll see why.

The centre cares for some 3,000 wild birds annually. Orphaned baby birds aren’t their only arrivals, of course.

Giving birds another lease on life In 2016, the Wild Bird Care Centre treated an injured peregrine falcon found by a man and his son near the Madawaska River in Arnprior.

“It turns out the peregrine, a beautiful, dark male, had injuries consistent with a window collision. Luckily, beyond being stunned, some abrasions and a bit of a bloody beak, he wasn’t badly hurt and just needed a few days to rest and recover,” writes Anouk Hoederman on Safe Wings Ottawa.

“Bander Marcel Gahbauer and Patty McLaughlin weighed him, measured his wings, determined he was a third-year bird, and banded him on both legs.”

The falcon was then driven out to Arnprior to be released near where he was found.

Don’t miss Sparrow, Warblers, and Hawks - Taking a “peep” at the Wild Bird Care Centre, hosted by the Macnamara Field Naturalists Club on June 6, at 7:30 p.m. at the Arnprior Curling Club.

A species of concern, peregrine falcons have a special connection to Arnprior that residents living here in the mid 1980s will recall. Falcons then were almost wiped out

by DDT and Arnprior was one of four release sites in Ontario in a project to establish a stable breeding program. Our Macnamara Club was part of that project.

Macnamara president Michael Runtz recalls: “The falcon project involved placing a nesting platform on the church bell tower (I tied a rope around my waist and leaned out the tower to put the platform in place). loan Watters and Eric Ridgen were also involved.

“It was believed the falcons nested there in 1985 (I found the first one in April of that year) but I am confident that they did not, as

Tony Beck and I found a nest in Quebec just across the river. It is my belief that they came to the church to catch pigeons, and when the young fledged they also flew to the church.

They did not nest there.”

Sadly, as Canadian Geographic notes: “That summer the female was shot and the two fledglings disappeared. The male returns to the same steeple every year, but always without a mate.”

Patty McLaughlin has been involved with the Wild Bird Care Centre since she was 16.

After completing two university degrees in biology, she now works at the centre looking after wounded birds brought in by the public, and running the educational program.

On June 6, she’ll be giving the Macnamara Club a firsthand experience of what it is like to care for over 120 different species of wild birds each year and sharing tricks used to keep the birds comfortable in captivity based on their typical personalities, interesting facts, and miraculous recoveries.

And she’ll be bringing along Indigo, an American kestrel, which cannot be released back into the wild because of his injuries.

Guests are welcome at this and every meeting, and with special guest Indigo and the pictures and video that will be part of Patty’s presentation, this event will be especially family-friendly.

The Arnprior and District High School (ADHS) girls rugby team celebrates winning the AAA Eastern Ontario Secondary School Athletic Association (EOSSAA) Girls Rugby championship this week, their third straight EOSSAA championship. The girls defeated Napanee District Secondary School 22-19 in penalty kicks after 60 minutes of regulation and 10 minutes of overtime play. Arnprior wrestlers fare well at youth festival WENDY MAYHEW

April 22 was the Ontario Youth Wrestling Festival held in Orillia. The Arnprior Wrestling Club had eight wrestlers registered for the event. There were 360 wrestlers from all over Ontario competing at this one day event.

The divisions for the tournament were tyke ages seven and eight, novice nine and

10, kid 11 and 12 and bantam 13 and 14.

We had Tian Basiala, Zeek Elmore and Alec Milotte in the tyke division and they brought home one second and two thirds.

Zweh Elmore and April Toupin were in the novice division, bringing home a fourth and second-place finishes.

In the kid division Katie McLachlan brought home a second place medal. Our bantams were Leah Sheeler and Braedyn Benn and they came home with a first and

second placing.

At the end of the day when all the team points had been calculated Arnprior finish in 15th place out of 28 teams. Some teams had as many as 30 wrestlers competing.

This was a great accomplishment for a small team.

Several members went on to compete at Canada East in Moncton New Brunswick May 12-14 to face wrestlers from all across Eastern Canada.

Last year was a celebration of 40 years of history for the Madawaska Golf Club.

This year, the family-owned club is using that history lesson to set its priorities in 2017.

“We’re a family business,” owner Rick Munro said.

“We have to figure out who we are and what we’re doing. And we have figured out, we are a community.”

Munro says the lesson was hammered home during a recent memorial

for a longtime golfer, employee and friend.

Doug Carty died just this spring.

“He was with me for more than 23 years,” Munro said.

“There was a memorial at the Arnprior legion.

More than 40 members of the club came to the legion to help celebrate his life. From the Men’s Club, the Ladies’ Club — we truly are a community.”

So with that information, Munro says the club’s focus will be on its community.

He hopes to encourage the group of fringe members who play golf at

the course to become more involved in the clubs.

The club is going to expand its junior programs and is going to improve its communications.

Club pro Daniel Guay is back for his third year. Last year, Guay got the junior program up and running and even organized Madawaska’s first Junior Club Championship.

“Last year was the first Junior Club Championship and it was very, very fun,” Guay told the West Carleton Review. “We have lots of junior programming on the schedule this summer. The first one is this Saturday.”

Those enrolled in the junior member program will also receive an hour group lesson per month, a nine-hole game with Guay once per month and he hopes to organize a partnership with other area courses that will allow juniors to play a few different courses over the season.

“That will help prepare the kids for the intersectionals,” Guay said.

This year, Madawaska will be hosting the junior intersectional tournament. Guay says there are 20 juniors signed up already and there’s room for more.

But Guay isn’t only focused on the juniors. He is revamping women’s programming as well.

The Sumac Ladies League, played on the club’s popular Par 61 executive course, is being revamped.

“It will be very popular,” Guay said. “We actually have lots of programs for women.”

There will be a Lunch and Learn program this summer which will focus on a specific golf skill each month and combine practice, lesson and food over the course of the clinic. Guay will lead a Getting Started Program as well.

“That’s my goal, is to bring some of the Sumac players over to Twisted Pine (Par 70),” Guay said. “But having Sumac is really great. A lot of clubs don’t have time for juniors. But we’re excited to have them and have the space for them to learn.”

As far as communications go, the Madawaska Golf Club has been working on reaching as many of their community as possible in as efficient a way as possible. The club has a Twitter and Facebook page to support its website. General manager Victoria Munro posts regularly to the website and Facebook.

Members can find hundreds of photos from past club competitions on the Facebook page as well. This year the club is introducing an app for your phone. If you download the Madawaska Golf Club app you will have free access to an interactive scorecard, GPS which can track your shot distance, hole descriptions and playing tips, tracked scoring stats, Facebook sharing, club messaging and more.

“It does just about everything,” Munro said.

Off to a swinging start on junior tour

Gregory Schaepper shot a 72 and finished first in the juvenile boys division at the Royal Ottawa Spring Invitational on May 20, the first event of the season for the Play Junior Golf Tour. The tour is presented by Callaway Golf and is a grass roots development tour for both boys in girls ages four to 18. (March 20, 1915 – May 21, 2017) With great sadness, we announce that our beloved mother, nanny and friend, Gussie Thompson passed away at Southlake Village, Newmarket while surrounded by loved ones on Sunday evening, May 21st, 2017 after more than 102 years of life. A former longtime resident of Arnprior, Gussie moved to Newmarket several years ago to be closer to her family. She will be dearly missed by her daughter Lloydean Carcone (Tony); her grandchildren: Lisa Russo, Paula Badali (Gus) and Michael Carcone (Carolyn) and her greatgrandchildren: Robert, Paul, Michael, Nicholas, Matthew and Justin. Gussie was predeceased by her beloved husband Lloyd in 1944 and her daughter Arlean in 1986. The last surviving child of the late August and Bertha (nee Rose) Schultz , Gussie was also predeceased by siblings: John (late Margaret), Herman (late Edna) and Reinald (late Julia), Nettie Schultz and Anna Ingram (late Charles). Fondly remembered by her very dear friend, Marion Jones; her nieces and nephews as well as many friends in and around Arnprior. During her lifetime, Gussie did a lot of volunteering and contributed countless hours to the Arnprior Hospital Auxiliary; the Arnprior Curling Club as well as the Arnprior Legion. She was past president of the former Arnprior Legion Ladies’ Auxiliary. She was a proud citizen of our community and has left her mark on many of us. May she rest in peace.

The Arnprior Legion Branch 174 executive’s term 2016/17 has come to an end and the new executive takes over the June 1.

Not many changes, but a couple of additions. Membership chair Paul Valiquette adds the second vice president job to his responsibilities. Ches Ladouceur is the new secretary and public relations.

Xavier Brooks is appointed sergeant at arms and poppy chair. Rob Dufour will assist him as deputy poppy chair and also take responsibility for the website. All other positions remain the same. Drop in and check the board meet your executive.

Most of last year’s executive have been in one position or another for the past five years. It has been a busy time with many ups and downs and lots of expenses but at the end it has been very successful.

There has been many thousands of dollars donated to many organizations in the community. Many thousands of dollars spent keeping the aging building and equipment repaired, maintained or replaced.

There is still a bit of money in the bank. Not quite enough for a required new cooking range at a cost of around $10,000, but hopefully, it will be raised somehow.

No real changes are in the near Derek Dunn/Metroland future so remember to support your Arnprior Lionettes recently handed out donations to two community organizations and two individuals Legion. Bingo every Monday night following its annual raffle draw. ALzheimer Society of Renfrew County and Arnprior Special Olympics both with nice fresh sandwiches and hot recieved almost $420, while Mary Dontinger and John Grey were winners from the 2,000 tickets sold.

Pink foolscap pads told students to toe the mark It wouldn’t be long. The school year would soon be over, and I was always amazed at how the entire school changed those last few weeks before the exams started, when we would know if we would be passed into the next grade.

It was almost as if we were in church. Everyone was on his or her very best behaviour, as if our actions had as much to do with passing as doing well on our exams.

Cecil gave up crunching his toes in his gumrubbers, and moving his ears up and down on the side of his head. But Cecil was as smart as a whip, and there was no doubt he would pass into the next grade with flying colours. But he wasn’t taking any chances.

Even bad Marguirite wasn’t floating around the classroom like a crazed bird. Yes, the whole school had settled down and every effort was made to have Miss Crosby look on us kindly, in the hope it would convince her we deserved to be passed, regardless how poorly we did on our exams.

Long before the exams started, a scary reminder that they were looming before us sat right there on the corner of Miss Crosby’s desk. A stack of foolscap pads with bright pink covers, one for everyone of us at the Northcote School was piled neatly waiting for the day. They were much longer and thinner than the notebooks we usually used for our school work.

The only thing I liked about the pads was the colour. And the sheets inside were lined on one side,

printing, and trying desperately to stay within the lines Miss Crosby had drawn.

Sometimes she would write one word at the start of the line, and whoever she ordered to the blackboard had to write the same word over and over again.

For those of us in the lower grades, we had to print the alphabet, and I lived in constant fear that I would mix up the letters and be forced to spend another year in Primer Book.

All of this, getting us ready for the writing of our final exams.

Miss Crosby drilled us on arithmetic and history, and of course, we had to know the name of every township in Renfrew County! So all of this was reviewed long before exams and heaven forbid that we mixed up and put our township in Lanark County by mistake!

So there sat the pink foolscap pads. They were more than a gentle reminder what was in store for us in a few weeks. As well as trying to remember everything we had been taught for the past year, those pads told us we better toe the mark, or we would pay dearly when the report cards were handed out the day school ended.

Everyone, including Miss Crosby, held the inspector in great awe.

Weeks before exams started, Miss Crosby went over every last bit of teaching she had done in the entire year. We were drilled on spelling until the words danced in my head long after the exercise, and we even had an exam in penmanship.

So, to have us practise, and using a rack with taut wires across two pieces of thin wood, the teacher would draw straight lines across the blackboard, and one by one, each of us was ordered to the front of the class for penmanship. For me, that meant

Health unit to host fentanyl info session RENFREW COUNTY DISTRICT HEALTH UNIT

Illicit fentanyl, a highly potent opioid, has been confirmed in areas throughout Ontario in a variety of fake prescription pills and other street drugs, such as cocaine, crystal meth, heroin and marijuana.

Illicit fentanyl is known to be deadly in small amounts, making the risk of overdosing extremely high. Ingesting even a small amount can be fatal.

Renfrew County and District Health Unit recently hosted three sessions on fentanyl and overdose in partnership with the County of Renfrew Paramedic Services, the Ontario Provincial Police, the Renfrew County Youth Network and the pharmacists at Ontario Addiction Treatment Centre.

Almost 200 community members attended these events.

“Our goal was to be proactive with our communities and provide as much information and education as possible about fentanyl and the risk of over-

dose.

“The feedback we received from the community was positive but we know we need to do more,” stated Kayla Schutt, public health nurse at the Renfrew County and District Health Unit.

The health unit is planning to host three more information sessions: • June 13, 2017 at Mackenzie Community School, Deep River, 7 p.m. to 9 p.m.

(English session) • June 14, 2017 at Ecole Secondaire Catholique Jeanne-Lajoie, Pembroke, 7 p.m. to 9 p.m. (French session) • June 15, 2017 at Arnprior District High School, Arnprior, 7 p.m. to 9 p.m.

(English session) A panel of health professionals and community partners will present the following topics: opioids and illicit fentanyl, an overview of the naloxone program and naloxone kits, an emergency services perspective, treatment services and how to talk to your kids

about drugs.

There will also be a guest speaker and an open question period for session attendees to address the panellists.

Community partner displays will be available for viewing starting at 6:30 p.m. and will continue until 9 p.m.

“Fentanyl overdose and opioid use has become a national problem and no community large or small is exempt,” states Dr. Robert Cushman, acting medical officer of health at the Renfrew County and District Health Unit.

“Regrettably, this is not a problem that is going to go away quickly.

“The health unit is committed to working with our partners for the long term, and these sessions are just the first in a series of interventions”.

Brownies camp out

The 1st Arnprior Brownies recently ended their season with a two-night camp last. For many, this was their first nights spent outdoors in tents. All braved the rainy weather and survived the weekend with lots of fun, laughter and nature. All 24 members, ages seven and eight, along with their leaders and parents, volunteers experienced campfires, crafts, hikes, compass work, singing, and more. We are looking forward to our new season that starts up again in September.
