National President’s Message Welcome to the 2019 Property Council of Australia/Rider Levett Bucknall Innovation & Excellence Awards. It is my great honour to present to you this years’ finalists and winners. The 152 finalists which are showcased in this book, across 20 categories, are the best of the best. Each finalist underscores our industry’s capacity, ingenuity and contribution to nation-building. The projects on display combine both elegance and efficiency and demonstrate why Australia leads the world in sustainability, innovation and people-centric design. History of the Awards In 1982, as the property industry gathered to present its first annual awards for excellence and innovation, many of the buildings that now shape our skylines, bring life to our cities and energy to local economies were still distant dreams or sketches on the drawing board. Since then, the Property Council of Australia (originally the Building Owners and Managers Association) has been recognising and rewarding excellence. And Rider Levett Bucknall has been a proud sponsor and supporter of the awards program for each of these 37 years. As the industry evolved, so too have the awards. In 1991, the Property Council’s state-based award programs were augmented with a national award to recognise excellence in the efficient use of capital in a new or refurbished development. As Australia’s cities continue to expand, our industry responds to myriad challenges – from delivering affordable housing to supporting Australians as they age, and from improving the environmental sustainability of buildings to creating a rich and diverse workforce. As a result, a number of new categories have been introduced. In 2007, we began to recognise our next generation of talent through the Future Leader of the Year Award. In 2010, the Retirement Living and Office Workplace categories were introduced, and the following year the Sustainable Development category was expanded to recognise the different approaches taken on new and existing buildings. In 2012, the Award for Innovation first gained its moment in the spotlight and has since transformed into two awards: one for Project Innovation and another for Development Innovation. The Award for Best Affordable Housing Development was first presented in 2015, while the Award for Diversity, introduced in 2016, has been split into two categories in 2017 in response to the number of entries. While the categories and number of entrants have grown, and the quality and sophistication of the entries have increased, the underlying aim of the awards remains the same: to support and showcase the developments creating brilliant places for all Australians.

Celebrating 70 years in Australia In 2019 Rider Levett Bucknall (RLB) celebrates 70 years since the opening of its first Australian office in Melbourne in 1949. The idea of the public sphere was quite evident in Melbourne at that time with a growing number of retail premises, museums and lecture theatres. The civic buildings featured in this publication, including the Palais Theatre Redevelopment in Victoria, continue this idea of people coming together to interact, exchange stories, and to create a public sphere. The founder of Rider Hunt (now Rider Levett Bucknall) in Australia, Harry Wexler, was very active in both professional and community services. As members of the Australian community, the concept of partnership between business and the local community continues to form a central tenet to RLB’s approach. The Clean Energy Finance Corporation (CEFC) is responsible for investing $10 billion in clean energy projects on behalf of the Australian Government. Their goal is to lower Australia’s carbon emissions by investing in renewable energy, energy efficiency and low emissions technologies. John V. McCarthy AO Chair John is recognised as a property industry leader. He has previously served as the National President of the Property Council of Australia, Chairman of the Australian Sustainable Built Environment Council and Chairman Co-operative Research Centre for Construction Innovation. John currently holds various corporate board positions including Chairman of the Sustainable Built Environment National Research Centre and formerly Adjunct Professor at QUT School of Urban Development Faculty of the Built Environment and Engineering. In May 2010 John was elected World President of the International Council for Research and Innovation in Building and Construction, and in 2009 was awarded the Order of Australia for services to the property and construction industries. Rosina Di Maria is a Principal in global architecture and design firm Woods Bagot. As a recognised industry leader in design, Rosina has extensive experience working across Australasia, the Middle East, Russia and Europe.

Denis has specialised in the planning, leasing, commissioning, management and sale of major commercial, industrial and retail projects. Denis is the chair of the Property Council of Australia’s Professional Development Committee and, since 1997 has been involved with a range of state and national committees and industry conferences. He has also been a member of the judging panel for the Property Council of Australia/ Rider Levett Bucknall Innovation and Excellence Awards since 2006.

Rosina returned to Adelaide after leading the interiors portfolio in the Woods Bagot London Studio. In the workplace sector, Rosina led HSBC’s Global Headquarters at Canary Wharf and other prestigious projects for Bloomberg, Barclays Capital, Cisco and Macquarie Group. As lead interior designer in London, Rosina delivered notable projects such as Eccleston Square Hotel, Doubletree by Hilton and award winning Minthis Hills Golf Resort in Cyprus. On return to Australia, Rosina has led her team in designing the interiors of the ground breaking South Australian Health and Medical Research Institute (SAHMRI), newly refurbished Platnium Club Train Carriages for The Ghan and award winning Collins Bar for Hilton. Rosina is leading the interiors on the expansion of the Adelaide Convention Centre, working on the new Westin Brisbane and is advising the Art Gallery of South Australia.

Ross is an accomplished urban planner with over fifteen years’ industry experience in Australia and the UK. His experience includes working with multidisciplinary teams in structure planning for new greenfield communities, project leadership in large and innovative infill projects, identifying development opportunities and conducting due diligence for clients, and extensive consulting on project strategy and negotiation.

Médy Hassan is the founder and Managing Director of Haus Holdings, co-founder and Director of private equity group Vitae Capital and Vice Chairman of The Australian Performing Arts Conservatory (APAC). Médy is an Adjunct Professor at RMIT University and the University of Canberra, a Fellow of the Royal Society (NSW), an Industry Fellow of the University of Queensland and Fellow of the Australian Institute of Building.

Désirée is the Executive Director - Planning Services for Economic Development Queensland. She is a planner and development strategy advisor with 20 years’ experience across most development types and with particular interest in large and complex renewal projects, large residential and mixed use developments. Her focus is on delivering pragmatic and commercial development strategies and approvals for her urban growth clients.

Ross is also currently studying environmental economics at UWA in order to better understand the economics of development, in the context of establishing the most effective way to deliver optimal design, profitability and environmental outcomes.

With more than 25 years’ experience, Médy specialises in business strategy, capital raising for properties, investments and ventures, innovative acquisition and delivery models, and the development of major residential, commercial and special purpose projects in both Australia and overseas. Médy contributes to national industry bodies at an executive level, and is a member of government (GBE), private sector and academic/industry research boards including InvestLogan, the Queensland Brain Institute (UQ), APAC, the Lean Construction Institute of Australasia (LCIA) and the Centre for Integrated Project Solutions (RMIT). Through this contribution and the funding of a Tertiary Level ‘Diversity and Inclusion’ Scholarship, Médy guides emerging talent to support and lead the industry’s evolution.

John held an executive role in a professional cost consultancy practice for thirty two years and has experience in every major facet of the profession working on projects with the smallest of budgets through to those in the hundreds of millions.

Arabella is a Senior Development Manager Development, Retirement Living at Lendlease. With over 18 years in the property and construction industry, Arabella has held diverse roles across Australia. Her industry experience includes government and private projects in commercial, residential, institutional, recreational, industrial and infrastructure projects.

Appointed to her role in 2015, Kylie joined AMP Capital from Lend Lease where she was Fund Manager for a number of smaller funds and retail mandates. Kylie has had over 15 years’ experience in property funds management with a particular focus on retail assets and has been involved in the delivery of several large development projects on behalf of wholesale investors. Prior to this, Kylie held several roles at Arthur Andersen in the property audit and advisory business. Kylie holds a Bachelor of Commerce (Land Economics), Graduate Diploma in Applied Finance and Investment and sits on the NSW Property Industry Foundation Board of Advisers.

His experience covers projects within the major cities of Australia, isolated civil projects and those overseas. He has lectured in cost planning and economics to graduate and post graduate courses and provided expert witness advice in legal disputes. John’s skills lie in a hands-on approach bringing his experience in contractual and cost planning matters together to provide risk averse strategies.

Arabella is the chair of Property Council of Australia’s Planning & Sustainability Committee for the ACT. Arabella has been awarded the recipient of the National Association Women in Construction (NAWIC) ACT in 2013, Achievement in Design and the 2015 Professional Woman of the Year.

A significant and striking addition to the Brisbane skyline, 1 William Street provides a new integrated workplace for the Queensland public service. The collaborate investment of around $20M was made by the Victorian State Government and City of Port Phillip. The repair and refurbishment work addressed the building’s critical maintenance and refurbishment issues and was repainted in its original colour – a sand tone consistent with the building’s c.1927 finish. The design and construction of the Griffith Teas building, managed by Growthbuilt, celebrates the outstanding adaptive reuse and redevelopment of an iconic derelict heritage building on a prominent site in Sydney’s Surry Hills. This extraordinary mixed use development is now a revitalised residential and dining complex including renowned Chin Chin restaurant. The outstanding quality of the design, heritage restoration and finishes resulted in the residential development receiving 5,000 registrations of interest for 37 apartments and subsequently sold minutes after launching.

The Juanita Nielsen Community Centre redevelopment celebrates the adaptive reuse of an underutilised heritage building into a revitalised multi-purpose intergenerational community hub, activating the streets and surrounding areas. A truly one-of-a-kind heritage development project, the detailed, high-quality workmanship and craftsmanship applied achieved the shared vision to restore this iconic 1880s building to its former glory in one of Sydney’s most historic sites in the heart of Woolloomooloo. Bennelong Bridge is an innovative project that provides a new model for public infrastructure, physically connecting two communities and embodying the design principles of social benefit and ecological sustainability. Unlocking high-density development potential, this privately funded project has been celebrated by government as an example of a successful privatesector collaboration and application of value capture. Designed by Scott Carver, it sets a benchmark for the delivery of private sector, public transport infrastructure to support high-density development.

The Central Park development precinct presents the greatest concentration of privately commissioned artworks in the local government area of Sydney. The artists commissioned for projects represent an extraordinarily distinguished group of individuals hailing from diverse locales across the globe: Tadashi Kawamata (Japan-born, Paris-based); Pipilotti Rist (Switzerland); Ugo Rondinone (Switzerland-born, New York based); Patrick Blanc (France); Yann KersalĂŠ (France); and Turpin + Crawford Studio, Yhonnie Scarce and Justine Varga (Australia).

Cirque is an iconic new riverside residential development that heralds a new era of luxury, affordable, sustainable apartment living. Cirque sets a benchmark for vertical multi-residential development through its exemplary sustainable design, and its holistic approach which prioritises design, amenity, environment and community. Cirque’s sustainable design innovations translate to lower daily running costs for residents, a healthier living environment, enhanced marketability and a future-proofed asset.

McDonald’s Sydney International Airport is an innovative project for the iconic brand as well as for Sydney Airport. Creatively utilising the vertical space that had previously not been unlocked, McDonald’s and Landini Associates partnered to realise an exciting design that floats a golden glazed kitchen above departing customers, displaying the activity and theatre of the restaurant. A vertical transporter brings another layer of excitement to the space, carrying meals from the kitchen to the concourse captivating customers in the process.

Omnia Potts Point transformed a dilapidated building into a vibrant architectural statement that imposes on its surrounding environment. The end product of the development breathes a new life into a transforming area and offers an exciting preview of what can be constructed between the old and new.

As one of the most significant urban renewal projects to be undertaken in Queensland, the Parklands project is innovative on several fronts; most notably in its vision to create a vibrant and sustainable mixed use community for the Gold Coast. This unique development sets a benchmark for delivering a purpose-built development for a major event, the 2018 Commonwealth Games, while simultaneously providing a sustainable legacy and offering a world-leading place for the Gold Coast community to live, work and play.

The John Holland Building team successfully designed and constructed a modular cell construction system for the Ravenhall Correctional Centre that allowed for all prisoner double and single cells to be constructed off-site in a safe and controlled environment and be delivered and installed on site as a single unit. This innovative method significantly reduced construction time on site whilst reducing exposure to high risk activities on the construction site, resulting in significant time and cost savings.

RMIT NEW ACADEMIC STREET VIC NAS involves the complete transformation of the ‘heart’ of RMIT city campus, radically redefines its educational and student experience. Developed by the Stable Property Group and designed by AJ+C ‘The Burcham’ in Rosebery, Sydney is a unique project which synthesises the adaptive reuse of a quality existing building, provides a high level of amenity through architectural design excellence, and demonstrates exemplary sustainability features enabled by technological innovation. Each of these ingredients individually are commendable but it is the combination of them that creates something truly unique.

Verge, Western Australia’s first Micro Lot precinct, consists of 11 double storey houses, 10 of which are built on 80sqm green titled lots with an 8m frontage. The 80 Series was an initiative to pioneer the creation of a two-storey house and land development on an 80sqm freehold lot for the WA residential land market. The project is a result of meticulous planning between LWP, Now Living and the Department of Communities, to provide affordable product diversity through innovation.

Billbergia Group’s Baylink Shuttle service is an innovative community initiative that connects Wentworth Point residents to Rhodes Town Centre. Research and community engagement showed a need for better public transport, which Billbergia took as an opportunity to deliver, as part of a $21 million VPA. Initially beginning as a 3-month trial, the service creates a sustainable, connected community, which supports public transport in the area, eases congestion from cars, providing access to trains, ferries, open space, schools and shopping centres.

Investa, one of Australia’s largest owners and managers of commercial real estate, and Willow, a technology company, have together been developing a unique approach to the management and experience of assets – enabled through the creation of an exact virtual replica of the built form – A Digital Twin. This approach has yielded substantial benefits in the achievement of time, cost and quality construction (data collection and validation), handover (speed and smoothness) and now on-going operation of commercial buildings. Development.i is an Australia first development application tracking system that sets a new benchmark for the provision of development information and planning and development engagement. Developed in-house, the platform provides simplified and enhanced searching, instant visualisation of results and adjustable filters, ability to save searches, favourite properties and applications and set preferences to receive alerts. Think of a ‘realestate.com’ for development applications. The system is a game changer for the property industry and all stakeholders in the planning process.

Inspired by South-East Asia’s traditional hawker centres, HWKR is the brainchild of ICD Property and Brand Works with designs by Craig Tan Architects. With a vision to modernise the way people socialise and eat, HWKR’s implemented innovative systems like modular kitchens, interchanging vendors, apppowered ordering, and more! All in order to provide an entirely friction free experience for customers and businesses alike.

The immersion room is a mixed reality property marketing tool, that combines the very best of shared audio visual technology with hands-on participation to blur the lines of real and digital environments. The result is a new way to experience future environments, in an inspiring and trustworthy manner, driving increased levels of engagement and sales for property marketing.

Spiire’s innovative model of designing with empathy and story through play for those with Autism Spectrum Disorder (ASD) is part of a larger vision to create inclusive cities. They have developed an innovative model of designing that has been applied on two projects to date. The sensory rich play installations are designed in collaboration with allied health professionals and behavioural therapists. The playscapes interpret ASD behaviour and the therapies to assist ASD children through selective, abstract and non-competitive play.

This highly-innovative business strategy created a distributed energy platform that included Australian retail’s largest investment of $73 million in renewable technologies to create shared value for customers, retailers, investors and the communities they live and operate in.

SuiteX, a new kind of workspace offering by Dexus, partners the comfort and privacy of traditional office space with the opportunity for collaboration in an all-inclusive offer in Sydney’s CBD. Demountable wall systems allow customers the flexibility to align their space needs with business needs, quickly altering suite sizes when needed. The innovative model helps customers avoid costly fit-outs, complex contracts and long-term leases with ready to move in, design-led suites.

Due to the unusual format of MDT meetings, the room required special design attention. Our team embarked on a clientcentric journey to intimately understand the meeting processes and clinicians needs. The outcome is a $1m state-of-the-art room, ensuring that the hospital remains at the forefront of innovative patient care solutions.

Townsville’s Street Art Program is an innovative and economical placemaking solution, which has helped to turn Townsville’s city centre into a colourful and vibrant place, that has become an economic and tourism activator for the city. The project has effectively and efficiently activated the CBD, supported Australian artists and created vibrant, interesting spaces. The outcomes speak for themselves; reducing illegal graffiti, improving feelings of safety, supporting local businesses and creating beautiful destinations within the Townsville CBD.

Empire Apartments and Podium Townhouses are located in LandCorp’s award-winning urban renewal precinct Perry Lakes, previously the 1962 British Empire and Commonwealth Games stadium site. The multi-staged project boasts quality finishes, active streetscapes, high quality landscaping and achieves exemplar environmental, social and economic sustainability outcomes. A mix of dwelling types provides choice and diversity. The project incorporates ageing-in-place and future proofing principles and has been used as an example of good design within the draft Design WA ‘Apartment Design’ document.

Empire was Mammoth Empire’s second project in Melbourne and one of the first “super towers” along Elizabeth Street (north) and the CBD. The project consisted of 61 storeys, including 487 apartments, communal facilities including gym, yoga room, sauna, dining rooms and a pool across two levels. It also included a commercial/office on level one and retail space at ground floor along Elizabeth Street and A’Beckett Street.

Haven, Newstead is a 25 level high-density apartment and retail development located in the Gasworks urban renewal precinct delivering an exceptional range of amenity and lifestyle options for residents and patrons. Developed by HCAP Developments and Marquee Development Partners, Haven was completed in December 2017, and features 220 premium residences and eight retail tenancies. Designed by Tzannes architects and completed in April 2017, this six-storey building is the first commercial office building in Australia to be built using engineered timber – Cross Laminated Timber (CLT and Glue Laminated Timber (Glulam) – as its primary building material and heralds a bold new future for a construction industry searching for cost-effective and sustainable building solutions. The Alice Springs Supreme Court Commercial Precinct has achieved iconic status since opening in 2017. The $20M development with its distinctive elliptical shape projects a prestigious presence throughout the CBD. It houses the new Northern Territory Supreme Court, occupying 2715sqm NLA across four levels. A two-level commercial office space resides above the court providing 1950sqm NLA, with one level leased to the Office of the Prime Minister and Cabinet. The development radiates a prosperous future for Alice Springs.

Funded by the Commonwealth Government of Australia through the Health and Hospitals Fund, this project creates a new approach to delivering quality and affordable healthcare to the Ballarat district. The design approach was to provide a healthy, stimulating environment based on a whole-of-life philosophy. Inspired by the benefits of contact with nature, the idea of the building was to engage with the community. A central doubleheight atrium spine defining a series of spaces for passive and active use achieved this.

Featuring a striking architectural design, the recently redeveloped Bellevue Hill Public School delivers the future of primary school learning today. The One Flintoff Project set out to build a new pool, civic offices, a town square and a planning framework for Greensborough. What it resulted in, is Australia’s leading suburban regional aquatic and leisure centre; WaterMarc and industry recognised civic offices to which others are aspiring, situated in the heart of an existing shopping precinct, a network of new and rejuvenated public spaces, and a renewed regional activity centre experiencing exponential growth in civic, community, recreational, commercial and health services.

NAS involves the complete transformation of the ‘heart’ of RMIT city campus, radically redefines its educational and student experience. The redevelopment takes student experience and develops it into an architectural and urban design proposition specific to RMIT, with all the diversity and experience the city offers. The former Woollahra Library sat peacefully in a charming building amongst the lush Blackburn Gardens. The new site is a commercial building in the heart of Double Bay. The design reflects a transformation in the role of libraries, from a whisper quiet place to a vibrant space to learn, work, and play. A heart for the community, the library occupies three levels adorned with hanging gardens, carved with connecting voids, dotted with nooks and crannies.

The UniSA Cancer Research Institute designed by architects Swanbury Penglase and BVN, is home to the University of South Australia’s School of Pharmacy and Medical Sciences, the globally recognised Centre for Cancer Biology, UniSA’s technology-based business incubator hub, Innovation Collaboration Centre and future-focussed public museum, MOD. The building is unique in the way it brings together students, researchers, industry and the public to create a connected and engaged community of inquiry connecting the Adelaide BioMed City precinct to the city. The Baringa Urban Village of innovative and wide-ranging terrace homes was conceived squarely with the purchasing capacity of low to moderate income earners in mind. The project has received strong market acceptance, with more than 100 terraces sold since the development was launched in August 2017. Priced from only $313,000, the terrace homes offer low to moderate income earners and essential workers the opportunity of home ownership in an enviable, highly connected location that would otherwise be out of reach.

46-48 Foveaux Street is an Australian first, providing an innovative boutique short-term affordable boarding house development in Surry Hills. Working closely together with client and operator from DA through to completion delivered an outstanding project which exceeds the original brief and design intent and integrates with the local area vibrancy and amenity. The detailed, high-quality craftsmanship involved in bringing this underutilised site to its best and highest use, sets a new benchmark for affordable inner-city living in Sydney and Australia.

Specialising in urban renewal projects, developers PAYCE in collaboration with Evolve Housing, a not-for-profit community housing group, created Harts Landing, an integrated residential development in Penrith NSW. It consists of three buildings, rising nine storeys above a podium level of common areas and two levels of car parking with 270 spaces. Residents enjoy private recreational facilities including landscaped gardens and BBQ areas. Of the 268 apartments, 134 sold on the open market and 134 affordable apartments are managed through Echo Realty.

Priced between $285,000 and $370,000, well under the Perth median unit price , the project allows people who believed homeownership was beyond them to break into the property market. Making use of our unique position as a community housing provider with in-house development capabilities to identify and respond to community needs, Symphony Park was developed to deliver high-quality, entry level properties to the ACT Market.

Verge, Western Australia’s first Micro Lot precinct, consists of 11 double storey houses, 10 of which are built on 80sqm green titled lots with an 8m frontage. The 80 Series was an initiative to pioneer the creation of a two-storey house and land development on an 80sqm freehold lot for the WA residential land market.
