Greetings Chamber Members,
It’s been a very active and exciting year so far and it’s not over yet! Your Chamber has been working diligently to foster new and support existing businesses in Arlington. Just a couple of examples of the Chamber’s efforts since our last edition:
The Chamber advocated for approval of the Arlington Innovation Fund Catalyst Grant Program. This program, to be operated by Arlington Economic Development (AED), will provide seed capital grants of $25,000 to $50,000 to Arlington’s early-stage tech entrepreneurs during the early stages of their company lifecycles. This pipeline will not only create jobs, but also create potential new office tenants in Arlington as we deal with a historically high commercial vacancy rate. The Chamber also strongly supported Arlington County Zoning amendments to establish permanent regulations for outdoor cafes in public rights-of-way and on private property. These new regulations allow businesses to apply for the permanent retention of their Temporary Outdoor Seating Areas (TOSAs) which were granted during the pandemic. The new process will allow for TOSA operators to plan for their long-term future with outdoor dining as a revenue source. We are thankful that the County has emphasized that TOSAs will still be allowed to operate during an interim period provided that applicants continue working with the County in good faith. We are willing and able to work with the County and engage with our restaurant members over this period to ensure that this process is as a smooth as possible for TOSA operators.

• October 10th is our Nonprofit Forum: Organizational Change and Transition, presented by the Chamber’s Community Action Committee. Hear from leaders at for-profit and nonprofit organizations about the catalysts, challenges, and results of transformational change at their businesses. What does resistance to change mean? What does staff engagement look like? What tools and resources are essential? How to communicate with stakeholders? Take away clear, concrete methods to enact successful change at your organization.
• December 8th is our 99th Annual Meeting and we will celebrate the Chamber’s accomplishments of 2023, while looking ahead to what’s to come in 2024. The event will also include the presentation of the prestigious Chair’s Award, President’s Award, and Committee of the Year Award. The Annual Meeting is always a can’t-miss event for Arlington business and community leaders.
• December 12th continues our Young Professionals Series focused on Networking. This series cultivates the next generation of business leaders by bringing together Arlington young professionals to learn more about Arlington and engage with the larger business community. Send one of your emerging leaders to begin establishing long-term relationships in our business community.

Dear Members and Friends of the Arlington Chamber of Commerce, It’s hard to believe that the Arlington Chamber’s 99th year is coming to a close. As we prepare for our centennial next year, it’s been an opportunity to reflect on the past, enjoy the present, and look to the future.
The celebration of our 99th year will take place at our Annual Meeting on December 8 at the Sheraton Pentagon City. Based on great input from our Board of Directors, we’ve invited and secured Robert Blue, Chair, President, and CEO of Dominion Energy as our keynote speaker. We hope to see you there.
Throughout this year, we’ve delved into our archives, sifting through old newsletters, newspaper clippings, photographs, and a multitude of slides. It’s amazing to have a glimpse of the past and to see how much has changed, for our Arlington and for our chamber over the last 100 years. And for any history enthusiasts, we’re still looking for additional volunteers to help us review materials, so please reach out to the Chamber Staff at chamber@arlingtonchamber.org if you’d like to give a few hours of your time.
With all of those changes, the Chamber’s mission and focus of strengthening businesses and the economic environment for those who work, live, and do business in Arlington has not changed. The technical words of our mission statement have evolved over the years, but our purpose has not.

Arlington Chamber Supports Permanent Outdoor Dining Framework
On July 15, the Arlington County Board adopted amendments to the Zoning Ordinance that established regulations for outdoor cafes in public rights-of-way and on private property. This was a welcome development for our restaurant members, as they will finally have the means to apply for the permanent retention of their Temporary Outdoor Seating Areas (TOSAs) that were granted due to pandemic-era temporary rules. This process will allow TOSA operators to prepare for their long-term future with outdoor dining as a revenue source, keeping many restaurants alive during the pandemic.
The adopted regulations include a two-month gap between the expiration of temporary rules and the adoption of the new permitting process. The Chamber expressed concern about this length of transition period to the County Board. The County has reiterated that TOSAs will still be allowed to operate in the interim provided applicants work in good faith. The Chamber sent detailed information about the process via email and will continue to be engaged with the County to ensure that the transition process to permanent outdoor dining is seamless for our restaurants.
In early September, Government Affairs Manager John Musso and Membership Engagement Manager Will Mulligan joined a team of County Staff for in-person outreach to all restaurants operating TOSAs. The outreach teams provided packets of individualized information on permitting, seating and other requirements for getting permanent outdoor dining spaces approved. Musso and Mulligan specifically joined Staff in dropping off information to more than 20 Chamber members operating TOSAs.
The Chamber has also sent regular email updates to member operators detailing information about the new permitting process for permanent outdoor dining, and we will continue to work closely with our affected members as the October 16 deadline approaches.

Chamber Joins the Coalition to Protect America’s Regional Airports
On June 23, the Arlington Chamber joined the Coalition to Protect America’s Regional Airports. The Coalition, comprised of more than 100 Chambers, business organizations, and airlines nationwide, was formed to support the preservation of the “slot and perimeter rules” that the Metropolitan Washington Airport Authority (MWAA) enacted over Dulles International and Reagan National Airports. Currently, a group of members of Congress has been seeking to heavily revise the slot and perimeter rules at Reagan National, which would negatively affect the already overburdened airport. Following the solicitation of member input and consideration from advocacy leadership, the Chamber Board of Directors voted to join the Coalition at their June 22 meeting.
Congress will likely consider possible revisions to the slot and perimeter rules following its August recess. All Northern Virginia representatives and both Senators are opposed to any changes. The Chamber will continue to monitor the situation and support the Coalition’s efforts to stop unwanted change.
Arlington Chamber Requests Revisions to Langston Boulevard Draft Plan and Urges Timely Adoption
On August 21, the Chamber sent a letter to the County expressing its continued support of Plan Langston Boulevard’s broad goal of development along the Langston Boulevard Corridor. The Chamber does not seek any delay in adopting this important plan. The Chamber urged several revisions to the Plan in its letter and requested the concurrent adoption of the Zoning Ordinance and General Land Use Plan (GLUP) Amendments.
The most crucial action that the County Board can take on the adoption of the Final Area Plan is to concurrently adopt the Zoning Ordinance and GLUP amendments that will create and implement the Plan’s land use designations and planning processes. For the Plan to have the desired positive impact, simultaneous adoption of the Plan and the package of these amendments is essential.
The Chamber requested that the County Board support three additional Plan Goals: the retention or expansion of retail and community serving commercial use capacity along the corridor, the provision of parking resources suitable for supporting retail and community serving commercial resources, and the provision of community and cultural resources. The Chamber additionally asked for a higher base density beyond 1.5 FAR to incentivize the desired benefits from the Plan Goals.
The Chamber looks forward to continuing to engage with the County as the Plan approaches its adoption.

8th Annual Regional Elected Leaders Summit
In August, the Arlington Chamber of Commerce, with premier partner Northern Virginia Chamber of Commerce and co-hosts Alexandria Chamber of Commerce, Loudoun Chamber of Commerce, Prince William Chamber of Commerce, and Northern Virginia Regional Commission, hosted the 8th Annual Northern Virginia Regional Elected Leaders Summit, sponsored by Dominion Energy. More than 200 business, government, and community leaders from across the region gathered for the sold-out Summit at Marymount University - Ballston Center. The program began with a moderated discussion with Arlington County Board Vice-Chair Libby Garvey, Prince William County Board of Supervisors Chair at-Large Ann B. Wheeler, Fairfax County Board of Supervisors Chair Jeff McKay, Loudoun County Board of Supervisors Chair Phyllis Randall, and City of Alexandria Mayor Justin Wilson. NBC Washington’s News4 Today Anchor Jummy Olabanji moderated the program.
The regional elected officials discussed commercial office vacancy, affordable housing, Metro, child care, and economic and workforce development. President of Dominion Energy Virginia Ed Baine expressed how pleased he was for the elected leaders to have this conversation, noting in his opening remarks that “this forum is a great sign of regional cooperation.”
In discussing the future of office spaces in the wake of historically high vacancy rates, Alexandria Mayor Justin Wilson noted that “returning to the office isn’t about just returning to the physical office space. It’s more about collaboration. They are returning for meetings, for collaboration space. The future will be about spaces for people to come to work together.”
While discussing affordable housing, Prince William County Board of Supervisors AtLarge Ann Wheeler stated that “local elected officials always have to be asking ourselves, ‘How do we make it easier to work and do business here?’ We have to make affordable housing a priority. Businesses won’t want to come here if people can’t afford to live here.”
Regarding Metro funding, Loudoun County Board of Supervisors Chair Phyllis Randall articulated that “the federal workforce in the region relies on Metro. Moving the federal government’s workforce means that Metro is important to U.S. public policy. And yet, Metro is still the only major transportation network that does not have a dedicated source of revenue. We need a dedicated source of revenue from Virginia, a dedicated source from other jurisdictions, and a huge influx of funds from the Federal government.”
While discussing child care and attracting workers to the region, Fairfax County Board of Supervisors Chair Jeff McKay noted, “there are 130,000 open jobs in the Commonwealth. Affordable housing is a major issue for attracting workers, but affordability overall is an issue. We need to look across the board. Affordability is an ecosystem, and affordability of child care is part of that ecosystem.” He added, “an investment in our kids is an investment in our economy.”

Shifting gears to workforce development and expanding on Chair McKay’s statistics, Arlington County Board Vice-Chair Libby Garvey said, “We have got to get everybody into this workforce. Nowadays, we have to train young people for jobs that don’t exist yet, but we have the ability to do that, by training them to think, to be intelligent and adaptable.”
Following the Panel Discussion, U.S. Senator Mark Warner delivered the keynote address, discussing his efforts in the U.S. Senate to affect policy regarding home ownership, transportation, and investments into human capital.
He also took questions from Arlington Chamber President & CEO Kate Bates and returned to the topics the local elected officials discussed. On the subject of commercial office vacancy, he insisted that “We need to do more to give incentives to bring people back into the office,” while noting that the current economic conditions have been a “perfect storm” for moves toward hybrid work and high vacancy rates for commercial offices.
Senator Warner also praised the local elected officials’ dialogue, stating, “You rarely see this quality of local elected officials anywhere.”
This was the eighth in a series of summits started in 2016 as a collaboration between chambers of commerce across Northern Virginia.

In August, the Washington Business Journal announced their 2023 class of Women Who Mean Business honorees as the popular program celebrates 20 years of honoring excellence in leadership.
Among the 25 women honorees were Chamber members Susana Andrade Erpestad of HDR, Melody Dickerson of VHC Health, Sandy Gillespie of Excella, Jamie Jones Miller of Northeastern University in Arlington, Chamber Director Larysa Kautz of Melwood, and Jessica Miller of Cushman & Wakefield
Honorees will be celebrated on October 5 at the Ritz Carlton, Washington D.C.

Executive Leadership Conference hosted in Arlington
In August, the Arlington Chamber of Commerce welcomed Chamber CEOs and senior staff from across the commonwealth for the Virginia Association of Chamber of Commerce Executives (VACCE) Executive Leadership Conference at the Courtyard by Marriott - Arlington Crystal City/Reagan National Airport. VACCE is the only organization in the state dedicated to the growth and development of Chamber professionals.
Attendees enjoyed a packed agenda of amazing speakers including Dr. Chang-Tien Lu, Professor and Director of the NCR Computer Science Program at Virginia Tech; Sheree Anne Kelly, President and CEO of the Association of Chamber of Commerce Executives; Superintendent Lisa Coons of the Virginia Department of Education; Larry Roberts, Director of the Sorensen Institute at the University of Virginia; and President and CEO of the U.S. Chamber of Commerce Suzanne Clark. Attendees explored the neighborhood including a tour of Amazon’s HQ2 in National Landing. This event also culminated the Arlington Chamber of Commerce’s President and CEO, Kate Bates’ term as Chair of the VACCE for 2022-2023.
