As we near the end of my first term as your congressman for the first district of Davao City, allow me again to share my acts of gratitude for the overwhelming trust and support that you have bestowed upon me and my family - garbo namo nga magahinan sa inyung bilinhun nga pagsalig kanamo.

Isip pasalamat nako kaninyu, akong gihanyag ning among nabuhat nga mga proyekto nga natagamtaman ninyu karon - with the help of my staff and friends in the national government, I have made it a priority to address the needs of the people of Davao City through the different projects that I personally sought to be implemented.

While these projects may have greatly helped my beloved davaoenos, I personally feel that there is still a lot to be done. And with your help, we will make that happen.

Accomplishment

report Promoting community service and ensuring human security have always been the priority of Davao City First Congressional District Representative Paolo Z. Duterte.

To respond to the needs of his constituents for medical assistance once confined in private hospitals, Rep. Duterte collaborated with the Department of Social and Welfare Development Office (DSWD).

The presidential son also provided the financially incapacitated patients at the Southern Philippines Medical Center (SPMC) through the Patients Assistance Desk (PAD) Office. The said medical aid was not limited to indigents from the First Congressional District alone but has catered to all Dabawenyos regardless of their district.

The lawmaker, who has a proven track record of leading a government office, has been active in his duties and partnered with various government agencies to effectively and efficiently deliver the programs and services for his constituents in the First District of Davao and people needing help in Davao City.

He also worked with the Commission on Higher Education (CHED) and DSWD to provide educational scholarship grants to 1,622 deserving students.

2019 In 2019, during his stint as a first-time congressman, Pulong continued the barangay caravan program that he spearheaded when he was still the ViceMayor of Davao City -- the ‘Pulongpulong ni Pulong.’

Rep. Duterte also initiated an emergency response program to give food packs and financial assistance to fire, flood, earthquake, and landslide victims in his District. Similar aid was also given to calamity victims in the Second and Third Districts of Davao.

Through the program, various services were offered to residents of 54 barangays in the First District of Davao.

These services included dental health assistance, medical and eye check-up with free reading glasses, livelihood programs for solo parents, legal services related to violence against women and children, anti-drug abuse lectures, basketball clinics (3-on-3 competition), food pack distributions, and giveaway of vitamins maintenance medicine to indigents.

His office also regularly accepted and approved requests for financial assistance, medical help, equipment, livelihood, and other forms of aid from his constituents, sectoral organizations, and barangay officials.

Meanwhile, 3,573 individuals comprising fisherfolk and the street vendors, including small sari-sari store owners, benefited from the DSWD Livelihood Program.

In addition to the financial assistance, Pulong also provided food packs to residents of coastal areas, riversides, and impoverished Muslim communities.

2020

When the Enhanced Community Quarantine (ECQ) was implemented in the early 2020, the young Duterte initiated the Cluster Music Video War and the PuLong Distance Duet Competition to encourage people to stay at home and to lessen the anxiety caused by the COVID-19 pandemic. He provided cash awards to winners.

During the onset of the COVID-19 pandemic in 2020, the young lawmaker initiated a “caravan” in collaboration with the Department of Labor and Employment (DOLE) and DSWD, providing relief assistance to his constituents under the First Congressional District.

Among the interventions provided were Tulong Panghanapbuhay sa Ating Disadvantaged at Displaced Workers (TUPAD) of DOLE and DSWD’s Crisis Intervention and Livelihood Programs.

His office also provided food packs to families affected by lockdowns.

Some 23,553 individuals were assisted through the TUPAD program of DOLE. Beneficiaries comprised of displaced workers, barbers, salon employees, massage therapists, musicians, blind masseurs, hotel and restaurant workers, department store employees, supermarket employees, janitorial staff, and guest relations employees.

The DSWD Crisis Interventions Program covered 3,520 beneficiaries from the sectors of solo parents, tricycle/trisikad drivers, and indigent Muslim communities.

in the city. Apart from these, SPMC also received medical goggles, N95 masks, gloves, aerosol boxes, PC kits, CPAP machines, and Disinfection Station with Scanners from Rep. Duterte.

But his help was not only exclusive to Davao City as he distributed 100 sacks of rice to the Island Garden City of Samal (IGACOS), Carmen, Panabo City, Tagum City, and Sto. Tomas in Davao del Norte, and Mati City in Davao Oriental.

Several Disinfection Stations with scanners were also donated through the lawmaker’s office, which was immediately deployed at entry and exit points of Davao, including the airport.

Food packs containing rice, choco milk powder, and noodles were also given to Antipolo, Muntinlupa, and San Pedro.

All 182 barangays in Davao City were provided with thermal guns and disinfectants to ensure the safety of the Dabawenyos.

Cash assistance was also given to law enforcers, traffic enforcers, and other Covid-19 frontliners. At the same time, packed meals were also distributed to the frontliners assigned at SPMC, Philippine National Police (PNP), Task Force Davao (TFD), and the Davao City Highway Patrol Group.

To further protect the public from the threat of Covid-19, Rep. Duterte conducted mass distribution of face masks and face shields in Davao City through the barangay captains. In addition, the same protective items were made accessible for free at the Davao City Overland Transport Terminal, Davao International Airport, Davao Public Markets, and some streets of Davao.

Face masks and face shields were also distributed to the five provinces of Davao Region, Maguindanao, and Ormoc.

Thermal guns and Personal Protective Equipment (PPE) were also distributed to SPMC and some private hospitals

Meanwhile, for his peace and order campaign, Rep. Duterte provided all 54 barangays under his District with motorcycles and tricycle mobile patrols.

And to protect the Dabawenyos from the threat of criminality driven by illegal drugs, he integrated the voluntary drug-testing program in the barangays, strengthening their Anti-Drug Campaign with the help of the personnel from the Philippine Drug Enforcement Agency 11 (PDEA-11).

2021 As the pandemic persists to give challenges to the Dabawenyos in 2021, Duterte continues to assist various sectors in dire need of help from the government.

In collaboration with the DSWD’s Crisis Intervention Program, Rep. Duterte assisted 16,375 individuals composed of street vendors, bakery employees, gasoline station employees, trisikad drivers, tricycle drivers, jeepney drivers, persons with disabilities, solo parents, and informal settlers.

Through DOLE’s TUPAD, the lawmaker’s office assisted 7,153 workers of salons, vulcanizing shops, small internet cafes, inland resorts, amusement centers, dive shops, hotels, restaurants, cockpit, and small-time freelance photographers and street food vendors.

Pulong also coordinated with the Technical Education and Skills Development Authority (TESDA) to train 3,135 individuals from the three Districts of Davao. As a result, the beneficiaries received training on computer systems servicing, visual graphic design, automotive servicing, plumbing, HEO (bulldozer, hydraulic excavator, forklift), contact center services, bread and pastry making, housekeeping, healthcare services, and shield metal arc welding.

After the TESDA training, Rep. Duterte worked with DOLE and the Public Employment Service Office (PESO) to connect the beneficiaries to possible employers through a virtual job fair.

In other support services, Rep. Duterte’s office distributed 1000 wheelchairs to indigent persons with disabilities (PWD) and with severe medical conditions. This is an ongoing program that is not limited to the residents of the First District of Davao.

Rep. Duterte’s collaboration with DSWD’s Kalahi cash for work program benefited 6, 313 individuals. For a 10-day work, each beneficiary received P3,960. Here is the breakdown: Langub, 252; Magtuod, 378; Brgy. 18-B, 252; Dumoy, 505; Bucana, 1,673; Brgy. 22-C, 378; Brgy. 21-C , 378; Brgy. 36-D, 252; Matina Aplaya, 505; Brgy. 8-A, 378; Talomo, 1,362.

In the last quarter of 2021, the office of Rep. Duterte received 12 vehicles that could be used to transport patients from barangays to the hospitals -- along with ten ambulance tricycles equipped with oxygen tanks. The vehicles will be given to barangays with denser populations compared to others.

INFRASTRUCTURE For infrastructure development, Rep. Duterte has embarked on the construction and rehabilitation of multipurpose buildings, flood control and drainage works, road widening and maintenance, construction and reconstruction of roads and bridges, and construction of water supply systems and preventive care -- in all barangays of Davao City.

These projects are essential to comply with the directive of the Department of Interior and Local Government (DILG) and the City District Engineering Office (DEO) to clear roads of obstructions and address problems in areas prone to flood.

Rep. Duterte bravely took many bold steps in accomplishing valuable contributions to the Filipino people as a member of Congress representing the First District of Davao.

Legislative Rep. Paolo Z. Duterte, in his first term as a member of the Lower House representing the 1st District of Davao City, has authored a total of 62 House Bills (HBs).

Of the 62 HBs, 16 were enacted into laws, 21 were already sent and received by the Senate, and 25 are still pending in the different committees in the House of Representatives.

Two of the HBs authored by Rep. Duterte are still in the period of sponsorship, another two with copies distributed to the House members, and one recommitted.

Among the landmark legislation, he authored include HB 5712 that was enacted into law on January 8, 2020, as Republic Act (RA) 11466 or the Salary Standardization Law. The HB 6756 he filed on May 18, 2020, was also enacted into law as RA 11509, otherwise known as the Medical Scholarship and Return Service Program Act.

On October 12, 2018, Duterte filed his candidacy for congressman representing Davao City’s 1st Congressional District.

He was proclaimed the winner by the Commission on Elections on May 14, 2019, and took his oath of office on June 21.

In July, he was elected Deputy Speaker of the House for Political Affairs.

Duterte is also the author, through HB 6312, of RA 11470 that established the National Academy of Sports in the country.

His HB 4157 was also enacted into law on March 26, 2021, as RA 11534 known as the CREATE Law that reformed the corporate income tax and incentive system in the country.

The HB 6421 or the Anti-Bulk Cash Smuggling of 2020 is still pending in the Committee on Banks and Financial Intermediaries since March 4, 2020, while the HB 5623 or the National Single-Use Plastic Ban Act was already approved in the Lower House and was already transmitted to the Senate on July 29, 2021.

He has also funded efforts for sports and emergency response, as well as relief assistance.

He said that his main plan is to promote meaningful development and positive change for the people, especially the Dabawenyos, and has vowed to develop laws that will positively impact the people, usher in livelihood, generate jobs, improve infrastructures, provide education opportunities to less fortunate children and the youth, and bring sustainable development.

In response to the financial impact of the Covid 19 pandemic, Duterte filed a bill establishing a Covid 19 unemployment reduction economic stimulus (CURES) fund and an act establishing policies, regulations, and public health
