DW: Can you tell me about the Lincoln Project and your role in it? Hart: The Lincoln Project is a three-year endeavor getting sponsored by the American Academy of Arts and Sciences to dig into the features and characteristics that we believe will help our premier public research universities be successful and make the kind of contribution to society at large, every individual student and to our economies in general. The notion would be that with a partnership with public officials, corporate leaders and university people that we will be able to develop strong recommendations for the future of our sector and marshal public support for the ongoing health and success of our premier public research universities. Why is being a part of this project

Algae isn’t just the scum that accumulates in underused swimming pools— it can also be used to make biofuel, animal feed and plastics. UA researchers are exploring new ways to execute the largescale cultivation of algae as the UA leads the Regional Algal Feedstock Testbed, which seeks to optimize the outdoor cultivation of algae. The partnership was recently awarded $8 million over four years by the Department of Energy. “The real holy grail here is for algal biofuel to be economically competitive with fossil fuels,” said Randy Ryan, assistant director of the Arizona Agricultural Experiment Station, a component of the UA’s College of Agriculture and Life Sciences. Algae presents a more sustainable model for fuel production in that it removes carbon dioxide from the atmosphere through photosynthesis as opposed to fossil fuels, which, when burned, only add carbon dioxide to the air, Ryan said. Along with fuel, algae can also be used as food for fish and other animals, including humans, and to create products such as bioplastics, Ryan added. Ryan is one of four patent holders for the Algae Raceway Integrated

The Graduate and Professional Student Council is holding a town hall meeting with state representatives on Tuesday to discuss issues that affect graduate students. Dan Gibson, editor of the Tucson Weekly, will moderate the event. Guest speakers will include State Rep. Ethan Orr, vice-chairman of the Higher Education and Workforce Development Committee; State Rep. Macario Saldate, member of the Higher Education and Workforce

Development Committee; and State Rep. Victoria Steele, member of the Health Committee, Transportation Committee and Insurance and Retirement Committee. “Both Orr and Saldate are a part of the higher education committee, so they are familiar with issues,” said GPSC President’s Chief of Staff Deyanira Nevarez Martinez. “Particularly, Steele was asked to attend because we thought it was important to bring in someone who is not necessarily on the education committee, but ultimately votes in these laws and has more of the general Legislature’s point of view.” GPSC President Zachary Brooks

UA President Ann Weaver Hart traveled to the East Coast last week to meet with public officials and corporate executives to discuss the national Lincoln Project, which aims to understand and resolve the issues public universities may face in the future. Hart talked to the Daily Wildcat about the Lincoln Project and others that the UA is involved with.

prepared a list of topics that may directly affect graduate students at the UA. One of the issues being addressed is an Oregon pilot program that was introduced this year by the Oregon State Legislature. The specific rules and regulations of this program have yet to be determined, but the framework of it is called “Pay it forward, pay it back” and is a program that will give students who are attending a community college or public university the opportunity to attend tuition-free. In return, graduating students will pay a small fixed percentage rate of their adjusted

gross annual income back to the state. “We want to know if they think this program is something that would work and should be implemented at the UA,” Nevarez-Martinez said. “And if not, what innovative ideas do they have to help reduce the increasing tuition rates?” Another issue being introduced will benefit students who were not born in Arizona but have resided here for most of their lives. “There are a lot of dreamers that were born in Mexico or Colombia … and then came here to grow up
