Onceagainwehavemadeourwayto RomefromsnowyregionsintheNorth ofItaly,inresponsetothat"call" whichbringshundredsandthousands towitness,ifpossible,thegrandceremonyofthecreationoftheCardinal PrincesoftheChurch.Thetrainsto Romeweremorepackedeventhan usualthisyear.Firstly,thereare fewerofthem,owing,asinEngland,to atremendousscarcityofcoal,and, secondly,thenewParliamenthasjust opened,anditsstartlinglynewmembers,numberingactualpeasants,areall onthemovetoandfroand,apparently,takingtheirfamilieswiththem forthetrip!Ourjourneywasnotso monotonousasitmigkthavebeen,as intoourcompartmentlitFlorencestationdashedanoldgentleman-we foundoutlaterhewasaParliamentary ("pezzogrosso,"theItalians calledhim)--attendedbypolicemenin plainclothesandasoldiercarryinga partlysmashed-inleatherbag,from whichhadjustbeenrobbedmanyvaluables.Allthepolicemadenotes. Everybodysympathisedwiththeold gentleman.Whenthetrainstartedwe heardthewholestory-hecertainly boreupwellunderthetrial:then everybodywenttosleep,moreorless, andwewokeupinRome.Thehotels aresimplypacked,andwehadtheluck tohavebooked/literallythelastroom intheonewealwaysgoto.

theCardinalsintheirrichscarletrobes, theclergyofSt.Peter's,theSacra Rota,allhavepassedinbefore,andat lastthegreatwhite-plumedfans,keld onhighoneachsideofthePontiff,are seen,andBenedictXV.iscarriedinenthronedonhigh,blessingashepasses through.. TheNewCardinals.
Theceremonywhichfollowsismagnificentlyemotional.Onebyonethe Cardinalsdohomage.Thenthose whohavebeenpreviouslychosenfor thepurposeleavethepresence,going intotheSistineChapel,wherethe newly-createdCardinalsstillremain, andreturnoncemore,bringingwith themtheirnewbrethrentobeintroducedintothepresenceofthePope,and fromhimtoreceivetheScarletHat.
Wearewritingnowactuallyonthe verydayofthegreatpublic('onsistory -alovelyday,withabright,hotsun andnowind.Oftenaswehaveseen functionsintheVatican,andoftenas wehatetriedtodescribethem,none 4eemtohavebeenmorebrilliantand interestingthanto-day's.Inthefirst place,theceremonywasheld,notin theenormousHalloftheBeatification, butinthe"SalaReggia,"muchsmaller,andconsequentlyitwasmuchless difficultforthepublictohearandfollowwhatwenton-infact,weheard andsaweverythingbeautifully.Our placewasjustbehindabrotherofthe newly-madeCardinalSili,andbeside uswasalittlecheerfulpriest,whohad been"atthefront"withtheItalian "BishopandHeadChaplaintotheItalianForces,"andwashimselfa"Captain."Theceremonywassupposedto commenceatnineo'clock,butwhen wereachedthefamousBronzeDoor therewasacrowdstretchingalongalmostintothePiazzoS.Pietro,and manyofthemsaidtheyhadbeenthere sinceseveno'clock.TheSwissGuards intheirMichaelAngelouniformsstolidlykeptbackthiscrowd,onlyallowingtopassinoccasionalseedy-looking individualswhocarriedparcelsforthe authorities,orthechoristersoftheSistineChapel,or-mostimportant%fall -theguarda-robagentlemen.As usual,inspiteofthelong,longwaitingofthemostuncomfortablecharacter,which,itmustbeconfessed,the Vaticangetsfirstprizeforproviding forthefaithful,everybodyseemedto beinagoodhumour-excepttheusual indignantlady(English,ofcourse), wholoudlysaidatintervals,"Itisa scandal--keepinguslikethisstanding outside."Asusual,too.therewas thelargegood-temperedfriarwhogot everywherefirst.And,asusual,inthe frontrowofourhighlyselect"tribune"wasthepriestwho,asoneof thechamberlainsremarked,"wasareal incubo"-becauseheknewnolanguage. apparently,fedworldnotunderstand thatheshouldgosomewhereelse. Oneby'onethenewly-created"PrincesoftheChurch"advance,genuflectingthreetimes,thelasttimeprofound. ly,andkissingthePontiff'sfoot.Then theyreceivetheScarletHat,whichthe Popehimselfplacesontheirheads, sayingatthesametimethatwonderfulantiphon,asitwere,oftheChurch whichexhortsthem,withtheirbloodif needsbe,ofwhichtheScarletHatis symbol,todefendtheChurch,etc. Theyariseandreceivethekissonboth cheeksfromthePope,andthen,passing slowlydowntherowsoftheCollegeof Cardinals,theyfraternallyembrace eachotheronebyone.andtaketheir ownseatsamongthem.ThePontiff's mitreisremoved-awonderfulgleaminggoldmitre--andBenedictXV.,in hispeculiarlybeautiful,sonorousvoice,intonestheblessingamidaprofoundsilence.Theprocessionreforms,the Popeleaves,thistimepassingthrough theSalaDucale(whichisbeingrestoredbyhim),andthenthenewly-made CardinalsgointotheSistineChapel, wherethe"TeDeum"issungwhile theylayprostratebeforethealtar,over andbehindwhicharetheworld-famousfrescoesofMichaelAngelo.And sothepublicConsistoryisconcluded.
Oh.agreatsight-agreatsight,indeed,andoneneverweariesof...being preseptatit.Everthesame,yetever varied,itembodiestheChurchandits teachings,oldandnew-changeless,vet everadaptingitselftothatwhich changes.amistperfectofparadoxes.

Alltheselittleincidentshelpalong thegeneralcheerfulness.Andthenthe greatmomentreallyarrives,preluded byanintensesilence,afterthemilitary voicehasutteredthe"Attention"tothe guards,andwewaityettwoorthree moreminuteslisteningtothemusic whichhasbegunfromhiddmotribunealmostbehindthePope'sthrone. Andthen-"TuesPetrus"thunders outandtheprocession,centuriesold, yetevernewtothosewholookon, windsslowlyin;theGuardiaNobile.
TheexternaleffectsintheSalaReggiawerestriking.Thelightinghad beensoarrangedthatwhenitwasnear themomentofthearrivalofhiiHoliness,asoftfloodofsunlightseemedto poursuddenlyintothegreathalland litup,frombehind,thetapestryofthe throne,whichrepresentsOurLadyof theImmaculateConception-thelights beingplacedupattheverytopmost tieroftheroofing.Wecouldseeeverythingperfectly.TheCardinalswho receivedtheHatwerefewinnumber, butgreatinterestwastakeninthe twoPolishCardin'als,theonefrom Posenespeciallyexcitingsympathetic 'remarksfromaPolenearus(who,we rejoicedtohear,spokegititecalmly ofPosenasbeing"inPoland").Also, perhapsbecauseoftheinstinctivefeelingthatintheChurchno"hereditar> foes"exist,everyonewantedtoseethe AustrianCardinal. TheblackofourownEnglishBenedictineCardinal,CardinalGasquet, stoodoutamongtheredsandpurples, andtheDominicanblackandwhiteof CardinalFruwirth.TheAmbassadors' tribuneswereunusuallyfull,andseveralhadcomeaccompaniedbytheir wives.Thewealthofcolourandthe antiquecostumesonlytobeseenin thesePapalceremoniesmadeupapageantworthytojourneyfromafarto see.Allthatonewritesabout,itafterwardsseemstofailindescription,but letallwhotakethetroubletoreadthis accountbelievethatfromitssheer splendour,and,aboveall,foritsunique representationinthemidstofthis troubledworldofthefactthattheCatholicChurchexiststherein,theConsistoryisunparalleledasaceremony, andwhoeverhasoncebeenpresentat itwillforeverrememberit.--London CatholicTimes.

ThesocialprogrammeoftheCentral CommitteeoftheSwissPopularConservativePartyhasbeencordiallywelcomed,ingeneral,bytheCatholic pressDrawnup,asweknow,inthe reunionof17th.December,atBerne, irithepresenceofmostoftheCatholic DeputiestotheFederalHouses,this program:neaimsespeciallyatstrengtheningthesocialactionofSwissCatholics,inconsequenceoftheeventsthat havedemonstratedwithsuchacuteness thenecessityofanorganisationbetter adaptedtothesituation.Ofnecessity, thisprogrammedealsalmostexclusivelywithquestionsofpropagandaandsocialorganisation.Itprovidedforthe mosturgentcases.Besides,theCatholicConservativePartyisfoundedon ageneralprogramme.andonprinciples thatarenotoutofuse..Itis.then. idletolook-ter,in'themanifestoof the17th.December,declarationsion pointsthathavebeenalreadysettled, andthatarenotcontestedbyanyone.

Frontthebeginning,theCatholic ConservativePartysetoutto"workfor theconsolidationofChristianstratain Stateandsociety."Ithasalways declaredthatitwants"equalityof treatmentforAlldenominations,"that itrejectsandwageswaragainst"all exceptionallaws denominationalandmeasuresagainst minoritiesintheConfederationandtheCantons."Thewhole programmeoftheConservativePopu- larpartyequallyguaranteesitsfidelity tothefederaltraditionsandinstitutionsofSwitzerland.ThesameprogrammeassertsthattheConservative Partytakesitsplaceontheplatform ofChristiansocialreform.thatitcondemnsclasswarfare,andthatitwill endeavourtosubstituteforsocialrivalriesthesolidarityoftheentirepeople.
Itisenoughtosayinwhatspirit theCatholicConservativePartywillset abouttorevisetheConstitutioncompletely.

mitteeretractsnothingofthisformer programme.Itwouldbewrongthen. toreproachitwithsilenceonmatters thatarenotindispute.Theobjectof there-unionof17th.Decemberandthe thoughtthathasdictatedthenlanifestooftheCentralCommittee,havebeen. aboveall,torekindlethezealofSwiss Catholicsinfavourofsocialreforms. accordingtotheprinciplesoftheimmortalEncyclicalofLeoXIII..which shouldremainforalltime,and.with greaterreasonatthepresenttime,the charterofChristiansocialaction.
Asfortherest,andespeciallyforthe seriousproblemofthetotalrevision oftheConstitution,the'assembly,of the17th.Decemberlimiteditselfto takingcognisanceofthepresentstate ofthesquestioninParliamentarycircles.accordingtothedatafurnished bytheintroductoryreportofM.PresidentDeschenaux.Itgoeswithout sayingthatdefinitedecisions.inthis matter,asalsoinkindredquestions, arereservedtothegeneralassemblyof theConservativeParty,theconvocationofwhichM.Deschenauxhasannouncedwiththeleastpossibledelay.
To-dayitisaquestionofprofiting bytheterriblelessonsofrecentevents andofpreparingSwissCatholicsforthe formidablestrugglescarriedonall
aryundusbytheinternationalsocialrevcflution.
IftheChristiansocialmovementincreasesinCatholicSwitzerland,there isnoreasonfortheCatholicConserva- tivePartytoignoreit,andtheParliamentaryRightshowsitsclear-sight- ednessinassociatingitselfwiththeef- fortsofDr..Feigenwinterandhisassociates,withaviewtoturningtheCatholicpeopleintoitspath.
OurfriendsofGermanSwitzerland areperhapsinadvanceofRomande CatholicSwitzerlandinthematterof syndicalorganisation.Letus,however.notforgetthegreatstrideofthe workmen'sorganisationsinFriebnrg andintheotherneighboringcantons,undertheguidanceoftheSecretaryof theRomandeUnionofCatholicworkmen.sowellaidedbyitsjournal.
AsM.Feigenwinterhassaid,thesocialpolicyoftheParliamentaryRight andofCatholicsingeneralshouldnot beinspiredbythefalseandout-of-date principlesofeconomicliberalism.We have.toguideusinthepresentd:sturbance,thelightofthehighestand the Holysurestteachings.Ourmother,the CatholicChurch,thathasknown howtofindinalltimesefficacious remediesforsocialdiseases,willyet havethelastwordinthesupreme strugglethatisimpending.

BeinginMelbourne,andHobart butanight'ssaildistant,thememory oftheFelonsofourLandwhoendured exileandBritishbrutalitiesinVanDieman'sLandagenerationagoinspired ustobookaberthintheLoonganafor Launceston.Accordingly,onemorning weawokeatanearlyhourtofindourselvesglidingswiftlybetweenthegreen banksoftheriverTamarwithinafew hoursofLaunceston.Thelowhills, thefreshverdantpastures,andthe snughomesscatteredhereandthere amongthetreesoneachsideofthe river,recalledmemoriesofIrishlandscapesontheBlackwaterandtheBarrowandtheTamaritselfcompares favourablywiththenobleriversof Eire-evenwiththeShannonitself.
Some40milesfromthebar,Launcestonappears,enthronedonanamphitheatreofhillsaroundtheriver.The approachisverybeautiful,andthere aremanyinterestingandpicturesqueplaceswithineachreachofthetown. Tenminutes'walkfromthePostOffice willbringonetotheCataractGorge, whichforruggedgrandeurandbeauty hasfewrivalsintheworld.Wedid notspendsufficienttimeinLaunceston tovisitinnumerablebeautyspotsin thevicinity,and,strangetosay,most ofourconversationtherewasinItalian;forwhenthegrandoldMonsignoremeetsonewhostudiedwithinthe hallsoftheCollegioUrbanohelovesto converseagaininthefavellatoscana whichhelearnedtospeakinhisyouth. totheutmostvergeoftheearth'? Wearebecalmedinthechannel;but canseethehugemassofMountWellington,endingtotheeastwardin steepcliffs.Inthevalleyatthefoot ofthesecliffs,astheytellme,bosomed insoftgreenhills,boweredinshady gardens,withitsfeet'kissedbythe blueripplesoftheDerwent,liesthat Metropolisofmurderers,anduniversity ofburglaryandallsubter-human abomination,HobartTown."
HobartTownhasfortunatelychangedsinceMitchel'sday,andunlessyou gotothegruesomeMuseumsayhicha foolishGovernmentpreservesasarecordofBritishinhumanity,youwillsee littletraceoftheoldHobart.Onthe contrary,thereliesbeforeoneaquiet, peacefultown,streetswithattractive shops,menandwomenperhapsmore kindlyandhospitablethanaretobe foundinotherAustralasiantowns.And onthehillabovetherestandsthefine pileofSt.PatricksCathedral,theConvent,theBrothers'College,andthe Archbishop'sresidence-agoodlyblock ofbuildingsformingthestrongholdof thearmyofChristwhoseoutpostsare guardingeverysentinelhillinthisultimaThule. Wehadnoleisuretovisitthelittle townsonthecoast,ortomakeadetourfromthemainlinetoseethelakes andcaves.Indeed,astherathercautiousexpresscarriedusacrossthe island,wehadtimetorepentthat'we didnotarrangeforalongervisit,and wemadearesolutionthat,ifProvidencepermitted,wewouldcomeagain anotherdaytoseemoreofTasmania, andtoenjoyarealrestinitsbracing atmosphere.Alongtherailway,the countryisthinlypopulated.Formany milesoutofLauncestonthereareprosperousfarms,wellwateredandsheltered,andstuddedwithflocksand betas.Butintheinteriortheway liesacrosswearytractsofunbroken land,andthemiddleoftheislandis coveredwithbushthathasnotthe wonderfulvarietyoftheNewZealand forests.ThelandscaperecalledGoldsmith'slines:"Illfaresthelandtohasteningillsa prey, Wherewealthaccumulatesandmen decay." Largeestates,populatedbyaman,a dog.andaflockofsheep,arenoasset toTasmania;andtheworstofitisthat thereseemslittlelikelihoodofanimmediatechange.NearingHobartthe scenerybecamemoreinteresting.The magnificentoutlineofMountWellingtonstoodoutingrandreliefagainst theeveningsky,andthebroadstream ofDerwentWater,windingamong woodedhills,heraldedtheapproachof thecapital. Somebodysaidtous,"Doesn'tHobartremindyouofDunedin?"The questionwasacomplimenttoboth cities.Wewillnotmakeanycomparisons,butwillcontentourselveswith confessingourfrankadmirationofthe lovelinessoftheTasmaniancapital crowningtheslopesabovethatfine harbour.Letthemanwhosememory hasmadeHobartsacredforustellof it:"Themountainoussoutherncoastof VanDiemansLand!Itisasoftblue day;softairs,ladenwithallthefragrancesofthoseAntarcticwoods,weave anatmosphereofambrosiaaroundme. AhistoryofEnglishLiterature, widelyusedinAmericanhighschools andcolleges,treatingofthe"Revival ofLearn'g,"makestheingenious statement:"Schoolsanduniversities wereestablishedinplaceoftheold monasteries."Itwouldhardlybepossibletocrowdmoremisinformation andmisinterpretationofhistoricalfact intosuchbriefcompass.Thatthe monasteriesweretheseatsoflearning ofEuropeuptilltheso-calledReformationisconcededbyallreputable Protestanthistorians,asalsothattheir suppressionwasadecidedanddeplorablesetbacktotheworkofeducation.Assuredlynobodywillaccuse theLondonTimesofparticularpartialitytowardstheChurch,yetthe Timesrecentlywroteeditorially "TheMediaevalChurchgavethe worldaneducationalconferenceinalmostperpetualsession.Oneofthe chiefaffairsofthePopesittingin councilwasthecontrolandorganisationofEuropeaneducation.And veryeffectivewasthework.TheorganisationandcontroloftheuniversitiesofEuropewasanachievement thatisadeathlesslaurelinthePapal crown.Ineducationalmatters,there wasuniversalconfidenceinthejugdmentandjusticeofthePapacyfrom thedaysofEugeniusII.intheninth centurytothedaysoftheCounterReformationinthesixteenth.

Thirtyyears yearsagotoaweek,oneof themosteventfulpagesinthehistory ofourlandwaswrittenatMelbourne, whendelegatesgatheredtherefrom eachoftheAustraliancolonies,affirmedthedesirabilityofestablishingan .kstralianCommonwealth.Despite ttfactthatthedelegatesnumbered13, withintenyearsfromthatdaythe CommonwealthofAustraliawasanaccomplishedfact!Thepresentmoment thenoffersanopportunityforareview oftheincidentsoutofwhichgrewthat resolutionofFebruary13,1890,andof theeventsthatfollowed.
Thefirstsuggestionofcloserunion betweentheAustraliancoloniesseems tohavebeenareportforwardedtothe ColonialOffice,in1849,urgingthe necessityforcombinedactiononthe partofallthecoloniesinregardto suchthingsastariff,postage,etc.No noticewastakenofthesuggestionin London,butlocallytheideawasnot forgotten,andin1852aSelectCommitteeoftheLegislativeCouncilof NewSouthWalesagainurgedaFederalisationofcertainfunctions.This reportwas,however,condemnedfromits birth,foritalsocontainedarecom mendationforthecreationofanAustralianPeerage,orratherBaronetage, suchbaronetstoconstituteanAustralianhereditaryHouseofLordsinplace oftheLegislativeCouncil!Thescream ofridiculewhichthisfool-proposal broughtforththroughoutthelandcausedthepigeon-holingofthewholeof theSelectCommittee'sreport,withthe resultthatalltalkofFederationwas droppedfor30 years.
The"Eighties"wasafatefulperiod inAustralianhistory,butwearehere concernedonlywiththosehappenings whichhadadirectbearingonFederation.SuchahappeningwastheNew Guineaaffairof1883.Germany'seyes wereknown'tobefastenedontoNew Guinea,andtheprospectofaforeign basesoclosetoourshorescausedthe politiciansofthedaynolittleconcern. ThePremierofQueensland(Mc11wraith)wasespeciallyconcerned,and cabledtoLondonurgingtheimmediate annexationoftheisland.London, however,wassolong-windedinreplyingthatMcllwraith,tiredofwaiting, despatchedaforceofmilitaryonhis ownresponsibilitywithinstructionsto takepossessionandplanttheflagat PortMoresby.Thisadventurecaused quiteaflutterintheoldcountry,and Londonatoncedisownedtheactionof theGovernmentofQueensland.Australia'sfearswerewell-grounded,however,forwithinayearGermanyhad annexedthenorthernpartofNew Guineaunderthenameof"KaiserWilhelm'sLand."

Federationmaybesaidtohaveenteredthearenaofpracticalpoliticswith thereportofMajor-GeneralEdwards commendingcombinedactionbyallthe coloniesforpurposesofdefence.Parkessawthechance,andatTenterfield, ontheborderofNewSouthWalesand Victoria,deliveredhisfamousspeech onOctober30,1889. Dominion ParliamentintheDominionofAustralia"washisslogan,anddeclaring thatthecoloniesshouldbeerectedinto aDominion,governedbyanelected Parliament,heinsistedthatthetime hadarrivedforastarttobemadeto thatend.Accordingly,onFebruary 6,thirteendelegates-WesternAustraliasending1(SirJ.G.LeeSteer&and theothercoloniesandNewZealand2 each-assembledinMelbourne,toresolveaweeklater(February13,18901, thattheFederationoftheAustralian colonieswasmostdesirableforthebettergoverningoftheland.
Ayearlater(March2,1891)the secondConventionassembledatSydney.WesternAustraliawasrepresentedbyJohnForrest,W.E.Marmion, SirJ.G.LeeSteere,J.H.Wright,J.W. Hackett,Alec.Forrest,andW.T.Loton.ThefightatSydneyragedaround thepowersofthesuggestedCommonwealth.Parkesstronglyurgedthe Canadianplan,wherebySovereign PowerisvestedintheFederalParliament,theStatesParliamentsonlyexercisingdelegatedpowers.Butthe UnitedStatesplancarriedthedaythe StatesweretoretaintheirSovereign Powers,merelytransferringtotheFederalParliamentthosematterswhichaffectedtheinterestsofmorethanone State,e.g.,Defence,Tariff,Posts,ExternalAffairs,etc.Thisbasicprinciplebeingsettled,theConventionproceededtoadoptaDraftConstitution.
Anotherunofficialgathering,the "People'sFederalConvention,"at Bathurst,in1896,createdstillmoreinterestandwarnedtheGovernmentsto followupthematterwithallduehaste. ParkeswasdeadbeforethethirdConventionmetatAdelaideonMarch22, 1897.Queenslandwasnotrepresented.Theothercolonieseachsent10 delegates,butwhileNewSouthWales, Victoria,SouthAustralia,andTasmaniaelectedtheirrepresentativesby ballot,thepeopleoftheWestwerenot trustedtoperformthattask,andour 10werechosenbybothHousesofParliament.Thewere:SirJohnForrest, SirJ.G.LeeSteere,Geo.Leake,F.H. Piesse,J.W.Hackett,AY.Hassell,R. F.Sholl,J.H.Taylor,WalterJames, andW.T.Loton.
CardinalMoransubmittedhimselffor electioninNewSouthWales,butwas defeated.TheConvention,atitsfirst session,adoptedaDraftConstitution whichwassubmittedtothevarious Parliamentsforratificationbeforefinal submissiontothepeople.
OnSeptember2,1897,theConvention re-assembledatSydney(secondsession)todiscussthealterationstothe BillsubmittedbytheseveralParliaments.Ittookfour-and-a-halfmonths toarriveatfinality,andnotuntil March12,1898,wastheBillreadyfor thepeople'svote.ButReidhadbegantowobbleagain,andessayedanotherdesperateattempttokillFederation.WhiletheConventionwasactuallysitting,hecontrivedtopush throughtheN.S.W.ParliamentanamendmenttotheEnablingActof1896, wherebyapollof80,000votesinfavour ofFederationwasnecessarytomakeit effective.Thisbreachoffaith,however,apartfromcostingNewSouth Wales.afewscorethousandsofpounds, merelydelayedFederationafew months.Onbeingsubmittedtothe peopleofN.S.W.,onJune3,1898,71,595 voteswererecordedinfavourofFederation,and66,228against.
topilottheBillthroughtheEnglish Parliament.Thebigfightraged aroundthequestionof"Australia First,"asArchbishopMannixvery aptlyremindedhiscriticsonarecent famousoccasion,forthepeoplehad willedthatnoappealtothePrivy Council,oranywhereelse,shouldbeallowed.Australiawastobesupreme inAustralia,andherHighCourtthe lastCourtofAppeal.However,aconferencebetweentheCommonsandthe Delegateseffectedacompromisewithoutanyradicalalterationoftheprinciple,sothatto-daynoappealtothe King'sPrivyCouncilispossibleexcept withtheconsentoftheHighCourtof Australia.TheBillwasnowassentedtoonJuly9,1900,andproclaimedon September17,1900.WesternAustralia hadnowvoteditselfin,andAustralia wasatlasttheCommonwealththat Providencehadsoobviouslyintended ittobe.
EdmundBarton,Parkes'lieutenant andsuccessor,wascalledontoform thefirstMinistry,inwhichSirJohn ForrestwasatfirstappointedPostmaster-General.TheCommonwealth beganitsofficiallifewiththebeginning ofthecentury,January1,1901,when MinistersweresworninintheCentennialPark,Sydney.TheFirstFederal ElectionswereheldonMarch29and 30following,thisState'srepresents tivesbeing:

Queensland'sPremierhadhadthe supportofthePremiersofalltheAustraliancoloniesinhisaction,andhere wefirstdiscernthegermofaFederatedAustralia.Atanyrate,in1885, weseetheEnglishParliamentconstitutinganAustralianFederalCouncil,consistingoftwodelegatesfromeachcolony,whichwastomeetatleastonce ineverytwoyearstodiscussmatters commontoall.TheCouncilmetfor thefirsttimeinHobartin1886,but NewSouthWalesdeclinedtohaveanythingtodowithit,sinceitwasmerely adeliberativeandnotalegislativeassembly.ParkescondemneditaspostponingarealFederation,declaringthat itlackedthehighestauthority-the authorityofthepeoplesoftheseveral colonies.
Onesearchesthemanybooksdealing withthegrowthoftheFederalideain themindsoftheAustralianpeople withoutcomingacrossthenameofone whobymanyisclaimedtobethereal FatherofAustralianFederation,aswe knowit--CardinalMoran.Parkes,itis assertedhaddraftedaFederalBill,as earlyas1883,butwhilenogoodAustralianwouldbelittletheworkofthat statesmantowardstheestablislus.cntof aFederatedAustralia,itisafact,easy ofverification,thatCardinalMoran fromhisveryarrivalinAustralianever ceasedtopointouttheabsurdspectacle oftheartificialbarrierserectedbyman acrossalandwhichGodhadsoobviouslydestinedtocontainonepeople. Itwasnotapopularstandtotakein thosedayswhen-asB.R.Wisepoints out-therewas"asullenanddeep-
TheConvention'sdeliberationswere interrupted,infact,putanendto,by theturnofpoliticalaffairsinNew SouthWales.GeorgeReid,leaderof theOppositioninthatState,bitterly opposedanyideaofunionbetween "Freetrade"NewSouthWalesandthe five"Protectionist"colonies,andwhile theConventionwasdeliberatingcarriedonanactivecampaignagainst Federation.Hisparableoftheteetotallerwhowasaskedtotakeuphis abodewithfivedrunkardscaughtthe popularimagination,andallinamomenttheopportunitycametoforcethe Governmenttothecountry.Forthe firsttimeLabourranstraight-outcandidatesattheelections,andalthough Parkescameback,Federationhadto takeabackseat.Labourwasotherwiseoccupiedwiththepressingindustrialproblemsfacingit,andaswell thegeneralfeelingtowardsthequestionwasapathetic,whereitwasnot distinctlyhostile.Federation,then, gotnoleadfromParliamentarianswith notableexceptions.
Butthemovementwasnotdead. FederationLeagues,runbyearnest men,spranguponallsides,andthe FederalCouncil,meetingatHobartin 1893,couldnotaffordtodisregardthe growingchange.Asortofanagreementwasarrivedattotalkthematterover"someday,"butanewforce wastogalvanisealittleenergyinto them.Victoriahadfromtheinception"whooped"forFederation,and nowtheA.N.A.,thenavirilebody worthyofthename,broughtthequestionintotheforefrontofpoliticsby conveningaConferenceatCorowa (18941,wherearesolutionwaspassed urgingthataFederalConstitutionbe drawnupbydelegateselectedbythe people.Reid,asusual,hailhisear totheground,andcalledthePremiers togetheragainthefollowingyear,when itwasagreedthataConvention,consistingoftendelegates,electedbyeach colony,shouldmeetatAdelaideforthe purposeofdrawingupaDraftConstitutionBillforsubmissiontotheballot ofthepeople.EachPremierpledged hiswordtopassthroughhisParliamentthenecessarylegislationtothis effect.
Reidhadwonthefirstround,buthe sawhowthewindwaschanging.At thePremiers'Conference,calledinJanuary,1899,toseewhatwastobedone infaceofthisvote,Reidwasverytame andeventuallyacompromisewaseffectedwithoutradicalalterationtothe Bill:e.g.,theFederalCapitalwasto beinN.S.W.,butatleast100miles fromSydney.ReidpromisedtosupporttheamendedBill,butexecuted anotherlightningchange,andatthe Referendumledthe"antis."ThenceforeAustraliaknowshimasYes-No Reid,andnoonebetterearnedthe title. AUwasnowclearforfinal submissiontothepeople,exceptin WesternAustralia,whereForrest,opposedtoFederation,hadprovidedthat theballotshouldonlybetakeninthe eventofNewSouthWalesenteringthe Federation.Morethanayear,however,elapsedaftertheMotherState hadcarriedtheReferendumbeforeForrestredeemedhispledge,andinpoint offactWesternAustraliawasnotan originalpartnerintheCommonwealth. butvoteditselfin,threeweeksafterthe BillhadreceivedtheRoyalAssent. Forrest'soppositiontoFederationgave waybeforethedeterminationofthe GoldfieldstosecedeandformaseparateState,andthefamous"Separation Petition,"containing27.733signatures, submittedtotheQueenbytheEastern GoldfieldsReferendumLeaguein March,1900,forcedhimtomakea quickdecision.Afewmonthslaterthe peopleofthisStatehaddeclaredfor Federationbyahugemajority
Itiscurioustofindthatmorethan 400,000votersthroughAustraliadidnot consideritworthwhiletorecordtheir voteinregardtothecreationofan AustralianCommonwealth.TheCommonwealthwasactuallycreatedbythe agencyofavoteequallingbut43per cent.oftheoeopleentitledtovoteon thatday!Thefiguresareinteresting:

1.Itisnolongerforbiddentouse fishandfleshmeatatthesamemeal.
2.Whathasbeenknownasthe BlackFastisabolished.HenceonAsh Wednesday,theWednesdayofHoly Week,andGoodFriday,eggs,cheese, milkandbutterareallowed.
3.Lardanddrippingareallowedinsteadofbutterwheneverbutterisallowed.LocalcustominAustralasia allowsthosewhoareboundtofastto take,inadditiontotheirfullmeal, twolightrefections,oneofabouteight ounces,theotherofafewounces.At thelatterrefection'alittlebutteris allowed;attheformer,butter,cheese, eggs,fishmaybetaken,butinsmall quantity,aspartoftheeightounces.

Hehasnoscrupleatallincallingthe physicianoutofhisbedattwointhe morning;hewillsummon,ashisinalienableright,theclergymanatanyhour ofthedayornight;andhewillfeel insultedifaskedtopayaphysician's fee,exceptthroughhisexecutor,orto contributetothesupportofhispastor. Armedbandsofburglarsareengaged dailyincarryingoutanaudaciouscampaignofplunderinallthelargecities oftheUnitedStates.Tocountertheir operationsabankinNewYorkhasinstalledanarmouredpill-box,modelled onthecontrivanceusedbytheGermansinFlanders,intheirpremises.The armamentconsistsofrevolvers,shot gunsandonemachine-gun.Thegarrisonwillconsistoffivemen,andthe fortwillbemannedthroughoutthe twenty-fourhours.Whenthewordof commandisgiventheclerksaretotake cover,butnoprecautionsappearto havebeentakenforsecuringthesafety ofcustomers.Whenthemachine gunsoperatefriendsaswellasfoesmay fall.Thisexperimentiswatchedwith greatinterest.Resorttosuchdefensivemeasuresisproofofwidespread lawlessnessandterrorism.

TheGovernmentoftheRepublicof Polandhasdecidedtore-opentheCatholicUniversityatVilna.Thisuniversitywasfoundedin1578,andinthe daysofitsprosperitythenumberof studentsattendingthecoursesraninto severalthousands.Alreadystepshave beentakentobeginthecoursesof study.andinashorttimetheuniversitywillbeestablishedonasoundfooting.

In1919thereisthesameindifferentismasin1914.Unbeliefhasbecome moreassertivesofarasdogmaticreligionisconcerned.Thereisakindof intellectualchaosintheEstablished Church.ChristianScience,Spiritism, andvariousformsofsemi-pagansuperstitionhavegotanewleaseoflifeand. mademanyrecruits.Nowcomesthe question:Hastherebeenanyimprovementinthemoralconditionofthepeo. ple'Ifeartheanswermustbeinthe negativeonallpointsbutone.

Everyweekahugearmyofmenon leavecamebacktoEnglandforafew days.Someofthemfoundtheirway home,butthousands,includingmostof theColonials,driftedtoLondontohave whattheycalled"agoodtime."Itis anunfortunatefactthatwhilstthey wereentheonehandwarnedofthe dangersofviciou,indulgence,onthe othertheywereinstructedinwhat weresupposedtobeeasywaysofobviatingitseffectsafterrunningtherisk. *Thearmyauthoritiesseemtohaveacceptedasakindofinevitablenecessity ofwartimewidespreadimmoralityaroundthetrainingcampsandamong themenonleave.Whilethechaplainspreachedmanlyself-control,the doctorsseemtohavemostlybeenconcernedinminimisingtheresultsofvice, andsomeofthemfranklyrecommended"prudent"self-indulgence. Thisisauuglyside-productofa prolongedstateofwan.thatisnoteven mentionedinourpopularhistoriesof gloriouscampaigns.Unpleasantas thesubjectis.itissurelybettertoface thefacts.Therewasduringthewar astudiedsilenceonthesubject.The soldierwasrepresentedasaknight withoutfearandwithoutreproach.
Thelegalisedbigamythatisengineeredwiththehelpofthedivorce courtisevenmorecommon.There wasatimewhendivorcewascomparativelyrareandentailedsortiedisgrace. Itisnowbecominganevery-day-matter.ForthepresenttermofthedivorcecourtthatrunsfromMichaelmastoChristmastherearenolessthan 2,000casesonthelist.Atleastascore ofnewcascesareaddedeveryday.To dealwiththelistithasbeennecessary tobringinanadditionaljudge.
