SpeakingatCastleisland,Co.Kerry onSunday,December2nd,Mr. WilliamO'Brien,M.P.(indeclaringa "policy"ofemptyphrases,pielniesguegeneralities,andpersonalanimosi- tiesagainstoldfriendsaccordingto the"IrishWeekly")claimedthathis ownfriendsandhimselfhad.without anysplitorscandal,bysilentforce ofpublicopinion,causedtheIrish Partytoreturninvariousdirections tothepolicyofconciliation.He hopeditwasnottoolateforthem todoso.Alsoinreferencetonext year'sGovernmentofIrelandBill,up tothepresent,hewassorrytosay, theonlystepsthayhadtakenhad beenstepstoincreasethedifficulties. TheGovernMennvatiunlhttvetosurmountantagonisminEnglandandin Ulster. IfhebelievedtheGovernmentcouldcarryfullGladstorsian HomeRuleinthepresentParliament andweresimplycheatingthemwith acontemptiblemakeshifthewouldbe asreadyasanymanintheIrish Partytodenouncethem.butheknew justthecontrary,andMr.Redmond knewitaswellashe.Mr.Redmond hadagainandagainproclaimed'that theyweredealingwithaPrimeMinisterwhowasashonestlyconvinced astheythatnothingshortofGladstonianHomeRulewouldfinallycontentIreland. Thequestionisnot hbwmuchheiswillingtogive.but howmuchitishumanlypossiblefor himtocarry.Thatbeingso.he (Mr.O'Brien)hadallalongheldthe cleardutyoftherepresentativesof Irelandwastotakefrankcounsel withtheGovernment,andhaving madetheBillaslargeasitwaspos- sibleforpracticalpoliticianstocarry, thentosupportitwithmightand main.insteadofgoingaboutswagger- ingandbullyingandcreatingopposi- tioninEnglandandinUlster.
Hewasgladtosayhisadvicehad beentoalargeextenttaken.Heap- plaudedthedecisionoftheheadersof thePartytoenterintofriendlycon- sultationswiththeGovernment.and nottorejectanyreasonablemeasure ofself-government.Butthestill moreimportantquestionremainedof whattheyweretodotoensurethe passingoftheBillintoLaw.He had toadvisedthemtoapplythemselves rallyingeverypossibleforceinIre- landinsupportoftheBill.Nation- alistsofallshadesandsections.the IrishReformAssociation.theRussel- PresbyteriansoftheNorth,and theIndependentOrangemen:andto convincetheEnglishpeoplethatthe Billwouldbeworkedinaspiritof modenationandgoodwillthatwould ensuretheextensionofthepowersof theIrishCouncilhereafter,liewas sorrytosaythatuptothepresent nostepshadbeentakentosecure suchaemebinedNationaldemand.or toallaythesuspiciousofEngland, Iledeclaredthatwhilehehimselfand hisfriendshailacceptelleerytit - Honoffriendlymesitialionsbetween Nationalists.the"Freeman"andMr. Dillonhadrejectedeverysuchsug- gestionwithscornandcontempt.
Whathadtheydonetowelcomeand encouragethosedifferentProtestant andUnionistelementswhich,acouple ofyearsago,werequitewillingto comeovertothem? Everymanin theIrishUnionist'campwhoadvanced towardsthemwassingledoutfor perfectlyfuriousattackandinsult. Theattempthadbeen'madetowork upthatcountryintothebeliefthatin facingtheodiumofdepartingfrom oldtraditionsandbreakinguptheold ascendancyphalanxinIreland,these menwereengagedinsomedarkconspiracyagainsttheNationalcause. iTheIrishpeoplewereactuallytold thatCaptainShawe-Taylor'icandidatuneforGalwaywashatchedaspart ofthisblackconspiracybythelate 'LandConference"attheShethourne Hotel,whereasthetruth;wa,sthatthe landlordrepresentativeshadactually excludedCaptainShawe-Taylorfrom theShelbourm.hotel"conference"insteadofsendinghimdownto',atwayonthisdesperatecampaign againsttheIrishParty.Thiswas thesortofthingthatfilledtheirProtestantUnionistfellow-ceeatremen withdiscouragementanddisgia.t.1he bestproofhowcompletelyitwas playingthegameofthereale..crnies ofHomeRulewasthattheImelon "Times"almosteverydayquotedthe "Freeman"withdelight,andMr. LongcouldnotmakeaspeechwithoutquotingMr.Dillonashisbest allyinrousinguptheslumberingprejudicesofEnglishmenagainstHome Rule.Theremedyforthisstateof thingsmustcomefrontthepeople, andnotfromtheleaders.Ilemade astrongappealtothepeoplenotto skirktheirdutyofmanfullyspeaking outtheirrealfeelings.Themajority oftheIrishPartywouldinstantly andgladlyobey,andtherewouldthen besomechanceoforganisinginIrelandthiswintersuchagenuineunion ofallthebestelementsinIrelandas wouldplaceanirresistiblepowerat thebackoftheGovernmentnext.sessioninconvincingEnglishopinionand coercingtheHouseofLordsinto abediencetowhatwouldundoubtedly betheverdictofthegreatmajority oftheHouk.ofCommonsotherwise, theonlygenuineagitationinIreland thiswinterwouldbetheagitationby theenemiesofHomeRule.
Commentingonthisspeechthe "IrishCatholic"says:-Mr.William O'Brienlaidstressontheprinciple whichwehaveconstantlymaintained inthesecolumns-namely.thatthe continuanceofefforttopersuadeour people.bothathomeandabroad.that HomeRulecouldquiteeasilybesecured,ifthepresentGovernmentdesiredtograntit-ispreposterousand dishonest.TheMinistrycanonlysecurethepassageofActsofParliament bytheconsentoftheHouseofLords andoftheHouseofCommons.This fundamentalifinconvenientfactscents tobeconstantlyoverlookedbysome ofourperipateticpoliticianswhorestoretheIrishParliamentoncea weekfront Nothingvariousvillageplatforms. canbemorecertainthanthat thepresentHouseofCommonswould heatonewiththeHouseofLordsin rejectingaHomeRuleBill,themere preparationofwhichwouldsplitthe Ministryintofractions.Yet.forsooth,ithasbeengravelyurgedupon themthatthey-wouldfinditas easy"tocarryameasuresettingup "anindependentIrishParliament.with aMinistryresponsiblethereto,':as theywouldtosecuretheenactmentof oneenlargingourrightofadministrativecontroloflocalconcerns.We havealreadyrecordedouropinionof themotiveswhichpromptedtheenuncintionofthisextraordinarytheory. Asyetthatinstitution,notwithstandthe.grandworkinwhichitisengaged,ispracticallyunknownoutside WesternAustraliabutshouldthe appealonitsbehalf,whichhasnow beenmadetoMr.Carnegieformonetaryassistance.meetwithapractical response,itisquitecertainthatit willattainanotorietytheworldover inconsequence,asMr.Carnegie's benefactionsarechronicledandcommenteduponinalmosteverynewspaperinEngland and'America. Againstthis"begging-letter"business oftheGoldfieldsFreshAirLeague
toliveinironbuildingswhichare alikemostsusceptibletothecoldof winterandtheheatofsummer.To thosechildrentheannualholidayat theseasideisagodsend;theylook forwardtoitwithjoythevisionsof itintheiryouthfulmindsmaketheir year'sworkatschoolapleasureas theycountthedayswhichseparate themfromarompontheseabeach, andanall-round"good'time"onthe Coast,whencetheygobackhealthy, andstrongandhappy,adelightto theirparentsandtheirteachersalike. Fortheterm-nowaboutfiveyears -duringwhich'thecentralcommiiece oftheLeaguehasbeeninexistence 2123childrenaltogetherhavebeen senttothecoast,viz.,510in1903, 472in1904,521in1905,and620 in1906.Oflastyear'sholiday-makersKalgoorliesent218andBoulder 264,whileGwalia-Leonora,Malletes, Bulong,Kookynie,Kanowna,andBardoealsosenttheircontineests.It willthusbeseenthattheworkofthe FreshAirLeaguehasitsroma:stems innearlyallthecentresoftheeasternGoldfields,andthattheonlyimpedimenttofurtherextensioninlooa,litiesandincreaseinnumbersis purelyamatterofexpense.The averagecostperchildforcloseon fourweeks'holidayduring1906was £219s,whichmakestheexpenditure

Mr.R.W.PennefatheratRoebourne. -Mr.R.W.Pennefather,whoiscontestingthevacancyintheNorthProvinceoftheLegislativeCouncil,addressedtheelectorsoftheRoebourne divisionintheCouncilChamber.Roebourne,onthe28thult.Therebeing onlyashorttimeathisdisposalthe wasforcedtocurtailhisremarks.Hesetforth,however,ina fewwordstheprincipalfeaturesof hismanifesto. Itis,therefore,aquestionofgreat momenttoconsiderwhatarethebest meanstoputgoodbooksbeforethe readingpublic,andtoinducethemto readthemandthemonly.andalso topointoutthedangerswhichlurkin thereadingofthemanyquestionable publications,principallyintheformof novels,which,oflateyears,havebeen putuponthemarket."Ofallthe plaguesthatafflictmortality,"said Ruskinwithcharacteristicvehemence, "thevenomofabadbooktoweak peopleandthecharmofafoolish jsbooktosimplepeoplearewithout questionthedeadliest."

Carlyle,oftenquotedasapanegyristoflibraries,isnotalwayssoencouragingtolibrarycommittees.lie declaredononeoccasionthat"rinetenthsofthebookspublishedarenonsense,andtheothertenthwrittento refutethem."Thismaybecelieda mereangryexaggeration.Butshall wefindhimsofarastrayifweinquireintoanyparticulardepartment? Duringthelastfewyearsagreatdeal ofinvestigationhasbeencarriedon. bothinEnglandandabroad,witha viewtodeterminingtherealcauseof the'disease.Duringtheseinvest.i,4aVousalargeamountofinformation hasbeencollectedwithreferenceto thesubject,muchofwhichisofconsiderableinterestandimportance. Cancermayhedefinedasarapidly growingtumourusuallyaffectingoneof theinternalorgans.Ittendsto spreadfromonetotheother,andis rarelyeverconfinedtotheorganin whichitoriginated. Thusinpa- tientssufferingfromcancerofthe breast.thelungsmaybecomeInvolved,andincasesofcancerofthestomach.theliverandotherneighbouringsolidorgansarenearlyalwaysaffected.Itsspecialfeatureisthusits strongtendencytospread,thebloodstreamactingasthechannelbywhich thediseaseisdisseminatedfrontor'fan toorgan.Insomecasesthetongue orlipmaybeattacked.atother timeseventhebrainbecomestheseat ofthedisease.Cancerisnotallof onekind.Thereatleasthalf-adopts varieties.namedaccordingtothenatureoftheorganortissuefromwhich theygrow:butallofthen)areequally deadlyintheirultimateresults.
