Inhismostrecentpublicstatementson theoccasionofhisChristmasmessageand attheMidnightMasscelebratedforthediplomatsattachedtotheHolySee,HisHoliness PopeJohnXXIIIhasrepeatedhiscallfor peacethroughouttheworld.

Thecallwasaddressedparticularly,onbothoccasions,totherulersoftheworldbecausetheyhadin theirhandstheauthorityandpowerofgovernment, whichshouldbeusedtobuildandnotdestroy,the HolyFathersaid.

InanobviousreferencetoatomicenergytheHoly Fathersaidthathecouldnotbelievethattheterrific energynowundercontrolofmanwouldbereleased forthedestructionoftheworld.Hesaidthatside bysidewithelementsoffearandapprehension,that therewerepositivesignsofgoodwill.

ThiswasanotherreferencewhichtheHolyFather hadusedbeforeandgaveindicationthattheefforts ofnationswhicharedirectedtowardspeaceandthe avoidanceofrulebyfearcouldbecomeparamount inman'seffortstowardssolutionsofuniversaltrouble.

Inhisreferencetopeace,theHolyFatherinsisted thattruepeacemustbebasedonjusticewhichrecognisedthelegitimaterightsofothers.

Presentalsoweretheshipvisitorsattachedtothe club,abouttwenty-fivehostessesandmembersofthe ClubLadies'Auxiliary. AftertheMasscelebratedbythePortChaplain,Rev. J.O'Shea,HisGracespoketothoseassembledinthe chapel.Hewelcomedtheseamen,mostofwhomhe nadjustmet,andremindedthemthattherewas alwaysawelcomeforthemattheStellaMarisClub, nomatterwhattheir,countryof.origin,raceorcreed. HisGracesaidthattheprovisionofaclubandits manyfacilitiesfortheseamenwasanexpressionof Christiancharitywithoutdiscrimination.Themen weregivenareminderthattheirhomefolk,mother, father,brother,sisterorgirl-friendwereprayingfor theirsafetyanddeservedaletterregularly.

Attheconclusionofhisaddress,theArchbishop thankedthoseassociatedwiththeclubandcongratulatedthemontheirwork.HesaidthattheSociety ofSt.VincentdePaulhadbeenengagedinthiswork formanyyearsandthattheystillcarriedonthat tradition.MembersoftheLegionofMarywhoacted ashostessesatthevarioussocialfunctionsandthe Ladies'AuxiliarywerealsoincludedintheArchbishop'sremarksofappreciation.

TheeveningwasconcludedwithasocialandChristmassupper,witheachseamanreceivingasmallgift beforeleaving.

ThisviewwasgiventopriestsinTurinbya_leader whohasconsiderablefirst-handexperienceindealing withcommunists-CardinalLercaro.Archbishopof Bologna,aRedstrongholdinItaly.

ItwasCardinalLercaro'sobservationthatthesapping ofpersonalreligiousbeliefbycommunismoccursinfour steps:(1),acceptanceofamaterialisticmentality;(2) buildingofclasshatred;(3)destructionofmoralconscience;and(4)replacingoftheideasofgoodandevil bywhatisusefulforcommunism.

TheCardinaldeclared:'"Thereisanurgentnecessity todaytomobiliseallavailableCatholicforcestosave themasses,whoaretheobjectofcommunism'sspiritual poison."

..Hissuggestedprogrammecallsforathorough,organisedstudyoftheworkingman'sconditionoflife.Then thereshouldbeanexaminationoftheresultantfactsin relationtotheChurch'sministry.Astudyoflocalcommunisttactics,withanespeciallyhardlookattheiruse ofthepress,wasalsourged.

Tocombatanactivecommunistprogrammeforrecruitingyouth.CardinalLercarosuggestedthebuilding ofhostelsinlargecitiesforyoungworkers,professional trainingasapartofgeneralschoolstudies,language schools,sportsandrecreationfacilities,andaprogrammeforintroducingyoungpeopletosbcialand charitablework.

TheCardinalsaid:"Atleastequalattentionshouldbe giventoareaswhereaneutralpopulationisincontact withaCatholicminority,oftenofpoorquality,andwith acommunistminoritywhichisoftenveryactive."

Hisremarksweremadeduringapriests'studyweek.

MoralsDecline, LackOfTraining

Matsuyama,JapanTheChiefJusticeof JapanhaslaidJapan'ssoaringjuveniledelinquencytoalackofmoraltraininginchildhood.

ChiefJusticeKisaburoYokototoldameetingof judgesthateducationinethicsmustberestoredto Zapan'sschools.Themeetingwascalledtodiscussthe problemsofyoungpeople.

Yokotosaidthecourtsmustdotheirbesttoprovide moralguidanceforyouth.Hesaidyoungpeopletend toignoretherightsandinterestsofothersbecause theyhavebeenbroughtupamidcultural,ideological andsocialconfusionstemmingfromWorldWarIIand itsheavytollonJapan.

Forthelastdecadeandmore,governmentofficials andthegovernmentitselfhavecalledformoraltrainingintheschools,Thishasbeenvigorouslyandeven violentlyopposedthroughoutbytheNationalAssociationofSchoolmastersandotherorganisations.

In1950thethenMinisterofEducation,Teiyu Amano,proposedthatchildrenandyouthsbetaught "serenepatriotism."Thiswouldhaveamountedto instructioninthenaturallaw.Itwasatthatpoint thattheNationalAssociationofSchoolmastersfirst spokeoutinopposition.

In1957thegovernmentofNobosukeKishiproposed totrainteacherswhowouldgivemoralinstructionin theschools.ThattimetheNationalAssociationof Schoolmastersonceagainstoodinopposition,and violencebrokeoutinsomedistricts.

Thepresentgovernmentisstillseekingwaysto bringmoraleducationintoJapan'sschoolsystem.

MuchofthereluctanceinJapantorestoresuch moraleducationistraceabletoamisuseofitbefore thewar.Itwasusedtoinculcatemilitarismanda spiritofimperialism.Itwasaccompaniedbyrigorous militarytraininginthelastyearsofadolescenceand veryharshpenaltiesforcrime.Forinstance,thetheft ofabicyclecouldbringthedeathpenalty.

Utrecht,TheNetherlands:TheDutch Bishopshavecoiledforapeacefulsolution totheconflictbetweentheNetherlandsand IndonesiaoverwesternNewGuineawhich threatenstoleadtowar.

TheBishopssentidenticalmessagestotheDutch Premier,Mr.JandeQuay,aMemberoftheCatholic People'sparty.andIndonesianPresidentAchmed Sukarno,askingthemtosettletheirdifferencesby "frankandopendiscussion."

ThemessagesweresentthesamedaythatPresident SukarnoorderedatotalmobilisationoftheIndonesian peopleto"liberate"WesternNewGuineafromDutch ruleandareported500,000Indonesiantroopswere awaitingorderstogointoaction.

TheareaunderdisputeisthewesternhalfofNew Guinea,theworld'ssecondlargestisland.Western NewGuineaisapartlyunexploredlandofvast swampsandhighmountains.Itisinhabitedbysome 700,000peoplelivingmainlyinprimitiveconditions, someofthematastone-agelevel.Theyaredivided amonghundredsofsmalltribes,eachwithitsown language.

FormerlyPortOfDutchEastIndies

WesternNewGuinea-calledWestIrianbythe Indonesians-wasonceapartoftheDutchEastIndies. FollowingWorldWarIIallpartsoftheIndiesexcept WesternNewGuineawonindependencefromthe DutchandtookthenameofIndonesia.

TheIndonesiangovernmenthasclaimedWestern NewGuineaasthe"rightfulheir"toallpartsofthe formerDutchEastIndies.TheNetherlandshasrefused toaccepttheclaim.OnAugust17,1960,Indonesia brokeoffdiplomaticrelationswiththeDutchoverthe issue. SincethentheNetherlandshassoughttogive"selfdeterminationtothearea.Itwithdrewitsapplication forUnitedNationssupportforitseffortsonNovember 28followingGeneralAssemblyrejectionoftworesolutionscallingfornegotiationsunderU.N.auspices, EarlierthisyeartheIndonesianCatholicparty's nationalconventionannounceditssupportforPresidentSukarno'spolicies,includinghisclaimtoWestern NewGuinea.Indonesia,anationof86millionpeople, hasabout1,300,000Catholics.About90percentof itspeopleareMoslems.ManyIndonesianCatholics playedmajorrolesinthenation'sstruggleforindependence.InJanuaryofthisyearanationalhierarchy wasestablishedinIndonesiabytheHolySeeasa tributetotheChurch'srecentgrowthandameansof fosteringcontinuedprogress.

"TheBishopsoftheNetherlands,attendingtheannualDecembermeetingoftheHierarchyinUtrecht. sendanurgentappealtothegovernmentsofthe NetherlandsandIndonesiatostrivewithallwillingnessforapeacefulsolutionoftheNewGuineaorWest Iriandisputebymeansofafrankandopendiscussion betweenallpartiesconcerned.

"TheBishopstrustthatthismutualwillingnesscan bethebasisforfuturegoodrelationsbetweenthe peopleconcerned.Theythinkthatitisnotthetaskof theChurchtosuggestadefinitesolution,buttheypray GodthatHewithHiswisdommayhelptheleadersof peoplesconcernedtofindtherightpathtowardsa permanentpeacefulsolution."

ACARDINAL,anAnglicanbishop,arabbiand governmentleaderstookpartinanational conferenceoncrimepreventioninLondonrecently.

CARDINALGODFREY,ArchbishopofWestminster, toldtheconferencearrangedbytheHomeOffice,which istheMinistryresponsibleforthecontrolofcrime,that manypeopleinBritaintodayare"amoralratherthan immoral."Theyhavelettheirconceptionofthemoral lawgrowverydim,hesaid.

Althoughmuchgoodisdonebytelevision,hesaid, repeatedscenesofviolencehaveadamagingeffecton themindsofyoungpeople.

TheHomeSecretarysuggestedseveralsubjectsfor futurestudy.Theseincluderelationsbetweenthe governmentandvoluntarysocialservices,andproblems affectingyouthsleavingschool.Healsopromisedto considerasuggestionbySirIvoneKirkpatrick,chairmanoftheIndependent(commercial)Television Authority,whoisaCatholic,thatmoneyshouldbe providedforafullstudyoftheeffectsoftelevision.

Mr.Butlerwarnedtheconference:"Theconceptsof loveandduty,ofresponsibilityforfamilyandneighbours,whichwederivefromourChristianheritage, willnotsurviveunlesswecontinueconsciouslytolive bythem."

Britain'sEducationMinister,SIRDAVIDECCLES, calledonthecontrollersof"printandpictures"to recognisetheirpowerandtoaccepttheirresponsibilities.

AnglicanBishopMERVYNSTOPFORDofLondon suggestedcloserco-operationbetweenbodiesdealing withyouth,suchasschools,churches,thepoliceand voluntaryorganisations.

TheUltimate AppealToVirtue

ONEofthemarksofdecadenceinsociety istheexaltationoftinylittleinsignificant codesattheexpenseofgreatandeternal moralprinciples.

Asmajormoralityweakens,minormorality strengthens.Dishpanhandsinanadvertisingworldare agreatertragedythandishonestdeeds.Codesaremultipliedaboutthenecessityofcleanpapercupslestlips becomepolluted,butanycensorshipofgarbagethat entersthemindislookeduponasarestrictionoffreedom.Televisionsetsmoanthetragedyofawoman usingadetergentsoap,whichwillmakehersneeze; butthesametelevisionsetswillcarryinasinglehour athreatoranactofviolenceevery45seconds.The sneezemustbeprevented,buthowfewareconcerned aboutpreventingtheviolenceseenontelevisionfrom workingitselfout.

Soitiswithourlittleminorcodesofethics,withtheir littlepsychologicalmaxims,suchas"youmustbeintegratedwithyourself."Buthowcanabrokenpotmend itself?Howcantheblindleadtheblindwithoutboth fallingintothepit?Nordoesitdoanygoodtosay, "youmustbeadjustedtoyourenvironment,"whenitis ourenvironmentthatneedsadjustment.Howcanone adjustoneselftoaworldthatisfullofwars,and rumoursofwars?Socialenvironmentdoesnotknow whereitisgoing.Itismadeupofmillionsoflittle soulsthatareaschangeableasweathercocks.

TheTruestMeaningOfLove Societywillneverbemadebetteruntilpersonsare better;personswillneverbebetteruntiltheyhave learnedtoloveinthetruestsenseoftheword.Where isthelawthatamanwholovesawomanshallgiveher aring?Whereisthelawthatadaughtershouldlove amother?Whatrulesgovernfriendship?Whenever apersonisinvolved,webegintoseenotmereduty,but thewholeensembleofrelationshipsoflife.Howthe lifeofawickedpersoncanbechangedsometimesinthe presenceofachild,whopassesnotjudgmentonhim. Butsomehoworother,theinnocenceofthechildremindshimoftheinnocencethatwasoncehisandnow lost.

AsThompsonputitinhispoem,"ToOlivia:" Becausethyarrowsnotyetdire, Arestillunbarbedbydestinedfire.

Ifeartheemorethanthouhaststood Full-panopliedinwomanhood.

Onahigherlevel,howoftentheself-indulgent characterchangeswhenhecomesfacetofacewitha personleadingalifeofsacrifice.Herethereisan appealtosomethingthatisdormantineveryheart;the soulisstirredtodepths;littlesparksbeneaththeashes andthedustofyearsbegintobefannedintoaflame; thespiritofsacrificeisappealedtoinwordswhichmay nevercometolipsandyetwhichbreathe,"Itoowould leadsuchalife.IwouldthatIwerelikethat."

Theultimateappealtovirtue,therefore,isnotacode noralaw,butaPerson-aPersonWhoisatonce InnocenceandSelf-Sacrificing.InthefaceofDivine InnocenceandSacrificialLove,noonecanbesureof hisholinessandhisgoodness.ThatiswhyeachApostle thenightoftheLastSupperasked,whenOurLordsaid thatsomeonewouldbetrayHim:"IsitI,Lord?"They allknewintheirheartsthattheywerecapableofall mannerofevil,butatthesametime,theypressforward tounmeasuredgiftsofsacrificeanddevotion.Inorder togrowintruthandlove,onemusthavepersonalTruth andpersonalLove-notmereabstractions.Furthermore.TruthbecomesLoveableonlywhenitisinFlesh andBlood.Onecannotfallinlovewithatheoremof geometry.orasignpostonaroadway:"Thoushaltnot exceed50milesanhour."OurBlessedLordneversaid) "Followthiscode"but"FollowMe,forIamtheWay, theTruthandtheLife."

BishopGriffiths,theHoly See'srepresentative,presentedatokencontribution of£A900totheconference (Dec.6).Herecalledthat £A187,000-theentireproceedsfromthesaleofthe WorldRefugeeYearcommemorativestampsissuedby VaticanCityState-had beenmadeavailableforrefugeeprogrammes. Nearly£A45,000ofthis sumwasearmarkedforPalestinerefugees,theBishop noted.

AtanotherpledgingConferencefortheU.N.Relief andworksAgencyforPalestineRefugees,BishopGriffithscalledtheproblemof caringfortheserefugees oneofthemostdifficultand delicatefacingtheworld today.Inadditiontothebasicnecessitiesoflife,he said,provisionmustbemade fortheirmoralandintellectualwelfare.Thetraining oftheyoungpersonsamong themisespeciallyurgent,he stated.

"WhentheHolySee signedtheGenevaConventiononRefugeesin1952,it, asdidmanyothersigners, restricteditselftorefugees inEurope,"BishopGriffithssaid."Forthatperiod itwasadequate.Butinless than10yearstheworldsitutionhassochangedanddeterioratedthatnowthereare refugeesalmosteverywhere. ThereforetheHolySeehas regardeditasmoreinharmonywithitsloftyuniversal missionofmercyandcharity torenouncetherestrictive clauseanditdoessointhe hopethatitmightmove othersignerstodolikewise."

Thirty-twogovernments pledgedapproximately32.5 milliondollarsforthePalestinerefugeesand28pledgedabout2.9milliondollars forthe1962programmeof theU.N.HighCommissioner forRefugees.

INSPITEofthepersonaldistressanddeadlycrises whichbesethimbeforeandaftertheoutbreakofWorld WarII,thePopeobviouslyenjoyedmeetingtheseyoung peopleanddevotedextraordinarycaretothebrieftalks hepreparedforthem.

Duringabloodypersecution ofVietnameseChristians thatragedfrom1798to 1871,agroupofCatholics tookrefugeinadense,tigerinfestedforestnorthwestof theancientVietnamesecapitalofHue.Theyprayedday andnightfordeliverance fromtheirpersecutors,from wildanimals,fromdisease andstarvation.

TheBlessedVirginappeared,surroundedbylights. Shepromisedtopreservethe fugitivesanddesignatedthe spotasaplaceofprotectionandprayer.

In1885afanaticdestroyedthechapel.OneyearlaterCatholicsdecidedtorebuildit.Eleventhousand personswentintotheforest towitnessthisinauguration ceremony.

Oneoftheabidinglegendsisthatthegentlerobinowesitsredbreastto tryingtocomforttheSaviour,andalegendinsome GaelicpartsofDonegalis thattheearwigbetrayed OurLord.

Thequotationfromwhich thisnoveltakesitsname, "NobleVengeanceisthe DaughterofDeepSilence," indicatesthatAnneAlbertini'srevengeforthelong pastmurderofhermother isthecentralthemeofthe story.Infactthisisnotso.

AplaybyMorrisWest, bearingthesametitleand builtaroundthisthemehas appeared simultaneously withthenovel,and,from publishedreports,seemsto havescoredasuccesswith itsfirstpresentationinNew York.Asyetunawareof thiswhenreadingthenovel: Ifeltthatthebestpartof itwasthestoryofthegirl's trial.

Thedeviceofbuildingup astorybybringingupthe backgroundofthepastin theevidenceatatrialhas beenusedoftenandsometimeswithgreatsuccess.

Itisdonebrilliantlyin thiscaseand,inplaces,with ahighsenseofdrama. Hence,nodoubtthesuccessoftheplay.

Theotherchiefcharacters areRienzi'swife,towhom heisunhappilymarried,his father-in-law,afamouslawyer,aFrenchwomanpainterandanAustralianpsychiatrist,whohappensalongand getsinvolvedinthedestiny oftheaccusedwoman.The firsttwoofthese,aswell astheyounglawyerareat

sixesandsevensamong themselvesandwiththe others,andsowegeta strongstrainofpsychology bothnormalandabnormal. Furthermoresincetheirabberationsaremostlysexual thesexmotifisconstantly prominent.Inthesecircumstancesanumberofthemes areinterwoven.
