HisGraceinhisaddress saidthathethoughtitwas safetosaythattheywould notbeassembledtherefor theblessingandopeningof theMaternityHospitalwere. itnotforthegenerousfinancial'assistancewhichthe SistersofSt.JohnofGod hadreceivedfromtheGovernment.

HisGracesaidthatto buildandequipthehospital, anamountof£400,000had tobeborrowed.TheGovernmentrealisedthata maternityhospitalwasa necessityintheSubiaco area,andtheyundertookto paytheinterestonthe amountoveraperiodof20 years.Thisarrangement saidHisGrace,hadbeen madewiththeprevious Governmentandhadbeen magnanimouslyhonouredby thepresentGovernment.

OnbehalfoftheSisters, HisGracethankedallconcernedwiththegenerous helpthathadmadetheconstructionofthisnecessary hospitalpossible.Hesaid thatitwasfittingthatthe hospitalshouldbeopened bytheMinisterforHealth andthattheMinister'spredecessorshouldbeonthe platformaswell.

HisGracesaidthatitwas afarcryfromthe18-bed woodandironhosptalbuilt bytheSisters65yearsago. Hesaidthattenyearslater thepresenthospitalhad

beenbegunandhadbeen builtinthreestagesoverthe interveningyears.Today, saidHisGrace,theblessing andopeningofthenew

THEMinisterforHealth,theHonourableRoss Hutchinson,D.F.C.,M.L.A.,whenaskedbythe chairman,Mr.T.Ahern,toopenthenewNiaternity SectionofSt.JohnofGodHospitalatSubiacolast Sunday,saidthathewaswellawareoftheprivilege andhonouraccordedtohiminbeingchosentoopen thismagnificentandwell-equippedhospital.

TheMinistersaidthathe fullyendorsedtheremarks madebyHisGracethe Archbishop.Heexpressed hisadmirationforthework donebytheNursingSisters.

Mr.Hutchinsonsaidthatas MinisterforHealthhiswork tookhimtomany'hospitals intheStateandhewasalwaysfullofpraiseandadmirationfortheworkdone byNursingSistersandthat hetooktheopportunityof alwayscommendingthe workthattheydo.

Mr.Hutchinsonsaidthat thehistoryoftheSistersof St.JohnofGodhadgone handinhandwiththedevelopmentoftheState.He saidthatthisfinebuilding, whichwasaninspirationto all,showedthefaiththat theOrderhadinthefuture ofWesternAustralia.This developmentoftheState wasassured,theMinister said,andthatthishospital assistsinthatdevelopment inamaterialway-andina spiritualway.

TheMinistersaidthatit

wasbecauseofthiscontributionthattheGovernment wasthereforegladtoassist intheconstructionwith financialassistance.

TheMinisterthendeclared thehospitalopen.

Mr.Nulsensaidthatthe practiceofassistingfinanciallytobuildhospitalswas notexclusivetoCatholics, butappliedtoalldenominations,aslongastheplans metwithapproval.

Thismethodsavedthe Statethousandsofpounds inbuilding,staffingand maintaininghospitals.

Mr.NulsenthankedeveryoneonbehalfoftheSisters ofSt.JohnofGodfortheir pastsupportandwhatever theycoulddointhefutdre.

Some350delegates gatheredinPetropolis,Brazil,forthe Y.C.W.'ssecondinternationalcongress fromNovember2to November11.

Theyhadheldnosimilar meetingsincetheirfirstcongressinRomein1957. Presentforthemeetingin thisresortcitywasMgr. JosephCardijn,80-year-old founderofthemovement.

Thecongressbeganwith aMassofferedbyCardinal deBarrosCamara.ArchbishopofRiodeJaneiro, duringwhichthevarious delegationsrecitedprayers intheir'ownlanguages.

Thecongresswasopened officiallybyCanada'sRomeo Maione,outgoingpresident oftheInternationalY.C.W., inthepresenceofhighdignitariesofChurchand State.

"Basically,"hesaid,"our taskhereistodosomething abouttheproblemofworkingyouth,butatthesame timewemustrealisehow theproblemsofyoungworkersexistwithinthecontextoflargerproblems whicharenowsweepingthe

earth.Moderntimesdemand heroicvirtues,Manishungryforpeace,and'Messed arethepeacemakersforthey shallbecalledchildrenof God.'"

Maionementionedsuch currentproblemsaspopulationgrowth,theupheavals accompanyingtheendofthe colonialera,migration,educationandthebreakingup offamilylife.Butheindicatedthatthegreatestproblemisthedeclineofreligiousinfluenceonsociety. Callingfortheconstructionofanewsocialorder whichisbroadandrealistic, hesaid:"Therearefewmen, ifany,whocanprophesy aboutthefuturestructureof theworld,Ifwearehumble, wemustalladmitthatwe arenotcompetenttosay howthepresentandfuture discoveriesofsciencewill affectoursocialstructure."

Heinsistedthatoutof theprevailinginternational anarchyoftodayanew serialorderbasedonthe massesofmankindmust emerge.Ifthetraditional rulingclassesareindanger ofdecaytoday,hesaid,it isbecausetheyhaverefused toadapt,orhaveproved themselvesincapableof adapting,tothetaskofthe justorganisationofanew world.

Thecongress,besidescallingforasurveyofworking conditionsthroughoutthe worldandforaninternationaltrainingprogramme, alsovotedforpermanent internationalmutualaid programmesbetweenY.C.W. groups.

THElinetakenbythepresentregimein Russiaisfollowingthepatternofthe Stalineraevenasittellstheworldthatitis rejectingtheideaof"Stalinism."Thereoson whythisfollowingisthesameisthateverythingisstillbasedonthebiglie.

Molotovhadtobesacrificedtothepartyline.Itis purelyamatterofconjectureastowhetherheistobe liquidated,ashehasarrangedforothers,orwhether hewillbepushedintododderingobscurity.Itmatters littletouswhathappenstohimbecausewewillnever knowforsure.

WhateverisputoutbythepresenttemporaryincumbentsoftheKremlinwillbesimplywhatsuitsthem.

Thecommunistgoalisalwayspresent.Therevolution byforcemustsucceed,evenifittakesmanylifetimes tohappen.Inthemeantimenothingisallowedtostand intheway.Nomorallaw,nocommontenetsamong peoplesmatterifthenecessityarisestoquashthem. Withblatanthypocrisythecommunistwill'bethe loudestsupporterofsuchprinciplesifitsuitshim.He hassoldeveryounceofhismoralnaturetotheparty machineandwhatgoodremainsinhimispurelyby accidentandnotdesign.

Throughouttheworldnow,communists,loyalmembersofasneakingfifthcolumninthecountriesofthe freeworld,willnowfaithfullyfollowtheirmasters' linesoflies.Theywillnotbeashamed,becausethe partyistheirmorality.

Theuseofthewordmoralityisfortheunderstanding ofnormalmen,becauseitdoesnotappeartobeeither usedorunderstoodbythefollowersoftheKremlin.

Whatwilltheworlddonow?Mustwefeverishly seektofindthemeaningofalltheseliesaswehave triedtodointhepast?Orwillwenowstartfacingthe truthandstandfirm?

Americahasmadeastepintherightdirectionwhen shehasmadeitalawofthelandthatthecommunist partyinAmericamustregisteritselfasanarmofthe SovietUnion.Thisatlastfacesonetruth.Itisexactly whatcommunistsare.Legalbattlesaresuretofollow inthesometimescrazilydemocraticStates,butatleast thetruthisbeginningtocombattheever-presentlie.

Itcouldbethatitwouldbeagoodthingifsimilar legislationwereintroducedintothiscountry.Thereare somanyfrontorgainsationsthatthelie,again,will keepobscuringthetruth.

ItisoneofthemanyfeaturesonwhichtheChurch hascondemnedcommunismfromitsbeginningsasan evilandinhumanslaveryofmanandhissoul.Yet afterwars,deportationsandmassbutcheryofnations, therearestillthepinks,red-liningsocialists,fuzzy intellectualsandcareerparsonswhothinkitnovelto tellusthatthecommunistneedstobebetterunderstood.Theirpitifulbleatingsarenosolutionwhenthey cannotevenmakethediagnosis.Wehavetoburythe too-commonimageofthepoorworkerstruggling againstinjustices.Thecommunistintendstosubitert theworldtohimselfandhewilltoourfacestodoit.

CATHOLICPARENTShaveconsistently statedthattheyhaveadesireandaright toshareinpubliceducationalexpenditure.Theexerciseofthatrightshouldbe possiblewithoutthesurrenderofanother right-tochoosethekindofeducation appropriatetofamilyreligiouspattern.

InmostcountriesoftheFreqWorld,thosetwo rightsarebroadlyguaranteed.Australia,New ZealandandtheUnitedStatesarethemajorexceptions.

Forwhatreasonsdoweholdthatweshould receivesuchashare?

Insummary,thereasonscanbereducedtothree: ThefirstisNATURALEQUITY; ThesecondisEDUCATIONALECONOMY; ThethirdisTHENATIONALINTEREST.

NATURALEQUITY:ItshouldoffendtheAustraliansenseoffairnessthatagroupofparents, proportionatelycontributingtothenation'seducationalfunds,shouldbedeprivedofanybutatrivial shareintheirdisbursement.Itisno,defenceof thepresentarrangementtosaythatparentscoulduseStateschools.Theycan,butonlyattheprice ofreceivinganeducationunsuitabletotheirchildren'sneeds.

Australiahasagreedinprincipletothefollowing: Thateducation"atleastinitselementary stages,"shouldbefree; Thateducationshouldbedirected"tothe fulldevelopmentofthehumanpersonality:" Thateducationshouldbeinaccordwiththe wishesoftheparents.

Influenceisalmosttheoppositeofaphotograph;in the,latter,animpressionoftheoutsideworldismade uponafilm.Withinfluence,itisthephotographer himselfwhoimpresseshisimprintonanotherperson. Becausethelightisinhim,itshinesonothers;because theglowisinhim,heradiateslove.InfluenceissomethingliketheshadowofPeterwhichcuredthesick. Asevilmenspreadimmoralgermsandinfectthe substanceofanotherman'scharacter,sotherearethose, likePeter,whocastshadowsofbeneficenthealing,and wholeaveinthegalleryofmemorytheportraitofone whodoeslastingspiritualgood.

Asecondpointaboutinfluenceisthatthosewho exerciseitarequiteapartfromthemassesandthe mobs.Mediocreandweakcharacterssuccumbtothe moodsandfashionsofthemoment.Deadlogsfloat downstream;ittakesaliveswimmertoresistthe current.Thecreativeelementinanysocietyisalways aminority.Therearemultitudesineveryorganisation, butthegreatinfluencesaresingularandalmostunique. TheCommunistsusetherightprinciplewhentheyseek i totrainarevolutionarycoreorelite.nthiswaythey areimitatingChrist,Whochoseoutofthemultitude firstoneman,thenthree,thentwelve,thenseventy, tochangetheworld.

WhowasitdeliveredIsraelfromthePhilistines?It wasasolitarySamson,andinanotherinstance,a solitaryDavidwithhisstoneandslingshot.Whowas itwhogatheredthepeopletogethertorouttheMedianites?"ItwasGideon.AndtheLordtoldhimtoreduce hisarmytoamerethreehundred,forthosethree hundredwouldhavemoreinfluencethanthirty thousand.

ThegreatestteachingaboutDivinegraceandmercy comesfromAugustineratherthanThomasAquinas. Augustinewasamanwhooncehadevilinhisheart, andthen,likePeter,becamethestrengthofhis brethren.Ourworldiswellorganisedintogroups,but whatchangeforbettertherewouldbeifmenpotent withthespellofHeavenwentoutlikePetertolet theirshadowsfalluponevillivesandhealthem.

Thisisthesubstanceofthe3rdArticleofthe U.N.DeclarationofHumanRights.Theagreement tothesetenetsinprinciplehasnotbeenreduced topractice.

Catholicparentsbelievethatforthefulldevelopmentoftheirchildren'spersonality,thechildren shouldhavethemaximumchanceofreligiousde- velopment.Theybelievethatthesortofschools theyhavecreatedgivethismaximumchanceof religiousdevelopment,astheyunderstandit.They believethatthisopinionanditspracticalconsequences,shouldberespected,evenbythosewho differaboutthenecessityofsuchschools.

OntheevidenceofGallupPolls,thiscontention issupportedbymorethan50percentofAustralians.

IfagiganticNEWsocialserviceweretobe financedoutofpublicfunds,nogovernmentwould daresotoshapeit,thatafifthofthepopulation couldparticipateonlybyviolatingtheirconscience. Yetthatiswhathashappened,byhistoricalevolution,tothenation'seducationsystem. ACatholic'sconsciencetellshimthatWHERE POSSIBLE,hischildshouldgotoaCatholicschool. SinceCatholidparentsprovidetheirproportionof educationfunds,theyshouldhaveaccesstosome shareofthesefunds,tomakethispossibilityincreasinglyinsteadofdecreasinglyavailable.

EDUCATIONALECONOMY:"EqualityinEduca-.. tion"doesnotmeanthespendingofarithmetically equalsumsofmoneyoneverychild.Itmeansthat fundsareavailabletosecuretheadequateeduca- tionofeverychild,appropriateto-hisage,ability andaptitude,andrelatedtothejustdesiresofthe parentstosecurethereligiousqualityofeducatioh thattheychoose.

Theassistancetoparentswhosechildrenattend CatholicschoolsneednotbeexactlythesumexpendedonStateschoolchildren.SomemoneymadeavailabletomaintainandexpandtheCatholic systemofschoolswouldbecheaperthantheState's acceptanceofthefullchargeforthewholeburden.

If,in1962,athousandprimarychildrenandtwo hundredsecondarychildrenfailtofindplacesin ourschools,theannualteachingcoststotheState wouldbeinexcessof£70,000,andplacesforthese childrenwouldcostabout470,000.

Afractionofthismoneywouldensurethecontinuededucationofthesechildreninschoolstheir parentswouldwant.Inthelongrunsuchwise subsidyofexistingschoolswouldreleasemore,not lessmoney,intheinterestsofchildrenattending StateschoolsbecauseTHEIRparentswantthem todoso.

NATIONALINTEREST:ThefinancialimpoverishmentoftheeducationalservicesofafifthofAustralianchildrenisanationalimpoverishment. Abilityisdistributedinthecommunityequally, andnotonadenominationalbasis.Australia-cannotneglecttheduedevelopmentofanyofits sparseresourcesofhightalent.Therefore,toleave asignificantgroupinthecommunitywitheducationalfacilitiesthatmust,withalloursacrifice, deteriorate,istoexposeAustraliatoseriousloss.

ProfessorTittertonoftheAustralianNational Universityhassaidthatthereisonefirst-rate physicistper100,000ofthepopulation.There wouldprobablybeaboutfiftysecond-rate,butstill brilliantpeFformers,insuchasample.Australia cannotaffordtoneglectthedevelopmentofthe fivefirst-rateandthe2,50superiorphysicists potentiallyinthehalf-millionCatholicschool,childreninAustralia.

Whatistrueofphysicists,istrueofeverybitof talentamongthesechildren.

ThesechildrenareAustralianchildren,equally withotherswhoseparentshavemadeothereducationalchoices.Thesechildrenmeritthecaretand endowment,withoutdiscriminationandequally withallchildrenoftheState.Itisforthiskindof careandendowmentthatweareasking.

Certainotheraspectsofthereasonswhythis requestshouldbemetwillbetreatednextweek.

SpringhasreturnedtoLatinAmerica.Itisanewseason.Butthereisspringtimeinanothersense,too,inthattroubledcontinent.Theseedsofdiscontentandunresthavebeen plantedintheheartsofmillionsofpoverty-strickenpeople.

Fortheoneinescapable conclusionaboutmuchof LatinAmericatodayisthat afewpeopleareextremely wealthyandthatmillionsof peoplearestarvationpoor. Thishascreatedaclimate forawinterofdiscontent thatcanonlybefollowed byaspringtimeofunrest and,perhaps,of.violence.

TheonethingIthinkI havelearnedisnottojudge tooquicklyortoodogmaticallywhatIreadaboutLatinAmerica.Thuswhatis setdownhereisonereporter'sprincipalimpressions aboutLatinAmerica:

Amovementtowardrevolutionhasbegunamongthe poverty-strickenlowerclasses.Thisisnotacommunist movement.Norisit,atthe moment,aCatholicmovement.TheRedsaretryingtocapitaliseonit.And afewboldchurchmenhave raisedtheirvoiceswithan appealforsocialjusticebasedonCatholicteachings.

Religiousfaithisdeeply imbeddedintheheartsof thepeople.Butwithout priestsandwithoutreligious instruction,thepeoplecan slipawayfromtheirfaith.

ClassSociety

LatinAmericahasaclass society.Theveryrichin theupperclassareunconcernedwiththedestitution aroundthem,exceptasthey feartheunrestmayendangertheirfortunes.Inthe lowclassarethepoorand ignorantbutawakeningmillions.Themiddleclassis alsoslowlyemergingbutis notyetasignificantfactor.

ALatinAmericanclergy musthedeveloped,butthe barriersaremanyandthe needsforforeignpriestsand laymissionerswillcontinue formanyyears.

AidfromtheUnited StateseitherbythegovernmentorbytheChurch, canbeadecisivefactorin savingthecontinentfrom revolution,butthataidmust beofferedandacceptedunderrealisticterms.

Timemayrunoutanyday inanycountry.Theresult couldbebloodyrevolution.

ThepositionoftheChurch inPeruisadelicateone. Onestatistictokeepinmind isthatPeruhasonlyone priestforevery6,000Catholicscomparedtoonefor 600intheUnitedStates.

ThousandsInSlums

Anestimated 100,000 peopleliveinLima'sbarriadas,theslumsrimmingthe city.Inmostbarriadas thereisnowaterandthe peoplemustbuyit;theypay ahighprice.Theonlywork theycanfindinthecityis asmenials.Ortheybegin thestreetsortheystealor theypeddlegimcracks.Immorality,crime,illiteracy areconsistentcompanionsin thosebarriadasruled"by thefist."-

FatherVincentMallon,a, Maryknollpriestwhoserves in.Lima,toldusthattheCatholicFaithofthepeople isthegreatbulwarkagainst communism.Hesaidthat manypoorpeopleareattractedbythecommunist promiseofmaterialhelpbut thattheyrefusetocomeinto theRedcampbecausethey understandthatcommunism isopposedtotheirFaith.

Thegreatneedisfor priests.Butthebarriersto developingtheclergyare great.Theobstaclesinclude thepooreducationalformationofthemassofthe people,parentalobjectionoftenbecausesomepriests havelivedlessthanpriestly lives-andthefactthat manypossiblecandidatesare bornoutofwedlockandillegitimacyisanimpediment tothepriesthood.

CoupledwiththeseobstaclesisthefurthercomplicationthatacolourproblemdoesexistinPeru.The Indianwhobecomesapriest -andalmosthalfofthe peopleofPeruareIndiars -findsthatheisnotacceptedamongtheupper class.

A"good"Catholicamong therichupperclassisthat Catholicwhowilldoafavour fortheChurchwhenthe needarisesandwhoreceives thesacraments.(Although notasoftenasthatBrazilianpoliticianweweretold aboutwhowenttoCommunionthreetimesonthesame Sundayinthreedifferent churches;hewaseleCtioneering.)

CHAMPIONCOOKS ALWAYSUSE

Beingthiskindof"good" Catholic,however,doesnot involvehavingasocialconscienceorbeingdedicated totranslatingthesocial teachingsoftheChurchinto actionintheworld.

Beingamissionarypriest isnotaneasylife,About 25percentoftheforeignbornpriestshavetoreturn homebecausetheycanno longertakethefrustration andhardship.

Concerningthefirst,we errifwethinkthatthe lowerclasses,nowrisingin socialunrest,canquicklyacceptdemocracyasweknow it;theysimplydonothave thebackgroundwhichour nationhadeveninitscolonialperiod.

Capitalismasitexistsin LatinAmericaistoooften thelaissez-fairecapitalism ofour1800sinwhichsocialjusticeandthecommon goodhavenorelevance.This createsaproblemforusbecausethoseamongthelow andmiddleclasseswhoare awakeningtendtoequate ourAmericancapitalismof todaywiththeircapitalism

CHILDRENarenecessary,oralmost necessary,forhappinessinmarriage.A deliberaterefusaltohaveanychildrenis almostadecisionofextremeselfishness,and acoupletooselfishtolivewithchildrenas aruleprovetooselfishtolivewitheachother.

Childrenrepresentamagnificentopportunityforthe practice'oflove.Theyarepreparedtoreceivebutnot togive,tobelovedbutnottolove.Butthe"planned" childmaybecomeahazard.Thischildisoftenforthe parentsonlyanobjectmanufacturedtofilltheirown obscureneeds.Achildisnotlookeduponasasoul entrustedtotheircare.

Acouple,then,whorefusetohaveachildinorder toenjoyanewhomeorcaror"major"applianceor socialstatuswillsoonerorlaterfindithardtoenjoy eachother.They,therefore,haveyettolearnabout love.

ACHILDindispensablyneedsEXPLICITsigns thatheisloved.Anadultcanunderstandthatlove canbeexpressedbyservicesrendered,bycheerfulness inthefaceofirritability,bysilencewhenannoyed; butachild,inhisself-centredworld,isnotassuredby thesemereexpressions.HeneedstobetoldEXPLICITLY.Akiss,ahug,agentlepatontheheadcan,of course,giveachildahappyfeelingofnearnesstohis parentsandasenseofbelonging.Butparentsshould oftenTELLachild:"Iloveyou,"or"Youaresogood."

Inthelanguageofthe council,theword"constitution"wouldmeanadocumentcontainingadefinition oftruthspertainingtothe Faith.Thiswoulddistinguishitfroma"decree," whichwouldrefertodocumentsdeclaringdisciplinary decisions.

Theword"Revelation" herewouldrefertothe truthsrevealedbyGodto man.IntheCatholicChurch thesourcesofsupernatural Revelationareheldtobe theSacredScripturesand tradition.Theproposedconstitutionwouldclarifythe Church'steachinginthese matters.

Proposedlegislationwhich wouldcreateabetterdistributionoftheclergytomeet shiftsinpopulation,and

Severaleventsinthepast twoyearshavehelped Y.C.W.membersinPerthto realisemoreclearlythe needsofourAsianneighbours.Thefirstofthesewas avisitfromReneDelecluse, Y.C.W.ExtensionWorkerin Asia,whotouchedthehearts andpocketsofmanylocal memberswith,hisstoriesof thehardshipsexperienced byfellowYoungChristian WorkersinIndiaandSingapore.

Nextwehadavisitfrom BettyKing,anAustralian girlonherwaytoIndia, whereshehasbeenworking forthepast12months,developingtheMovement. AnotheryoungAustralian fromMelbourne,Bernie Doherty,calledatPerthon hiswayto.CeylonandIndia tohelptrainY.C.W.leaders inthosecountries. Asianstudentshavealso beenintroducedtothe Y.C.W.duringtheirstayin Perthandhavespokenat severalY.C.W.gatherings.

Allthisrashelpedlocal Y.C.W.memberstobegenerousinresponsetofinancial appealsfortheMovementin Asia,butmoreimportantly ithasgiventhemabetter understandingofproblems inothercountries.

Thetraveller,onarrival,seesnothingalarming underthebrilliantsunthatusuallyshineson Cambodia.Alongthefinehighwayleadingfrom theairportintoPhnomPenh,thecapital,andon thecity'swide,tree-linedboulevards,everything lookspeacefulandprosperous.

TheBuddhisttemples-thereareaboutthree thousandofthem-andthesaffron-robedBuddhist monks(about80,000)areconstantremindersthat thisisapredominantlyBuddhistcountry.Buddhism isthestatereligion.Mostofthe4,500,000populationareBuddhists.

Otherreligionshavealargemeasureoffreedom. however.OneofthemostimpressiveandprominentbuildingsinPhnomPenhisthenew'Catholic CathedralofChristtheKing.

SmallProportionOfCatholics

Catholicsarerelativelyfewhere.Theynumber aboutfiftythousand,ofvariousracialorigins. ManyoftheCambodianCatholicshavenameslike Fernandez,Diazandsoforth.Theyaredescendants ofPortuguesewhocameherecenturiesagoand intermarriedwith,Cambodians.

Christiansarefreetohavetheirowndoctrine schools,teachingreligionandreadingandwriting, andalsotohaveregulardenominationalschoolsof generaleducation.

OthersbesidesCatholicsarehere.Abrightly colouredbungalowseenonthewayfromtheairportismarked"SeventhDayAdventistMission:: MembersoftheProtestantEpiscopalChurchjoin withAnglicansinSundayservicesheldintheU.S. InformationServiceauditorium.TheJehovah WitnessesarereportedlyrepresentedinCambodia andtheBaha'ireligionfromPersia.

Cambodiais,infact,anti-communist,thoughit haschosenneutralityasitspracticalpolicy.The headofthestate,38-year-oldPrinceNorodom Sihanouk,hasdeclaredthat"itwasquiteimpossibleforustotakesides."Cambodiahadtotake thegreatestcare,accordingtoPrinceSihanouk, "nottogiveeithersidetheslightestpretextto interveneinourinternalaffairs."

NoIllusionsAboutCommunists

Theheadofthestate,however,obviously,hasno illusionsaboutthedifficultiesanddangersofCambodia'sposition.TheVietCong,communistfrom NorthVietnam,comingthroughLaos.areonhis northernfrontierandarecrossingit.Itisonlytoo likelythatcommunisttrafficthroughLaoswillbe heavierincomingmonths.OnCambodia'seast, SouthVietnamisfightingforitssurvivalagainst increasedcommunistattacks.Onthewest,anticommunistThailandisapprehensive.

Thesehasbeenfrictioninthepastbetween Cambodiaandeachofthesetwoneighbours.Now ThailandandtheRepublicofVietnam(thesouth) stronglyresentCambodia'sneutrality.

PrinceSihanoukhasurged,inrecentmonths, thatabeltofneutralstates,comprisingCambodia, ThailandandBurmabeformedacrossSouth-East Asia.Thailandhasshownnolikingfortheidea andnobeliefinitsefficacy.

ManyVietnameseandChineseareresidentsof Cambodia.Cvmmunistinfluence,exertedfrom HanoiandPeking,isstrongamongthem.Chinese livinginCambodiaareestimatedatanythingfrom 600,000to1,000,000.ManyoftheChineseschools showapro-communisttrend.

Cambodiahasreceivedmaterialandtechnical assistancefromtheUnitedStates,France,China andRussia.TheU.S.hascontributedmoreaid thanalltheotherscombined.

TheharshrealitiesofpresentdangersinCambodiawereseenabouttwomonthsagowhena detachmentofCambodianarmedpoliceencountereda,forceofVietCongtroopsinsideCambodianterritoryfarbelowthefrontierofLaosand closetotheborderofSouthVietnam.TheCambodianstookaVietCongofficerandsomesoldiers prisoners.Themainforceofcommunistsretreated acrosstheSouthVietnamborderandopenedfire. Theyusedmortarsandmachine-guns.EightCambodianswerekilled.

Cambodia,oncethecentreofthegreatKhmer empire,doesnotfeelascalmtodayasitlooks.

EDITORCONVICTEDFOR ATTACKONRELIGION

ONSEPTEMBER8,the MadrasHighCourtupheldaconvictionagainstthe editorandpublisherofthe Tamilweekly"Nathikham," whowassentencedbya RegistryMagistratefortwo articlesthatwerefoundto offendagainsttheHinduand Christianreligions.

Inthestatementconfirmingtheconviction,theJusticeobservedthatthelimits offreedomendedwherereligionsandreligiousbeliefs wereinsultedandoutraged.

Thearticlesinquestion concernedtheHinduepics SitaandDraupadiandthe Christiandoctrineofthe ImmaculateConception.

Itmaybesaidofthe editorinquestionthathe didnottakerefugeasan editorunderthemoresubtle formofveiledattackon religionwhichonenotices inthemodernpressinallegedlycivilisedcountries.

Soyouhavecollected everyBeethovensymphony andallfiveofhispianoconcertosandarelookingfor yetmoreBeethoven.Here isachancetoenterintoan evenmoremagicalworld, thatofBeethoven'schamber music,byitsloveliestgate.

Havinggotasmuchoutof thepianoconcertoashewas able,hewentmuchfarther withthepianotrio.Rarely playedonthelocalconcert platform,itislovedmostly bythosewhocanplayit forthemselves.Thischeap versionbytheTriodi Triestefollowsthestyleof thefamousCortot,Thibaud andCasalsrecordingwhich wasoneofthemostfamous recordsevermade.Themore recentOistrakhversionhas betterqualitysound,butthe pianotheresoundsaggressiveandragged.ThisAceof Clubsmustbearecording someeightyearsoldasthe characteristic"Deccaviolin"

ismuchinevidence.Allthe same,personallyIpreferit totheOistrakh.

PONCE:ConcertodelSur. RODERIGO:Fantasiapara 'unGentilhombre.Festival, 55/-. ThesoloistisSegovia, whoneedsnointroduction toPerthreaders.Whileone ischaryofcallinganartist thegreatestthisorthatin theworld,mostguitarists wouldacknowledgeSegovia asthemaster.Theseworks arebothinconcertoform. Botharemodernworks, writtenforSegovia.These recordings,madewithThe SymphonyoftheAirunder EnriqueJorda,arctaken fromthesix-sidesetof SegoviaissuedbyFestival lastyearandreviewedin thiscolumn.Theguitaris notaverygoodinstrument fortheconcertoform,but boththeseworksarevery beautiful.Donotbedismayedbytheirdates."FantasiaparaunGentilhombre" waswrittenin1954,butis firmlybasedonthestyleof ofGasparSan;wholived threecenturiesago.Itcould hardlybefurtherremoved fromcontemporarymusic.

InthiscolumnIhaverepeatedlydrawnattentionto Almeida,whohasmadea numberofguitardiscs,usuallyinassociationwiththe mezzo-sopranoSalliTerri, oranotherinstrumentalist.

Onesideofthisdiscsis devotedtotheclassical guitar,sometimessolo,sometimeswithaviolad'amour, aninstrumentwhichpassed outofusewithBach.The modernsideismainlytaken upwithaSonatinaforFlute andGuitarbyGnattali,a modernBraziliancomposer. Thisdisciswelluptothe standardofexquisitemusicianshipsetbytheprevious Almeidaissues. InoticeIhavepraised everydiscthisweekinalmostextravagantterms. Thisisn'tthroughanymood ofmine.Wouldthatevery week'sissueswerelike these.

bushland.

Thestoryconcernstwo youngsterslostinsomeof themountainousbushlandof thiscountrywhichcanfill withgrandeurandalsoterrifywithitsbrutality.

Thoughitissaidthatthe storyconcernstwochildren lostinthebushandthe searchforthem,theauthor hascleverlyusedthisasthe centralthemeonwhichall theothercharactersareunfoldedtothereader.

Attimesthewaycharactersaredroppedandthen takenupagainlaterisannoying,buttokeepeverythinginamoreorlesschronologicalorderandworkup tothedenoumentofthefindingofthechildrenandfinal revelationofcharacter,E.S. Maddenhassacrificedreader impatienceintheearlypart ofthebooktoafullrealisationofhumanmotivesanda grippingclimax.

Characterdeliniationin thistypeofnovelisimportantbecausetheeventsofthe preparationandthesearch aresomucheffectedbythe varietyofpeopleconcerned initandtheirreactionto otherpeople'stroubles.Jealousyandsnakygossipare shownintheirfullmaliceand sadeffects.

AuthorMaddenhassuy cessfullycapturedthespirit ofthecountrytownwhenan emergencyarises,thegradual forgettingofthepersonalfor thetaskinvolved.Itisonly thosewhokeeptheirselfish interestswhomessthings about.Theyhoweverget justicemetedouttothem! eachaccordingtohisorher merit.

Perhapstheweakestcharacteristheyoungpriest. Onecouldpresumethathe hadverylittletrainingforhis calling.Yettheauthorsaves himfromutterrejectionby loadinghimwithtonsof sympathy,whichafterallis anecessaryvirtueforapriest.

Readersofthis,anditisto behoped,othernovelsbyE. S.Madden,willnotbedisappointedinthenovel.After itsirritatingbeginning,it holdstheinterestandbrings everythingtoasatisfying evenifsadconclusion.It isnonovelwhippedoffwithoutknowledgeofthepeople andgreatAustralianbushland. Moreplease. -D.F.

ATRIBUTETOAGREAT FRENCHDRAMATIST

HenriGheonwasagreat Frenchdramatistofthe19th century,andwasleaderof themodernrevivalistsofreligiousdramainFrance.

Hisplayswerethefirst tocombinethereformsenvisagedbyCopeau,withthe expressionofanewlyawakenedCatholicism.

Priortothe1914-18war hisplaysweremostlyperformedattheTheatredu Vieux-Corombier,butafter thewar,whenhereturned totheChurch,heembarked ontheworkwithwhich afterwardshewasalwaysassociated,i.e.,thewritingand publishingofreligiousplays inprovincialparishesand schools.

Hewroteover100plays withbiblicalthemes,andhis greatest,performedoutside France,inmanycountriesof theworldwas,"LeNoelsur laplace."(1935).Thisplay wastranslatedbyEricCrozierintoourlanguageandis knownbyus,as"Christmas intheMarketPlace."Itwas originallyplayedbyHenri Gheon'sownCompany,"Les Compagnons de Notre Dame,"andwastransferred

tothefamousOdeonTheatre inParis. Inrecentyears,anumber ofGheon'splayswhichcombinefinepoetry,andanexcellenttheatricalsense,with greatsimplicityanddeepreligiousfeelinghavebeen stagedbyhundredsofcompaniesthroughouttheworld.

OnDecember2,3,9and 10,theTherrySociety,Perth's onlyCatholictheatregroup willbepresentingGheon's "ChristmasintheMarket Place,-atVictoriaSquare Collegeinthegardenforthe enjoymentofPerththeatregoers.

Inthisparticularbook,we havethecombinationofthe MostReverendFultonJ. Sheen,whoconductsthe tour,YousufKarsh,the renownedphotographer,and H.V.Morton,thewellknownauthorof"InThe StepsOfSt.Paul.""InThe StepsOfTheMaster,"and otherdescriptiveclassics.

Thebookisintendedto giveasecond-handlookat theHolyLand,inwordsand pictures.Itisobviousthat manyreaderswillneverget theretoseeforthemselves theplacessofrequently mentionedinthelifeofOur Lord.

H.V.Mortongiveshis usualvividdescriptionof theland,itshistoryand people.Hegivesamention, often,ofotherpilgrimswho havevisitedtheHolyLand andeitherlefttheirmarkon itorbeenmarkedbytheir visittothebirthplaceof Christianity.

Thephotography,63plates inall,isremarkable.The onlycriticismisthatmost .oftheshotshaveHisLordshiptheBishopposedin someappropriatemanner. Thereisabittoomuchof this.Whileitwasappropriatein"ThisIsTheMass," itwasnotnecessaryin"This IsRome"andthepresent volume.

Readersoftheothertwo ,volumeswillappreciatethis thirdtoaddtotheirlibrary. Itisabookthat,even thoughreadrightthroughat first,canbetakendownand readagaininsections.There isahandyindexforthis purposeatthebackofthe book. -D.F.

Practicallyunknownto theworldatlargeatthe timeofhiselection,already anoldman,andfollowing immediatelyinthefootsteps ofsuchaneminentpredecessorasPiusXII,the newPope,JohnXXIII, seemedsomethinginthe natureofananti-climaxto manypeople,theobvious choicefora"transitional pontificate"betweenone momentousreignjustterminatedandonestillintheindefinitefuture.

Howmistakenwassuch anevaluationofthenew Pontiff! Withinamatterofweeks hehadputinmotionenough freshpolicyandnewideas tosetthewholeChristian worldbuzzingwithexcited commentandjoyfulanticipationastowhatwascomingnext.JohnXXIIIquickly

ThisnewUniversebook byZsoltAradi,withvaluableadditionalcommentby DouglasWoodruff,editorof theEnglish"Tablet,"and thelateMichaelDerrick, whouptohisrecentdeath wasassistanteditor,providesthefirstfoilandauthenticportraitofPopeJohn XXIIIinEnglish.Assuch, itisfartooimportanttobe neglectedbyanyonewishing tounderstandtheroleofthe Papacyinthemodernworld and,inparticular,appreciate thepoliciescurrentlyemanatingfromtheChairof Peter.

Seeninretrospect,thedifferentphasesinthelifeof AngeloRoncallitakeona specialsignificanceinwhich theguidingspiritofProvidenceisstrikinglyevident.
