No.4:WHYARESTATESCHOOLS INSUFFICIENT?

LASTweekthequestionwasraised:"WhydoCatholic schoolsexist?"Thisarticletreatsthecorrelative question:WhydoCatholicparentsregardStateschools asinsufficientforthereligiouseducationappropriateto Catholicchildren?

ThisarticleisNOTconcernedwithotherpossiblequestions.ItisNOTthereforeconcernedwith thefollowing:

AreStateschoolssufficientforthereligious educationofchildrenotherthanCatholics? Thatisaquestionforotherparents.

AreStateSchoolsefficientintheirgeneral education?Catholicparentswouldsaythat Stateeducationisascompetentasavailable skillsandmoneywillallow.Withinitslimits itisadmirable.Catholicparents,whosechildren areeducatedelsewhere,findonlyruefulcomfort inthefactthattheirtaxcontributionshelpsustainacompetencetheydonotuse.

Cangeneraleducationbereallyefficientwhen itsreligiouscomponentisbycomparison,and necessarilyinefficient?Thisisatheoretic question,onwhichCatholicsmayhaveviews. itistheoretic,becauseStateeducationisin possessionof78percentofthefield,andthe proportionwillinevitablyincrease.

Letusreturntothecentralquestion-Whydo CatholicparentsregardStateSchoolsasinsufficient forthereligiouseducationappropriatetoCatholic children?

ReligiouseducationinStateSchoolstakestwo forms.Ahalf-hourperweekcanbegivenbythe classteacher.providedthattheinstructionbenondenominationalandnon-polemic.Thequalityof thisinstructionvarieswiththeteacher.andisleast successfulatthesecondarylevel.Afurtherhalfhourperweekcanbesuppliedbyvisitingclergy oraccreditedlayteachers.Thefirstiscalled generalreligiouseducation,andatitsbestisonthe leveloffolk-lore.Thesecondiscalledspecial religiouseducation,andaspirestobeauthentic religiouseducation.

WhatsortofevidencewouldCatholicsproposein sayingthatthisprovisiondoesnotses'vetheirpurposes.Theycouldsaythefollowing:

1.Thatnosubjectofcentralimportancecouldbe presentedinahalf-hourperweekorallowing forthegeneralreligiouseducation,inonehour perweek.

2.Thatclassteachersareofteninsecureintheir religiousbelief,andmoreoftendiffidentabout religiousteaching.

3.Thatvisitingclergyorlayteachersarehandicappedbythemultipleageandgraderanges, byimperfecttrainingandexperience,bythe factofbeingvisitors,bylackofvisualaids,and bymanychildrenwhoaregenuinely(ifinculpably)unreceptive.

Administrators,schoolstaffs,visitingteachers, clericalandlay,Catholicsandothers,aremaking seriouseffortstocopewiththeseinherentdifficulties.Intheabsenceofanythingbetter,thiswork shouldgoonandimprove.Butitwouldbea mistaketoconveytheimpressionthatthisprovisionisanythingbutaninferiorsubstitutefora properlyCatholiceducation.Aschoolinwhichall oftheteachingispermeatedbyreligion,inwhich classesaregraded,teachersaretrainedasreligious teachers,disciplineissecured,andadequatetime isgiven,isasuperiorinstrumentforreligious instruction.
