CATHOLICACTIONDOWNSU.K.REDS

THEcommunistpresidentoftheRed-dominatedElectricalTradesUnionin BritainhasadmittedpubliclythatCatholicActionhelpeddiscredithisunion andpreparethewayforitsexpulsionfromtheTradesUnionCongress,the centralcouncilofBritain'sorganisedlabour.

HeisFrankFoulkes,andthe admissioncameinaspeechhemade attemptingtostaveoffexpulsionat theT.U.C.'sannualmeetingatPortsmouth.ButtheT.U.C.votedoverwhelminglytoousttheElectrical TradesUnionforballot-riggingand communistcontrol.

Theelectricalunion's240,000members holdkeyjobsinBritishindustry,Itisthe seventh-largestunioninBritain.

Foulkestriedtoarousethewrathofhis audienceagainstthosehesaidweretrying tosplitthetradeunionmovement.

"Overthepastfouryearstherehasbeen aunitedeffortbyoneparticulargroupcontainingelementsfromCatholicAction,Tories (therulingConservativePartyinParliament),ex-communistsandotherdissidents withtheobjectofcreatingtheprecise positioninwhichwefindourselvestoday," hedeclared.

HesingledoutspecificallytheCatholic Herald,anationalweeklywhichhascampaignedagainstCatholiclethargygenerally intradeunionaffairs,asoneofthe"enemies" oftheElectricalTradesUnion.

ButFoulkesmadenoadequateanswerto thechargesmadeina45-minutespeechby theT.U.C.'sgeneralsecretary,GeorgeWoodcock.Thedelegatesdecidedbyten-to-one (7,320,000card-votesto735,000)tosendthe E.T.U.out"intothewilderness."Thismeans itwillnotberecognisedbytheothertrade unions,whosememberswillnotofficially supportitinanyindustrialaction.Italso meansthattheoustedunionwillprobablybe disaffiliatedfromtheLabourParty,the officialoppositioninParliament.Itwillno longerbeabletotakepartinBritishor internationaltradeunionaffairs.

SmallGroupHoldsPower

Thedecision,oneofthemostpivotalinthe historyofBritishtradeunionism,follows someyearsofbitterpublicandprivatecontroversy.Throughtheindifferenceofmost ofitsmembers,asmallgroupofardent communistshadbeenabletogaincomplete controloftheunion'sexecutiveboard.

AloneCatholic,JohnByrne,backedby theCatholicPressandparticularlythe CatholicHerald,foughtastubbornbattle againstthem.Lastyearhewasabletostand ascandidateforgeneralsecretaryofthe union.HewasdeclareddefeatedbyFrank Haxell,seniormemberoftheBritishCommunistParty.

Byrne,astockyworkerfromGlasgow,took thecasetotheEnglishHighCourtinJuly, andafteracostly,33-dayaction,heproved thattheElectricalTradesUnionwascontrolledbyatinycommunistcliqueforcommunisticpurposes.Thecourtruledthat communistofficialsriggedtheelectionfor thepostofgeneralsecretary.

ThecourtruledthatHaxellandfourother communistmembersofthe,unionwereguilty ofconspiracy,andthatByrnewasinfact electedandshouldimmediatelytakeoffice.

Judgmentwasgiven thattheunionwascontrolledbytheCommunist Partyasatoolofcommunism,thatitscommunist leadersreceivedoutside directionsfromtheCommunistPartyandthatthe communistsselectedthe candidatesforelectionto unionoffices.

Laterthegeneralcouncil oftheTradesUnionCongressorderedtheElectrical TradesUniontoobeya three-pointultimatumwhich calledfortheresignationof Foulkes,thebarringfrom officeoffivele^dingcorn-

munistsandthedisbanding offourspecialsub-committeessetup,aft,theHigh Courtdecision,tounderminetheauthorityofthe newgeneralsecretary,Mr. Byrne.Thiswasignored. T.U.C.generalsecretary Woodcock,alsoaCatholic, toldtheCongre:1;:"Fraudis thequestion.Fraudisthe issue.Youarehereasthe conscienceoftheBritish tradeunionmovement."

ByrneaddressedCongressafterFoulkes.Hesaidthat communistsintheElectrical TradesUnionhadnow

formedacampaigncommitteewhosepurposewas "todestroythegeneral secretary."

Thecommunistswould notsurviveifthemembers usedtheirvotes,hesaid,but underpresentconditionsthe union'snextrevisionconferencewouldcomprise40 communistsoutof50delegates.

"Thosearetheconditions underwhichweinthe E.T.U.aretryingtosecure democracyonceagain,"he added.

THEAnnualEucharisticProcessionwillbe heldatAquinasCollegeontheFeastof ChristtheKing,Sunday,October29.

theE.T.U.delegateswere askedtoleavethehall, Foulkesandhispartywalkedoutofonedoorand Byrneoutofanother.

Theunion'sfutureisuncertain,butwithreformit couldeasilybeadmittedto theT.U.C.again.Theunion electionstakeplacethis monthandahundred-strong groupofLabourMembers ofParliamenthasappealed toeveryE142tricalTrades Unionmembertovote.Itis estimatedthattheunion's communistmembershipis actuallyundertwothousand.

Specialarrangements arebeingmadetoeasethe parkingproblems,which havebeenincreasingin thepastfewyears.

Therouteoftheprocessionitselfhasbeen altered,buttheassembly andBenedidionovalswill bethesameaslastyear.

Distinctivestructural alterationstotheentrance ofthemainoval,now beingcarriedoutbythe Collegeauthorities,will provideanevenmoreattractivesettingforthis stirringoccasionthanin previousyears.

TheHolySeehasannouncedthatitmayinvitesomenon-Catholic religiousleaderstotake partinthecouncilas observers.

PastorCharlesWestphal,electedpresidentof theProtestantFederationofFranceearlier thisyear,toldameeting insouthwestFrancethat anyProtestantrepresentativesatthecouncil musttakefullpartinits deliberations.

"TheveryfactofadialoguewithRomeisin itselfamatterforrejoicing,becauseitconstitutesmutualenlightenment,"hesaid,"Butif Reformeddelegatesattendthecouncil,they willdosonotmerelyto putinanappearance, buttotakepartinadialogueonafootingof equality.Fromthat timeon,thesenewrelationsoughttocontributetoachangeinclimate,butshouldnot againbringbasicdifferencesintoquestion."

AN18-year-oldboywas killedbyCastromilitiamenwhenCatholicsgathered inthecentreofHavanato stageaprotestdemonstration overthecancellationofan annualprocessioninhonour oftheBlesedVirgin.

ThedeadyouthisArnaldo Soccoro.Atleastfiveothers wereinjuredwhenpolice andmiltiamenfiredintothe crowdofseveralthousand whichthrongedtheHavana churchofOurLadyof CharityofCobre,according toreportsreachingKingston,Jamaica.

Aprocessionhonouring thePatronessofCubahas beenheldtraditionallyat thechurchontheSunday afternoonfollowingthefeast ofthebirthdayofMary.

Theincidentthisyear tookplacefollowinganedict byRamiroValdez,headof thesecretpolice,thatthe processioncouldbeheld onlyinthemorning,notin theafternoonaspreviously.

Whenthestreetoutside thechurchofOurLadyof Charitybeganfillingwith peoplefortheusualprocession,theparishpriest,AuxiliaryBishopEduardoBoza MasdivalofHavana,announcedthepolicechief's ruling.Someofthepeople becameirate,andbegan shoutingdenunciationsof thegovernmentruling.Also heardweresuchchantsas "Cubasi,Russiano"and "LongliveChristtheKing!" Thefreeworldhasmanysystems,hardlyany two-ofwhichagree.Onecollegemayteach Pragmatism,anotherExistentialism,another Empiricism,anotherAtheism.Infact,a philosophycourseisoftenmadeupofas manysystemsesthereareprofessors.

Theresult,isthatwhenlastudentfinishescollege,he hasnoplanoflife,butonlytheories.

Ifmedicineweretaughtthewayphilosophyistaught, studentswouldhaveattheendoftheircourseonlya historyofmedicaltheories,antiquatedorhaphazard guessesastohowdiseasesmaybecured.

ButtheSovietshaveaphilosophy,adoctrine,acreed. Itsname,asweexplainedlastweek,isDialectics,which isthatconflict,discord,revolution,tension,division, schism,splittingofparties,andintensifyingconflictsof capitalandlabour,whicharedeterminedtoproduce worldrevolution.AllthattheSovietshavetodoisto helpalongdisagreements,antagonismsandclashes until,likearottenapple,theworldfallsintothelapof theSoviets.Inadditiontoseveralapplicationsofthis philosophyinthepreviousarticle,wehereaddafew more:

OurunderstandingoftheSovietpolicywouldbeincreasedinfiinitelyifwestopusingthetermColdWar andfacethetermProtractedWar.Theirwarisnever cold;itisalways"Red"hot.Bymakingusagreenot tointerfereintheir"PeaceZone,"whichistheSoviet satellitesystem,wearealwaysmadetoseemas "interfering'whentheycreatediscordsinthe"Free Zone."

(2)INASMUCHastheybelievethathistoryison theirside,andaredeterminedtoproduceaCommunist world-state,itfollowsthattheymustneveranticipate thistoomuchbyenteringintoafinalstruggleuntilthe timeisripe.Alldecisivestrugglesmustbeavoided untothefinalstruggle.Littledialecticalstepsmustbe takenbeforethefinalbigstep.Theworldmustnotbe burieduntildialecticsorcorruptionhassetin.When Khrushchevsays:"Wewillburyyou,"hedoesnot meantherewillbenofuneraluntilthelastmoment whenthefreeworldisreadytobeembalmedbythe Communistundertakers.Therearenodecisivevictories untilthelastvictory.

PrintedregulationsfortheSixthFleetfurtherorder: "Unlessabsolutelynecessary,operationsatseathat interferewithdivineservicesshallnotbescheduled between8and11.30a.m.onSundays.Inorderto accommodateshipswithoutchaplains,O.T.C.(Officer, TacticalCommand)shouldutilisehelicoptersandhighlinetransferstoexchangechaplainstopermitthemto conductdivineservicesinasmanyshipsaspossible."

TheSixthFleettotalsapproximately30,000men. Therearenormally27chaplainsassignedtoservethem, fourofwhomatpresentareCatholic.Fourthousand ofthesemenandtwoofthesechaplains,oneCatholic andoneLutheran,areaboardtheIndependence.

Fromachaplain'spointofview,thefleetmightbe calledthe"diocese,"andtheshipa"parish."The "parishpriest"forthe1,200CatholicsaboardtheIndependenceisFather(Commander)S.N.Schiavone,a FranciscanfromBostonwith13yearsofnavalservice tohiscredit.

ChaplainSchiavone'sactivitiesareasfullasany parishpriestashore.ThereisapermanentCatholic chapelwiththeBlessedSacramentreservedwhere Massiscelebrateddailyforthosemenwhoseduties leavethemfreetoattend.Whileconfessionsareheard dailybeforeMass,oneoftheofficersleadsintherecitationoftheRosaryandtheLitanyofLoreto.The responsesoftheMassarerecitedbyallthemenin Latin.

TheBishopurgedthedelegatestotrytoinstitutethis ideaoftheparishcouncilwhentheyreturnedtotheir 35differentdioceses. HisaudiencecamefromUganda,Kenya,Nyasaland, RhodesiaandTanganyika.ItincludedEuropeans, AmericansandAsiansaswellasAfricans.

TheBishoppointedoutthatduringthepasttwo yearshehadblessedanconsecratedsixchurchesbuilt bythepeopleofMwanzadiocese.

ThelayapostolatemeetingwascalledbyBishop JosephBlomjous,W.F..ofMwanza,chairmanofthe LayApostolateDepartmentoftheTanganyikaCatholic WelfareOrganisation.

Manyofthedelegatestravelledhundredsofmilesto reachthistownontheedgeofLakeVictoria.One delegatespentthenightamidwildgamewhenhisbus brokedowninthemiddleoftheSerengetiPlainsabout BOmilesfromhisdestination.Anotherdelegatesaidhe almostwreckedhiscarwhenarhinoceroslumberedin frontofit.

TheChinaquestionhasnotyetbeenformallypresentedasanagendaitem,butitwillundoubtedlycome up.Currentspeculationisthattherewillbeachallenge tothecredentialsoftheNationalistChinesedelegation.

TheU.S.S.R.thenformallyproposedthequestionfor assemblydiscussion,andtheU.S.counteredwitha resolutiontopostponedebate.Thisissubstantiallythe sameresolutionthathasbeenadoptedeveryyearsince.

TheSovietUnionthenbroughttheitemtothe assemblyeveryyearfrom1952through1955.withthe sameresult.In1956,Indiatookoverthesponsorship oftheitem,proposingitateverysessionthrough1959. ThentheChinesecommunistinvasionofTibetsomewhatdampenedIndianfervouronthesubject.Last year.therefore,theSovietsreturnedaschampionofthe item.

TheSoviethasthreatenedtovetotheadmissionof theRepublicofMauritania-claimedbyMorocco-to theU.N.untiltheRedChineseareseated.Thismay influencethestanceofsomeAfricandelegations.

Itwasfoundthatinhigher secondaryclasses,attitude tostudyismuchbetter, thoughmoststudentsmake themostoffreeperiods. Attitudetoteachersismostlyrespectful,butinsome casesco-operationcouldbe muchbetter.

ConvertSuspicion

In1941-42,Rumanianofficialsbecamesuspiciousof thenumberofJewsbecomingCatholicsandruledthat whiletheychangedtheirreligiontheydidnotchange theirlegalstatusasJews.

TheVaticanSecretariatof StateandtheNuncioprotestedthispolicyandwere abletohaveitsapplication heldoff,althoughtheywere unsuccesfulinhavingthe lawchanged.

From1942through1944 theplightoftheJewsof

Rumaniaworsened,Father Martinistates,andatleast 300,000,orhalfoftheentireJewishpopulation,sufferedunderthepersecution. Throughoutthisperiod ArchbishopCassuloworked toalleviatetheirplight.In February,1943,hewrote totheSecretaryofState thatthepresidentoftheRumanianJewishcommunity hadvisitedhimtothank himfortheeffortsofthe HolySee,andtoaskhimto conveytoPiusXIIthe thanksoftheJewishpeople.

Thehonourofproposing thetoastto"Clontarf-our AlmaMater"wasgivento Mr.LaurieMcCarthy,oneof the81boyswhoentered Clontarfin1901.

Those81boys,underthe tuitionandcareofBrother L.Ryan,whobecamethe firstSuperioronNovember 23,1879,atSubiaco,walked fromtheorphanageinthat districttoClontarf.

Mr.McCarthy,whoas LieutenantMcCarthywon theVictoriaCrossandthe CroixdeGuerremadea specialtripfromMelbourne toattendthedinner.

Tothemusicprovidedby thewell-knownClontarf Boys'Townband,they paradedalongthedriveway oftheirformerhome. Reminiscenceswereexchangedattheoldboys' laterinspectionofthearea. Tomanyofthemgreat changeshadbeenmadein Clontarfduringtheyears theyhadbeenaway.Inthe theatre,wheretheygathered foragrouppicturebefore thedinner,therewasgreat hilarityattheexpenseofthe photographerendeavouring tomakeapictorialrecordof ofthefunction. Totheoldermembers,

manybuildingsatClontarf werenotinexistencewhen theywerethere.

MostTradeUnionistssupporttheGovernmentparty, andnotLabour,asmembers ofpoliticalparties,andit remainstobeseeniftheinferencedrawnbysomeof theUnionsfromtheemergencylegislation-aninferencethatiftheGovernmentgotbacktopowerit wouldtakestrongmeasures inapparentlyinsoluabledisputeswhichmighthaltnationalservices-willhave anyeffectonthegeneral election.

Thesewildflowersareunusualbecauseoftheirshape andbrilliance,andbecause oftheirstrongandprickly appearanceduetothevirile conditions.
