Asister,SisterMary Louise,isamember oftheCongregationof OurLadyofCharityof Refuge,atDrumcondra. Dublin.Twoothersisters,andtwobrothers alsoliveinDublin.

ogyprofessorinhisnative cityofRome,wherehehad spentvirtuallyhiswholelife, Mgr.TardinibecameassociatedwithOwSecretariate ofStatein1921. In1935hewasnamed UndersecretaryofStatefor ExtraordinaryAffairs.In 1952,alongwithMgr.GiovanniB.Montini,nowArchbishopofMilan,hewas raisedtotheunusualtitle ofPro-SecretaryofState andin1953thesetwomen wereawardedararehonour bythePope,whogranted themprecedenceovereveryonebutCardinalsandmany ofthespecialcanonicalprivilegesofCardinals.

Mgr.Tardiniwasbornin RomeonFebruary29,HIPS. HestudiedforthepriesthoodattheRomanSeminary wherehereceiveddegrees intheologyandphilosophy. HewasordainedSeptember 20,1912.

Immediatelyafterhisordinationhewasappointed professorofSacramental TheologyandLiturgyat theseminaryhehadattended,remainingatthis

postuntil1921. Hewas namedaconsultorofthe CongregationoftheSacramentsinDecember,1920, andthefollowingAugust wasappointeda"Minutante" (clerk)intheCongregation forExtraordinaryEcclesiiasticalAffairs.Whilea professor,hewroteanotable bookonsacramentaltheology,whichwaspublished In1923.

THEpresentHolyFatherhassaidthattherole oftheCatholicPressis"anexpressionofa difficultandhighapostolate."Truewordswhen onereflectsonsomeofthedifficultiesofanynewspaperworkandaddstothosetheroleofapaper whichisusedforthedisseminationofCatholic newsandviews.

Thegreatestdifficultyisnotsomuchthecollectionandprintingofnewsbutofconvincing Catholicpeoplethattheyoughttoreadtheirown paperinorderthatthenewsandteachingofthe Churchmightbeknown,thatattacksagainstthe Churchmightberepulsedanderroneousnews corrected.

Manyhavesaidoverthelastyearthat"The Record"hasimproved,asitconsistentlytriestodo withinthelimitsofitsincome.Yetthecirculation hasnotincreasedinproportiontothepraisehanded out.SincelastPressMonth,thecirculationofthis diocesanpaperhascertainlygoneup(by1,100), thisinadditiontotheincreaseof2,000sincethe installationofnewmachinerycapableofproducing morepapers. Stillitisnotenoughforthenumberofpeople onthecensusoftheArchdiocese.Tobesatisfied thatthepaperisreachingeventheproportionof Mass-attendingCatholics,anothertwothousand couldeasilybeaddedtothecirculationfigures. Thiscanonlybeachievedbyco-operation--onthe partofvendors,whocankeepaneyeontheirsales andmeanstoincreasethem;onthepartofevery Catholicwhoisalreadybuyingacopyofthe weeklypaper(heorshecouldmakeapointof passingon"TheRecord"tosomebodytheyknow whomaybeinterestedinbecomingaregular

reader).Thepaperitselfshoulddotherest-andit hasprovedthatitcanholditsreadersbyits contentandpresentation.

Theresultofthisco-operativeventurewouldbe thatCatholicnewsandviewswouldbereadby morepeopleandourpositiononvarioustopics wouldreachawiderpublic.

Anotherandmoreimportantpointisthatpeople whoactuallydobuy"TheRecord"shouldreadit. ThecompetitionwithTV,thesecularPress,glossy "special"magazineswhichhittheeyeandattract bytheircover,layout,etc.,areeagercompetitors, backedbybigfirms,whowantwhatwetoowantthereadingtimeoftheconsumer.

Anarticleofthiskindwouldbesadlylackingif itomittedtwoimportantmentions.Thefirsttothe sellersof"TheRecord,"inmostcasestheSociety ofSt.VincentdePaul,whoseeffortsovertheyears intheApostolateoftheCatholicPresshavebeen selflessanduntiring.Themanagementexpresses itssincereappreciationfortheworkdone.

Secondlywementiontheadvertiserinrelation tothecustomer.Tellhimasyoudealwithhim thatyoureadhisadvertisementin"TheRecord." Hesupportsyourpaperandyoushouldsupport him.Tolettheadvertiserknowthathispublicity isworthwhileisnotonlygoodbusiness,butis appreciationaswell.

MonsignorThomasexpressedhisthanksto"The Record"forallowinga missioncolumntohepublishedinthepapereach week.

Discussingthequestionof missionaid,theMonsignor saidthatquiteoftenthere wasanerroneousopinion heldbysomegoodpeople thattheparticularmission whichtheyfavouredwasnot receivingaidfromthePontificalMissionSociety.This wasquitefalse.

MonsignorThomassaid: "Oftenitissaidbyindividualmissionariesthatthey havenotreceivedanyhelp fromPropagation.Good peopleareconfusedbythis, becauseitisnotafalse statementbythemissionary himself,butafailuretogive thecompletepicture."

Propaganda,saidMonsignorDomas,doesnotgive grantstoindividualmissionaries,buttoMission Superiors.Propagandagives grantstoallareas,andthe individualmissionarymight notaverttothisfactthat hissuperiorhasreceivedthe aidtodispersewherehe thinksfitinhisarea.

Catholicpeoplecanbe assuredthatallmoneycollectedforthemissionsgoes tothemissions.

TheMonsignoralsocommentedonanotherphaseof missionworkwhichmustbe stressedtoday.Thiswasthe needineachplacetohave bishopsandpriestswho werelocaltotheplace wheretheyworked.Hesaid

thatMr.P.Hasluck,M.H.R., hadmadethe,statementthat missionarypeoplehad"to worktodothemselvesout ofajob."Thiswasquite truewithregardtothe Church'smissions.Pope afterPopehadmadeitquite clearthattheaimofevery territoryworkedbymissionarieswastohavetheir ownnative-bornclergyas soonasitwashumanlypossible.

MonsignorThomassaid:

"Wehavetoworkharderto preparepeopletotakeover theChurchintheirownlands andinthistaskPropagation playsamoreimportantrole thanever.Theaidwhich theseindigenousclergymust havewillhavetocomefrom outsidetheirowncountry, whichisstillund-rdeveloped.Thiswillbethe futureworkofthePontifical MissionSociety."

OBEDIENCE

THEFACEOFANYRULEORCOMMAND,therearetwopoles-acceptanceor refusal,obedienceordisobedience.Polesoftenoverlap;thereisneveraperfectchild whosedocilitydoesnotknowsomedisobedienceandvice-versa.Therealsocanbe anexteriorconsentwithaninteriordisobedience.

THEREaresomeparentswhousetheirauthorityby abusingtherighttocommand,leavingtothechildonly theactivityofsubmission,eveninthesmallestdetails. Thefirstdisobediencesofchildrenaregenerallybornof thissaturationwith"dont's."Onthecontrary,to respectthespontaneityofthechildistofavourhis obedience.Itisonethingtosay:"Goandwashyour hands,theyaredirty."Itisanotherthingtosay:

"Whatdoyouthinkofyourhands?"

Therearethreegeneralwaysofdevelopingliberty inachild:

(2)FIXATIONOFHABITS;

(3)SOCIALISATION,PARTICULARLYTHROUGH THESCHOOL.

REASONWHENtheordersarereasonable,then theobedienceofthechildisnotpassive, IIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIitisconsented,oractive.Thenecessities ofobediencearetherebytranslatedintothelanguageof liberty.Heunderstandsthespiritoftherule.Itisnot necessarytoexplaineverysinglerule,buttogivea generalinspiration.Oneseekstomakelegitimate beforehisreason,notadeterminedorder,butthe beautyoftherule.Libertyofthoughtalwaysfavours obedience.

Ifonedoesnotadmitreasoninachild,oneisaptto fallintoauthoritatianismandthefalseassumptionthat themindofthechildisonlytoreceivepassivelycertain ideaswhichisapttokillallexpressioninachild. Everychildhasatendencytoexpressfreelyhis thoughts.Itisanormalsignofhisvitality.The forcingofstudentstogivebacktotheteachertheexact wordsthatweregiventohimisalsodestructiveto liberty.Sometimeslyinginachildisamanifestation oftheinstinctofdefence;itisdirectedagainstthe humiliatingcriticism.Sometimesexcessivesanctions willbreedakindofmutisminthechildinwhichhe willgooffandtalktohimself.

THEFIXATIONTHEchildfromseventotwelve OFHABITS islessspontaneousthanthe littlechild;nevertheless,there canbeadevelopmentofliberty intwoways:firstbytheformationofhabits,andby wakeninginitiativethroughtheexerciseofchoice.

ByrneIsHamstrung ByRedUnionists

ThereportofthevictoryofMr.JohnByrne inthispapertwoweeksagohasnowhadthe sequelwhichmanyfeared,butcouldnotexpresstillithappened.EventhoughByrne haswonacourtdecisionwhichmakeshim thegeneralsecretaryofthepowerfulBritish ElectricalTradesUnion,hehasbeenhamstrungbytherestofthecommitteewhoore Communists.

Mr.Byrnewonhisfighttobethesecretaryofthe executivecommitteeonlyafteralongbattlewhich endedupintheHighCourt,whereheaccusedfive prominentmembersoftheunionoffraudinthelast electionsoftheunionwhichgavevictorytotheir favouritecanditdate,aCommunist.Withthiscourt decisioninhispocket,Byrnehastakenoverthe secretaryshipandintendstoholditforthegoodofthe unionatallcosts.Thislatteriswheretheopposition intheexecutivehas"gothimcold.'

Therestofthemembersoftheexecutivehaveso effectivelystoppedByrneindoingwhathethinksought tobedoneforthegoodoftheunionthatheisprepared tohangontotheofficeunderallthedifficultiesthc% putinhisway.Henceheistreadingwithgreatcaution andrunning''bythebook."

Someofthetacticsusedagainsthimarethatthe committeehastakenvariouskeytasksoutofthehands ofthesecretaryandreturnedthemtocommunist control,suchaseditingtheunionpaper.Nobodyspeaks tohimintheunionoffice.Theyhaveinsistedthathe firehistwopersonalassistantsandthathereinstatethe officemanagerwhomhehadsuspendedafterthecourt decision.

Somegoodhascomeoutofthestruggle,inEngland. atanyrate.Newspapershavecomeoutwithobvious supportforByrneandtheprinciplesforwhichheis standingfirm-theejectionofCommunistsfromthe controlofunions.

ImportantLessonToBeLearned

Alessontobelearnedfromallhistrouble,whichhas againandagainbeenwarnedofbyres7o7isiblepersons, includingthewholeHierarchyofAustralia,isthatsuch controlbyCommunistsintheroleofdedicatedunion menisbroughtaboutbytheapathyofthegreat majorityofunionmemberswhoarepreparedtotake allthebenefitswhichunionismgetsforthem,butare toolazytodoanythingaboutthegoodrunningoftheir unionforthegoodofthecountry.Communistcontrol isnotforthegoodofthecountry.

InByrne'sownunion,only11percentofthe membersbotheredtovoteintheelectionwhichhewon in1959.SimilarfiguresinAustraliawouldprovethe sameinthecasehere.Inmostcases,aswaspointed outbythevisitingex-Communist,DouglasHyde,most ofthemembersofunionsdonotexercisetheirright tovoteandconsequentlyCommunistsgrasptheopportunitytogettheirmanintothejobswhichmatter.He furtherpointedoutthatifevenonlytheCatholicsina unionmadeittheirbusinesstoattendtheirunion meetingstoensuretheelectionofagoodexecutive, that,sogreatisthegeneralapathy,theywouldbe assuredofgettinginthementheywanted-menwho wouldbeasgoodunionistsastheCommunistsclaim tobe.

Catholics,asagroup,haveprobablyreceivedmore urgingtogototheirunionmeetingsthananyother sectionofthecommunity.Yet,theapathystillpersists. Itisoftenhardtopinpointthereasonfortheapathy, unlessitisthatthereislessandlessofthe"sweatshop"andthemajorityofpeoplearesatisfiedwiththeir lotinindustrialconditions.Iftheunionswerenotin existence,thentheconditionswouldverysoonchange -fortheworse.

ChurchInHungary BeingStrangled

COMMUNISTHUNGARYISSQUEEZINGTHE ACTIVITIESOFCATHOLICS"WITHINCONSTANTLYNARROWERLIMITS"ANDDEPRIVING THEMOFTHEBASICHUMANRIGHTS.

TheVaticannewspaperL'OsservatoreRomanomade thiscommentinpresentingacompositepictureofthe Church'splightinHungary,drawnfromnewspaper accountspublishedinside,andoutsidethatcountry.

ThefirstnewspapercitedwastheHungarianpubllo' cationZalaiHirlap.ItsJune18issuequotedJanos Kadar,firstsecretaryoftheHungarianSocialistWorkers'Party,thenamefortheHungariancommunist party.

Kadar,inaspeechataclothingfactory,commented ntherecentconvictioninBudapestof12Catholics chargedwithtreason.Heisquotedassaying:"There arepeoplewhoprayandtherearepeoplewhodonot pray,butweareconcernedwithonlyonething-do theyordotheynotworkhonestly?Itisuselessto shouttothebelieversthatGoddoesnotexist We havenospecialdifficultywiththeCatholicclergy. Theynaturallyhavetheirvisionoftheworldandwe, youmightsay,aretheircompetitors

L'Osservatorecommentedthatalthoughthepriests have"freedomtocelebrateMass,theStateissues"laws anddecreeswhichrestricttheCatholiccommunity withinconstantlynarrowerlimitsandwhichareincompatiblewithbasichumanrights."

Italsocommented:"Kadarwouldliketomakethe clergyenteradishonourablemoralimprisonment,since hedoesnotbelievethathecansuppressreligionby decree."

ThesecondnewspaperexcerptcomesfromtheJune 20issueoftheViennadailyNeuesOsterreich.This paperreportedapressconferenceheldinBudapestby two"peacepriests,"PeiszandVitanyibyname.

Thetwo"peacepriests'praisedthe"modusvivendi" imposedontheHungarianBishopsin1950andsaidthat "withintheframeworkofthelaw"theclergycontinues toexerciseitspriestlyactivitiesfreely.Thenewspaper thenreportedpartsofthequestionsandanswersthat followed.

"Question:WhatdotheCatholicdeputies(theseare threepriestswhohavebeenexcommunicated)thinkof theinterruptionofmaternityallowedbyalawpassed byparliament?

"Answer:Thedeputiescouldhaveprotested,butthey werenotpresentatthatsittingofparliament.

"Question:DQthereverendsknowthattheHolySee doesnotrecognisethatmodusvivendi;thatthethree priest-deputiesareexcommunicated;thatthePrimate isaforcedrecluse;thatintheWestitisfearedthatthe ChurchinHungaryisabouttobecomeastatechurch?

TheVaticanpapercommentedthattheIIGiorno report"Alustratesthecontinuedefforttopreventthe possibilityofanykindofreligiousinfluencefromenlighteningconsciences,particularlyofyouth.The allegedattempttoformaselectgroupforapossible `Christian'governmentofthefutureismerelyafoolish excuseengenderedbythefactthatintheWestthere areChristian-inspiredpartieswhichholdgovernmental responsibilities.

MayorNiosi,represented bytwosocialistmembersof Parliament,hasmadethe counterchargethatarticle5 oftheconcordatisincontradictionwitharticles3and 51oftheconstitution.He claimsthattheconstitution haspriorlegalityandthat thecontestedarticleofthe concordatshouldbedeclared unconstitutional.

Article3oftheconstitutiondeclaresthat"allcitizenshaveequalsocialrights andareequalbeforethelaw withoutdistinctionofsex, race,language,religion, politicalopinion,personal andsocialcondition."Article51stipulatesthat"all citizensofeithersexmay Occupypublicofficesand electivepostsinequalcondition,accordingtotherequirementsestablishedby law."

Thesocialistpartyisnot concernedwiththealleged conflictbetweentheconcordatandconstitutiononly becauseofMayorNiosi.One ofthesocialistmembersof theChamberofDeputies, VitoScarongella,isalsoan apostatepriest.Thelegality ofScarongella'sholdinga seatinparliamentwaschallengedinaparliamentary committee,butthechallenge wasdroppedforpolitical reasont.IftheConstitutional Courtshoulddecideagainst MayorNiosi,itwouldthere_3,

Thecurrentcontroversy overNiosibeganinFebruary,whenSicily'sregional assessor-who,inviewof Sicily'ssemi-autonomous status,issomethinglikea SicilianMinisterofInterior -advisedhimthathiselectionasmayorwasirregular, accordingtotheconcordat. Faith,forinstance.isobscure.Thereisadeep aspirationinabaptisedchildtowardsGod.Inthe virtueofcharity,thereisanunconsciousdesiretobe unitedwithGod.Thesedynamicpowersfromwithin asoulkeeppushingandreachingformaturity-likean acornpushingtobecomewhatiswasdestinedfor,an oaktree.

DoCatholicparentsthemselvesreallyteachtheir childrenaboutGod?Someparentswillanswer,"We arenotpriestsortheologians.Ourchildrendonot wantsermonsfromus.Wegivethemgoodexample: weare'witnesses.'Thatismoreimportantthan speakingtothem."Exampleis,ofcourse,important, but"towitness'meanstotestify,togiveevidenceof whatonehasseenorheard.Thisobviouslyimplies speaking. Parentsshouldinnowaytakeoverthepowersofa bishop.Bishopsrepresenttheteachingauthorityofthe Church.TheyareheirsoftheApostlesandunderthe Popecanalone"define"andteachwithauthority.But togetherwiththispublicauthoritythereexistsa privateauthority.

THISISwheretheparentscomein.Theyhaveaduty tosharethegoodnewsoftheGospelwiththeir children.Otherparentsmightprotest thattheytaughttheirchildrenabout

ToliveatrulyCatholiclifeisadailyconquest. Childrensucceedbestinlivingtheirfaithwhenthey arehelpedbytheirparents.Couldtherealreason whyparentsfailtoteachdoctrinebebecauseofalack ofself-confidenceorhumanrespectorfearofwhatthe childrenwillsay,oraretheyawareoftheirown ignoranceinspeakingaboutreligion?

Toomanypeoplehaveacollegeeducationinhistory, law,medicine,butonlyelementaryeducationinreligion.Oneshouldcertainlyknowasmuchabouthis religionashedoesabouthisprofession.Today,for conscientiousCatholics,aseriousbookamonthabout theFaithisaminimum.

ItisaGod-givendutyforparentstoprotectand developthefaithoftheirchildren,regardlessofage. Itisnecessarytobehonest,pureandsober,butthe greatestmottoiptheworldisthis:"LovetheLordthy Godwiththywholeheart.wholemind,wholesoul,and thyneighbourasthyself."Parentsmustdevelopthis intheirchildrenatalltimes.Itshouldbeenscribeciin everyheart.

Fathersandmothersareprophetsinthebiblical sense;apersonwholistenstoGod,speaksofGodand nevertiresproclaimingthegreatwondersofHisdivine love.

However,wecamebackto thefamiliarwithHaydn's 'Oxford'Symphopy. We hearverylittleHaydenin Perthalthoughoverseashe isgrowingsteadilyinpopularity.Ourlocalorchestra playedaHaydnsymphony quitewelllastmonthbut theywouldbethefirstto acclaimthesparkleofthe BerlinOrchestra'sperformance. Itwasidealfram anypointofview. The finestaspectwastheway thewonderfulwindparts camethrough;notonlywere theymagnificentlyplayed buttheorchestralbalance ensuredthattheywerenot smotheredbythestrings.

Theaudience,ofreasonablesizebutfarfromcapacity,acclaimedthe'Oxford'withwildenthusiasm, aswelltheymight;itwas .thegreatestworkasweil asthegreatestperformance oftheevening.
