Theencyclicalisdivided intofourparts.Thefirst partreviewsteachingsof RerumNovarumandofsubsequentdocumentsonsimilar subjectsissuedbyPopes PiusXIandXII.Parttwo isanexplanationanddevelopmentoftheteachings ofRerumNovarum.Part threespellsoutthefourmajornewaspectsofsociallife andtheChurch'steaching. Thefinalpartdiscussesthe reconstructionofsocialrelationshipsonthebasisof truth,justiceandlove.

PrivateProperty

Underliningtheteachings ofhispredecessors,Pope Johnreaffirmedtheright ofprivateproperty. He spokeoftheevilsofexcessivegovernmentinterferenceinsocialandeconomic life,butatthesametime warnedthatpublicauthoritiesmaynotremaininactive inpromotingthepublic good.

Hesaidsomebelieved "thattheChurch,faceto facewiththesocialquestion, shouldconfineherselfto preachingresignationtothe poorandtoexhortingthe richtogenerosity." But, saidPopeJohn,"LeoXIII didnothesitatetoproclaim anddefendtherightsofthe worker."

Theeditorial,signedbyassistanteditorFederico Alessandrini,wasdescribedbytheVaticanPress Officeas"authoritative,"whichgenerallymeansthat itssubstantialelementsoriginatedwiththeSecretariat ofState.

L'Osservatorereportedthatsome700delegates,all non-CatholicChristians,attendedtheconference.They came,itsaid,fromCzechoslovakia,EastandWest Germany,Russia,Hungary,Rumania,France,SwitzerlandJapanandAfrica.Therewerealsoaboutforty delegatesfromtheUnitedStates.

'TakingitscuefromMetropolitanNicodemusofMoscow,statedtheeditorial,theconferencedegenerated intoapublicattackagainsttheCatholic.Church.The chargeslevelledagainsttheChurchweresummarised inthefinalresolutionoftheconference,whichwas quotedfromthereportintheParisnewspaperLe Monde:

"AnimportantnumberofodrChristianbrothersof theRomanChurchwho,likeourselves,aspiretopeace andstrivetoremovethecatastrophesofthecoldwar andopenwar,arebounddownbyconflictsofconscience whichthepracticalattitudesofmanyoftheirecclesiasticalheadshaveimposeduponthem.

"Theadministrativecirclesofthe'Vatican'Church encouragethespiritofthecoldwar.Whilestating thiswemustnotceasetoprayforourCatholicbrothers. MayGodprotecttheminHisloveandleadthemto recogniseHiswillandtoobeyalsothecommandment ofloveandofpeace ."

Anotherresolutioncondemned"racialdiscrimination andeveryformofcolonialism"anddemandedthe destructionofthermo-nuclearweapons.

Alessandrinicommentedthatitissaddeningtosee personscallingthemselvesChristianstakngsideswith thecommunistcourts-whicharegraduallyoppressing notonlyChristianitybuthumandignity.

"Onlyafewweeksagotheattorney-generalofBudapestspokeinthesamemanner:(asthePragueconference)atthetrialofpriestswhowerefaithfulto theirvocations,"hewrote.

Henotedthatsomeprotestswereraisedattheconferenceagainst"excessiveandinopportunecriticisms ofVaticanpolicy."Inspiteofthis.hewenton,the finalresolutionsattackingtheChurchwerepassedbya greatmajority"ofmenwhoconsiderthemselvesfree andfaithfultotheteachingsofChrist."

Hesaidthatbybackingtheseresolutionsthesemen contributedtothepoliticalinterestsoftheSovietsand joinedinthepersecutionoftheirCatholicbrothers.

OnMonday,April10,in themidstofhisapostolic laboursassuringtheEaster dutiesofhisflock,Father StephenVongwasshotfrom ambush.Hehadsaidhislast HolyMassintheLahuvillageofTung-Waandhad justcrossedtheNam-Hkun RiverwiththefiveLahus carryinghisloads.They wererecitingtheRosaryas theyclimbedtothelastvillageofthetour.Justafter theseconddecade,ashot camefromthebushwhich haltedthem;asecondshot struckFatherdownandhe managedtotelltheothers tosavethemselves.Ashis companionsranbackto theirvillagetheyhearda thirdshotandwhenthey camebackwiththepeople oftheShanvillagethey foundFatherVong'sbody withtheheadnear1y severed.HisRosarywasstill claspedinhishands.The bodywasbroughttoour Kengtungresidenceandlaid intheparishhallwherelong linesofpeopleprayedday andnighttillApril12,when itwasremovedtothecathedralforthefuneralMass.

Duringthefirsttwo monthsof1961,1,641catechumenshavereceivedbaptisminthedioceseofQuinhon.InthedistrictofDong Myalone,1,168peoplewere baptisedinthecourseofa verysolemnceremonyinthe oftheciviland militaryauthoritiesand thousandsofpeoplewho gaveintheirnamesforbaptism.Thedistrictisinthe careoftherefugeepriests fromPhat-Diemandisa flourishing,verypromising mission.Ithasdoubledits numbersintwoyearsand hasnow2,815Catholics(includingthe1,168newlybaptised)andasmanycatechumens.Thedistrictcomprises 56smallgroupsofCatholics spreadovereightmunicipalities,thetotalpopulation being150,000.Fourrefugee priestsfromPhat-Diemare helpedbyfiveunmarried catechists,fourmilitantitinerantsreinforcedby56local militants.

Youth,however,must"cultivatethegiftsofthemind andoftheheart,toacquire competence,abroadoutlook, perseveranceandtenacity, therespectofoneselfandof meninthesightofGod.
