Theeveningbeganwith BenedictionoftheBlessed SacramentandthiswasfollowedbyatalkfromMr. JohnWilliams,principalof theTechnicalCollege,and whohashadfiveyears' teachingexperienceinS.E. Asia.Mr.Williamsspoke ontheproblemsoftheoverseasstudentsinAustralia. NEWTOTHEARCHDIOCESE
TheAll-NightVigilofPrayerisadevotionwhich istobefoundatmanyofthegreatshrinesand placesofpilgrimagethroughouttheworld,notably LourdesandFatima,KnockandSt.Patrick's PurgatoryatLoughDerginIreland.
Itenvisagesnotthehour-by-hourrosterof watcherstowhichwehavebeenaccustomedon occasionslikeHolyThursdaynight,butacomplete nightofwatchingprayerbythepilgrimsattending.
InthisitisadevotionwhichisnewtotheArchdiocese,andwhich,aswillbereadilyseen,makes considerabledemandonthegenerosity,andwillingnesstoundergoundoubtedhardshipsofthose wishingtoparticipate.AtthefirstpublicAll-Night VigilofPrayerheldinAustralia,atSt.Patrick's, ChurchHill,Sydney,earlierthisyear,fivehundred andfiftypilgrimsattendedfromalloverNewSouth Wales,manytravellinglongdistancestobepresent, andremainedthrough'theentirenight.Asecond VigilisbeingplannedforSt.Mary'sCathedral, Sydney,fortheeveoftheFeastofthePrecious Blood(July1),whichisexpectedtoattractan evenlargerattendance.
THEPURPOSE
ThepurposeoftheAll-NightVigilmightbe summedupasPrayer.ReparationtotheSacred Heart,andPenance,inthespiritinwhichOur BlessedLadyhassofrequentlyaskedforit.The principalintentions,towhich,ofcourse,thepilgrimsmayaddtheirownprivateintentions,are:-
1.TheconversionofRussiaandofCommunists everywhere.
2.ThePersecutedChurch,soaptlycalledthe ChurchofSilence.
3.ChristianUnity.
4.ThesuccessoftheforthcomingSecondVatican CounciloftheChurch.
ARRANGEMENTSFORHIGHGATE
1.TheVigilwillcommencewithBenedictionof theBlessedSacramentat11.30p.m.Friday, June9.
2.TheBlessedSacramentwillbeexposedthroughoutthenight.
3.Alldevotionsduringthenight,withoccasional breaksforprivateprayerandmeditation,will beconductedbyaSpiritualDirector.
4.Twoshortrecreationalbreakswillbetaken duringthenight.Theseareintendedfor exerciseandfood. Pilgrimsshouldcome providedwithwhatevertheyconsidernecessary bywayofhotdrinksandfood.Theparishhall willbeavailabletothepilgrimsforuseduring therecreationalperiods.

MODERNmanislosinghissoul;perhaps,what isworse,hedoesnotrealisehehasasoulto save.Ifhelosesthat,heloseseverythingeventhecivilisationinwhichhelives.Sixteenoutofnineteencivilisationsthathavedecayedfrom thebeginningoftheworlduntilnow,didnotsuccumb orfallthroughattacksfromwithout;theyfellby attacksfromwithin,bydecayofthespirit.
Whyisitthatjuveniledelinquencyishighestin countriesthataremosteconomicallydeveloped;why aretheremorepsychoticsandneuroticsamongthe over-privilegedthanamongtheunder-privileged?Such considerationsasthesemakeofmoremomentthanever thequestionoftheLord:"Whatclothitprofitamanif hegainthewholeuniverseandlosehissoul."Whatif hedoessendabeastcirclingthemoon,whilethebeasts ofpassionand,selfishnessdevourhimfromwithin?
Theworldindeedhastobere-made,buttheworld willnetbere-madeuntilmanisre-made.
Therearethreelevelsonwhichamanmaylive: First,thephysicalorthematerial;secondly,thesensibleorthecarnal;thirdly,thespiritualorthedivine. Onecorrespondstothefeet,theothertothebody,the lasttothehead.Communistshaveonlyfeet-theycan seenothingbutmaterialism.Sensualists,wholiveonly forpleasureorsex,orforthesatisfactionoftheir corporalneeds,crawlontheirstomachs.Thespiritual mandoesnotdisdaineitherthematerial,northe sensible,forhewalksonhisfeet.caresforhisbody, butrealisesthatwithinhimthereisahierarchyof valuesandallaresubjecttohishead,tohisspiritand tohisGod-likeness.Heisthemasterinhishouse;the othersarehisservants.
Howdoesmanestablishthishierarchywithinhimself,makingallmaterialthingsservehisbodyandboth ofthemservethespirit?Hedoesitbyrealisingthat thereiswithinhimadynamicpowerwhichiscalled Love.Loveisanexpansion,agoingoutofself,inorder
tohelptheneighbour,eitherasfamily,ornationor humanity..
Thisexpansiveloveisabsolutelyimpossiblewithout apracticalknowledgeandloveofGod.Firstofall. whatisthebasisforlovingallmenregardlessofrace, orcolour,ifitbenotthefactthatGodistheFatherof all.Itmaybesaidthatwecanhaveabrotherhoodof men.Butisitnotnonsensetosaythatmenare brothersunlesstheyhaveacommonfather?Tospeak ofthebrotherhoodofmenwithouttheFatherhoodof Godistomakeusallaraceofillegitimatechildren.
Furthermore,ifthereisnoexampleoftheexpansive LoveofGodWhocametothisearthtosavethosewho havesinnedagainstHim,thenwhatbasisistherefor lovingthosewhohateus,andwhodousharm?Our BlessedLord,speakingofthosewholovethelovable, said:"Donottheheathensdothis,whatrewardis thereinthis?"Thereisonlyonereasonforloving thosewhoapparentlyarenotworthloving,andthatis becausewewhoarenotworthloving,arelovedby God.ItisonlybymeetingGodthatwemeetmen.
Isthereanyfuninmotoring,ifwedonotknowthe road?Isthereanyjoyinbuildingone'shome,ifone doesnothaveaplan?Ifmandoesnotknowwhyhe isliving,thenwhatisthegoodofliving?Water becomesapoweronlywhenitisharnessed:itvivifies onlywhenitiscanalisedbyirrigation.Andallthe powersofman-material,physical,sensual,intellectual -areunifiedonlyintermsofhisidealandhisfaithin God.Itshowsagreatpoweroverexplosivenatureto beabletocircledogsinorbitabouttheearth,butman willneverbehappyuntilhehasbeenabletoputthe beastthatisinhimin'orbitaroundhisreason,around hisfaith,andaroundhisGod. ...cell, ea el.

THErecentarticleintheDailyNewsconcerning the"wealth"oftheVaticanandthesubsequent letterswhichwereaddressedtotheEditorof thatnewspapergiverisetoasituationwhich' couldleadtoquitealotofdiscussion.Thepoint atissueisnotsomuchthearticleitselfastheslighting natureofitstone,whichcouldwellresultinwrangling ratherthansanediscussion.Alsoitcontainedabasic error.
ArticlesofthisnatureinthePresswillalwaysprove amatterfordifferencesofopinion-andthosewhofeel ill-disposedtowardstheChurchwillacceptthemwithoutreservation.Hencethereisaresponsibilityonthe writertoconsidertheresultsofhisarticles.
Manyofthepresentgenerationwillhaveheardlittle oftheLateranTreaty,andolderpeoplemaynot rememberreadilywhatitwasallabout.Itisnotsomethingofwhichmostpeoplewillkeepaclearmemory, becauseitwasfinalisedin1929andnotwidelyand comprehensivelypublicised.
Togivethebarebonesofthe"storybehindthestory" wouldtakeaconsiderableamountofspaceandtime forresearch.Therefore,inthisspace,emphasisislaid onlyonthosefactsnecessarytoenlightenpeoplewho mightotherwiseacceptthearticlewithoutquestionand useitasabasisofdiscriminatingconversation.
TheLateranTreatyandthesettlementoftheRoman questionisthetermgiventothevexingquestionofthe confiscationsof1870,whichhadbedevilledrelations betweentheChurchandItalianGovernment.The Popes,beginningwithPopePiusIX,hadvirtually restrictedthemselvestotheVaticanPalaceasaprotest againsttheimpossibilityofescapingthepositionforced onthembytheseizureofthePapalpropertiesthroughoutItaly.
ThewholequestionwasresolvedwhenBenito Mussolini,thethenItalianPremier,enteredintothe LateranTreatyandConcordatonFebruary11,1929, withthePapacy.ThetreatywasratifiedbytheGovernmentinJulyofthesameyear.Thesignatorieswere MussolinihimselfandHisEminenceCardinalGasparri forPopePiusXI.
Inthetreatyitwasagreed:
ThattherewouldbereconstructedaStateinwhich thePopewouldexercisecompletesovereignty(the VaticanStateasitnowis).
Afinancialsettlementtocompensateforconfiscations, madein1870.Thefinancewasarrangedsothata lumpsumof750millionlirewouldbegivenincash. ButHydedidnotmerely falloutoflovewiththe CommunistPartyandits ideal.Veryslowly,andin spiteofmanyprejudices,he fellinlovewiththeCatholic Church.Thelastchapters describehowheandhis wifemadetheirlongand arduouspilgrimage"from theKremlintotheVatican."

Theymaycontentthemselveswithacoalition governmentforthewhole country-ortheymayseek portion.
ACOALITIONwould,of course,becalled"neutralist,"butthecommunists wouldinsistthatitbe heavilyloadedintheirfavour.ItwoulddoubtlessincludePrinceSouvanna Vong,thePathetLaoleader, whohasbeencloselyassociatedwiththeVietminh communistsofNorthVietnamforagood12years. Hishalf-brother,Prince SouvannaPhouma,whom thecommunistclaimtobe stillthelegalpremier,would alsobeincluded.Phouma wassupposedtobeaneutralist.Butafterhisrecent hobnobbingwithcommunist leadersinMoscow,Peking andHanoiandhisrejection oftheinvitationtoWashington,his"neutralism" looksdefinitelypink.Heis nowreportedtohavemade aneconomicandcultural agreementwiththeNorth VietnamcommunistgovernmentinHanoi.
CaptainKongLe,the paratroopcommanderwho tookoverthegovernmentin VientianelastAugust,would beprominent-inthebeginning,atleast-inacoalition regime.Thoughheisnota communist,hehassided withthePathetLao,the communistmilitaryforce, andisoneoftheirgreatest assets.
Ayoungman,under30, outragedbythecorruption thathadbecomeabyword, heactedboldlyinhiscoup d'etatandwonimmense popularprestige.Verysoon afterseizingpower,however,hefellundertheinfluenceofPathetLaosupporters.Withinaweekhe wasshippingmilitarysupplies,includingregularLaotianarmyuniformsinarms' truckstothePathetLao forces.Whenright-wing GeneralPhoumiNosavan's artilleryattackdroveCapt.
KongLe'sparatroopersout ofVientianelastDecember, theyjoinedupwiththe PathetLao.
ThecommunistshavedescribedCapt.KoagLeas theircommander-in-chief. PeopleinLaoswonderhow muchauthorityhereally wieldsandwhetherhefeels athomewiththePathetLao andtheVietminh.
KongLenevertookany actionhostiletotheChurch, buthespokepubliclylast autumnasa Buddhist againstChristianity. MostobserversinLaos thinkthata"neutralist" coalitiongovernmentformedunderthepressureofthe currentsituationwouldbe ultimatelydominatedbythe communists.Theleast sombreviewIheardexpressedwasthat"itwould bepossiblebutverydifficult"tokeepLaosfromfallingcompletelytindercommunistcontrol.
PARTITIONwouldmean thatalargepartofLaos wouldbehandedtothe communistsrightwayand theirruleoveritwouldbe givenlegalrespectability.
Theareatheywould claim,inanypartitionsettlement,wouldincludethe north-eastprovincesborderingonChinaandNorth Vietnam,andperhapsthe south-east,reachingdown tothebordersofTailand, CambodiaandSouthVietnam.Thiswouldgivethe ChineseandNorthVietnam communistsanall-Redpassagetothesecountries. TheNorthVietnamcommunists,theVietminhofHo ShiMinh,havehaddesigns onLaosforyears.In1953 theyinvadedthecountry andhavealwaysactedas sponsorsofthePathetLao.
AsinVietnam,thecommunistpartyinLaosprefers tocallitselftheworkers' party,PahkKhongNgan. AnysettlementthecommunistsofRussiaandAsia acceptnowforLaoswill certainlystrengthenthe communistposition.
Yet.outoftwoorthree millionpeopleinLaos,the communistpartyhasprobablynotenoughregular memberstofilla'Vientiane cinema!
itsFirstLawCommittee, whichrejecteditbyavote of8-6.Thecommitteebased itsrejectiononthefactthat themajorityofnunsinthe caavantareforeigners.It alsoassertedthatacloisteredconventcould"causeunnecessaryreligiousfriction."
Themajorityofthecommitteefurtherstatedthat theyconsideredtheirviews tobeinaccordwithprinciplesofreligiousfreedom InSweden,andwiththe country'sculturalinheritanceandhistoricaland religioustraditions.
Theproposalwenttoto Parliamentitself.TheUpper Houseapprovedtheaction oftheFirstLawCommittee byamajorityof21,withsix abstentions.The Upper Housesaidtheconvent shouldbeapprovedonly whenthemajorityofits nunsareSwedishnationals.
ButtheLowerHousedisagreed.Byamajorityof six,with25abstaining,the LowerHouseapprovedthe government'srecommendationforlegalestablishment ofacloisterwiththestipulationthatrightsofinspectionofthe'premisesand rightstowithdrawfromthe communitybeupheld.
ThemotionhasbeenreturnedtotheFirstLaw Committee.Itwashoped thatacompromisesolution embodyingtheprovisionsof thegovernmentrecommendationswillbereached,enablingthenunstoremain inSweden.

Duetotheeffortsand energyofmuchcontacting work,onthepartofthe leaders,thegeneralmeeting heldlastSundayevening wasverysuccessful.The topicfordiscussionwas WORKandMargaretCaligaveathoroughsummary ofthefactsgatheredby theleadersgroupduring thisCampaign.Problems pointedoutwere:working conditions,wages, not enoughresponsibility,promotion,andtherightattitudetowardwork. Theneachgirlwasaskedtostandupandgive detailsoftierownjob.As therewereshopassistants, acosmetician,officeworkers, switchboard-typistes,and membersoftheNursingprofession,thisprovidedinterestandvariety.Forthe sixschool-leaverspresent, itwashelpfulindeciding fortheirownfuturepositions.

Thegrouphasadvanced fromthepreliminaryprogrammetothecurrentbeaconandareenteringwith enthusiasmintotheenquiry onworkingwives.The factsappeartoindicatethat mostgirlswillseekoutside employmentaftermarriage eventhoughthismaybeto theirdisadvantage,oneof thedangersbeingthatthe strainoftwojobscould proveinjurioustohealth. Itwasalsosuggestedthat girlsworkaftermarriage, notonlybecauseofmoney, butalsoduetothefact thatinaflat,forinstance, theworkwouldnotbesufficienttooccupythewhole day.Thereforetheyoung wife,inordertoavoidboredomorlonelinessturnsto anoutsidejobinorderto bekeptbusyandstillhave thecompanyofotherpeople. Themajorityofgirlscontacted,however,realised fullythedutiestheyhave inmarriage.
