I am pleased to present the President’s Report for the Asia Pacific Student Accommodation Association (APSAA) for the year 2023. It was a year of significant accomplishments, marked by resilience, collaboration, and growth within our sector.
• Membership Growth: APSAA has experienced steady growth in membership, reflecting the increasing recognition of the importance of student accommodation in the Asia Pacific region. We welcomed new members and some returning members, expanding our network and expertise throughout our region.
• Industry Advocacy: Our advocacy efforts have intensified, advocating for policies that support the growth and sustainability of the student accommodation sector and contributions to the Action Plan produced by the Gender Based Violence Reference Group. We have actively engaged with policymakers and stakeholders as we continue to work towards the implementation of the national code in 2024.
• Knowledge Sharing: APSAA continues to serve as a hub for knowledge sharing and best practice in student accommodation. Through webinars, conferences, and our Student Accommodation Journal, we have facilitated valuable exchanges of insights and experiences among industry professionals.
• Global Connections: APSAA continues to grow its global connections establishing MOUs with ISANA, UNZ, CUBO, UCA and ACUHO-I providing benefits and insights to all APSAA members.
• Training and Professional Development: Delivery of the Global Housing Training Institute and the inaugural Bootcamp in 2023 offered our members a fully immersive residential institute aligned to their experience within our industry, the only student accommodation specific professional training available in our region.
• Developing Nations Membership: APSAA was proud to introduce our developing nations membership for countries within our region. By providing greater access opportunities, we will share our knowledge, resources and expertise and learn valuable lessons from our wider region.
Looking ahead, APSAA remains committed to advancing the interests of the student accommodation sector in the Asia Pacific region, with some exciting developments on the horizon in 2024. In addition to offering GHTI (Global Housing Training Institute) in Sydney and Student Accommodation Fundamentals (formerly Bootcamp) in Perth, our Speaker Series is well underway and regional events are happening across the states & territories in Australia. We are also extremely excited to host our annual conference in Aotearoa, NZ in August in the stunning city of Auckland as well as our inaugural Asia Summit in Singapore in just a few weeks.
Finally, thank you to all the APSAA Directors who have served our industry over the year as well as all our volunteer subcommittee members, journal contributors, partners, and sponsors. A special thank you goes to my fellow executive, Jacob Waitere (Vice President) and Richard Kendell (Chair of Finance) as well as our home office team, in particular Mel Dallas (Company Secretary) and Karen Fox (Association Manager), they truly are the engine of our association, and we could not deliver as much as we do without their commitment and passion for everything that APSAA is.

APSAA is the premier industry body for the delivery of professional development, industry standards and the recognition of our members.
APSAA is the peak industry body representing individuals, staff and providers of accommodation designed for students, providing a safe living and learning environment managed by professionals to support educational outcomes in the Asia-Pacific region.
Our large and diverse membership includes universities, private residential colleges, commercial providers and individuals.
There are more than 140,000 students living in Colleges, Halls and Residences across the Asia-Pacific which are either owned or affiliated with Universities or privately run. A large professional student accommodation workforce exists to support these students.
APSAA supports this workforce through its strategic plan, Our Foundation for the Future, 2023 – 2027, by upholding the APSAA core values:

• Excellence – We deliver high quality relevant member experiences
• Leadership – We support our members in addressing issues that affect them
• Integrity – We promote honest and open communication and engagement
APSAA also advocates on relevant issues to government and key stakeholders on behalf of the industry.
Board members have a broad range of skills and expertise and provide their time and knowledge to APSAA on a voluntary basis. It is the intent of APSAA that the Board comprise of minimum of two representatives from each sector – University, College, and Corporate, as well as representation from each Australian State and Territory, New Zealand, and other countries within the membership. All Board members are proactive in initiating new activities and identifying new strategic opportunities for the benefit of APSAA members.

The APSAA Board launched the Strategic Plan 2023-27 alongside the APSAA values as announced at the annual conference in Sydney, September 2022.
Based on the APSAA values: Inclusion, Excellence, Leadership and Integrity, APSAA achieves its mission by these Pillars:
1. Providing industry specific targeted professional development
2. Providing a collegial network of student accommodation professionals
3. Advocating the advancement of and promoting the value of student accommodation

OUR FOUNDATION FOR THE FUTURE 2023-2027
The above whakataukī always comes to mind when I think of the Aotearoa Advisory Group. It’s a committee of dedicated, hard-working volunteers, that achieve a lot and provide important input into APSAA. 2023 continued the hard work established in 2022. We had goals to have New Zealand members in all APSAA PD offerings and we achieved this! We also welcomed members in the form of Lincoln University and St Margaret’s College, Massey University and Otago Polytech Accommodation. We also maintained our MoU partnerships with Universities New Zealand and ISANA New Zealand. We were able to tautoko | support the work ISANA NZ did on a micro-credential for international students living in student accommodation, and I thank ISANA for allowing us to be part of the journey.
The most exciting activity for the Aotearoa Advisory Group was the 2023 Summit held in Te Whanganuia-Tara | Wellington. This day was well attended by members from across the motu | country, and APSAA Board Director, Carolyn Mee from Adelaide, South Australia. The participation was strong in this years attendees. Topics presented included care models in
2023
accommodation; debates about the future of student leaders; and 24/7 operations; as well as leadership in student accommodation. Special thanks to Massey University for hosting and welcoming us.
Other additional successes across the 2023 calendar year include:
• Awarded the Fred Johnson award (Brett McEwan)
• Awarded the NZ ACUHO-I New Professional scholarship (Elizabeth Koni)
• Represented New Zealand and presented in indigenous programmes in Accommodation at ACUHO-I in Portland, Oregon.
• We had New Zealand members represented in all APSAA learning events – with stronger presence in the conference, and New Zealanders participating in GHTI and Bootcamp for the first time!
• Changed the constitution of APSAA to ensure NZ is well represented on the Board. We then welcomed our second New Zealand Board Member, Sonia Mazey.
• Finalised the transfer of funds from NZATEAP through to APSAA, completing the merge.
• We have New Zealand members in other committees, such as PD, CAE, Conference and of course the board.
This tino mahi isn’t possible without our committee members. In 2023 we wished Melissa Leaupepe well on her journey as a new Mum. To the rest of the members, Martin Thomas, Sonia Mazey, Abigail Frederikse, Tara Baker, Brooke Petre and Max Sims thank you for continuing to be part of the journey.
We are so excited to be the AAG and Conference committee for 2024, and welcome everyone to Tāmaki Makaurau | Auckland for Whiria Te Tāngata – weaving people together!

On 4-5 December 2023, the first APSAA Bootcamp was held at the Australian Catholic University Miguel Cordero Residences in beautiful Camperdown, Sydney. A diverse group of 23 participants and three facilitators enjoyed two days of learning, sharing and networking.
Participants worked through a varied program based on APSAA’s core competencies, including Operations, Student Experience, Facilities Management, Finance, Risk & Incident Management and Human Resources. Each session contained a combination of formal presentations, group work and questions and answers.
Complimenting the formal training was a Showcase and Q&A hosted by Grant Smith from StarRez, and a mini study tour. The study tour featured guided tours of ACU’s Miguel Cordero Residence, University of Sydney’s Queen Mary Building, and St Johns College, each offering outstanding facilities and experiences for their residents.
A very big thank you for ACU, University of Sydney, St Johns College, all the participants and facilitators – James Hawley, Rachel Overton and Simone Gallo who stepped in at short notice –for a fantastic first Bootcamp and we hope to see more of our new industry professionals in 2024.

APSAA Bootcamp Committee Chair 2023
2023 saw the return of the Global Housing Training Institute (GHTI).
This intensive residential programme is the only one of its kind in our region and is a collaboration between APSAA and ACUHO-I.
Held in Melbourne at the Quest Docklands, GHTI was a 5-day programme with participants across three countries (Singapore, Australia and New Zealand – making it truly Asia-Pacific), and faculty from four different countries (New Zealand, Australia, USA and UK – bringing the global expertise).
The 2023 GHTI curriculum was designed for those who are new mid-level professionals, who are now aspiring to enter senior level roles. They are placed into learning groups with a Faculty member to guide discussion and their learning.
Co-Chairs for 2023 were Jacob Waitere (UniLodge) and Pamela Schreiber (University of Washington), supported by Cam Bestwick (University of Melbourne), Ian Jones (University of Sheffield), Shannon Staten (Florida State University) and Marion Bayley (Deakin Residential Services). The Faculty worked together for around 6 months to develop the curriculum and content for the programme.
The programme for 2023 included a range of topics. Starting Sunday with a keynote presentation from Laura Burge (Deakin University) on Equity, Diversity and Inclusion, this framed the start to the week. Participants were then treated on Monday to session on Strategic planning and policy development, as
well as reviewing residential experience offerings. This was followed by site visits where we saw Ormond College, Scape Franklin St Melbourne, UniLodge Melbourne CBD and UniLodge Melbourne Central.
Tuesday started off with Budgets and Financial management and Crisis/Risk management followed by sessions on Occupancy management and operational services. Learning groups then finished the day doing group reflection and mentoring from their Faculty.
Wednesday was the last full day of GHTI and started with an in-depth session into Housing Master Planning, followed by Human Resource strategy and planning. The day finished off with a session on organisational continuous improvement and the closing dinner where certificates were presented to participants and faculty.
Thursday morning was spent applying all the learning from GHTI. Participants were given a list of current issues in student accommodation and tasked with applying their learning to find ways of addressing these issues. This was then topped off with a Faculty Q&A panel as well as one final review and reflection.
Many strong mentoring connections were made throughout the week. Not only did we witness participants grow their professional knowledge, but we also saw them gain in confidence. This is what GHTI is about, connection, and growth, providing a platform of applied learning for our participants to feel ready for that next step one day!
There are many people to thank for making GHTI the success that it is. Firstly, thank you to the participants. Your energy and enthusiasm is greatly appreciated, your sharing of knowledge also meant the Faculty learnt a thing or five! Thanks must also go out to all of the employers that allow their staff to be away for such a long time on this learning journey! Next, to the amazing Faculty! Your hard work, dedication to the profession and nurturing talent is exemplary. Finally, thank you to the APSAA Home office staff who did all the planning, logistics and ordering of food, materials etc. You are all super stars!
We cannot wait to continue our partnership with ACUHO-I and bring GHTI to New South Wales in 2024!

2023 GHTI Faculty Co-Chair
The Professional Development (PD) committee successfully delivered and achieved the initiatives of their strategic plan for 2023.
The new Speaker Series was launched and has been well received, with good attendance numbers. The 2023 series was a total of 4 sessions aligned with the 4 pillars of the APSAA Strategic Plan. Networking events were delivered in VIC, NSW, QLD, SA, WA and New Zealand.
The PD Committee reviewed the CPD recognition program to align the awarding of points and the practising professional credential to a calendar year in line with APSAA membership. The committee worked on recommendations that were submitted to the APSAA Executive for approval. The recommendations
were accepted, and the updated program was re-launched to members in January 2024.
The PD committee held 10 committee meetings during the 2023 calendar year and provided quarterly updates for the Student Accommodation Journal.
The PD Committee Terms of Reference were also reviewed during 2023 and the committee member numbers were aligned with the terms of reference, being minimum of four members and maximum of seven members in total.
The committee are looking forward to continuing to deliver professional development events and networking opportunities throughout 2024.
Sue Fergusson Chair, Professional Development CommitteeThe Research and Knowledge Committee has been in involved in several key activities to date since the last APSAA AGM in 2023.
The RAK committee participated in the review of the draft member base survey questions, offered feedback on the questionnaire. This process led to the official launch and distribution of the APSAA Members Survey to its member base.
This critical document was reviewed and updated by the RAK committee, which clearly outlined the committee’s role in providing the Board with informed advice regarding the emerging trends within the student accommodation sector, to gather and review industry data, conduct surveys, produce benchmark data, seek research grants, and foster collaborative partnerships.
Review of current industry guidelines took place by RAK committee. Following an initial consultation with an external agency, it has since been decided that RAK committee will undertake the initial review of the existing guidelines. This review will involve the creation of a draft version, which will subsequently undergo final proofing by an external agency dissemination to members.
APSAA has partnered with Southern Cross University on a large-scale project expected to commence towards the later end of 2024. The project ‘Consent Education goes to university’ aims to bring together a combination of research perspectives to create a new framework for consent education, test that framework in real world settings, and transform the approach to consent education in the tertiary education context for real world change. The framework will be targeted towards use by management of tertiary student accommodation providers. It will include: a set of key principles, major conceptualisations for curriculum implementation including scaffolding support, case studies of how implementation might occur in practice, and resources for implementation of the framework. The project is nearing its final stages of review prior to its submission for ARC (Australian Research Council) funding.
As the peak industry body supplying PD and CPD certification to members an APSAA ethics statement has been agreed upon. This is aimed at providing a statement that would require individual staff members to sign to say that they would not as APSAA members bring disrepute to the profession. Approved by the Board, it will be available to APSAA members in the near future.
Mark Potgieter Vice Chair, Research and Knowledge CommitteeThe Communications and Engagement Committee (CAE) has been diligently working towards its mission of member engagement and optimal use of all communication channels. This report outlines the activities undertaken, achievements, and future directions for the Committee.
Over the past year the committee’s membership has grown and shows a healthy diversity of roles, geographic locations, and accommodation settings. This has been instrumental in the variety of content we have access to and aligns with the APSAA values of inclusion, excellence, leadership, and integrity. Additionally, the requirement on Board members to contribute or procure two SAJ articles per year is working well.
Here are some noteworthy developments in key channels:
The statistics we gather shows the e-Journal read times remaining constant over the past two years with the highest page impressions being on the cover as well as the president’s address, region updates and other feature articles.
The Journal remains an instrument of the APSAA vision to support and nurture excellence in the profession as well as highlighting PD, industry standards and showcasing the achievements of our members.
Anecdotally, I have been receiving good feedback about the Journal and the committee are extremely proud of the finished product each quarter.
The E-Newsletter has experienced significant growth, increasing from 1546 recipients in January 2023 to 2355 in November the same year. This represents a 52% increase.
Notably, the open rate surged from 21% in January to an impressive 65% in November with the Speaker Series #4 as the most clicked, closely followed by the Jobs Board.
Analysis of recipient engagement reveals that links to Journal articles are the most clicked, indicating a strong interest in the content provided.
We are continuing to improve the look and feel of this channel. A new team member with experience in this space together with APSAA Manager Karen have set us on a course of improvement.
LinkedIn stands out as our most popular platform, boasting 1136 followers (April 2024), marking an increase of 238 followers over the past year.
During the Conference in September, our LinkedIn impressions skyrocketed to 10,679, compared to an average of 4100 impressions across the other months of the year. We will use this information to boost our posts during this year’s conference and study tours to increase engagement and interest.
Facebook and Instagram have experienced modest follower increases. Some followers of these platforms are not followers of our LinkedIn, so we have decided to remain on all three platforms to continue to reach these followers.
These positive trends in communication channels underscore the effectiveness of our strategies and the relevance of the content we provide.
With our strong alignment to the APSAA Strategic Plan 2023 – 27, we will continue to use data and feedback to inform our plans which will serve as a foundation for future strategies to enhance engagement, reach, and impact.

Simone Gallo Communications and Engagement Committee ChairExcellence and innovation delivered at APSAA 2023 in Brisbane
Whether you were an experienced professional, or someone new to the student accommodation industry, the 2023 APSAA conference was not to be missed. With an inspirational lineup of speakers, a trades fair to meet all your future aspirations and current needs (including Red Frogs keeping those of us with a sweet tooth satisfied with an endless supply of gummy lollies), a stunning venue and gala dinner, and ample opportunity to reconnect or make new connections, the Brisbane conference was undoubtedly a highlight of the year for all who attended.
The theme of Delivering Excellence through Innovation Woodah millen moodoombah ngah gahdahbah goolgoon was embodied throughout the conference.
Following two one-day study tours Day 1 opened with QUT Vice President, Leanne Harvey, who reminded us of a sobering reality; that student accommodation is not accessible or affordable for a growing number of young people and additional support is needed, because without it, students won’t stay for the teaching and learning.
Griffith University Chancellor, The Hon Andrew Fraser, addressed attendees the same afternoon in a reflective talk about the concept of place and how vital this is; not the bricks and mortar, but the meaningful experience of meeting people of consequence while residing on campus
Day 2 began with a welcome address from ACHUO-I President Leon McClinton, who spoke about the eight imperatives for the future of our profession: workforce sustainability, creative inclusive communities, centring housing work in operational learning, strategic collaborations and partnerships, the higher Ed business model, supporting the mental health of community members, facility design and maintenance and communicating the value of campus housing for student success. Day 2 concluded with the annual Gala Awards dinner. The Hilton ballroom was transformed from daytime conference venue to nighttime glamour for the occasion.
On the morning of Day 3, attendees were grateful for the energy and humour of conference MC, Miranda Deakin whose energising spirit was somewhat more plentiful than those who had made the most of the night prior!
Courageous World Para Surfing champion and author, Sam Bloom, was the final keynote speaker for the conference and there were few dry eyes amongst us, as she shared her devastating, yet remarkable experience of learning to live again after the tragic accident which left her paralysed and facing a future she had not anticipated.
Bloom shared her story in a deeply personable and heartfelt manner and her message was a simple, yet incredibly inspiring one, to conclude the 2023 conference.
