he Council maintains off-street car parks and a network of on-street meters and time restricted areas, which are monitored by parking officers.

Off-street leased car park spaces are in the following locations: Kingsway (51), Winstone (58) and the Royal Wanganui Opera House (20) in St Hill Street, Phoenix (18), Drews Avenue (8), and Regent (18) in Ingestre Street, Museum (47) and Hannah (40) in as well as parking in the newly-developed area of Taupo Quay. All off-street car parks are sealed, marked, have security lighting and are sign posted. Winstone, Wharenui, Taupo Quay and Phoenix parks have ‘pay and display’ machines installed. The others are mostly rental parks. There are 615 kerbside metered parking spaces and 1118 time restricted areas around the central city area. These are monitored to ensure regular turnover and availability of spaces. Offenders are infringed, fined and followed up. Suburbs are serviced on demand. Payment for parking is required between 8.00am and 5.00pm on weekdays and Saturdays. Typical parking charges are: • Victoria Avenue - $2.00 per hour • Drews Avenue - $1.00 per hour • Taupo Quay - $1.00 per hour • Side streets - $1.00 per hour • Lower Drews Avenue - $1.00 cents per hour. Transaction fee applies if credit card or Vodaphone ‘text a park’ is used • Off street pay and display – 50 cents per hour • Rentals - $20.00 per week Transaction fee applies if credit card or Vodafone text used • Pay and display - 50 cents per hour • Rentals - $20.00 per week

LIQUOR BAN AREAS There are liquor bans in a number of areas of Wanganui. The bans apply 24 hours a day, seven days a week. In the central city, the ban covers all public areas including streets, service lanes, lanes and footpaths, car parks, parks and reserves within the area bounded by (and including) the Whanganui City Bridge, Whanganui Riverbank (along Taupo Quay), Wilson Street, Bassett Street, Nelson Street, Castlecliff Branch Railway Line, London Street, Wicksteed Street, Cameron Terrace, Bell Street and Market Place. In the Victoria Park area, a liquor ban covers all public places including streets, footpaths, car parks, parks and reserves within the area bounded by and including upper Parsons Street, boundary line between Fergusson Street residential zone and Council (Victoria Park) Reserve, bounded by but not including London Street from Glasgow Street to Victoria Avenue and Great North Road from Victoria Avenue to Parsons Street. A liquor ban also applies to all public places including streets, footpaths and car parks in the following area: Anzac Parade by the entrance to the Whanganui City Bridge to the bottom of Portal Street, and Taylor Street from Anzac Parade up to Rees Street. A liquor ban covers the area from where the Durie Hill Steps meet Hipango Terrace, to Blyth Street, including the Durie Hill Tower.
