TheTLCHighRiskErosion ActionPlantargetsfourkey sub-catchments-Mangamahaki, Mangarara,MakaraandHāwea -identifiedaspriorityareas forerosioncontrol.Thetwoyearprojectissupportedbya $75,000fundinggrantfromLandfor Lifeandwillrununtillate-2026.
LandforLifeisaregionalinitiative designedtocreateaclimateresilientandnature-positive futureforHawke’sBayhillcountry. Itfocusesonpractical,farmer andcommunity-ledsolutions thataddresserosion,improve freshwaterhealthandenhance biodiversitywhilesupporting productive,sustainablefarming.
TLClaunchedtheproject inOctoberwithaworkshop attendedbyfarmersfromthe
fourprioritysub-catchments.The sessionprovidedanopportunity todiscusserosionchallengeson farmandshareideasforwhere demonstrationprojectscouldhave thegreatestimpact.

TheFederatedFarmers’Surveyon ResourceConsentsfoundthat acrossthenationfouroutoffive farmersareworriedaboutgainingor renewingconsents,andtheaveragebill forgaininganewconsenthashitnearly $45,000.
Renewalpermitsaren’tfarbehind, averaging$28,000.
They’rebigdollarsforanybusiness andthecaseforGovernment interventioniscompelling.
Bringingitclosertohome-the averagecostofobtainingaconsent fromadistrictcouncilwas$9,000butin Hawke’sBayitwas$10,000–thethird highestbehindCanterburyandTasman.
averagespendonhiringconsultants forhelptogetthroughlong-winded consentprocesses–withanaverage costof$27,600inourregion.
Combinetheaveragecostfora farmertoobtainaconsentfrom Hawke’sBayRegionalCouncilwiththeir spendonhelpfromconsultants,and thebillisaneye-watering$44,000.
Oftenconsentsareforpermission forfarmingactivitiesthathavebeen carriedoutforyearswithnoissues–no significantchangeoflanduse,andoften goodprogressmadeonenvironmental improvements.
Butfarmersarestillbeingputthrough thehoopsofexcessivepaperworkand demandsforallsortsofextraneous information.
RecentlyIwasincontactwitha farmingbusinessre-applyingfora consentandamongotherdemands wasarequirementtoprovideacultural impactreport.Andthiswasabusiness withanestablishedworkingrelationship withlocaliwi.
Afarmerdoesn’thavethespecialist expertisetoputtogetheracultural
TheHawke’sBayTANKPlan,andall theupheavalcomingattheregion’s farmers,growers,orchardistsand viticulturalists,isthrowingupmore consentchaos.That’sbeingappealed intheEnvironmentCourt,andthe legalbillsforallinvolved–ratepayers included–aremountingup.

It’sarealreliefthattheGovernmentis underwaywithreformingtheRMAand replacingitwithwhatshouldbeamore workableframework–butthatwon’t happenovernight.
That’swhyFederatedFarmersis callingontheGovernmenttotakethe simpleandpracticalstepofallowingall existingconsentstorolloveruntilthe newresourcemanagementsystemisin place.
