Formorethan25yearstheold hospitalsiteinWaipukurauhasbeen animportanticoninCentralHawke’s Bay.Aftertheexitofthehealthsystem, astringofownersusedthesitefor avarietyofpurposes,itsuffered multiplefires,andvaryingstages ofrepurposing,ghosthuntingor demolition.
Overthoseyears,astringoflocal mayors,councillorsandcommunity membershaveparadedacrossthe frontpageofourlocalpapersto tryandgetit“cleanedup”,fenced,
sold,bought,developedorsaved. Ironically,noneofthemevertalked aboutthefactthatforthesitefor bedeveloped,orforsignificant subdivisiontohappen,thatthe councilinfrastructurearounditwould notcopewiththegrowthpressure.
Notjustthesiteoftheoldhospital, but40plushectaresoftheold Hospitalfarm,tuckedinbehind thehospitalandconnectingland holdingsfromPōrangahauRoad acrosstoTavistockRoad.
Zonedresidentialandinhandy distancetothecentreofWaipukurau, everyoneinourcommunitytalks abouttheopportunitywehavefor
houses,parks,retirementhomesand logicalexpansionofourtown,within ourboundaries.Weareconstrained inmanydirections,butattheold hospitalsitewehaveajewelinthe centreofourcrown.
Overthelastfewyears,CHBDC haspursuedexternalfundingtotake thepressureoffourlocalratepayers andwegotluckywithastrategic movewiththelastgovernmentthat sawmorethan$10mcomeintoour communitytohelpunlockthisgrowth. AndsotheWaipukurauSouthGrowth Precinctwasborn.
Councilhasbegunworktoexpand theinfrastructurearoundthe
WaipukurauSouthGrowthPrecinct thatwillallowthelandownersin thisareatonowactuallybeableto considerhoworiftodevelop.
Thefirstofaseriesofstormwater basinsareunderway,withwetlands andpark-likesurroundsthatwillnot onlyhelpusmanagewater,butalso contributetomaintainingasmuchof theruralfeelaswecan.Openspace isimportanttousinCentralHawke’s Bay.
Thedrinkingwatermainsalong PōrangahauRdhavebeenrenewed andenlarged.Thesewerwillneed thattoo,changestothewaste watertreatmentplant,andmajor improvementstowhatwecallthe “EasternInterceptor”whichcarries stormwaterawayfrombehind TavistockRdanddowntowardsthe river.
Withinthegrowthzone,individual landownerswhochoosetodevelop willstillgothroughthenormalprocess ofputtingintheirowninfrastructure, expandingroads,addingfootpaths andcontributingtoour“growthpays forgrowth”ethos.
Weknowthatourcommunitywill continuetogrowoverthenext20
years.Councilisbeingcautiously optimistic,helpingtoreadythis growthareafor950homestobebuilt inWaipukurau.Wesharethesegrowth projectionswithgovernmentacross agencieslikeHealthandEducationto ensurethattheylinetheirthinkingup withoursaswell.
Severalyearsago,ProjectThrive coinedtheterm“SmartGrowth”inour community.Itcapturedtheessence ofwhoweareandhowweseethe future.Wemakethemostofwhat we’vegot,wewelcomeinvestment andgrowth,butinawaythatdoesn’t compromiseoursmalltownidentity. Wedon’twanttobeHastingsor Taradale.Weareexcitedabouta futurewhichseesusgrowonour termsandtoplayourroleinthewider Hawke’sBayregion.

Morethan100farmersgathered inWaipawarecentlyforThe BigMuster,alandmarkevent markingtheculminationofTheBig Picture,asix-monthprojectbyCentral Hawke’sBay’sfarmer-ledcatchment collectiveTukitukiLandCare(TLC).The initiativehasproducedindependent, science-backedcatchmentplansfor eachofthe17Tukitukisub-catchments, balancingenvironmentalresponsibility withpractical,on-farmsolutions.
“Whatwe’vegothereisapowerful appetiteforcollectiveaction,”saidTLC ChairRichardHilson,acknowledging thesignificantfarmerturnout.“These plansreflectreal-worldchallenges andgivefarmerspracticaltoolsto takeaction.”
Attheevent,TLCalsolaunchedtwokey initiativestohelpfarmersimplement environmentalimprovementsontheir properties:
