Presentation In recent decades international cooperation has taken on a new dynamic, and we have been witnesses of a change in theoretical approaches, of the admission of new actors and the emergence of new methods and cooperation mechanisms. This is part of the democratization in cooperation management, and the opening of more options for cooperation.

The rising importance of new actors, mainly emerging southern countries, as contributors of cooperation, has challenged preconceived notions of traditional cooperation schemes. The exchange of experiences between the developing countries has become an important modality of South–South cooperation (SSC), which contributes to the growth of local and national capabilities for sustainable human development.

Peru, in its condition as a middle-income country (MIC) has become on the world stage a “dual country�, that is, a country that still requires cooperation from the international community in order to learn how to better distribute achievements among its population, to attract technology, knowledge, experiences; and at the same time having the responsibility of providing cooperation to other countries which are at a previous stage of their development process.

The Peruvian International Cooperation Agency (APCI), in its capacity as governing body of nonreimbursable International Technical Cooperation and responsible for the non-reimbursable Decentralized National System of International Cooperation presents its new Peruvian Catalog of International Technical Cooperation Proposals that was developed together with other Peruvian institutions capable of providing cooperation.

This new catalog systematizes and organizes the various topics in which our country has distinguished itself, and includes the institutions and contacts information. This document, which is made available to Latin America and Caribbean region as well as other latitudes, has a total of 104 successful experiences from 40 Peruvian institutions that we hope will be very useful for the South-South Cooperation process.

Catálogo de Oferta Peruana de Cooperación Técnica Internacional

Preamble South-South and Triangular Cooperation in Peru Peru considers South-South cooperation a supportive exchange of human resources, goods, services (basically technical), capabilities and experiences between developing countries, based on common interests and under the principles of horizontal approach, solidarity, mutual benefit and interest.

In addition, Triangular Cooperation is based on the participation of a third country or international organization which provides financial or technical resources for the execution of activities or projects, both important and necessary tools for generating the development of the countries, according to the interchange and mutual reinforcement of their capabilities.

In this regard, Peru as dual country and strongly motivated to contribute to the strengthening of capacities in favor of relatively equal or less developed countries, presents the Peruvian Catalog of International Technical Cooperation Proposals, whose structure presents, first, a table that consolidates the national sectors and institutions followed by a summary with the specific topics of the proposals.

The second part follows with a synopsis of four successful experiences at the regional level with the South-South and Triangular Cooperation in issues such as Tax Management, “Culinary Diplomacy”, Inter-institutional Capacities for Registry and Territorial Systems for the control of public works.

Likewise, in relation to the table of national proposals, specific information is provided with regard to the competent authority providing the technical assistance highlighting the potential topics, technical and operational capability, the cooperation modality and institutional contact information.

Finally, we are pleased to make this second updated edition of the catalog available to the region and world, providing continuity to the effort shown by this Agency, from its first edition in 2011, in order to promote South-South and Triangular Cooperation.

A SUCCESSFUL EXPERIENCE OF SOUTH-SOUTH AND TRIANGULAR COOPERATION: PERU - GUATEMALA - GERMANY Project “Improvement of Local Tax Management in Guatemala” The objective of this project was to improve the tax management of local governments of Guatemala, based on the successful experience of the Tax Administration Service model – SAT (as per Spanish acronym). The specific objectives were linked to improving the operational sub-processes: Citizen Attention, Collection, and Control in the three pilot municipalities where this project was implemented.

The situation before the project was that the municipalities of Guatemala had problems with weak municipal management and low tax collection. Also in the diagnostic phase it was found that not all municipalities were at the same level of development. For that reason, municipalities with different characteristics were selected to be pilot programs. This classification allowed for the coverage of municipalities with various stages of development in order to offer a product in accord with the reality of each municipality.

The project started in 2012 and finished in 2013. At the end of the project the generation of solutions to common problems was confirmed with an added value of shared experiences from a multi-national perspective. The project, developed by countries from the same region and similar contexts, presented proposals for solutions with more accurate results, in the perspective of implementing best practices and the transfer of knowledge.

It is important to mention that the project reached its targets and proposed indicators, generating not only an increase in tax collection in the participating municipalities, but also qualitative achievements such as: Improvement in the capacity of the municipal civil servants There was evidence of the strengthening and development of Guatemalan municipal civil servant capabilities, by way of internships, working sessions, continuous coordination in the project implementation.

Improvement in organization The Guatemalan municipalities committed to continuously improving their organization at a level of management and documentation as a result of the SAT team having detected the lack of procedures and formalization of workflows as critical point.

Improvement in the infrastructure for attention to the public Three municipalities of Guatemala improved their infrastructure for attention to the public.

Regarding the sustainability and replication of the project Considering the commitment of Peru as a country offering development expertise and taking into account the scale of this kind of project, it can be said that the suitable selection of pilot municipalities with three kinds of development categories, made it possible to reach the critical mass required to obtain favorable results capable of being replicated. Through this experience of knowledge transfer and based on the lessons learnt in this project, the municipalities of Guatemala can design indicators and criteria that will serve to monitor the progress of the horizontal partnerships and to recognize the value of the exchange of knowledge (an effective tool for capacity building) in order to meet the challenges of local development in the municipalities of the Republic of Guatemala. To this end, a product of the project was the published Manual "Property Tax Management" - Best Practices", a document that was shared with all the municipalities of Guatemala.

ŠSAT

A SUCCESSFUL EXPERIENCE: "CULINARY DIPLOMACY" PERU - HONDURAS "Culinary Diplomacy" consists mainly of the use of a country´s gastronomy to promote its culture and trade in another country.

The Peruvian embassy in Honduras has innovated because it has added the element of cooperation to these two elements of culinary diplomacy, carrying out the transfer of a best practice such as our gastronomy and its economic and commercial implications.

Furthermore, the Peruvian Embassy in Honduras, by way of its best practices in Culinary Diplomacy, has achieved the nomination of the book "Peru - Honduras: la Mesa Nuestra, Diplomacia Gastronómica y Cocina Fusión”, for the categories "Best Latin America Cuisine" and in the Embassies, the "Gourmand World Cookbook Awards".

This year, this book will compete with the winners of the same categories from other countries in the world during the competition "Gourmand Best in the World". The final result of the contest will be announced next June 9 in the annual gala held in Yantai (China). The Gourmand awards recognize the best gastronomy books in the world. Currently, these awards are considered the "Oscar for gastronomic literature".

The nomination of this book represents an acknowledgement of Peruvian culinary culture, and taking into account that this is a cookbook merged with Honduran cuisine, it also includes an acknowledgement of Honduras.

Additionally, it is important to mention that in Honduras from December 2013 to date 19 training workshops and gastronomic festivals have been held. Likewise, more than 519 Honduran people have been trained in Peruvian culinary techniques and arts in 16 out of the 18 regions of Honduras.

This effort takes place in the context of the new culinary diplomacy and represents an innovation of adding the element of South—South cooperation to the cultural and sales promotion of Peru, in a horizontal manner at very low cost, considering that by training chefs and local cooks, the tourist offering of Honduras is improving.

It is important to mention that an additional tool is being provided to the trained people who could start microenterprises related to gastronomy, thanks to the newly acquired knowledge, and also further strengthening the relations between Peru and Honduras.

A SUCCESSFUL EXPERIENCE OF SOUTH-SOUTH AND TRIANGULAR COOPERATION: “STRENGTHENING OF THE INTER-INSTITUTIONAL REGISTRY CAPACITIES IN TRAINING MANAGEMENT” PERU – GERMANY - HONDURASE

Within the framework of the “Regional Fund for promoting Triangular Cooperation in Latin America and The Caribbean” it was deemed appropriate to carry out a prior on-site identification mission for joint formulation of a project in matters of registry previously requested by the Registro Nacional de las Personas (National Registry of Persons) – RNP of Honduras to RENIEC (The National Registry of Identification and Civil Status) in Peru. The intention was to guarantee that the requirements of the Honduran institution are established in the document for the corresponding submission to the Regional Fund.

This proposal was approved on February 2, 2015, by the Ministry for Economic Cooperation and Development from Germany (BMZ, as per the German acronym), having as its objective the exchange of experiences between both registry institutions to improve the quality and opportunity of birth registration of and identification of persons in Honduras and Peru.

Continuing with the coordination between both institutions from April 5 to April 9 of the current year, a mission to Honduras was carried out in order to begin the actions of the South-South Triangular Project between GIZ-RNP of Honduras and RENIEC of Peru and to develop the operational plan for its execution (2015 - 2016) It is expected that once this project is completed in 2016, it could generate useful results for the National Registry of Persons from Honduras in order to achieve the improvement of its institutional capabilities.

A SUCCESSFUL EXPERIENCE OF THE SOUTH-SOUTH AND TRIANGULAR COOPERATION PERU – GERMANY - CHILE PROJECT: “Inter-institutional strengthening for the Territorial Systems of Control of Public Works to promote Transparency and Participation” The Superior Audit Institutions (EFS) through the exercise of government control ensure the effective and efficient use of public funds so that the State can provide quality services to its citizens. In this context, the Contraloría General de la República del Perú (CGR Peru), with the technical advice of the German Cooperation implemented by GIZ, developed an Information System for Public Works “INFOBRAS” with the intention of integrating key and friendly information about public works in a single system available to the public, creating a space for accountability and citizen participation so that the public can assume a supervisory role.

In force since 2012, INFOBRAS through a web platform enhances the use of information and communications technologies (ICT) to facilitate the comprehensive monitoring of all public works executed by entities under the scope of the National Control System regardless of the implementation modality, legal framework, or source of financing used.

INFOBRAS not only regulates and facilitates the access to information in relation to public works, but also promotes social control since in the event problems and / or irregularities are detected, citizens can send alerts, comments, files, photos, and even online complaints through the National Processing Complaints System (Sistema Nacional de Atención de Denuncias or “SINAD”, as per the Spanish acronym), promoted by this Supreme Audit Institution.

Since INFOBRAS is a successful experience, the Comptroller General of Chile (Contraloría General de la República de Chile or CGR Chile, as per the Spanish acronym) expressed interest in replicating this tool. In this context, with the support of the German Cooperation implemented by GIZ, both State Audit systems decided to exchange knowledge and experiences for the strengthening of the control systems through the transfer of the Sistema Nacional de Información de Obras Públicas – INFOBRAS, from CGR Peru to CGR Chile, and the geographic methodology developed by CGR Chile to CGR Peru for its implementation in INFOBRAS. In this spirit of mutual collaboration in 2013, the CGR from Peru and Chile presented a project of Triangular Cooperation in the South-South modality before the Federal Ministry for Economic Cooperation and Development of Germany (BMZ, as per the German acronym), to put into practice the

exchange of knowledge and experiences developed by both Superior Audit Institutions (EFS), signing the corresponding Memorandum of Understanding on November 15, 2013.

The project, estimated to be completed in October 2015, began in January 2014. Within the framework of the planned activities, CGR Peru transferred to CGR Chile the implementation experience of INFOBRAS, enabling Chile to develop its public work website “GEO-CGR”. This year CGR Peru plans to implement the geographic methodology learning, as well as develop and transfer to CGR Chile the experience of improving the processes of territorial coverage of INFOBRAS. As a result of this first interchange, CGR Chile presented in December 2014 its GEO-CGR system in an event that counted with the participation of the people responsible for CGR from Peru and Chile, as well as high authorities from the Chilean government, such as the Minister for Public Works, the Minister of Social Development, the National Director of “Chile Compra” and the Executive Director of the Foundation for the Reduction of Poverty.

Finally, it is important to highlight the main benefits of INFOBRAS: • It is the first Peruvian national experience that gathers current information in the main databases of the public sector such as the Electronic System of State Procurement (SEACE), the National Public Investment System (SNIP) and the Integral Financing Management System (SIAF). In addition, it contains information about the physical execution of the work.

• It makes the public works management more transparent at the national level, enabling its integral monitoring on the part of citizens.

• It generates objective and verifiable information in systematized real time, enabling its monitoring and control by the citizenship.

• It allows for the simultaneous control, strengthened with the citizen contribution, specifically by people involved and affected by the development of public works, which can provide valuable information, able to contribute to the audit processes undertaken by CGR. • It strengthens the relationship between the public institutions and the community, carried out by a space for interaction between civil society, CGR - the National Control System and public institutions subjected to audits .

In this way, INFOBRAS demonstrates the potential use of ICT for the development of coordination between audit institutions and citizens aimed at a comprehensive, efficient and effective control of essential services. The system goes beyond the information level to become a two-way communication platform to promote transparency in public works management while making the citizen become a key partner for government control.

The INIA manages 5 Agrarian Experimental Stations (EEA, as per the Spanish acronym) for research activities and 3 stations for production.

Germplasm banks of regional native guineas pigs as well as sexually precocious and prolific breeds are kept there.

The stations handle 3 pure breeds with individual records, followed by 45 pedigree generations maintained continuously. A control line is kept to measure the genetic progress along with stabilized and registered population with individual controls to keep their productive stability. Biosecurity programs are handled based on the management of closed populations. The breeding is carried out to avoid inbreeding and to increase productivity through heterosis. At national level, INIA has 7 regional lines adapted to their ecosystems of origin. Native local ecotypes are kept in reserve.

The EEA (Agrarian Experimental Stations) of INIA in Pucallpa has technology for the rehabilitation of degraded areas through agroforestry systems (SAF, as per the Spanish acronym) in the Amazon, with crops and species such as chestnut (Bertholletia excelsa), shihuahuaco (Dypterix odorata), pijuayo (Bactris gassipaes) and centrosema pubescen. It has also used the SAF with other forest species, among them, the guaba (Inga sp.) and cocoa farming (Theobroma cacao).

The objective of technology for the rehabilitation of degraded areas is to establish environmental conditions favored with planting leguminous trees or shrubs beforehand, which allows the control of weeds as well as improves the nutrient content of the soil.

The production of quality seedlings using seeds collected from selected and handled trees from seed orchards is essential. At SAF, annual crops are planted in the systems and then followed by permanent crops such as cocoa, followed by forest species such as tornillo, shihuahuaco, marupa and tahuari. As a result, there are established plantations in degraded lands with economic and environmental benefits for the population. The cocoa crop has an output of 800 kg dry almond / hectare / year.

The INIA – EEA Pucallpa has a germplasm bank characterized by 93 palm oil plants which are under evaluation.

The INIA – EEA Pucallpa in the Campo Verde annex has a genealogical nucleus of palm oil Elaeis guineensis, where morpho-agronomic and productive characterization is carried out regarding the types of African oil palm followed by crossbreeding and test cross of promissory palms as a preliminary step for the selection of promissory parents to count on hybrids for the future production of seeds in Peru.

The Ucayali region has 25,000 hectares of this crop with a tendency to increase to more than 50,000 hectares. Nevertheless, there is no national seed production. The farmers of palm oil in Peru depend only on imported seeds from two international centers that have crop germplasm: CIRAD (France) and ASD (Costa Rica).

Preliminary results, to date, demonstrate 93 palms with morphoagronomic and productive evaluation, the same which are georeferenced in the EEA Pucallpa annex. The palm oil plantation dates back to the 70’s, when there were three kinds of palm (hard, tenera and pisifera). Previous to their identification and codification, maintenance of the plantation was carried out, and the assessment methodology consisted of the characterization of palm plantation (leaf, stalk and fruit) and of data collection of the fresh fruit bunch yield (RFF, as per the Spanish acronym) for about two years.

Said resolution stipulated that, in a supplementary manner, the methodology approved would be implemented for the adjustment of penalties of offenses arising from activities not included in the scope of jurisdiction of Supreme Decree Nº 007-2012-MINAM (such as activities of the energy sector, electricity sector, fishing sector, industry sector, among others, within the jurisdiction of OEFA.)

EXPERIENCE

The IIAP has experimental fields, molecular biology, biotechnology, bromatology and limnology laboratories equipped for performing biochemical analyses of foods and the physical, chemical and biological parameters for water. It has a professional and technical staff with extensive expertise in areas such as biology, ecology, physiology, fish farming, induced breeding, systematic breeding and molecular genetics of Amazon fishes.

It has infrastructure and equipment contributing to the exchange of information and training in technologies for the induced breeding of Amazon fish species.

The IIAP — through the Research Program for the Use and Conservation of Water and its Resources (AQUAREC, as per the Spanish acronym) — develops seminars, workshops, and internships in the six regional research centers in the Regional Headquarters of the Departments of Amazonas, Huánuco, Loreto, Madre De Dios, San Martín and Ucayali in topics of scientific research about nutrition of Amazon fishes; aquaculture, the handling and conservation of fishes; inventory; assessment and monitoring of fishes of economic importance in natural environments and fish farms.

It also has equipment that contributes to the exchange of information and training in forestry and agroforestry technologies and specialized staff in research centers in regional headquarters.

This Research Center implemented the project called “Strengthening local capacities for profitable and sustainable forest management”, carried out from 2003 to 2008, having as counterparts the European Union, Holland’s Development Cooperation Service. (SNV, as per the Dutch acronym), CARE, CEDIA and ProNaturaleza.

he Ministry of Foreign Trade and Tourism defines, manages, executes, coordinates and supervises the policy of foreign trade and tourism; promotes, guides and regulates tourism activity, encouraging good practices, and the standardization and regulation of the provision of tourism services.

In this regard, the National Plan for Tourism Quality represents the governing document in terms of quality in tourism, proposed by the Ministry of Foreign Trade and Tourism approved in 2011, and inspired by the idea that a quality tourism product must combine attractions, services and advantages in order to motivate tourists to travel to the place where such a product is offered, being then such decision replied.

This Plan sets the agenda for quality at its four action plans: competent human resources as the basis for tourism management at all levels; tourism service providers that apply good practices; competitive tourist sites managed in a sustainable manner; and main travel destinations, safe and with optimal management.

APPROACH TO RURAL COMMUNITY BASED TOURISM This approach is the set of management models based on local participation as a key element, which enables the sustainability of tourism activity (as a complementary economic activity) and the economic and social inclusion of rural communities through the development of various products and services, with proper use of their natural, cultural, financial, human, social and physical assets.

In this respect, the rural community-based tourism differs from the current rural tourism programs in most parts of countries, both from Latin America and Europa, in two important characteristics:

The first one is related to organization and management. In contrast to the rural tourism models, in Rural Community-Based Tourism the communities present their local plans for tourism development to the national managing authority (MINCETUR) and based on the same reason, the communities are the ones in charge of the management of local tourism planning with cooperation of local managers (regional governments, municipal governments, NGOs, etc.).

•

The second difference regarding Rural Tourism models is based on the activities performed. In contrast to the traditional programs for rural tourism where the services and tourism activities revolve around daily chores of the population (farming, stockbreeding, floriculture, among others), Rural CommunityBased Tourism is not necessarily focused on these practices. Communities can disseminate their tourism activities harnessing the geographical, historical and cultural potential of the area, thus avoiding the limitation of activities offered to the visitors, making it thereby hugely appealing for tourists.

A Specific Program for Peru-Mexico Cooperation in “Transfer of Best Practices for the Development of Niche Markets in Rural Tourism”. During the second half of 2014, three Mexican experts arrived to carry out internships in our country. They participated in the VIII National Meeting of Rural Community-Based Tourism held in Lima and visited undertakings in Chaparrí (Lambayeque) and the Potato Park (Parque de la Papa, Cusco).

The counterpart commitment is to reply the first semester of the current year.

COOPERATION FOR THE DEVELOPMENT AND IMPLEMENTATION OF THE NATIONAL PLAN FOR TOURISM QUALITY

OFFERING DESCRIPTION

CALTUR’s general objective is to consolidate Peru´s leading position as a tourist destination recognized by the total quality of its tourist offer, which will result in the improvement of the quality of life of the host populations, the sustained and controlled increase of tourist flows, the sustainable use of the nation’s natural and cultural heritage, the significant increase of foreign exchange earnings from tourism, and the profitability of tourism companies.

CALTUR’s specific objectives are directly linked to each of its action plans. Objective Nº 2 is currently being implemented, related to tourism service providers applying good business practices and developing their activity with social responsibility and respect for the natural and cultural heritage.

Tools for the achievement of CALTUR’s objectives have been developed, the main ones are mentioned as follows: •

A system for the implementation of good practices – SABP.

An Improvement program for management systems of tourism service companies – MGE.

•

A Peru quality tourism official seal.

•

Short courses for the improvement of quality.

El MINCETUR, through the System for the Implementation of Good Practices – SABP, awards recognition to businesses in the categories of lodging, restaurant service, and travel and tourism agencies that implement good practices in the provision of their tourism services.

In 2014, this system intervened in 17 regions, succeeding in training 395 entrepreneurs in the areas of lodging, restaurant, travel agencies and pisco cellars as well as providing technical assistance to 436 companies.

On its behalf, the improvement program for management systems of tourism service companies – MGE– acts as a complement that aims to provide tools to the companies in order to improve their business management. In 2014, MGE successfully helped 21 regions, by training 717 businesspeople from the sector, and providing technical assistance to 296 companies.

The Peru Quality Tourism Official Seal, in turn, is proposed as the greatest recognition of quality granted by the Peruvian State, and its achievement is based on the fulfillment of the Peruvian Technical Regulations. Currently three hotels located in Metropolitan Lima hold this seal of quality.

Accordingly, the offer of cooperation from this Directorate is linked to the exchange of MINCETUR´s experience in the development and implementation of the National Plan for Quality of Tourism – CALTUR. EXPERIENCE

Prior consultation is the right of indigenous peoples to be consulted by the State when the latter considers approving or issuing legislative or administrative measures that may directly affect their collective rights.

Furthermore, it is a space for intercultural dialogue in which the State communicates directly with those populations in order to reach agreements that respect their collective rights.

Similarly, within the framework of the Prior Consultation Law, a Register of Interpreters and Translators was created. Since 2012, the Vice-Ministry has trained more than 274 translators and interpreters of the 34 most widely spoken indigenous languages in the country. The courses train the participants in translation and interpretation techniques, collective rights, the International Labor Organization Agreement 169, among others.

The supervision of archives belonging to public or private entities with regard to preventive conservation or when requested by an entity.

Proposes the use of technology that best meets the requirements for the preservation and conservation of the backups and information contained in the documents.

Its objective is to expand and perfect the techniques related to preservation, restoration, bookbinding and reprographics.

EXPERIENCE

The National Bureau of the Historic Archive, through the Directorate of Conservation has the responsibility of giving advice regarding the evaluation and application of the technical processes of preservation, restoration, bookbinding and reprographics of the documents that constitute the State’s documental inheritance.

It has a workshop for restoring, bookbinding and microfilming documents.

Activities: •

Document Restoration: A procedure that is technical and manual, which achieves the lost friable, ripped, acid zones among others, of documents deteriorated by several factors in order to restore their physical and functional integrity.

Document Bookbinding: Done under two modalities: (I) Specialized binding that supports the restoration of historical documents, consisting of the dismounting, conditioning and rebuilding or substitution of the original bookbinding; and (II) Modern binding that consists of gluing, sewing, pasting or ring binding, depending on the case, as is applied to modern and or administrative documents.

Document Preservation: A set of procedures aimed at preventing or halting the deterioration of documents through evaluation of their state of conservation, control of the deterioration factors, proposals for proper documental repositories and the elaboration of laws. Also directs the permanent maintenance of the Documental Inheritance and the furniture and documentary repositories

The economic and social context in Peru generate conditions for the redistribution of social expenditure, adding the equity approach as a guideline in the assignment of resources to contribute to closing existing social and cultural gaps.

In order to achieve this, Peru has started up a series of triggering processes with the objective of putting the citizen as the centerpiece of the public policies, in order to guarantee their rights, develop their human capabilities and access better opportunities.

This technical proposal aims to contribute, through the Stimulus Fund for the Development and Achievement of Social Results – FED, to the regional health management proposal, that promotes intersectoral and intergovernmental articulation for the benefit of children from 0 years to 5.

One of its principles is to improve the management providing prioritized services of the budget programs (Articles of Nutrition, Maternal-Neonatal Health, and Learning Objectives) related to the budgeting for results established in the National Strategy for Development and Social Inclusion (ENDIS), through performance incentives in matters of Early Childhood Stimulation (Desarrollo Infantil Temprano, DIT). In the Public Budget Law of 2014, 100 million nuevo soles were earmarked to finance goods and services for early childhood stimulation in 9 Peruvian departments: Amazonas, Apurímac, Ayacucho, Cajamarca, Huancavelica, Huánuco, Loreto, Ucayali and Puno.

Taking these considerations into account, the sector’s proposal is to offer, share and spread knowledge of the Peruvian experience in the subject of early child development, especially focusing on the opportunity that the FED offers as a tool for managing for results, which activates intergovernmental and intersectoral processes in the Amazonian departments on Peru’s borders.

EXPERIENCE

FED’s design is based on previous experiences that resulted effective for closing gaps, favoring the most vulnerable populations. One of these is the Budgetary Support Programme EuroPAN (2009-2013). EuroPAN contributed to the improvement of management processes and stimulated the increase of attention given to priority products of the Joint Nutrition Programme – PAN. The sustained increase of the Growth and Development Control (CRED) coverage in children under 5 years of age, and the reduction of the chronic child malnutrition (DCI) rate in Ayacucho, Apurimac and Huancavelica are a manifestation of these results. From 2007-2013, chronic child malnutrition in Huancavelica, was reduced from 59.2% to 42.6% and in Ayacucho from 42.3% to 28.1%. Regarding CRED service, in Huancavelica, during the same time period, increased from 20.9% to 77.5% and in Ayacucho from 19.5% to 68.5%.

Taking into account this national experience, FED is already a matter of interest for countries in the region. A clear example of this experience sharing was carried out in 2014 with the Office of the Presidential Adviser for Early Childhood of Colombia.

FONCODES is running the Haku Wiñay program on a national scale Quechua for “we will grow” and called “Noa Jayatai” in jungle areas). It is targeted to the capacity building of populations in a situation of poverty and extreme poverty in order to contribute to the creation of economic opportunities.

The objective of this program is to develop productive capabilities and rural ventures in extreme poverty homes, which will contribute to the creation of income diversification and improving access to Food Safety. Its components are as follows: 1.

The strengthening and consolidation of family production systems: Technical assistance, training and productive asset endowments are given for the adoption of simple low-cost technological innovations in their productive systems mainly focused on subsistence, through the local talents called “Yachachiq”. These technological productive innovations are diverse and very flexible for adapting to the agroeconomic, social and cultural conditions of the families and prioritize an organic, intercultural and gender equity approach.

2. Improvement of healthy housing: This covers training and technical assistance for the improvement of healthy housing (improved cook stoves, safe water and solid waste management). It is aimed at improving living conditions, mainly through improving the conditions of their homes by reducing contamination levels and ensuring minimum hygiene conditions of the inhabitants and their surroundings.

3. Promotion of rural endeavors: Through this component, diverse transformation and business initiatives of small rural producers in poverty but with development potential are promoted through contests, aiming to increase and diversify the income of rural homes. The expectation is that those involved in these initiatives develop capabilities for adjusting their products to the local consumers’ demands.

4. Development of financial capabilities of the benefited populations related to the development of their economic activities. This ranges from the ability to develop family savings to their adequate insertion into the local financial system.

82 Development and Social Inclusion Sector As a complement to the four previously mentioned components, projects for infrastructure are being developed to facilitate the growth of productive activities or the improvement of the life conditions of a population. These projects will complement the promoted activities previously mentioned.

An additional aspect relevant to this topic is the program’s management model, based on a management unit called Núcleo Ejecutor, which allows. The population itself to organize and handle the economic resources assigned to their project with the support of specialized technical staff. This is based on a legal framework that allows transferring State resources to the population proper.

EXPERIENCE

The Haku Wiñay program has reached 27,046 homes which have developed productive capabilities through technical assistance and customized training in 52 districts and 13 departments in Peru.

Also, more than four thousand homes have technical irrigation by sprinklers at a family level, as well as five thousand homes that have houses with improved health, order and cleanness.

More than 780 business models are being implemented in the inclusive rural businesses contests in the departments of Amazonas, Abancay, Ayacucho, Cajamarca, Cusco, Huancavelica, Huánuco, Loreto, Tarapoto and Piura.

Currently, the program plans to increase their intervention capabilities to 31,516 homes which will allow for boosting productive capabilities in mountain and jungle zones.

This experience has interested other countries who have requested international cooperation on several occasions through the exchange of experience with countries in Latin America.

The National Program Cuna Más (PNCM, as per the Spanish acronym) aims to improve childhood development in children younger than 36 months living in areas of poverty and extreme poverty, thus, breaching the gaps in their cognitive, social, physical and emotional development. To achieve this, the Program has two ways to intervene: 1. Daycare service (SCD): For an integrated service for children from 6 to 36 months living in areas of poverty and extreme poverty who require attention to their basic health, nutrition, safety, protection, affection, rest, recreation, learning and development of skill needs offered in daycare and comprehensive infant care centers built by the state. This is carried out by way of communitarian caretakers and a multidisciplinary technical assistance and support team.

Its main objectives are: •

To offer integral attention to children from 6 to 36 months during their permanence in the service.

•

To create learning experiences through games, contributing to the cognitive, social, physical and emotional development of children.

•

To promote good practices in care and learning to the parents in order to promote their children’s integral development.

•

To involve the organized community in the management and vigilance of the quality of daycare services offered in their town.

2. Family support services (SAF) that seeks to strengthen capabilities for care and learning practices of families that live in rural zones with poverty or extreme poverty in the Andean or Amazon regions. This is carried out through house visits on a weekly basis by a facilitator (person of the community), and monthly socializing sessions run by a professional.

This allows an adequate control of said goods which, accompanied by an efficient risk management, will allow for an efficient development of the applicable control strategy, thereby reducing the informal market for used in the creation of narcotics, and cooperating with the National strategy for the war against drugs.

ELECTRONIC INVOICES FOR MAJOR ISSUERS

OFFERING DESCRIPTION

This system allows the electronic emission of invoices, bills, credit and debit notes from the taxpayer’s office, eliminating the need to go to SUNAT offices to request authorization to print receipts, blank formats to fill out manually, and the printing of issued receipts.

It also permits the Tax Administration to verify taxpayer sales information and income, thereby reducing the time spent on audits, thus becoming more efficient.

The Electronic Invoice is a product that enables companies to save costs, time, improve the relationship with their clients and be more efficient and competitive in globalized surroundings, also contributing to the environment by essentially being electronic and eliminating the use of paper.

For the Tax Administration, this means counting on higher quality and more opportune information, which allows for improved IGV collection and the reduction of tax evasion.

EXPERIENCE

This is the result of a cooperative effort between SUNAT, taxpayers, unions, institutions such as the National Council of Competitiveness – CNC, GS1 Peru and electronic service providers. This is why since 2011, around 41 taxpayers from diverse economic sectors have taken part in the validation of the business model, case studies, proof of information sending, among others. Similarly the CNC promoted the enactment of laws that allow the system to function and GS1 joined forces with electronic service providers and the taxpayers to reach a consensus on where to locate the main nontributary data of the receipt in an electronic framework, which will facilitate the integration into the companies’ systems.

For that reason, the product has been widely accepted, since by systemizing invoicing without prejudice to the data that each company requires on its own receipts, the needs and control of both are satisfied.

To date, 188 electronic issuers exist and 15,104,333 electronic invoices have been issued.

The invoice and records are digitally signed which ensures their integrity and are available to be consulted or downloaded when the taxpayer so requires. On the other hand, the system is very intuitive, leading, step by step, to create the information later validated by SUNAT.

EXPERIENCE

Currently there are 5,748 taxpayers who issue electronic invoices through SUNAT website and 530,036 invoices have been issued. With regard to electronic records, SUNAT website has generated: •

ELECTRONIC BOOKS PROGRAM - PLE

OFFERING DESCRIPTION

The Electronic Books Program (Programa de Libros Electronicos or PLE, as per the Spanish acronym) permits the user to save time and money by eliminating expenses such as legalization, printing, storing and safety, costs which are generated by physical transportation. This alternative system facilitates the fulfillment of the obligation of keeping accounting books, improving the companies’ competitiveness and also, helping to protect the environment by eliminating the use of paper.

The PLE is an application developed by SUNAT whose main function is to validate text files (ranging from spreadsheets to a complex ERP, created by any software) that contain the books’ information and accounting records able to be recorded electronically, and previously obtained by the taxpayer’s own accounting systems.

The following have helped save time and expenses for taxpayers: 1.

In printing, paper, printers, ink.

2. In human resources, liberating workers for tasks that create value for the company, since the electronic format does not require a manual process with workers controlling that the printer doesn’t jam, because the legalized sheets are numbered.

3. For legalization: The manual delivery of books and records requires that each page be legalized; this obligation disappears in the electronic book keeping.

4. In the near future, the taxpayers who do their bookkeeping electronically will be freed from the obligation of presenting some determining and informative affidavits, thus easing the tax return process.

5. In the same vein, with the information received, SUNAT will prepare drafts of tax declarations in such a way that the taxpayers only need to approve them.

BUDGETARY SUPPORT WITHIN THE FRAMEWORK OF BUDGETING FOR RESULTS

OFFERING DESCRIPTION

In early 2007 and with the enactment of Law N°28927 – Public Budget Regulation for that fiscal year, the Budgeting for Results Reform is introduced in Peru as a new approach for improving the assignment of public resources aimed at achieving results in the public favor. Up until then, the public budget’s assignment of the public budget had followed the static logic of attending institutional and sector needs without having citizen needs as the focus. Although the expenses for nutritional and food programs had been increased, the chronic malnutrition rate in children under had not shown improvement.

The new Budgeting for Results Reform would imply: •

Changing the institution’s focus, from the sector, or program, to the result the citizens need for their development.

•

Introducing the logic of the “supply-use-result” value chain during the budgetary cycle.

In order to implement that reform, key tools were defined that would, achieve important changes in the public management, and most importantly in the citizen in the short term. These are I) budgetary planning for the design of budgetary programs. II) Tracking of products and results, III) Performance tests, IV) Incentives for management, and V) capacity building. On the other hand, the core topics, in which these tools would be applied and aimed mainly at early childhood (children under 5), were prioritized.

In the management incentives, we find the mechanism named Budgetary Support Agreements. The legal framework for implementing these agreements was defined by fiscal year 2010’s Budget Law and was updated in Article 15 of 2013’s Budget Law. Its application is regulated for the formation, subscribing, execution and tracking of the Budgetary Support Agreements to the Budgetary Programs.

This Budgetary Support mechanism was developed as a new way of cooperation to help countries with efficient and transparent institutions, systems and processes for the management of their financial resources and, therefore, builds trust in the cooperating entities to make a direct transfer to the Public Sector’s Budget.

The implementation of the Budgetary Support Agreements is done by specific agreements signed by the Ministry of Economy and Finances (MEF) and National and Regional Institutions related to National Policies’ priorities and that seek to improve the results defined in the Budgetary Programs, becoming an instrument for Budgeting for Results. This way, the MEF transfers additional resources conditioned by the fulfillment of management commitments and goals of the result and product indicators, through two installments, fixed and variable.

The management commitments in the fixed installment are aimed at improving management in four key processes I) Operative programming, II) Logistical support, III) Organization for the production and delivery of products and IV) monitoring, supervision and evaluation. The variable installment defines goals for product and result tracing indicators of one or more budgetary programs in order to reduce gaps in the most vulnerable population.

Through this mechanism, it has also achieved that the regional governments and national institutions redirect resources to the less favored sectors, which is verified by a better programming and availability of critical supplies(example: vaccines, medicines, medical equipment, personal, among others), in service provider stations in the poorest districts.

EXPERIENCE

The Budgetary Support Agreements currently are co-financed by cooperative agencies and the Peruvian government.

 2012 - 2014 Integral Health Insurance (SIS), National Registry of Identity and Civil Status (RENIEC) and Ministry of Development and Social Inclusion – JUNTOS Program.

After four years of execution of the Joint Nutritional Program (PAN), there have been significant advances in its design, implementation and results for the citizen. This progress is attributed to an improvement in the assignment and the availability of resources and the use of information about their performance. In that respect, there have been considerable changes in the chronic malnutrition rate for children under 5, reducing from 22.6% in 2007 to 14.6% in 2014.

•

In the context of the Promotion of Ecological Product Exports Support Agreement, five Budgetary Support Agreements have been signed.

Two of them are oriented to strengthen the Budgetary Program “Taking Advantage of the commercial opportunities brought by Peru’s commercial partners” signed by the Ministry of Foreign Trade and Tourism(MINCETUR) and The commission for the Promotion of Peruvian Exports and Tourism(PROMPERU). The third agreement subscribed by the Ministry of Environment is aimed at the “Sustainable Management of the Natural Resources and Biological Diversity” Budgetary Program.

Currently five Budgetary Support Agreements have been signed in the context of the “Sustainable Management of the Natural Resources and Biological Diversity” Budgetary Program, by the regional governments of Cusco, Madre de Dios, Puno, Arequipa and Piura, where the percentage of progress in the ecologic economic zoning process(in a micro/macro level) is established as part of the results.

•

In the context of the Agreement for the support of the national strategy of war against drugs, two Budgetary Support Agreements have been signed.

The first with the Ministry of Economy and Finances (MEF) and the National Commission for Development and Life without Drugs (DEVIDA), aimed at strengthening the “Integral and Sustainable Alternative Development – PRIDAIS”, “Integrated and Effective management of the control of drug supply” and “prevention and treatment of drug consumption” programs; the second one signed between the MEF and the Ministry of Interior (MININTER) for the program “Reduction of Illegal Drug Trafficking”, both in the process of implementation.

These agreements reached the subnational governments and they participated in the Budgetary Programs designed by the Central Government, in order to influence areas where gaps in basic services are more critical.

Development of regulations in supervision practices of market regulating and supervising organisms on an international scale in the following : primary public proposals, public acquisition offers, secondary markets, prudential supervision, market vigilance and public records.

EXPERIENCE

During 2014, the SMV responded to internship requests from foreign stock market supervisors, such as the Ecuadorian Superintendence of Companies, in matters of inscriptions, structuring of public proposals; use of e-prospectus electronic formats, supervision and issuer control, implementation of MVNET informatics systems and Workflow, and impact on issuing companies.

During 2013, SMV responded to internship requests from foreign stock market supervisors, like the Ecuadorian Superintendence of Companies and the Uruguayan Central Bank, in matters of electronic formats, guidance for investors and compensation and securities clearance.

During 2012, SMV responded to internship requests from foreign stock market supervisors, such as the Bank of Guatemala, and the Uruguayan Central Bank in topics of capital market and entity authorization regimes’ operations and market surveillance, evidencing through this important achievements regarding regulation and supervision terms in the Peruvian stock market in the last few years.

In Chile – Santiago de Chile, 2014: Participation of OSCE in the Fifth Client Contractors Meeting “Dispute Boards: Prevention and Resolution of Conflict in Contracts” Organized by the Chilean Chamber of Construction (CChC). This meeting allowed for demonstrating to Chilean businessmen the new approach of public purchases in Peru, as well as the most important built-in tools in the state contracting regime incorporated to strengthen efficiency and transparency, focusing on the importance of arbitration and the Dispute Boards as a mechanism for resolving controversies.

Furthermore, with representatives of Chile’s public sector, common worries regarding public contracting were analyzed and the ample range of the Peruvian experience regarding the handling of conflicts between the State and Private companies was offered, opening a space for discussion and a joint analysis of solution alternatives for both countries.

The goal is to share the Peruvian experience both in registry regulation as in inscription of protected natural areas and in its application to registry operators. It also includes the proposal of changes to regulations that are being evaluated.

EXPERIENCE

In 2006, in accordance with General Environmental Law (Law N° 28611), the registry of Protected Natural Areas was implemented and regulatory provisions were established for the registry of protected natural areas and related proceedings linked to such registry. Nevertheless, the provisions had some deficiencies which obstructed the registry of protected natural areas. It also didn’t correlate the certification of such registries with those of private properties and others located inside natural areas. That is why in 2011, the regulation which replaced the previous regulation was approved and established rules designed to facilitate such registry. This new regulation motivated an increase in the inscriptions of protected natural areas.

Contests for MYPE as a strategy for enhancing productivity in production conglomerates, starting from qualifying evaluations and technical-productive training. Generally, these evaluations last for about six months and are developed in five stages: 1.

The launching registration and validation of inscriptions.

2. Evaluation (First sample, design and development of products, costs) 3. Technical-productive training, design and development of products, costs and quality control.

4. Technical assistance for collection or final sample development.

5. Final evaluation.

Public and prestigious entities carry out the technical-productive training and the winners are recognized with participation in trade fairs, internships or international Technological Missions.

EXPERIENCE

On 2012, the Ministry of Production led a multi-sectorial intervention strategy in Gamarra, a productive business conglomerate of textile clothing. From the diagnosis, this strategy, known as “I wear Gamarra”, focused the implementation of improvements in four areas: environment, productive development, visibility and entrepreneurship.

Sectors such as Labor, Health, Development and Social Inclusion were involved in health campaigns, campaigns against domestic violence, certification of labor competencies, among others. The direct intervention of the Ministry consists in developing and implementing a competition for the SME of conglomerate clothing, known as “Gamarra PRODUCE”.

The continuation of the strategy “I wear Gamarra” was still in evidence in 2013 and 2014.

The operation focuses on the development of the “Gamarra PRODUCE” competition, repeating the experience from 2013 (for the productive conglomerate of leather goods and footwear in Porvenir, Trujillo – La Libertad), and in 2014 (for the productive conglomerate of furniture manufacturing in Villa El Salvador in Lima). Since 2013, we can see that there is a greater focus on technical-productive training for the contests.

By 2015, the plan is to outsource the organization of the competitions to the Gamarra and El Porvenir productive conglomerates, with the Ministry continuing with the monitoring and evaluation of these interventions. A manual that facilitates the transfer of experience to Peruvian regional governments is being planned.

NATIONAL COMPETITION FOR MYPE TO PROMOTE INCLUSIVE PRODUCTION

The goal is to recognize Small and Medium sized Enterprise (SME) entrepreneurs who have excelled in their activities or productive sectors as administrators who generate employment with the highest honor from the State. Additionally, they must give evidence and examples of productive and social inclusion in Peru.

This recognition involves identifying best practices in business management allowing SME entrepreneurs to practice sustainability and become a model for their sector and area.

Noteworthy examples are the Award for Entrepreneurship, Creativity, Innovation, Dependability, Environmental and Social Responsibility and Costumer Focus.

Accordingly, steps have been taken to increase awareness in greater numbers of MSEs regarding the importance of developing corporate and integrated management within the framework of formality. The State helps by generating conditions for entrepreneurs who recognize the importance of these management practices.

EXPERIENCE

As a follow up of the proposal of the MYPE Award launched in 2008 by the Ministry of production, the ministry has been encouraging and strengthening this initiative since 2010.

Over the last years it has convened a considerable number of SMEs from six productive sectors nationally.

Considering that the Peruvian business world is mainly composed of small and medium sized enterprises who contribute significantly to tax revenue and formal employment, it was considered necessary to generate a policy of incentives in this sector, resulting in a series of norms that make this recognition operational.

Since 2008, competition for this award has increased: from 100 entrepreneurs to 5,000. Up to the present, there have been 81 entrepreneurs awarded on a national level.

independent organism of internal public law, which dependent upon the Fishery Ministry (now known as the Ministry of Production).

As a technological and scientific research center, the ITP develops new products, transfers technology and carries out training, seeking to offer fishery resource alternatives for rational, sustainable and diversified use. This will allow national industry growth

It is the function of the ITP to promote and execute scientific and technological research aimed at optimal and rational use of hydro biological resources, and to make the results known. Many technologies have been developed to be applicable in other countries, capable of generating table grapes with commercial and added value in accord with the productive process of such countries.

In the field of agricultural management technology, the agricultural CITE has a highly qualified multidisciplinary team specializing in applied sciences technology for table grape production. To perform its work, it has an infrastructure made up of demonstration plots with many driving systems, irrigation systems and plant management for grape production in its various forms. It also has an agricultural laboratory, instrumentation and others.

Carry out technology transfer and capacity building to improve productive processing of leather. This is done through technical frameworks which replicate this knowledge and enhance the capacity for production of small and medium sized enterprises.

EXPERIENCE

CITEccal (Center for technological Innovation for leather, footwear and related industries) has more than 17 years of expertise in technology transfer and skill strengthening for leather, footwear and related industries of small and medium sized enterprises. It also has a physics-chemical laboratory for practice and material/supplies testing used by the production chain. CITEccal has a pilot plant for the production of shoes and a tannery used for training and the dissemination of technology.

This tannery plant has allowed for both the improvement of the technical staff and tannery productive skills and for the promotion of large production techniques.

Moreover, thanks to the demonstrative plant of effluent primary treatment, it has the ability to promote treatment technology for small tanneries which usually have the biggest impact on the environment.

The tannery plant also has a design and development department which offers services of modeling, edition and development of footwear prototypes.

Carry out technology transfer with added value to enhance the per capita supply of fishery products. This proposal also aims to contribute to the increase of available fish, fishery and aquaculture products for human consumption in the host country, with the rational use of catches from aquaculture and reduction of loss. This proposal also develops, improves and shares appropriate technologies for processing aquaculture and fishery products such as “La Saladita”, covering theory and practice in: • Handling and preservation of fresh fish.

EXPERIENCE

In the fishery and aquaculture fields, the ITP directs its activities to the development and adaptation of various technologies for fish processingbased on the use of resources with high levels of catch such as Anchovy and the development of technologies that may be applicable to hydro-biological resources in other countries, likely to generate diversification of products with commercial and added value from those countries.

In the field of fisheries technology, ITP has a multidisciplinary team highly qualified, specializing in technology-fish-processing applied science. For the development of its work it has an infrastructure consisting of handling and preservation pilot plants, frozen foods, processing of frozen breaded products, pasta, cured fish products, canned food, chemical laboratories, equipment, sensory analysis, microbiology, and others.

PRODUCTION OF RAW SILAGE FROM FISH WASTE

OFFERING

TECHNOLOGY TRANSFER TO OBTAIN STABLE SILAGE FOR THE ENVIRONMENT

OFFERING DESCRIPTION

This offering aims to carry out technology transfer and training in order to take advantage of the waste generated in fish processing, obtaining a stable intermediate product that can be used as an input in the preparation of cattle feed.

It also aims to contribute to the preservation of the environment, because if waste is not processed it will cause pollution, and an opportunity to create value is lost. Waste contains proteins and lipids that are valuable and should be used.

A technology is offered for processing waste with easy implementation, lower cost and which can be used with small and large volumes of raw material (waste).

EXPERIENCE

Biological silage is a product that ITP has been working on since the 90s. It presents a number of advantages that have been widely tested with bioassays in animals feed (chickens, pigs, turkeys, cows, etc.), showing high digestibility, improved food safety and conversion. It may partially or totally replace fish meal and other animal protein sources.

The process of obtaining silage is now much more efficient: saving energy when working with raw waste that previously had been cooked. Furthermore, innovation in the process has enabled the replacement of lactic bacteria, eliminating the need for incubating the mixture for 2-3 days, increasing the speed of obtaining the product.

Silage is an important alternative for small and medium enterprises that cannot process the waste from its operations by the traditional processing technology of fishmeal, which requires large volumes of raw materials, a high investment.

EXPERIENCE

Since 1998, SUNASS has a management indicator system which defines business management, financial and operational-technical variables, periodically submitted by the 50 national EPS through data capture software These variables are used to calculate management indicators which serve as the basis for calculating regulatory benchmarking, an annual system of performance rating of the EPS. Since the implementation of data capture software, SUNASS has conducted several training activities for the EPS, and provides permanent technical assistance for its use.

Also, the performance rating of the EPS (benchmarking) has been explained in detail to EPS in various workshops with results reported to concerned agencies of the sector and to international cooperation, because these results serve as reference for decision-making regarding developments in water and sewage services in urban areas of the country.

This work has been credited as a good governance practice in the contest organized by “Citizens of the Day” in 2012 in the category of “Predictability of Regulatory Processes”.

It also ranked third in the competition for “Recognition of Good Governance Practices of the Supreme Executive Power”, organized by the Presidency of the Council of Ministers.

SUNASS has a specialized technical team to give specialized advice for establishing MRSE (an economic compensation mechanism for ecosystem services) in sanitation rates: • Hydrological basis diagnostic for prioritizing hydric eco-system services, prioritizing conservation and/or restoration actions, identification of monitoring indicators and evaluating the impact of priority actions.

• Studies on the willingness of sanitation users to pay for the conservation of ecosystem services.

• Design, implementation and monitoring of hydric MRSE. Institutional arrangements, financial mechanisms for incorporating conservation in sanitation rates, agreements with participating organizations, implementing monitoring and evaluation activities.

• Coordination with Integrated Water Resource Management (GIRH, in Spanish) in river processes.

EXPERIENCE

• Legal advice for the promotion and implementation of MRSE. Since 2014, SUNASS has incorporated as part of its mission, the conservation and wise use of water resources by promoting voluntary agreements between communities and water companies for watershed conservation. In practice SUNASS has had to constantly coordinate with various local public and private actors involved the conservation of watersheds for the development of these agreements on a national level.

Furthermore, agreements have been reached between the EPS and the taxpayers of water ecosystem services, who through their actions conserve, restore or use ecosystems sustainably, benefiting 1,980 families of rural communities by implementing conservation actions and / or restoration of the ecosystem.

23 local and regional institutions (public and private) have participated in an active and concerted manner in the design of mechanisms for compensation for services ecosystem by way of tariffs for potable water, in order to preserve water sources that supply four cities.

Six studies have been conducted to identify water ecosystem services of interest to EPS and to identify and prioritize effective actions for the conservation, restoration and / or sustainable use of ecosystems. This allows a more effective investment in the conservation of ecosystems.

These changes in organizational culture have been made possible thanks to the commitment of SUNASS partners and Executive support (through the enactment of Law No. 30045 and its Regulations) to ensure sustainability in city water supplies (in the current context of climate change and the efficient provision of the service).

STRONG FAMILIES: LOVE AND LIMITS

OFFERING DESCRIPTION

The “Strong Families: love and limits” program is a structured program for prevention, focused on strengthening parental skills in order to build strategies of protection for their adolescent children (aged 10 to 14). In this sense, parents can avoid risk factors related to drug use and other related behavior.

This program is implemented through the development of seven articulated sessions, which is equivalent to the implementation of the program. Every session is developed once a week, taking approximately two hours and a half. The first hour takes place with parents and children in separate classrooms, and then they get together for a family session. It is recommended that the facilitator work with no more than 15 families.

Concurring with the United Nations Development Program (PNUD) ratification, this program is based on the belief that the wellbeing of citizens vulnerable to the problem of coca cultivation need, more than economic income, those multidimensional aspects of social wellbeing, with the contribution of public and private institutions and international cooperation.

This offering consists of giving technical advice to competent institutions in the processes of planning, execution, monitoring, evaluation and systematization of the Program of Alternative Development keeping in mind the following variables: (I) Post-removal actions of coca crops, (II) Strategy and action of productive development, (III) Social Capital with option to change, (IV) Promoting of the association of small farmers, (V) Productive Investments in order to give greater added value to agricultural products, (VI) Investment in Social and Economic Infrastructure, (VII) recovering degraded soil, (VIII) Environmental Education, (IX) Governance, Alignment and Coordination of almost all economic and social actors, and (X) Coordination with the governing principles of the United Nations on Alternative Development (2012).

EXPERIENCE

In 1995, the model program “San Martin” was begun, which put an end to two and a half decades of drug-trafficking and terrorism, explained by the implementation of the ten factors mentioned above.

As a result, during the 2001-to-2010 period, poverty fell from 60% to 31%, the regional GNP (gross national product) grew by a rate of 7% annually, the regional per capita GPN increased by 59% (the higher rates nationally), and the agrarian added value increased by 73%. Between 2008 and 2010, the region improved in four out of the 5 competitive pillars (economy, government, people and infrastructure).

To continue encouraging citizens to change to a legal economy with the understanding that Alternative Development is a long-term process, since 2008 the Program “Budget for Results in Integral and Sustainable Development”, building social and human capital through productive projects that incorporate criteria of social, political, environmental and economic sustainability.

REACTIVE DISASTER RISK MANAGEMENT

RESILIANT COMMUNITIES FOR SUSTAINABLE DEVELOPMENT

OFFERING DESCRIPTION

Countries are focused on reducing the risks of disaster which implies preparation for an optimal response to disaster and emergency cases and to develop actions when rehabilitation is needed. This will strengthen continuous sustainable development for communities.

Therefore, it is necessary to develop and strengthen skills and the acquisition of knowledge in communities so they can face natural and human disasters assertively.

With an early warning and community risk map, INDECI workshops and courses are directed to regional authorities, community leaders and decision-makers aiming for efficient action and preparation of vulnerable citizens, thus reducing the possibility of loss or damage.

The course known as “Aprendiendo a prepararnos” (Learning how to be prepared) aims to contribute to a culture of prevention within school classrooms. This course is directed to teachers of Basic Education who learn to insert Disaster Risk Management into their study program. They are involved in learning methodologies in connection with the above issue, and build evaluation indicators in learning.

COORDINATION BETWEEN SUPERVISION AND FOREST CONTROL TO GUARANTEE LEGAL ORIGINS OF LUMBER

OFFERING DESCRIPTION

To guarantee the legal source of lumber, OSINFOR has the following strengths: •

Supervision within forests allows OSINFOR to be the only entity which can verify if the lumber came from authorized areas.

•

Its position over other sectors, even though OSINFOR is part of the Presidency of the Council of Ministers it is an independent sector of wildlife and forest with the authority to carry out its functions.

To achieve maximum effectiveness in the accomplishment of its functions, OSINFOR works in conjunction with other public entities. The principal ones are the following:

EXPERIENCE

Specialized Prosecutors in Environmental Matters (FEMA). OSINFOR notifies FEMA regarding evidence found. OSINFOR needs also to implement joint training of consistent criteria with approval from FEMA so that criminal penalties are applied accordingly.

•

SUNAT Customs Intendancy, for consultations on the legal origin of lumber, detected at its customs checkpoints.

In 2014, OSINFOR supported “Operation Amazon -2014”, carried out by SUNAT. They had the support of World Customs Organization, INTERPOL, FEMA and the Environmental Prosecutor’s Office of Peru’s Environment Ministry.

This inter-institutional intervention allowed for the detection of lumber being commercialized without certification, thanks to on site forest inspection. Results have been mentioned by the World Customs Organization.

TOPIC

TRAINING IN FORESTRY MANAGEMENT

OFFERING

THE “FORESTRY BACKPACK” AS A METHODOLOGICAL TOOL TO STRENGTH NATIVE COMMUNITIES’ SKILLS IN FORESTRY MANAGEMENT

OFFERING DESCRIPTION

This methodology consists OF the use of a felt board with self-adhesive images which allows knowledge transfer in a very didactic way to many native communities in Peru, belonging to ethnic groups such as the Ashaninka, Nomatsigenga, Asheninka, Bora, Huitoto, Yagua, Culina, Sharanahua, Cashinahua (Juni Kuin), Chapra, Shawi, Wampis, Amahuaca,and Yaminahua.

The goal is to strength native communities’ skills so they can take advantage of their forest resources in an adequate manner and, if they associate with a third party, they can benefit fairly without being taken advantage of.

Principal topics developed for this training are the identification of forest species for lumber, timber location, GPS use, tree dimension measurement and the application of the “Forest Backpack” methodology for its replication.

EXPERIENCE

This methodology has been applied in the 56 workshops in native communities, mainly in Loreto, Ucayali and Junín (OSINFOR 2012- 2014).

As part of recognition of this experience, testimonies have been collected from native community leaders who appreciate this training and request the expansion of workshops. There are also agreements submitted between AIDESEP and eight regional indigenous communities to strength these trainings.

SYSTEM OF FORESTRY INFORMATION

OFFERING

DESIGN AND IMPLEMENTATION OF THE GEOGRAPHIC INFORMATION SYSTEM OF FOREST AND WILDLIFE MONITORING

OFFERING DESCRIPTION

The Information System of the forestry sector manages geo-referenced and systemized information for monitoring and inspection of forestry rights and wildlife (concession, authorizations, and permissions). It also reports the accomplishment of forestry regulation and the sustainable use of forest, strengthening the transparency of processes and activities for the public.

At this time, the system has information from more than 3,750 inspections and 305,000 inspected trees and the status (penalized, expired); as well as all the workshops that took place. This system grows every year with almost 600 forest inspections carried out every year by OSINFOR.

EXPERIENCE

The system known as SISFOR has been active since 2012 and has improved through the years. It can be accessed free of charge at: http://sisfor.osinfor.gob.pe/wms/UI/ currently with an application for mobile devices (cellphone, tablets, etc.).

SISFOR participated in the contest “Reconocimiento a las Prácticas de Buen Gobierno en las Entidades del Poder Ejecutivo 2013”, where it won 5th place. In 2014, it won the contest of Communication and Information Technology “Conectarse para Crecer” in the category of State entities, organized by Telefónica del Peru.

Additionally, SISFOR has been of interest to the American organization World Resource Institute (WRI), to be linked to Global Forest Watch (GFW), implemented through a Cooperation Agreement with OSINFOR.

THE NATIONAL INSTITUTE OF STATISTICS AND INFORMATICS – INEI

n 1969, through the decree of law 17532 – Organic Law of the Presidency of the Republic-, the National Office of Statics and

Census (ONEC) was created, reporting to the Prime Ministry Office.

This entity is now known as The National Institute of Statics and Informatics (INEI), a technical and independent organism as a public legal entity, with technical and management autonomy, which reports to the President of Minister’s Council, also known as the Office of the Prime Minister.

This is the principal organism and rector of The National Statistics System, responsible for regulating, planning, directing, coordinating and supervising activities dealing with the gathering of official statistics for Peru.

This is a statistical investigation aiming to generate indicators to demonstrate the evolution of poverty, and life conditions within Peruvian families. It also allows measuring the reach of social programs and is a source of information for private and public institutions.

An annual sample of 31,690 private homes are taken, 19,410 of these from urban areas and 12,280 from rural areas, distributed among 1,161 districts nationally.

This program was initiated in 1995 and since May 2003 has been carried out continuously. It has vast experience nationally and internationally in system implementation.

The National Institute of Statistics and Informatics of Peru — through the National Directorate for National Accounts — measures the informal economy within the framework of the national accounts through a satellite account.

The satellite account of the informal economy analyzes in a comprehensive and integrated manner the impact of informality on the national economy and its participation in the country’s productive sector, distinguishing between the informal sector and informal employment.

The informal sector is the setting for productive units of property of households, which are not set up as a company; they produce goods and services on a small scale; they do not keep accounting records; their expenses are not distinguished from household expenses; and they are not registered by tax administration.

ENAHO has vast experience in this area of offering, evidenced by the document “Production and Informal Employment in Peru: Satellite Account of the Informal Economy 2007-2012”, which gathers methodological recommendations from the International Labor Organization (ILO) and from the System of National Accounts of the United Nations. It guarantees international comparability and is constituted as a groundbreaking document in countries throughout the region.

Formalization campaigns regarding the use of legal Software for Small and Medium sized Enterprises in the MYPE. The Copyright Directorate each year carries out a campaign for the compliance of the copyright law for computer software in Peruvian companies, especially at SMEs. These campaigns consist of sending letters to companies, advising of the virtues and benefits of the legal use of software and regulations in terms of copyright.

Likewise, they are requested to submit information about the programs installed on their computers.

An important number of SMEs have been formalizing their software on the occasion of the campaign; others have been carrying out consultations on these topics. This topic was brought to the attention of entrepreneurs, as well. These campaigns from the Copyright Directorate have merited recognition for good practices in public management in the category of “Audit and law enforcement” and in the category of “Public Impact”, in 2013 and 2014.

The course consists of training for specialized professionals in trademark law to carry out an optimal examination for the registrability of non-traditional trademarks (sound and olfactory trademarks, and others).

EXPERIENCE

Carried out in San José de Costa Rica and Tegucigalpa, Honduras: The officials from the Directorate of Distinctive Features have experience in offering technical assistance and training to examiners from other peer agencies, such as the agencies of Costa Rica and Honduras.

On-site training was offered to the officials of the brand areas from Costa Rica and Honduras in order to deepen their knowledge about distinctive features, with emphasis on sound, olfactory and traditional trademarks; collective and certification trademarks; for the correct application of criteria for the examination of registrability based on the current national legislation and the other legislation developed internationally.

A SUCCESSFUL EXPERIENCE IN THE IMPLEMENTATION OF AN AREA DEVOTED TO THE PROMOTION OF PATENTING

OFFERING DESCRIPTION

The aim of the proposal is to promote a culture regarding patents, as well as to design and implement jointly with institutions of interest programs, instruments, services and products in favor of patenting of the main agents of innovation in Peru, through the establishment of the Assistant Directorate for Patent Promotion.

EXPERIENCE

Since the establishment of the Assistant Directorate for Patent Promotion, a number of programs and products are being carried out, such as: •

Rapid Patent: The main objective of this program is to guide and advise — free of charge —interested parties applying for a patent. It focuses on the proper preparation of patent applications for an invention or utility models for an effective presentation to INDECOPI. The Assistant Directorate is seeking to promote the correct use of the patent system and to minimize the number of patents pending with observations concerning admissibility, form and content.

•

The Annual National Convention of Patents and Inventions (CNAPI): An annual mega event organized since 2014 by INDECOPI as a space for the manifestation and acknowledgment of the national inventiveness, the networking of inventors and innovators, as well as the promotion of discussion and knowledge transfer about the patent system. The CNAPI involves three core activities: the exhibition of inventions, the International Congress on Patents and Inventions and the Annual Awards for the Marketing of Patented Inventions.

•

The National Competition of Inventions: recognized as one the main events to manifest the inventive activity in Peru, which seeks to stimulate the creativity, ingenuity and inventive spirit of Peruvians for the conception and development of products, technologies or inventions to be protected through the use of the patent system in Peru.

•

Technological electronic reports: documents prepared regularly and systematically which present information of technologies, inventions, products and / or processes with patents of public domain on subjects related to the different industries and / or sectors deemed to be of national interest.

n April 30, 1949, a new stage in the area of labor was

begun:

under

the

decree of Law N°11009, the Ministry of Work and Indigenous Affairs was created as an entity independent of other ministries, in accord with the historic reality of such times. The ministry was installed on October 27 in the aforementioned year, after the first anniversary of the Arequipa Restoration Movement.

Now known as the Ministry of Labor and Promotion of Employment, it is a governing organism in matters of development and evaluation of socio-labor policies and the promotion of employability and integration into labor, selfemployment and decent work on the national level, which guarantees the accomplishment of current labor rules, prevention and conflict resolutions. The Guidance Service for Entrepreneurship is provided to citizens and young people who need to begin or improve their existing business through the Geographic information System for Entrepreneurs (SIGE), which provides the market characteristics (degree of concentration of business, staff employed, annual sales volume) and of population (age, gender, educational level, average income, houses located in the surrounding area) to facilitate decision-making.

From 1999 to 2004, in conjunction with the World Bank and SUNARP, the Urban Property Rights Project (PDPU) is being developed with the aim of establishing the National Plan for Formalization in eight important cities of the country (Lima, Piura, Chiclayo, Trujillo, Chimbote, Huaraz, Iquitos y Arequipa) in order to incorporate within the economic and legal circuit those properties formerly excluded. In this sense, studies, research, training programs, and technical assistance to rainforest municipalities are carried out adapted to the particularities and requirements of the Amazon area.

EXPERIENCE

The VRAEM Plan (2005-2014) sought to contribute to the improvement of the living conditions of the population, through the planning and growth of population centers located in the valley of Apurímac, Ene and Mantaro rivers, focused on a development and integration approach, particularly in the areas affected by drug-trafficking.

Starting from urban planning, sectorial public investment has been redirected by promoting the private investment in productive projects involving transformation (cocoa, oil palm, fruit, etc.) and in replacement of traditional crops (coca).

The Construction Management of the Ministry will transfer the experience in the development of regulations for Seismic Protection Systems in health and education infrastructure, as well as in the implementation of policies for the strengthening of buildings, which allow the developing countries to strength their policies in Disaster Risk Management.

EXPERIENCE

In the framework of the approval of the national plan for Disaster Risk Management, the Construction Management identified that in Peru seismic protection technology already exists, as well as professionals with experience regarding this issue. A technical committee was formed which developed the specified regulations for the new large premises such as hospitals, health institutes or similar that are located in the seismic zones 2 and 3 of Peru’s seismic map. These must be designed with an insulation system or devices of energy dissipation and seismic protection systems, increasing the performance levels of structures, as well as decreasing seismic vulnerability.

EXPERIENCE

Within the framework of the health care reform in Peru, SUSALUD has developed a supervisory model for entities that provide health services (EPS) based on Risk Management. This supervisory model allows for identifying the potential risks that are derived from the infringement of legal regulations, as well as identifying the priorities for the intervention of national, regional and local authorities including the representatives of the supervised entities, in order to improve the processes involved in the provision of health services; thus improving the quality, opportunity, availability and transparency of these services.

The Superintendence has two years of experience in the implementation of the supervisory model of entities that provide health services based on risk management. For that purpose, it has specialists belonging to the Management for Supervision of entities that provide health services (ISIPRESS) who have developed various monitoring instruments, identifying the potential risks that the providers incur by infringing the current regulations.

This risk management (identification and administration of the same), has achieved a coordinated effort with the EPS for the continuous improvement of quality of care.

OFFERING DESCRIPTION

Health Service User Boards and the National Superintendence of Health The Board of Health Service Users (JUS), is a space for effective dialogue between health service users and the National Superintendence of Health which develops a cooperative relationship for to formulate proposals for better health services from listening to the citizen.

With this proposal, we promote the full exercise of users’ rights and duties, a process performed in a participatory manner, favoring shared responsibility through mutual feedback between institutional systems and citizen systems in order to contribute social inclusion in the health sector.

SUSALUD develops in the following schemes: PARTICIPATIVE DESIGN SUSALUD: Gathered from many experiences of citizen participation in Peru and, through the IPROM (Administration of Health Advocacy), SUSSALUD initiates the composition of Board of Health Service Users – (JUS) in Lima, Callao, and other regions. For this, during 2013 workshops were offered to validate the participative model proposed by SUSALUD in regions where different institutions and organizations of organized civil society were assembled.

INTERACTION WITH SUSALUD: JUS interacts directly with the Superintendence, by way of the Superintendent´s office. It has the Administration of Health Advocacy IPROM as Technical Secretariat for its establishment and operation.

TRANSPARENCY: The conformation of the Boards takes place with an election and selection processes. SUSALUD has the technical assistance of ONPE, the Inspectorate of Civil Association Transparency, and the participation of informatics and a public notary to guarantee transparency and impartial processing.

COMPOSITION: The Board is composed of service health users and not of other peaple or organizations as intermediates; this follows the idea that the mere users can exercise their own rights, with the Superintendence as a guarantee.

In this manner it is ensured that JUS and the National Superintendence of Health work together to protect services health users’ rights.

In 2013, SUSALUD developed a model for citizenship participation which rescues diverse experiences of participation in Peru and thereby initiated the formation of Boards of Health Service Users through the “Intendencia de Promoción de Derechos en Salud” – IPROM (Administration of Health Advocacy). This allows for the validation of the participative design during 2013 with many institutions and organizations of civil society in Lambayeque, Loreto, Cusco, Ayacucho and Arequipa.

Currently, we also have the Board of Users in Lima and Callao, with results in the work of planning jobs.

he Peruvian-Japanese Center of Seismology Research and Disaster mitigation was established in 1986

by the Faculty of Civil Engineering (FIC) of the National University of Engineering (UNI). It was funded thanks to the collaboration of the Japan Government through

The CISMID is an institution of solid reputation that, thanks to the support and quality of its researchers, is at the forefront of seismic technology, not only in Peru, but also in all of Latin America. During its 22 years of work, the CISMID has contributed a series of research projects to implement infrastructure of national and international importance. Additionally, its contribution in the field of disaster mitigation has been significant, executing seismic micro zoning in a large number of cities throughout Peru and contributing to research regarding materials and building technologies for

Studies about tsunamis are carried out through numerical modeling of seismic movements, the mathematical analysis of wave propagation and calculation of the flood zone. This analysis is done through high-capacity computer systems to determine in the most effective way the likelihood of flooding as a product of a major earthquake. Using these results, necessary maps and proposals are prepared in order to reduce risk, under the following process:

After adopting standard ISDB-Tb for Digital Terrestrial television in Peru (2009), the INICTEL- UNI has been working on technologies for digital terrestrial television, under ISDB-T components and Ginga Middleware which allows for ample experience and knowledge to propose development and implementation of this technology. Many interactive applications in the health sector, for commercial use and surveys using Ginga middleware have been implemented, and early warning alert projects (EWBS) for natural disasters is being executed using the standard ISDB-Tb.

EXPERIENCE

Technical support for performing digital terrestrial television in Peru as a counterpart of the Brazilian Cooperation Agency (ABC, as per the Portuguese acronym). This project objectives are the promotion, projection and performing of digital terrestrial television (TDT), as well as the implementation of laboratories and human resource training, having offered since 2010 various courses and workshops in Peru, Ecuador, Bolivia and Chile.

The formation of The Thematic Network of Digital Terrestrial Television and interactive applications within the Ibero-American Program of Science and Technology for Development (CYTED). Experiences have been exchanged in applied research and technological development through the organization and implementation of TDT international conferences, from 2011 to 2015.

Various interactive applications (health, t-voting, education, natural disasters and meteorology) have been developed based on the Ginga middleware, multiplexing tests (Transport Streaming), personalization of Set Top Box with Ginga and the generation of object carousel for the sending of Data casting and evidence for propagation coverage of the TDT signal. On the basis of an experience of more than 18 years in public management and municipal taxation, the Tax Administration Service of Lima (SAT) offers technical cooperation for knowledge transfer. To that end, it mainly focuses on its main operative procedures: I) quality services for Taxpayer Assistance, II) adequate supervision of taxation and III) effective collection management.

The implementation of this knowledge transfer is established with distinct criteria for each municipality or local government, considering its heterogeneity at a technical and organizational level. In this way, the SAT ensures the recipients who ask for assistance, an effective implementation the three sub processes mentioned above, which is sustained by the planning process.

For those local governments that have asked for assistance, this knowledge transfer has helped to contribute to the increase in revenues and tax base of their locations, as it helps ensuring the implementation and the delivery of public services required by the population of those municipalities or local governments. Thus the local government can become a modern organization, dynamic, changing with its environment and self-sustaining thanks to a continuous rise of revenues resulting from the new implemented management model.

ADVICE ON THE PRODUCTION PROCESS, ASSEMBLY AND DISTRIBUTION OF ELECTORAL MATERIAL

OFFERING DESCRIPTION

The National Office of Electoral Processes must prepare and distribute the material that is used in the organization of electoral processes, popular consultations and referendums, bearing in mind that our country is divided in 25 regions, 195 provinces and 1846 districts. This territorial division creates the necessity to design, print, assemble and distribute differentiated and personalized material (ballots, electoral acts, candidate’s posters and other formats) for each district, province and region, depending on the area where these electoral processes are carried out.

Our critical electoral material (ballots and electoral acts) has security measures to avoid its falsification. The distribution is implemented under unfavorable conditions because of the special characteristics that our country’s geography presents, therefore, we must use conventional means of transport and those which are available in each region: barges, motor boats, mules and in some cases on foot.

The processes implemented by ONPE for these activities ensure that the material reaches every polling place in the quantity required for the installation of polling stations which allow for all citizens to vote, and to facilitate the scrutiny work and filing of electoral acts, where the results are the true reflection of the popular will.

EXPERIENCE

The electoral material which was used for the general elections (first and second round) of 2001, 2006 and 2011 has been correctly prepared and distributed; this activity also was conducted successfully for the regional elections in 2002, 2006, 2010 and 2014; the last two with the implementation of the second round for regional elections.

With this working system the revocation of municipal authorities and complementary municipal elections from 2001 to 2014 and the referendum for demarcation of regions of 2005 were carried out. In all these processes there have been no relevant remarks regarding the provision of electoral material in order to comply with its purpose.

SIGE (INTEGRATED SYSTEM FOR FILE MANAGEMENT) AS A TOOL IN THE ELECTORAL PLANNING PROCESS

OFFERING DESCRIPTION

The aim of SIGE-ONPE is to have a tool which presents the electoral information in a dynamic cartographic viewer, composed of the political administrative districts and electoral regions, with supporting information such as the distribution of population centers; the national road network; the hydrographic network; the departmental, provincial and district capitals; and thematic information regarding poverty levels, rural issues, results of electoral processes according to the territorial areas.

In 2004, the first version of the project for the Electoral Geographical Information System was formulated, considering to date the following versions: 1.

SIGE-ONPE v.1 (2006): A dynamic and interactive system that allows for the browsing and display of the political administrative districts (version 2005).

This version includes the search of the districts through the deployment “tree” and the individual search, in addition to information reports.

2. SIGE-ONPE v.2 (2007): This new version includes the other properties of the previous SIGE-ONPE, the presentation of charts and graphs according to each selected process and by each selected district.

3. SIGE-ONPE v.3 (2008): This new version presents dynamic charts and multiple corporate maps with interfaces among the charts of processes from 2001 to 2006, and presentation modules of the information according to set menus for electoral information; basic statistics (which contain sub-menus with information of the electoral demography; election results and vulnerability) and interactive consultations.

4. SIGE-ONPE v.4 (2015): This version is conceived under a web architecture, inside it, a business intelligence tool for the exploitation of information through dynamic reports has been added.

EXPERIENCE

The SIGE-ONPE has been institutionalized as a necessary tool for electoral planning since its production startup in 2014. For that reason, training has been carried out for the different actors within the institution.

Within the country trainings have been carried out in the use and exploitation of information. Framework agreements have been signed in perpetuity with different institutions such as the Congress of the Republic, PCM, RENIEC, Defensoría del Pueblo (Ombudsman Office), Comando Conjunto (the Joint Command of the Armed Forces) and National Geographic Institute.

Also, the SIGE is registered with the INDECOPI as software of ONPE’s property.

SIGE-ONPE has been recognized on the part of the National Society of Industries (SIN) as one of the finalists in 2006 for being an innovative tool. In 2013 it received recognition in the competition Ciudadanos al día – CAD.

THE OMBUDSMAN INFORMATION SYSTEM

OFFERING DESCRIPTION

The ombudsman has developed software to implement the registration and monitoring of citizens’ complaints of the violation of their fundamental rights by government administration or private or public companies (service providers such as mobile communications, water and electricity).

The information regarding the complaint is registered in a database which allows its follow up, regarding the attention given to the complaint within established deadlines. This software has been used for some years and is now going to be replaced by a new improved version.

For many years, the Ombudsman office has been monitoring social conflicts inside the country. Through the Bureau of Government and Social Conflicts Prevention, the ombudsman office monitors and issues a monthly report of existing conflicts.

This report is distributed to national and regional authorities so that action may be taken when necessary. With specially designed software, conflict analysis is affected, identifying the causes and monitoring its evolution in order to alert the entities concerned.

EXPERIENCE

An ample experience of eight years in the implementation of the software. The reports are recognized by the public and private sector nationally because of the significance, and useful and immediate information.

MOBILE REGISTRY DELEGATION IN NATIVE COMMUNITIES

This current initiative aims to delegate Civil Registry functions to 1,245 native communities approximately, located in vulnerable sectors in Jungle and High Jungle regions throughout Peru, in this way, allowing for their incorporation in the RENIEC Civil Registry System to enable access to many Government social programs.

Due to the location of many native communities (generally, in remote areas of the country) there are many delays when sending the required papers which also delays the functional delegation procedure.

With Mobile Registry Delegation in native communities, time can be optimized, as staff traveling to these communities hold on site training for Civil Registers, set up and evaluate files (with all requirements), issue technical reports and registration books, thereby allowing the incorporation of the community into the RENIEC Registry System and enhancing its participation in State social programs and broader coverage in RENIEC.

“YOUR SAFE BIRTH RECORD WITH A CERTIFICATE OF LIVE BIRTH” – DIGITAL CNV

OFFERING DESCRIPTION

Promoting actions of inter institutional cooperation aimed at combating crimes such as the falsification of identity documents, identity theft and the trafficking of minors, the National Registry of Identification and Civil Status (RENIEC), took the challenge of developing the “Tu Acta Segura con Certificado de Nacido Vivo – CNV Digital”. It seeks to achieve systematization of the registry process, and to issue Live Birth Certificates (CNV) as a final, safe and reliable document, aiming for the use of technology and joining efforts with the Health Ministry in a strategic alliance.

EXPERIENCE

Launched in 2012, this project was the first of its kind. Therefore, although 160 years have passed from the establishment of the Peruvian Civil Registry, this was the first time that an ambitious proposal with good results was put into practice.

This project has received the award for Good Practices.

BILINGUAL CIVIL REGISTRY

Trying to protect their rights and preserve cultural practices of indigenous citizens who have a native language other than Spanish, RENIEC has developed Good Intercultural Practice (PBI) intended to acknowledge linguistic rights. Spanish was used as a written and oral backup for the native language.

At present, the first Bilingual Civil Registry of Peru and America Latina has been implemented. RENIEC is a pioneer entity in this registry improvement with an intercultural focus, issuing legal Birth, Marriage and Death certificates with all the necessary documentation in both Spanish and Jaqaru.

EXPERIENCE

Intercultural practice (launched in 2014), added the native population of Tupe, in Yauyos province, Lima region, Jaqaru speakers. This has allowed the registration of vital events in their own language, promoting respect and cultural and identity preservation of a village with about 750 Jaqaru speakers.

CIVIL REGISTRY AT YOUR REACH: WEB PAGE OF CIVIL REGISTRAR

OFFERING DESCRIPTION

This is an informatics solution based on a web page service platform called “Portal web del Registrador Civil” (Civil Registrar Web Page) which changes traditional methods of accessing information of Civil registrants marked by paper-based official communication. After registrar authorization (login), immediate access is given, regarding various information and different services that RENIEC provides to users, for example: current legislation and criteria.

The web page allows civil register consultations in the RENIEC database regarding identity (DNI) and registry certificates (Civil Registry), preventing multiple registrations which affect registry legal security. Norms in registration matters are updated continuously by professional attorneys, even giving the historical context for certain records.

In Peru, a minor who is not registered when born or does not possess a National Identity Card (DNI), cannot exercise his or her rights. The minor has no legal entity and no access to health services, social security or education.

This situation puts the minor in danger of being abandoned, exploited, abused, or being the victim of the trafficking of persons.

Based on this, RENIEC through the management of Civil Registry and Information Technology has developed this system which initiates with the pregnant mother, the Registration of the newborn child and issuing documents such as the Birth Certificate and the identification document card (DNI). This integrated system for the identification of minors helps to diminish their vulnerability, by reducing the trafficking of minors, document and identity theft, creating a database that will be useful to the Peruvian government and different ministries.

INTEGRATED SYSTEM OF DOCUMENTARY MANAGEMENT - SITD

OFFERING DESCRIPTION

When the use of information and communications technology became common in public and private management, commencing with databases and the advent of word processors and other office applications, especially e-mail, it became necessary to conserve and file documents that are born, live and die in electronic format. Accomplishing this represented a new leap in complexity and in the way of thinking of managers and archivists.

Therefore, RENIEC, in keeping with new trends, has established within its organization a system for document management made effective and efficient by the following: Elimination of paper use in external and internal communications, Adopting good practices which make dynamic communications benefit the administrators, Using a document processing system that allows the use of digital signatures and certificates with available communication and information technologies, Aligned with policies of electronic governing and the development and modernization of the State .

In keeping with this, RENIEC has developed the “Integrated System of Documentary Management” (SITD) based on a computer platform which allows documentary integration and interoperability generated by different entities of State and private entities that provide information to RENIEC that needs to be processed as part of documentary management system.

THE “INFORMED VOTE” PROJECT

The “informed vote” project of National Jury of Elections was created in 2010 aiming to engage political organizations, the media, citizens and civil society in improving the quality of democracy and electoral transparency in Peru and, at the same time, encouraging people to perform a responsible and informed vote.

In this sense, the project is based on promoting ethical conduct of political organizations and the candidates that represent them, as well as putting information at the disposal of public for decision-making governing the country’s future.

Como producto de esta experiencia exitosa, se construyó una plataforma informática y se formuló una metodología de intervención, que se plasmó en la suscripción del Pacto Ético Electoral, diversas intervenciones cívico educativas, una estrategia comunicacional, la organización de debates electorales, la capacitación técnica a organizaciones políticas y la firma de acuerdos con medios de comunicación y sociedad civil.

As a result of this successful experience, an informatics platform was implemented and a methodology of intervention was submitted, which resulted in the subscription of the Electoral Ethics Pact, various civic educational interventions, a communication strategy, the organization of electoral debates, technical training for political organizations and the signing of agreements with media and civil society.

THE “INFOGOB” PROJECT

The INFOGOB Project of National Jury of Elections (JNE) was implemented in 2008. It aims to contribute to the strengthening of Peru’s democracy, by analyzing governmental conditions and citizen participation, and by fortifying social monitoring through education.

Apart of supporting to the social vigilance, the richness of the National Jury of Elections Data collected since1931, has provided social monitoring and improved the production of academic research concerning electoral and democracy issues.

Therefore, this informatics platform has resulted in a successful and important experience in Peru, awakening interest from other electoral entities of Latin America.
