1978 – 2020

“I have been fortunate to work at VUHS for my entire teaching career of 42 years. Through many educational and personal changes over that time I have endeavored to focus on what has always been most important to me as a music educator - making music with my students and experiencing the joys of learning and performing together. Teaching instrumental music in grades 7 - 12 has allowed me to be a part of the lives of many hundreds of extraordinary students during periods of amazing intellectual, musical and emotional growth. My hope is that I have made a difference in their lives through music. Being the Band Director at VUHS has been a wonderful career experience for me...one that I would not trade for any I can imagine. I will cherish my memories of concerts, musicals, music festivals and excursions far and wide.

I am looking forward to living a life with a more flexible schedule so that I can spend more quality time with my wonderful and supportive family. I will continue to share my love of music with the Vergennes City Band, the Vergennes Congregational Church choir, playing my French horn, and teaching private instrumental music lessons. I look forward to having more time to quilt, kayak, read, travel, connect with friends, and volunteer.”

FROM PRINCIPAL STEPHANIE TAYLOR: Sue O’Daniel has devoted her entire teaching career to the students of Vergennes Union High School and thousands of music students are so glad she did. From concerts, auditions, annual trips, the musical and the marching band, Sue’s energy is unmatched and her legacy will continue as these unique features continue to challenge students in high quality musical expression. Sue has clearly had a tremendous impact on music instruction and appreciation for the performing arts both here and in the wider community. Don’t be misled by the size of her feet, they will be big shoes to fill.

For the dedication and hard work, you deserve the best retirement ever.

NANCY AMBROSE

40 years

1980 – 2020

“I started teaching math at VUHS straight out of college in the Fall of 1980. I had the privilege of working for 15 years with Evelyn Burke who really taught me everything I needed to know to be a successful math teacher. I have taught every HS math class offered at VUHS over the course of my career. In my earlier days, I coached basketball and softball both junior high and JV. I was the math team advisor for many years before I recruited a former member, Lynn Duprey Kayhart to come teach at VUHS and take it over. I feel fortunate to have had a 40-year career doing what I love to do.

I have no immediate plans for retirement at this time but do plan to travel to exciting places with my adult children.”

FROM PRINCIPAL STEPHANIE TAYLOR: Nancy Ambrose had contributed much beyond her strong content knowledge to the students of Vergennes during her long career at Vergennes Union High School. She combines the unique characteristics of master mathematician and master teacher in order to reach every student. She builds a great rapport with her students and works hard to maintain high standards and instill a sense of responsibility both as learners and as members of this community. As department chair, teacher leader, morning meeting advisor and as a trusted colleague, she always acts with the best interests of VUHS in mind. Her commitment and professionalism will be missed. ~ 1~

RONDI WHITNEY 32 years

1988 – 2020

“When June 2020 rolls around, my professional career to date as a Speech and Language Pathologist will be a 34.6 year run of providing the associated services to students in the public school. A neon flash in my mind thinks, “How is that even possible?” The time has simply flown by… My decision to leave ANWSD, where I have spent the greater part of my professional career, was not an easy one to make! Yet, it was the best choice for my life, right now.

Since the Fall of 1988, I have served the students and families of the Addison Northwest School District in different configurations spanning all of the schools- elementary - ACS, FCS and VUES, as well as the middle and high school- VUHS. I leave with so many memories, so many collegial relationships and experiences that have enriched my life. My work has brought many moments of fulfillment and purpose, as well as the ultimate reward of witnessing student growth and development many times over, and in more than one generation.

My choice to leave at this time is not an end to my work as a Speech and Language Pathologist, but a new and exciting path to explore other avenues of service my SLP license avails to me when I hope to scale back, a little. With a more flexible schedule, I hope to travel, see my grandchildren more in AZ. Read books that have been waiting on my 'must read' list for years. Garden, learn new skills, enjoy being around friends who I haven’t seen in a while ... In short, I plan to LIVE.” FROM DIRECTOR OF STUDENT SERVICES KARA GRISWOLD: Rondi joined Addison Northwest School District 32 years ago. Rondi has tirelessly provided high quality services to hundreds of students through her years at ANWSD. She has been through many changes through the years: she has seen it turn from individual schools to an SU to an SD. Rondi has stayed current and changed with the times in all areas of speech and language. She has participated in many courses throughout the years at ASHA and VSHA. Rondi is a warm, kind, open hearted person. She is always willing to listen to complex situations and provide ideas and insights for one to consider. Rondi has had her share of challenges through the years, but she has never let that stop her. She continues to learn new skills, collaborate with her colleagues and grow her mind on a daily basis. She is truly a model for all. You will be greatly missed at ANWSD. Congratulations on a wonderful career and best wishes for the next phase-it has been our pleasure to know you and work with you. And in the words of Jojo Moyes, “Live boldly, push yourself. Just live well. Just live.”

CAROL ANDERSEN

20 years

1999 – 2019

FROM DIRECTOR OF FINANCE & OPERATIONS ELIZABETH JENNINGS: Carol came to Addison Northwest in 1999 and was hired as the Secretarial Assistant to the Director of Student Support Services. Her background was strong in the financial field, therefore, in 2001 when a position in the Business Office for Payroll and Accounts Payable opened, she was quick to jump on the opportunity to fill a different role for the District. The services provided to the District by Carol throughout all these years has been instrumental in keeping all the cogs in the wheels turning. She has contributed to the continuity and sustainability of the District in so many ways that they cannot be counted. Carol is a leader, not a follower. She is always at the forefront with new ideas and strategies to make the office better and more efficient. Her organizational skills are stellar. It is no surprise that Carol had her hand in every task possible in the Business Office throughout the years, thus allowing the consistency and cross training to do whatever needed to be done. From paying the bills, processing payroll, reconciling accounts, accounts receivable, employee benefits, and software/consolidation conversions, she has done it all. She was always punctual, giving 100% and more to any task, and always a team player. You could count on Carol to step up whenever help was needed. Carol will be greatly missed in the Business Office at ANWSD, but we look forward to hearing all about her awesome adventures in retirement.

MESSAGE FROM THE BOARD CHAIR Dear Members of our Five Town Community, The Addison Northwest School District (ANWSD) Board of Directors and the community it serves have no higher calling than to ensure the best possible education for all our District students. Our vision statement reads, "We envision a kind, collaborative, and creative community for all that nurtures a diverse and accessible learning environment. Students will flourish as critical thinkers and productive citizens, cultivating resilience in an ever-changing world." Although we have engaged--and will continue to engage--in difficult conversations about financing, structure, and practice, that vision for our students remains the critical focus that motivates and inspires our shared commitment.

On Town Meeting Day 2019, the ANWSD voters narrowly (672-666) passed a budget that proposed a $.09 increase to the union tax rate. The School Board took the results of that vote very seriously and worked diligently to identify options for fiscal year 2021 that would preserve student opportunity, increase equity, allocate sufficient funding for facility maintenance, AND ensure affordability for our taxpayers. These conversations are not new to our District. For years, we have discussed declining enrollment and rising costs during our public meetings and community forums. This year, we continued those conversations, examining the fiscal and demographic challenges that face our District and grappling with the hard facts of declining enrollment, education funding policy, healthcare cost shifts, and our community’s ability to fund our system.

This proposed budget is the product of efforts to address the fiscal and demographic realities of our community while aligning with our District vision.

Enrollment: The ANWSD currently serves 870 students and expects 2021 enrollment of approximately 850 (400 in grades K-6 and 450 in grades 7-12). As the larger classes graduate from the high school, our District will lose another 90 students, for an estimated enrollment in 2024 of 760 students K-12. This trend of enrollment decline has existed for over a decade, as the District served 1250 K-12 students in 2008. The repercussions of this enrollment decline and the undeniable fact that we will see continued enrollment decline into the future are significant and unignorable, and they are the primary drivers behind the changes we have proposed and the changes that will continue in the ANWSD. Community Votes: Throughout the spring and fall of 2019, the Board held a series of community conversations during which we shared information about changing demographics and District expenses. We gathered community input to guide our decisions. Four priorities emerged: a) increase consistency and equitable access to education across grade levels, b) maintain and improve where possible our excellent educational programs across the entire K-12 system, c) develop a stronger middle school model that best supports our young adolescents, and finally d) develop a budget that respects our taxpayers who support this education.

A number of scenarios were presented for community input, ranging from continued status quo operation of all buildings to consolidation of all District students into two centralized facilities. Estimated costs and savings projected into the future were presented for each option, and the Board indicated that the model of maximum consolidation would most efficiently serve students by cutting costs that are indirect to student learning. Prior to building the fiscal year 2021 budget, the School Board decided to ask the voters of the towns of Addison and Ferrisburgh whether they would agree to close their schools, which would have allowed the District to consolidate students and the towns to take ownership of the buildings and repurpose ~ 4~

them for town-specific use. A direct mailer to Addison and Ferrisburgh residents, along with town-specific community forums, board meetings, and online venues announced the November 2019 vote and detailed how the results would impact taxes and District facility use. Voters in both towns rejected the board’s proposal for maximum consolidation and elected to keep the school buildings open as part of the Addison Northwest School District. These results informed the School Board which facilities would remain available for student programming through fiscal year 2021 and beyond.

Budget: The proposed fiscal year 2021 budget meets the goals of preserving student opportunity, increasing equity, maintaining facilities, and ensuring affordability. Major factors that impact expenditures for fiscal year 2021 include Hannaford Career Center tuition increase of 23.45% ($120,000), statewide teacher healthcare negotiations resulting in increased cost to ANWSD ($93,000), healthcare premium increase of 13.9% ($262,000), and 7% local revenue reduction (-$226,000) due to funding formulas based on expenditures.

Declining enrollment (loss of 10.91 equalized pupils) requires us to raise an additional $364,000 through taxes. State funding changes also mandate that special education expenses will be reimbursable only when students are served within District facilities or an approved educational center.

In order to accommodate these cost increases and reduced revenue, which are imposed on us from outside of our District, and maintain opportunity and equity for our students, the Board chose to put forward a budget that uses our available facilities to meet the needs of a greater percentage of our District students.

This budget includes repurposing Addison Central School as an alternative education facility, which will allow ANWSD students who have previously been educated outside of ANWSD (at a non-approved, nonreimbursable facility) to return home and be educated within a District facility. In order to enable that, K-6 students who reside in the town of Addison will attend the Vergennes Union Elementary School (VUES). That transition will also result in class sizes at VUES that align with the ANWSD class size policy (average of 15-18 students per class for grades K-2 and average 15-20 students per class for grades 3-6). Additionally, the alternative education facility provides a potential new revenue source to the District through tuition payments from other school districts.

This proposed budget sets District expenses at $21,842,594, 1.36% LESS than fiscal year 2020. Due to the decline in equalized pupils and reduction of Act 46 consolidation incentive, that decreased expense budget is estimated to result in a union tax rate increase of 2.17% ($.04). Please review the information in the following report and reach out with any questions. We hope that you will join us in supporting this budget on March 3, 2020.

These are indeed challenging times for our School District. The Board is committed to working together with all ANWSD stakeholders toward future solutions that will provide the best education possible for all our District students while remaining affordable for our taxpayers. MESSAGE FROM THE SUPERINTENDENT OF SCHOOLS Dear Addison Northwest School District Community Members, As the Superintendent of the Addison Northwest School District, I am honored to work with our administrators, teachers, and support staff who devote their time and energy to improving learning for all students of our community. Every day brings new challenges as well as reasons to celebrate. Our students keep inspiring us with their creativity and talents and they make us proud.

Our building administrators, Central Office staff, and Teacher Leadership teams continue to work collaboratively across settings to support a variety of educational initiatives including a focus on studentcentered, personalized learning for all students. We are committed to shared leadership and staff professional development where teachers are able to learn from each other, share teaching practices, align curriculum and assessments within schools, and across our District.

Our Annual Report includes summaries from the various departments and individual schools, as well as a compilation of student performance data, school improvement initiatives, demographics, and budget information. The proposed budget will sustain our District’s annual goals, continuous improvement plan (CIP), mission and vision for our schools. Our emphasis remains on providing students with the best educational opportunities, to invest in our facilities, promote safe and healthy schools, and to encourage better use of the latest technologies to keep students and staff competitive across the country.

Our FY21 budget investments continue to prioritize both academic and social/emotional learning for students at all levels; as well as the safety, security, and maintenance of our school buildings. Our administration and school board members have worked diligently to create a budget that is fiscally responsible without compromising the quality of education the students of ANWSD deserve. The budget represents our dedication to establishing a district that is equitable for all students. By consolidating students onto fewer campuses we are able to stretch our financial resources even further and ensure that every student has access to the same high-quality learning environment and educational resources, while at the same time giving students in need of alternative education access to an appropriate learning environment that can adapt to their evolving needs.

DEPARTMENTAL REPORTS LEARNING AND TECHNOLOGY

Violet Nichols, Director

The office of Learning & Technology coordinates and partners with district educators and administration to support Pre-K to grade 12 curriculum, instruction, assessment, technology, after school/Fusion programs, English Language learning (EL), Health & Wellness and mentoring programs. Major focuses of the office have centered around cohesion-building structures, teaching and learning initiatives and systems.

Significant efforts have been put into place to support team structures and the building of capacity of ANWSD educators. Violet Nichols, Director of Learning and Technology, began work with several new team structures beginning July 1, 2019. These teams include a district Educational Leadership Team, whose members also have positions on school leadership teams, to create cohesion. Violet serves on both VUHS leadership teams, in addition to chairing the Administrative Work Group B, Principals’ Meetings, and ELA and Mathematics Intervention Teams, which are in partnership with Student Services Director, Kara Griswold. The office of Learning & Technology values partnerships between general and special education and have teamed together on significant professional development initiatives, with plans to continue to do so in the future. Within several years of coordinated, intentional structures in place, teacher-leaders become equipped to lead instructional initiatives, which will then see greater levels of implementation, leading to increased proficiency for all students. Educators are our greatest resource; developing them professionally and empowering them to lead with agency is a goal of administration.

Teaching and learning initiatives gaining traction this year and slated to remain a focus in the next 3-5 years are personalized learning, proficiency-based learning systems, including teaching and assessment practices; best practices for student-centered learning and equity. The office of Learning and Technology runs the Comprehensive Needs Assessment process which leads to the creation of the Continuous Improvement Plan. From this process, which includes all district educators in a comprehensive data review, teaching and learning priorities are identified and Consolidated Federal Grants are written to fund professional development that supports the teaching and learning needs identified in our data, as you will see in the below graphs. Management of federal, state and local grants including Title I-A, II-A and IV-A grants is a year-round process that supports the work of our educators. In addition to federal and state grant-funded professional development, the office of Learning & Technology manages all in-house professional development. This year the department implemented a multi-year professional development plan which focuses on the key tenets of teacher-led and co-led teams, and best practices in student-centered learning in a proficiency-based system. From Professional Learning Groups (PLGs) at VUHS, to upper elementary grade-level teams, and the start of Orton-Gillingham Classroom Educator groups beginning at the K-2 level, which will cycle through upper grades in the years to come; all 21 teacher-led and co-led groups are multi-disciplinary and include specialists, content and classroom teachers, para educators, school nurses, specials teachers, special educators and administrators.

Continuing to look forward, systems priorities identified are the revisions of our Local Comprehensive Assessment Systems, Educational Support Team procedures and Personalized Learning Plans. Additionally, equity and technology audits will be conducted, which will inform the development of systems. Each of these initiatives will require leadership teams, administration and educators to partner and create systems that improve teaching and learning for students within ANWSD. ~ 14~

In the following sets of data you will see current and longitudinal data for Smarter Balanced Assessment Consortium (SBAC) performance, which, when combined with diverse data sets, guides our focuses for Continuous Improvement Planning (CIP). This year our three CIP priorities are proficiency for all students, safe and healthy schools and investment priorities. SBAC assessments are criterion-referenced, computerbased assessments aligned with Common Core State Standards. Currently these assessments are administered to students in grades 3-9 for math and English Language Arts (ELA). In grades 5, 8 & 11, students take the Vermont Science Assessment (VTSA). To contextualize the graphs that follow, please reference the below SBAC achievement levels.

TECHNOLOGY

POINTS OF PRIDE: The IT Department has seen changes in a number of areas in the past year.

We have achieved recommended network connections. The Agency of Education recommends network bandwidth of 1MB per student. We now have a 1GB connection in the Vergennes Union High School that it shared with Vergennes Elementary, Ferrisburgh Elementary, and the Central Office using a FirstLight connection. The Addison Central School has a 100mb connection from Waitsfield Telecom. With almost 900 current students, we are within the recommended specifications set by the State. These connections offer much greater bandwidth to support increased Wi-Fi usage in all of the schools. The Internet connections are supported by the federal E-Rate program that reimburses us for 60% of the cost.

Chromebooks have become essential tools for students in grades 3 and up. They start up quickly and the batteries last all day. They can be used when they are needed, and students don’t need to go to a computer lab to have access to the systems. This provides much better equity for all students. With our faster Internet connections, all classes can be using Chromebooks at the same time with no loss of signal.

The Agency of Education has fully implemented the Statewide Longitudinal Data System (SLDS). This system is bringing all areas of data collection under one new system. It has taken many days of work to bring our systems into alignment with the State. There continues to be work as we plan for data collections several times per year. The long-term goal will be to automate the collection saving many hours of time during the

year. There is still much to do to be ready for this to happen but it’s a welcome change. So far, this year, we have submitted our reports before the deadline and hope to continue our on-time status.

UPDATES ON PROGRAM: PowerSchool continues as our student management system. It is used by teachers, administrators, students and parents. It has become an essential tool for all areas of our operation including scheduling, attendance, grade storage, and other aspects of student life.

In addition to PowerSchool, the IT department supports more than a dozen other software programs used throughout the District. It’s our goal to be sure all the various systems work well together.

FUTURE PLANNING: We are making plans for an updated phone system. The State has a grant to pay for the cost of adding E-911 compatible phones throughout the District. In the event of an emergency, if anyone calls 911 from a school phone, the dispatcher and first responders will know where in the building the emergency is located. The E911 grant will enable initial financing of the system. In addition to the State E-911 grant, the E-Rate program is also supporting us through new wiring and network hardware.

HEALTH & WELLNESS

POINTS OF PRIDE: In 2019, ANWSD received the Vermont Governor’s Excellence in Worksite Wellness Gold Award and recognized for successful work in the areas of policy, programming, and environmental supports in place to promote the health and wellness of ANWSD faculty and staff. District coordinated efforts by the ANWSD Employee Wellness Team used a full set of wellness activities and strategies set up throughout the school year as part of a targeted wellness vision, to create and maintain a healthy workplace culture. Based on data from Blue Cross Blue Shield’s Vermont Education Health Initiative (VEHI) Health and Wellness Report, the percent of ANWSD subscribers within a ‘healthy status’ range has increased steadily since 2016 which indicates these efforts are having a positive effect.

With support and resources from VEHI, Planned Action Towards Health (PATH), United Way of Addison ~ 20~

County and the Vermont Department of Health, this program is funded by grant opportunities and has contributed to hundreds of hours of physical activity, free fitness trackers for over 100 employees, nutrition education classes, fitness classes, and mindfulness activities across the District.

ANWSD’s School-Based Substance Abuse Services (SBSAS) Grant continues after many successful years helping to support alcohol and drug use prevention and mental health promotion as part of the Student Assistance Program (SAP). With the SAP, we are able to implement substance use prevention strategies, including: substance use and mental health screening and referral services, initiatives that support the Whole School, Whole Community, Whole Child (WSCC), student peer leadership groups, student educational support groups, and training for faculty and staff on these areas.

GETTING TO ‘Y’ (GTY) is an opportunity for students in grades 7-12 to bring meaning to their own Youth Risk Behavior Survey (YRBS) data. In 2019, the School Based Substance Abuse Services (SBSAS) Grant, along with partnerships between Up for Learning, the United Way of Addison County, and the Vermont Department of Health, provided opportunity for 16 middle school students and 14 high school students to become schoolwide GTY trainers with two high school students continuing on to become statewide GTY trainers. These teams anxiously await the 2019 YRBS data to be released so they can begin data review, identifying areas of strength, areas of concern, possible root causes, and action ideas to address these concerns. Previous YRBS teams hosted community dialog events in 2019 focusing on the 2017 YRBS data and concerns they identified: middle school, E-Cigarettes and Vaping (7% of middle school students smoked cigarettes or cigars or used smokeless tobacco or electronic vapor products, past 30 days, 2017 YRBS); high school, Building Community Connection (40% of students don't feel like they matter to their community, 2017 YRBS).

A successful school learning environment is the result of a collective effort by many members of a school’s community. Creating partnerships and sharing resources with United Way of Addison County, Vermont Department of Health, Vermont PBIS, Vermont Education Health Initiative, Up for Learning, WomenSafe, and Addison County Solid Waste Management District have continued in 2019 helping to support student learning, development and health related activities at ANWSD. UPDATES ON PROGRAM: Teaching and learning begins when all children and adults feel safe, healthy and supported while at school.

In 2019, K-6 faculty and staff were trained in Crisis Prevention Intervention, CPI 1: De-escalation Skills; CPI 2: Advanced Skills in Nonviolent Restrain for selected staff. Two ANWSD employees were trained as CPI instructors and will provide in-house staff training as a cost savings. Benefits of CPI include strategies for reducing challenging behaviors, reducing injuries, complying with laws and standards, improving staff confidence, and preventing challenging behaviors from occurring at all. There were approximately 35 K-12 staff trained in Cardiopulmonary Resuscitation (CPR) and First Aid. A nurse was hired at VUHS certified as a CPR Instructor. CPR certification is a requirement for school nurses, nurse delegates, childcare staff, PreK teachers, and other identified roles in the District. Positive Behavioral Interventions and Supports (PBIS) Teams received Tier 1 professional development provided by Vermont PBIS and continue leading this work in their school buildings. Vermont PBIS coaches continue to help with programming, data analysis, professional development for faculty and staff, and providing clarity on alignment of PBIS, Responsive Classroom and Restorative Approaches. Ongoing professional development in these areas allow teachers to identify specific strategies they use to value, respect, support and appropriately challenge all learners in a ~ 21~

safe and healthy learning environment. Grant funding supports these professional development opportunities, programming and coaching support.

ANWSD Health and Wellness teams continue to use the Whole School, Whole Community, Whole Child (WSCC) model as one lens to our work -- focusing on youth, addressing education and health outcomes, organizing collaborative actions and initiatives that support students, and strongly engaging community resources. In 2019, the ANWSD K-12 Health and Wellness Leadership Team (HWLT) began using the School Health Index (SHI) as a tool for assessing health and safety policies and programs. The SHI aligns with the WSCC model, identifying strengths and weaknesses, and enables schools to develop an action plan for improving student health that can be incorporated into Continuous Improvement Plans (CIP). The K-6 Health Education Work Group continues assessment of K-6 health education and best practices for Tier 1 instruction and supports. The K-12 Nurse Team continues working on best practices for policy procedures, documentation, and common forms.

FUTURE PLANNING: Continue to support student engagement, improved academics, positive community, effective management, and developmental awareness around Social Emotional Behaviors through strategies like PBIS, CPI, and Restorative Approaches. Health and Wellness Teams will continue to be data driven working towards meeting required legal obligations and requirements, district initiatives and building based projects and activities. Build consistency around program coordination, evaluation and training of new staff.

We are a district-wide program, currently located at Ferrisburgh Central School.

Our program runs four days a week.

We have a morning and afternoon session of students.

On average, we have 12 children in each group.

We serve 50/50, students with identified special needs and peer models.

FUTURE PLANNING: 

We will be holding our annual Child Developmental Screening days in March 2020.



Fall 2020 enrollment will follow the screening.



We will be renewing our STARS certification April 2020.

STUDENT SUPPORT SERVICES

POINTS OF PRIDE: During the FY19 school year, the Special Education department went into year four of having an evaluation team. The AOE, as part of their annual compliance monitoring, complimented us on being one of the few districts in the state to have 100 compliances on our evaluations. We continue to work with the AOE to move from a discrepancy-based eligibility model to an MTSS-SLD model. As Universal instruction continues to improve to meet the needs of all learners, we are able to move away from a discrepancy model to an MTSSSLD model. This continues to afford us the opportunity for both special educators, interventionist and classroom teachers to improve their progress monitoring ability and increase the menu of instructional practices and programs available to students who are struggling. We continue to use Goalbook as a tool to develop goals and objectives that are written in SMART (Specific, Measurable, Achievable, Relevant and Timely) format and use their newly developed progress monitoring schools that are aligned to curriculumbased measures. The Special Education department and the Curriculum department are working closely to bring Orton-Gillingham Classroom Educator (OGCE) to all classroom teachers grades K-2 and effective OG practices training to all interventionists and special educators this spring and summer.

UPDATES ON PROGRAM: We continue to increase our capacity to serve and meet the needs of students who struggle with behavioral challenges. Our school psychologists and school-based clinicians continue to work with student teams who have complex behavioral needs by developing behavioral plans that target the student’s behavior and teach a replacement behavior. We continue to grow the knowledge and skill of the evaluation team by partnering with other districts’ evaluation teams, this allows us to learn from each other what works and to develop common practices throughout the country. Co-teaching continues to be a strong instructional model at the 7-12 level. Co-teaching is occurring in 7th and 8th-grade English language arts, mathematics, as well as high school English, math and science courses. This year a small group of students will continue to participate in the adaptive skiing program at Sugarbush.

FUTURE PLANNING: We are planning for the transition of a small behavior school/program to our District for the coming school year. We will be developing an advisory group to lead the work on this transition. We continue to learn how Act 173 will impact special education funding in the coming months and how to develop our budgets based on the new funding formula that goes into effect FY 22.

AFTER SCHOOL PROGRAMS

POINTS OF PRIDE: In April 2019, the ANWSD was notified that it was awarded a renewal of its 21st Century Community Learning Centers (21st CCLC) grant that supports the Fusion enrichment program at VUES and was eligible to expand its programming to serve students at ACS as well. The total grant award over five years is a little under one million dollars. Eligibility for this grant is based on need and is determined by the federal government.

In addition to the 21st CCLC grant, Vergennes Union High School was awarded $40,000 in funding over the next two years from the Afterschool for All grant program.

Funding for the Afterschool for All grant program comes from a one-time tobacco settlement funds allocated by the Vermont Legislature to the Agency of Human Services in 2018. Priority was given to programs that: increase access for low-income children and youth; create or expand options in underserved areas of the state; serve adolescents and teens; and / or foster skills in science, technology, engineering, and math (STEM).

Previously, afterschool enrichment programming was only offered at Vergennes Union Elementary School and for 7th and 8th graders at Vergennes Union High School. Though the 21st CCLC funding did not include monies for Ferrisburgh Central School, receiving these two grants has allowed for revenue generated from the ANWSD childcare program to be used to support programming at this location. This- combined with support from the general fund- has allowed the ANWSD for the first time to create a comprehensive district-wide afterschool and summer enrichment program that serves all ANWSD students.

Over the next year, we will be looking at how to maintain access to programming for all ANWSD students by making our programming more efficient; increasing revenue by explaining offerings to community member; writing new grants and partnering with local businesses and organizations.

Friendly Neighbors. Vergennes partners with Mt. Abe (football & lacrosse) and Middlebury (boys & girls ice hockey) to give our athletes an opportunity to play. Vergennes also hosts runners from Mt. Abe as part of our indoor track program and even a cheerleader from Middlebury.

Vergennes Live. Vergennes Boosters Club provides funds to purchase states first automated live stream camera in the high school gym. Visit the athletic home page at vuhs.org to watch your Vergennes athletes live when you cannot make the game!

Power of music. Vergennes Boosters Club provides funds for the athletic department to purchase sound systems for each of its athletic fields. Teams now have music for warm-ups and microphones for announcing. ~ 26~

Program growth. The Athletic Department completed its first year as a K-12 program. In this first year bringing our towns together as one, there were 217 soccer players, 10 cross country runners (grades 5th & 6th) and 158 basketball players in grades K-6.

Community give back. As part of the new ANWSD Athletic Program, each Saturday during the fall and winter seasons, the high school coaches and players conducted community soccer & basketball clinics.

Sub Varsity development. Continuing the trend of solid participation in the athletic program, Vergennes fields the first ever JV girl’s lacrosse team, supports JV baseball for the first time in eight years and a JV boys basketball program.

MAUSD and ANWSD Food Service Cooperative POINTS OF PRIDE: Most importantly, the ANWSD Food Service Cooperative serves our students well. Our menus are based on good wholesome, homemade recipes, and foods. Our staff take care of students with good food, smiles, warmth and kindness every day. Other points of pride include: •

Increased local purchasing with more produce and meat from Addison County Farmers.

Successfully satelliting meals to Addison School and reducing staff in the process.

•

Effective systems fully in place to manage our programs and support our staff.

•

Our school nutrition programs all work as one team.

•

We have a strong commitment to training and program improvement including utilizing our own staff to share skills with each other and across programs.

Addison Central School has a $4000 Fresh Fruit and Vegetable Program Grant.

Very strong Summer Meals program in 2019 and strong second year of the “Grill Site” at VUES.

UPDATES ON PROGRAM: We continue to see a decline in students who are eligible for free and reduced meals. This is cause for concern as it means we will eventually lose the opportunity to get federal funds for programs such as Summer Meals and At-Risk Afterschool meals.

School meals debt is on the rise. This may have to do with families making too much money to qualify for federal programs but not enough to keep up with the rising costs of living in Vermont.

All programs have maintained good participation for lunch and breakfast.

FUTURE PLANNING: •

STUDENT LEARNING & POINTS OF PRIDE: On January 22nd, the ACS Student Council has been invited to the State House in Montpelier to be recognized for their planned events in Red Ribbon Week in teaching their peers to stay drug free!

We added an afterschool FUSION program introducing our students to photography, cooking, gift making, Legos, mapping with the Maritime Museum, Tae Kwon Do, and many others!

Many students participated in the stage production of Blather, Blarney and Balderdash last spring! Many thanks to our director, set designer, costume mistress, producer, and casting director...Sarah Bicknell!

These shows are not possible without her countless hours of sharing the magic of live theater with our children!

ACS participated in “Start with Hello” and “See Something, Say Something Week” sponsored by Sandy Hook Promise.

We had “One School, One Book” that we read as a whole District with the book “A Boy Called Bat”. We are looking forward to finding out what this coming year’s all school read will be!

Substances Abuse Awareness Poster Contest Winners sponsored by Knights of Columbus and Celebrated with Chief Merkel.

We had an “Idiom Parade” in October where students dressed as their favorite idiom in costumes, then the other students, staff, and parents guessed their idiom.

CULTURE & STAFF: Kim Simmons (grade 5/6) was recognized as the UVM Outstanding Teacher of the Year in ANWSD. We systematized an ACE (Adverse Childhood Experiences) team that addresses student’s social emotional needs by ensuring their basic needs are met by partnering with outside agencies and collaborating closely with families.

We continued our Celebrations of Learning Assemblies (COLAS) twice a month with a variety of student presentations ranging from Bal- A-Vis-X in grade 3/4 , to PE Ropes Course experience with grade 5/6, to Kindergarten friends who taught us a new song and read us their “All by Myself” writing, while Grades 1/2 taught us how to “Fill someone else’s bucket”, which helps fill our own buckets too!

Stephanie Taylor, VUHS Principal and Kathleen Kilbourne, ACS Principal, were selected to participate in the Margaret Waddington Leadership Institute hosted in NC at the Center for Creative Leadership, in Partnership with the VT Principals Association. This grant funded opportunity allowed for personalized professional development as it relates to each leaders’ strengths and areas to further develop based on both stakeholder feedback and self-reflection.

We continue to be a PBIS school with school-wide expectations and intentional teaching (and reteaching) of social emotional wellness.

Staff has participated in ALICE training, provided by Officer Tatro, as well as Stop the Bleed Training. ~ 36~

BUILDING & GROUNDS: Director Ken Sullivan worked over the summer making many updates and improvements in our building ranging from heating and ventilation to replacing windows. In addition, building safety and security remains a high priority that has been updated using the latest technologies available.

ACS has a building-based safety team that meets monthly to review procedures and scenarios together.

This is in addition to the larger District safety team that is in place.

COMMUNITY: ACS Student Council sponsored a pet food drive during Red Ribbon Week; “Keep Your Paws Off Drugs”, and gave all the donations to HomeWard Bound in Middlebury, VT. They also organized a food drive in December, and shared that food with the Vergennes Food Pantry, and provided a clothing swap for the community in addition to a book drive.

We partnered with Middlebury Indoor Tennis (MIT) to teach weeks of tennis in PE, culminating with a family night at MIT. We plan to replicate that partnership.

We won the Bixby Library Card drive with most new students signed up for a card…. $100.00 to the Flying Pig Book Store!

Partnering with Kayhart Farms and have ‘adopted’ a calf named Addison and are watching her grow and change monthly!

Middlebury Lions Club provided vision screening on all our students, free of charge. Vergennes Lions Club donated a dictionary to every third and fourth grader at ACS. We are grateful to our “Parents and Friends of ACS” group who continually support us in monthly family events and supports us in learning outside our school building on field trips and adventures! Even during the summer, we had a day out at the Ballpark at the Lake Monsters!

Thanks to a generous donor and the Parents and Friends of ACS group we are able to take the entire school skiing (with lessons and rented equipment) twice a season at Snow Bowl. This lifelong healthy sport introduces all children to possibilities of recreation throughout their childhood and as adults.

Ed Blechner shared his sled dogs with us, letting us meet the many dogs on his sled team!

We offered several parent workshops and parent learning opportunities over the past year: The 5 Love Languages Book Discussion, ACT 1 Training including Healthy Sexual Development, and Internet Safety for Parents.

National Bank of Middlebury continues their “Back to School Savings” where student can bank their money weekly during breakfast at school.

Kid Zone offers after school activities at the Addison Community Baptist Church twice monthly for ACS students who wish to participate (with parent permission).

Addison Fire Dept helped us learn in October about Fire Safety and Prevention.

Partnered with Prevent Child Abuse VT to educate students, staff, and parents on Healthy Relationships. ~ 37~

Andy Kepes, Principal

STUDENT LEARNING & POINTS OF PRIDE: I joined the Ferrisburgh Community this summer and now after sixth months as second in command (Mrs. Lawrence is in charge as we all know) I have learned a great deal about the community and culture of FCS. There is never a dull moment in the building which is the primary reason I wanted to be principal. Just recently the second grade filled their STAR jar and had a pajama and “stuff” day. It was great watching the class learn circus skills in their PJ’s.

My fall started learning about how each FCS student was sent home with at least two books for summer reading. Students came back in the fall and reported out on their summer reading success. I also learned that last year ANWSD participated in the “One school, one book” initiative. Every adult who worked with FCS students and every student was given a copy of A Boy Called Bat to read. I am looking forward to this year’s “One school, one book.” We haven’t picked the book yet, but I’m sure you will hear soon.

The Kindergarten students have challenged my counting skills as they learn how to count to 100. (I still struggle getting to 20 as they like to point out.) I have wandered into 5th and 6th grade classrooms and seen students be challenged to figure out new math concepts and work independently on new skills. I get to watch all the classes do Number Corner and figure out the patterns on the calendar.

This year we have added Fusion to our after-school program. After school you will find students doing Lego, learning to knit (while drinking tea), playing outdoor games, cooking in the kitchen . . . A large number of students participate in these after school activities and we need to keep adding sections to meet the demand.

CULTURE & STAFF: I have been learning about all the FCS traditions. The “Boo-Ha” was a great event with incredible student and parent participation. There were monsters in the hall and creatively decorated doors. I was lucky enough to get to go on the 5th/6th grade whale watch and unlucky in that we didn’t see any whales. Every Wednesday is banking day and students make deposits as they work toward a financial goal. In October, we had fire safety day and the Ferrisburgh Fire Department came with trucks and had safety talks with all the classes.

We have an incredible support at FCS. As I mentioned earlier, Loretta runs a tight ship and has done a great job training me to be the FCS principal. “Mr. Brian,” as the kids call our custodian, is doing a great job keeping the building clean and running smoothly. After lunch, he collects high fives from the younger students as they head back to class. I eat lunch at school every day and it is my best meal of the day. Sarah and Lori do an amazing job putting out breakfast and lunch every day. Students do not go hungry at FCS. As I write this message for the Annual Report, Troy Wonderlee is working with students in the gym teaching them circus skills (it is very tempting to leave my writing and go learn how to ride a unicycle). This Artist in Residence is happening because of the incredible support of the FCS PTO. They plan ~ 38~

events throughout the year and can always be counted on to help support a classroom activity or event. We have an incredibly cadre of parent volunteers who will rally around any cause.

BUILDING & GROUNDS: The mold in our basement continues to be a concern. We have the upstairs air quality checked every month and there are no elevated levels in the learning spaces. The District is preparing to put the remediation work out to bid.

All the schools are having new wiring installed to handle the new phone system. The work is being done in January and new phones will be installed later this year.

I love the FCS playground and I enjoy telling people who do not know the school that kids enjoy sledding on our septic mound.

COMMUNITY: Before I joined the FCS community, I had heard about the amazing school garden. It has lived up to my expectations and more. The composting shed is amazing and the envy of many schools. This fall, students harvested crops and brought them into the kitchen to be built into our yummy lunches. The garden is dormant now, but I know that it won’t be long until there are seedlings growing in the classrooms.

Every year, the school heads to the Basin Harbor Club to do the “Hike for Hunger”. The students brought in boxes and boxes of food and other household goods and we raised several hundred dollars for the Community Food Shelf.

The 5th and 6th grades leave the building every year and carols for several community programs. This is truly a win-win situation for students and the elders they sing to and talk with after.

This fall we have had a crew of high school seniors who visit several times a work to “play” with students. They will usually be found in the library building Lego with a small group of students. The students ask me daily if the “big boys” are coming that day. It has been great having these FCS alumni coming back into the community.

As I said above, we have a great number of adult volunteers who help out in many ways. Reading with students, helping out in the library, joining classes on field trips, and being there whenever we need a helping hand. FCS is a strong community because all components are willing to go the extra mile to make the school experience as rewarding as possible.

Matthew DeBlois, Principal

STUDENT LEARNING & POINTS OF PRIDE: We have worked to bring more student voice and choice into our building. We have done this through a three-pronged approach. We have invited students to serve on committees: the data committee and the PBIS committee. Students have helped with looking at our student data holistically and talking about their understanding of it.

Students also serve on the PBIS committee to help plan and lead all school meetings, celebrations and to encourage others to meet our ROARS expectations. Secondly, many of our staff and students are working on and from menus in the classroom.

Some deliberate planning on these endeavors have encouraged students to make choices about their own learning, especially in math and literacy. Lastly, we are as a staff working toward uncovering what are beliefs are regarding certain aspects of personalization through staff learning on Wednesdays. This is part of our work related to our Continuous Improvement Plan.

As part of our Read-A-Thon in March, students will have been offered the opportunity to see Tui T. Sutherland, Kate Messner and Doreen Cronin. The Read-a-Thon concluded Monday, April 1, with the collection of reading logs that will place our total minutes well over 100,000 minutes or more than 400 per student. We also participated in the One School; One Book district-wide program sponsored by our literacy team.

CULTURE & STAFF: We received some feedback about our implementation of Responsive Classroom. The feedback will allow us to pursue means and methods of ameliorating practices therein.

We are preparing to send some staff to PBIS tier 2 training later in the year. We are in the midst of a selfevaluation related to implementation. Each staff member has the availability to offer feedback therein.

Our curricular focus groups continue to meet as a means of shared professional learning. Our current topics include science inquiry, math practices, early literacy strategies, middle level literacy, and mindfulness.

These groups will soon present their findings and plans.

Some curriculum focus groups rolled out their work plans for the spring and fall. The early literacy group rolled out some common language that we will use across classrooms in the K-2. We introduced the idea of a mindfulness cooldown kit for each of the classrooms that will be available in the early spring and pair well with our common Responsive Classroom approaches. The math practices committee also shared their work with regard to instructional parameters with the context of the instructional period. Our science inquiry group met with high school folks to discuss experimentation and scientific inquiry. There are microscopes set up in one of the Kindergarten rooms right now.

We welcomed some new staff this fall. Kim Robinson is our new 5th grade teacher. Francesca Martinelli is our new school counselor. Our new music teacher is Holly Mugford. Julie Cousino is our new art teacher.

The new principal’s confidential secretary is Angela Shugart. Susan Dunne and Hannah Palmer are our new special educators. Maria Cone is an intern in school psychology. Katie Flynn is our new receptionist. ~ 40~

BUILDING & GROUNDS: We are working with people from throughout the District to gain a full understanding of the importance of field maintenance to support recreational and competitive sports at the elementary level. To that end, Robyn Newton and Matthew DeBlois serve on the Vergennes City Recreation Committee. The efforts of that venture brought a new skating rink to the basketball courts adjacent to the school property for school and recreational use. Relatedly, the trail system in the outdoor classroom was redeveloped, mapped, and labeled with markers.

The school continues to be in relatively constant use throughout the days and breaks. We often offer childcare during school recesses and host in-services and other events on non-student days.

The old sandbox on the Kindergarten playground was converted into green space with flowers. This project was taken on by Mrs. Bearor’s Kindergarten and Mrs. Wenzel’s sixth grade class as part of their buddy work.

Thank you to Ken Sullivan and Gerald Grant with the support to make this happen. Thanks, too, to the VUES Community Group for donating funding for the project.

The sixth grade completed their art project of converting a wall to some cave paintings in the style of Lascaux. Relatedly, Mrs. Pettibon is prepping and painting the replacement door in the Kindergarten playground area to match the Keith Haring style mural.

The interior of the building continues to remain the focus of much effort. We were able to get some spaces repainted this summer including the music room, the art room and some parts of other spaces. In conjunction with the facilities plan for the District, we are eyeing other improvements and balancing the needs of the building.

COMMUNITY: We continue to team up with community partners. Job Corps is bringing in guest readers. The Bixby is co-sponsoring events with us for read-a-thon. We continue to actively participate in the Vergennes Recreation Committee (Ms. Newton and myself).

United Way has presented on the impact of vaping. Women Safe has presented on healthy relationships. We continue to value our relationship with the following partners: Vergennes Area Rescue Squad, the Vergennes Police Department and Vergennes Fire Department.

The VUES Community Group will sponsored two dinners this year, one of which preceded our Open House and was a resounding success.

We will walk and roll on the first Wednesday of every month.

The VUES Community Group rolled out the Welcome Wagon for students as they arrived on the first day of school. The group is seeking a new format for meetings that hopefully support increased collaboration and communication with those in the building. This is a community group, so all are welcome to attend.

We continue to seek ways to engage the community about what transpires in the school. We will continue to use the weekly newsletter to engage staff, students, and the community. We are also seeking other ways to share the message that we hope to finalize in the coming weeks. New media offers myriad ways to communicate, but we need to ensure that our methods are viable, practical, and fruitful.

STUDENT LEARNING & POINTS OF PRIDE: Opportunities for students to engage in diverse learning experiences have expanded with the revised schedule and expanded flexible pathway offerings. New student interest groups are being developed and Callback offers an equitable opportunity for all students to engage in choice activities.

Communicating School Redesign is a new class that challenges students and staff to plan for school transformation together.

•

Student Council continues to plan spirit activities with a talent show in the works for March.

•

The Environmental Club is taking over the composting and bringing awareness about important issues facing our planet and population.

•

A call has recently gone out to start a Racial and Social Justice Alliance a group that will help celebrate and support diversity and equity at VUHS.

•

We have two different Queer Straight Alliance groups, one for middle school and one for high school.

•

Other enrichment activities are also in the works with one notable success being the middle school Maker Space. Twenty-five middle school students regularly convene there during Callback to program and create.

These are all in addition to our annual Peace One Day celebration.

Students participated in two climate change initiatives in Montpelier and have made some timely decisions to change longstanding but exclusionary traditions including prom royalty and graduation marshals. Students have elected to remove gender labels from these roles so that everyone feels comfortable participating.

In addition to these student generated interest-based activities, we have four students serving on the school board. Thirty-two students are taking advantage of college level dual enrollment classes. Forty-one students are attending PAHCC. One student is attending Castleton in the early college program and one student is attending VTC. We also have 47 students enrolled in Community Based Learning with placements in many businesses throughout the community.

CULTURE & STAFF:

The 2019-2020 school year marked full implementation of proficiency-based grading using JumpRope, a grading platform designed to report out progress on standards. Reporting student achievement is only one part of a proficiency-based learning environment, thus faculty has been hard at work improving our ability to meet all students’ needs through research-based instructional strategies. To support that work, we’ve been working with a coach from Great Schools Partnership. The Math Department began a three-year cohort of coaching with the Teacher Development Group to develop our mathematical content knowledge and specific instructional strategies that improve math outcomes.

Our Education Support Team process (EST) has been revised to better meet the needs of our students and to provide measurable goals which are reviewed regularly. The grade level team continues to be an important structure within our system to support students. ~ 42~

Angela Kunkel, Library Media Specialist, and Carlie Guinane, VUHS Art Teacher, have begun an independent professional learning group focused on the materials shared by the Building Anti-Racist White Educators (BARWE) organization. This group meets monthly to discuss the shared readings and build understanding about how bias and racism can persist in an educational system.

ANWSD began partnering with Southern New Hampshire University to offer professional development to faculty and staff. Recently, five VUHS faculty members completed the first graduate level cohort. Meghan Olsen, Meghan McGrath and Becky Ebel completed a Certificate of Advanced Graduate Study and Laura Husk and Becca Coffey obtained their Master’s Degree in Education.

Emily Rossier and VUHS was awarded a grant to develop an implementation plan to connect personalized learning plans with classroom experiences. The PLP Action Team includes four faculty members and a cohort of students working together to make education relevant and meaningful to all students, through greater ownership, engagement, and integration of PLPs into the curriculum, by increasing the relevance of PLPs in day to day learning experiences – both inside and outside of the classroom.

VUHS faculty and staff received a refresher on Restorative Practices and are working to implement Restorative Circles into Morning Meetings and classes. A team of dedicated students, teachers and administrators also spent a day at Basin Harbor continuing this work focused on implementing these practices as part of a proactive approach to creating a calm and resilient classroom climate in which students and teachers feel safe and accepted.

Janet Kepes has piloted the Seal of Biliteracy with four German students. The Seal of Biliteracy is an award recognizing and demonstrating a high school student’s high level of proficiency in English plus one other language.

BUILDING & GROUNDS: The maintenance and custodial crews continue to improve the operating capacity of our facility. The heating and ventilating systems are operating efficiently and maintain the comfort of our large system. Security improvements have become the norm with everyone accustomed to and cooperating with the systems designed to keep us all safe. In addition to these less visible but vital improvements, work continues on the exterior of the facility and grounds. Much of the trim on the front of the building was painted this summer and a number of windows were replaced. At the front entrance, visitors will notice that improved hardscaping was installed to eliminate mud and grass die-off around the walkways.

COMMUNITY: VUHS continues to partner with community members to expand learning opportunities for our students.

Collaborating with Lake Champlain Maritime Museum (LCMM) and the Rokeby Museum has allowed for ~ 43~

groups of students to make real world connections related to Science, Social Studies, Chemistry and History.

Students have also participated in hands-on learning at LCMM with eight VUHS students participated in the building and launch of the newest Lake Champlain Maritime Museum longboat “Annie O”.

We have students learning in the community in a variety of ways including Community Based Learning, Dual Enrollment, Patricia A. Hannaford Career Center, Walden, Project Workshop, and Independent Studies.

Additionally, VUHS students are always looking for ways to give back to the community. The Class of 2019 did a day of community service as part of their senior activities. The Class of 2020 supported Women Safe and victims of domestic violence for their annual walk-a-thon. Students regularly support the homeless shelter by participating in the annual sleep out and our generous student body and faculty assemble food bags to help bridge the gap of food insecurity during vacations.

ADDISON CENTRAL SCHOOL Kim teaches grades 5 & 6 at Addison Central School. The number one gift Kim has is how she builds relationships with her students that allows them to take academic and social risks. She creates an environment where all student's voices are heard and included. Kim is able to see the whole child consistently and works from a strengthbased model. She has this natural ability to balance the dance of humor, guidance, and leader on a daily basis. The students in her room are actively and collaboratively engaged; sharing their learning with one another. Kim is especially talented in creating an inclusive environment where ALL students are accepted encouraged. Her students feel safe with her, as evidenced by one student’s public admission..."Decimals make me sweat!"

VERGENNES UNION HIGH SCHOOL Becky is a strong advocate for all learners who works tirelessly to ensure the needs of students are being met. She holds herself to high standards and constantly seeks opportunities to grow her practice. Through her presence in the classroom, she provides meaningful pathways for students to access content, develop skills and challenge themselves. She is a true advocate for all students and quickly earns the respect of all of those she is in contact with. As a colleague, she fosters and leads courageous conversations about how best to implement systemic change that supports student learning. She is positive and works hard to promote a positive culture. For these reasons and more, we are very pleased to recognize Becky Ebel as the Vergennes Union High School Outstanding Teacher of the Year.

Vergennes Union Elementary School Two of our students recently participated in the Green Mountain Music Festival District V event at the College of St. Joseph’s in Rutland. Jing Williams participated as a trumpeter and Grey Fearon did so on trombone.

One of our students in grade six qualified to participate in the National Geography state bee at the end of this month on March 29 at Southern Vermont College in Bennington. Congratulations to Grey Fearon.

Our band students marched in the Memorial Day parades in Essex and Vergennes over the weekend. The students performed well and perhaps ingrained a bit of Baby Shark into everyone’s head. This was Mr. Sawyer’s last performance with our students, and he shared the Vergennes parade with our incoming music teacher Holly Mugford.

The ANWSD Bixby Art Show featured many artists from our school. This endeavor highlights some of the chefs d’œuvre of student generated art this school year.

VUHS RECOGNITIONS Two German Students Represent VUHS in Washington D.C. Vergennes students Avery Husk and Justin McEntee traveled to Washington D.C. March 22 - 24 to compete in a German soccer competition. The competition, Bundesliga Total, was sponsored by the Goethe Institute. The contest started this past fall in German classes. Students were asked to watch clips of German soccer games, answer questions and predict the outcome of upcoming soccer games. Although they did not win the grand prize of a trip to Germany, they did well by showing off their soccer skills, as well as their knowledge of German soccer.

Education Program, Advocates for Sexual Knowledge (A.S.K.).

A.S.K. seeks to equip young people with the knowledge, skills, and resources necessary to achieve and promote sexual and reproductive health for themselves, their peers, and their communities. Since 2013, A.S.K. Peer Educators have acted as resources for friends, peers, and families by answering questions and facilitating activities and events in schools and the community. Senior Walk-a-thon Congratulations seniors on a successful walk-a-thon. The Class of 2020 chose to “walk” for WomenSafe on Wednesday, October 16th. WomenSafe is “a nonprofit that works to serve people across the gender spectrum who experience sexual violence, domestic violence, dating violence, and stalking”. The class is fundraising to help support the work that WomenSafe provides for Addison County by educating people and providing a safe place and housing to those in need in our community.

Students Attend Vermont Schools Against Racism Conference On Wednesday, May 29th, VUHS Art Teacher, Carlie Guinane, and Principal Stephanie Taylor accompanied students Una Fonte and Lexi Montgomery to the Vermont Schools Against Racism Conference at Randolph Union High School. The conference was organized and run by students. Una and Lexi were able to network with students from all over the state about the pressing issue of racism in our schools. We could not be prouder of these two students. They represented VUHS so well!

Students Attend ‘Getting to the Y’ Congrats to Olivia Brooks and Audrey Scribner for representing VUHS at the high school ‘Getting to the Y’ workshop last week.

Peace One Day On Friday, September 20th, a group of dedicated students and adults (who had been planning the day for many weeks, even months) created and led an inspiring day of workshops and a rally for peace and our environment. Getting to the Y Thank you to Robin Andrus, Elsa Michaels, Autumn Eriksen, and Megan Mentzer for representing VUHS at the middle school ‘Getting to the Y’ workshop last week. Fuel Up to Play 60 Congrats to Ali Berg! She has been chosen as our first ever Student Ambassador by Fuel Up To Play 60, which is part of the NFL and National Dairy Council. Ali achieved this status by earning over 30,000 points on Fueluptoplay60.com by reporting healthy eating and physical activity accomplishments on her student dashboard. She will continue demonstrating leadership by working with the health, PE, and nutrition departments at VUHS to make positive health and wellness changes in our school community.

Congratulations to Pearl & Xander Pearl Sutton and Xander DeBlois have been selected as peer leaders for Getting to 'Y' training events (facilitated by UP for Learning) with both middle and high school students. UP for Learning is a non-profit organization that seeks to elevate youth voice and engagement in their own education and health.

Xander and Pearl are working with three other students (from Montpelier, People's Academy, and U32) to prepare for two state-wide training events in October where they will share information about the importance of youth voice, and model leadership as they help lead other youth through a learning experience to prepare them to lead Getting to 'Y' in their own communities. Pearl and Xander's participation will help to improve the health and well-being of youth around the state by helping them gain tools and confidence to use their YRBS data to engage peers and adults in positive change. Thanks to Pearl and Xander for representing VUHS so well.

Addison Independent Students of the Week Every other week a well-deserving VUHS senior is selected as an Addison Independent Student of the Week. Middle School Spelling Team The VUHS 7/8 Spellers came in 3rd place on October 26 at Orwell Village School. ~ 46~

They had some stiff competition and some very difficult bonus words. They spelled their hearts out and truly showed what a team is truly made of. Even though they all did wonderful, our true MVS (most valuable speller), getting all his regular and bonus words correct, was Robin Andrus. Thank you to the Commodore Parent Teacher Group for the amazing T-shirts.

Sugarbush Student Achievement Program Each year Sugarbush Resort offers VUHS students a full season’s pass to ski or ride at their resort based upon academic achievement from the previous year. Multiple Students Sleep-Out to End Homelessness The Sixth Annual Sleep-Out to End Homelessness was December 7th by the falls in Middlebury. Walden has supported the John Graham shelter and their efforts for many years by asking for donations and participation in the sleep-out. Vermont History Day Recognition On Saturday, April 6, 2019 middle and high students competed at VT History Day: Samantha Colvin and Kimari Collins won the labor history prize for their exhibit.

Lila Carr and Natalie Jackman earned 3rd place in the junior division group performance.

Jarett Muzzy and Adam Clark earned 1st place in the senior division group exhibit and qualified for Nationals in June.

Career Center Quarter One Outstanding Students Daniel Anguish - Civil Engineering and Architecture He consistently demonstrates an understanding of and engagement with the quarter course content and models the transferable skills an engineer needs to be successful. Daniel proved an effective survey team leader as he used his thinking, research, self-management, and communication skills to guide his classmates to conduct a 4+ acre survey of the Patricia Hannaford Career Center's North Campus farm. Middle School Band & Chorus Participate in Trills & Thrills The Middle School Band and Chorus both earned superior ratings at the Trills & Thrills Music Festival on Friday, May 31st at the Great Escape. Call Back: A block of time each day where students and teachers

Walden Project: An off-campus, humanities-intensive, inter­

disciplinary program that uses a model of inquiry based on the writings of Henry David Thoreau.

Students reflect on and share learning and growth in these areas through an end-of-year presentation.

BUDGET HIGHLIGHTS 2021 The ANWSD Board began planning for the FY21 budget cycle in the Spring of 2019. Throughout the budget season, the ANWSD board continued to grapple with the fiscal realities as a result of the district’s declining enrollment. A number of scenarios were explored before narrowing the focus to the budget contained within this Annual Report. The budget represents the most efficient model for maintaining the quality of programming within and across the schools and provides much-needed space for alternative education which will allow it to grow and expand. We are able to maintain all programs and co-curricular offerings at the Middle and High School with this budget. Repurposing the Addison Central School in this way, ensures excessive elementary-level costs do not continue to compound and grow to require even more painful reductions next year. While none of our budget options would completely relieve us from the challenges ahead, this proposed budget puts us in a much better position next year as we begin the FY22 budget cycle.

 The FY18 fund balance of $2,110,063 was restated in the FY19 Audit for Health Insurance Liability. This reduced the fund balance by $210,632, down to $1,899,431.

 FY19 would have closed with a surplus of $191,651, however due to the prior year restatement noted above, we are short by $18,981 in comparison to the amount we must reserve towards FY20 ($480,192). We must raise this amount in our FY21 Budget.

 Surplus balance from FY17 of $767,300 was transferred in FY19 to cover fund balance deficits as approved by voters on May 15, 2018.

 $87,921 was reserved towards the FY18 projected deficit in education funding.  $650,000 of the FY18 fund balance was attributed to the FY19 budget to reduce education spending.  $124,650 of the FY18 fund balance was transferred to the Capital Project Funds in FY19 as voted and approved on May 15, 2018.

Discussion followed with a Board presentation on the budget, summarizing the Annual Report. Board opened up floor to questions: From Lou McLaren, question regarding terms of transportation contract.

Business Manager Elizabeth Atkins answered the question. The contract was negotiated for five years with increases built in. The current transportation company was the only bid received by the ANWSD. From Mike Quinn, questions on increases in account 2100 Student Services. Business Manager Elizabeth Atkins answered that they there was movement from account 2100 to account 1100 and these were not actual increases in the budget.

From Mike Quinn, question on what was included in account 2410 Principals account. Question answered by Business Manager Elizabeth Atkins. This account includes principals’ salaries and administrative support.

Question by Lou McLaren, what would happen if budget didn’t pass. Board Chair Sue Rakowski answered that the Board would have to make cuts and present a new budget to the voters.

Question by Chris Kayhart, what two positions are that are being reduced by attrition.

Superintendent Sheila Soule answered that one is a special ed position and one is a support staff position.

Question by Jeff Glassberg, regarding budget line 2000 the was reduced by $10,000. Director of Student Services Kara Griswold answered that is was the result of a retirement and a support staff person not returning.

Question by Lou McLaren does the budget need to pass by each town individually or it is just a majority of all five towns. Board Chair Sue Rakowski stated the totals are commingled from all five towns.

Question by Una Fonte, about the what the Board has done regarding parent, staff, and student concerns for the proposed schedule for next year at VUHS. Board Chair Sue Rakowski stated that the Board does not get involved with school issues that are under the administrative oversight. She suggested that complaints follow the ANWSD complaint procedure.

Question by Anthony Duprey, regarding page 28 of Annual Report, proficiency-based grading and its impact on students. Asked Board to address this at their next meeting.

********************************************** The legal voters of ANWSD, met on Tuesday, March 5, 2019, at the usual polling places to vote by Australian ballot on the following Articles: Article 3: Shall the voters of the Addison Northwest School District approve the Board of School Directors to expend $22,139,341 which is the amount the school board has determined to be necessary for the ensuing fiscal year? It is estimated that this proposed budget, if approved, will result in projected education spending of $19,204.31 per equalized pupil. This projected spending per equalized pupil is 8.73% higher than spending for the current year.

Article 4: Shall the voters of the Addison Northwest School District authorize the assignment of $50,000 pursuant to the provisions of 24 VSA 2804, from the fiscal year 2018 fund balance to the ANWSD Capital Improvements fund?

Article 5: Shall the voters of the Addison Northwest School District authorize the Board of School Directors to borrow money to be used for the payment of School District expenses pending receipt of payments from the State Education Fund and property tax receipts from member towns by the issuance of its notes or orders payable not later than one year from date of issuance?

Article 6: Shall the voters of the Addison Northwest School District authorize the Board of School Directors to give notice that in lieu of distributing the School District Annual Report by mail within ten days of the District’s Annual meeting, it shall give at least thirty days’ notice of the availability of such report by inclusion in the warning of the District’s Annual meeting, commencing with the District’s 2019 meeting? ~ 74~

The CLA is used to equalize education taxes statewide with the goal of having properties of equal value pay equal amounts of school taxes. A town’s CLA has no effect on the amount of property taxes owed on the town portion of a property tax bill.

A teaching strategy in which two or more teachers work together, sharing responsibilities to help all students succeed in the classroom.

The amount of funds required to cover the repayment of the interest and principal of a debt (loan, bond, lease, etc.)

Children, ages three through five years old, who qualify for Essential Early Education receive special education and related services, provided by their school district, to meet their individual needs.

The purpose of these rules is to ensure that all students in Vermont public schools are afforded educational opportunities that are substantially equal in quality and enable them to achieve or exceed the standards approved by the State Board of Education.

Is the weighted value of each student in the District. For every Prekindergarten student we can count them as .46 of a pupil, K-6 counts as 1 and 7-12 count as 1.13.

The universal service Schools and Libraries Program provides discounts of up to 90 percent to help eligible schools and libraries in the United States obtain affordable telecommunications and internet access.

Written plan documenting a student’s learning or behavioral challenges and ways teachers can help the student to be successful in classes. This plan is developed by the Educational Support Team based on input from teachers who have worked with the student. Input from other service providers and parents, and test results may also be used in developing an EST Plan.

Under Act 68, a district with an education spending amount per equalized pupil (less approved construction costs and other specific exclusions) greater than the excess spending threshold incurs an additional tax for the amount over the threshold. The threshold amount is calculated annually using statewide data from the prior fiscal year, multiplied by a given percentage. (16 V.S.A. § 4001) Activities that are sponsored by and usually held at school but that are not part of the standard academic curriculum. They typically are scheduled outside of the regular school day.

A FREE APPROPRIATE EDUCATION is guaranteed by federal and state law for children with disabilities.

Please help the School District locate children between the ages of 3 through 21 years who may need special services in order to acquire an education.

If you are aware of any such child in your town, please contact the Superintendent’s office or your school’s principal.

Homeless Children?

The McKinney-Vento Homeless Education Assistance Act grants certain rights or protections to families and youth who are living in homeless situations.

If anyone is aware of homeless families with children or homeless youth who are not attending school, please contact the office of the Superintendent of Schools.
