INTEGRATED RESOURCE PLANNING AND MANAGEMENT • The sustainable development concept relates the development objectives with planning that places emphasis on the preservation and conservation of environmental resources (natural and developed).

VISION 2020

• The process of evaluating the effects of development and changes in land use upon the environment at all levels of the town and country planning process requires monitoring sustainability by controlling the use of resources so that all development is implemented based on the carrying capacity of the particular area or habitat. 8

URBAN SUSTAINABILITY

prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

BACKGROUND 1. FDTCP has introduced MURNInet (Malaysian Urban Indicators Network) in 1998. 2. It is an innovative system to determine the sustainability level of an urban area by using a set of urban indicators.

3. The program enables the tracking of the sustainability status of an urban area whether it has increased, reduced or static. 4. In MURNInet - A sustainable urban area is defined as an area that is capable of sustaining its social, economy and physical development achievements whilst maintaining it’s excellence in culture and environment.

5. This definition provides the basis in developing the dimension, theme and indicators that has been agreed upon. prepared by prepared by Shamsaini & Shamsuddin & Dr. Azmizam Shamsaini Shamsuddin Dr. Azmizam Abdul RashidAbdul Rashid Research and Development Division Research Research andResearch Development Division Federalof Department Town Planning and Country Planning Peninsular Malaysia Federal Department Town and of Country Peninsular Malaysia

10

THE USE OF URBAN INDICATORS

1. An indicator acts as a tool which can highlight a brief information of a particular subject and issue. 2. It is used to show development trends through quantitative and qualitative information gathered.

3. Indicators are being used by most countries in monitoring development towards sustainable development.

prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

11

MURNInets OBJECTIVES 1. To determine sustainability level of cities in the country based on a set of selected indicators;

2. To identify the strength and weaknesses of every city based on the performance of the indicators; 3. To propose improvement measures and identify opportunities to achieve sustainability level; and 4. To establish MURNInets as a tool to measure various local authority roles including administrative, technical, formulation of political objectives, encourage public participation and monitoring plan implementation. prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

15

IMPLEMENTATION ISSUES

ii. THE CHOICE OF INDICATORS  Indicator selected by LAs not uniform – depends on data readiness (different base line / inconsistency).  Different data base ‘areas’ (some use operational vs control area, district vs LAs boundaries, LAs vs town / city area).  Importance of all sectors considered equal – no weightage used.

prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

16

IMPLEMENTATION ISSUES iii. CHARACTERISTICS OF INDICATORS  MURNInet is sectoral in nature (housing, environment, demography and others – influenced by sectors in planning studies).  Traditional indicator used (housing stock, median age group GDP per capita).  Indicators not in line and updated according to changes in life style, nation aspiration and government policies as well as current issues like climate change.  MURNInet's indicators were develop not based on present sustainable development objectives and strategies. prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

SUSTAINABLE DEVELOPMENT STRATEGIES AND MURNInets

1. The indicators developed were based on sustainable development strategies: a. Efficient and Competitive Economic Development; b. Optimum Use of Land and Natural Resources;

c. Balanced Regional Development via Infrastructure and Transport Programs; d. Enhancement of Spatial, Environmental and Social Quality, Safety and Physical Diversity; and e. Effective Governance Through Communication and Provision of Public and Infrastructure Services and Facilities

prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

21

SUSTAINABLE DEVELOPMENT STRATEGIES AND MURNInets 2. Based on the strategies, a set of the most compatible sustainable indicators were identified - to measure level of sustainable development at local level, taking into considerations the country’s present development policies. 3. The indicators are bench marked against the present indicators used at all levels of planning – e.g. NPP, NUP, SA for Local Plans, Rural Planning and indicators being used at the international level - e.g in the UNCSD, United Kingdom, Australia, Korea, Japan & Bhutan. 4. Detail discussions on the proposed indicators were held with stakeholders at workshop sessions and meetings. Some of the present MURNInet indicators which are still relevant are kept whilst the irrelevant ones were dropped. prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

SUMMARY OF THEMES AND INDICATORS 1. The review asserts that indicators will no longer divided into "sectors". - this is because the indicators of sustainability are interlinked.

2. However, the relevant available indicators in MURNInet were modified and new targets are set accordingly. 3. New features of MURNInets indicators: a. 36 selected indicators are grouped under 21 themes under 6 dimensions - that reflect the level of sustainability of rural and urban areas has been agreed.

b. Happiness Index survey was introduced as one of the indicators under the theme of Quality of Life to meet the current development trend that emphasizes non the wellbeing of the community. c. New technique of analysis (AHP) to derive at the Sustainability Index - by giving weights to each dimension, themes and indicators. d. Most of the targets and standards for the indicators used were adjusted according to Local Authority hierarchy. prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

SURVEY IN MURNInets - HAPPINESS INDEX 1. A good physical environment provides the foundation for a well-ordered city that can cater to the material and postmaterial needs of its citizens—the necessary conditions, in other words, for physical and economic vibrancy. 2. Most people tend to associate happiness with feeling good, that is, with a life that offers a variety of pleasures and comforts. 3. Some tend to associate happiness with being able to do whatever they want to do, still others associate it with achieving everything they have set out to achieve in life. 4. Happiness Index Study is a primary data collection - survey carried out jointly between local authorities and residents. 5. The aspects taken into account – relationship with family, neighborhood and environmental atmosphere, the interaction between people, the safety of the population, the level of health facilities and the level of local authority services in their area. prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

31

SURVEY IN MURNInets – RESIDENTS’ SATISFACTION 1. Local Government system presently should be able to provide services at level that is expected by their clients – the people. 2. Several obvious and dominant issue about Local Authority as customer management, municipal basic services and complaint management should be at the standard level as requested – to ensure Local Authority to become as dynamic organization.

3. Implementation of Local Authority Star Rating System (SRSLA) will help to grade Local Authority's level of performance in conducting its role towards enhancing their service delivery system. 4. Best level of service by local authorities can be reflected by a measure of population’s satisfaction. 5. The satisfaction of the population depends on the efficiency of local authority services and the effectiveness to deliver their services prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

SOME POINTERS TOWARDS WELL-BEING COMMUNITIES a. One of the main ways to promote well-being is to make people feel appreciated that creates a supportive atmosphere and increases the likelihood of positive interaction at all levels; b. More emphasis on the community and helping people to make connections and build relationships locally;

c. Requires fundamental change in the way economic entities operate. Instead of purely profit margins, greater attention needed on well-being; d. Working together to makes cities better, brighter and sustainable; e. Urban and neighbourhood design to support and promote well-being; and f. Local Authorities to identify activities and events to promote sustainable community. Local Agenda 21 can be 40 a platform. prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia

40

CONCLUSIONS 1. The role of local authorities is seen crucial in planning for sustainability with a bottom up mechanism from support of the local authorities to ensure strategic plans; development control and enforcement are in coherent with the sustainability objectives. 2. The improvement and strengthening of MURNInet shall give a better reflection on the progress towards sustainable development in Malaysia.

3. MURNInets can be monitored using the developed indices in a wider sense in terms of urban development and work as a guideline for urban managers towards sustainable cities. prepared by Shamsaini Shamsuddin & Dr. Azmizam Abdul Rashid Research Research and Development Division Federal Department of Town and Country Planning Peninsular Malaysia
