5.5.2
The Process and Procedure of Housing Development Control The Johor State land development system applies the approach of surrender
and re-alienation (SBKS) in processing and approving development applications, including the application for housing, commercial, industry, mixed development and tourism (Hassan Basery, 1996, Setiausaha Kerajaan Johor, 1999; Miskun, 2001; Alias, 2004). The application of the approach is in accordance with the provision of Section 204, National Land Code, 1965 (Act 56). The approach enables land development applications such as sub-division, amalgamation, partition and land conversion to be submitted simultaneously as one application (Md.
