Both Newhouse and Scanlon agree that in order for a house to be given consideration by buyers, it is essential that the home be appropriately priced and marketed with well-taken photographs. ate pricing levels in the housing market. “We have consistently shown, even in the markets that have been considered a challenge, when it’s priced right, it sells,” said Newhouse. Newhouse said that because of the Internet and public sources, buyers are more informed than ever about market conditions and the correct pricing levels for housing. Consequentially, they know a good value when it is presented and stay away from those homes that are overpriced, no matter how nice they might be. “You’re not there to impress the neighbors with how high your price is; you’re there to impress the buyers with your price,” said Scanlon. By Ronald Scaglia Because real estate values have declined significantly during the recent economic downturn, many homeowners are in the unenviable position of owing more money on their home mortgages than their home is currently worth. Those homeowners who have financed their homes before interest rates declined could not refinance and take advantage of the current historical lows in interest rates. However, there are now options available to help out those homeowners who find themselves in this situation. Restrictions have been eased so more homeowners can take advantage of the Home Affordable Refinance Program (HARP), which is available through Making Home Affordable, an official program of the Departments of the Treasury and Housing and Urban Development. “It’s a great thing for homeowners who want to take advantage of historically low interest rates but haven’t been able to get a standard refinance because their homes had lost market value because of the economic downturn,” said Brad German, spokesperson for Freddie Mac. The HARP program was implemented to allow homeowners whose homes had decreased in market value the opportunity to

refinance their mortgages at a lower interest rate. Prior to the program, borrowers whose homes had decreased in value would have great difficulty in refinancing, as lenders simply would not grant a loan for more than a property was worth. Making the situation more financially disadvantageous for previous borrowers is that interest rates have also dropped sharply from about six percent to their current low rates of slightly below four percent causing homeowners to be hurt financially on both the principal and the interest as their interest costs are higher than those on mortgages today and the prices paid for those homes were considerably higher than current prices. For example, a 30-year mortgage for $300,000 at an interest rate of six percent would require a monthly payment of $1798.65 per month, simply for the principal and interest and not taking into account any other additions such as property taxes or insurance. The same mortgage at a rate of four percent would require a monthly payment of $1,432.25, a significant difference. “It’s not uncommon to hear of people saving a couple of hundreds per month with that kind of refinance,” said Andrew Wilson, Senior Manager for Corporate Communications with Fannie Mae. “It depends entirely on the individual loan and the rate they were at before, but certainly, many homeowners should refinance currently from where they were (and) can save a fairly significant amount every month on their payment.”

30-year Fixed-rate Mortgage Matches All-time Record Low

reddie Mac released the results of its Primary Mortgage Market Survey, showing average fixed mortgage rates starting the year at or near their all-time lows. The 30-year fixed averaged 3.91 percent matching its all-time record low amid recent data showing signs of improvement in the housing market and manufacturing industry. This marks the fifth consecutive week the 30-year fixed has averaged below 4.00 percent. “Fixed mortgage rates started the year a little lower this week just as recent data reports indicate the housing market and manufacturing industry are showing signs of improvement,” said Frank Nothaft, vice president and chief economist with Freddie Mac. “Pending existing home sales in November jumped 7.3 percent, nearly five times greater than the market consensus forecast, to its strongest pace since April 2010. In addition, construction spending rose 1.2 percent in November, supported by the residential sector, which exhibited its fourth consecutive monthly increase. Similarly, manufacturing expanded in De-

cember at the fastest pace in six months.” According to the data for the week ending January 5, 2012: • 30-year fixed-rate mortgages averaged 3.91 percent with an average 0.8 point for the week down from the previous week when the average was 3.95 percent. Last year at this time, the 30-year average was 4.77 percent. • 15-year fixed-rate mortgages averaged 3.23 percent with an average 0.8 point, down a week ago when it averaged 3.24 percent. A year ago at this time, the average was 4.13 percent. • 5-year Treasury-indexed hybrid adjustable-rate mortgages averaged 2.86 percent, with an average 0.7 point, down from the previous week when the average was 2.88 percent. A year ago, the average was 3.75 percent. • 1-year Treasury-indexed adjustablerate mortgages averaged 2.8 percent with an average 0.6 point, up from the previous week when 2.78 percent was the average. At this time last year, the average was 3.24 percent.

continued from page 2R Originally, the program was only available to those borrowers with a loan-to-value ratio (LTV) of no more than 1.25 who were refinancing into a fixed rate mortgage making it inaccessible to those whose properties had declined most precipitously. For those seeking to refinance into an adjustable rate mortgage, the LTV could be no higher than 1.05. To calculate an LTV, divide the amount of outstanding debt on the loan by the market value of the property. A LTV of 1.0 equates to a loan where the amount owed is exactly equal to the market value. A LTV of below 1 means that less is owed than the value of the property and a LTV of higher than 1.0 equates to the unfavorable situation of the amount still outstanding on a loan being greater than the current value of the property. However, beginning in December, the 1.25 LTV requirement for refinancing into a fixed mortgage was eliminated in order to make the program accessible to more borrowers. The 1.05 LTV for refinancing into an adjustable rate mortgage remains unchanged. In addition, by the middle of March, borrowers using the HARP program will be able to refinance with a different lender from their current lien holder. “FHA has suggested that if you can refinance borrowers who may be at a high LTV into a more stable loan or into a lower rate and a lower payment, that reduces some risk for Fannie Mae and Freddie Mac of the loan going delinquent in the future,” said Andrew Wilson, senior manager for Corpo-

You can prevent a future increase in your payment if your rate goes up and it’s an adjustable rate or in some cases you could reduce the term from 30 to 15 years so there’s various benefits that could accrue to the homeowner.” Additionally, borrowers will soon be able to refinance their mortgage with a different lender. Systems are being currently updated to allow current borrowers eligible for HARP, the option to refinance through a different lender, giving borrowers even more flexibility. “Today a borrower would have to go back to their current lender and only the current servicer would be able to help them,” said Steve Trayte, senior vice-president director of residential credit with New York Bancorp Mortgage Company, which is affiliated with The Roslyn Savings Bank.

“But in mid-march, it will be available for all originators whether they’re servicing the loan or not to start helping consumers with their refinance opportunities.” Those interested in taking advantage of the HARP program, first need to check on their eligibility. To be eligible, a borrower’s mortgage must be owned or guaranteed by Fannie Mae or Freddie Mac. While the majority of conventional mortgages are, mortgagees can check on this by logging on to www.freddiemac.com and www.fanniemae. com to see if either of those entities owns their mortgage. Both websites have a tool for this right on their home page. In addition, mortgagees must have no late payments of over 30 days in the past six months, and no more than one late payment of over 30 days in the past year. Since the program runs until the end of 2013, those who do not currently meet this requirement may still become eligible by making timely payments on their current mortgage before the program ex-

pires. Also, Fannie Mae or Freddie Mac must have been sold the mortgage on or before May 31, 2009 and the current LTV must be greater than 0.8, although a mortgage with an LTV of less would likely be eligible for a traditional refinance and not require HARP. Additionally, the mortgage cannot have been refinanced under HARP previously unless it is a Fannie Mae loan that was refinanced under HARP from March-May, 2009. Mortgagees who believe they fall within these guidelines and wish to take advantage of the HARP program should contact their current lender, or may speak to another provider that they are interested in doing business with to make sure they are indeed eligible. “We would entertain such inquiries from current borrowers or even new customers to help try and figure out the eligibility of the product,” said Trayte. Trayte also added that he believes this a good program for those who are eligible. He stated that those who have a loan at a six percent interest rate, who are able to reduce this to four, will have cut their interest expense by a third. Furthermore, he explained that even those who are not having difficulty making their monthly mortgage payment should still consider taking advantage of the HARP program. Trayte explained that those who reduce their interest rate and still make the same payment would more quickly build up equity and by doing so, would be able to more quickly extricate themselves from the position of owing more on a home than its current market value. “It’s good on a number of fronts,” said Trayte, “If you can continue to make the same cash payment, what you’re doing then is you’re applying more to the principal, reducing what you owe versus the value to get yourself more in line with the current value of your home, much more quickly than the normal amortization would be and the advantage of that is it’s putting you in a position to sell your home.”

The house eventually sold when the owner agreed to reduce the price and bring it line with other properties being listed in that village. “You’re not going to impress the buyer with being the highest price,” said Scanlon. Because most buyers start their home search on the Internet, having quality photographs posted with the ad listing is a must according to both Newhouse and Scanlon. They concurred that a lack of pictures with a listing will most likely generate no interest. “Eighty percent are starting on the Internet and so if there are no pictures they are going to go right by it,” Newhouse said about house hunters. “Buyers just skip (listings without photographs),” said Scanlon. “If there’s no picture it better have an extremely compelling price.” While listing a home without pictures makes it extremely unlikely that the listing will receive much attention from buyers, listing a home with photographs that are not properly taken is just as detrimental to the selling effort. Once again, because most buyers begin their search for a home online, buyers are likely to skip over those homes that are listed with photographs which do not show why the house is compelling and instead focus on listings that have attractive photos. Scanlon said that one common mistake he sees is listings with photos of the interiors of the homes that show a view that is much too close. He said that doing so distorts the photo and makes the parts of the interior seem out of proportion. “Pictures should never be close up where people can see what’s in your dining room cabinet,” said Scanlon. Scanlon also advises that the photos show the interior to be bright and uncluttered. The photographs are so important, according to Scanlon, that his agency has someone specialize in taking the photographs in order to present the highest quality photo possible so as to enhance the presentation. Newhouse also said that high quality photos are of the utmost importance in order to get a listing noticed.

“Photography is most important,” said Newhouse. “We use professional photographers 99.9 percent of the time because an interior is not easy to be lit and shown off to its advantage.” Newhouse said that sellers should avoid subtle mistakes in the photographs that are posted online. As an example of these, she spoke off photographing a kitchen and also capturing the trash can in the image or taking a photograph of a bathroom and leaving the toilet seat up. Most importantly, she said it is imperative to look at the house as a buyer and capture images that show the house off. “There’s a lot of competition now so you want to attract the buyer by having good photography,” said Newhouse. In addition, Newhouse said that in order to generate the most interest in a home, sellers should keep the exterior well lit, neat and well maintained and have the lawns manicured. She also said that the interior should be kept neat and tidy and well-lit when being shown and that personal effects be put away as much as possible. “You’ve got to try and give it the most mass appeal,” said Newhouse. She also gave significant importance to staging – how the furnishings are arranged in the home. Newhouse said that her agency has even hired professional stagers, which the agency paid for in order give a home its best showing. In fact, Newhouse recalled a listing in her agency in which the home was not being sold. The agency hired a professional stager, and absorbed the cost rather than pass it on to the homeowner. Newhouse said the living room furniture was arranged in a L-pattern, which gave the appearance of a smaller living room. According to Newhouse, the next person to look at the home was taken by the home because the living room would be a nice large area for her child to play and wound up buying the home. “Staging can be very, very important and agents and brokers generally have an eye that can help but there is the professional stager who can also be involved,” said Newhouse. She also added that each home and situation is different so a stager might make vastly different changes in a home. For example, a stager might rearrange or remove furniture in one home to make it look bigger, while another home, particularly one that is vacant might actually call for furniture to be added to enhance its appeal.
