interface designed for easy programming for different tasks could perform a lot of tasks in construction. Unloading a truck is one. Pouring concrete may be another. Tamping or rolling a specified area would seem to be within the capabilities of today’s robots. Maybe even laying masonry? If driverless cars are possible, then it seems the processing power exists to deal with variables of this limited complexity.
The basic form of the construction robots of the future is already apparent in many of the new machines that appeared at shows across the country this spring. Telehandlers increase in flexibility each year, with wider varieties of attachments, higher reach and load capacities and better flexibility in the booms and joints. We’ve covered remotely operated demolition machines in this magazine that can reach into just about any location with their articulated arms to operate breakers, drills or concrete-pouring nozzles. This equipment already has the form of a robot, now all it needs is the brains. For the first time in history, we are close to being able to give these machines the brains they need for the job.
Remote-operated construction machinery is already a good item for rental store because its upfront cost would deter most small contractors and it offers an enhanced level of safety for the operator. But programmable robots capable of carrying out some tasks independently would open up a whole new level of potential service for rental stores to offer. The contractor could rent, say, a robotic roller for the weekend to do a new parking lot. In addition to providing the machine, you also provide the skilled programmer who will set up the machine to work all weekend without a driver. The contractor doesn’t have to hire a driver or programmer, and you get to charge for your programmer’s time.
No question, I’m off in outer space here. The technology above doesn’t exist yet, and safety authorities would certainly be taking a close look at machinery that operates itself. But perhaps it starts with a few simple subroutines that a present-day automated breaker, for instance, could carry out without an operator having to direct every motion. We can always dream. CRS

WEHRMAN RETIRING
Christine Wehrman, CEO and executive vice-president of the American Rental Association has announced her retirement from ARA to the ARA board of directors after 15 years of service to the organization. Wehrman will continue in the position until her successor is named later in the year. Terry Turner, owner of All Occasions Party Rentals in Knoxville, Tenn., and ARA president, extended thanks to Wehrman on behalf of the ARA board of directors for her dedicated service to the membership.
“Chris has effectively led our association to excellence. The board is very proud of the vast achievements provided to members and the industry during her service. Chris led ARA through the years of business consolidation, the 9/11 attacks, the devastation of Hurricane Katrina and the economic recession along with many critical industry and association issues,” Turner said. “Her astute association management and leadership skill, along with her ability to work so well with volunteer leaders and staff members have really made a difference for members and the industry. As a result, ARA is well positioned for the future.
“We appreciate all that Chris has accomplished as CEO. The accomplishments are many. She implemented an annual strategic planning process directed by the board of directors that continues to create opportunities and notable results for ARA members. ARA membership is now at a record high. ARA developed an entire industry research program with the ARA Rental Market Monitor and industry performance standards with ARA Rental Market Metrics, complimented with the ARA Rental Penetration Index.
“ARA’s government affairs program advanced markedly with our work at the federal and state level, and ARA’s political action committee, ARAPAC, strengthened within it. The Rental Show continued to be reinvented annually to deliver a firstclass industry event of education, networking and equipment. Rental Management magazine and Rental Pulse e-newsletter achieved market leader standing. Awareness of the value of ARA Insurance and the ARA/ARA Insurance safety and risk management focus was elevated. Reactivation of the ARA Foundation took place along with their valuable program work. The Young Professional Network was created to engage the next generation in the association to continue the flow of volunteer leadership.
“ARA also came into the age of technology, with education, programs and services delivered online to meet member demands. Volunteers are active in the state/local/provincial associations and ARA expanded our working relationship with the Canadian Rental Association and our joint membership in Canada. Collaborative working relationships have been strengthened with peer industry associations. Global awareness became integral within ARA with the establishment and administration of the Global Rental Alliance. The list of her leadership contribution is extensive and very meaningful to members and the industry,” Turner said.
“It has truly been a privilege to serve ARA’s general and associate membership in this position and work with such capable volunteer leaders and staff members throughout the association and industry,” Wehrman said. “I have thoroughly enjoyed the experience and am proud of what has been achieved by ARA during these dynamic years as a result of all of us working together. I foresee a great future for the association, membership and industry in years to come.”

CERF BUYS ZEDCOR
CERF Incorporated has announced it has acquired Zedcor Oilfield Rentals creating one of the largest oilfield rental providers in Western Canada. The purchase price was approximately $21 million. Zedcor is a private oilfield equipment rental company based in Acheson, Alta., with field offices in Fort St. John, B.C., Grande Prairie, Alta., and a corporate office in Calgary. Since 2011, Zedcor has assembled one of the premier oilfield rental fleets in the industry and has developed a brand that is known for providing exceptional service to its clients. Zedcor’s relatively new fleet of rental assets includes wellsite accommodations, light towers, tanks, bins, generators, rig mats and other ancillary equipment. Management of CERF estimates Zedcor’s fleet has an average age of approximately three years and gross asset value of approximately $45 million. TRAC Energy Services, a wholly owned subsidiary of CERF,
will be merged with Zedcor, with the combined entity operating under the name Zedcor Energy Services. The combination with Zedcor is intended to solidify CERF as a leading Canadian oilfield rentals provider with limited customer overlap. Only one of Zedcor and TRAC’s top 10 customers in 2015 overlapped, making up approximately three per cent of total consolidated revenue. Zedcor has one of the newest sizeable rental fleets in the industry with an average age of approximately three years. Given its operating area, equipment base and client mix, Zedcor is expected to provide more leverage to completions-focused projects. Approximately 45 per cent of Zedcor’s revenue was generated from British Columbia in 2015, versus only five per cent for CERF. The combined entity will have a superior marketing and service team with key management having significant equity positions in CERF.
RENTQUIP PICKS UP APT
National rental distributor Rentquip Canada has added a new line to their inventory: American Pneumatic Tools (APT).
“What the addition of APT does is it allows us to supply to the industry a high-quality line of air tools,” says Shawn Parks, president of Rentquip. “Also, it adds to the larger reversing plate compactor market.”
Parks said he’s pleased with the response that Rentquip has gotten to offering APT.
“It’s been received very, very well. We’ve had substantial business in the last quarter, which historically isn’t a big compaction time and we’re off to a very strong start in 2016,” said Parks.
Rentquip began business in 1975, is headquartered in BC’s Lower Mainland and was voted the 2014 National Supplier of the Year by the Canadian Rental Association. APT was established in 1938 and is based in Santa Ana, California.
CERF continues to focus its efforts on three core business lines encompassing oilfield rentals, construction rentals and waste and environmental services. Zedcor’s assets, client base, personnel, safety and operational performance meet CERF’s criteria.

Marking half a century of serving aerial markets around the world, Genie, the aerial work platforms segment of Terex Corporation, celebrates its milestone anniversary this year with customers worldwide. Genie has achieved its five-decade legacy through industry leadership, customer input and innovation. Genie Industries was founded in 1966 when Bud Bushnell bought the manufacturing rights to a material lift that operated on compressed air. Customers seemed to be impressed with the “magic in the bottle” used to raise and lower the hoist — hence, the “Genie” name was born. With growing demand for material lifts and aerial work platforms, products such as man-lifts, stick booms, articulated booms, light towers and telehandlers have been added to the Genie product line. Signature Systems Group, a manufacturer and distributor of specialty flooring and fencing products for the special event industry, has announced the acquisition of California-based California Portable Dance Floor Company. CPDFC is a manufacturer and distributor of upscale high-quality dance floors sold primarily to the event rental market. This acquisition will expand Signature’s already extensive portable dance floor product line, which includes DanceDeck, DanceDeck Deluxe and DanceDeck Pro.

ifteen years ago, Dale Benner was driving home from his job as a road builder for the logging industry, when he noticed a rental business in his hometown of Sechelt, on B.C.’s Sunshine Coast. After Dale walked in the door at home, he had an announcement to make to his wife.
“He told me, ‘I want to get into a business. Can you help me do that?’” recalls Sally.
“He knew I’d be able to figure it out.”
And she did.
Six months later, in September 2001, the Benners were owners of Rent It! Canada, a business Sally didn’t know existed in her logging/tourism community that’s home to about 9,500 residents and accessible via BC Ferries from West Vancouver.
In January, Rent It! Canada won Rental Store of the Year for B.C., an award from the B.C. Local of the Canadian Rental Association. Sally hadn’t realized they were nominated so winning was a big surprise. “I don’t know if we won because we’re friendly or because we pay our bills on time,” she says with a laugh.
The Benners bought Rent It! Canada from Joan Frembd and her late husband Fred, who started the business in 1989. The Frembds had come close to selling the business a few times but the interested buyers didn’t seem like the right fit. When the Benners came along, the Frembds became friends. After cutting a deal with the Benners, the Frembds continued to own the building, with the Benners renting the premises. As business, and stock, grew, the rented space began to get cramped, so 2 1/2 years ago, the Benners bought a much bigger commercial building, with easier access, in Sechelt. “It’s the same amount for our mortgage as it was for our rent,” Sally says.
More room became available for Rent It! Canada’s two arms of the business: equipment rentals and party rentals. With the larger
premises, the Benners created a separate area for their party rental stock, which comprises about 15 percent of their business. “Party rentals are super fun,” says Sally.
Their party rental goods include plates, flatware, stemware, table decorations, serving dishes, tables, chairs and small tents. They’ve drawn the line at big tents though, because the big tops are too time-consuming to erect. Weddings, funerals and fundraising galas typically generate the customers. Fundraising usually swings into high gear in October, November and again in January and early spring, before the wedding season kicks in. But increasingly, the “I do’s” are being said well past summer, with last year’s wedding rentals continuing into September, Sally recalls. To keep customers’ engaged, Sally and employee Teresa Condie-Genovese create themed display tables based on holidays and the seasons.
Sometimes Sally has difficulty getting at everything she needs for the creative table settings. There’s a reason. Teresa is about six feet tall, while Sally is 5-feet, 2-inches. “Teresa will stack stuff high up and I can’t reach it,” Sally says with a laugh. Meanwhile, if Teresa is looking for just the right accent piece, she inevitably looks, low.
The equipment side of the business is Dale’s domain. Compaction equipment is a specialty, he says. But there’s plenty more: construction tools, automotive tools, concrete tools, power tools, equipment for flooring work and tile cutting, heaters, fans, generators, scaffolding, ladders, jacks, lawn and garden equipment,
plumbing equipment, pressure washers, pumps, aerial platforms and even smaller heavy equipment like a mini-excavator. Dale’s right hand man is mechanic, Justin McKimm.
Dale figures they’ve invested at least $300,000 in stock and they’re always adding new items. Customers make requests and the Benners listen and then get advice. Not wanting his money to go down the drain, Dale will ask a plumber if it’s worth investing in the latest plumbing tool or any of the other suggestions he gets from customers. “I like to get a feel for things,” he says.
The juggernaut of YouTube and home improvement shows have led to a raft of people who try their hand at home fixit projects. Dale often has to contend with customers who ask for odd or new tools they’ve seen featured in ads, online or in videos. Usually, it’s not worth buying the piece of equipment that wouldn’t be frequently rented. Another aspect of the many do-it-yourselfers, is that Dale sometimes gets asked for advice for jobs such as sanding floors or cutting tile. “It try not to get into it,” he says. Giving advice is risky because the customer’s abilities and the material they’re working with are unknown, he says.
Related to the weekend warrior, fixit crowd or others who prefer to do their own work, is the cyclical aspect to the Benners’ business. “I’ve found that rentals are seasonal, especially for lawn and garden rentals,” Dale says. On a sunny spring day, garden equipment and power washers are being hauled out the door. When it’s a November downpour, pumps and anything that handles drainage problems, are on heavy rotation. “We’re weather dependent,” he says.
Dale, 57, knows a thing or two about wet weather, having grown up on the somewhat oddly named Sunshine Coast. About 30 years ago, when working in

the logging industry, he almost lost his leg while doing his road-building job. Off work for 1 1/2 years, due to a serious compound fracture, through grit and determination he was able to return to his job and resume playing the many sports he still does like skiing, hockey and golf.
Sally, 54, grew up in Vancouver, where both her parents were pharmacists. As a teenager and young adult, she worked with them in their drug store, developing a fine set of customer service skills that sometimes get put to the test at Rent It! Canada. “When people get pissed off, I understand,” she says.
Because her parents had a summer cabin on the Sunshine Coast, Sally spent time there. During a break from university, while working in a local bar, Sally met Dale.
Married in 1986, the couple have three sons: Byron, 26, an accountant; Dagan, 24, a part-time paramedic, volunteer firefighter and part-time Rent It! Canada employee; and Graydon, 22, a construction worker.
Before Sally and Dale purchased Rent It! Canada, Sally had worked as a recreation co-ordinator in Sechelt, which dovetailed nicely with being the
parents of three active sons who did a lot of sports. It’s why today, the business makes regular donations to causes related to children and sports, Sally says. Constantly asked to donate to various causes, Rent It! Canada had to focus on an area. Still, their business loans barbecues or other items to local groups who are fundraising.
Rent It! Canada is open Monday to Friday, 7:30 am to 5 pm, except Saturday when they open at 8 am. Thanks to their well-trained and able two full-time employees, Teresa and Justin, and son Dagan, Sally and Dale can occasionally get away. One of their latest breaks was five days of skiing at Big White ski hill, near Kelowna. In the summer, they kayak and paddle board. “We have really great staff, so we’re good to our staff. They have to step up while we’re way,” Sally says.
Sally also dedicates time to her highly-popular bed and breakfast operation, Burchill’s B&B By The Sea, an attractive cottage on the family property, complete with saltwater swimming pool and ocean access.
One sad spot in Rent It! Canada’s history was the loss in 2015 of much-loved employee Marv Wallace. “We bought
the store in 2001 and hired Marv four months later. He was with us almost 15 years,” Sally says. Wallace was a crackerjack mechanic and just a great guy. Only a few months after his diagnosis, Wallace, married with three children and two grandchildren, succumbed to lung cancer at the age of 64. “Grown men were crying in our store when they found out,” Sally recalls.
Because Sechelt is a relatively small, somewhat isolated small town, the Benners had difficulty finding a new mechanic, untiJustin walked through the door. Their recent search for a new, jack-of-all-trades employee has proven just as challenging. “We want someone who can do everything, They can’t just be a mechanic. They have to take party rentals, be good at customer service,” Sally explains. Ideally, it would be a chameleon who knows a thing or two about hosting dinner parties and fixing a small motor.
Another aspect of living in a community reached by a ferry, with only one road in and out, is that it’s costly to bring in big, expensive pieces of equipment. If a customer wants to rent a huge excavator, it makes more sense for the Benners to sub-rent it, rather than buying one to rent. But, such requests are rare. As well, goods take a little longer to arrive because of the ferry transport, Dale says.
But living in a community where the rustic beauty draws a lot of tourists, can bring a few light moments. “A lot of people think we rent cars,” Dale says. Something about Rent It! Canada’s exterior gives visitors the impression that a mid-size sedan is nearby. Alternatively, people who visit the local car rental business want to rent supplies for their outdoor wedding.
A big part of Rent It! Canada’s success is their willingness to accommodate their customers. “A gal, a couple of months ago, didn’t bring her stuff back on time. We told her to pay us when you can,” Sally recalls. “We try to work with all our customers,” Dale adds.
Since that day in 2001 when he announced he was ready for a new job, after he came home from a day working with heavy equipment, Dale, and Sally, have made a success with lighter equipment, and the couple have fun doing it. CRS

Frequent inspections are a must to ensure shelving is safe.
In the last President’s Message, I talked about the importance of making sure your racking and storage systems are secure and safely installed according to manufacturer’s recommendations. In this column, let’s take a look at the steps you should follow to monitor and maintain your shelving in a safe condition.
The following elements should be included on your facility inspection of storage racking and shelving. If your storage racking is outside, ensure it is engineered to withstand the elements. Rust, poor foundations and improper installation are known to be serious risk factors with exterior installations. A documented monthly inspection must be completed that identifies any variance from the manufacturer’s specifications, as well as structural damage and/or missing or out-of-position components. You may wish to create a specific shelving and racking inspection procedure. Here’s a list of items to look for:
• Check that the bays conform to the safe working limit signs provided by the designer or installer, and that the racks have not been altered.
• Look for evidence of overloading.
• Damaged or missing horizontal and/or diagonal braces. Damaged horizontal or diagonal braces must be replaced.
• Sheared or missing floor anchors.

• Damaged or permanently deflected (yielded) beams or improper beam bracket engagement. Ensure beams remain firmly in the bracket and suspended at both ends. Any visible deflection in a crossbeam after unloading is cause for replacement.
• Missing or improper safety pins in each end of all beams.
• Misplaced, missing or damaged safety bars between front and back beams. There should be a minimum of two per pallet location.
• Check for obvious signs of beams being hit by a pallet or forklift. Damaged beams should be replaced.
• If a beam has been hit and only shows minor damage, ensure the welds are checked for cracking by a competent person.
• If racking is located outdoors, inspect it for signs of rust and corrosion. Ensure the base the racking rests on remains stable.
Inspection findings must be reported immediately and a system implemented to address any deficiencies or damage noted.

However, the same principle does not necessarily follow with broom attachments. Although beefy, hydraulicpowered rotary brooms certainly have their time and place – they excel at sidewalk snow removal, for instance –simple push broom attachments provide similar levels of performance while offering their own set of unique benefits. Here’s when and why to consider a push broom over a rotary counterpart.
COST CONSIDERATIONS
Although the hypnotic spinning bristles of a hydraulic rotary broom may grab a person’s attention, it is the price tag of a push broom that really raises eyebrows. Unlike rotary brooms, which are complex tools with multiple moving parts, the comparatively simple designs of push brooms lend themselves to greater affordability. Push brooms also are extremely durable, meaning the initial investment pays off longer down the line.
MAINTENANCE REQUIREMENTS
With a push broom attachment, there are few if any moving parts to wear down or fail because of use, aside from those doing most of the work: the bristles. And even so, reputable manufacturers offer modular brush sections, so bristles can be reversed or

At first glance, a whirring rotary broom would appear to be a do-it-all material mover. The fact is a push broom typically offers similar or even preferable results.
When it comes to moving dirt, leaves, rocks, steel shavings or other debris, push brooms often are comparable to rotary brooms. And while rotary brooms do wonders with snow removal, the push broom is the clear favorite when moving standing water. Acting as a squeegee, bristles move wet material and water cleanly and effectively. Try doing that with a rotary broom, and watch the mess expand tenfold from a dousing spray.

As with the aforementioned spraying water, hydraulic-powered rotary brooms have a tendency to agitate material. Drywall dust, sawdust, insulation and similar substances can cloud the air quickly, and even heavier objects, such as bolts or small rocks, can become airborne.
In such instances, a push broom is the clear favorite. Material stays in front of the unit, thus minimizing what goes into the air – an especially welcome attribute on jobsites where bystanders are present or there is a risk of damage from flying debris. Airborne dust, especially when hazardous materials such as asbestos and fibreglass are present, has been identified as a health concern for workers. Airborne wood dust is recognized as a fire hazard. Many contractors and building owners will prefer a system that keeps the dust on the ground instead of swirling about in a cloud.
It is true that push brooms may not be applicable for every situation, however they possess particularly notable attributes in many work environments. If cost, durability, versatility and performance are factors, the push broom has clear advantages over a hydraulic rotary broom. Like many motorized machines, rotary brooms may initially appear to have the upper hand in completing projects quickly. But stick a belt sander on a pinewood derby car, and you’ll soon be the proud owner of a toothpick. The same can be said for brooms – sometimes simple is better. Consider that the next time you’re in the market for a broom attachment for a compact tool carrier. CRS

Here’s what you need to do to meet Environment Canada’s regulations.
Back in 2011, Environment Canada was added to the long list of regulatory authorities having jurisdiction with the implementation of the EC E2 regulation. When the E2 regulation came into force in November 2003, 182 substances were identified as environmental hazards by an uncontrolled or accidental release. The E2 regulation was amended in 2011 and 33 substances were added, for a total of the 215 substances currently listed. A proposed amendment will add another 49 substances for a total of 264 substances. The following information relative to the EC E2 regulation is presented to hopefully clarify what is required under Section 200 of the Canadian Environmental Protection Act (CEPA) and published in Part II of the Canada Gazette on Dec. 21, 2011.
When determining if one’s propane installation is regulated by the Environmental Emergency Regulations, it is important to understand the math behind propane storage tank capacities: 4.5 metric tonnes equals 2,345 U.S. gallons or 8,876 litres.
LEVEL 1 THRESHOLD
This level applies to propane installations where the total storage capacity is 4.5 metric tonnes or greater, where the single largest storage container is less than 4.5 metric tonnes. For example, an installation having two 2,000-gallon storage tanks manifolded together. The combined capacity is over the 4.5 metric tonnes threshold, with the single largest storage container being 2,000 gallons, which is less than 4.5 metric tonnes in capacity.
The company or individual having “charge, management and/or control of propane” at such an installation is required to register the site with Environment Canada using a Schedule 2 Notice Regarding the Identification of Substance and Place. It is not required, but Environment Canada strongly recommends development of an EC E2 Emergency Response
and Preparedness Plan (ERPP) for the installation.
LEVEL 2 THRESHOLD
Now we are talking about propane installations where the total storage capacity is 4.5 metric tonnes or greater, where the single largest storage container is 4.5 metric tonnes or greater. For example, an installation with one 1,000-gallon storage tank and one 5,000-gallon storage tank on site. The combined capacity is over the 4.5 metric tonnes threshold, with the single largest container being 5,000 gallons, which is greater than 4.5 metric tonnes in capacity.
The company or individual in charge of the propane at this facility is required to register the site with EC using a Schedule 2 notice and prepare an E2 ERPP, as above. In addition, they must submit a Schedule 4 Report Regarding the Preparation of an Environmental Emergency Plan and a Schedule 5 Notice of the Implementation and Testing of an Environmental Emergency Plan.
Once the above requirements have been met, they are by no means complete. There is a requirement for annual verification of the information and an ERPP testing component. Give employees time to consult a lawyer about their contracts.
Your employees are crucial to the success of your organization. Productive and loyal employees make your business more successful. They also will make your life a lot less stressful. In non-unionized workplaces, the relationship between employer and employees is capable of great change in a small amount of time. In unionized workplaces you must abide by your applicable collective bargaining agreement. Most of you are operating in non-unionized environments.
The applicable law governing your employment relationships is, in most cases, provincial. That is, a rental company operating in Alberta is likely governed by Alberta legislation. Similarly, a rental company in Ontario is governed by Ontario legislation. There are exceptions, where a company could potentially be subject to federal legislation. If you are concerned about the applicable legislation for your company, you are strongly encouraged to consult with a lawyer in your provincial jurisdiction.
It is always advisable that you enter into a written employment contract between your company and its employees. If the employment contract has not been reduced to writing, it is more likely that you and/or your employee(s) could disagree on at least some of the terms and conditions of their employment. You may come to realize that your expectations differ from those of your employees. Often the difference of opinion manifests itself only when it is too late, such as after a termination or illness of an employee.
When entering into written contracts of employment, it is good practice to allow your employees the opportunity to consult with their independent legal advisor prior to signing. One of the most common ways in which an employee attempts to avoid liability under a written contract of employment is the argument that they were somehow coerced into signing and that they had no chance to consult with their own attorney. Inserting a clause in the
employment agreement to the effect that the employee has had an opportunity to obtain his/her independent legal advice, and actually permitting them an appropriate amount of time to obtain said advice, will go a long way in ensuring that the agreement is upheld on any court challenge.
Employment contracts are positive for your business on a number of levels. A written contract of employment can provide certainty for you in terms of your legal position vis-à-vis your employees (especially upon discipline or dismissal of an employee). From the perspective of your employees, it can give them confidence in knowing that the terms of their employment have been reduced to writing. You will also be able to better control the specific duties that your employees must fulfill, better define their rate of pay and salary expectations, the length of term for their positions and discipline procedures including notice and termination.
Incorporating objective criteria into your employment agreement wherever possible is best, as it can serve to limit subjectivity and differences in interpretation. For example, if you are in the practice of paying annual bonuses to your employees you could incorporate the objective criteria right into the employment contract. That way, your employee who does not receive his/her annual bonus at least will know exactly why, and will be less likely to complain or be otherwise unhappy. Some examples of objective criteria for annual bonuses might include new sales achieved, customers gained, company profits and/or attendance records, to name but a few.
Each employment contract obviously must be tailored to your specific needs, in order to reflect both your company and each specific position within your company. Spend some time with a lawyer in your jurisdiction who practices labour and employment law, and generate some employment contracts that you’re happy with. You and your employees will be happier for it.CRS

Dean Nasato of Wacker Neuson received the Award of Merit from CRA Ontario for his long-time service to the association. The award is rarely given out to suppliers – a testament to Nasato’s hard work and dedication to the organization.
Stanmore, SkyJack, Haulotte, Genie, A.E. Sales and Cavalier all had big lifts on the floor. There were no fewer than eight software companies exhibiting, presenting a wealth of choice for those looking to upgrade their systems. There was extra interest in the room with Occupational Safety Group and Haulotte running scissor safety training on the first day, and Fuels Learning Centre and L.B. White providing propane heater fuelling training on the second. The propane course got an extra lift from Stephenson’s Rental Services, who provided a last-minute 100-pound cylinder, and Hy-Cor International, who helped out with an extension cord.
Even with the lower attendance, many exhibitors reported excellent results. “I never stopped talking from ten in the morning until three in the afternoon,” reported Matt Rahn of SkyJack.
No question, the numbers were down. Approximately 248 rental store attendees toured the 2016 Canadian Rental Mart, representing about a 25 per cent decline from the 2014 edition. Factoring into the low turnout was a large equipment auction being held in nearby Bolton, Ont., and the generally slow business conditions in the Ontario economy right now.
“I actually met two Ontario stores I’ve never heard of before,” said Jim Freeman of Rentquip. “I didn’t think that was possible at this stage. The good thing about this show is that a lot of the smaller independent guys come out.”

The fourth contestant was an out-of-the-box entry by Brandt Tractor! In an innovative and clever marketing move, the equipment dealer entered the contest and did one of the tables up in Brandt colours and logos. NJS Design won the contest, as voted on by the banquet attendees. The prize was $1,000 worth of supplies from National Event Supply and a cover story in this magazine.
NJS Design also won the Ontario President’s Image Award in the Party and Event category. Cooper Equipment Rentals won on the Equipment side, and SkyJack was awarded Rental Supplier of the Year for Ontario.
NEW FACES FRONT AND CENTRE AT CRA B.C. SHOW
The B.C. Canadian Rental Association put on another lively show at the Cloverdale Agriplex in Langley, B.C., on Jan. 23. Over 100 attendees toured 40 exhibitors in a new venue – the much larger main Agriplex building. The effect was a more open and inviting show floor with improved sight lines. The show began on the Friday afternoon and ran through Saturday, ending with
the CRA B.C. banquet on Saturday evening. Banquet-goers were entertained by Billy Bagpipes and heard speeches from Jim Clipperton of Nor-Val Rentals, the local president; Angie Venekamp of Rental Network, the B.C. national director; and Tim Ranson of Cat Rentals in Edmonton, the national CRA president. Awards were also handed out at the banquet. Husqvana won B.C. Supplier of the Year. Dale and Sally Benner of Rent-It! Canada in Sechelt, B.C., accepted Rental Store of the Year. This win was emotional for the Brenners, as they recently lost their long-time mechanic, Marv Wallance, to cancer.
Angie Venekamp said farewell as national B.C. director. Steve Provost of United Rentals will be introduced as B.C. national director at The Rental Show in Atlanta.
The show was well supported by sponsorships. Notable was the presence of United Rentals and Sunbelt Rentals as major sponsors, perhaps signaling a new interest in supporting the association from major national franchises.
“There are a lot of new faces here at the local level on the director board,” Nathlie McGregor, CRA managing director, noted. “They are upbeat and eager to help rental businesses and grow the local association.” McGregor reported registrations were up 10 per cent from previous year.
REWARDS FOR ALL AT CRA ATLANTIC
The man from Hewitt Rentals loaded his new Little Wonder Brushcutter into the back of his pickup and slammed the tailgate. It was one of 11 of these machines that Hewitt had just purchased right on the G.C. Duke booth in the last minutes of the Canadian Rental Association Atlantic trade show, Feb. 13 in Moncton, N.B. “There,” he said, “I guess that that will show anyone who says there is no point in going to a CRA show.”
Saying that would be difficult indeed after the events of Feb. 13. Hewitt Rentals, a chain of 30 stores across Quebec and Atlantic Canada, brought around 20 red-shirted representatives to the show who spent the morning touring the booths and taking notes. After lunch, the crew assembled in a big meeting in the eating area and spent the afternoon comparing notes and planning their next move. Just before the end of the show at 4 p.m., the meeting broke up with eight pages of orders ready to be placed with the vendors in the room.
“Great turnout from the rental stores and great turnout from the associate members,” commented Hank McInnis, CRA Atlantic national director. “Still struggling to rebuild out board, but once that is done we can move forward. We have plans for golf, plans for educational meetings. We are also sponsoring the national board members’ meeting here in September. We had a great turnout last night for the banquet. It was a little special for Moncton not to be snowed in in February.”
About 65 attendees toured the show with 88 at the Friday night banquet. Showgoers heard from CRA Atlantic president, Dan Spencer, CRA national president, Tim Ranson, and official CRA Atlantic storyteller, Garth Scott, who arrived with his poster board full of photos from the past years’ association events.
GOOD TIMES IN EDMONTON

The 35th edition of the Prairie Regional Trade Show took place somewhere other than Saskatchewan as the CRA moved its event to the Edmonton Expo Centre on March 4 and 5. The event was much larger than previous shows, with 56 exhibiting companies taking 150 booth spaces.
Everything got started on Friday night with a meet-and-greet reception at the newly renovated DoubleTree West Edmonton. The room was abuzz as rental store owners, employees and suppliers renewed acquaintances. The entertainment was a very popular casino night with the opportunity to win a number of prizes. Rumour has it that the festivities continued into the morning hours.
The next morning, the trade show started with a variety of products on display including china, tableware and tents through to small hand tools and larger equipment including light towers, generators and skid steers.
Russell Taylor from Ron’s Equipment Rental in Yellowknife, N.T., made the trip to the show. He said he comes every year to this event and deals with a least half the exhibitors on the show floor. He explained it is an excellent event where
he gets to put a face to the names he deals with.
Drew Wood from M.S. Sales was quite pleased with the new show format. “It is a great building with a nice layout. It was time for a change,” he commented.
Michel Desmeules from Tsurumi Canada echoed the positive comments. “This location draws more people from Edmonton to Calgary and even those north of Saskatoon. Edmonton is easier to get to and provides an opportunity for new people to attend the show.”
Nathalie McGregor, CRA national managing director, was extremely happy with the move to the new venue. “The move was very easy,” she explained, “and it was very well organized thanks to the Albertabased team of volunteers.”
The trade show closed Saturday afternoon with over 200 delegates coming through the doors – a healthy increase from the 2015 event.
The annual CRA Alberta banquet followed the show, with a number of awards handed out following dinner. Receiving the national Award of Merit posthumously were Doug Mitchel, Jim Johnson and JeanMarc Turcotte. The Exceptional Volunteer award went to Chris Baker. The recipient of the Doug Mitchel Supplier of the Year award was Andrew Wilson of Atlas Copco. Finally, the Dickie Doo was presented by last year’s winner, Doug Krasowski of Wacker Neuson, to Geoff Allen of Genie.
Entertainment at the banquet was by the Duelling Red Piano group who kept the party hopping with their musical talents.

A case of criminal negligence SAFETY FIRST AND LAST
Why Vadim Kazenelson went to jail.

If you aren’t familiar with the Metron case, you should be. On Christmas Eve 2009, six workers were on a swing stage outside of the 13th story of a building at 2575 Kipling Avenue in Etobicoke, Ont. The project involved the restoration and repair of concrete balconies and had been ongoing for a few months.
When a seventh person attempted to get on the swing stage, it collapsed, breaking in half, sending five men plunging thirteen stories to the ground below, killing four of the workers, while the surviving worker suffered life-altering injuries. Kazenelson held onto one of the unused lifelines and climbed back onto a balcony.
Here are the facts in the case as outlined in R. v. Kazenelson, 2015 ONSC 477 (Canlii).
This work required the design and installation of a custom swing stage allowing workers to work on two balconies at once, and the supplier Swing ‘N’ Scaff did not provide the constructor (Metron) or the project manager (Kazenelson) with capacity info for the swing stage. Therefore, Kazenelson was unaware of the capacity.
Examination of the swing stage revealed that some of the welds were cracked and the design was faulty. It was the site supervisor responsibility (deceased) to ensure the equipment was inspected each morning. The project manager was responsible for ensuring the performance of this activity.
O.Reg 213/91 Construction Projects makes it clear that each worker requires an independent lifeline. The day of the event, Kazenelson was aware that only two lifelines were in use, and although the concern was raised with the site supervisor, no action was taken. Kazenelson had the responsibility and authority to ensure that rules were adhered to.
These facts are not unlike many provincial health and safety cases we see, so why was Kazenelson convicted under the Criminal Code?
The charge of criminal negligence can be established where an individual in doing anything; or, omitting to do anything that is his duty to do,
shows wanton or reckless disregard for the lives or safety of others. In this case, the Crown was required to prove that the omission constituted a failure to take reasonable steps to prevent bodily harm to the workers, and his disregard for safety constituted a substantial departure from the conduct expected from a reasonable person in the circumstances. The Crown was also required to prove that Kazenelson was aware of an obvious safety risk or gave no consideration to risks he may have been aware of and willfully chose to proceed without caution.
The court found that Kazenelson was bound by section 217.1 of the Criminal Code and that he should not have allowed the workers to board the swing stage without the required number of lifelines. Failure to ensure their use was a breach of provincial legislation, the training the worker’s had received, basic industry standards and therefore a breach of section 217.1. The courts also found that not knowing the capacity of the swing stage and allowing the workers to board with only two lifelines was a demonstration of wanton or reckless disregard for the lives and safety of the workers and this also marked a substantial departure from what a reasonable supervisor would have been expected to do in the circumstances. The courts also found that as a result of Kazenelson questioning the site supervisor about the number of lifelines in use, he was aware of the risk, aware of the danger, and allowed the activity to continue.
These details satisfied the courts beyond a reasonable doubt, that Kazenelson knew of the danger, neglected to act, and therefore, is criminally negligent. In January 2016, Kazenelson was sentenced to three and a half years in prison. Whether you agree or disagree with the sentence, this is a precedent, and employers need to stand up and take notice.
Employers must have competent management in place and a system where safety is integrated into all aspects of business, where it is constantly measured and evaluated, and substandard acts and conditions are not tolerated. CRS
