Project Goals

Taking into consideration the importance of specificit in language and intent this project is designed to tr to avoid some of the common pitfalls that occur in communit based planning Considering recommendations made b scholars like Talen that emphasi e the importance of specificit this project is informed b four specific goals This project seeks to

Increase opportunities for social interaction and relationship building at Hemisfair

Facilitate critical and constructive engagement with the history of the site pre Hemisfair

Create opportunities to learn more about park users to better serve current and future users

Expand the park s user base by diversifying programming and partnering with local organi ations and experts

Selected Focus Historical Engagement Plan

The proposed pavilion ill be located in the former Women s Pavilion a four stor international st le structure designed in b C rus Wagner currentl vacant Situated in Phase III of Hemisfair s planned development the proposed space ill e tend the park s mission of communit oriented space that engages ith histor and local arts culture

use flexible gathering space and museum

The museum portion ill primaril address the histor of the indigenous peoples ho have lived on and around the land that is no Hemisfair and the histor of the neighborhood that as demolished to make a for the World s Fair The site s histor ill not be told in a chronological order Instead the stories of prior inhabitants of the land ill be inter oven throughout the museum portion to encourage critical engagement ith histor across time ith an emphasis on the spatial presence of these groups and on representing stories This histor portion ill be primaril concerned ith lived e periences of prior communities and the impact of displacement across timeframes This ill be done b telling la ered histories through interactive displa s including images and snippets of oral histories that tell the past of the site There ill also be a la ered digital map that sho s the footprints of prior communities ideall dating back to indigenous presence on the land in order to connect past communities to the current footprint of Hemisfair Park There ill also be a section of the museum portion dedicated to conte tuali ing the site s histories ithin the scope of urban rene al in San Antonio and in the United States at large Placing these histories ithin the conte t of broader urban changes ill hopefull allo visitors to make connections bet een histories of displacement This ill highlight ho legacies of displacement in San Antonio and else here in the United States have shaped and continue to shape urban space

Existing bike lanes and bike trails were mapped and trailhead entrances to the greenways were geocoded and visuali ed

The locations of medical facilities grocery stores public schools universities and libraries were geocoded and visuali ed

Each facility was analy ed to determine if there was a bicycle accessible route that connected the trailheads nearby to the facility For those facilities that did have connections the Trace feature was used to specify the bicycle accessible route from the trailhead to the facility The maps on the following page show this analysis for

Statistical analysis of the proportion of bike accessible facilities left reveals challenges Overall there is a lack of transportation connectivity to important community facilities on the Westside With the exception of Universities all other categories had 0 or less of locations that were directly connected to trailheads

The lack of connectedness in most of the categories suggests that current greenway trailheads and roadway bike facilities are not well connected to provide facility accessibility This could be partially alleviated by adding more trailheads in strategic locations that connect more directly to existing bike facilities However a lot of the connectivity problems are also a result of a lack of bike facilities on the Westside in general so these would need to be increased in order to provide more extensive access Research suggests that in order for greenways to be useful as active transportation corridors there needs to be easy accessibility and greater connectivity Currently the Westside Creeks provide some bicycle connectivity to neighborhood facilities but are still lacking in wide reaching connectivity In order for trails to be useful for active transportation there needs to be more strategic placement of trailheads near existing bicycle facilities as well as an expansion of bicycle lanes on roadways These improvements would increase the connectivity of the Westside enabling increased use of the greenways for everyday travel

The spatial and cultural context of the park brought about by its location in the urban fabric of the city

The intersecting legacies of the park as both a product of and a remedy for environmental degradation

Diverse claims to public space within the city

01 The central portion of the mosaic is comprised of images referencing each of the surrounding districts of the park Each of these sections is distinct in its iconograph but compositional features are used to create a visual flow both between each section and into the center of the circle This will hopefull enhance the viewer s e perience of the work as a cohesive circular design will encourage people to walk around the mosaic and look closer at the elements interaction 02

The proposed location for the mosaic is at the entrance to the new section in front of an e isting statue of park founder George H Hermann an oil businessman and philanthropist The center of the mosaic is a depiction of an oil rig being overgrown b greener There is a frame of interlocking bands one that looks like a vine and one that looks like flowing oil around this depiction This feature serves to address multiple factors including the economic and social histor of the Cit of Houston and the legac of Hermann Park s founder Houston is known for its robust econom that surrounds the nerg industries especiall the oil industr This economic realit has seeped its wa into Houston s cultural fabric which is e emplified b the stor of Hermann Park s founding

George H Hermann is often celebrated as a philanthropist who helped establish man of the important institutions and public amenities in Houston toda

However his legac as a businessman who made his fortune through the oil industr is not as often addressed This central component of the mosaic attempts to address this realit and grapple with the enduring legac of Houston s oil industr

0 Radiating out from the center circular portion of the mosaic will be stones engraved with the word Welcome in the languages spoken in the cit of Houston These stones will be scattered throughout the pavement tiles concentrated more densel closer towards the central circle These welcoming messages are included to represent the diversit of the park users and of the cit as a whole e tending the pictorial representation be ond just the immediate surrounding areas and presenting the park as a place for Houstonians and international visitors alike to gather

Strateg One Delegating Traffic and De prioriti ing Automobile Mobilit through a Multimodal Street Transformation

Taking inspiration from Copenhagen s Nørrebrogade a successful multimodal street pictured right one lane of traffic ould be eliminated on all streets to pro ide more space for human use The e tra space ould be used to iden the side alk and create a bike lane increasing the potential for acti e transit along the street The addition of a median in the center ould alter the traffic pattern at the intersection as illustrated in the isual abo e This ould limit the risk to pedestrians crossing at the intersection as car traffic ould be di erted and slo ed do n It ould also likel reduce the amount of pri ate ehicles tra eling in this area creating a quieter and less polluted area The elimination of parking spots along the street ill reduce the amount of cars pulling out into oncoming traffic flo reducing the amount of congestion

Strateg Two Reclaiming Street Space through Tactical Urbanism

Tactical urbanism can be used to create more space for human interaction and connection The center of this intersection ill be reclaimed ith strategies emplo ed in other successful projects street painting adding mo eable furniture and installing planters ill create a ne area for shoppers and alkers to sit and gather

The fle ibilit of the inter ention means that the area can be e panded or altered in potential further e pansions of the project

Taking cues from Leku Studio s Superilla Sant Antoni intersection transformation project in Barcelona pictured right there ill be ne landscaping features fle ible seating and more ithin an area protected from the alread reduced traffic

The project is guided b Dolores Ha den s ork in Redesigning the American Dream dra ing from her isions for a model of communal li ing that balances pri ate and public space In this ork Ha den identifies the association bet een homeo nership and an each farmer on his o n farm sort of territorialit that can create a pushback against less indi idualistic modes of li ing Ha den s response to this problem is presented on the communit neighborhood and street le el Ha den suggests that instead of updating our single famil houses as primiti e sacred huts Americans can coa push and nudge hole blocks to ard a model of the neighborhood here accountabilit is a stronger alue than pri ac While these proposals are aimed primaril to ards suburban redesign the central concepts of rethinking the traditional U S models of shared space in fa or of a more communit oriented approach is applicable to this urban infill conte t Ha den pro ides recommendations for the designer or architect of these ne kinds of li ing possibilities asserting that the delicate balancing of pri ate space space shared b residents and semi public space shared ith outsiders must go on all the time in housing design

At Nue a this balance is achie ed through attenti e planning strategies The plan considers ar ing degrees of public and pri ate spaces become more pri ate the further one gets from the northeast side of the lot ith the most public areas closest to the street intersection and the most pri ate spaces the furthest into the back south est corner of the lot The corner of the lot at the intersection is a public pla a This pla a ill be open at all times and ill be an area that ser es both as an entrance to the building and as an area here passersb can stop and enjo the space The ground floor of the building ill include semi public galler spaces a lobb for residents and galler goers and indi idual and collaborati e art studio space The Nue a street facade features retail and restaurant space as ell as a resident onl entrance and the garage entrance

The section ie of the building also re eals a gradient of public to pri ate ith the first le el being the most public the second le el including semi public meeting and educational spaces that can be rented out to communit groups to generate income and the top three floors being reser ed for apartments and resident shared spaces These spectrums seek to pro ide a balanced blend of shared and pri ate spaces residents are able to partake in shared spaces both ith other residents and ith the general public hile still retaining a sense of pri ac in their residences The top t o images and accompan ing color coding ke are a isual representation of this gradient
