

SAMAL ISLAND CITY COLLEGE CELEBRATES HISTORIC FIRST
COMMENCEMENT FOR CLASS OF 2023
Samal Island City College (SICC) achieved a monumental milestone as it hosted its inaugural Commencement Exercises under the leadership of Dr. Jose Ersante Fuertes, College President. The ceremony happened last July 5, 2023, at the SICC Gymnasium and revolved around the theme, “SICC: Reaching Dreams, Transforming Lives.”
A total of one hundred seventyone (171) students, the pioneering class of SICC, were recognized for their academic accomplishments as they received diplomas in diverse degree programs. The breakdown included 47 graduates from the Bachelor of Public Administration (BPA), 31 from the Bachelor of Science in Agribusiness (BSAB), 22 from the Bachelor of Science in Entrepreneurship (BSE), and 71 from the Bachelor of Science in Tourism Management (BSTM). Among this batch were three (3) commendable students who excelled in their academic journey and graduated as Cum Laudes, namely Jean Rose Pagarigan (BSE),

The event was graced by the presence of City Mayor Al David T. Uy, who served as the Guest of Honor and Speaker. Also in attendance were City Vice Mayor Lemuel Reyes, members of the Sangguniang Panlungsod (SP), Board of Trustees (BOT) members, LGU Department Heads, SICC Key Officers, and Faculty.
Mayor Uy delivered a poignant and inspirational message to the graduates, urging them to prioritize personal development and become pillars of support for others, especially their parents. Acknowledging the challenges faced by the graduates – the sleepless nights, procrastinationrelated frustrations, and moments of overthinking about their chosen fields – Mayor Uy emphasized the value of self-belief and hard work as essential keys to success.
The emotional highpoint of the ceremony saw graduates proudly walking across the stage, receiving their diplomas with the support of
their parents and loved ones.
This touching moment symbolized the culmination of their academic journey and provided tangible evidence that perseverance and dedication lead to earned success.
In a formal expression of congratulations, the SICC community commended the First Batch of Graduates for the Academic Year 2022-2023. The graduates were lauded for inspiring others and were encouraged to embark on their next adventure with confidence. The college community expressed pride in the achievements of the SICCian graduates, eagerly anticipating their future endeavors.
This historic first commencement not only signifies academic achievement but also marks the beginning of a legacy for Samal Island City College, setting the stage for future generations of students to follow. INAUGURATION of CRIMINOLOGY BUILDING MARKS MILESTONE FOR SAMAL ISLAND CITY COLLEGE
After being granted the Certificate of Readiness by the Commission on Higher Education (CHED) to offer the Bachelor of Science in Criminology (BSCrim) Program on June 14, 2023, the Samal Island City College geared up to welcome its first batch of Criminology students through a blessing and ribbon-cutting ceremony of its new BSCrim building.
The event happened last August 14, 2023, led by Honorable City Mayor Hon. Al David T. Uy and Dr. Jose Ersante “Tata” Fuertes, SICC College President. Among the attendees were Vice Mayor Lemuel T. Reyes, City Councilors Hon. Renz Lacorte, Hon. Marife Bantillo, Hon. Ginaphine Cañete, LGU Department Heads, SICC personnel and students.

and various laboratories, such as a defense tactic room, forensic chemistry room, forensic ballistic room, observation room, polygraphy room, interrogation room, forensic photography room, crime scene room, dactyloscopy, questioned document room, and school equipment.

In his speech, Dr. Fuertes expressed gratitude to Mayor Uy, the Local Government Unit, and the nine (9) City Councils for their unwavering support in the realization of such a significant project. He also thanked the Board of Trustees, local finance, and department managers for their invaluable contributions.

Mayor Uy acknowledged the efforts and hard work of everyone involved in the project, expressing immense gratitude. “Dako kaayo akong pasalamat na nakita nato karon ang gihaguan, preparation, tanan na gihimo sa leaders kay makita na nato ang bunga. Ipadayun nato para mas ma improve pa nato atong local college. Thanks sad sa CHED sa supportang gihatag sa local college.”

BSAB ORGANIZATION DAY: PYTHONS GET READY TO STRIKE! A PROLOGUE TO INTRAMURALS 2024
The Bachelor of Science in Agribusiness (BSAB) annually organizes a short sports event known as the BSAB Organization Day. This event brings together Agribusiness students from various academic years for a two-day friendly competition. As students actively engage in these events, the nurturing of budding young athletes becomes apparent. The BSAB Local Council (LC) conscientiously focuses


on orchestrating this sporting occasion as part of their proactive preparations for the upcoming Intramurals in 2024.
The Organization Day initiative at BSAB aimed to identify outstanding individuals in sports, literature, and agricultural pursuits among the student body. Facilitated by the BSAB LC Officers, the event marked the unprecedented success of the opening of BSAB Organization Day.
The event’s highlight was the highly anticipated Search for Mr. and Ms. BSAB 2023, in which nine (9) student competitors from various academic levels competed for the coveted titles of BSAB Ambassadors. The event spanned multiple activities, with particular emphasis on two sets of competitions.
On the opening day, Set “A” featured competitions in Weed Identification, Seed Identification, Insect Identification, Flower Arrangement, and Grafting. Meanwhile, Set “B” comprised a Quiz Bee, Poster Making, and Essay Writing. These activities provided a platform for students to showcase their knowledge and skills across various domains.
The second day of the event witnessed engaging competitions in ball games and indoor sports, fostering camaraderie and physical prowess among participants.
The undisputed highlight, the Search for Mr. and Ms. BSAB 2023, underscored the pinnacle of the Organization Day, with participants demonstrating their talents and charisma to secure prestigious ambassadorial roles. The success of this inaugural event not only celebrated the diverse talents within BSAB but also marked a significant milestone for the organizing committee, affirming the positive trajectory of future Organization Day endeavors.
SICC EMPOWERS STUDENT JOURNALISTS THROUGH INAUGURAL CAMPUS JOURNALISM WORKSHOP

In a transformative initiative, the Official Student Editorial Board & Publication Team, “ANG BANGAY,” and members of ‘Kamun’, OSSD’s Reading Material, actively engaged in the 1st Campus Journalism Workshop held last November 10, 2023, at the Samal Island City College (SICC) Conference Room. Themed “Campus Journo: Cultivating Minds in the Digital Age,” the workshop was orchestrated by the Office of the Student Services and Development (OSSD), under the guidance of Dr. Richard Jimenez, in collaboration with Sunstar Davao.
The event aimed to equip student journalists with essential skills and insights crucial for navigating the evolving landscape of journalism in the digital age. Resource speakers Ma’am Cristina Alivio, Editor-inChief OIC of Sunstar Davao, and Sir Ace June Rell Perez, Digital Service & Content Head,
generously shared their expertise, providing invaluable knowledge about the relevance, techniques of modern writing and best practices on Journalism and Social Media Storytelling.
The workshop delved into the intricacies of digital journalism, emphasizing the importance of cultivating a nuanced understanding of the digital age’s impact on media practices. Participants gained insights into effective storytelling, ethical journalism standards, and leveraging digital platforms to disseminate information responsibly.
Expressing gratitude to the resource speakers and all contributors, the participants acknowledged the significance of such initiatives in honing their journalistic capabilities. Dr. Richard Jimenez highlighted that this workshop marks only the beginning of a comprehensive effort to prepare

ISLAND GARDEN CITY OF SAMAL HONORS EDUCATORS IN GRAND WORLD TEACHERS’ DAY CELEBRATION
On October 18, 2023, Samal Island celebrated World Teachers’ Day at the SICC gymnasium, honoring over 1,700 teaching and non-teaching personnel from public and private schools. Themed “Together4Teachers,” each educator received a generous gift of 10 kilos of rice, symbolizing community gratitude.

Yet, within this idyllic setting, a silent struggle unfolds –the stories of students who, for various reasons, had to drop out of school. As we delve into the narratives of these individuals, it becomes imperative to foster understanding and empathy and implement measures that empower them to overcome the challenges hindering their educational journeys.
The decision to drop out of college is seldom black and white; it’s a complex interplay of personal, financial, and societal factors. Many students of Samal Island City College find themselves at a crossroads, grappling with issues that extend beyond the classroom. Though, with the blessing bestowed by the government of the Island Garden City of Samal, providing free college education to all Samaleños, financial constraints, family responsibilities, and personal struggles form an intricate tapestry influencing their educational trajectories. In a society where economic disparities persist, the financial burden of pursuing higher education can be overwhelming. Living expenses often become an insurmountable barrier to individuals, leading some students to the heartbreaking decision of prioritizing immediate financial needs over their academic aspirations. Addressing these financial hurdles is essential to ensuring that education remains an equal opportunity for all.
Samal Island’s close-knit communities place a premium on familial bonds. For some students, familial responsibilities become a deciding factor in their academic pursuits. The need to support their families financially or take care of loved ones, making a big sacrifice may force them to put their education on hold. Understanding and addressing these family dynamics are crucial to providing a support system that accommodates both familial obligations and educational aspirations.
Sometimes, the pressures of academic performance, coupled with personal challenges, can


take a toll on students’ mental health. Unfortunately, the stigma surrounding mental health issues often leads to students suffering in silence. By creating an environment that encourages open conversations about mental well-being and offering accessible mental health resources, we can help students navigate the emotional complexities of their educational journeys.
Beyond the individual struggles, it’s crucial to recognize the broader impact of dropped-out students on the community. The loss of potential talent, skills, and contributions affects not only the individuals involved but also the collective growth of Samal Island. Investing in education is not just about personal advancement; it is a strategic investment in the community’s prosperity.
To address the challenges faced by dropped-out students, there is a pressing need for empathy and support from community leaders, and society at large. Scholarships, mentorship programs, and initiatives that address the root causes of dropout rates can significantly contribute to retaining students and ensuring that everyone has the opportunity to pursue education.
The dropped-out students of Samal Island City College carry stories that beckon our attention and empathy. By understanding the multifaceted challenges they face, we can collectively work towards creating an environment that nurtures potential rather than stifling it. Through collaborative efforts and a commitment to inclusivity, we can transform the narrative for these students, ensuring that education becomes a beacon of hope and opportunity for all on the beautiful shores of Samal Island.

In an island where we visualize resiliency as part of our criterion to be livable; it is our shared responsibility to take care of one another and leave no one behind. It is our mission to give each and every one an avenue to grow and foster holistically amidst diversity and adversities.
In the year 2023, our city has faced a tremendnous uprise in the field of mental health wellness. Reports of suicide attempts and cases have been increasingly documented within the city, raising concerns about the mental health and well-being of its residents. This pressing concern has not only stirred anxiety among the city’s residents and government officials but has particularly struck a chord with parents, who are deeply troubled by the fact that some of the individuals involved are young people.
While facing this issue, it is essential for us to approach it with compassion and a united spirit. Rather than placing blame, let us acknowledge that challenges like these require a collective effort and a shift in perspective.
In our beloved Island Garden City, we find ourselves at a critical juncture, prompting us to reflect on the vision of creating a livable and resilient community. This moment is an opportunity for positive transformation and growth.
In response to the escalating concerns surrounding mental health, we acknowledge the imperative for fortified support systems. Within our DepEd schools, we currently have two registered guidance counselors. Concurrently, our devoted City Health and City Social Welfare and Development Professionals have displayed unwavering dedication in their mission to safeguard the well-being of young Samaleños. Furthermore, Samal Island City College has played a significant role in supporting the youth, with their relentless efforts highlighted by the commendable initiatives of advocates such as the Samal Island City College’s Peer Advocates Club, spearheaded by the Guidance Counselor, Dr. Richard Jimenez.

Recognizing the need for further empowerment, it is evident that our community can be strengthened by providing additional training for volunteers to assume roles as peer counselors. This proactive strategy ensures the prompt addressing of emergent situations, ultimately fostering a more resilient community.
Instead of seeing this as an insurmountable challenge, let us view it as an opportunity for positive change. By fostering a culture of openness, understanding, and support, we can create an environment where individuals feel empowered to seek help and where the community as a whole becomes a pillar of strength.
This is not a reflection of failure, but rather a call to action for us, we,the young Samaleños, must recalibrate our outlook as to how we handle things like this. We must be the catalyst of progressive change that our island needs to reign victory in this hard-fought battle for there is no other enemy than ourselves. Let us stand united in this journey towards a mentally healthier and more resilient community, where victory is not just a possibility but an inevitable outcome of our collective efforts.

The event marked the culmination of a challenging yet rewarding journey for these academic leaders, who now stand equipped with essential transformative leadership and management skills. The CHED-AIM GALP is designed to empower leaders of higher education institutions, providing them with the tools needed to co-create innovative solutions and engage

Held last September 7, 2023, the LGU-SICC Nite was part of the larger Virgen Dolorosa Parish Festival, an annual tradition at the Babak Multipurpose Gymnasium. Samal Island City College (SICC) actively participated in this festival, infusing it with a dynamic energy that left a lasting impression on all in attendance.
The SICC Nite served as a platform for both learners and faculty members to showcase their talents and captivate the audience with a variety of performances. EMPOWERING YOUTH LEADERSHIP: SICC STUDENTS EMERGE VICTORIOUS IN SANGGUNIANG KABATAAN ELECTIONS

The elections, held recently, saw Honorable Rexeel G. Calago from Barangay Toril, Babak District; Honorable Flor de Jesus B. Supilanas from Barangay Tagbitan-ag, Samal District; and Honorable Jake G. Suralta from Barangay Kanaan, Kaputian District, proudly securing their positions with resounding victories.
Hon. Rexeel G. Calago, a 22-year-old third-year college student pursuing a Bachelor of Public Administration (BPA), secured a remarkable four-hundred six (406) total votes in Barangay Toril. Similarly, Hon. Flor de Jesus B. Supilanas, a 23-year-old third-year college student of Bachelor of Science in Agri-Business (BSAB), won with fiftyseven (57) total votes in Barangay Tagbitan-ag. Lastly, Hon. Jake G. Suralta, also 23 years old and a first-year college student of Bachelor of Science in Criminology (BSC), triumphed with one hundred twenty (120) total votes in Barangay Kanaan.
Following their victories, the three SK Chairpersons attended the Sangguniang Kabataan Mandatory Training (SKMT) and the Election of new sets of officers for Sangguniang Kabataan Federation at Club Samal Resorts on November 11th and 12th, 2023. The newly elected SK officials
took their Oath of Office, administered by City Mayor Al David T. Uy.
In an exclusive statement, Hon. Rexeel G. Calago expressed his sentiments as a first-time SK official, acknowledging the significant responsibility and pressure that comes with the role. He emphasized the advantage of being a student, not only for the honorarium but also as an opportunity to apply the knowledge gained from his public administration course to contribute to their barangay’s development.
Meanwhile, Hon. Flor de Jesus B. Supilanas highlighted the opportunity for young people to get involved in their community, develop leadership skills, and make a positive impact on the lives of their fellow youth. His major platforms focus on education and health.

The Second Runners-up, Princess Nicole Simcic, and a fellow male candidate proved to be dark horses, surprising the audience with overflowing confidence on stage.
The First Runners-up, Hannah Karla Labor, and Jey Compacion, showcased a unique chemistry, blending different interests yet complementing each other seamlessly. Their stage presence left the audience yearning for more.
In a thrilling moment, the coveted titles of Mr. and Ms. BSE Ambassadors 2023 were awarded to 1st-year Cherry Mae Gayuma and 2nd-year Rico Balsa. The pair proved that popularity is just a bonus, emphasizing that intellect and sophistication are the keys to fulfillment. Cherry’s amiable visuals and Rico’s alluring aura earned them not only the crowd’s applause but also the judges’ favor.
The winners demonstrated grace under pressure, delivering heart-inspiring answers that solidified their victory. The coffee they sipped didn’t make them nervous; instead, it fueled their confidence, allowing them to easily clench the titles of Mr. and Ms. BSE Ambassadors 2023.

As the night progressed, the competition intensified. The candidates flaunted their jawdropping physique and impeccable grooming in the Type B and A attire segments. The evening wear competition took the excitement to another level, with candidates donning stunning jewelry-embedded gowns and breathtaking suits. Each move was flawless, and the candidates stood out confidently.
The climax of the event was the highly anticipated Question-and-Answer portion. Candidate number three, Khart Lowelle Apique of House 3 (Paddy Sparrow), delivered a strong, winning answer that captivated everyone. His confidence and composure during the final round earned him major and minor awards, including Best in Production and Formal Wear. Khart’s outstanding performance secured his spot as Mr. BSTM Ambassador 2023.

The fourth-year candidates—Hajillah Mae Cambarihan, Jhun Digal, Corazon Gemperoso, Charlie Balais, and Helandrey Lumampoc—carried the flag of their batch with pride and passion. The third-year tandem of Luy Den Mar and Natasha Jean Talaid exceeded expectations with their nerve-racking performance. Crowd favorites James PJ Garcia and Diana Rose Bioc thunderstruck the audience, being the most popular tandem on stage.
The competition was not just about the titles, as various minor awards from sponsors were also up for grabs. Second-year James PJ Garcia stood out, clinching the majority of the special awards, including Mr. Zagpa, Best in Casual Attire, and the People’s Choice Award.

Helandrey Lumampoc, despite being silent in the spotlight, emerged as the dark horse, acing the final Q&A round and securing the title of Mr. BSAB 2023.
Seaside Eatery’s choice, Hadjillah Mae Cambarihan, dazzled as she clinched the Ms. BSAB 2023 title. Her breathtaking answer during the Q&A portion showcased that true answers from the heart surpass mere popularity.

“The Truth Sails Beyond Boundaries”
“ANG BANGAY” is the Official Student Publication of Samal Island City College that releases articles, journals, and other types of publications to raise students’ awareness of important academic and socially relevant topics, as well as subjects that are of broader interest.
The “ANG BANGAY”--- Official Seal represents the newspaper as a whole. The hexagon-shaped logo represents the Student Publication’s strength, solidity, and reliability. The waves reflect Samal Island’s pristine and blue sea, as well as the ripple of students’ experiences. The boat, or bangay, is a vessel that delivers hope and has a specific purpose; to establish the SICC’s aim of providing highquality education while embracing the unique traits of each student.
“ANG BANGAY” performs an important function, particularly in amplifying the students’ voices and opinions. It is a platform that allows students to sail through the massive waves of experiences within the institution, transcending boundaries to deliver truthful news and information.

Mixed Martial Arts also known as MMA is an extreme combat sport in which contestants are permitted to use the fighting techniques of wrestling and boxing and those of martial arts such as judo, kickboxing, and karate.
Michael Angelou R. Matas, a second-year student of Bachelor in Public Administration is a proud Amateur Mixed Martial Arts fighter. He has an Amateur Record of 5 WINS- 0 DRAWS- 2 LOSS. In an interview with him, he shared his
By Kay Marie Dancalanexperiences about his plans of entering the ring as a boxer but ended up as an Amateur Mixed Martial Arts fighter due to some circumstances.
He started his MMA fighting journey after finding out about the MMA Gym named Aguila Combat Academy known as Cenojas MMA at Peñaplata headed by Sensei Jenery Quiñonero. He competed in various places such as Bukidnon, Sarangani Province, Cotabato, and Manila.
On Nov. 19, 2023, he won his sixth win via First Round Naked Choke (RNC) against one of the best MMA fighters in Bukidnon. Mr. Matas proves to us that hard work truly pays off.
Aside from being a dedicated BPA student, a part-time MMA and Fitness Instructor, and an Amateur MMA fighter, Mr. Matas is also the team captain of the Samal Dragon Boat Team.

The inaugural Kagay-an International Dragon Boat Race 2023 unfolded on August 19–20, 2023, at Isla de Oro Barangay Carmen, Cagayan de Oro City. Attracting 19 teams nationwide and participants from Hong Kong and Malaysia, the Mayor’s Cup Spring Festival Dragon Boat Race 2023 proved to be a spirited competition.
Dragon Boat Racing, originating from China over 2,000 years ago, transformed into a modern international sport in 1976. Teams of paddlers race fervently to claim victory. The Samal Dragon Boat Team, after months of rigorous training along the coast of Samal Island, proudly participated in this prestigious event.
Comprising sixteen students
from Samal Island City College (SICC), including both junior and senior high school students, the team was coached by Mr. Rogie Ferrer. Their dedication and hard work bore fruit as they received accolades in various categories during the competition: 1st place – 10 boats exhibition face; 2nd runner-up – Mixed Premier standards; 3rd runner-up – UD24 Mixed Standard 400m; and 3rd runner-up – Mixed Premier Standard 400m.
This achievement follows their 12th place finish in the previous Dapa Siargao 1st International Dragon Boat competition. The sixteen (16) SICC students representing various programs showcased their prowess in dragon boat racing: Imie G.
Rotersos, Catrin A. Preglo, Jericha C. Quilaton, Rechil Ji L. Abundo, Troy B. Vallecera, Novien Crish S. Mandawe, Jezriel F. Quiñones, and Michael Angelo R. Matas from the Bachelor of Public Administration; Cristy O. Guitan, Rachell Mae Y. Cañete, and Redine Generale from the Bachelor of Science in Agribusiness; Cathy Rhyle Truz from the Bachelor of Science in Tourism Management; Jose Gabriel E. Sotto, Rona Mae R. Quiñones, Aurelio Andrei S. Sugabo III, and John Rey M. Suarez from the Bachelor of Science in Criminology. Looking forward, the Samal Dragon Boat Team is gearing up for their next upcoming competition, eager to build another successful journey.
