SECTION 02150 - TEMPORARY EROSION AND SEDIMENT CONTROLS PART 1 - GENERAL

RELATED DOCUMENTS: Drawings and Provisions of Contract, including General and Supplementary Conditions, Division 1 Specification sections, apply to the work in the section.

DESCRIPTION OF WORK: Extent of temporary erosion and sediment controls are indicated on the drawings. The work includes: Silt fence Haybale line Tire cleaning area Maintenance and repairs of all erosion and sediment controls Seeding QUALITY ASSURANCE: Codes and Standards: Perform work in compliance with applicable requirements of governing authorities having jurisdiction. Applicable codes and standards include but are not necessarily limited to the following: Standards for Soil Erosion and Sediment Control in New Jersey: The New Jersey State Soil Conservation Committee "Soil Erosion and Sediment Control Act," Chapter 251, Public Laws of 1975, and site reviews by the Hunterdon and Morris County Soil Conservation District Officials.

JOB CONDITIONS: Maintain all necessary temporary sediment and erosion control measures to protect sitework and stormwater management facilities during earthwork operations, and seeding operations. as specified in Site Earthwork, Section 02200.

The Contractor shall be responsible for all soil erosion and sediment controls during the construction period and shall provide barriers and other devices to insure that: No water which transports sediment resulting from earthmoving, demolition, and other construction activities shall be permitted to discharge into the waters of the . state.

All surface runoff from the project area and all discharge resulting from dewatering of excavations shall be collected and diverted to facilities for removal of sediment. Water collected by interceptor channels shall be conveyed to sedimentation basins or to vegetated areas, as reviewed on site by Landscape

Architect, but not directly to streams, storm drains, or proposed stormwater storage basins. . .

All construction operations shall be carried out in a manner such that soil erosion and air and water pollution are minimized. State and local laws concerning pollution abatement shall be followed.

The Contractor shall meet with the Landscape Architect before each phase of sitework begins to review temporary erosion and sediment control measures. The Contractor shall review any changes, revisions, or next phases in the construction schedule as they occur with the Landscape Architect and General Contractor to determine the scope and extent of erosion and sediment control measures that should be in place prior to the start of new work.

Should unforeseen erosion conditions develop during construction, the Contractor shall take prompt actions to remedy such conditions to prevent damage to the site or to adjacent properties as a result of increased runoff and/or sediment displacement. The Contractor shall consult with the Landscape Architect and General Contractor on such problems and remedies.

DELIVERY. STORAGE, AND HANDLING: For prompt repair, replacement. and maintenance purposes protect and store on site the following: Hay bales: minimum 40 bales.

Silt fencing: minimum two 150-foot rolls.

Wood or Metal Stakes: amounts and sizes required for replacement installation of all of the above; including wire ties.

Protect bay bales from water logging and rotting by rain or ground water while being stored. Use only whole bales: All rotted or partial bales should be opened and spread over areas designated by Landscape Architect: The Contractor shall maintain an adequate stock of dust palliatives and absorbents to prevent release of substantial quantities of dust and to control spills of lubricants and fuels during construction operations and equipment serviCing.

PART 2 - PRODUCTS

Silt Fence: Amoco 1380 Silt Stop Sediment Control Fabric, 30 inches wide, with 2" x 2" x 36-inch hardwood stakes, 6 feet on center, as distributed by Atlantic Construction Fabrics, Inc., 1390-B Adams Road, Bensalem PA 19020 (phone: 1-800-322-2565) or equivalent.

Hay Bales: Weed-free, seed-free, unrotted hay or straw, of standard dimensions, 16" long and 14" wide, rectangular shape and tightly baled, with 2" x 2" x 36" hardwood stakes, two stakes per bale.

Tire Cleaning Area Subgrade Fabric: Amoco Propex 2000 Ground Stabilization Fabric, as distributed by Atlantic Construction Fabrics, Inc., 1390-8 Adams Road, Bensalem PA 19020 (phone: 1-800-322-2565) or equivalent.

Tire Cleaning Area Stone: No.2 or 3 aggregate, ASTM C-33, conforming to New Jersey Standard Specifications for Road and Bridge Construction, 1989, Section 901.

Lime: Natural dolomitic limestone containing not less than 85% of total carbonates with a minimum of 30% magnesium carbonates, ground so that not less than 90% passes a 1O-mesh sieve and not less than 50% passes a 100-mesh sieve.

Commercial Fertilizer: 10-20-10 complete fertilizer of neutral character, with some elements derived from organic sources.

SEED TYPES: Perennial Rye (Lolium perenne): use two or more varieties, no less than 20% of any single variety: Pennfine, Manhattan, Yorktown II. Creeping Red Fescue (Festuca rubra): Use Pennlawn, Jamestown, Highlight or other variety to be approved.

Chew i ng Ped Fescue (Festuca rubra var. commutata): use Cascade, Glory, Jamestown or other variety to be approved.

PART 3 • EXECUTION GENERAL REQUIREMENT: All temporary erosion and sediment control measures indicated on the drawings and specified herein shall be in place before the beginning of any earthwork or sitework phase.

Erosion and sediment control measures indicated on the drawings and specified herein shall be left in place until all disturbed areas have become stabilized.

SILT FENCE INSTALLATION: Install silt fence. as per manufacturer's instructions, and as shown on drawings SILT FENCE MAINTENANCE: Contractor shall inspect silt fence periodically and promptly repair or replace fencing that is damaged, out of position, or otherwise not working effectively.

Upon project completion and ground stabilization, silt fence shall be removed. Any ridge or depression of soil next to fence shall be raked out to conform to surrounding grades.

Contractor shall coordinate this work with the Landscape Contractor to assure that any disturbed areas are then reseeded, as specified in Seeding, Section 02800.

HAY BALE LINE INSTALLATION: Place hay bales, as indicated on drawings, embedded into the soil at least three inches.

Place bales tight together.

Bales shall be securely anchored into place with stakes, two stakes per bale. The first stake in each bale shall be angled toward previously laid bale to force bales together.

Drive stakes flush to top of bale. Double row of haybales shall have staggered joints.

HAY BALE LINE MAINTENANCE: Contractor shall inspect bales periodically and promptly repair or replace bales with fresh, stockpiled, and protected bales stored on the site. Bales silted up with dirt, rot, breaks, or displacements shall be promptly replaced. Additional bales or replacements shall be installed, as reviewed with the Landscape Architect.

TIRE CLEANING AREA INSTALLATION AND MAINTENANCE: Install Ground Stabilization Fabric and No.2 or 3 aggregate at construction access road to function as a tire cleaning area as shown on the drawings.

Maintain clean stone layer throughout the course of construction to minimize soilage of adjacent roadways. Clean adjacent roadways of soilage and replace clogged stone with clean stone as required for tire cleaning area to function effectively. Clean adjacent roadway gutters as required in order not to obstruct existing roadway drainage or soil roads.

MAINTENANCE OF EROSION AND SEDIMENT CONTROL MEASURES: As shown on drawings and specified herein, provide adequate maintenance conforming to requirements of the Morris County Soil Conservation Service.

Sediment must be removed from silt fencing, inlet protections, and asphalt roadways after each storm event.

SOIL EROSION AND SEDIMENT CONTROL NOTES 1. All Soil Erosion and Sediment Control Practices will be installed in accordance with the New Jersey Standards for Soil Erosion and Sediment Control. and will be in place

prior to any major soil disturbance. or in their proper sequence and maintained until permanent protection Is established.

2. Any disturbed area that will be left exposed for more than thirty (30) days and not subject to construction traffic shall immediately receive a temporary seedtng. If the season prohibits temporary seedtng. the disturbed area will be mulched with salt hay or equivalent and bound in accordance with the New Jersey Standards. (i.e.Peg and Twine. mulch netttng. or liquid mulch btnder).

3. Permanent vegetation is to be established on exposed areas within ten (10) days after [tnal gradtng. Mulch Is to be used for protection until -vegetation is estabJished.

4. Immediately followtng initial disturbance or rough gradtng all critical areas subject to erosion ",ill receive a temporary seedtng in combtnatlon with straw mulch or SUitable equal. at a 2 ton/acre rate. accordtng to the State Standards.

5. Temporary berms are to be installed on all cleared roadways and easement areas in accordance with section 4.21 of the State Standards.

6. Permanent seedtng and stabilization to be in accordance with the Standards for permanent vegetative cover. Specified rates and locations shall be as on the approved Soil Erosion and Sediment Control Plan.

7. The site shall at all times be graded and maintained such that all storm water runoff is diverted to Soil Erosion and Sediment Control facilities.

8. All sedimentation structures will be inspected and maintained regularly.

9. Stockpiles shall not be located withtn 50' of a floodplain. slope. drainage faCility. or roadway. All stockpile bases shall be protected by a hay bale barrier or sediment fence.

10. A crushed stone. vehicle wheel-cleaning blanket will be installed 12. Paved roadways must be kept clean at all times.

13. All catch bastn inlets will be protected with a crushed stone and filter fabriC. Filter details appear on plan.

14. Before diSCharge pOints become operational. all storm drainage outlets will be stabilized as required.

15. All dewartertng operations must discharge directly into a sediment filter area. The sediment filter should be composed of a suitable sediment filter fabriC. See details.

16. All sedimentation basins will be cleaned when the capacity has been reduced by 50%. A clean out elevation will be Identified on the Plan and a marker Installed on the site.

17. During and after construction, the o.wner will be responsible for the maintenance and upkeep of the drainage structures, vegetative cover, and any other measures deemed appropriate by the District. Said responsibility will preclude when completed work is approved by the Conservation District.

18. All trees to remain after construction are to be protected with tree protection devices or sediment barriers. See Standards.

19. The Soil Conservation District may request additional measures to m!nimize on or off site erosion problems dUring construction.

20. The M.C.S.C.D. must be notified, in writing, at least 72 hours prior to any land disturbance. '

TOPSOil STOCKPILE PROTECTiON 1. Construct temporary diversion berm and/or hay bale barrier around stockpile area as required. .

TEMPORARY STABILIZATION SPECIFICATIONS 1. Apply ground limestone at a rate of 90 lbs./ 1000 S.F.

2. Apply fertilizer (10-20-10) at a rate of 14 Lbs./1000 S.F. and work into soil 4" deep.

1. Smooth soil surface, remove trash, debris, twigs, root mat and other matter detrimental to grass crop development. Rake to establish the final grades and elevations.

2. Apply ground limestone at the rate of 90 Lbs.l1000 S.F. 3. Apply fertilizer (10-20-10) at a rate of 14 Lbs.l1000S.F. 4. Apply seed mixture: PERENNIAL RYEGRASS AT 20 LBS.lACRE PERENNIAL RYEGRASS CREEPING RED FESCUE AT 15 LBS.lACRE OR 40 LBS.lACRE OR KENTUCKY BLUEGRASS AT 20 LBS.lACRE OTHER APPROVED EQUAL. 5. Mulch with unrotted salt hay or small grain straw immediately after seeding. Apply at a rate of 90 Lbs.l100 S.F. according to the New Jersey Standards.

6. Anchor mulch with emulsified asphalt (SS-1) applied at a rate of 1 GAL/1000 S.F. Other approved methods (i.e. Peg and Twine, or mulch netting) may be used. If possible, plant between March 1 and May 15, or between August 15 and October

Note: 72 HOURS PRIOR TO ANY SOIL DISTURBANCE, NOTICE OF SUCH IN WRITING SHALL BE GIVEN THE MORRIS COUNTY SOIL CONSERVATION DISTRICT.

SECTION 02200 - SITE EARTHWORK PART 1 - GENERAL

DESCRIPTION OF WORK: Extent of earthwork is indicated on drawings. The work of this section includes: Contractor's Surveyor's initial work in surveying and setting of the trail centerline.

All earthwork and related and incidental operations Excavation Filling and backfilling Compaction Grading RELATED WORK SPECIFIED ELSEWHERE: Bituminous Paving, Section 02513 BASIS OF CONTRACT: Excavation under this contract is unclassified. and includes (without limitation thereto) the excavation and removal of all soil, rock boulders, fill, and every kind of subsurface condition encountered in the contract area. No extra or additional compensation for excavation will be paid under this contract.

QUALITY ASSURANCE: Codes and Standards: Perform work in compliance with applicable requirements of governing authorities having jurisdiction. Applicable codes and standards include but are not necessarily limited to the following: Standards for Soil Erosion and Sediment Control in New Jersey: The New Jersey State Soil Conservation Committee "Soil Erosion and Sediment Control Act," Chapter 251, Public Laws of 1975, and site reviews by Hunterdon and Morris County Soil Conservation District officials.

OSHA 1926.651. Special Excavation Requirements: Prior to opening an excavation, efforts shall be made to determine whether underground installations, i.e., sewer, telephone, water, fuel, electric lines, etc., will be encountered, and if so, where such underground installations are located. When the excavation approaches the estimated location of such installation, the exact location shall be determined and when it is uncovered, proper supports shall be provided for the existing installation. Utility companies shall be contacted and advised of proposed work prior to the start of actual excavation.

Testing and Inspection Service: The General Contractor will engage soil testing and inspection services for quality control testing during earthwork operations.

Field Engineering: A surveyor shall be retained by the Contractor to provide surveying services required for proper layout, setting of grades, slopes, and levels during earthwork operations.

The Contractor's surveyor shall submit documentation verifying that layout is in conformance with the drawings and specifications.

The Contractor shall locate and protect control points and reference points throughout the progress of the work.

JOB CONDITIONS: Site Information: Data on indicated subsurface conditions are not intended as representations or warranties of accuracy or continuity between soil deposits or strata. It is expressly understood that Owner will not be responsible for interpretations or conclusions drawn therefrom by Contractor.

Andropogon Associates, Ltd. and Boles, Smyth Associates. Inc. shall not have control or charge of, and shall not be responsible for construction means, methods, or techniques, sequences or procedures, or for safety precautions and programs in connection with the work, or for the acts or omissions of the contractor, sub-contractors, or any other persons performing any of the work, or for the failure of any of them to carry out the work in accordance with the contract documents and U.S. Department of Transportation regulations pursuant to the Natural Gas Pipeline Safety Act of 1968.

SITE PROTECTION AND PRECAUTIONS: Protection of Existing Utilities: Locate existing underground utilities in area of work. If utilities are to remain in place, provide adequate means of support and protection during earthwork operations.

Should uncharted. or incorrectly charted. piping or other utilities be encountered during excavation, consult with General Contractor immediately for directions.

Cooperate with General Contractor and utility companies in keeping respective services and facilities in operation. Repair damaged utilities to satisfaction of utility owner and the Owner at no extra cost to the Owner.

The locations of existing underground utilities are shown in an approximate way only. The Contractor shall determine the exact location of all existing utilities before commencing work. The Contractor agrees to be fully responsible for any and all damages which might be occasioned by his failure to exactly locate and preserve any and all underground utilities.

Use of Explosives: The use of explosives is not permitted.

Protection of Existing Improvements: Do not damage or disturb any existing improvements, site protections, monuments, and benchmarks.', Provide suitable protections where required before starting work and maintain protection throughout the course of the work.

Protect structures. utilities, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout, and other hazards created by earthwork operations.

PART 2 • PRODUCTS SOIL MATERIALS: Definitions: Satisfactory Soil Materials are defined as those complying with ASTM 02487 soil classification groups GW, GP, GM, SM, SW, and SP. Unsatisfactory Soil Materials are defined as those complying with ASTM 02487 soil classification groups GC, SC, ML, MH, CL, CH, OL, OH, and PT. Subbase Material: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, crushed slag, natural or crushed sand. .

Backfill and Fill Materials: Satisfactory soil materials free of organic matter, clay, rock or gravel larger than 3 inches in any dimension, debris, frozen materials, and capable of compaction with power driven hand tampers.

PART 3 • EXECUTION INSPECTION: Examine the areas and conditions under which earthwork is to be performed and notify General Contractor and Landscape Architect in writing of conditions detrimental to the proper and timely completion olthe work.

CONTRACTOR'S SURVEYOR'S INITIAL WORK IN SURVEYING AND SETTING OF THE TRAIL CENTERLINE: A Certified Professional Land SUNeyor shall be retained by the Contractor to provide field sUNeying seNices for proper layout of the trail centerline as indicated on the drawings. The Contractor's SUNeyor shall provide staked and ribboned markings locating the centerline at points approximately every 100 feet along straight runs and every 50 feet along cUNed runs.

Upon completion of the Surveyor's work. the Landscape Architect shall review the final setting of the trail centerline on the site with the Surveyor and Contractor for adjustments and review.

EXCAVATION: Excavation is Unclassified, and includes excavation to subgrade as indicated, regardless of character of materials and obstructions encountered.

The Contractor shall perform excavation to the dimensions and elevations indicated on the drawings for the trail and work incidental thereto. Excavated materials to be reused for backfill or other purposes shall be piled away from the edge of the excavated area in approved locations. Excess material from excavation not suitable nor required for backfill or other purposes shall be hauled from the site and disposed of legally. Do not excavate to full depth when rain or freezing conditions are imminent.

EXCAVATION OF ROCK: Where rock is encountered which cannot be excavated or removed by conventional earthmoving equipment, remove or excavate such materials b}t'means which will neither cause additional cost to the Owner nor endanger buildings or improvements on or off the site.

Where rock or shale is encountered in trenches, a layer of rock-free gravel (1/4-inch maximum size) or sand shall be hand tamped over the trench bottom, with the trench excavated deeper as required for this purpose. This layer shall be a minimum of 4" thick.

Where wet or unstable soil that is incapable of properly supporting the trail is encountered, such soil shall be removed to the depth required and the trench backfilled to the proper grade with coarse sand, fine gravel, shale, or other equivalent material.

Cold Weather Protection: Protect excavation bottoms against freezing when atmospheric temperature is less than 35 degrees Fahrenheit.

Dewatering: Keep excavations free of water. Form protective swales to drain water away from top of banks of excavated areas to prevent erosion of banks. If pumping of water becomes necessary, include equipment, fuel, labor, maintenance and other relevant work necessary to keep pumps operating properly and the water flowing to a temporary stormwater detention basin conforming to Standards for Soil Erosion and Sediment Control in New Jersey.

EXCAVATION AND TRENCHING: Verify all grades and dimensions shown as existing on drawings, Should discrepancies exist between actual conditions and those shown, notify the Owner's Representative and request clarification at all times.

Excavation and trenching may be accomplished by machine to within 2 inches of subgrade elevation. Excavation and trenching below that depth shall be completed by hand to neat lines.

Excavate to depths as specified. Excavate to width shown ondrawir19s Trench bottom shall have proper and uniform grade. Bottoms of all trenches shall be trimmed by hand or by a suitably shaped excavator bucket.

FILLING AND BACKFILLING: Backfill excavations as promptly as progress of the work permits, but not until completion of the following: Acceptance of construction below grade.

Inspection, testing, approval, and recording locations of underground utilities, to be logged with General Contractor.

Removal of trash and debris.

Ground Surface Preparation: Remove vegetation, debris, unsatisfactory soil materials, obstructions, and deleterious materials from ground surface prior to placement of fills.

When existing ground surface has a density less than that specified under "Compaction" for particular area classification, break up ground surface, pulverize, moisture-condition to optimum moisture content, and compact to required depth and percentage of maximum density.

COMPACTION: Placing and Compaction: Backfill to rough grade by placing backfill and fill materials in layers not more than 8 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches to 6 inches in loose depth for material compacted by mechanical hand tampers. Exercise care not to displace grade beams, foundations, walls, tanks, piping, etc.

Before compaction, moisten or aerate each layer as necessary to provide optimum moisture content. Compact each layer to required percentage of maximum dry density or relative dry density for each area classification. Do not place backfill or fill materials on surfaces that are muddy, frozen, or contain frost or ice.

Place backfill and fill materials evenly adjacent to structures, piping or conduit to required elevations. Take care to prevent wedging action of backfill against structures or displacement of piping or conduit by carrying material uniformly around structure, piping or conduit to approximately same elevation in each lift.

General: Control soil compaction during construction providing minimum percentages of density specified for each area classification indicated.

Percentage of Maximum Density Requirements: Compact soil to not less than the following percentages of maximum density for soils which exhibit a well-defined moisture density relationship (cohesive soils) determined in accordance with ASTM D 1557, and not less than the following percentages of relative density, determined in

accordance with ASTM D 2049, for soils which will not exhibit a well-defined moisturedensity relationship (cohesionless soils) . . Trail with asphalt or gravel pavement: Compact top 12" of subgrade and each layer of backfill or fill material at 90% maximum dry density for cohesive material or 80% relative density for cohesion less material.

Shoulders: Compact top 6" of subgrade and each layer of backfill or fill material at 85% maximum dry density for cohesive soils and 70% relative density for cohesionless soils.

Should a dispute arise as to the numerical value of the maximum density on which compaction is based, as performed by the General Contractor's testing agent, the Contractor may elect to have testing done by another independent testing laboratory, at the Contractor's expense, for review by the Site Engineer. Records of such tests shall be submitted to the General Contractor and Owner.

Moisture Control: Where subgrade or layer of soil material must be moisture conditioned before compaction, uniformly apply water to surface of subgrade, or layer of soil material. Apply water in manner to prevent free water appearing on the surface during or subsequent to compaction operations. Remove and replace, or scarify and air dry, soil material that is too wet to permit compaction to specified density. Soil material that has been removed because it is too wet to permit compaction may be stockpiled or spread and allowed to dry. Assist drying by discing, harrowing, or pulverizing until moisture content is reduced to a satisfactory value.

GRADING: General: Uniformly grade areas within limits of grading under this section, including adjacent transition areas. Smooth finished surface within specified tolerances, compact with uniform levels or slopes between points where elevations are indicated, or between such points and existing grades.

Grading Around Bridges and Structures: Grade areas adjacent to bridges and structures to drain away from structures and to prevent ponding.

Finish surfaces free from irregular surface changes, and as follows: Pavements: Shape surface of areas under pavement to line, grade and crosssection, with finish surface not more than 1/2 inch above or below required subgrade elevation.

PAVEMENT SUBBASE COURSE: General: Subbase course consists of placing subbase material for the asphalt paved section of the trail, in layers of specified thickness, over subgrade surface to support an asphalt pavement base course. See Section 02513 for asphalt paving specifications.

Grade Control: During construction, maintain lines and grades including crown and cross-slope of subbase course.

Shoulders: Place shoulders along edges of subbase course to prevent lateral movement. Construct shoulders of acceptable soil materials, placed in such quantity to compact to thickness of each subbase course layer. Compact and roll at least a two-foot width of shoulder simultaneously with compacting and rolling of each subbase course.

Placing: Place subbase course material on prepared subgrade in layers of uniform thickness, conforming to indicated cross-section and thickness. Maintain optimum moisture content for compacting subbase material during placement operations.

When a compacted subbase course is shown to be 6" thick or less, place material in a single layer. When shown to be more than 6" thick, place material in equal layers, except no single layer more than 6" or less than 3" in thickness when compacted.

FIELP QUALITY CONTROL: Quality Control Testing During Construction: Allow General Contractor's testing service to inspect and approve subgrades and fill layers before further construction work is performed. Testing service shall perform field density tests in accordance with ASTM D 1556 (sand cone method) or ASTM D 2167 (rubber balloon methOd), as applicable. If, in opinion of the Landscape Architect or Site Engineer, based on testing service reports and inspection, subgrade or fills which have been placed are below specified density, the Contractor shall provide additional compaction and testing at no additional cost to the Owner.

MAINTENANCE: Protection of Graded Areas: Protect newly graded areas from traffic and erosion. Keep free of trash and debris.

Repair and re-establish grades in settled, eroded, and rutted areas to specified tolerances.

Reconditioning Compacted Areas: Where completed compacted areas are disturbed by subsequent construction operations or adverse weather, scarify surface, re-shape, and compact to required density prior to further construction.

Settling: Where settling is measurable or observable at excavated areas during general project warranty period, remove surface (pavement, or other finish), add backfill material, compact, and replace surface treatment. Restore appearance, quality, and condition of surface or finish to match adjacent work, and eliminate evidence of restoration to greatest extent possible.

Regulatory Requirements: The Morris County Soil Conservation Service requires that not more than two contiguous miles of the trail be under construction at anyone time.

The contractor is required to comply with this requirement and to submit a construction schedule showing the anticipated work schedule.

Excavation. filling. and compaction are specified in Section 02200, Site Earthwork. Bring subgrade to line, grade, and elevation of finish grade indicated on the drawings, minus dimension of paving materials. Subgrade shall drain in same direction as finish grade, unless shown otherwise.

Remove any boulders or ledge rock to a depth of 6" below subgrade.

Proof roll prepared subgrade to check for unstable areas and areas requiring additional compaction. Do all necessary regrading, rolling, and compaction to obtain a true, area, and firm surface. Additional materials required to fill excavations or soft spots made in the subgrade shall conform to New Jersey Standard Specifications for Road and Bridge Construction, 1989.

Subgrade shall be tested and approved by General Contractor's testing service as specified in Section 02200, Site Earthwork, before placing of basecourse aggregate.

SUBBASE AGGREGATE PLACEMENT: Place subbase aggregate to depths and widths shown on the drawings. Construct subbase in courses not over 8 inches in depth. Place material in a manner that will not cause segregation.

Uncontrolled spreading from piles dumped on the grade resulting in segregation will not be permitted.

Coordinate work with adjacent siteworks.

Compaction: Compact subbase with a 1O-ton roller, conforming to New Jersey Standard Specifications for Road and Bridge Construction, 1989, Section 203.09.

Proceed with compaction gradually from sides to center, with each succeeding pass uniformly overlapping the previous pass. Continue until the entire area is shaped and compacted.

Compact subbase to a hard, even, unyielding surface that does not creep or wave under the roller.

Subbase shall be tested and approved by General Contractor's testing service as specified in Section 02200, Site Earthwork, before placing of bituminous paving.

Finished subbase surface shall be to line, grade, and elevation of finish grade, minus dimension of paving materials.

Correct all surface irregularities exceeding 1/2 inch by loosening surface and removing or adding material, scarify to a 3-inch depth, blend with additional material when filling is required, and compact. Retest.

Where completed subbase is subjected to hauling or exposed to weather in excess of 30 days, retest subbase for surface irregularities and depth, and correct deficiencies.

ASPHALTIC PRIME COAT: Apply at rate of 0.20 to 0.50 gallon per square yard over compacted subbase. Apply material to penetrate and seal, but not flood, surface. Cure and dry as long as necessary to attain penetration and evaporation of volatile. Allow to dry until at proper condition to receive paving.

PLACEMENT OF BITUMINOUS PAVING: General: Place bituminous paving mixture on prepared surface, spread and strike-off.

Spread mixture at minimum temperature of 225 degrees F (107 degrees C). Place inaccessible and small areas by hand. Place each course to required grade, crosssection, and compacted thickness.

Paver Placing: Place in strips not less than 8-feet wide. After first strip has been placed and rolled, place succeeding strips and extend rolling to overlap previous strips.

Complete base course for a section before placing surface course.

Joints: Make joints between old and new pavements, or between successive days' work, to ensure continuous bond between adjoining work. Construct joints to have same texture, density, and smoothness as other sections of bituminous paving course. Clean contact surfaces and apply tack coat.

Tack Coat: Apply to contact surfaces of previously constructed asphalt or portland cement concrete and surfaces abutting or projecting into asphalt concrete pavement.

Distribute at rate of 0.05 to 0.15 gal. per sq. yd. of surface. Allow to dry until at proper condition to receive paving.

ROLLING OF BITUMINOUS PAVING: General: Begin rolling when mixture will bear roller weight without excessive displacement. Compact mixture with hot hand tampers or vibrating plate compactors in areas inaccessible to rollers.

Breakdown Rolling: Accomplish breakdown or initial rolling immediately following rolling of jOints and outside edge. Check surface after breakdown rolling, and repair displaced areas by loosening and filling, if required, with hot material.

Second Rolling: Follow breakdown rolling as soon as possible, while mixture is hot.

Continue second rolling until mixture has been thoroughly compacted.

Finish Rolling: Perform finish rolling while mixture is still warm enough for removal of roller marks. Continue rolling until roller marks are eliminated and course has attained maximum density.

Patching: Remove and replace paving areas mixed with foreign materials, defective areas, areas which puddle, and/or do not drain. Cut-out such areas and fill with fresh, hot asphalt concrete. Compact by rolling to maximum surface density and smoothness.

Finish surfaces shall be true to grade and even, free of roller marks, and free of low spots or bumps. All areas must drain to established drainage points. Paving adjacent to existing paving shall match existing grade and contour levels.

Protection: After final rolling, do not permit vehicular traffic on pavement until it has cooled and hardened. Erect barricades to protect paving from traffic until mixture has cooled enough not to become marked.

FIELD QUALITY CONTROL: General: Test in-place bituminous paving courses for compliance with requirements for thickness and surface smoothness. Repair or remove and replace unacceptable paving as directed by Landscape Architect.

Thickness: In-place compacted thickness will not be acceptable if exceeding following allowable variation from required thickness: Base Course: 1/2", plus or minus.

Surface Course: 1/4", plus or minus.

Surface Smoothness: Test finished surface of each bituminous paving course for smoothness, using a 10-foot straightedge applied parallel with, and at right angles to centerline of paved area. Surfaces will not be acceptable if exceeding the following tolerances for smoothness: Base Course Surface: 1/4".

Wearing Course Surface: 3/16".

Check surface area at intervals as directed by Landscape Architect.

Material Certification and Testing: The mixing plant shall certify the aggregate mix, abrasion loss factor, and asphalt content in the mix.

The asphaltic mix shall be tested for its resistance to stripping by water in accordance with ASTM 0-1664. If the estimated coating area is not above 95%, anti-stripping agents shall be added to the asphalt.

Transporting of mix to the site shall be in clean vehicle with smooth dump beds that have been sprayed with a non-petroleum release agent. The mix shall be covered during transportation to control cooling.

Protection: After final rolling, no vehicular traffic of any kind shall be permitted on the pavement until cooling and hardening has taken place, and in no case less than 6 hours. Erect barriers to prevent vehicular use.

Workmanship: Work shall be done expertly throughout and without staining and damage to other siteworks.

BASIS OF CONTRACT: The work under this item includes the installation of twelve (12) pedestrian footbridge superstructures complete in place as shown on the drawings. This work shall also include the following items of work particular to each structure.

Bridge No. 1 - Ken Lockwood Gorge Bridge A.

Remove from bridge deck and deliver to owner 6 ft. high chain link fence which encloses both sides and both ends of the structure

PART 2 • PRODUCTS

Footbridge structure shall be designed and manufactured by Continental Bridge Company, Route 5, Box 178, Alexandria, Minnesota 56308-9014 (1-800-328-2047) or Guardian Bridges, Industrial Steel Co., R.D. #1 Casteel Drive, Coraopolis, Pennsylvania 15108 (1-412-787-7120) or approved equal.

The footbridge structure shall conform to the current American Institute of Steel Construction "Specifications for the Design, Fabrication and Erection of Steel for Buildings" and the current American Welding Society "Specifications for Highway Bridges" for Welded Construction.

The structure shall be constructed of material meeting United States Steel Self Weathering Cor-Ten or comparable high strength, self weathering low alloy, enhanced atmospheric corrosion resistant steel meeting ASTM A847, cold-formed, welded square and rectangular tubing and ASTM A588, ASTM A606 or ASTM A242 plate and structural steel shapes (Fy = 50,000 psi).

Field splices shall be fully bolted with ASTM A325, type 3, high strength bolts in accordance with "Specifications for Structural Joints Using ASTM A325 or A490 Bolts.

Wood decking and approach decking shall be 2 in. X 10 in. West Coast Region Douglas Fir select structural planks treated to AWPA standard P-5 or No.1 Southern Yellow Pine treated to AWPB standard LP-22. Decking shall be treated to a total absorption of 0.60 pounds per cubic foot of wood.

Hardware for holddown anchors and bolts for fencing connection shall be stainless steel of the sizes shown on the drawings that equal or exceed the ASTM requirements for field splice bolts cited above.

Ties shall comply with the latest AREA requirements for material and treatment for 9020

railroad ties.

Bituminous Paving for the 10 ft. X 10 ft. approach pads shall comply with Section 02513 - Bituminous Paving of these specifications.

PART 3 • EXECUTION

Site Clearance: Remove gates, fencing and approach pads from structures and protect site with temporary barricades to prevent accidental use of bridge structure until railings and approach fencing is installed.

Layout: Confirm all span lengths and establish layout of existing and/or replacement ties to permit later insertion of bridge floor beams.

Tie Installation: Install new and/or replacement ties on structure and two (2) new approach deck ties for each abutment backwall location and install temporary spacers.

This work will involve renotching some ties and trimming or grooving two ties on spans that have upstanding angles on the top flange. Cut a 3-1/2 in. wide by 1 in. deep (approximate) notch on both sides of all ties to receive lower chord member of trusses. Verify that all notches are in horizontal alignment and bottom of notches are at same elevation.

ARRroach Slab Installation: After the bollard footing and adjacent end posts are placed (see Section 02600 - Finish Sitework) the 10 ft. X 10 ft. bituminous approach pad can be installed at each end of each bridge.

Footbridge Installation: The footbridge spans should be installed by lifting or rolling the manufactured structure into place and inserting the lower chord into the notched ties. This placement must be done from deck level or above. Under no circumstances will the streams below the bridges be disturbed or entered during the installation of the bridge structures.

Securing the Structures: The hold down bolts and adjacent railing bolts should be installed as soon as the structures are properly positioned. The hold down locations (nearest floor beam to the 1/3 points) should be established and field drilled to enable the insertion of the bolts to secure the pedestrian structure to the existing railroad bridge. Verify that no obstruction exists before drilling any floor beam.

DisRosal of Material: Remove all demolished concrete, discard ties, planking, trash and debris from the site and legally dispose of it off Owner's property. Comply with legal disposal of waste materials.
