Exis�ng growth-development mechanisms and tendencies have demon strably, and mainly in a non-targeted manner, changed structure and appearance of the city and its certain areas. The above had evident impact over the carcass and structure of the present Tbilisi.
Making dras�c changes to this very undesirable and dangerous process es has become the key objec�ve of upda�ng the Land Use Master Plan, which started in 2015 and finally adopted in 2019.

Urban development stages of Tbilisi
Tbilisi Historically, the Mtkvari River represented the main axis of Tbilisi’s development. This tendency was maintained in the XX century, during the Soviet regime, when Tbilisi, at the expense of new housing or manufacturing territories expanded seven �mes and "was stretched" to 102 km. As a result, the compactness of the city was ruined - suburbs were torn off from the city center and disrup�ons occurred within the structure that complicated the connec �on among different districts of the city. By that �me Tbilisi was developing unequally.




Tbilisi is a linear city. Its urban structure of the built area is longitudinal, which is due to the topographic features of Mtkvari river valley.
Post-soviet legacy
Following the restora�on of Georgia's Independence, Tbilisi, as well as other post-Soviet ci�es, experienced signifi cant poli�cal, socio-economic and cultural changes. Almost all spheres were deregulated during so-called "transi�onal period", which was conse quently reflected in the city's urban structure and its appearance. Results were mainly “le�overs” presented as abandoned industrial areas, economic slowdown, mass priva�za�on of the housing fund and later large-scale residen�al housing developments.

One of the challenges of modern post-industrial ci�es are so-called "brownfields", i.e. developed territories that were previously used intensively and now are Theabandoned.useof the brownfields is an interna�onally-approved method to meet local needs and require ments. The brownfields can be used for both commercial and municipal projects, including indoor greening, public spaces, social infrastructure and municipal housing projects. The Tbilisi road network is the city’s integral part, that has been establishing together with it throughout the history. It is one of the defining components of city mobility. For the efficient distribu �on of city flows, it is necessary to have a hierarchical system with classes according to their impor tance and capacity. In parallel, promo�ng sustainable mobility priori�es is city’s major task to achive, thus development and adjustment of exis�ng and planned infrastructure is key issue.

The analysis of Tbilisi’s urban �ssue demonstrated that the physical condi �on of the city is experiencing a permanent degenera�on.
