ABOUT SPACE AND GENDER SOFTWARES USED ON THIS PROJECT: AutoCad 2D | Sketch Up | Photoshop | Illustrator

THE PLAZA

This project aims to be a spatial investigation related to the human body perspective; a playful environment experienced by the inhabitant: our homes as extensions of us. The main idea was to develop an experimental and safe environment to live in, for all. The design process evolved from focusing on the well-being and safety of the female body through all the phases of life. Therefore, the intended freedom of the human body inside the project enables the birth of a diverse and vibrating space. 9


THE TERRACE

The new architecture was composed of 240 residential units. When combined, these units generated the building’s volumetry, adapted to the heights of the Ground Floor Plan 1st Floor Plan constructions that surrounds the site. The plan was designed to be cohesive with the orthogonality of the streets, but also to integrate organic shapes with the creation of the interior street. These gestures gave birth to the dynamic character of the project and to a variety of spaces for the inhabitants and visitors to explore. Due to the scarcity of green areas in Santo Cristo, the project counts with 40% of permeable soil on the ground floor, in order to accommodate rainwater, and garden areas are present on all floors. 4th Floor Plan

UNITS - PLANS

The units are presented in seven configurations (from A to E), allowing different fittings and combinations for the floor plans. The apartments start from an area of 18m² (aiming students and local workers) and go up to a maximum of 108m² (aiming families and co-working spaces). To populate the project and guarantee social diversity, the units are available to be sold, rented, or donated through social government programs. Units

In every two floors, it’s designed a curved slab crossing the building, creating communal areas between the residential units and leisure spaces with various gradients of privacy. The projection of these curved slabs generates balconies facing the internal street. The natural visual vigilance of the inhabitants promotes a safer space for all.

To enable the units to be combined and the curved slabs to be structured, the materiality of the project consists of prefabricated concrete slabs, placed between concrete structures built on-site. The balconies and the glass façades allow a dialogue between the street, the units, and the interior street. The structural columns are located at the extremities of every unit, allowing the plan to be flexible.

The lower Tijuana River Valley, straddling the border between southern California and northern Baja California, is a dichotomous landscape. In Mexico, the Tijuana River - confined to a concrete flood channel - is embedded within a highly modified urban area. As the river crosses the border into the United States, the high-rises and freeways give way to farms and fields, and a dense riparian forest marks the course of the river as it flows towards its out-let in the Pacific Ocean. 18

CONCEPT DIAGRAMS

The river original and organic path has been replaced by an orthogonal channel due to the disordered growth of the city. This way, several kilometers of concrete were implanted, separating Tijuana in two parts connected only by a few bridges of heavy traffic, with scarce comfort for pedestrians and poor communication with the natural and urban landscape.

This diagram intends to outline the main proposals that guided the project. From a Nolli map, it was possible to identify open and enclosed public spaces in this Mexican urban environment, as well as the availability or unused areas that could be linked from both sides of the river, bringing back the memory of the original path, in order to connect public spaces and people on both sides. 20

The analysis and characterization of the land in question are based on the understanding of the genesis of the architectural project as an articulating mechanism of physical, natural, territorial, social and political vectors. The insular character of the terrain, a fortified enclave surrounded by overlaps of streams and expressive compositional elements of the landscape, only corroborates the need to face the fragments generated by a functionalist logic of design and planning. Thus, let us take a multidisciplinary and holistic look, debating and experimenting with the ability of architecture to connect these composing agents in favor of building a dynamic, interconnected and sustainable city. 29


ANALYSIS OF THE SITE

For the characterization of the site and elaboration of the conceptual plan, the macro analysis of the urban environment and the neighborhood scale was developed in order to map these fragments that should be sewn by the proposal: the structuring elements of the landscape (topography, vegetation and water); existing gray and green infrastructures, as well as uses and activities to understand the social demand of the project.

The focus on ambiences and the identification of landscape patterns is established precisely in the places identified as “borders”. In the potential to fragment, there is also the potential for integration.

The functional preexistence of the 23rd Military Police Battalion Headquarter raises questions about police hostility in Rio de Janeiro and the right to exercise citizenship. Given that the space of public security should be a place of trust rather than a threat, the proposed issue is the reframing of the military space as a social institution. With that being said, 12 ambiences are developed along the architectural “tape”, which articulate rigid, dynamic and social fragments, proposing in each one a synergistic interaction between people, city and landscape.

The design method chosen implies on the simultaneous operation of characterization and intervention. The first stage consists of an identification of pre-existent aspects: rigid, dynamic, and the edges. Next, the characterization in the sectorization of the land into six identified typologies - origin, terrace, promenade, rigidity, aridity and freshness. From the rigid pre-existent aspects reframing the points in terms of program, invoke new relationships and activities. These points, are connected and articulated with each other through

a path - the architectural articulating “tape” - which is established and as a new edge to the boundaries and functional organization of the landscape. Between the concave and convex points and spaces generated by the movement of the tape, we define new points of convergence. From them, structuring axes and the conceptual center of the project are drawn, so that they will functionally answer the main question of the proposal: the dialogue between the police and society and between rigid and dynamic landscape components.

The title of the work is born from the lyrics of Chico Buarque’s song: “Construção”. The music reflects a tragic face of a working man, visualized in a moment of life (under “construction”). In this process, the man is destroyed by a system that leaves him in the background. The lyrical metaphor intends to demonstrate the role of the local community against the interests of the real estate market that designate the city.

Porto Maravilha was born from a Public Private Partnership (PPP) that created an Urban Operation Consortium that has the purpose of promoting the urban restructuring of the 5MIm² from the “Area of Special Urbanistic Interest”. The construction was paid through the sale of certificates of additional potential for construction (CEPAC), which are issued by the City Hall, thanks to changes in urban parameters. Although it was all sold out for only one buyer (Caixa Econômica Federal), nowadays these titles are being resold by their investment fund. This rush made it possible for the constructions be ready in time for the Olympic Games in 2016, although it hasn’t concluded the Development Plan yet.

REFERENCES

Finally, the process of rationalization of the coast in Porto Maravilha, contributed to increase the distance of Guanabara Bay, which has been intensified by the new urban parameters that creates a barrier to the landscape where much of the city’s birth took place. In addition, there are obvious social impacts of isolating the local population, in contrast to the floating population, causing a detachment of the market with local culture. The changes of the urban parameters in the landfill has a tendency to commercial occupations on an international scale, which generates a gentrification pressure, caused by the valorization of the area and indirectly expelling the original local residents.

AN PARAMETERS

The following diagrammatic maps are intended to represent the diagnosis of the region in different modalities and time comparisons. The analysis of the site came to the big question: “who is the project for?”. The port zone today is seen as a field of possibilities and potentials to an economic transformation. The challenge is to rethink people’s relationship with the place, so that we give more value to the true identities of the region. The proposal starts from the plan’s reorientation that values social and cultural history, landscape preservation and greater urban spatial quality.

The plan reorientation starts by expanding the special area of interest to some neighborhood areas that can be linked to the port zone with their uses, like Dowtown and São Cristóvão, so that we can redistribute the high density allocated to the port zone with the new urban parameters. The next step would be changing the land use and urban parameters of the site according to the street hierarchy . It’s agreeable that makes more sense to densify along the streets that has more flows than usual, as well as give it a commercial use for them. For the residential use it should be close to the pre-existing constructions and the residential hills with lower density. At the same time, leisure use was maintained as planned, and mixed use was added to medium density in between leisure/commercial and residential use. 45

WATER ADVANCE TO THE ORIGINAL COASTLINE: The proposal is for this to happen in two places: Samba city and Valongo Pier (where the slaves used to disembark in the city). This strategy would not only improve the arid climate of the region, but also bring back the memory of the original coastline before the landfill in 1903.

NEW CABLE CAR LINE The first favela of Rio de Janeiro, Providência, is home for a lot of local people who works with informal jobs in downtown or in the Olympic Blvd. With the activation of the old cable car line plus a new one connected to Pinto Hill, connections and economy of these communities could be significantly changed.

Aiming to integrate the project with the local context and to value the pre-existing green areas, we identified through a triangulation system based on the Delaunay mathematical principle, the trees found in its surroundings. We then selected the two lines that cross the mass of the project, which are key to develop the roof ’s volumetry, to determine the three access to the interior of the building and to collect rainwater. By developing the construction’s design based on the existing vegetation, the project values Activity the local context and encourages new sustainable practices. Soon it is possible to notice the existence of 3 different main spaces: an atrium with natural light and free access to all, a room that is semi-open to this social gathering space and other private rooms. A covered path provides a protected passage between the spaces even when it is raining, a comfortable circulation especially for the people who work there.

The program proposes spaces for women to carry out various activities related to culture, sustainable economics, ecology and health. It is through social interaction and freedom that this architecture is built. Openings in the walls and the gap between them and the ceiling allow natural ventilation with an air-cooling system. The ceiling provides shade and protects from the low sun rays in the east and the west façade. 58


Another way we found to integrate the project into its context was through the development of a modular architecture. The 2.5m by 2.5m modular grid simplifies the construction process and involves the local community with it in a simpler way. This grid not only orients the structure axes, but also responds to the programs intended to meet the needs of the women.

Considering the history of the “Club de Regatas Vasco da Gama”, in which the São Januário stadium was only built in the mission of raising funds by the union of the supporting partners in 1927, what guides the project to revitalize and expand the stadium is the valorisation of this Vascaine reunion. With that being said, the project starts from the maintenance of landmarks of historical importance for the club’s memory, such as the Chapel, the social sector and the preserved façade. The main demand is focused on the need to increase the equipment’s capacity to receive large events such as a Continental Final Cup. The stadium currently holds 21,880 fans. The expansion proposal seeks to almost double that number, reaching a final capacity of 43,000 people. CURRENT SITUATION:

We propose a spatial reorganization to turn the “ring”-shaped stadium into a rectangle, incorporating two towers in both vertex of the main façade, where it is possible to condense other programmatic demands and host even more fans. Thus, there is an approximation of the public to the field, as the bleachers start to follow its shape, increasing the intensity of the interaction between the fans and the players. 64

Modernization and comfort are the main premises that guided the proposal. The social sector is revitalized based on the principle of valuing the sight of the field and the insertion of VIP cabins at the higher level, so that their sale generates revenue for the construction. The towers house existing programs that were rearranged for a better

functionality, like the Presidency room, Corporate room for Sponsors and Idols, Trophy Hall and the Memorial Center. In addition, we also propose other programs that can generate revenue for the club, such as: Convention Centers for big events, Vasco’s official store, restaurant, museum, VIP cabins and exclusive parking.

The slab covering the parking area becomes a generous esplanade, an elevated square that concentrates visitors on match days. Not only this outdoor space, but the whole new São Januário seeks to integrate the family, offering recreational programs for members, open to the public, such as: a sports tower, which includes gyms and courts, as well as a water sports sector and leisure club.

The new stadium proposes not only to rescue the memory of Vasco’s spirit of union, through the collective feasibility of the project, but also inserts itself in the neighborhood as a generous coexistence and resignification equipment, able to host events compatible with the level of the club. With the Olympic Games approaching on 2016, Rio de Janeiro real estate market was growing significantly, specially hospitality and tourism. Barra Luxury Lifestyle Hotel is definitely one of the most sophisticated ventures that was built at the time. Designed by Rockwell Group NYC, the hotel brings contemporary clean architecture to Barra’s Beach. Arquitetos do Rio were responsible for the project’s “tropicalization”, in addition to executive drawings, management and the project’s compatibility.

Known for designing the beach front of Rio de Janeiro, Sérgio Dias, owner of “Sensus Constultoria e Projetos”, is the one to go to when making projects like this come to life. The mayor of Saquarema didn’t hesitate to call us to rethink the city’s coastline. The idea was to make something simple, with small kiosks of bars and restaurants, with a design that paid homage to the many surfers in the region. Also, it’s always important to include enough space to bike lanes and treat the area as a linear park with activities that encourages the economic and touristic life of the beach. 80
