• AGRICULTURE Luntian at Masaganang Irosin (LuMI) - 1M trees, 1M fishes and Pakbet in every household

From 2016 to 2021 • Distributed 9877 assorted vegetable seed packs to 1077 vegetables farmers • Distributed 500 vegetable seedling, 500 papaya seedlings, 250 rambutan seedlings, 1000 sweet potato, 1000 cassava , 1000 gabi and 250 guyabayo seedlings to 4 P's beneficiaries of the municipality under BUB Gulayan sa Barangay • Distributed 28,431 assorted seedlings to 10,425 households of the municipality • In 2016, LGU distributed and released a total of 10,000 tilapa fingerlings to 16 fishpond owners and along the Cadac-an river • In 2017, distributed 5,000 tilapia fingerlings to 52 recipients in 14 Barangays of Batang, Bolos, San Agustin, Casini, Tabon-Tabon and Buenavista • 2000 tilapia fingerlings distributed among the 14 recipients of Barangay Gulang-Gulang and Patag • In 2018, released 3000 tilapia fingerlings at the Cogon Lake • In 2019, distributed 35,000 tilapia fingerlings to 41 fishpond owners of Barangays Cawayan, Carriedo, Monbon, San Juan, Bagsangan and Gabao • In March 2021, the LGU distributed 115,000 tilapia fingerlings for the 85 beneficiaries/fishpond owners and 205,000 tilapia fingerlings to 145 beneficiaries/fishpond owners in September 2021

Support Services and Direct Assistance to Irosanon Farmers • From 2016 up to the present, the LGU released about 17,163 bags of inbred rice to 1,089 farmers, 588 farmers received 588 bags of hybrid rice • Distributed about 2,850 bags of fertilizer to 610 farmers • Rat eradication program and insecticides distribution • Conducted various trainings and seminars to farmers • 271 farmers availed loans from the SURE AID Program amounting to P15,000 per farmer • 780 rice farmers received P5,000 each as financial subsidy • Rehabilitation of the Cummunal Irrigation System (CIS) in several barangays

• Through the National Irrigation Administration (NIA) , the LGU allocated funds for the construction and rehabilitation of the following Communal Irrigation System for the following barangays: TABON-TABON - PHP 25,000,000 STO. DOMINGO - PHP 14,000,000 CARACDACAN - PHP 1,000,000 TONGDOL - PHP 1,000,000 GABAO - PHP 1,000,000 GULANG-GULANG - PHP 1,000,000

Establishment of Farmers' Day • Started in 2017, a one-day recreational activity, raffling off motorcycle and farm equipment in cooperation with BASF Chemical Company and attended by about 765 farmers • In 2020, about 500 farmers from Irosin's agricultural association attended the Farmers' Day for recreational activity raffling off 40 bags of certified rice seeds, 20 bags of urea fertilizer, 20 bags of 14-14-14 fertilizer, 10 watering cans, 5 mini sprayers and 15 ice kettles • Distributed the following farm equipment: 100 pieces each of bolo, rake, hoe, sickle and shovel • Distributed the following vegetable seeds: 95 cans of ampalya, 95 cans of eggplant, 95 cans of tomato, 95 cans of pepper seeds, 20 kls. of okra, 20 kls. of string beans and 20 kls. of squash.

Republic of the Philippines Province of Sorsogon Municipality of Irosin OFFICE OF THE MUNICIPAL MAYOR BUDGET MESSAGE September 15, 2022 THE HONORABLE MEMBERS Sangguniang Bayan Irosin, Sorsogon Ladies and Gentlemen: Greetings of Peace! I am respectfully submitting the proposed Budget for Calendar Year 2022 of the Municipal Government of Irosin for the General Fund and the Operation of Local Economic Enterprises pursuant to section 318 of RA 7160. In this third year of my second term as Mayor of our beloved Irosin, let me first express my gratitude for continuously bestowing your confidence and actively partaking in our collective endeavor to realize our vision. It is now almost two years that we are facing head on, albeit more smartly and effectively, the adversities wrought by the Coronavirus Disease 2019 (COVID). Irosanons that we are, we continue to weather the challenges we encounter, learned to adapt, and along with your local government, manage the long-drawn pandemic and come up even sturdier and more resilient. Being at the helm of governance of Irosin and steering it steady on its course would be next to impossible without the support of our beloved Irosanons of varying persuasions but with a common bond of pursuing what we agreed on as our development roadmap. THE VISION OF IROSANONS Our common vision is drawn most fundamentally from the gift of natural resources – the mountains that surround us, the flowing streams, lively falls, rolling rivers, placid lakes, animals in the wilds and relatively dense forests that we want to harness and protect for them to in turn sustain us and the generations to come after us. We envision a kind of development that nurtures our natural environment and builds on them in symbiosis, reinforced with sound governance principles and practices. To reiterate, we want Irosin to be a “livable, resilient, ecologically balanced, progressive center of agro-industry, eco-tourism, commerce and trade in the province, with people who are God-loving, healthy, globally competitive, gender-sensitive and participative, nurtured by a just, transparent and accountable governance”. All the development interventions being undertaken by your local government together with our civil society organizations, the business sector, partner national as well as international government and non-government agencies, are anchored on our common vision. This vision is stated more concretely in our D-R-M (Delivery of Basic Services and Infrastructures, Renewable Energy and Sustainable Development, and MoDenergize, meaning high Morale and Digital technology utilization) Development Roadmap. It is the groundwork of our banner programs and projects that I will make sure they get fulfilled with the consistent legislative backing of our Sangguniang Bayan and commitment of every personnel in our Local Government. GOALS, OBJECTIVES AND DEVELOPMENT TRUSTS Basic Services Delivery and Building Vital Infrastructures While still in the midst of the long-drawn pandemic caused by COVID, we will sustain the provision of basic services as indicated in our budget allocations for the succeeding year. We provided sufficient fund to our Municipal Health Office for the needed medicines, services, supplies and personnel augmentation as we expect the pandemic to last for a couple more years. Our Social Welfare and Development Office is also one of the crucial frontline services to ensure that assistance to our people in need are promptly provided. Aside from the regular services to boost agricultural production and raise the income of our farmers and agricultural workers, our Municipal Agriculture Office are given the marching order to promote food security to complement, build on and reinforce our other frontline departments. We also count on our Disaster Risk Reduction and Management Office particularly in this time of health emergency and with calamities brought by storms that are getting more frequent. Our Serbisita sa Barangay, a homegrown pandemic-adaptive strategy to bring services directly to the people with the people, will be institutionalized and backed with adequate funding and policy support. We will keep on improving our existing infrastructures and build more of them that are supportive to our economic development thrust and the well-being of every Irosanon. We have witnessed how we continuously construct, renovated, reconstructed, maintained and improved our Integrated Nursery cum Provincial Technical Education and Skills Development Agency Center as well as our Memorial Park in Mapaso, the Irosin Lake Area and Eco Zoo Park in Patag and other eco-tourism sites, the already operational Community Center in San Julian, our Irosin National Agencies Center and Terminal Complex in San Pedro, the Valley View in Buenavista, and housing project in Salvacion among others. We are also targeting before the onset of the 2022 national elections the construction of a school and road in Cawayan; the housing project in Tabon-tabon that can accommodate over 250 units; more road openings from Buenavista to Liang; and the Tabon-tabon road that would connect to the Patag-Bagsangan road network. Aside from the completed and ongoing major infrastructure projects, we will guarantee that the annual support for the projects of each of our 28 barangays is provided. We will sustain the operations of our Irosin Incident Command System - COVID Incident Management Team as we carry out the prevention, detection, isolation, treatment, reintegration and mass vaccination mandates. Managing well how we deal with COVID that is certain to stay for a longer while is the best option if not the only option we have. While at this, we will sustain our anti-drug abuse initiatives specifically through the rehabilitation program.

In consultations with the basic sectors, the key members of the Sangguniang Bayan and the Finance Committee of our local government, we committed a reasonable allocation either for direct material support or increase in the monthly compensation particularly of the Barangay Health Workers, Nutrition Scholars and Barangay Early Childhood Development Workers. We also grant a monthly compensation to all Barangay Tanods and the Agri-Fisheries Workers for their services to the community. I am also proud to announce that we are never remiss with our loan payments and carried out programs, projects and activities for the implementation of our official interventions to promote gender and development, the welfare of our senior citizens and differently-abled, prevention of the acquired immune deficiency syndrome and the strengthening of our Local Councils for the Protection of Children. Deployment of Renewable Energy for Sustainable Development For our innovation and adaptive response to climate change, we came up with the integrated project concept that can efficiently make us producers-consumers of electricity, the “Own Use Power Sharing Scheme”. Our immediate goal here is to make this happen and prove its viability and practicality by making power inexpensive, reliable and accessible most especially for our poorest constituents. Along with our e-TAKSI (Elektrikong Transportasyong Pang-Angat Kabuhayan sa Irosin) and RE-powered agricultural production and post-harvest machineries that we plan to deploy and prove the concept of, we will be proud Irosanons who dared to pioneer this program and become the Local Government Sustainable Energy Center. The groundwork had been undertaken in officially creating the RE Management and Technical Team, enacting the Public-Private Partnership Code, finalizing and refining our Local Energy Code, preparing the project proposals including the feasibility studies of our key RE projects, and submitting them to potential funders. I am quite confident that we can pull this through before the end of my current administration and see the concrete structures and operationalization of the Irosin Local Government Sustainable Energy Center. Morale and Digital Technology (MoDenergize) To energize our local bureaucracy, we need to have local government officials, regular employees, department heads, job orders, every LGU personnel with high morale, capability and commitment to serve. We will do values clarification, continuous education and skills development and provide incentives to deepen the commitment of everyone in the Local Government Unit of Irosin. With ongoing on-the-job training, services delivery operations assessment and improvement, updating of our Citizen’s Charters and organizational structure, and every relevant preparation being undertaken in line with our goal to improve and standardize the services of our local government, we will be about ready for ISO - QMS (International Organization for Standardization - Quality Management System) 9001:2015 certification before 2021 ends. We are also seriously pursuing our COLLABDev (Coalescing Organizations Towards Locally Led Actions to Boost Development) project, a partnership with the USAID and Action for Economic Reforms (AER) to promote a human-centered data-driven development that basically advances policies based on evidences rather than arbitrary political grounds. With AER, we are aiming to get our customized and stand-alone Community-based Information Management System (CBIMS) and our Integrated Management of Agricultural Production and Market for the Development of Irosin (IM A PROMDI) deployed and get traction by the first quarter of 2022. with our Virtual Business One Stop Shop that is now being run for further improvement and refinement prior to its official launch and regular use. Simultaneously, we will keep improving our LGU personnel capabilities in line with the practical applications of digital data processing, communication and information technology within our LGU system to ensure timely, effective and efficient services to our constituents. FISCAL POLICIES Revenue Program Despite easing in some of our specific revenue collection areas such as garbage collection, parking and Mayor’s permit fees in consideration of our small businesspersons during this pandemic, we make sure that our other revenue-generating measures like enhanced tax collection through vigorous tax information campaign, actual intensified tax collection on business taxes, fees and other charges, and real property taxes. Our tourism promotion is also geared towards creating new sources of revenue by mandating compliance to requirements prior to the operation of new businesses. Our Local Finance Committee estimates a revenue of PhP 264,392,522 or a 33.9 % increase in 2022 from a revenue of PhP 197,456,079 in 2021. As regards to the LGU income under the General Fund and Local Economic Enterprises, the projected income from local sources are PhP 9,970,000 or 3.77% in Tax Revenue and PhP 5,695,000 or 2.15% in Non-tax Revenue. For our Economic Enterprises, the estimated income is at PhP 2,875,000 or 1.09% of the total revenue, and our income from External Sources is expected to increase by PHP 245,852,522 or 92.99% of the total revenue. The increase in our 2022 income is largely due to the Mandanas Law. However, further devolution of functions of the national government departments to the local governments as a tradeoff may offset and even erode the said increase of revenue in 2022 from external sources particularly the National Tax Allocation. This will be exacerbated by the expected decrease in revenue collection not only at the national level but also at the local level after 2022 and onwards as an effect of the economic slowdown due to the long-drawn pandemic. Irosin may do well therefore to prepare for this eventuality drawing from our D-R-M development thrust – (1) Efficiency of local government operations by streamlining and direct provision of essential services through the Serbisita sa Barangay; (2) Promotion of savings and income generation respectively from energy use efficiency measures and deployment of RE-sourced electricity starting at LGU buildings and local economic enterprises; (3) Outsourced infrastructure projects preferably those that spur economic activities and wellbeing of Irosanons to keep the LGU from shelling out substantial capital outlays (such as lot donation, escrow fund for land development, and typhoon resilient residential units from partner donor organization for Social Housing; RE infrastructures, equipment and vehicles from relevant funding agencies/sources); and (4) Forest regeneration cum food security and household-based income generation through food processing as a programmatic offshoot of the Luntian at Masaganang Irosin (LuMI) promoting a million trees, a million fishes and Pakbet in every household.

Expenditure Program The programs, projects and activities that we laid down were identified in consultations with our development partners through the formal meetings of the Municipal Development Council and other local special bodies particularly with the members of the Civil Society Organizations, the Liga ng mga Barangay representatives, business and religious sectors, and transport organizations among others. The output of such consultations became the basis of our priority programs and projects that are also contained in our Comprehensive Development Plan. DISTRIBUTION OF RESOURCES Distribution by Sector The Calendar Year 2022 budget for expenditures comprises mainly of four (4) major accounts, namely: Personal Services, Maintenance and Other Operating Expenses, Capital Outlays and Special Purpose Appropriations. These expenses are distributed by sector such as General, Social, Economic and Others Services. The General Services represent PhP 203,342,108.80 or 76.91% of the total amount, Social Services is at PHP 35,680,152.48 or 13.50%, and Economic Services is at PHP 25,370,260.72 or 9.59%. Distribution by Major Expenses Among the four expenses under the major accounts, the Maintenance and Other Operating Expenses has the largest share at PhP100,296,278.56 or 37.95% in the allocation of resources, followed by Personal Services at PhP91,696,612.94 or 34.68%, Special Purpose Appropriations at PhP68,659,630.50 or 25.97%, and Capital Outlay at PhP3,740,000.00 or 1.41% of the total obligations.

We have provided funding for all our mandatory and statutory obligations. As we are still in the midst of the pandemic caused by COVID-19, we give priority to the delivery of basic services and facilities particularly those that pertain to our COVID-19 prevention and control measures. Our LGU absorbed as well the initial devolved functions in the distribution of resources as mandated in section 17(b) of R.A. 7160 even as we prepare for additional tasks to be devolved by the national government following the Mandanas ruling despite the expected decline in total revenue after 2022.

The allocation for our debt service obligation from the General Fund and 20% Economic Development Fund are provided. We ensured that our Municipal Disaster Risk Reduction and Management department has sufficient fund allocation for the year. Cost saving measures shall be enforced to bring down operating and overhead cost as much as practicable. We shall abide by reasonable fiscal policies, make efficient our resource mobilizations and revenue generation, further improve our tax collections and make judicious our official spending. The Honorable Members of the Sangguniang Bayan, we will continue to carry out as a Team the services provision and key programs and projects that we promise to deliver. We owe it to our every fellow Irosanon to provide the needed quality services and the public infrastructures that are appropriate and necessary to improve the quality of life of every single constituent of our Municipality.
