Its program is designed to put latemodel, low-mileage trucks—typically those about three years old—through a “reconditioning” process that replaces worn items starting with basics like belts and hoses and moving all the way up to drivetrain components. According to the truck maker, a ReStar customer may elect to spend from $5,000 to $20,000 on a three-year-old truck it owns and, in effect, reset its lifespan clock back two years. But bear in mind, the key to making ReStar or any similar refurb program work economically is to avoid rebuilding the engine. If an engine overhaul is needed, it might torpedo the economics of the plan. Just the downtime alone for a full overhaul might not make it worthwhile. Whether demand for truck reconditioning takes off or not this time around, at least these programs give truck owners another option to consider as they look to upgrade equipment. AT

The regs are coming From EOBRs to CSA 2010, Washington has been busy

F

rom electronic on-board recorders (EOBR) to the Federal Motor Carrier Safety Administration’s (FMCSA) Comprehensive Safety Analysis 2010 (CSA 2010) program, there is plenty of action on the regulatory front these days for trucking, and it’s not likely to subside anytime soon, experts said. The first big ruling to come down recently was the long-awaited EOBR decision. The announcement of the final rule, which goes into effect on June 1, 2012, means that truck and bus operators having serious hoursof-service (HOS) violations will be required to install EOBRs in all their vehicles. This decision, though, is generating some concerns—especially on the law enforcement side of the HOS ledger. “We’ve always thought EOBRs are the way to go as a way to enhance HOS compliance and highway safety, while leveling the industry playing field,” Steve Keppler, interim executive director for the Commercial Vehicle Safety Alliance (CVSA), said. “From a technical perspective, this is very doable for carriers because all they have to do is install a device that meets the rules. However, from a law enforcement perspective, we need to know how to interact with all the devices that may be used to comply with the EOBR mandate. That’s why technology standardization, from where we sit, plays a critical role in this.” EOBRs—colloquially known in trucking as “black boxes”—are

Fleets violating hours-of-service regulations will be subject to the new EOBR rule. devices attached to commercial vehicles that automatically record the number of hours drivers spend operating the vehicle, replacing the paper logbooks that drivers rely on to properly record their daily on- and off-duty regimen. Under the new EOBR final rule, carriers found with 10% or more HOS violations during a single compliance review will be required to install EOBRs in all their vehicles for a minimum of two years. The rule also details new technical performance standards for EOBRs installed in commercial motor vehicles, including requirements for recording the date, time and location of a driver’s duty status. Ruben Mirensky, CEO & president of software firm Optipoint Custom Tracking, said that most fleets perceive the negatives of this to be threefold: Training will be needed; it will make even minor violations more evident; and it will cost too much.

Keppler said that the performance criteria necessary for collecting the information is what will be critical— especially if FMCSA plans to expand the rule to cover all operators, not just those with HOS violations, as has been speculated. “From our perspective, we’d rather the agency wait and issue a broader rule covering the entire industry, rather than take this piecemeal approach,” Keppler said. “The concern is that the performance standards in this rule might change if the agency broadens the rule down the road, and that would lead to confusion for both industry and law enforcement.”

Just as carriers were starting to get their hands around the EOBR ruling, FMCSA announced it was pushing back the start date to November of its CSA 2010 program, a full five months past the original start date of June. “We’re not ‘pushing back’ CSA

2010’s start time per se; we’re still launching it in 2010 as intended,” Candice Tolliver of the Dept. of Transportation’s Office of Public Affairs, told American Trucker. “We want to put out the best rules possible, making sure they are as complete and thorough as we can, and incorporate all the feedback we’ve received from stakeholders.” CSA 2010 is designed to make it easier for FMCSA to identify the riskiest motor carriers through the use of more “real-time” safety data. Roadside inspection reports, violations, accident records and other safety-related information that is currently stored in a variety of different individual systems will be collected into two distinct databases: one for carriers and one for drivers. That data will then be divided into seven specific categories, dubbed Behavioral Analysis and Safety Improvement Categories (BASICs), allowing FMCSA to quickly pinpoint developing safety risks. The resulting safety ratings will be based on the individual categories rather than overall performance. Failing just one of two specific categories, the ones largely based on traffic and hoursof-service violations, will lead to an unsatisfactory rating even if everything is fine in the other six. Unlike the current SafeStat rating system that can be based on very old historical information, CSA fleet and driver data will be updated monthly. That means one bad month can quickly change a fleet’s rating, a rating that is publicly available to shippers and any other interested party. And that data will be held in a fleet’s record for two years and a driver’s record for three. The one exception is accident information, which will be kept on file for both fleets and drivers for five years.

The unsafe driving and fatigued driving categories are particularly important because a poor rating in either one will result in an overall poor safety rating for the fleet, noted Dave Kraft, Qualcomm’s senior manager of governmental affairs. “FMCSA is serious about getting the bad actors out of the industry,” he said. “The thing to remember is that each of the seven BASIC measurements will be updated monthly and you can fail in any one.”

These rules are just the start. First, FMCSA, in its EOBR ruling, also said it will continue to review the rule and a “broadening” may take place later this year. Both of these rules follow on the heels of the new braking regulations announced last year by the National Highway Traffic Safety Administration, which mandates new stopping standards for commercial truck tractors. Those regulations require a tractor-trailer traveling at 60 mph to come to a complete stop in 250 ft., versus the old standard of 355 ft. For a small number of very heavy severe-service tractors, the stoppingdistance requirement will be 310 ft. under these same conditions. In addition, this final rule requires that all heavy truck tractors must stop within 235 ft. when loaded to their

“lightly loaded vehicle weight.” With proposed bans on texting by commercial drivers, a renewed focus on distracted driving, and an ongoing evaluation of hours-of-service regulations, carriers will have plenty to focus on in Washington in the months and years ahead. What Eli Lustgarten, senior research analyst at Longbow Research, suggests is the new spate of regulations is partly due to the rules catching up to technology. “Government has a heightened sensitivity to safety, and in particular the auto industry the last few years, and trucking is following along,” Lustgarten says. “There’s been a constant improvement [in safety over the years]. The trends have been established and will continue, and there will be a continued use of technology to improve safety.” “I think [CSA 2010] is a pretty significant change they are trying to implement and the states have a lot to do with this as well,” said Richard Henderson, director of government affairs for the Commercial Vehicle Safety Alliance. “I think the delay is probably a good, cautionary move.” Henderson adds that with the massive reauthorization bill, which may include a mandate for EOBRs, still working its way through Congress, plus HOS rules and other safety-related issues waiting to play out, there will be plenty of regulatory issues for fleets to stay abreast of. “Yes, the regs are coming, but they are not coming tomorrow, so take some time to look at them,” said Henderson. “This is an active time and it looks like it will remain active for the next two years. Freight prospecting

C

urrently, with more trucks than freight, (too many) small carriers are attempting to pan for freight at the mother lode. But so are all the other large, medium and small carriers. A different approach is to “freight prospect” by looking for the vendors that provide either raw product or finished items to larger shippers. One rule stands: Every company, regardless of how large or small, either ships or receives something brought by truck. Many companies do both. Let’s look at what history has taught us. Name a company that prospected for gold in 1849 that is still in business today? A bit of a challenge. But name a company that supplied the gold miners? That’s easy. Levi Strauss, company founder, saw a need for clothing that would withstand the abuse of mining and started producing the denim jean. The point of this story is Strauss didn’t dig the gold; he provided the means for the miner to stay out longer in his search for riches. You must do the same when prospecting for freight. You don’t need that single contract with the big-box retailer distribution center or the large manufacturer, but you do need to haul for the vendors that supply the distribution center. hree new products designed for the work truck and construction markets are being showcased by Miller Electric Manufacturing Co. The EnPak Mechanic Series is an integrated, self-contained air compressor, hydraulic pump and generator. Installing the EnPak eliminates the need to carry a heavy PTO, yet still provides the power necessary to run air tools, hydraulic cranes and electrical equipment without turning the truck on, Miller said. Because it operates without the need of the truck’s engine, the EnPak reduces engine hours by as much as 60% and can cut fuel costs 30%. It runs on a 27 hp. diesel engine and combines a rotary screw air compressor, hydraulic pump and generator in a single unit. The Miller Air Pak 40 is rated at 40

ACS said this is an automated indexing solution for PeopleNet users that eliminates costs and time associated with out-of-route miles, unreliability of other submission methods, and manual data entry errors by drivers. ACS TripPak Scanning combines the capabilities of PeopleNet’s communications as well as Pacos geofencing and automated messaging integration with ACS’s existing imaging integration and document management infrastructure. Skirts receive SmartWay OK

wo side skirts from Utility Trailer Manufacturing Co. have received verification by the EPA’s SmartWay organization, the company has announced. Using galvanized high tensile steel braces, both the Utility Side Skirt 120 (USS-120) and the Utility Side Skirt 160 (USS-160) are capable of flexing both inward and outward, allowing them to be bent back into their original shape if they are damaged. The skirts are made with UVprotected one-piece fiberglass reinforced plastic and are uniquely mounted to the support leg wingplate. Both are CARB-compliant, although the USS-120 as a standalone device is compliant only for refrigerated trailers.

Back in the day, when stud-pilot (or “Budd”) wheels ruled the disc wheel world, maintenance professionals dreamed of a system without the inherent limitations of ball seats and inner/outer cap nuts. While they were infinitely better than demountable (or “Dayton”) rims, the wheels still wore out too quickly and the fasteners would “freeze” together or just snap off and break. When hub-pilot wheels are properly serviced and maintained, the integrity of the wheel is seemingly limitless because there are no bolt holes to be ground away. In some applications, aluminum hub-pilot wheels can outlive the vehicle while the lifespan of steel wheels can be extended for years with proper refinishing and maintenance. For the majority of fleets, the hub-pilot wheel is more or less the perfect solution for large trucks and trailers. Like every component on a vehicle, the application determines the degree of maintenance, which ultimately dictates performance. For example, on the road, a typical tractor spends the majority of its time running at highway speeds, so heat and lateral forces are rarely a factor. On the other hand, refuse and recycling trucks are constantly stopping and starting (which increases brake heat) while twisting and turning (lateral forces). As it turns out, despite good maintenance practices, some

vocational operators, such as construction and waste fleets, are struggling to find a way to make hub-pilot wheels work in their applications. It’s possible that a solution was unveiled at the recent TMC Annual Meeting in Tampa, FL. It starts with a set of positioning pins from Alcoa that allow the technician to secure the drum to the hub before installing the wheels. Outboard drums are centered on the hub in the same manner as hub-pilot wheels. If the drum slips off the pilot pad, it creates a gap that technicians cannot see when the wheels are installed. The wheels will appear to be secured to the vehicle, but the unseated brake drum will eventually seat—but improperly—during operation and when it does, the beginnings of a wheel-off are in place. Since the pins are slightly smaller than the bolt holes, they pass through the wheel and allow the technician to install and torque the remaining fasteners. This ensures the outboard drum is properly seated. The other half of the solution is a new fastener from ITW CIP called the Pacnut. It loosely resembles the standard hub-pilot flange nut, but the design incorporates a stack of threaded Belleville washers. The washers act like cone-disc springs after torque is applied so the fastener’s clamping ability is improved. Testing has shown that by using the positioning pins with the Pacnut, fleets in severe-service applications can improve the performance of hub-pilot wheels while reducing the frequency of loose wheels. Of course, everything still depends on the correct installation, including the recommended torque for the fasteners, but it definitely looks like the industry has found a way to make hub-pilot wheels work for almost any fleet. f you want to know why maintenance is the cornerstone of any trucking operation, just ask Paul Geiger, president and founder of Darcol International in Winnipeg, Manitoba, Canada. As an approved carrier under the Free and Secure Trade (FAST) program—operating a fleet of 35 trucks that includes Kenworth T800, W900 and T660 models—Darcol routinely crosses the U.S.-Canadian border hauling furniture and other justin-time general freight in dry vans and heavy equipment on flatbed trailers. “Our customers rely on our promise to deliver their shipments safely and on time,” says Geiger. “Having a good preventive maintenance program is absolutely critical to ensuring that our power units are in top shape and we don’t have delays due to equipment failure.” It’s a mantra any good fleet operator knows by heart, but one that gets harder to follow as equipment ages and accumulates mile after hardrun mile. Trucks and engines are designed to get a million miles (and sometimes more) worth of productive life, so solid maintenance and repair procedures can help fleets obtain high odometer readings plus years of useful work from their equipment without breaking the bank. Oahu Transit Services (OTS), which operates mass transit for the island of Oahu in Hawaii, moving over 226,000 passengers a day, is a prime example of how a good preventive maintenance program should work. Operating 531 fixedroute buses and 166 Paratransit trucks, for a total fleet size of 697 vehicles, OTS expects to get a “normal” 12-year lifecycle out of its buses— with 355 big Gillig coaches making up the lion’s share of the fleet.

“The durability of our fleet can also be linked to a very aggressive quality assurance, or QA, program we developed some 20 years ago that continues to be our first line of defense in keeping our fleet safe, clean and dependable,” says Herb Barboza, vp-maintenance. “Our philosophy is straightforward. It’s not what you expect, but what you inspect, that ensures results.”

A STEPBYSTEP ROUTINE

While buses and trucks are two different “animals” in the commercial vehicle world, the stop-and-go nature of city bus service is undeniably tough on equipment, especially for any fleet trying to get its buses to last 12 years or more under such constant duress. So Barboza and his staff of 370 employees (some 184 of them heavy equipment diesel technicians) follow a rigorous step-by-step process when it comes to maintenance and repair procedures. First, all vehicles are subject to a QA inspection before being released to revenue service after receiving scheduled and/or unscheduled maintenance. “The QA process requires the assigned technician to perform a predetermined vehicle inspection once the vehicle service and/or repairs have been completed,” he explains. “If a defect is identified during the vehicle inspection, that defect must be addressed before the vehicle moves onto the ‘quality assurance station,’ where a team of inspectors will perform a comprehensive inspection of any repairs, [including] the undercarriage, foundation brakes, safetyrelated systems, and an overall general check of the entire coach.” OTS’s system has been proven to work. Million Mile Club after amassing one million miles each on their engine over 15 years of service. The club is predominantly comprised of freight trucking customers. “Engine longevity is really not the result of doing anything special,” Barboza says. “The trick is timely preventive maintenance compliance. In other words, do what the engine manufacturer recommends at the time or mileage intervals recommended.” For OTS, that means using good quality engine oil, which, by the way, isn’t a synthetic blend, combined with a good oil analysis program. “If fuel, coolant and/or any other contaminants enter the lube system, we identify the problem immediately and remedy the cause before premature damage and/or wear to the engine can occur,” he says.

THE RIGHT PHILOSOPHY

No matter how good a fleet owner may think his or her garage operation is, it pays handsomely to review the fundamentals and make sure they’re sound before even thinking about layering on the latest advances in maintenance software and shop equipment. “Everything that happens in the shop should be tied to repair time,” says Darry Stuart, president of Wrentham, MA-based DWS Fleet Management Services, a firm specializing in fleet maintenance issues. “Every minute wasted in a shop is worth something. Repair time can be valued at $1 a minute minimum for a fleet and runs around $1.35 for a dealer shop.” Stuart’s 40-plus year career as a fleet manager encompasses experience with everything from trash trucks to over-the-road highway tractors of all ages, makes and models. He stresses that you don’t have to be a rocket scientist to positively

cover story influence this key variable. “For starters, techs need space to work efficiently,” Stuart says. “The minimum bay width should be 24 or 25 ft., but often managers do not allow for space in the middle of the shop. The techs need to be able to work around the truck. This is not hard to analyze. Just stand in the middle of the shop and look around, and you will see where the lost productivity is.”

CLEANLINESS EQUALS PRODUCTION

It’s easy to blame the mechanic for lost time, he notes, but so much can be gained just by how clean and organized the shop is. “I figure 70 to 80% of the productivity loss can be gained back by cleaning up and organizing the shop,” Stuart believes. He also suggests keeping the image of a supermarket in mind when tackling this—wide, clear aisles, a clean floor, and “a place for everything—and everything in its place.” For existing shops, Stuart recom-

Save steps, too, he says, by installing small cantilevered benches off the wall around the shop and fit each with a grinder and a vise. “It’s a small investment to avoid lots of walking around, which consumes valuable time,” he stresses. “Always think of what you can do to

buy minutes.” In the end, Stuart contends that “mechanics need to understand the basic principle of cost per minute. If in five minutes they can’t figure it out, they need to consult a supervisor to keep the repair cost from ballooning.” He adds that time gets eaten up by techs going online to seek out technical info when “given most of what goes wrong [with a truck] is well known.” That’s something OTS’s Barboza agrees with. “In retrospect, on-time

cover story preventive maintenance did the job it was intended to do for us,” he says. “All components attached to the engine were monitored for the appropriate performance level and replacement thresholds established. The key is to follow established thresholds and replace components before the component fails and possibly causes engine damage.” A good example in OTS’s case: a

water pump and/or radiator “not” replaced as a scheduled maintenance item on time will ultimately fail and result in damage to the engine. Another area to keep a close eye on is cooling system maintenance. “Monitor SCAs [supplemental coolant additives] and keep the system performing as it did when it was new,” he says. “Even just keeping an engine

That’s why the information about maintenance and repair activities these days is almost, if not more, vital than the actual service itself. It is through information that fleet owners and managers can figure out if they are paying too much or too little to keep older equipment up and running. “Gathering and sorting through a myriad of information to achieve those objectives, while still directing day-today operations, remains one of the biggest challenges facing fleet maintenance directors and shop supervisors,” says John Wisdom, director of customer systems for Kenworth PremierCare Connect, a parts and service management system developed by Kenworth Truck Co. “A good maintenance management software program can help,” he explains. “It allows managers to track the time taken by mechanics or technicians to perform tasks, such as preventive maintenance and general repairs. Users can also track parts purchasing and inventory so that their shops don’t carry more parts than needed.” To help fleet managers and shop supervisors get the most out of their mainte-

nance software packages, Wisdom offers some tips as to the capabilities such systems should have: X Manage parts inventory accurately. This function reduces on-hand inventory and inventory shrinkage by helping shops maintain an accurate physical inventory. By adding optional tethered or portable bar code scanners and bar code label printers, shops can further automate this process, notes Wisdom. X Manage and track the cost of parts. This helps eliminate duplicate orders, track special parts orders, and compare a part’s current cost to its cost when last ordered. If the maintenance management system is connected to a parts supplier, the parts supplier may offer special rebates for purchases made through that system, he adds. X Provide an automated parts reorder process. Establishing minimum/maximum settings allow users to maintain a steady supply of parts critical to the company’s everyday operations. It also helps users control parts inventory costs. X Analyze and track costs by VMRS codes. The system should come preloaded with the American Trucking Assns. Vehicle Maintenance Reporting Standards (VMRS) codes to allow for quick comparisons and analysis of part costs by component or repair type, such as brakes, engine or air conditioning.

The feature improves the accuracy of mileage-dependent reports, such as “maintenance due” and “cost per reading,” because it eliminates the need to manually enter mileage data and provides more timely updates. X Capture technician time. This allows fleets to compare actual job times with estimated completion times. Since the work orders are scanned instead of manually entered into the system, managers can more accurately monitor productivity and address issues that slow shop operations. This allows managers to monitor shop work at a macro level, while looking for exceptions. X Interoperability with accounting software. This eliminates “double entry” of a work order into a third-party accounting package. According to a recent study conducted by the Dept. of Computer Science at the University of Sheffield, England, the average error rate for keyboard entry was between 12 and 24%, depending on the typing skill of the person entering the data. Thus this feature can significantly reduce manual input errors.

Steely focus ThyssenKrupp keeps a close eye on its bottom line

W

e global steel busis viewed through lens. Buildings, highway bridges, and other such large-scale projects that require steel beams for support (along with steel bolts, etc.) take years to complete, and thus require steel suppliers to take the long view in every aspect of their business, including logistics operations and the trucks supporting them. Germany’s ThyssenKrupp AG, an integrated materials and technology group with almost 188,000 employees in more than 80 countries, generated sales of more than $58.7 billion in 2008 and 2009. The company doesn’t just manufacture steel, high-performance metals, and technology components for manufacturing facilities; it also tries to bring out the artistic capabilities within the metal as well. For example, the company’s ThyssenKrupp Nirosta division supplied specially made stainless steel for construction of the Goldman Sachs global headquarters in New York City, a 43-story building that houses more than 9,000 employees and took five years to construct. “Stainless steel is being used more and more in the construction of highrise buildings,” says Gert Weiss, head of product service at ThyssenKrupp

Nirosta. “Architects are attracted not only by the material’s durability, but also by the variety of finishes available and its consistent high quality, even over large areas.” Such attention to detail is also embedded within ThyssenKrupp Logistics, part of ThyssenKrupp Materials North America. It operates a fleet of just under 300 tractors and straight trucks, plus more than 300 trailers, from nearly 50 service centers scattered throughout the U.S. and Canada. It has four primary facilities, including its main center and corporate office in Northwood, OH, eight miles southeast of Toledo. ThyssenKrupp Logistics provides over-the-road, regional and local delivery service and logistical support to other divisions within ThyssenKrupp Materials NA. It also provides just-in-time, expedited and intermodal fleet service. As a common carrier, its trucks haul a variety of loads, including steel, parts and finished products. Many of the company’s trucks and trailers are based out of its four primary facilities for long-distance hauls and regional deliveries. The remainder of the fleet, which includes heavy-duty trucks with day cabs and medium-duty straight trucks, is scattered at various locations across the continent for local

and regional deliveries. That’s partly why the logistics and transportation company hires outside vendors to provide maintenance on all of its trucks. It’s also why the fleet focuses closely on every trucking detail, no matter how small, so it can maximize uptime and productivity for its operation. As a result, everything is closely monitored—especially tires. Tirerelated issues used to cost the company time and productivity. That changed seven years ago, however, when Brian Brandenburg, fleet maintenance manager for ThyssenKrupp Logistics, came on board and switched to Goodyear-branded tires for the fleet’s trucks and trailers and increased the use of retreads. “We are able to get more miles out of our tires by retreading them, and that retreading is costing us half of what it would cost to buy brand new trailer tires,” he explains. “This really helps drive down our cost per mile.” And that helps keep ThyssenKrupp Logistics up and running without beefing up bottom-line costs. “Our company’s other divisions and our outside customers expect us to run an efficient, cost-effective fleet that can respond quickly to their transportation needs,” Brandenburg says. “Keeping our trucks moving is critical.”
