I hope you have enjoyed a safe and blissful Songkran holiday with your friends and family. As we celebrate the Thai New Year, the team and I are really looking forward to all the exciting things we have planned for you this quarter.
I’d like to encourage you to use your membership event vouchers on three exciting upcoming events. We have a member luncheon on the 22nd, and two Governor’s Tables, one on the Eastern Seaboard on April 25th and one in Bangkok on May 16th.
The month of May will see us host the fifth cohort of the AMCHAM Academy from May 7-9 and the first Thai US Trade and Investment Conference on May 31st. The Academy is fully booked, and registration will open for the conference next week.
We are delighted by the eager participation of new and longtime members this year and I’ve started the Thai New Year feeling exceedingly grateful for the support from this community that we are building together. I want to keep my letter short this month, therefore I cannot mention everything, but there are so many important things coming up! Public-Private Partnerships Drive Thailand’s Healthcare Transformation

Four years ago, the world was grappling with the unprecedented Covid-19 pandemic. While Thailand’s healthcare system did an excellent job managing the crisis, the demanding situation showed it could be improved to better serve Thai people in the future.
Lockdowns and the need to avoid crowds during the pandemic made Thais more comfortable getting health information online. They began turning to digital health services, following a global trend of using the Internet for healthcare.
Thai health authorities recognize this shift. They plan to transform the national healthcare system but must do it within a fixed budget while meeting current service demands. This is where public-private partnerships can help. International healthcare businesses, such as global pharmaceutical companies, can partner with the Ministry of Public Health (MoPH) and local health organizations on innovative projects that benefit Thai people.
International healthcare businesses offer global knowledge, experts, and even funding for pilot projects. The MoPH welcomes public-private partnerships to help accelerate the development of Thailand’s healthcare sector. It also expedites arrangements with local health organizations for project partnerships.
Public-private partnerships can address Thailand’s transformation into an aging society. The country faces economic and social challenges due to a declining birth rate and the increasing number of elderly. Since 1970, the government’s family planning policy has limited population growth. Thailand’s birth rate is only 1.3, below the global average of 2.5. This could lead to the country’s population dropping from 70 million to 40 million in the coming years.
Better healthcare has increased life expectancy. More than 12 million Thais, or 20% of the population, are now over 60 years old. By 2040, children may only be 12.8% of the population, with the elderly representing 31%. This trend will negatively impact the workforce, Thailand’s economic performance, and government revenue from taxes.
Public-private partnerships can lead to many forms of innovations to address this situation:
Education Through Online Content Hubs
A content hub is an online resource offering indepth information about a specific topic. Often, it is a website complemented by social media platforms such as YouTube and Line. A recent study by Thammasat University, ABM Connect and GlaxoSmithKline Thailand (GSK) found Thais

mainly get health information through social media, television, and by talking with others. Facebook, websites, Line, Twitter, YouTube, and Instagram are popular for finding and sharing health information. People see healthcare experts, trainers, and nutritionists, plus family and friends, as trustworthy sources for health advice.
Content hubs can offer information tailored to topics such as travel, sustainability, new mothers, or home decoration and repair. By bringing together information in one place, it’s easier for your target audience to find and engage with your business.
Adult Immunization Programs
In Thailand, immunization programs have traditionally focused on babies and young people. As the country’s aging population could have a large impact on Thailand’s healthcare sector, it is important to immunize older adults against common diseases.
Adult vaccinations are the key to healthy ageing. They help people extend their “health span” – the number of years lived in good health – to match their lifespan. This means older adults remain vital contributors to society, while reducing the costs of age-related health conditions and easing the strain on the healthcare system, public finances, and family caregivers.
Adult immunization is effective in ensuring healthy ageing. It reduces vaccine-preventable diseases such as influenza, shingles, and pneumonia. Such diseases can be severe for older adults and costly in terms of medical care and lost productivity***.
Public-private educational programs can actively highlight the benefits of adult immunization to healthcare professionals and the general public.
Combined with the health authorities giving greater priority to adult immunization, they will help to prevent diseases common in older adults from overwhelming Thailand’s healthcare sector.
Healthy Community Prototypes
A healthy community starts with a healthy environment. International healthcare companies can partner with local Thai administrations to develop healthy community prototypes. These prototypes demonstrate the benefits of healthful living practices, emphasize preventive healthcare, and encourage a supportive environment for wellness.
Lamphun Municipality partnered with a pharmaceutical company to proactively address one of Thailand’s highest levels of PM2.5. The project aims to raise public awareness about maintaining healthy lungs, dealing with air pollution, ensuring proper waste management, and planting trees to promote a cleaner environment.
Thailand’s healthcare transformation, driven by public-private partnerships, can speed up digital health adoption. This leads to better-informed citizens who live healthier and work together while addressing challenges such as the country’s aging population. Today’s public-private partnerships will help ensure innovative and sustainable healthcare for all Thais in the future.

The Future of Employee Benefits in the APAC Region: Sustainable Healthcare Trends

Advancements in healthcare delivery and accessibility play a significant role in the future of employee benefits. In the aftermath of the Covid-19 pandemic, individuals have become more aware of their protection gaps, while their exposure to technology has increased, empowering them to take a more active role in their care and raising their expectations. This has heightened attention on employee healthcare benefits and the programs offered by employers to attract and retain talent. However, medical inflation is on the rise, putting employers in a difficult position. They must find ways to mitigate costs while preserving access for their employees. The solution lies in investing in the right health protocols.
The pandemic spotlighted the importance of accessible and flexible healthcare solutions. Employees now seek work environments that prioritize their mental health and wellbeing,
including the option to work remotely. According to Aon’s 2022 Asia Pacific Employee Benefit Trends Report, employers are acknowledging this trend; one in three employers estimate that over 25% of their workforce will work from home in the future. Yet, while 46% of employers ranked employee wellbeing as a top priority, nearly 60% cite increasing benefit plan costs among their top challenges.
The average cost of employer-sponsored medical plans has more than doubled over the past 10 years. Medical inflation has increased in the APAC region due to the rising cost of medical supplies and medication, compounded by labor shortages in some markets. With APAC home to about 60% of the world’s population and life expectancy on the rise (by 2050, one in four people in the APAC region will be over 60 years old), there is a huge global burden of chronic diseases such as cancer. Therefore, it is

important to develop responsible and sustainable healthcare strategies that are accessible, proactive, and streamlined.
An important trend driving the future of employee benefits is the focus on comprehensive, end-to-end healthcare solutions. Employers recognize the need for a holistic approach to medical care encompassing prevention and wellness programs, telemedicine services, and mental health support. Digital tools and personalized health plans that empower employees to take ownership over their healthcare journey, can help contain costs over the long term.
Preventive care is vital for promoting long-term health and productivity. Screenings, health risk assessments, and wellness activities help employees adopt healthier lifestyles and reduce the risk of chronic disease. While wellness and lifestyle interventions are important, offering personalized, clinically focused interventions delivered through digital tools is critical. Health plans tailored to family history, genetics, screenings, and detailed health assessments lay the groundwork for effective prevention medicine. Prioritizing preventive care enables employers to improve the health outcomes of their workforce while reducing healthcare costs in the long run.
Since the pandemic, Asia has grappled with burnout and mental health issues. According to 2022 McKinsey research on workplace mental health, one in four employees are experiencing symptoms of burnout worldwide, in Asia it is nearly one in three. With over a quarter reporting symptoms of depression and anxiety, it is evident that employers must prioritize mental health in their benefit packages. To improve outcomes, employers should tailor support based on each individual employee’s needs, moving away from a one-size-fits-all approach.
Telemedicine and digital tools are reshaping healthcare delivery and experience. From mobile health apps to wearable devices, technology empowers employees to take greater control of their health and wellbeing. Employers are leveraging this trend by offering digital tools and platforms for health risk assessments, access to medical records, virtual telehealth
consultations, and tracking their unique health journeys, all conveniently accessible via their smartphone or computer.
The future of employee benefits will continue to evolve with advancements in healthcare delivery, accessibility, and evolving employee expectations. Employers will need to stay agile and proactive when adapting their benefit programs to meet the dynamic healthcare needs of their employees, leveraging technology, data analytics, and strategic partnerships. By implementing more sustainable healthcare practices, employers can create a healthier, more resilient workplace for the future.

Thailand to Introduce GameChanging Multiple-Entry Medical Treatment Visa Valid for One Year

The Thai government is in the process of launching a groundbreaking multiple-entry Medical Treatment visa (non-MT visa) with a generous one-year validity period, aiming to strengthen its position as a premier international medical hub. The Subcommittee on Developing Thailand into a Medical Service Hub, authorized by the Ministry of Public Health, recently convened to outline the framework for this innovative visa program. In significant sessions held on November 30, 2021, and November 15, 2022, the Cabinet endorsed resolutions for the “1-Year Medical Treatment Visa,” signaling a bold leap towards implementing the non-MT visa.
Currently, foreign tourists seeking medical care can obtain a single-entry tourist visa for a 60day stay, a single-entry non-immigrant visa for a 90-day stay, or a single-entry medical treatment visa for a 90-day stay. The impending introduction of the new non-MT visa represents
a fundamental shift, allowing foreigners to access extended medical services in Thailand
Key Highlights of the Non-MT Visa Program Include:
1. Inclusivity: Patients of any nationality are eligible to apply for the non-MT visa, catering to a wide range of medical needs such as cancer treatment, cardiovascular care, severe noncommunicable diseases, health restoration, organ transplants, cosmetic surgeries, dentistry, and anti-aging procedures.
2. Comprehensive Support: Immediate family members (up to three) of the applicant can apply for the nonimmigrant O visa, facilitating seamless companionship during the medical journey.
3. Hospital Partnerships: Foreign patients are required to schedule appointments

with accredited hospitals endorsed by the Ministry of Public Health, ensuring world-class healthcare standards.
4. Documentation: Required documents include a confirmation letter from the designated hospital, proof of relationship with accompanying family members, personal health records, a bank statement showing financial capacity (minimum 800,000 baht per person), and health insurance covering 100,000 US Dollars or 3,000,000 baht.
5. Regular Reporting: Applicants must report to immigration authorities every 90 days, to ensure compliance and continuity of care.
6. Fee Structure: The anticipated visa fee is approximately 5,000 baht per applicant, with a nominal extension fee of 1,900 baht per extension, providing affordability and convenience.
The impending launch of the non-MT visa is expected to revolutionize the medical tourism landscape, positioning Thailand as a beacon of excellence in healthcare services within ASEAN and beyond. Situated in the heart of Southeast Asia, Thailand has rapidly transformed itself into a renowned medical hub with major hospitals leading the way in medical tourism, offering world-class healthcare services that cater to the diverse needs of patients from across the globe. The introduction of the Medical Treatment Visa is expected to attract more foreign visitors seeking extended medical services in Thailand, aligning with the National Economic and Social Development Council (NESDC)’s new target to receive over 80 million
foreign arrivals by 2027. Thailand stands to gain economically from their presence, as they contribute to both the healthcare industry and tourism during their stay. In addition, this visionary initiative is also set to catalyze substantial economic growth, providing unparalleled opportunities for investors and stakeholders alike.

A Letter from the Government Affairs Director’s Desk
Dear Members,
The Government Affairs Council has submitted our recommendation letter advocating for Exempting the 90-Day Reporting Requirement for Non-Immigrant Visa “B” holders with Work Permit, to the Office of the Public Sector Development Commission (OPDC), Immigration Bureau, and the Ministry of Interior. Our recommendation highlights existing mechanisms, such as TM30, monthly social security filing, and employee termination filings at the Department of Employment. These mechanisms already monitor the whereabouts of foreign employees, allowing the government to reallocate resources elsewhere. Additionally, AMCHAM has requested a roundtable meeting with the Immigration Bureau and the Ministry of Interior to further discuss foreign employee mobility.
The visit of the U.S. Secretary of Commerce Gina Raimondo underscored the importance of Thailand and strengthened the business and diplomatic ties between the two nations. During a luncheon, where Secretary Raimondo sat down for a fireside chat with AMCHAM President, Ornkanya Pibuldham, Secretary Raimondo emphasized the US semiconductor industry and the IPEF Pillar II (Supply Chain Resilience). Given the Semiconductors and Science Act of 2022 (CHIPs Act) and its allocated budget of 280 billion US Dollars over the next decade, the US government will prioritize IPEF partner countries to ensure supply chain resilience in the semiconductor industry. This presents a significant opportunity for Thailand to develop both local and physical infrastructures, including clean energy, logistic development, and upskilling human capital. AMCHAM looks forward to collaborating closely with both the US and Thai governments to prepare Thailand to stay ahead and gain a competitive advantage.
Lastly, the Thai Government is pushing forward three Acts related to environmental concerns: Climate Change Act, Clean Air Act, and Sustainable
Packaging Management Act (also known as EPR). These acts will set Thailand’s approach to environmental and climate change issues and will significantly impact business operations once enforced. For example, the Clean Air Act addresses the control of greenhouse gas emissions and sets penalties for polluters, while the Climate Change Act introduces economic mechanisms such as Carbon Credit, Carbon Tax, and Emission Trading System (ETS). Although the Acts are not yet finalized, it is important for our members to prepare for the upcoming changes. This is a pivotal moment for us to influence these draft Acts to ensure they meet business needs. The development of these Acts is regularly updated and discussed at the monthly AMCHAM Environmental, Social, and Governance Council meeting.
Our Government Affairs team is actively engaging with relevant government officials on several critical matters. We want to ensure that the interests of our members are represented as these developments unfold. Your continued support and active participation in our council meetings will be vital in achieving our shared goals.

As Thailand faces the multifaceted challenges posed by an aging population, lifestylerelated illnesses, and the ominous specter of antimicrobial resistance (AMR), the imperative to secure ample funding for innovative healthcare solutions and achieve universal health coverage has never been more pressing. Concurrently, Thailand finds itself at a critical juncture, poised to harness significant investments in life sciences and healthcare to boost economic growth and elevate its status as a global healthcare hub.
In this context, strategic investments in healthcare infrastructure not only strengthen Thailand’s resilience against the escalating burden of noncommunicable diseases (NCDs) and healthcareassociated infections (HAIs) but also present unparalleled opportunities for social impact investment and sustainable financing solutions. AMCHAM, cognizant of these imperatives, pledges
unwavering support towards realizing Thailand’s healthcare aspirations, advocating for policy interventions across four pivotal themes:
1. Enhancing patient affordability and access to innovative treatments.
2. Spearheading regulatory reforms to streamline product registration processes.
3. Safeguarding intellectual property rights to incentivize innovation.
4. Aligning pricing and reimbursement frameworks to recognize the value of innovation in healthcare.
Through collaborative efforts with public and private stakeholders, AMCHAM aims to propel Thailand towards a future where healthcare is not only accessible and affordable but also serves as a cornerstone for sustainable economic development and societal well-being. Dr. Prommin Lertsuridej Instills Business Confidence
On March 28, Dr. Prommin Lertsuridej, Secretary General to the Prime Minister, addressed members of the American Chamber of Commerce in Thailand (AMCHAM) during their Annual General Meeting (AGM). Dr. Prommin outlined key policy initiatives aimed at fostering the economy and a conducive business environment.
In his address, Dr. Prommin underscored the administration’s commitment to boost Thailand’s economy as well as plans for improving the ease of doing business, with a focus on fostering ease of travel, enhancing transparency, embracing digital transformation, and strengthening partnerships with longstanding allies such as the US. He remarked, “Thailand is now open for business, and there has never been a better time to invest in Thailand.”
Dr. Prommin also highlighted the recent meeting between U.S. Secretary of Commerce Gina Raimondo and His Excellency Prime Minister Srettha Thavisin, where discussions centered around three key areas for collaboration with US businesses: sustainability, creating synergies with partners, and growth through the digital economy.

U.S. Secretary of Commerce Gina Raimondo Enhances Economic Partnerships During Bangkok Visit
On March 13, During a series of business engagements, Gina Raimondo, the 40th U.S. Secretary of Commerce, engaged with distinguished members of the American Chamber of Commerce in Thailand (AMCHAM) to foster economic ties between the United States (US) and Thailand.
Secretary Raimondo spoke with AMCHAM President Ornkanya (Mook) Pibuldham of Bank of America in a fireside armchair chat. Secretary Raimondo emphasized Thailand’s pivotal role as a trade partner and underscored the US’ commitment to amplifying collaboration in the region.
AMCHAM President Ornkanya remarked, “Our dialogue centered around forging synergies that not only boost trade but also stimulate technological advancements and sustainable growth.” AMCHAM represents over 650 member companies; the attendees included business executives from diverse sectors such as automotive, energy, digital technology, manufacturing, banking and finance, and more. The event was also attended by U.S. Ambassador to Thailand Robert Godec, members of President Biden’s Export Council, and senior U.S. Department of Commerce officials.
Secretary Raimondo is in Thailand with the President Biden’s Export Council. The meetings aim to provide a platform to explore avenues for expanding US-Thai commercial relations, with Secretary Raimondo expressing her appreciation for the partnership between the two countries.

AMCHAM, USTDA, and EECO Drive Healthcare Innovation and Ease of Doing Business in Thailand
On April 2-3, the U.S. Trade and Development Agency (USTDA), in partnership with the American Chamber of Commerce in Thailand (AMCHAM) and the Eastern Economic Corridor Office of Thailand (EECO), recently hosted a dynamic twoday workshop to advance Thailand’s position in the global healthcare landscape.
The workshop brought together industry leaders, government officials, and stakeholders from the US and Thailand to promote collaboration and showcase cutting-edge healthcare innovations. Discussions focused on positioning Thailand as a leading medical hub, covering sustainable investment, improving healthcare accessibility, emerging technologies, infrastructure development, and strategies for enhancing public healthcare expenditure. Virtual Membership Meeting with Customs Department
On March 12, the AMCHAM Customs and Excise Council Co-chairs welcomed delegations from the Customs Department to the Virtual Membership Meeting to provide updates on two important Customs policies aimed at facilitating international trade: the National Single Window System (NSW) and the Authorized Economic Operator (AEO) program.
The session began with a brief overview of the NSW system in Thailand, highlighting its comprehensive architecture and the electronic documents, such as e-Form D, accepted by NSW, which greatly facilitate and streamline cross-border trade. Additionally, there was an introduction to the AEO program, launched in 2014. Details regarding the qualifications, benefits, process, and criteria of the AEO program were shared during the call.
Furthermore, the Customs officers disclosed plans to expand cooperation with international counterparts regarding both the NSW and AEO schemes. The session concluded with a productive question-and-answer session, during which members had the opportunity to learn more about operational details of both the NSW and AEO programs.
AMCHAM continues to collaborate closely with the government to foster seamless electronic cross-border clearances, thus supporting the competitiveness of Thailand.

How did you get involved in AMCHAM leadership?
I have been an AMCHAM member since 2020. Membership has brought immense benefits, including building strong connections within the Thai business community, and upskilling in various areas through the impactful events from the Chamber’s Committees. After enjoying the member experience for a few years, I was encouraged by fellow members and colleagues to take a leadership role. I explored AMCHAM’s 24 committees to find one where I could both learn and contribute effectively, and a topic which would speak to my personal and professional interests. I am now fortunate to co-chair the Corporate Social Impact Committee with amazingly talented and smart individuals, driving real impact for our membership and Thai society.
Describe your goals for the Corporate Social Impact Committee in 2024.
Last year, our committee achieved a significant milestone by rebranding the AMCHAM Corporate Social Responsibility Awards to the more fitting Corporate Social Impact Awards. This name change reflects our ambition in driving impact and better represents the evolution of today’s corporate social responsibility. In 2024, we are breathing life into our new branding. We have already refreshed our mission and look to develop more informational and best practice sharing sessions. Our “Connecting for Corporate Impact: AMCHAM Member Forum” held last month is a testament to fostering impactful social programs and encouraging collaboration across committees and member companies.
Your favourite AMCHAM memory…
AMCHAM has a wealth of opportunities to connect with the Thai business community, both professionally and personally. Its social aspects have allowed me to build authentic relationships with members, fostering trust in doing business together. The Governors’ Table Dinners deepen personal connections, sharing stories and laughter. The annual Governors’ Gala is another event that never fails to impress in attendance, production (and fun)! This year’s Pirates of the Caribbean theme provided a delightful opportunity to enjoy a night with the membership all dressed as pirates. Additionally, the endless thought-leadership events from AMCHAM and its committees ensures there is an opportunity to participate and learn with the Chamber.

Meet Murnee (Merny) Yeejehwae
My name is Murnee Yeejehwae. I received the AMCHAM scholarship when I was in my third year, majoring in English, Faculty of Humanities and Social Sciences at Thaksin University in Songkhla in 2021. I am so proud to have received this scholarship, as it changed my life forever, enabling me to study and fulfill my dreams in university and graduate like my peers. My first years were more difficult without a scholarship. AMCHAM greatly assisted me in completing my university education, providing opportunities that allowed me to sustain myself without burdening my parents. Despite receiving the scholarship, I still worked a part-time job as a Master of Ceremonies (English-Malay), as an interpreter and translating short stories or books occasionally.
I am originally from Pattani, but my family moved to Hatyai when I was 16 years old. My parents run a small breakfast shop in the morning. I am the oldest of four, so I had to take on higher responsibilities than the others. My brothers and the youngest sister are still in school, so I must take care of them as the oldest sister. The AMCHAM scholarship helped me a lot to fulfill my dream and pursue my studies. Time has passed, but the memories remain. I will always cherish the moment when I received an email from AMCHAM informing me that I was one of the selected students.
The AMCHAM scholarship not only covered my tuition fee but also gave me a lot of chances to improve my skills and abilities for a brighter future. For example, the mock interviews during the Career Camp for applying for a job boosted my confidence and the scholarship motivated me to learn more and study hard to maintain my grades.
The best part about being a scholarship recipient is the opportunity to attend the camps in Bangkok. Upon selection, you can participate in the Orientation Camp, followed by the Career Camp in your final year of study. The Orientation camp teaches you how to manage your tuition fee and allowance, introduces you AMCHAM scholarship and its affiliates who supported
the scholarship, and allows you to dine with the U.S. Ambassador to Thailand as well. The Career Camp helps improve your confidence and prepares you for job applications through activities, such as English mock interviews for applying for a job. These experiences help you plan your next steps after graduation.
It has been two years since I received the AMCHAM scholarship. I graduated with a Bachelor of Arts in English. After graduation, I interned at Phuket International Airport as a passenger service agent.
After the internship was completed, I applied as a teacher at Hatyai Witayakarn School, in Hatyai Songkhla Thailand. Additionally, I fulfilled my dream of work in Malaysia, where I worked in customer service and Microsoft projects, teaching me to live independently abroad.
To sum up, I would like to sincerely thank the donors and AMCHAM staff who have supported me and provided me with every opportunity to pursue my studies. I wish everyone could have access to such wonderful opportunities for education as I have had.

The Gala is one of AMCHAM’s signature social events, bringing together the international business community to celebrate the service and commitment of the 2024 AMCHAM Board of Governors. Throughout the joyous evening, members contributed funds and increased awareness for the longstanding AMCHAM Thailand Foundation (ATF) scholarship program.
This year guests enjoyed the theme of Pirates in the Caribbean, and they embraced the occasion by adorning themselves in their preferred pirate-themed attire. Event Highlights:
AMCHAM hosted a new member forum - Connecting for Corporate Impact. This half-day program was designed to connect AMCHAM member professionals working in the field of sustainability or corporate social responsibility (CSR) and provided a platform to exchange best practices, build networks, and access AMCHAM committees and councils as capacity-building resources.
The forum was led by AMCHAM Corporate Social Impact Committee Panomporn Yapakai of Kenan Foundation Asia; Kulawal Supesuntorn of PricewaterCoopers ABAS; and Jacob Holder of The Mobius Agency, who provided an overview on the program and shared information on best practices on responding to the AMCHAM Corporate Social Impact Awards’ survey. Also, last year’s Special Awards’ winners Amazon, L’Oréal, and Indorama presented their journey participating in the awards and shared useful approaches from their CSR programs.
The breakout group discussion was co-hosted by the Co-Chairs of AMCHAM Environmental, Social, and Governance Council, Diversity, Equity, and Inclusion (DEI) Committee, Women Committee, and Digital Economy Committee. Participants had the opportunity to share their expertise with the group and exchange insights based on their experiences.
