First, I am delighted to announce an exclusive member luncheon with

Prime Minister Paetongtarn Shinawatra on December 9th. We look forward to hearing from the Prime Minister and are prepared to work closely with her administration to foster a robust business environment in the Kingdom. Please register here to secure your spot.

Over the last couple of months, we have held roundtables with the Revenue Department, the Customs Department, the Ministry of Energy and the Ministry of Foreign Affairs as well as with the U.S. Department of Commerce and the Office of the US Trade Representative. Our councils continue to produce papers and recommendation letters on advocacy issues important to AMCHAM members and meeting summaries can be found in the Member Information Center.

I would like to thank members who participated in our ChariTEE Golf Tournament, which raised over half a million baht for the AMCHAM Thailand Foundation (ATF) scholarship program. The 2024 cohort of 36 new students who will receive our scholarships has been announced, and you can also see the 56 students continuing their studies with AMCHAM support. Please join me in congratulating our new and continuing scholars!

This amazing work is possible thanks to our dedicated volunteer Committee and Council leaders, and I’d like to thank them for their generous commitment of time and expertise. Our AMCHAM leadership is an exceptional group of executives, and it is a privilege to work alongside them. For those of you interested in engaging more actively in the work of AMCHAM, we have just launched our call for interest in 2025 Committee & Council Leadership here. Building Altitude: Thailand’s Aerospace Industry Soars PostPandemic

The growth in air passenger traffic in Thailand, coupled with the potential for future growth following the pandemic, makes Thailand an attractive destination for commercial aircraft maintenance and manufacturing industries.

Thailand annual airport passenger volume peaked at 143 million in 2019. The Covid-19 pandemic disrupted both domestic and international passenger volumes, but a strong recovery is underway, with the passenger volume reaching 105 million in 2023.

Commercial freight and mail services in Thailand have remained mostly stable, fluctuating between 1.2 to 1.4 million metric tons per year over the past decade, peaking at 1.64 million metric tons in 2018.

The total number of commercial aircraft movements in Thailand peaked at 667,730 in 2023 showing a robust post-Covid recovery since 2021.

Global passenger air traffic has doubled every 15 years since the early 1980s. The International Air Transport Association (IATA) has recently forecasted an average annual growth of 3.8% in global passenger traffic and 4.1% in the Asia Pacific region over the next 20 years. By 2034, Asia-Pacific is expected to account for 42% of global passenger air traffic, solidifying the region’s position as the center of global air travel and attracting international aerospace companies.

Thailand’s Imports of Aircraft and Parts

Thailand’s aerospace market peaked in 2019 at 2.2 billion U.S. dollars, according to data from the Customs Department. The market contracted to 1.3 billion U.S. dollars in 2021 during the depths of the pandemic, but slowly returning with the market expected to reach to 1.8 billion U.S. dollars in 2023.

Aerospace Human Resources Development

In 2017, Thailand graduated 33,857 engineering students, 23,873 other science and technology students, and 2,512 students specializing in aviation and aviation management, according to the Office of Higher Education Commission. Seven leading Thai universities offer specific courses in aerospace maintenance.

Thailand Maintenance, Repair, and Overhaul (MRO) Demand

Thailand’s share of global passenger traffic is steadily increasing. By 2040, the Airports Council International forecasts that Thailand will rank ninth in global air passenger traffic. In 2018, global

aviation MRO spending reached 77 billion U.S. dollars, with the Asia-Pacific region accounting for the largest share at 22 billion U. S. dollars.

Global MRO spending is expected to increase at a compound annual growth rate (CAGR) of 4.0% through 2028, whereas Asia-Pacific MRO spending is expected to grow at the highest rate, 6.5% CAGR.

Thailand’s MRO services demand was 974 million U.S. dollars in 2017 and is forecast to grow at 5.4% CAGR to 2.95 billion U.S. dollars by 2037, driven by the increase in aircraft in Thailand from 314 to 811.

Aerospace components represent the highest share of MRO spending at 41%, followed by engine maintenance at 28%, line maintenance at 16%, airframe heavy maintenance at 8%, and modifications at 7%.

Additionally, Thailand’s free trade agreements with various countries boost its competitiveness as an export-driven manufacturing hub.

Opportunities in the Eastern Economic Corridor (EEC)

Thailand’s dynamic manufacturing landscape, particularly in the Eastern Economic Corridor (EEC), is filled with opportunities. This visionary project focused on developing Thailand’s eastern provinces offers unparalleled access to trade routes, state-of-the-art infrastructure, and investment incentives. The EEC has attracted 1.96 trillion baht in foreign direct investment as of 2023, emphasizing high-technology industries like aerospace, biofuels, and digital innovation, along with sustainable energy solutions. With

significant investments in infrastructure, research and development, and human capital, the EEC continues to position Thailand at the forefront of manufacturing innovation in the region.

Export Growth and Key Sectors

Thailand’s export performance in 2024 reflects its manufacturing strength. Overall, exports grew by 6.8%, with significant gains in high-value industries such as automobiles, electronics, and electrical equipment. For example, exports of automobiles and related parts surged by 25.6%. This robust export growth solidifies Thailand’s role as a critical player in global supply chains.

While Thailand’s manufacturing sector has seen success, it faces challenges, including navigating local regulations, labor shortages, and growing competition from neighboring countries. With the unemployment rate at just 1.1% as of April 2024, the labor market is exceptionally tight. To address this, the government is focusing on expanding technical and vocational training, particularly in high-tech manufacturing, to upskill the workforce and meet industry demands. A notable example of workforce development is the 2017 partnership between Carnegie Mellon University (CMU) and King Mongkut’s Institute of Technology Ladkrabang (KMITL), which led to the creation of CMKL University. This collaboration offers graduate programs in AI, robotics, and data science, combining CMU’s world-class curriculum

with KMITL’s local expertise, further enhancing Thailand’s capabilities in high-tech sectors.

Thailand’s Aviation Training Initiative: An Overview of the Draft MoU with ICAO

Background and Objectives

The MoU builds on Thailand’s earlier commitments to support aviation training. The initial agreement in 2008 enabled collaboration with the International Civil Aviation Organization (ICAO) to train aviation personnel from developing countries. The three-initiative improved skills and capabilities of aviation professionals for safer air transport systems.

Current Initiative

The new MoU expands on this foundation, aiming to position Thailand as a hub for aviation training in the Asia-Pacific. It outlines cooperation between Thailand and ICAO in managing training programs, allocating resources, and selecting participants from developing countries.

Scope of Cooperation

Thailand’s Civil Aviation Authority of Thailand (CAAT) and the Civil Aviation Training Center (CATC) will work with ICAO’s Capacity Development and Implementation Bureau to develop training curricula, standards, and implementation strategies.

Key Provisions of the MoU

Funding and Resource Allocation

Thailand has committed 156,471 U.S. dollars (approximately 5.54 million baht) to support the training program, covering course fees, accommodation, and allowances for participants. However, participating countries must cover their representatives’ travel costs. The funding is sourced from CAAT’s revenues streams, including international aviation fees and licensing.

Participant Selection and Training Programs

ICAO member states will nominate participants, especially from those needing aviation training. The CATC will manage logistics and courses will cover key topics:

• Environmental Management in Aviation (ICAO CORSIA Verification): A three-day course for 16 participants.

• Safety Management for Practitioners (ICAO Safety Management): A five-day course for 20 participants.

• State Safety Programme Management (ICAO State Safety Programme): A six-day course for 15 participants.

Legal and Administrative Framework

The MoU avoids creating binding legal obligations under international law. Any amendments or disputes will be resolved through mutual consultation. The agreement will be effective until December 31, 2024, unless terminated earlier by either party with six months’ written notice.

Strategic Implications for Thailand

Enhancing Regional Leadership in Aviation

By hosting and funding these training programs, Thailand strengthens its position as a regional leader in aviation training in Asia-Pacific. This MoU boost Thailand’s international standing while also benefiting local aviation professionals by providing access to ICAO’s expertise. The collaboration enhances Thailand’s aviation industry, aligning with international best practices.

Economic and Diplomatic Benefits

The initiative is expected to yield significant economic and diplomatic benefits, particularly in hospitality, transport, and education sectors, through the influx of international participants. With a global shortage of skilled aviation professionals, these training programs ensure Thailand is well-prepared to meet the growing demand post Covid-19. By investing in training programs, Thailand positions itself to address domestic and regional needs for qualified personnel.

The collaboration with ICAO allows Thailand to align its aviation training standards with international norms, which is vital for maintaining safety and efficiency in global air transport. This alignment becomes increasingly important as air traffic and regulatory complexity grow.

A Letter from the Government Affairs Director’s Desk

Dear Members,

Thailand’s appeal to investors is driven by factors such as energy abundance and investment incentives. On September 3, AMCHAM met with Dr. Norkun Sitthiphong, Advisor to the Energy Minister to discuss energy transition, ensuring that Thailand adapts smoothly as foreign investors increasingly prioritize green energy.

On September 4, leaders from AMCHAM Tax Council and Customs & Excise Council held a roundtable meeting with Deputy DirectorGeneral Nirandara Prachaubmoh of the Revenue Department. They discussed the new top-up tax for the OECD’s Global Minimum Tax, merger and acquisition issues, VAT collection on low-value imports, and clarification on personal income tax. The Councils stressed the importance of simplifying tax filing and clearer tax investigation processes, and are planning follow-up meetings to address these concerns further.

We also saw several U.S. government officials, including Leslie Kiernan, General Counsel from the U.S. Department of Commerce, and Daniel Lee, Assistant U.S. Trade Representative from USTR, and officers from the U.S. Department of Commerce’s International Trade Administration, Industry & Analysis Office of Information and Communication Technologies (OICT), underscoring Thailand’s importance as a U.S. strategic ally and the commitment to long -term collaborations.

Following the announcement of the new administration on September 6 and the Prime Minister’s policy statement on September 12, AMCHAM has continued to foster relationships with key ministers. In the coming year, AMCHAM aims to strengthen these ties by working closely with professional-level officers. Councils, particularly the Tax and Customs & Excise Councils, have requested small working group meetings to tackle specific issues like the Global Minimum Tax.

This approach allows AMCHAM to address mutual concerns more effectively for our members. Our team is also drafting advocacy papers on topics including Thailand’s Aviation Hub, the Startup Ecosystem, and new merger tax rules. Roundtable Meeting with the Customs Department

On October 2, AMCHAM Vice President Wiyada Srinaganand of 3M Thailand led an AMCHAM delegation and the Co-Chairs of Customs and Excise Council in a meeting with Director-General Theeraj Athanavanich and his team.

They discussed key issues, including duty suspension for appeals, amendments to entry processes, and matters related to transfer pricing adjustments and data exchange. AMCHAM proposed initiatives such as corporate guarantees for payment deferrals, simplified entry procedures, and knowledgesharing sessions on transfer pricing and Customs-Free Zone regulations. The Customs Department was receptive to these concerns. Both parties agreed to form small working groups to address technical issues collaboratively and improve trade facilitation.

What are the key challenges and opportunities in Thailand’s manufacturing services sector?

The primary challenge is the shortage of skilled labor and the aging workforce, especially as the manufacturing sector rapidly grows. Additionally, political instability and unclear regulations are concerns for investors. However, the government’s promotions for investments in renewable energy, electric vehicles, information technology, artificial intelligence, data centers, and innovation sectors are very promising. These initiatives present numerous opportunities for both foreign and local investments, which will also create new job opportunities and support small and medium-sized enterprises (SMEs). While the skills shortage poses challenges, it also encourages innovation in sectors and service companies to be more creative and utilize technology more effectively in their services.

What are your goals for the manufacturing committee?

This year, we aim to connect the manufacturing sector with innovators, enabling smart solutions from innovative SMEs and start-ups to address existing challenges. We plan to arrange more factory visits, facilitate introductions between sector leaders and our members, and create valuable insights and know-how to share with all members. As a committee, our ultimate goal is to support Thailand’s future collaboration and the exchange of expertise.

Meet Papatsorn “Tuinui” Manoboot, a dynamic and inspiring woman in STEM, and a proud alumna of the AMCHAM Thailand Foundation Scholarship Program, Class of 2023. With a deep passion for chemistry, Papatsorn is currently pursuing both her Master’s and PhD at the School of Molecular Science and Engineering (MSE) at Vidyasirimedhi Institute of Science and Technology (VISTEC).

Hello everyone reading this article. My name is Papatson Manoboot. I graduated with a degree in Chemistry from the Faculty of Science at Ubon Ratchathani University. Currently, I am pursuing Master’s and Doctoral degree programs in Materials Science and Engineering (International Program) at the School of Molecular Science and Engineering (MSE) at Vidyasirimedhi Institute of Science and Technology (VISTEC).

I often tell people that I am not a top student, but I have always enjoyed conducting experiments, identifying problems, and finding solutions. These experiences have fueled my passion to become a researcher or scientist who can innovate and develop new ideas to make the world a better place. This challenge is a goal I am determined to achieve in the future.

However, I could not have come this far without the support from AMCHAM. Receiving the AMCHAM scholarship was the first opportunity that paved the way for me. My family does not have the financial means to support everything, and I have always been aware that “we can’t have everything we desire.” When I found out about the AMCHAM scholarship through my faculty’s page, I decided to apply. At that time, I thought it would not matter if I did not get the scholarship; at least I would have tried.

Applying for this scholarship turned out to be the right decision. It helped me pay for my tuition, reducing my family’s financial burden. I am very proud that I was able to ease the workload of my parents. I am determined to pursue a career that can provide a comfortable life for my family and allow me to help others as well.

Later, I had the opportunity to join a career camp organized by AMCHAM and FedEx, which better prepared me for life after graduation. More than anything, I gained wonderful friendships. I was extremely excited and still remember the feeling of stepping out of my comfort zone to meet new people- an experience that changed my life in many positive ways.

Finally, I want to say that everyone has their own rhythm in life; just never give up on your efforts.

AMCHAM ChariTEE Golf Tournament 2024

On September 20, 2024, the American Chamber of Commerce in Thailand (AMCHAM) hosted its annual AMCHAM ChariTee Golf Tournament at the Alpine Golf Club. This event brought together members of the international business community for a day of fun and philanthropy, raising over half a million baht to support the American Chamber of Commerce in Thailand Foundation (ATF). The funds will go towards providing educational scholarships for Thai university students across the country.

More Nonstop Flights to Canada

Air Canada will resume its seasonal non-stop flights between Bangkok and Vancouver from late October through early May 2025. This marks the third year of service, offering an extended operating period and increased capacity, particularly between January and March 2025 where there will be daily flights between the two cities.

Canada has recently updated its visa policy, allowing Thai passport holders with a valid U.S. visa or a Canadian visa from the past ten years to apply online for an Electronic Travel Authorization (ETA), offering greater flexibility for North American travel. Additionally, Air Canada passengers connecting to the U.S. can benefit from U.S. Pre-clearance at Vancouver International Airport, clearing customs without retrieving their bags or changing terminals. Upon landing, they will arrive at the domestic terminal, ready to begin their journey.
