Saving Southeast Asia’s Crops: Four Key Steps Toward Food Security

Despite the increasing pressures on food supply, approximately one-third of the total food produced for human consumption is wasted globally. In Asia, more than 40 percent of food loss occurs throughout commodity supply chains at the post-harvest level—between harvest and the consumer.

Post-harvest comprises activities carried out from the time of harvesting through to the rest of the value chain, from handling to storage, processing, packaging, transportation, and marketing and retail.

On a global scale, reducing post-harvest loss has the potential to free upland equivalent to nearly three times the cropland area of France.

In Southeast Asia, this presents an opportunity to unlock a staggering 4.71 million hectares of land, which is 64 times the size of Singapore.

This article delves into the extent of post-harvest losses in Southeast Asia, the role they play in exacerbating food insecurity in the region and outlines four key steps that stakeholders can take to mitigate food loss.

Post-harvest losses impact all major crops, including fruit, vegetables, and pulses. However, the losses in rice, wheat, and other cereal grains, which constitute 70 percent of all calories consumed, are particularly notable. The losses vary in severity across different stages after harvesting, emphasizing the importance of adopting a unified approach to mitigate these losses.

The Role of Post-Harvest Crop Loss in Food Insecurity According to the Food and Agriculture Organization (FAO), post-harvest losses account for approximately one-third of the world’s food production, making it a primary contributor to food insecurity for millions of families worldwide. In Southeast Asia, nearly 17 percent of the total food available is lost or wasted.

Sizing the Crop Losses

“Food loss” occurs at harvest or soon after, while “food waste” takes place after the food reaches retailers or consumers. Overall, food loss results from inefficiencies, and its hidden costs often match or exceed the net profit of even the most well-performing retailers.

Every year, a significant quantity of food is lost in the region, spanning from farmers to retailers.

The encouraging news is that reducing food loss is highly feasible. Food manufacturers and

retailers, positioned at the core of the food value chain, have the potential to cut food loss by 50 to 70 percent, placing them in a unique position to lead efforts in this area. Two-thirds of the recovered food could be redirected to human consumption, while the remaining one-third could be used in alternative products, such as bio-based materials or animal feed.

How To Tackle and Prevent Post-Harvest Crop Losses Both traditional and advanced technologies can play a crucial role in addressing the root

cause of crop losses. The long-term adoption of these technologies may depend on various external factors, including social, economic, and institutional aspects. However, businesses can take four fundamental steps, as outlined below.

• Develop and Validate a Clear Baseline: Collect data on the losses occurring at various stages in the value chain, using methods such as weighing or counting. Determining the percentage of crops losses at each stage helps establish a baseline. Further research, such as field trials or focus groups, can validate this data, and delve into root causes while testing hypotheses.

• Identify Value Chain Patterns and Intervention Points: Analyze the value chain to identify areas with the highest inefficiencies. Earmark potential solutions that could address these issues and then align these against existing capabilities to increase the chances of success. For example, in Vietnam, five percent of maize was lost during drying, largely due to damage caused by birds, rats, and other animals, and improper drying techniques.

• Get Buy-In from Stakeholders Across the Value Chain: Many solutions require a holistic ecosystem to achieve higher value. Engage stakeholders across the entire value chain, including farmers, processors, input suppliers (such as fertilizer, crop protection, and seed vendors), and retailers and enablers like telco and logistics partners.

Understanding the pain points of different stakeholders and ensuring the proposed solutions align with their needs is essential in addressing the post-harvest crop losses.

• Mobilize Resources to Implement One’s Plan: The food and agriculture industry in Southeast Asia needs rejuvenation, with technology adoption lagging. Investing in this area could have a significant impact. It would probably require a substantial amount of education to convince farmers and individuals in the food processing sector to adopt technology, and there may be no way to do this other than to mobilize boots on the ground. Government agencies and technology providers might be best placed to do this— significant effort would be required on their part.

If successful though, a younger, savvier workforce could be attracted to this industry.

Deepak Moorthy is an expert associate partner in McKinsey’s Kuala Lumpur office. He leads McKinsey’s Southeast Asia Natural Capital practice.

Early adopters in this sector are likely to gain a competitive advantage, provided their value proposition aligns closely with improving key stakeholder performance throughout the supply chain. Considering the importance of establishing food security in the region and promoting sustainability, progress must be made, and the journey food security must begin.

Traditional Thai Cuisine Thai cuisine is a harmonious fusion of flavors, colors, and textures, skillfully balancing sweet,

sour, spicy, and salty tastes. Aromatic herbs and spices like lemongrass, galangal, chili, and basil impart distinct flavors to traditional Thai dishes, often served with rice as a staple, that complements curries, stir-fries, and soups.

Thai cuisine boasts a wide range of regional specialties, each offering its unique flavors and cooking techniques. From fiery, tangy Northeastern dishes to coconut-infused Southern curries, providing a rich tapestry of culinary exploration.

Street Food Culture Thailand’s renowned street food culture is an integral part of daily life, adorning sidewalks and markets with the enticing aromas of freshly prepared dishes, attracting both locals and tourists. Street vendors present affordable and delectable options, ranging from noodle soups and grilled meats to tropical fruits and refreshing beverages.

Thai street food immerses visitors in an authentic culinary adventure, allowing them to interact with

local vendors and savor iconic dishes like pad Thai (stir-fried noodles), som tam (spicy papaya salad), and moo ping (grilled pork skewers).

Vibrant food markets like Bangkok’s Chatuchak Weekend Market and Chiang Mai’s Night Bazaar serve as bustling hubs where diverse street food offerings captivate both locals and tourists.

Agricultural Practices Thailand’s food industry heavily relies on the country’s fertile agricultural resources. The warm climate and abundant rainfall support the cultivation of a wide range of crops, including rice, fruits, vegetables, and herbs. Rice, as the primary staple, is cultivated extensively, with both traditional and modern farming practices.

The government actively promotes sustainable agricultural practices to ensure food security and environmental conservation. Organic farming methods have gained popularity, emphasizing the use of natural fertilizers and pesticides.

This shift towards sustainable agriculture has resulted in the availability of organic produce in local markets and a heightened focus on farm-to-table initiatives.

Tourism’s Impact Thailand’s dynamic food culture has been further fueled by the country’s thriving tourism industry. The influx of international visitors has played a pivotal role in spreading the popularity of Thai cuisine globally. Tourists actively seek out authentic culinary experiences, immersing themselves in local markets, participating in cooking classes, and indulging in street food adventures.

Thai cuisine. Events like the annual Vegetarian Festival, Songkran Food Festival, and Bangkok Street Food Festival attract both locals and tourists, highlighting the richness and diversity of Thai food.

In response to the diverse demands of their clientele, Thailand has witnessed theemergence of upscale restaurants, fusion cuisine, and innovative culinary concepts. Internationally renowned chefs have established restaurants in major cities, blending Thai flavors with global influences. This fusion of traditional and contemporary culinary styles has resulted in a dynamic dining landscape.

The Board of Investment (BOI) in Thailand offers incentives to attract investment in the food industry, with the goal of preserving Thailand’s leading position in food production and exports.

The growth of food tourism has also given rise to various food festivals and events celebrating

For the food industry, notable incentives include up to an eight-year corporate income tax exemption, subject to investment type and location. Additionally, the BOI grants exemptions from import duties on machinery, raw materials, and production components, along with land ownership permissions.

In the functional food sector, the BOI provides a 50% reduction in corporate income tax for five years, with the possibility of extension for an additional five years. Import duty exemptions for raw materials, machinery, and equipment, and land ownership permissions, are also available.

Additionally, the BOI supports research and development (R&D) to encourage innovation in the food and functional food industries, enhancing Thailand’s global competitiveness.

Overall, these BOI incentives stimulate investment, drive innovation, and enhance Thailand’s competitiveness in the global market, fueling significant growth and development in both sectors and establishing Thailand as a premier investment destination in the region for these industries.

Culinary Takeaways Thailand’s food industry stands as a dynamic and essential component of the country’s cultural fabric and economy. It encompasses a

diverse array of flavors and culinary experiences, ranging from traditional cuisine to vibrant street food culture. With a commitment to sustainable agricultural practices, the impact of tourism, and a growing emphasis on innovation, the industry continues to thrive.

Furthermore, the government recognizes the industry’s significance, and has implemented initiatives to bolster food safety, sustainability, and culinary education. The advent of e-commerce has revolutionized accessibility and opportunities for food entrepreneurs.

Despite the challenges posed by Covid-19, the industry’s resilience was evident through adaptability and virtual engagement with customers. Looking ahead, Thailand’s unique culinary heritage, sustainability efforts, and openness to international influences position it for continued growth and innovation. As Thailand continues to promote its food culture, the industry is poised for further expansion, solidifying its reputation as a global culinary destination.

Extended Producer Responsibility (EPR)

It cannot be denied that when there is consumption, there must be waste. The linear economy, sometimes referred to as the “takemake-waste” economy, is a system where resources are extracted to make products that eventually end up as waste and are thrown away.

It is a polluting system that degrades natural systems and is the driver of global challenges, including climate change and biodiversity loss.

A transition to a circular economy is crucial to allow us to thrive in the future. The main principle of a circular economy is to reduce the use of new raw materials while maintaining the value of the product. Ideally, a component or material should be able to be used as long as possible with minimal negative impact on the life of the product and the environment.

Therefore, manufacturers play a role at every stage of a product’s lifecycle. The concept of extended producer responsibility (EPR) was conceived to help drive wider expansion of the circular economy.

The Organization for Economic Co-operation and Development (OECD) defines EPR as an 16

environmental policy approach in which a producer’s responsibility for a product is extended to the post-consumer stage of a product’s lifecycle.

Thailand has taken notice of this concept, as seen from the updated Thai plastic packaging regulations below.

1. Notification of the Ministry of Public Health (No. 435) B.E. 2565 (2022) Re: Specification of Qualities or Standards of Food Packaging Made from Plastic In 2005, the Thai Food and Drug Administration (FDA) instituted a prohibition against using plastic containers made from recycled plastic to contain food (except if containing fruit with a peel, whereby the peel is not consumed), as stipulated in the Notification of the Ministry of Public Health (MOPH) (No. 295) B.E. 2548 (2005) Re: Qualities or Standards of Containers made from Plastic.

However, on June 17, 2022, the Thai FDA implemented MOPH Notification (No. 435) B.E. 2565 (2022) Re: Specification of Qualities or Standards of Food Packaging Made from Plastic to repeal and replace MOPH Notification No.

295. Recycled plastic is currently allowed for use in plastic containers that comply with the requirements set out in Notification No. 435.

2. Draft Sustainable Packaging Management Act Another movement that may play an important role for EPR in the near future is the draft Sustainable Packaging Management Act. On July 17, 2023, Mae Fah Luang University launched a public consultation process for the draft Sustainable Packaging Management Act. The consultation ended on July 31, 2023. Mae Fah Luang University provided the report to the Pollution Control Department under the Ministry of Natural Resources and Environment.

The draft Act will be amended and have new public hearing soon, which will be handled by the Pollution Control Department. The key provisions under this draft Act are as follows:

(b) Displaying labels or symbols on the packaging according to the conditions and criteria announced by the minister. (c) Paying registration fees and environmental impact mitigation fees at the rate specified in the ministerial regulations. (d) Collecting used packaging for reuse, recycling, industrial decomposition, energy conversion or safe disposal.

2.1 The Sustainable Packaging Management Policy Committee is empowered to prescribe the criteria for classifying packaging, which must be handled sustainably Entrepreneurs have the duty to register such packaging with the Pollution Control Department within 180 days, counting from the criteria’s publication in the Government Gazette.

(e) Communicating information to the public to promote the sustainability benefits of sorting used packaging and returning used packaging.

2.2 Entrepreneurs are responsible for sustainable packaging management as follows:

Entrepreneurs may assign an organization to be responsible on their behalf for the packaging management duties established under the draft Act in order to ensure that the entrepreneur’s responsibilities are carried out according to items (c) – (f) above.

(a) Reducing or avoiding the use of certain materials that are difficult to handle or not commercially viable, or packaging whose production or disposal would have a negative impact on the environment.

(f) Management of packaging by a compulsory redemption system or by a deposit and refund system, as announced by the Minister.

2.3 Entrepreneurs who do not assign an organization to be responsible for packaging management on their behalf must submit their sustainable packaging management plan for approval by the director-general of the Pollution Control Department in accordance with the rules and procedures announced by the Minister.

The enforcement of this draft Act does not impose an imprisonment penalty. It only allows a fine as punishment, with the maximum penalty at not more than one million Thai baht.

The related parties expect that this Act will be completed in 2025 and become effective in 2027.

Describe your journey with AMCHAM… I have spent 25 years working for American companies and recognize the tremendous passion and commitment that US companies’ culture has for doing business in an ethical and holistic way.

This recognition motivated me to bring my company Harmless Harvest to join AMCHAM. As an American company operating in Thailand, even though we are relatively small and new, we recognize the significant advantages of networking.

To my pleasant surprise, friends encouraged me to run for elections and after the hustings, I was delighted to be appointed as a Governor. What has surprised and amazed me is the downto-earth and genuine nature of all the senior people on the AMCHAM Board of Governors. It is not just a professional network; it is genuine group of friends, as well as a highly effective team of committed business leaders, wanting to help Thailand while promoting US business interests. I feel even more willing to help US interests in Thailand, than when I first joined.

Describe your leadership style and how do you foster a culture of collaboration and innovation?

I have changed a lot over the years. I began my career as a rather blunt Engineer and I have learnt the hard way, that (surprise surprise), people respond more positively to encouragement, support, and genuine care and concern than they do to pressure, deadlines, and being held accountable.

By being caring, we not only reduce the stress of our staff, but also inspire them to give their best to the company. So, I maintain a cheery, optimistic, upbeat, helpful, and caring demeanor, which suits me better. My 360 feedback bears this out. Now I have noticed that I am less stressed because my staff is happier.

What is the most challenging and rewarding part of being a Governor?

I love the team spirit. The monthly board meetings are both friendly and fun, despite the high importance of the discussion. I love interacting with this remarkable group of people, as I find myself continuously learning from them, helping me become a better version of myself.

A Letter from the Government Affairs Director’s Desk Dear Members, Our Government Affairs (GA) team has been diligently preparing for upcoming meetings with relevant Ministers and key government officials.

With the new government in place, there is significant potential for AMCHAM to support and collaborate closely with the new administration.

The government is already enacting some of their promised policies. During the second cabinet meeting, the government introduced bills to reduce the cost of electricity to 3.99 baht and lower the diesel price to less than 30 baht.

However, the government also announced a regulation regarding taxation of foreign incomes, which will take effect in January 2024. While we held an event on October 4 to review the initial impact of this legislation with members, the GA team will continue to closely monitor developments and provide updates.

In September, Thailand hosted the fifth IndoPacific Economic Framework for Prosperity (IPEF) negotiations in Bangkok. AMCHAM had the opportunity to participate in the Ministry of Foreign Affairs’ Stakeholders Listening Session and a Roundtable Meeting with U.S. IPEF Chief Negotiators. During the meeting, there was emphasis on IPEF’s commitment to the importance of sharing priorities and best practices between the member economies.

The US government aims to finalize most of the framework pillars before the APEC (Asia Pacific Economic Cooperation) meeting in San Francisco.

The Prime Minister (PM) underscored his commitment to proactive foreign diplomacy by attending the United Nations General Assembly (UNGA). He highlighted Thailand’s dedication to addressing climate change and integrating the United Nations Sustainable Development Goals (UNSDGs) into national policies. The PM also met with AMCHAM members during his visit to the US, such as Chevron, Google, Citibank, and JP Morgan. This visit strengthens Thailand’s position 20

as an attractive destination for foreign investors and demonstrates the government’s willingness to facilitate ease of doing business in the country.

Our GA team has been in contact with relevant ministries and government agencies over the past few weeks and their enthusiasm for engaging with AMCHAM remains strong. We stand ready to provide feedback on behalf of our members and collaborate with the government to further improve Thai economy.

Roundtable with Thailand Development Research Institute (TDRI)

On August 30, 2023, AMCHAM Vice President Deborah Seifert of Pfizer led AMCHAM Board of Governors and members in a meeting with TDRI Vice President Dr. Sumet Ongkittikul and his fellow researchers at the TDRI office, including Dr. Kiratipong Naewmalee, Dr. Saliltorn Thongmeensuk, and Mr. Gunn Jiravuttipong.

The meeting was an opportunity for AMCHAM to gain further insights from TDRI’s research presentations on regulatory guillotine, AI regulations, and digital platform regulations by research experts.

Dr. Kiratipong emphasized the pressing need to reform outdated and redundant laws and regulations due to regulatory inflation. Meanwhile, Dr. Saliltorn provided informative updates on the regulatory landscape of Thailand’s digital realm.

The meeting was attended by AMCHAM Board Governors and Platinum members Amazon, Chevron, and Seagate.

IPEF Negotiating Round in Bangkok

On September 15, AMCHAM President Ornkanya (Mook) Pibuldham, AMCHAM Executive Director Heidi Gallant, and members participated in a roundtable discussion on the Indo-Pacific Economic Framework for Prosperity (IPEF) with the U.S. IPEF negotiators led by Sarah Ellerman, Assistant United States Trade Representative for Southeast Asia, and the Pacific and IPEF Pillar I Chief Negotiator, and Sharon H. Yuan, U.S. Department of Commerce Counselor, and IPEF Pillars II-IV Chief Negotiator.

Co-organized by the American Association of the Indo-Pacific (AAIP), AMCHAM Thailand, and US-ASEAN Business Council (USABC), the meeting provided an opportunity for members to engage in an open discussion, gaining clarity and direction for the negotiation.

During the meeting, it was emphasized that IPEF highlights the importance of sharing priorities and best practices. The partner countries expressed their commitment to collaboration to achieve high standard outcomes.

The meeting was productive and interactive, with the AMCHAM Customs and Excise Council Co-chairs exchanging thoughts and addressing challenges related to customs procedures. The officials responded comprehensively and took the comments into consideration. Both parties agreed to continue collaborating closely to foster an efficient and effective cross-border clearance system that contributes to the nation’s growth sustainably.

Bangkok Patana Student Wins Pratt & Whitney E-STEM Innovation Grant Tanat (Johnny) Tungsubutra, a Year 13 student at Bangkok Patana School, has secured a prestigious grant for his rice project.

Johnny has been working with the People Protecting the Environment Foundation, a nonprofit organization in Suphanburi, on a rice project aimed at curbing the practice of rice stump burning. After the harvest season, farmers often burn the rice stubble to clear the land, a major contributor to the rising PM2.5 levels.

Over the past year, Johnny has been developing a pilot rice farming project promoting sustainable agriculture and creating economic opportunities for local farmers. This involves replacing crop burning with microorganisms capable of decomposing rice stubble into organic fertilizers.

Johnny wrote about the rice project and applied for the 2023 Pratt & Whitney NAAEE (North American Association for Environmental

Education) E-STEM prize. In early September, he received the exciting news that the program was selected as a recipient of an E-STEM Innovation Grant, which includes 15,000 US dollars to support the program.

The public announcement of the award will be made during the NAAEE virtual conference in October. This year, there were 15 organizations that won an E-STEM award globally.

AMCHAM ChariTee Golf Tournament 2023

International Business Community Tees Off to Raise Over Half a Million Baht for Thai University Student Scholarships On September 22, 2023, the American Chamber of Commerce in Thailand (AMCHAM) teed off for charity at the AMCHAM ChariTee Golf Tournament 2023 at the Alpine Golf Club. The Golf Tournament brought together the international business community raising over 550,000 baht for the American Chamber of Commerce in Thailand Foundation (ATF), to support education for Thai university students across the country.

“The golf tournament is an important event for us as it not only raises critical funds for scholarship students but also brings the AMCHAM community together. Our members’ support and participation in the AMCHAM ChariTee Golf Tournament represents an important collaboration that demonstrates the international business community’s commitment to invest in the future workforce of Thailand.” said the AMCHAM Executive Director and Vice President of the ATF Heidi Gallant.

In addition to giving back to the community and making a difference in the lives of scholarship students, this highly anticipated annual event 28

provided an excellent opportunity for AMCHAM member executives and the business community to connect and build lasting business relationships while enjoying golf at one of Thailand's top courses.
