Planned pedestrian crossing to cut parking Tara Gesner

tgesner@perfprint.ca

Welcome to construction season. The good news is Carleton Place is doing a lot to upgrade its infrastructure. Last Tuesday, April 7, during the physical environment committee meeting, members of council heard from Dave Young, director of public works. He recently met with Partham Engineering, the municipality’s traffic signal contractor, to review two capital projects proposed for 2015. Upgrades to the intersection at Franktown Road and Coleman Street will see a left turn lane added on Franktown Road

in both directions. “Coming from Smiths Falls, is there room for a left turn?” Mayor Louis Antonakos asked. “Yes, but that’s where some of the curb lines will need to be altered somewhat, improved,” Young said, “and right now, those lanes are very wide.” In addition, the traffic controller must be upgraded, loop detectors will need to be installed and lines painted. “Partham Engineering will be submitting a proposal to oversee this project,” Young noted. “I am happy this is finally happening,” Deputy Mayor Jerry Flynn said. “Residents have wanted this for some time.”

Young agreed. “You tend to get long queues there, especially when there’s one person trying to turn left,” he said. Pedestrian crossing The second planned capital project is a Bridge Street pedestrian crossing (near Scotiabank and RBC) Partham Engineering is suggesting a solar panel system for the crossing is the way to go, feasible. “I’ve told them (Partham Engineering) to plan on incorporating audible pedestrian signals (APS) for this crossing,” Young said. Earlier this year, Carleton Place implemented APS at four of its signalized intersections: Bridge

and Lake streets, Bridge and Emily streets, Coleman Street and Franktown Road and Lansdowne Avenue and Moore Street. Without sufficient visual information, people who are blind or visually impaired or deaf-blind rely on the sound or sense of traffic to identify a time when traffic has stopped and crossing the road is possible. Provincial legislation will eventually make implementation of APS mandatory. Last Wednesday, April 8, Young met with members of the Carleton Place Business Improvement Association (BIA) to talk about the pedestrian crossing and other See CROSSING page A/CP2

Proposed gas bar causes concern Kelly Kent

Two local business owners spoke against a proposed zoning bylaw amendment and Community Official Plan (COP) amendment that would allow for the construction of a fifth gas bar in Almonte at a public meeting held during committee of the whole on Tuesday, April 7. “The Town of Almonte is wellserved by gas bars as it is,” said Brent

Francis, owner of Francis Fuels on Ottawa Street. “Adding another is not necessary and it’s not worth the risk.” Mississippi Mills committee of the whole held the public meeting at their regular session on April 7 as part of their usual zoning bylaw and COP amendment procedure. The meeting followed an application submitted to the town by a developer hoping to construct a new gas bar in Almonte See GAS page A/CP2
