Like it or not, Almonte’s moratorium bylaw has been rescinded. In front of a full public gallery at their Feb. 17 meeting, Mississippi Mills council voted to rescind Bylaw 14-86, as amended by Bylaw 15-04, effectively ending the freeze on construction within the Heritage Conservation District (HCD) study area. “This motion, if we deal with it tonight, will give rights back to people,” said Coun. John Edwards, who drafted the motion and brought it forward last month. “That can only be a good thing.”
Contention The vote to rescind the restrictive bylaw came after months of increasing conflicts surrounding the issue. The moratorium bylaw, as it is commonly referred to, has split the municipality down the middle, separating The Friendly Town into two exclusive camps: those who support it and those who don’t. The moratorium bylaw, Bylaw 14-86, was first passed in November of 2014, when it was put into place to halt construction and development within the HCD study area for a period of up to one year. While the original intent of the freeze was to protect the integrity of the study area until guidelines could be put in place to govern properties within the

the chairmanship will then likely go to Tay Valley Township for 2016-17. “No one else stepped up,” said Neil Fennell of Tay Valley Township’s PSB during the county meeting at the Carleton Place arena on Wednesday, Feb. 18, speaking of the leadership void. “We need everyone to participate…to step up.” Part of the reason for the change in permanent leadership at the top was because of the scheduling havoc created Photo by HAVEN LAMOTHE by last year’s municipal elections. After a year without leadership at the top, the Lanark County association of police services boards will once again have a chairperson in Carleton Place, mayor Louis Antonakos. The last chair of the county-wide body was Coun. Derek Love from Lanark Highlands Township, more than a year ago, after which, the position lay open for a year, and it was handled by whichever municipality was hosting that quarter’s meeting. Antonakos’ secretary will be Carle- County association of police serton Place fire Chief Les Reynolds, and vices boards.

HCD, it has been admitted by several members of council that it was also a last-ditch attempt to hold off the Enerdu project. Whatever its intent, several property owners within the HCD study area were not happy that it had been imposed on them without consultation. “The fundamental problem with this moratorium bylaw is that its purpose is to be restrictive,” Edwards said at the Feb. 3 meeting of committee of the whole. “Many residents are deeply concerned about council passing a restrictive motion with no public consultation, and they have a right to be.”
