Almonte rescinds moratorium bylaw Kelly Kent

Like it or not, Almonte’s moratorium bylaw has been rescinded. In front of a full public gallery at their Feb. 17 meeting, Mississippi Mills council voted to rescind Bylaw 14-86, as amended by Bylaw 15-04, effectively ending the freeze on construction within the Heritage Conservation District (HCD) study area. “This motion, if we deal with it tonight, will give rights back to people,” said Coun. John Edwards, who drafted the motion and brought it forward last month. “That can only be a good thing.”

Contention The vote to rescind the restrictive bylaw came after months of increasing conflicts surrounding the issue. The moratorium bylaw, as it is commonly referred to, has split the municipality down the middle, separating The Friendly Town into two exclusive camps: those who support it and those who don’t. The moratorium bylaw, Bylaw 14-86, was first passed in November of 2014, when it was put into place to halt construction and development within the HCD study area for a period of up to one year.
