

As I sit down to write this letter for our 2023-24 Annual Report, my heart is overflowing with gratitude and emotion. It's hard to believe how far we've come since the inception of All Star Children's Foundation. What once began as a mere dream has blossomed into a beacon of hope and healing for countless children and families in foster care, all thanks to the unwavering support and love of our community.
I am endlessly grateful for each and every one of you who has played a part in shaping All Star into what it is today. From our dedicated team to our board of directors to our generous donors and volunteers, you have all contributed to our mission in ways both big and small. Your passion, dedication, and tireless e orts have not only transformed lives but have also created a ripple e ect of positivity and change that inspires innovation in all we do at All Star.
Our incredible employees are the heart and soul of All Star. Their innovative work, compassion, and commitment to serving children and families in foster care are nothing short of extraordinary. Each day, they go above and beyond to provide the love, care, and support that every child deserves, and for that, I am eternally grateful.

I am also thrilled to announce the addition of our new CEO, Denise Marzullo. Denise brings with her a wealth of experience, passion, and dedication to our cause, and I have no doubt that under her leadership and with the leadership team of Dr. Kristin Ho man, Stephen Fancher, and Janeen Meifert, All Star will continue to thrive and make an even greater impact in the years to come.

This year, we hosted our first annual Twinkle Ball gala, developed a three-year strategic plan, expanded our board of directors, and implemented the trauma screening and assessment initiative. These achievements reflect the strength of our partnerships and the commitment of our team.
Looking ahead, we are excited about the opportunities that lie before us. In the past year, our six traditional foster homes have provided a nurturing haven for children; our grounds have been a place to relax, play, think, read, dream, draw, dance, and heal. We have hosted birthday parties, community trainings for adults who serve children, Splash Bashes, Fall Festivals, a Valentine’s Day dance, and many, many visitors.
In tandem with campus life, our multifaceted approach to clinical services includes a range of trauma-informed, evidence-based clinical assessments and counseling, fostering a holistic environment for healing.
We uplift foster parents through the challenges by facilitating support groups and trainings. We o er tactical assistance with household help, babysitting and respite care, and access to our campus boutique for children’s clothing and hygiene items.
Through collaboration with the many providers in a child’s life, we're building a community where every child can find hope and the promise of a brighter future.

Dave & Gina Barkema were one of the first families to live on the All Star Campus, fostering nine children and working with sta to enhance the experience for future foster parents. We seek input and feedback from our foster parents to further understand their needs, and the barriers that exist in the child welfare system. The more we learn about their experiences, the better we can support children and families in the foster care system.
Overheard at All Star
All Star o ers specialized outpatient clinical services individually tailored for each child in foster care, addressing the profound impact of early and repeated trauma on their emotional and behavioral development. Recognizing the intricate challenges faced by these children, ASCF's approach involves a multidisciplinary team of trauma specialists who conduct extensive assessments to understand each child’s specific needs.
Central to ASCF's methodology is the involvement of caregivers and families, essential for fostering recovery and strengthening the child-caregiver relationship. Alongside mental health therapies, ASCF provides psychological and psychiatric evaluations, medication management, occupational therapy, and other supportive services, ensuring a holistic approach to healing. Children eligible for these services include those in out of home foster care within Florida’s Circuit 12, who can attend therapy sessions and have engaged family members.

What is a Learning Collaborative?
The Learning Collaborative Approach to training brings together teams of clinicians, supervisors, and senior leaders from various organizations to work together to learn a new practice and plan for e ective implementation and sustainability of the practice within an agency.
In the past year, our training initiatives have grown in numbers and reach. Our main goal is to strengthen and expand capacity for the system by providing professional development opportunities in evidence-based modalities.
This past year we hosted Eye Movement Desensitization and Reprocessing (EMDR) and Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) training for clinicians in our community. We also developed educational programs addressing the intersection of trauma and developmental disabilities. The Resource Parenting Curriculum has empowered foster parents with skills to support children who have experienced adversity. Additionally, a specialized training for group home and residential sta has been instrumental in fostering nurturing and therapeutic environments for the children and foster parents we serve. We look forward to continuing to work with the many adults serving children to support and empower them with best-practices tools for treatment.

Learning in Action All Star hosts trainings for clinicians across our community to disseminate best practices for children with child welfare involvement. Here, thirty clinicians took part in a three-day intensive training for Eye Movement Desensitization & Reprocessing, also known as EMDR. Collectively, these clinicians will go on to serve hundreds of clients.
The trauma experienced by youth in foster care has a profound and lasting impact on their emotional, behavioral, cognitive, and adaptive development. Studies indicate that approximately 90% of children in foster care have endured trauma, yet only a fraction receive the necessary mental and behavioral health services to address their needs.
Recognizing the urgency of addressing these challenges, Florida SB1064 was passed during the 2023 legislative session. This bill mandates trauma screening and assessment for all children entering out-of-home care, with the goal of identifying and addressing trauma-related needs promptly. In response, All Star provides evidence-based trauma screening and assessment services to children ages 6-17 entering out-of-home care in Circuit 12.
