he stroke of noon passed quietly Tuesday, June 26, in the Village of Cooperstown, for the first time in decades. For the night before the village trustees had voted, Franck 4-3, to prohibit the daily sounding of the 115decibel siren behind the firehouse that has jolted tourists and locals alike for years.
