Das Pfoerti

Our work this semester refers to the urgent problem of climate change and the ongoing depletion of resources and waste production in the construction sector, as well as the overall questioning of the interconnected design process. Not only did we question "how“ we should build in the future, but also "if“ we need to build at all.

With that, the general perception of space itself has to be challenged and changed.

Hence with this different perspective on architecture, there is a need to re-develop the role of the "architect".

Therefore we re–defined ourselves as "Spatial agents“.

We altered the anonymous design process in front of monitor screens and transferred it into intensive field studies with real interactions on-site and all over Regensburg. In the process, we acted as neutral forces mediating and documenting, and allowing individual contributions for self-sufficiency.

Concluding, this semester’s work can not be seen as a finished product but rather as an ongoing process, working towards a sustainable and equal reactivation of the case study "Das Pfoerti”, a vacant building in Regensburg.

DAS PFOERTI

The approach of "sustainable use of resources“ should not only be defined by the type of materials used in terms of recyclability, regional availability, or environmental compatibility but also by the mandatory introductory question of whether any material should be used at all.

In Germany, the GEG fully implements the European requirements on the energy performance of buildings in a unified energy conservation law. Stricter U-values indicate ever-increasing material consumption, raising the question of whether additional material is needed or only demanded by an unreasonable law.

In our case study of the „Das Pfoerti,” we combined the global problem of resource scarcity with the local problem of vacant buildings and the lack of space for social activity in Regensburg.

Since the architectonical structure is safe and usable this resulted in the aim of reactivating the space quickly with as little means and resources as possible.

All the work conducted during the semester was done to achieve this goal. Meanwhile, we developed an adaptable process for reactivation scalable for other vacant spaces.

"Das Pfoerti" is planned to be reactivated as a cultural melting pot and starting point for the overarching activation of the Divisionshaus located in the same area.

We started with the investigation of existing systems, specifically already involved with activating space ( Kulturverein e.V, Bauwärts, WhattheKiosk, con-temporary..) and then extended our research to local systems capable of shaping space with knowledge and craftmanship (RikRak, Promaba) and then organizations in need of space (Theater Regensburg, KunstvereinGraz, ...).

In our work as spatial agents, we not only identified these systems but also tried to set impulses through local and personal engagement (site visits, phone calls, mails, and personal meetings) with discussions, allowing space for individual contribution and cooperation. This ultimately resulted in a common consciousness of "Das Pfoerti".

By raising awareness and setting specific impulses we received clear feedback: the need for a multifunctional space with an additional cafe offering hospitality and the opportunity for exchange, as well as shared flexible space for different activities.

Next to the social structure, we also examined the existing structural substance of the building. We connected the need for a more flexible and adaptable space intending to use as little material and produce as little waste as possible. By calculating the embodied primary energy and the induced GWP for known and named materials during the manufacturing and disposal phase, we further solidified our approach to keep as much of "Das Pfoerti" as possible.

In cooperation with a local building management company, Promaba, we inspected "Das Pfoerti" and worked out a first renovation plan, including only necessary interventions.

The investigation further revealed the possibility of renovating by oneself without any fundamental expertise. Stemming from our new approach as spatial agents and the idea of participation of actual users, we see the opportunity for self-sufficiency and selfefficiency already in the architectonical renovation phase.

By cooperating with local carpenter Linus Meier (RikRak), we tested our proposed approach of self-sufficiency and built a counter out of materials that were no longer in use and gathered all over Regensburg.

The counter is therefore a symbol of the possibility of local cooperation, material recycling, hands–on–approach, and the usage of one's knowledge.

To not only create the necessary momentum within the population but also to prove the feasibility to the city, we worked out a legal framework called "Gestattungsvereinbarung.” By combining all our strands, the basic principle can be described as maintenance through usage, which relieves the city from its responsibility for a decaying space and enables economically local institutions and associations to create and renovate by incorporating their knowledge as well as cooperating with local crafts.

In the end, we planned on utilizing the tool of "performative activation“ to manifest the real activation at the Pförtnerhaus as an "Opening ceremony,” showcasing the actual potential and possible implementation. Caused by the real life and interactive nature of our project we had to change the initial plan and introduce a Plan B, the "Open(ing) dialogue”.

There we brought together representatives of the city as well as local actors and fellow co–students on a recreation of "Das Pfoerti" by mapping out the proposed floor plan at the Prinz–Leopold–Kaserne. Using our proposed multifunctional room we initiated a real discussion, while also incorporating local actors and businesses „WhattheKiosk?“ as a potential cafe and "Natürlich Schlemmen“, a local vegan organic bistro, to portray an image and feeling of the future Pfoerti.

↑ Scalability Framework The following scheme aiming to achieve activation of vacant buildings, was developed while dealing with our case study, the Pförtnerhäuschen. After analysing the urban and social context, raising awareness through first local interactions, examining the architectural substance and finding an adequate legal framework, a performative practice is introduced as final main tool to facilitate first real activation. Since this is a scenario based on real human interaction and relation agile adaption is inevitable and normal. Unexpected moments in the process belong to it as a productive moment. The scheme is scalable for other (bigger) vacant buildings.

↑ Step 12 “Proposal for Renovation” To support our aim of creating as minimal environmental impact as possible while developing the existing structure of the Pfoerti in a more viable and adaptible spacial structure we calculated the embodied impact in the material and the additional toll which the demolition would cause. Also instead of superimposing design choices, architectural knowledge is shared for a self–sufficient activation. The current building does not need strucutral reinforcement. The only required intervention is the replacement of the molding plaster and eventually windows and santiary infrastructure. The removal of non–load–bearing walls is proposed as a minimum intervention to create a more valuable, flexible space.

Questioning the usual decision to demolish and rebuild buildings, we calculated the amount of necessary primary energy and induced GWP for the manufacturing phase, including material procurement (A1), trans-portation (A2), and pro-duction (A3), as well as the disposal phase, which includes demolition (C1), transportation (C2), waste management (C3) and waste removal (C4). We used only the named materials retrieved from available construction plans to make an exemplary calculation.

By using the generated waste of AAC as a substitute during the manufacturing of other building materials we still guarantee a lower environmental impact than the one induced by commonly used substances.

⑬ ❶ Gestattungsvereinbarung “Pförtnerhaus” über die befristete Nutzung eines Gebäudes im Eigentum der Stadt Regensburg

Anschrift: Pförtnerhaus im Kasernenviertel Daimlerstraße 2 93053 Regensburg Vertreten durch die Stadt Regensburg, im nachfolgenden “Eigentümer” genannt und 3. Das beiderseitige Recht zur außerordentlichen Kündigung aus wichtigem Grund bleibt unberürhrt. Einen wichtigen Grund stellt insebsondere der Beschluss über die Liquidation des Vereins dar.

Vertreten durch -, Im nachfolgenden “Verein” genannt, Schließen im Rahmen des Projektes “Pförtnerhaus” des Vereins folgende

Der Verein ist seinerseits berechtigt, die Liegenschaft oder Teile derselben, inbesondere einzelne oder zusammenhängende Räume des Gebäudes an Dritte, welche er in eigenem Ermessen unter Berücksichtigung der Präambel dieser Vereinbarung auswählen kann, nach Abschluss von entsprechenden befristeten Vereinbarungen zur zeitweiligen Nutzung - nicht jedoch als Wohnraum - längstens bis zum Ende nach § 1 Absatz 1-3 dieser Vereinbarung zu übergeben. Eine Haftung des Vereins einschließlich des Verhaltens Dritter, denen er die Nutzung gestattet hat, seiner Vertreter und Erfüllungsgehilfen wegen Verletzung vertraglicher oder sonstiger Pflichten sowie unerlaubter Handlungen wird, außer bei Vorsatz und grober Fahrlässigkeit, augeschloßen.

Vereinbarung Präambel 1. Regensburg ist das Paradebeispiel einer Stadt, die nicht nur in der Altstadt sondern auch im Kasernenviertel zunehmend von Leerständen geprägt wird. Das Pförtnerhaus ist ein Beispiel eines ungenutzen Baubestandes, der dem zunehmenden Verfall ausgesetzt ist. Gleichzeitig gibt es in Regensburg verschiedenste Vereine und Bevölkerungsgruppen, denen es an Raum fehlt und die diesend dringend benötigen. Das Prinzip der “Wächterhäuser” aus Leipzig, ins Leben gerufen durch HausHalten e.V., stellt eine Möglichkeit dar das Problem von Leerstand in unattraktiven Lagen durch kreative Raumsuchende zu lösen. Die Devise dabei lautet: Hauserhalt durch Nutzung. Dem Eigentümer der Leerstandsbauten wird dadurch die Sorge über zunehmenden Verfall und Vandalismus genommen. Die Aufgabe dieser besteht darin, das Haus zur Verfügung zu stellen und durch eventuelle Förderungen die Inbetriebnahme zu ermöglichen, begleitend durch reaktivierte Hausanschlüsse, Wasser- und Stromversorgung.

Die Nutzer des Hauses profitieren von der möglichen Nutzungsfläche und stellen die Eigenarbeit in der Gestaltung des Hauses und die Übernahme der Betriebskosten als Leistung für den Eigentümer zur Verfügung.

5. Bei der Übergabe der Liegenschaft ist ein detailliertes gemeinsames Übergabeeprotokoll zu erstellen. Es besteht Einigkeit zwischen den Parteien, dass eine vollständige und vereinbarungsgemäße Nutzung der Liegenschaft erst nach Fertigstellung der unter § 3 Absatz 5 genannten Bauleistungen erfolgen kann.

6. Der Verein ist berechtigt, vom Eigentümer die Fortführung dieser Vereinbarung mit einem Dritten zu verlangen, sofern dieser Dritte in alle Rechte und Pflichten der Vereinbarung eintritt und er die Gewähr für eine ordnungsgemäße Fortführung der Vereinbarung bietet. In diesem Fall scheidet der Verein bei Vertragsübernahme durch den Dritten ohne weiteres aus dem Vertrag aus.

Das auf dem Grundstück

7. Der Verein verpflichtet sich, die ihm übergebene Liegenschaft sorgsam und schonend zu behandeln und während der Dauer dieser Vereinbarung eventuelle festgestellte, weitere und offensichtliche Schäden dem Eigentümer unverzüglich anzuzeigen: Er kann diese Verpflichtung auf Nutzer, denen die Liegenschaft ganz oder teilweise zu Nutzungszwecken überlassen wird, übertragen.

-------------------------------------------------------------------(genaue Bezeichnung, möglichst mit Grundbuchbezeichnung und Flurstückangabe) des Eigentümers gelegene Gebäude steht zurzeit leer. Mit dieser Vereinbarung wird der Eigentümer dem Verein für eine bestimmte Zeit leihweise gestatten, sein Grundstück und das oder die darauf befindlichen Gebäude unentgeltlich zu nutzen und seinerseits Räume des Gebäudes nutzungswilligen Dritten zur zeitweiligen Nutzung im unter Punkt 1. dieser Präambel genannten Sinne zu überlassen.

§ 2 Bauliche Veränderungen durch den Verein oder Dritte 1. Der Verein beziehungsweise Nutzer, denen er die Liegenschaft ganz oder teilweise überlassen hat, sind nach Maßgabe von Absatz 2 berechtigt, die von ihnen genutzen Räume zum Zwecke der Nutzung auf eigene Kosten herzurichten.

Der Verein beabsichtigt, dass nach einer Anfangsphase von etwa zwei Jahren die Nutzer als Gemeinschaft in die bestehende Vereinbarung mit dem Eigentümer eintreten. Der Eigentümer wird dies dulden, sofern nicht wichtige Gründe hiergegen bestehen.

In diesem Sinne vereinbaren die Parteien was folgt:

2. Wertvolle und beständige historische Bauteile des Gebäudes werden unverändert belassen. Wesentliche Veränderungen an diesen Bauteilen bedürfen der vorherigen schriftlichen Genehmigung des Eigentümers. § 3 Besondere Pflichten des Eigentümers 1. Dem Verein oder den zur Nutzung berechtigten Dritten oder deren Besuchern ist der ungehinderte und jederzeitige Zugang zum Zwecke des vereinbarungsgemäßigen Gebrauchs der Liegenschaft zu gewähren.

§ 1 Befristete Überlassung / Überlassung an Dritte 1. Der Eigentümer gestattet dem Verein das in der Präambel näher bezeichnete Grundstück und darauf befindliche Gebäude (im Folgenden: Liegenschaft) zeitweilig und unentgeltlich zu nutzen und überlässt ihm die Liegenschaft zu diesem Zweck.

Es beginnt am ________ und endet am ____________. Es verlängert sich nach Ablauf dieser Befristung um jeweils ein Jahr, sofern es durch die Vertragspartner nicht drei Monate vor Ablauf schriftlich gekündigt wird.

2. Der Eigentümer ist für die Einhaltung der ihn im Zusammenhang mit seinem Eigentum treffenden Verkehrssicherungspflichten verantwortlich und zuständig. Dies beinhaltet insbesondere auch die Beseitigung von Schnee und Eis, sowie die erforderliche Streupflicht. Der Eigentümer wird, gegebenenfalls in Rücksprache mit dem Verein, hierfür einen Dritten beauftragen. Diese Kosten sind gemäß § 5 umlagefähig. Sollte die Beseitigung von Schnee und Eis, bzw. die Streupflicht mehrfach nicht ordnungsgemäß erfüllt werden, wird der Verein den Eigentümer hiervon in Kenntnis setzen.

2. Das Nutzungsverhältnis wird für den Eigentümer auf bestimmte Zeit geschlossen. Es kann jedoch unter Einhaltung der in § genannten Regelungen vom Eigentümer mit einer Frist von sechs Monaten zum Monatsende gekündigt werden, sofern das Gebäude anschließend saniert oder weiterhin genutzt wird. Durch den Verein kann das Nutzungsverhältnis jederzeit mit einer Frist von drei Monaten zum Monatsende gekündigt werden.

3. Sofern ihm möglich, hat der Eigentümer eine ausreichende Sach- und Haftpflichtversicherung, die Liegenschafft betreffend, abzuschließen.

4. Werbemaßnahmen des Vereins und/oder dritter Nutzer am oder im Gebäude sind vom Eigentümer zu dulden. Für etwaige notwendige behördliche Genehmigungen sind allein der Verein und/oder die Nutzer verantwortlich, welche diese auf eigene Kosten einholen.

5. Der Eigentümer wird bis zum ______________ folgende grundlegende Installationen auf eigene Kosten herstellen / folgende grundlegenden Baumaßnahmen auf eigenen Kosten vornehmen:

Reperatur

§ 4 Besondere Pflichten des Vereins 1. Die in der Präambel genannten geplanten Baumaßnahmen des Eigentümers haben der Verein bzw. die nutzungsberechtigten Dritten entschädigungslos zu dulden.

2. Der Verein wird das auf dem Grundstück befindliche Gebäude regelmäßig, mindestens aber einmal monatlich auf offensichtliche Schäden durch Begehen sämtlicher zugänglicher Räume des Gebäudes kontrollieren und erkannte neu hinzugekommene Schäden dem Eigentümer unverzüglich anzeigen.

3. Der Verein verpflichtet sich Dritten, denen er die Nutzung gestattet, den Abschluss einer persönlichen Haftpflichtsversicherung mit einer Deckungssumme von mindestens 100.000 € für Schäden aus der Nutzung aufzuerlegen.

4. Eine Besichtigung der Liegenschaft ist dem Eigentümer oder einem von Ihm beauftragten Vertreter nach vorheriger Anmeldung von mindestens einer Woche jederzeit möglich. Unberührt davon bleibt das jederzeitige Betretungsrecht des Eigentümers oder seines Vertreters in Fällen dringender Gefahr (zum Beispiel Feuer, Rohrbruch o.ä.)

5. Der Verein verpflichtet sich, die von ihm oder Dritten genutzen Räume bei Beendigung der Gestattung der Nutzung besenrein zu übergeben. Bauliche Veränderungen, denen der Eigentümer zugestimmt hat, müssen jedoch nicht rückgängig gemacht werden.

2. Erfolgt eine Kündigung dieser Vereinbarung durch den Eigentümer gemäß § 1 Absatz 2, so verpflichtet dieser sich, der Gesamtheit der berechtigten Nutzer hinsichtlich etwaig von diesem erbrachter und bis zur Beendigung seines Nutzungsverhältnisses noch nicht abgenutzter Eigenleistungen und eingebrachter Einrichtungen gemäß Anlage 1 (§ 6 Abs.1) zu entschädigen. Die Höhe der Entschädigung bemisst sich nachfolgender Formel:

§ 5 Betriebskosten 1. Als Betriebskosten der Liegenschaft gelten Kosten im Sinne der Betriebskostenverordnung. Soweit sie anfallen, sind die vom Eigentümer so gering wie möglich zu halten. Er ist berechtigt, die umlagefähigen Betriebskosten nach Maßgabe der folgenden Regelungen auf die einzelnen nutzungsberechtigten Dritten umzulegen. Soweit durch den Verein Nutzungsvereinbarungen mit dritten Nutzern abgeschlossen werden, wird in diesen eine entsprechende Umlage der Betriebskosten auf die dritten Nutzer sowie vierteljährliche Vorauszahlungen hierauf vereinbart. Eine Umlage von Betriebskosten auf den verein ist jedoch in jedem Fall augeschlossen.

Aufwendungshöhe dividiert durch Anzahl der Monate der befristeten Überlassung multipliziert mit der Anzahl der nach Beendigung des Überlassungsverhältnisses verbleibenden Monate. § 7 Sonstige Vereinbarungen 1. Die Parteien verpflichten sich, jede Änderung ihrer Anschrift beziehungsweise ihres Vertreters oder eine Änderung der Vertretungs- oder Eigentumsverhältnisse der jeweils anderen Seite unaufgefordert mitzuteilen. Bis zum Zugang einer solchen Mitteilung gelten die in dieser Vereinbarung aufgeführten Anschriften und Angaben über Vertretungsverhältnisse bei der Abgabe von Erklärungen jedweden Inhaltes als maßgebend.

Die Abrechnung und der Ausgleich der etwaig anfallenden Betriebskosten erfolgt somit ausschließlich zwischen dem Eigentümer und dem oder den nutzungsberechtigten Dritten, welchen einzelne oder mehrere Räume der Liegenschaft zeitweilig überlassen wurden. Deren Namen und Anschrift sowie der Beginn und das Ende der jeweiligen Nutzung der Dritten wird der Verein dem Eigentümer unaufgefordert mitteilen. Die nutzungsberechtigten Dritten zahlen direkt an den Eigentümer monatliche Vorauszahlungen auf die Betriebskosten in Höhe von zusammen ________ Euro auf folgendes Konto Kontoinhaber :

2. Bei einem Verkauf der Liegenschaft verpflichtet sich der Eigentümer den Käufer zur Fortführung dieser Vereinbarung zu verpflichten.

3. Der Verein ist, bei einem Ausstand von Zahlungen des Nutzers gegenüber dem Eigentümer in Höhe von zwei Monatszahlungen, nach Aufforderung durch den Eigentümer verpflichtet, von seinem Kündigungsrecht gegenüber dem Nutzer gemäß § 11 der Gestattungsvereinbarung „Raum“ Gebrauch zu machen. Der Verein erteilt dem Eigentümer Vollmacht zur Durchsetzung dieser Rechte, die mit der Durchsetzung der Rechte verbundenen Kosten trägt der Eigentümer. Sollte der Verein der Aufforderung des Eigentümers, den entsprechenden Nutzer zu kündigen, nicht oder nicht rechtzeitig nachkommen, so haftet der Verein dem Eigentümer für die Dauer der Nichterfüllung für die Betriebskosten.

Da der Zustand der Liegenschaft ein Herrichten für eine Nutzung erfordert, werden die Betriebskosten durch die nutzungsberechtigten Dritten nicht ab Beginn des Nutzungsverhältnisses (s. §1 Nr.1), sondern ab dem _________ übernommen.

§ 8 Salvatorische Klausel

2. Die Umlage der anteiligen Betriebskosten erfolgt nach dem Verhältnis, der Nutzfläche des Nutzers gemäß §1 Absatz 1 dieser Vereinbarung zu genutzten Gesamtfläche der Liegenschaft. Abrechnungszeitraum ist das Kalenderjahr. Die Abrechnung durch den Eigentümer erfolgt bis spätestens zum 31.06 des Folgejahres.

Es bestehen keine mündlichen Nebenabreden zu dieser Vereinbarung.

2. Die etwaige Ungültigkeit oder Undurchführbarkeit einer oder mehrerer Bestimmungen der vorstehenden Vereinbarung lässt die Wirksamkeit der übrigen Bestimmungen unberührt. An die Stelle der unwirksamen Bestimmungen tritt rückwirkend eine inhaltlich möglichst gleiche Regelung, die die Interessen der Parteien angemessen berücksichtigt, dem Zweck der gewollten Regelung am nächsten kommt und die Grundsätze der Billigkeit beachtet.

3. Auszahlungen von Guthaben oder Nachforderungen aus der Betriebskostenabrechnung sind innerhalb von vier Wochen nach Zugang der Abrechnung fällig.

4. Kosten für Wasser, Abwasser und Heizung sind, entsprechend den gesetzlichen Bestimmungen, durch seperate Erfassung des Verbrauchs oder jeweiligen Nutzungseinheiten zu erfassen un dgegenüber den einzelnen Nutzern abzurechnen.

3. Soweit und solange eine Bestimmung zu zwingenden gesetzlichen Vorschriften in Widerspruch steht, tritt an ihre Stelle für die Geltungsdauer der gesetzlichen Vorschrift diese gesetzliche Regelung.

5. Soweit Betriebskosten nicht auf die Nutzer umgelegt werden können, trägt der Eigentümer diese Kosten selbst.

Eine Umlage dieser Kosten auf den Verein ist ausdrücklich ausgeschlossen.

Änderungen dieser Vereinbarung bedürfen der Schriftform

§ 6 Entschädigung bei vorzeitiger Beendigung des Vertrages 1. Eingebrachte Einrichtungen und Arbeitsleistungen, die dem langfristigen Erhalt des Hauses dienen oder seine Nutzungsfähigkeit langfristig langfristig verbessern, werden derzeit mit pauschal _______ € geschätzt. Der tatsächliche Aufwand wird durch den Verein in einer Aufstellung erfasst und dem Eigentümer spätestens zwölf Monate nach Abschluss dieser Vereinbarung mitgeteilt. Diese Aufstellung wird sodann als Anlage 1 Inhalt dieser Vereinbarung und bildet die verbindliche Grundlage einer Entschädigung des Eigentümers an den Verein für den Fall einer vorzeitigen Beendigung des Nutzungsverhältnisses nach § 1 Absatz 2 an. Wesentliche Abweichungen von der Kostenschätzung werden dem Eigentümer unverzüglich mitgeteilt.

Restoring water and electricity is a huge task itself and we’d also have to discuss if it is even safe to host events at the Pfoerti. Escape routes and free access is an important topic as well."

Mr. Schardt (In response to Mr. Schardt) "I’d personally call that limited thinking. If the city would really allow us to activate the Pfoerti it would not necessarily mean that it needs to be in perfect condition right from the start. Maybe there is no real toilet in the beginning, but just a Dixie like at the PLK. There's also no need for running water, everyone could bring a few bottles every week and it would just work as well. Bureaucracy shouldn't be an obstacle."

Regensburg. 27 Bachelor-Studenten der Technischen Universität München haben sich zuletzt intensiv mit dem ehemaligen

Angeleitet wurden die Arbeiten von Niklas Fanelsa, Professor für Architektur und Design, der von einer „überaus großen Bandbreite an Ideen“ berichtet. Die Studenten hatten sich in mehrere Teams aufgeteilt.

Eines entwickelte beispielsweise das Konzept eines Turmtheaters mit Zeltdach, welches eine Transformation zu einem Kulturort möglich machen würde. Eine andere Gruppe erstellte unter dem Motto „Bauhütte“ ein Konzept, wie das Gebäude mit den alten, bereits vorhandenen Materialen und Bauteilen saniert werden könnte. Zudem wurde auch die Möglichkeit, das Haus als Museum zu nutzen, untersucht. Nun stellten die Studenten ihre Arbeit bei einer Abschlussveranstaltung auf dem PLK-Gelände vor.

Auch Vertreter der Stadt Regensburg, der das Gebäude gehört, und die über die künftige Nutzung noch nicht entschieden hat, waren dabei vor Ort. js

Horst 12. Juli 2023 um 12:42 | # Das ist ein gutes Beispiel an das man sich immer wieder erinnern muss, wenn einen der Gedanke einholt: "Der Staat müsste aber..." "Da muss man doch was machen!"

Klar wäre schön wenn der Staat immer XYZ alles macht. Natürlich billiger, weil er nicht von Gier nach Profit getrieben ist.

Weil er langfristig planen kann und nicht auf kurzfristige Zahlen schauen muss. Aber die praktische Erfahrung lehrt, ein ums andere Mal: Die Bürokraten sind großteils unfähig, demotiviert, etc.. Eine Behörde ab 100 Personen kann vollkommen damit ausgelastet sein sich selbst zu verwalten, ohne mit der Außenwelt zu interagieren. Von gelegentlichen Lieferungen von Fax-Papier mal abgesehen. Wenn was gut läuft, dann ist es die Außnahme, nicht die Regel.

Juli 2023 um 13:49 | # Aber das macht doch nix, Wohnraum ist doch in Regensburg genug vorhanden, ich finds vollkommen ok sich 3 Jahre Zeit zu lassen um jetzt langsam mal nen Ideen Wettbewerb zu machen und dann die Ideen, wahrscheinlich wieder 3 Jahre zu prüfen uns dann doch nicht zu machen.

Ist ein wenig wie bei dem Wort Stadtverwaltung. Da meien Viele naiver Weise es ginge um die Interessen der Stadt. Es bezeichnet aber nur eine Verwaltung, die sich zum eigenen Vorteil eine Stadt unter den Nagel gerissen hat. da Lois!

13. Juli 2023 um 12:07 | # Das Problem ist, dass die Stadt Regensburg mit Ausnahme der kostenrechnenden Einrichtungen keine Kostenrechnung kennt. Im vorliegenden Fall ist der Kauf im Jahr 2020 verbucht und ins Immobilienverzeichnis überführt. Praktisch bedeutet es, dass die laufenden Kosten der Immobilie nicht zugerechnet werden. Im Falle eines Verkaufs der Immobilie wird nicht erkennbar, ob damit ein Gewinn oder Verlust gemacht wurde. In der Zeit der Strafzinsen soll die Devise gegolten haben: Immobilien kaufen statt Strafzinsen zahlen.

Juli 2023 um 19:05 | # Wir werden erleben, dass das Grundstück, wenn das Gebäude erst so richtig kaputt-veschlafen wurde, an irgendeinen der vielen stadtbekannten Investoren verscherbelt wird, der damit dann wieder ein paar dutzend Millionen mehr für die Aufstockung seiner Spendenkasse rausholen kann. Wäre ein Wunder, wenn es damit anders ausgeht ...

Hthik 15. Juli 2023 um 20:05 | # @Horst 12. Juli 2023 um 12:42 Ich will nicht bestreiten, dass es so etwas wie genuin bürokratische Hindernisse gibt, aber verantwortlich ist immer noch der Stadtrat. Und der Bürger dafür, wen er da rein wählt. Wenn man vorhat sich längere Bedenkzeit zu nehmen sollte man schon dafür sorgen, dass einen nicht währenddessen die Bausubstanz verschwindet.

Im Übrigen ist es bei hinreichend großen Firmen auch nicht anders, dass die Verwaltung zur Verselbstständigung neigt.

Das ist einfach die Tendenz selbstorganisierender Systeme Selbsterhaltung zur präferieren, so dass der Zweck zu dem sie konstruiert wurden, nachrangig wird. Evolutionstheorie.

Critically reflecting our „performative activation“ as an effective tool for manifestation of real activation of vacant buildings, we can conclude that, although we aimed for a contribution by a diverse set of people, we still limited specificially during the performance to a specific audience. Do to the place (the Prinz–Leopold–Kaserne, at the east end of Regensbrug), the day (the middle of the (work-)week) and the hour (during the middle of day), employees, school kids, mothers, families and many more weren't able to attend.

Building upon our interactive participative approach, but integrating the identified weaknesses, we imagine a continuance of our project by Sabrina Witzlau’s master thesis at the Chair of Architecture and Design under supervision of Prof. Fanelsa.

By converting the interactive analogue process to a digital level, associations and institutions are enabled to start their own initiatives and projects. Meanwhile being viewable and debatable for a larger audience without any need for Spatial agents, acting as mediators.

Therefore the reactivation processes could not only be performed quicker but also more effectively since they are permanently accessible via an app.

In conclusion, our project "Das Pfoerti“ will continue further as an incubator. We envisioned an actual continuous project, rather than a finished design proposal. With the Opening Dialogue and the attention the Pfoerti has gained over the course of the last weeks there will hopefully be a shift in society.
