Chapter 3 – Membership
Article 5
– The HOMELAND SECURITY CLUB shall be composed of persons who are currently enrolled as students at the University of New Haven, irrespective of major or minor.
Article 6
– To be considered an active member of the HOMELAND SECURITY CLUB, individuals must fill out and submit the HOMELAND SECURITY CLUB membership form, consistently attend club meetings, pay their membership dues, and be in good standing with all University of New Haven policies including but not limited to conduct and/or academic policies.
Article 7
– Membership in the HOMELAND SECURITY CLUB is open to all those meeting the above criteria, irrespective of race, creed, color, gender, class, age, nation of origin, Homeland ity, disability, marital status, religion, veteran status, or sexual orientation.
Article 8
–All members of the HOMELAND SECURITY CLUB shall be afforded the rights to election, recall, initiative, and referendum.
Chapter 4 – Officers/Executive Board
Article 9
– The officers of the HOMELAND SECURITY CLUB shall include the President, Vice President, Executive
Assistant/Secretary, Sergeant-at-Arms, Treasurer, USGA/GSC Primary Representative, and the Committee Chairs of the various committees established by the President and this Constitution. These officers shall constitute the HOMELAND SECURITY CLUB Executive Board.
Article 10
– The President shall be responsible for including but not limited to:
a. The overall management and the general direction of the club.
b. The conduct of the general membership.
c. Promoting the Homeland Security program at the University of New Haven.
d. Presiding over all general club meetings and all Executive Board meetings.
e. Voting when the vote is by ballot, or when the President’s vote will affect the result.
f. Being the official representation of the club at all events and meetings.
g. Calling any special and emergency meetings when necessary provided 24 hours’notice is
-The line of succession, in case of absences or vacancies in the HOMELAND SECURITY CLUB Executive Board, shall be as follows:
1. President
2. Vice President
3. ExecutiveAssistant
4. Sergeant atArms
5. Treasurer
In the case that none of these officers of the current HOMELAND SECURITY CLUB Executive Board are available at a given time, the FacultyAdvisor shall appoint an interim HOMELAND SECURITY CLUB Executive Board until the current members of the Executive Board are able return to their duties, or, in the case of vacancies, new elections are held to replace the vacant Executive Board positions.
Article 21
–Amember of the HOMELAND SECURITY CLUB Executive Board may be impeached and removed from office by a two-thirds (⅔) vote of the HOMELAND SECURITY CLUB membership via the following process:
a. Said member of the HOMELAND SECURITY CLUB Executive Board has been notified of the recall initiative.
b. An impeachment shall be initiated by a petition with at least 60% signatures and the approval of the HOMELAND SECURITY CLUB FacultyAdvisor.
c. An impeachment initiative shall have precedence over all other HOMELAND SECURITY CLUB matters.
d. During an impeachment, the officer of the HOMELAND SECURITY CLUB Executive Board shall be allotted at maximum 5 minutes to make a statement, before being escorted out of the room and voting to occur.
e. If an impeachment passes, elections shall be held to immediately replace the impeached member of the HOMELAND SECURITY CLUB Executive Board, with the impeached member of the HOMELAND SECURITY CLUB Executive Board serving until their successor is elected.
Chapter 5 – Elections
Article 22
– The election of officers shall be held at the last meeting of everyApril, with the HOMELAND SECURITY CLUB Faculty
Advisor overseeing the elections. Elections shall be announced by the HOMELAND SECURITY CLUB President at least 4 weeks in advance.
Article 23
- Candidates for the Executive Board of the HOMELAND SECURITY CLUB shall be nominated by at least 1/5 of the members via written petition, and elected by a majority vote of the members of the HOMELAND SECURITY CLUB.
Article 24
– In the case of a vacancy in the Executive Board of the HOMELAND SECURITY CLUB, elections shall be held at the next possible meeting.
Article 25
– Unless otherwise stated in this Constitution, all elections shall be universal, equal, and be conducted by secret ballot.
Article 26
– In the case an election results in no majority, the candidate with the least amount of votes shall be removed as a candidate, and the elections will be repeated.
Chapter 6 – Meetings
Article 27
– Regular meetings of this club or organization shall be held at least weekly. The President shall be responsible for calling meetings, and the ExecutiveAssistant shall be responsible for notifying HOMELAND SECURITY CLUB members of the meetings via methods including but not limited to social media and email, no less than 3 business days in advance of the meeting.
Article 28
–Aquorum shall consist of at least ⅓ of active members. If a quorum cannot be achieved, or neither the President nor Vice President can attend the meeting, the meeting shall be canceled.
Article 29
– The 12th edition of Robert’s Rules of Order shall govern meetings of the HOMELAND SECURITY CLUB within the requirements of this constitution and bylaws adopted by the membership of the HOMELAND SECURITY CLUB.

Article 40
–All committees shall meet multiple times a month at each Committee Chair’s discretion and regularly report to the Executive Board.
Chapter 9 – Finances
Article 41
– Members shall pay membership dues in the amount of $10 each academic year, in accordance with the current Dues and Funds Collection guidelines in the RSO Handbook.
Chapter 10 – ConstitutionalAmendments
Article 42
–Amendments to the HOMELAND SECURITY CLUB Constitution shall be made per the following procedures:
a. The amendment shall be proposed at least one meeting before its vote.
b. A2/3s referendum must approve the amendment of all members present at the meeting,
c. The Faculty Advisor gives written or verbal approval of the amendment.
