VOTING 57. At all meetings of the members or of the Board, every question shall, unless otherwise required by law or these bylaws of the Branch, be decided by the majority of votes cast on the question. The chairman at any meeting shall be entitled to cast a vote on any matter arising at a meeting only in the event of a tie vote BRANCH ZONES 58. The Branch shall have a minimum of three (3) Zones. The boundaries shall be set from time to time by the Board. That information shall be distributed to the members when a change is made. 59. Each of the Zone Committees shall operate in a manner consistent with the policies of the Branch and in that regard: a) each Zone committee should have a Chairman who is a Vice President of the Branch, a Secretary, a Treasurer who shall constitute the Board of Zone Committee b) duties of the officers of the Zone Committee shall be the same as for the officers of the Branch, except that the Treasurer of each Zone shall provide written accounts quarterly to the Treasurer of the Branch so as to enable the Branch to prepare consolidated financial statements c) meetings shall be conducted annually or at such other times as the Branch shall direct d) each Zone Committee shall keep accounting records and such other records as may be required by the Branch. 60. Members of each Zone Committee shall consist of the following: a) members of the Branch residing in the geographical area of each Zone who shall automatically be full members of the Zone Committee and the Branch with voting rights at Branch and Zone Committee meetings b) Serving Army Cadet CIC Officers of Corps established in each Zone who joined as full members of the Branch and the respective Zone Committee shall have all the rights of the Branch, except for the right to vote on financial matters at Branch and Zone Committee meetings. CIC officers are valued members of the Branch, but there is a conflict of interest when financial motions are on the floor. 61. Each Zone Committee shall be autonomous and shall have the following responsibilities: a) participate and assist the Army Cadet Corps located in the Zone including, but not restricted to, recommendation of CIC Officers, location and recommendation of training facilities, local fund raising and any other matters relating to the well being of the corps.
