 WELCOME  to the Albany Activity Guide’s City News section! We have expanded the scope of this guide to share more information on City programs and projects and highlight recent accomplishments. Our goal is to share more information with you about your city, service offerings, and what we can do together as a community. Greetings Albany Community! This guide is all about celebrating our community. Look inside to learn more about City programs and projects, along with ways to get active in our community. The “City News” section covers a wide array of important topics: disaster preparedness programs and training, ways to support and celebrate our local businesses, new programs to shift to more climate-friendly practices, improvement projects throughout the City, and public assistance programs spanning from tax rebates, tenant assistance, and much more. Of note, as directed by Albany Voters in November 2020 by passage of Measure BB, we are undergoing a major change in the method by which members of the Albany City Council and the Albany Unified School District Board of Education are elected. The November 2022 election will be the first time the City utilizes Ranked Choice Voting At Large. Please see information included in this guide to learn more about this important voting method transition. Please also take a moment to check out our line up of community events that we’re working hard to bring back. For the fall season, these will include two music concerts at Memorial Park and Albany Local Week. Please see more details on each of these events included within this guide and stay tuned for additional information on upcoming events. City Budget Available Online Albany’s Finance Department monitors the fiscal operations of the City of Albany. This includes accounts payable, accounts receivable, payroll, business and other licenses and transactions. In addition, the department compiles the City’s financial reports, including the Biennial Budget and the Annual Comprehensive Financial Report (ACFR). Public Works Works for You The City of Albany Public Works Department works hard to keep the City clean and safe. We’ve been busy making improvements throughout the City, including: Upgrading curb ramps to meet accessibility standards Improving pavement and rehabilitating sewers Managing vegetation on Albany Hill and in the City creeks Planting 184 street trees during the 2021-2022 winter/spring planting cycle, funded in part by proceeds from Measure DD For time-sensitive information on construction projects, visit www.albanyca.org/enotify and select “Construction Alerts” in the News section.

Funding Highlight: Measure M – Parks & Open Space Tax Albany loves our parks, creeks, trees, and open spaces! In 2018, Albany voters approved Ballot Measure M (Ordinance 2018-05), which enacted an ongoing special parcel tax in the City of Albany to fund the maintenance and improvement of City park and open space facilities. Revenues from the tax are collected and placed into a separate special revenue fund. Currently, funds from this tax support several City programs, including Parks Maintenance, Creeks & Open Space Maintenance, and the City’s Urban Forestry Program. The City Council has also allocated Measure M funding to fulfill a local match requirement for a State Prop 68 grant for implementation of a suite of Parks Improvement Projects in the next year. Further Measure M funds are expected to be programmed to new projects in the City’s next update to the Capital Improvement Plan (CIP). The Measure M tax is ongoing and is adjusted annually according to the Consumer Price Index, with a max increase of 2%. Exemptions and rebates are available through the City’s Finance department for residents whose combined family income qualifies as “very low income.” (See AMC Ch. 4-15.) The City intends this page to be a first-stop resource for residents to find information on projects currently in construction, including details about road closures or other guidance for residents near project areas. This page is also intended to share the next steps planned for projects in the pipeline.

Storm Season Preparedness With Fall and Winter come wet weather and falling leaves on City sidewalks, driveways, and streets. It’s important to keep our storm drains clean and free of obstruction so that stormwater can drain and the City’s street sweeper can do a good job preventing seasonal flooding. Here’s some information about how City staff prepare for and respond to large storms in our area. PREPAREDNESS: • Seasonal storm drain cleaning. • Stocking sand for sandbags at Ocean View Park. • Having additional staff on standby during predicted large storms. • Coordinating with the Police Department to pre-stage a truck with barricades and signs for quick deployment in case of power outages or other road hazards. ACTION: • Responding to calls about downed trees, tree limbs, and flooding, and quickly mitigating the worst problems. • Working with the City Arborist and contractors, who manage larger tree issues with consideration of all factors including the health of the tree and protecting people and property. • During the days following a storm, picking up branches and clearing leaves and debris from storm drains. HOW CAN RESIDENTS HELP PREVENT FLOODING? • Clearing existing trash and leaves from storm drains in your neighborhood. Be sure and put these in trash or green waste bins as appropriate. • Do NOT leave leaf piles in the street! It’s against the City code and can clog the street sweeper. • Pick up larger trash and dispose in your waste bins – protect the SF Bay!

PROTECTING YOUR HOME • If your home is prone to flooding, use sandbags to prevent water from getting underneath vulnerable doors and around foundations. • Sand for sandbags is generally available at Ocean View Park. • Please contact the Public Works department for information about available sand and sandbags at 1(510) 524-9543.

Be Ready to Evacuate On June 26th, 2022, Albany experienced two fires in the Albany Hill area. These fires were quickly contained by the Albany Fire Department and its neighboring agencies, Berkeley, Richmond, El Cerrito, and the Contra Costa County Fire Protection District. The Albany Police Department handled the evacuation of residents and road closures within the impacted areas of the City. The City of Albany would like to recognize the quick, coordinated response from these emergency responders. We would also like to acknowledge our residents, particularly those in the Albany Hill area that had to evacuate during the fires. This type of situation can be incredibly stressful, and we appreciate your preparedness and partnership. Disasters like this happen, and Albany is working to be prepared. Albany residents should always be ready to evacuate rapidly if needed. This can be done by packing a go-bag filled with essentials, practicing evacuating with your household, and staying alert during fire weather. Always keep your phone on and with you during a Red Flag Warning. Put go-bags by the door and back into your driveway so it will be easier to get out quickly. What is a “go bag” anyway? Go Bags are a collection of essential items that you can take on-the-go if you need to leave in a hurry. These bags have less supplies than disaster supply kits, which stay at home, so you can store items that would be too heavy to take with you. AC ALERT is the mass notification system for Alameda County. Those that sign up will receive the latest updates on evacuation orders and warnings in Albany. AC Alert can provide notifications over phone, text message, and email. Zonehaven

Albany CERT The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. To find out about trainings offered by Albany CERT Inc this Fall, visit www.albanycert.org. Albany CERT Inc is a 501(c)(3) non-profit, and an all-volunteer organization consisting of CERT trained people dedicated to the safety of Albany residents in a disaster, expanding CERT Training and supporting Albany’s disaster readiness.

In the event of an emergency, evacuation warnings or evacuation orders may be issued for impacted areas. The City is a member of Zonehaven, which provides information that can be targeted to specific areas. These notices are issued for a “zone” with an evacuation status. Zonehaven provides evacuation resources and information to help residents stay informed, prepared, and safe. Improving Community Safety Local Road Safety Plan The City of Albany is developing a comprehensive Local Roadway Safety Plan intended to support the City’s efforts to enhance traffic safety for all modes of transportation and for all ages and abilities. Following a detailed review of reported collisions and public input on safety concerns, the plan will develop priorities for projects and policies to address safety issues. Local Hazard Mitigation Planning Like every City in the Bay Area, Albany is vulnerable to a variety of large scale disasters and hazards, ranging from wildfires, floods, and earthquakes. To help Albany prepare effectively and recover quickly, the City is beginning the process of updating our Local Hazard Mitigation Plan. If you are interested in participating in the preparation of the plan, please contact Lizzie Carrade at ecarrade@albanyca.org.

Retrofitting Albany Housing Although it has been many years since a major earthquake has been felt in Albany, the risk of damage to our homes from earthquake remains. If you are a homeowner, seismic retrofit is a relatively simple upgrade that in most Albany homes can be completed in a few days. The City waives permit fees for retrofit projects and the California Earthquake Authority can provide technical assistance and grants. www.earthquakeauthority.com To help protect renters, the City is exploring developing a program to retrofit soft-story apartment buildings that are vulnerable to damage in an earthquake. Protecting your home from Wildfire The past decade, there has been a dramatic increase in destructive wildfires in California, which often spread by wind-blown embers landing against buildings, fences, and decks. There are proven measures that can easily be completed to protect your home. 1. Replace your wood roof and siding with fire resistant material. If you have a tile roof, bird-stop open ends of tiles at the roof edge to reduce vulnerability. 2. Pay special attention to the five feet immediately around structures and fences. • • • •

Remove flammable items from decks and balconies. Enclose the sides of decks to keep embers out. Upgrade your attic and crawl space vent screens to keep flying embers out. Keep tree branches and yard trimmings away from structures.

Child Safety Seat Inspections The Albany Police Department is dedicated to keeping children as safe as possible. As part of this goal, appointments for free car seat inspections are offered to the community. An appointment must be made in advance. Drop in inspections are not supported at this time. To request an appointment, please email the Albany Police Department at albanypolice@albanyca.org. In the email, please include your name, phone number, type of vehicle, and a picture of the car seat’s manufacturer label (often found on the bottom or side of the car seat). What does a car seat inspection do and why should I do it? As a parent or caregiver, you have the ability to make a lifesaving difference for a child by making sure that they are properly restrained. The Albany Police Department is committed to helping parents and caregivers ensure that children are as safe as possible when traveling on our city’s roadways and beyond. As part of this commitment, trained personnel will help parents and caregivers by: Ensuring that: •

Car seats are not subject to a recall.

The car seat is appropriate for the child.

The car seat is installed correctly.

Parents and caregivers understand best practices for keeping their child passengers safe.

How to prepare for your scheduled inspection Car seats must be installed prior to your inspection. A police department staff member will inspect the car seat and provide guidance and instruction but cannot install it for you. Please bring the owner’s manual for both your vehicle and the car seat. Each inspection lasts approximately 30 minutes. Please allow for enough time. If you are pregnant, please bring someone with you to assist in adjusting your car seat.

Vacation Home Watch Program While you are away on vacation, the Albany Police would like to make an extra effort to check your home. Visit www.albanyca.org/home-watch to fill out a Vacation Home Watch Form and turn it in at the Albany Police Department. Forms must be submitted in person with a valid ID to the Albany Police Department prior to leaving. Residents requesting the vacation home watch service should be aware that every reasonable effort will be made to inspect the vacant property during your absence. However, circumstances may not allow for checks to occur on any specific days or at all; daily property checks cannot be assured. NOTE: For the safety of your house guests and our officers, the residence will not qualify for vacation home checks if anyone will be staying in the residence during the time of the checks or if the home is vacant due to a sale or construction.

Back to School Transportation Safety As the school year begins again, we want to remind drivers to watch for an increase in students traveling to and from school. Look carefully for pedestrians and cyclists. Pedestrians have the right of way at any crosswalk or intersection, so yield and be prepared to stop. We also want to remind students and families whether walking, cycling or driving to school, it is extremely important to take proper safety precautions. Here are some tips to help safely travel to school.

Walking to school Review your family’s walking safety rules and practice walking to school with your child • Walk on the sidewalk, if one is available. When on a street with no sidewalk, walk on the side facing traffic • Before you cross the street, stop and look left, right, and left again to see if cars are coming • Make eye contact with drivers before crossing and always cross streets at crosswalks or intersections • Stay alert and avoid distracted walking

Riding a bicycle to school Teach your child the rules of the road and practice riding the bike route to school with your child • • • •

Ride on the right side of the road, with traffic, and in single file Come to a complete stop before crossing the street, walk bikes across the street Stay alert and avoid distracted riding Make sure to always wear a properly fitted helmet and bright clothing

Driving to school Stay alert and avoid distracted driving • • •

Obey speed limits and follow your school’s drop-off procedure Make eye contact with children who are crossing the street Avoid blocking the crosswalk when making a right-hand turn

Albany Project HOPE

Have a neighborhood concern or want to refresh on safety awareness tips? The Albany Police Department is available to attend neighborhood meetings to talk about safety awareness and any other related concerns. These meetings are intended to generate dialogue, provide information and strategies that encourage safety, and build understanding between neighbors. Albany Project HOPE (Housing Opportunities Expanded) provides outreach, engagement, and housing navigation services to help people without housing.

Community Grocery Program

Landlord and Tenant Counseling

This temporary program provides healthy groceries and essential items to lower income Albany residents of all ages that have been affected by the COVID-19 pandemic. Distribution takes place on the first Friday of the month at the Albany Community Center at 1249 Marin Ave. Contact 1(510) 559-7227 or albanycares@albanyca.org to confirm eligibility and receive a bag monthly. Walk-ins are available while supplies last.

Parcel Tax Exemption & Renter Rebate Program Every year the City of Albany offers exemptions for qualified homeowners and rebates for qualified renters on five eligible parcel taxes. Participation has nearly doubled since the program’s inception. For more information, call Albany CARES

The goal of Project HOPE is to encourage participation in available services that over time will lead to stable housing. For assistance, call Albany CARES.

Residential tenants and landlords can receive referrals to the Rent Review Program which regulates most residential rental units in Albany and provides a mediation process for rent increases. More information is available at: www.albanyca. org/rentreview. Tenants and landlords can also request information and counseling on a range of housing law issues. Stimulating the Local Economy New Economic Development Hub Albany has become a destination in the Bay Area, attracting exciting new businesses that compliment long-standing favorites. The City of Albany is committed to supporting its business community and continuing to make Albany the vibrant and lively place that it is. With a revamped economic development program, the City is introducing a new hub for resources to help businesses get started, develop, and grow in Albany. Beginning September 15, businesses and prospective businesses will be able to visit www.choosealbany.org, to gain better insight into the advantages of having their business in Albany. This site will include helpful market information and data, along with a step-by-step guide to create/improve a business plan, get the proper licenses and permits, and build a customer-base. COVID Small Business Assistance Grant Program On April 8th, 2022, the City of Albany launched a new COVID Small Business Assistance Grant Program, funded by the City’s allocation of American Rescue Plan Act (ARPA) funds. The program created to support Albany small businesses impacted by the pandemic was able to offer grants up to $20,000 per qualified business. Because of this grant, businesses who were completely closed by public health mandates, suffered revenue losses of greater than 50%, or incurred substantial expense due to pandemic-related safety measures were able to receive financial support to help cover some of their losses with the goal to remain operational in the City. ZoomProspector Albany has launched a powerful business tool called Albany ZoomProspector. This data rich web site provides businesses with a quick, easy, and accessible platform to research and analyze City data, consumer expenditures and demographic information in a variety of ways. This site’s features include property searches, business searches, demographics, the local labor force, and consumer spending. New City Sponsored Gift Card Program to be Offered To encourage community members to support Albany’s commercial businesses during Albany Local Week and beyond, the City of Albany will introduce the “Shop Albany” Gift Card Program through Yiftee. This program allows anyone to buy a digital gift card with matching funds provided by the City that can be used at any participating Albany businesses. This ensures that all of the money spent for this gift card program stimulates the local economy while giving the person buying the gift card more bang for their buck at participating businesses.

What Can You Do to Curb Climate Change?

Improve Air Quality, Curb Climate Change, and Encourage Clean Energy Development

By electrifying your home appliances and transportation, you not only improve both indoor and outdoor air quality, but you also reduce reliance on fossil fuels and encourage development of clean, renewable electricity! To accomplish this, the City is offering rebates, incentives, and informational resources for the community to go all-electric. Induction Cooktop Lending Program

Heat Pump Rebate Program

Are you considering switching to an induction cooktop, or just curious how it works? Borrow an induction cooktop for free from the City of Albany! Induction cooktops are safe, powerful, and environmentally-friendly. Try it out for yourself with Albany’s free induction cooktop lending program! Learn more at www.albanyca.org/induction.

The City of Albany is offering rebates for electric heat pump HVAC systems! You can receive $750-1,500. Heat pumps are incredibly efficient and can run both heating and air conditioning. Plus, they use clean electricity derived from 100% wind and solar power! Another $1,000 in rebates is available through the BayREN program. Learn more at www.albanyca.org/heatpumps.

Compost! It’s now the law! The new Alameda County Organics Reduction and Recycling Ordinance (ORRO) is now in effect, requiring that compostable materials be kept out of landfills to prevent the production of methane, a potent greenhouse gas that contributes to global climate change. To learn more about the ORRO, visit www.stopwaste.org/rules. To support with compliance, the City of Albany is providing 3-stream waste sorting bins to qualifying businesses and multifamily properties. Applications are accepted on a rolling basis, until we reach capacity. These sorting bins may be used indoors, or at outdoor dining locations. You'd never believe tennis could be so fun! ANTS tennis class will be an encouraging team environment with positive coaching, learning, and fun tennis games for your children. Our program welcomes all new and experienced players of all skill levels, even those who have never touched a racket. Our approach is to teach the FUNdamentals of tennis through individual hand-eye coordination, partner activities, and fun team tennis games. Using modified equipment that has been adopted by the USTA (smaller nets and rackets and easier to hit balls), our program allows your child to explore tennis at the right pace. Kids' Carpentry teaches children the safe use of hand tools in a fun environment. Kids build their own wooden projects from scratch, gaining experience in physical engineering, applied math, problem solving, and patience. 2022-23 Afterschool Program Friendship Club is an afterschool oasis where children are nurtured, respected, and create their own community within our walls. Our curriculum is inquiry based and driven by the needs, interests and conundrums of the children. Adult Classes Yoga with Viji AGES 1 1+

In these 90-minute classes, students will learn a range of asanas (poses) and pranayamas (breathing techniques) that Viji has learned from some of India's best yoga teachers. She has included a few other easy immune system-boosting exercises that could be particularly useful in this time of a pandemic but are not a traditional part of yoga. The class includes the practice of meditation and guided relaxation. Viji has been teaching yoga in the US and in India for almost 30 years. Quit Dieting for Good: Health Series

This class is for you if you have little or have no ballet experience or it’s been years since your last ballet class. We begin with gentle floor barre and warm up exercises for 15 minutes for which you may need a yoga mat, followed by exercises at the barre including the basic ballet positions, port de bras and preparation for more choreographed classical dance movements in the center (of the room). We focus on proper alignment, placement of the body from head to toe, as well as strength, flexibility, extensions, while encouraging you to work with breath, ease and of course, safely within the limits of your own physical ability. Because ballet is a performing art, musicality and expressiveness is strongly encouraged as we experience the joy of dance, individually and together.

The Albany Jazz Band, actively playing big band music for more than 15 years, is part of the City of Albany’s Recreation and Community Services program. The band plays classic to modern instrumental and vocal jazz, swing, latin and other genres arranged for 18 to 20 pieces jazz big band ensemble-saxophones, trumpets, trombones, guitar, piano, bass and percussion. The ensemble offers an opportunity to learn, play, and perform skillfully arranged jazz compositions, and to experience soloing and singing with a big band.

Join our new Pickleball Ladder League. This league will test your skills and bring competition to the pickleball courts. The format of play is designed so that players play mostly with others of similar skill levels. Your placement or court assignment will be based upon your scoring total.

In this one day workshop students will learn to sew and make a lined Tote Bag. (No experience needed) A small student to instructor ratio allows each student plenty of personalized guidance and access to their own sewing machine and tool set. They will learn to safely operate a sewing machine and iron, read a sewing pattern, and illustrate their designs. All of the materials will be provided including high quality fabrics and threads. Instructor Julia studied at the Fashion Institute of Technology and has been a sewing instructor for over 7 years. $40 supply fee covers fabrics, threads, patterns, embroidery, and machine/equipment maintenance. East Bay Paratransit (EBP) is the main provider of paratransit services for anyone who cannot use AC Transit or BART because of a disability. You must become ADA certi­fied to qualify for Paratransit Services. Call 1(510)2875000 to make an appointment and get an application. Taxi Subsidy Program: Using Measure BB Funds, Albany Paratransit provides a subsidy on taxi rides to Albany residents 70 years and over and people with disabilities 18 years and over. Shopping Trips: The shuttle provides Albany residents (60+) door-to-door transportation from home to nearby grocery stores. Funded by Measure BB.

Vitamins, controlled substances or needles are not accepted. HICAP Counseling: 3rd Friday of the Month. The Health Insurance Counseling & Advocacy Program (HICAP) provides free and objective information and counseling about Medicare. Walk, Talk & Be Healthy! AGES 50+

A program designed to encourage walking as a healthy lifestyle for adults 50+. Ride on the Senior Center shuttle bus to regional parks and other interesting, scenic places. Walk as you connect with other seniors. Walks are usually 2 to 4 miles and are generally easy to moderate in difficulty. Bring a bag lunch, or lunch at a designated eatery. Read & Write Memoir Writing AGE 50+

Students read their own writings to the class for its criticism and evaluation. The teacher adds another voice, pointing out basic principles and approaches to effective non-fiction prose. The idea is to make our memoir writing as vivid and effective as it can be so that it will not be filed somewhere in the dark but will be read and re-read with enjoyment by children, grandchildren, and even by strangers yet unborn. No one is required to read out loud, or to withhold other kinds of writing, which are welcome. In this open, welcoming discussion group, we’ll attempt to address the ideas and issues that underlie today’s turbulent times. Each week, following introductions, an informed community member will offer background and context via a 60 minute presentation. In the remaining time you’ll have a chance to listen and share in a facilitated open discussion, with a focus on feelings as well as facts, and with the aim to unearth the core values that contribute to our strengths, weaknesses, and diversity as a society. I find it intensely satisfying to have enough mastery with paints to create my own interpretation of an image I've chosen. Immersing myself in nature inspires me, and in turn painting heightens my appreciation of the natural world as I search for images of interest. I strive to capture the beauty of a scene and the wonder I felt viewing it. My camera is my friend as I try to capture images that are unexpected to use as references for my paintings. On a recent hike I saw a vivid reflection of a colorful tree in a puddle, something I probably would have ignored in the past. I am also experimenting with greater abstraction as well as developing textures using tools other than the paint brush. When possible, I like to include figures to indicate scale or add impact. I have also been inspired to paint people in particularly interesting contexts, both from my travels abroad and in everyday situations.” Donna Caplin, Artist

Scultpure Loan Program A new sculpture has been installed as part of the City’s Sculpture Loan Program. The new public art piece by artist Jeff Downing called “Barred Spiral” is located on the Ohlone Greenway near the corner of Masonic Avenue and Washington Avenue.

The Albany Community Center Foyer Art Gallery is managed by the Albany Arts Committee which selects 4 art shows per year that run for approximately 3 months. OCEAN VIEW PARK

The City of Albany has four parks spread throughout Albany. Each park offers a different picnic experience, no matter what size or price range you are looking for. Picnic areas have all the amenities (garbage, recycling, compost, nearby bathrooms) to make your picnic fun and enjoyable. The Ocean View Park picnic area is located among Albany’s very own Redwood grove and the Ocean View Community Garden with picturesque views of Albany Hill and slivers of the San Francisco Bay. The children’s play area is spacious and features swings and climbing structures. Ocean View Park has 6 picnic areas, 12 total tables accommodating approximately 72 people. We offer two time blocks, 10 am–2 pm and 3–7 pm.

TERRACE PARK MEMORIAL PARK The Memorial Park picnic area is located between two sports fields, the children’s play area and the Albany Edible Landscape Project. Memorial Park has 2 picnic areas, 9 total tables accommodating a maximum of 54 people (6 per table). Each area has reservable time block from 9:30 am-1:30 pm or 2:30-6:30 pm.

Terrace Park has 1 picnic area, 5 tables accommodating a maximum of 30 people (6 people per table). The Terrace Park picnic area is located near two children’s play areas and an open green space. Terrace Park is nestled in the Terrace neighborhood and parking is very limited. The Terrace Park picnic area has two time blocks, 9 am–1 pm and 2–6 pm.

The Albany Dog Park at Memorial Park is open seven days per week from 11 am–8 pm weather permitting. Dogs are not allowed on the main ball field.

peggy thomsen pierce street park Albany’s newest park is located at 720 Pierce Street and boasts panoramic views of the San Francisco Bay, the Golden Gate Bridge and the Albany Bulb. Pierce Street Park has two play areas for kids of all ages to explore. Peggy Thomsen Pierce Street Park has three smaller picnic tables which are available on a first come, first served basis. Street parking is limited.

This room is a very popular place for wedding receptions, parties and banquets throughout the year. Start planning for your Block Party and get together with friends and family. Organizing a Block Party is a great way to enjoy the warm weather.
