Summertime…and the Livin’ is Easy?
Gershwin was obviously not a music teacher! There is nothing easy about the summertime as AMEA president. I want you to know what a busy board of directors we have. Planning the activities for the association takes much time and effort and your AMEA Board has been very busy getting ready for this year and future years.
On June 9, 2009 we met in Montgomery to set the direction for 2009-2010, start planning our AMEA Conference and make decisions that will affect the future conferences. First of all, I would like to express my gratitude to the University of Alabama Music Faculty for their help
with our conference for the past many years, and for their work in preparing for the coming year’s conference in Tuscaloosa. They always go above and beyond to make sure our conference is outstanding and we really appreciate their efforts.
During the course of the day we made several decisions that we hope will allow us to be stronger as an organization and that will give us the opportunity to grow. You can go ahead and put the dates for the next three conferences on your calendar: January 21-23, 2010in Tuscaloosa; January 20-22, 2011 and January 19-21, 2012 in Montgomery at the Renaissance Hotel and Conference Center. Some of main reasons for moving to Montgomery in 2011 are that it will house the entire

conference under one roof at a reasonable cost, and that we will be supporting ourselves through the Retirement System of Alabama. The facility houses an incredible Performing Arts Center as well as more than enough room for exhibits, workshops and performances.
On June 17-22 I had the privilege of attending the first annual Music Education Week in Washington DC. This was an incredible experience for me and I was honored to represent you at this important gathering in our nation’s capital. MENC had arranged a meeting with Secretary of Education Arne Duncan where we presented him with the Petition for Music Education. I also had the opportunity to visit Capital Hill and the office of Senator Richard Shelby to meet with his legislative assistant, Laura Friedel; the office of Senator Jeff Sessions where I met with Andrew Newton, another legislative assistant; and the office of Representative Parker Griffith where I was able to actually meet with the congressman. Dr. Griffith’s staff took me to the Rayburn Room in the Capital Building and got him off the “floor” of the House of Representatives to talk with me. That was very impressive and he looked me square in the eye the whole time and listened attentively as I talked to him about supporting Music Education and several issues regarding the ESEA Act (Elementary Secondary Education Act) that is being written to replace NCLB. We want to make sure that Music Education remains a part of that important bill.
Along with performances by the Army Jazz Band, MarineBand, Air Force Band and the Singing Sergeants, I received guidance from MENC members and leadership on music advocacy. The focus of the entire conference was on advocacy and I challenge you to be more active in promoting music education in our great state. We elected our national, state, and

local officials and we must make sure they know the issues we face and deal effectively with them on behalf of the students of Alabama. I have a summary of the four key requests by MENC for you:
First, in the reauthorization of the Elementary and Secondary Education Act, we need to keep the definition of the arts as a “core academic subject.”
Second, as teachers of a core subject, we would like the revision of ESEA to clarify the fact that the music teaching profession, like the teaching profession as a whole, needs to be held to high professional standards. Specifically, we would like clarification that “paraprofessionals” from the community who contribute to the music classroom experience be hired and administered as paraprofessionals, as defined in the current law. We understand the value of musicians and others in helping reach children with new and exciting experiences, but we want to make certain that these valuable resources are directed to well-planned educational goals.
Third, we are proud of the benefits of
music education for children, but we need more and better data to help us give the benefits of music education to all children. We ask your support in asking the Department of Education to carry out more complete research on the Nation’s Report Card in the arts and in other datagathering.
Fourth, and finally, we understand the limitations of the Federal role in education. One way that the revision of ESEA could help is by requiring that the state and local accountability provisions, already in place to help the public know how well the schools are serving their children, include some significant but locally-chosen measure of the strength of the music program in those schools.
As you can see, the MENC leadership is working hard to make lawmakers aware of the need to support music education and to maintain and even improve the standards. I encourage you to write our policy makers and communicate with them about supporting these “asks”. I understand the ESEA is probably a year away from being rewritten and passed, but now is the time
to be strong advocates for making sure music education remains a part of this important legislation.
What can you do to be an advocate for Music Education? Be aware of what is going on nationally. You can look at the USDOE website every other day or so and make comments regarding their activities. You can get local politicians involved in the process of keeping music education a part of the schools. Some things you can do include: playing for them; honoring them at your concerts and programs; put the message in their ear for music education by writing them and talking with them at every opportunity; use individual students’ success stories. We could schedule daily performances at the State Capital during MIOSM and get some publicity. There are so many of us, that if we all push the same agenda, they will have to listen and respond! The bond between us as music educators is important. Use it!
Yes, it’s summertime, but there is work to be done for the students of Alabama, right now. So, if you don’t do your part… Hush little baby, Don’t you cry!

Be Committed
What an exciting and challenging time for the Alabama Bandmasters Association. This school year will see perhaps the most drastic change in the history of our organization with the implementation of our ABA Music Performance Assessment. The board and MPA committee have worked diligently to foresee and solve problems before they occur, but we know there will still be issues to face. The board has accepted this challenge and is unified in theircommitment to make our Music Performance Assessment a success. Thanks to their hard work at our summer meeting we now have our first official ABA Music Performance Assessment Adjudicator List. More information concerning the process for adjudicator certification will be forthcoming from Mr. Harry McAfee and the certification committee.
In order to help directors have a clearer understanding of MPA sightreading expectations,we will post the ‘UIL Sightreading Criteria’ used for music selection for each band classification
I would like to thank John Cooper and the Music Selection Committee for their work at the summer meeting. We now have our cumulative list updated and are in the process of adding more selections from the Teaching Music Through Performance series.
We also have two other committees at work on different projects. One committee is focusing on improving our present Solo/Ensemble Festival while another will be assessing the success of our new All State Bands format.
There will be two proposals to be voted on at our AMEA Conference meeting. One concerns the offering of a “Comments Only” opportunity at the Music Performance Assessment. The other concerns establishing a fiscal year and auditing process for the financial
accountability of our organization. Please read over these proposals in the October ala breve so that you may be able to cast an informed and responsible vote.
In response to our professional development clinics at the Summer Conference we are going to offer a link on our web site to view and copy handouts from our outstanding clinicians. We hope this will be a great resource for our own directors as well as others who visit our web site looking for ideas to better their own programs.
As you can see, there are great opportunities for growth as we meet the many challenges ahead. I urge you to take advantage of the professional development offerings at our upcoming AMEA Conference.We must never become complacent. We must continue to look for ways to improve individually and corporately. We must be unified in our purpose and committed to make the Alabama Bandmasters Association the very best that it can be. As always, if I can be of assistance, please let me know.

I am both very thankful and excited for the opportunity to serve as CMENC’s State President for the upcoming year. I feel very fortunate that my peers trusted that I would be fit to do the job, and I’m also looking forward to working with Vice-President Jenney Mandt for another year. As a future music educator, the success of this organization is very important to me; I think it is our responsibility as college students to continue in the footsteps of our predecessors as well as blaze a new trail toward progress in our field of education, and I couldn’t be happier to be of service to this organization.
CMENC has many new things coming up this year, from our sessions at AMEA to our new essay contest and our renewed focus on community service. This year, CMENC’s theme for the AMEA InService Conference is going to be focused on service, both to our community and

fellow music educators. We plan on doing this by working with Habitat for Humanity in Tuscaloosa and serving them in any capacity we can during the conference. Another new undertaking this year is a focus on immersion in professional development through an essay contest called “Learning From the Past”. The contest is open to all CMENC members. Anyone interested in applying will need to interview a retired music teacher from Alabama with a certain number of years of experience. The applicant can follow a template provided by the CMENC State Board, including questions such as:
• What did you find the most challenging during your first year of teaching?
• Why should my child be in band/ choir/orchestra?
• Where is the world of music education going in the next ten years?
The interview should also include an introduction, i.e. background information on the teacher, and a conclusion: “How did this experience impact me as a future music educator?” The winner will receive a trip to the 2010 National MENC Conference as well as have his/her article published in the ala breve. I’ll be sure to keep you updated in the near future with more details.

Welcome to the new school year, and greetings from your new AMEA Elementary/General board. I am excited to accept the challenge of being your new AMEA Elementary/General President, while feeling daunted at the prospect of following in the footsteps of our talented and innovative past president, Dr. Sara Womack. This year is possibly going to be one of the most difficult ones we will experience as teachers, with budget cuts and economic woes looming. Our challenges will be eased if we stay united and work together. Fortunately for me, I know that I have tremendous support from the other Executive Board members and you. Together we can make this a year of excitement and growth, as we sing, move, play, and create with our colleagues and with our students.
Veteran teachers and new teachers alike can be supported in this endeavor with the help of AMEA and AOSA. I would like to encourage all of you to join both the local and national organizations and take advantage of the workshops we have to offer you. A joint fall workshop between the Elementary/General Division and the Alabama Chapter of AOSA will be held again this year to better serve the members of both organizations. This year’s Festival clinician, Sue Mueller of Las Vegas, will share some of her fabulous ideas for the elementary music classroom. The workshop will be held on Saturday, October 3rd from 9:00-3:00 at Liberty Park Elementary School in Vestavia.
The AMEA Elementary Music Festival will be held on October 2, at the Wright Center at Samford University. Sara will again direct the festival as she begins her new, official position as Festival Director. Clinician Sue Mueller, a past president of The American Orff Schulwerk Association, will direct almost 300 students from across the state. Sue has chosen an incredibly rich and varied repertoire of music for our students to perform.

The AMEA In-Service will be held January 21-23, 2010. The Elementary/General Division is thrilled to have Peter and Alice Amidon return to Alabama and share their ideas on teaching traditional dance and singing games to children, as well as literature and storytelling in the elementary classroom. They will also be facilitating an evening community dance for teachers. The Keynote speaker, John Feierabend, will speak on the topic: Endangered Musical Minds. John will also present sessions on Conversational Solfege, a music literacy method for use in general music class, and vocal development in the early years. In addition, Dr. Ran Whitley will present a session on recorder. You won’t want to miss the great line-up of sessions found at this year’s conference!

Summer is traditionally a time for winding down and taking a break from the routine. However, for those of us involved with individual research projects, summer provides opportunities for reflection, for beginning our “archeological digs” into related research, or for wrapping up the finishing touches on an article or two. I know that my summer has been filled with trips to the Alabama Archives in Montgomery (a fascinating place to spend stifling hot summer afternoons!).

I am excited to accept the challenge of being the Alabama Orchestra Association President. Before doing so, however, I have to recognize the past leadership of Penney Adair and say a heartfelt thank you for all of her contributions. Her leadership and fortitude during her term as AOA President are a model that I hope to follow.
I feel honored to be able to start my term with many of the same great officers as last year. The AOA officers are as follows: President: Marcy Wilson, Vice-President/President-Elect: Allison Lavender, Secretary: Felicia Sarubin, and Treasurer: Daniel Jamieson, and Executive Director: Julie Hornstein. I would also like to thank the district chairs that have such a commitment to AOA and
are willing to remain in their positions, with a warm welcome to Jennifer Yun and Allison Lavender to their ranks. The seven district representatives are as follows: Dan Hornstein (Northern), Jennifer Yun (Central), Roland Lister (East Central), Allison Lavender (West Central), Felicia Sarubin (Southwest), Greta V. Champlin and Beth Hoener (South Central), and Ginger Zingara (Southeast). Thank you chairs for all the many jobs you do!
Plans for the 2010 All-State Festival are well underway. I would like to encourage not only all string players but wind and percussion students to get involved in this year’s festival. Our festival is a great occasion for all students to gain the opportunity to perform in a full orchestra setting. All-State is also a great outlet for students to
meet fellow musicians from across the state of Alabama. In the past we have been fortunate to host nationally recognized conductors and educators to work with our fine students, and this year will be the same. Auditions for All-State will occur in the end of October or the beginning of November depending on your district. I am looking forward to my term as President and strive to continue the high level of excellence that AOA defines.

Celebrities and Students Deliver More than 120,000 Petition Signatures Supporting Music and Arts Education to Secretary of Education
Washington, D.C. (June 18, 2009) – More than 120,000 petition signatures were delivered to Secretary of Education Arne Duncan today by celebrities and hundreds of students from all over the United States at a rally in support of music and arts education. The petitions urge the administration to recognize music and arts as mandatory subjects. While recognized as core subjects under the Elementary and Secondary Education Act (ESEAformerly known as “No Child Left Behind”), which is currently up for reauthorization, music programs are being cut nationwide to due to shrinking education budgets.
Music educators represented by MENC: The National Association of Music Education were joined by celebrities, students and elected officials in an effort to change this trend, encouraging the Administration and Congress to revise ESEA to ensure music and the arts are mandatory core subjects for all students so these programs will continue to receive financial support in light of budget reductions.
MENC Executive Director Dr. John Mahlmann stated “Research shows that
music education at an early age is strongly associated with the likelihood that a child will graduate from high school, seek higher education and ultimately earn a higher salary. In this economy, we need to give our children every tool we can in order to lay the foundation for success. Music education is not just a ‘feel good’ subject. It helps to sharpen academic skills in math and other subjects and provides important socialization skills such as team work.”
MENC members all over the country have reported a reduction in budgets. One teacher has gone from serving one elementary school to dividing her time among three each week. “This is a prime example of how budget cuts are impacting access to music education,” stated Barbara Geer, MENC President.
A 2007 Harris Interactive Poll report found that 83 percent of people whose income is higher than $150,000 participated in music education. Another Harris study (2006) found schools with music programs have a significantly higher graduation and attendance rate (90.2 percent compared to 72.9 percent and 93.3 percent compared to 84.9 percent, respectively). Additionally, The College Board (2006) reports that SAT
takers with coursework in music performance scored 57 points higher on the verbal portion and 43 points higher on the math portion.
“We are here today to make a joyful noise in support of music education. We hope that the presence of hundreds of students today, some from as far away as Alaska conveys to Secretary Duncan and Congress how important music is in the development of students who will become our future leaders. Keeping music in schools is crucial,” actress and music education advocate Florence Henderson added.
Other notable rally attendees included former National Basketball Association star Kareem Abdul-Jabbar, nationally syndicated “Funky Winkerbean” cartoonist Tom Batiuk, and Mrs. America 2009 Maureen MacDonald.
“Without music, I would not be where I am today,” said Congressman Joe Crowley, D-New York, 7th District. New York’s P.S. 83 elementary school rock band the “Rockin’ Bulldogs,” from Crowley’s district, performed at the rally. The school’s music program was restored by the VH1 Save the Music foundation and, as a result, its music students were able to travel to Washington, DC to show their support for the mandate. “Music was part of what excited me about going to school every day, and my love for it has stayed with me throughout my life. It has enhanced all aspects of my life, and it is my hope that we can work together to ensure all children have the same opportunity.”
The rally is part of the first annual Music Education Week in Washington, which features professional development seminars for music educators, Capitol Hill visits, and student performances at the Lincoln Memorial, the Air Force Memorial and the Kennedy Center. “Music! Just Imagine…” Contest Inspires Eloquent Words from Young Music Students
RESTON, VA (February 6, 2009) -MENC: The National Association for Music Education announced the finalists in the “Music! Just Imagine…” Essay Contest. The essay contest challenged K-6 music students to write about the ways they were inspired by music starting with the phrase “I imagine…”
The essays were judged by a panel of MENC members. Of the more than 200 entries, 25 were chosen as the top finalists, and ten of these as the top winners. One of the 25 finalists is Alabama’s own Madie Ruth Crook from Northside Intermediate School in Opelika. Maddie’s music teacher is Karen Hickok, who serves on AMEA’s Elem/Gen Leadership Council.
MENC president Barbara Geer said, “I chose ‘Music! Just Imagine…’ as MENC’s national theme because imagination is often regarded as the deeply creative faculty which perceives the basic resemblances between ideas. Music also opens countless doors for creativity, and the possibilities for using that creativity are endless. These essays have helped students reach into their poetic capacities
to find the words that will help them to discover the range and variety of what they are capable of feeling.
“It is my hope that as MENC begins a season of change we will continue to be the leading advocate for music as an essential part of a quality, comprehensive education through imagination and creativity,” added Geer. “My thanks to everyone who participated in this contest- I feel that all of you are winners!”

Dr. Margaret Jackson has joined our School of Music faculty as Assistant Professor of Ethnomusicology and Voice. Dr. Jackson teaches courses in world music, music history and voice. In addition, she coordinates the music history area. Dr. Jackson completed a Ph.D. in Ethnomusicology and a DMA in Voice performance from The Florida State University. Additionally, she holds a Master of Music in Voice Performance from Eastman.
Professor Eric Ward has joined our School of Music faculty as Assistant Professor of Music and Audio Engineer. Professor Ward teaches audio production courses in the music industry program and works in the jazz studies and percussion studio areas. Professor Ward has an extensive professional performance record and holds an undergraduate degree from Morehead State University and a master’s degree from Troy University’s Music Industry program.

Ralph Ford Elected to the American Bandmasters Association
At the annual meeting of the American Bandmasters Association, held at College Station, TX, Ralph Ford, Director of Bands and Professor of Music at Troy University, was elected to membership into this prestigious organization. To be elected into the American Bandmasters Association, a director must be be nominated one year in advance, and must submit a one hour concert band performance for approval by the Past Presidents. The nominee must receive seventy-five percent vote from the Past Presidents, and then be presented to the membership for approval.
In addition to being a nationally-known conductor, Professor Ford is a professional composer and arranger with over 180 publications for orchestra, band, and other ensembles which have received multiple performances worldwide.
Upon receiving notification of this high honor, Ford stated, “It is my hope that I may live up to the exceptional standards of the finest band conductor’s organization in the world.” With this election to membership, he becomes Alabama’s only active Bandmaster to be a member of the American Bandmasters Association.
He is married to Amanda Ford, band director at Charles Henderson High School in Troy, and has two children, Melanie and Abby.

As you are aware, the membership voted and approved the establishment of an AVA staff position. I would like to announce that Pat Blackwell has been
appointed AVA Executive Secretary. Pat has been a devoted member of AVA for over 30 years and has served in almost every capacity possible regarding AVA except President (she is very smart!). I am very excited to have Pat Blackwell in this staff position. This will be a great addition to AVA as we continue to improve choral
music in our state. Thank you for your trust and support.
This year’s Fall Workshop will be held at Dawson Memorial Baptist Church in Birmingham on September 11-12, 2009. Alabama Music Educators Association
Young Composers Competition
The AMEA Young Composers Competition has been created to encourage Alabama's developing student composers by providing professional level review and consideration. By recognizing outstanding student compositions, this process will support Alabama music teachers by recognizing their efforts to incorporate the ME C standards. It is also hoped that this kind of professional recognition will provide a showcase for the composition talents of these young Alabama musicians.
Competition Guidelines and Regulations
Eligibility: Open to students grades K-College
Requirements:Compose a solo, song, string quartet, concerto, or any medium of choice in one of the categories.
Score Format: TWO copies of an original score must be sent with the entry form. Hand-written and computergenerated formats are accepted. Measures MUST be numbered on each score submitted. Tape, CD or computer-generated recordings are encouraged but not mandatory.
Contest Rules and Procedures:
1.Sponsoring teacher must be AMEA member.
2. Entries must be original unpublished compositions. No transcriptions or arrangements will be eligible.
3. The purpose of the competition is to encourage student composers. Therefore, the compositions must be conceived and constructed by the composer.
4. Entries shall be between 1-8 minutes in length.
5. Adjudication comments will be available after all entries have been reviewed.
6. Compositions must be submitted with a full score. Recordings are welcome but not mandatory. Please do not send parts with you score.
7.The composer's name must appear on the score and recording (if available). The date of the composition must appear on the title page.
8.All entries must be postmarked by OCTOBER 29. 2009. Entries received after the deadline will not be considered.
9.Finalists will be selected from each Division and Category, the judges will determine how many finalists will be selected.
10.All rights, including copyrighting, remain with the composer.
11.Submitted materials will not be returned.
12.Compositions submitted must not be published and must not have won any other competitions.
13.The panel of judges may include qualified university composition faculty, members of the music industry, composers and other music educators. Their decision will be final, with the right to withhold awards in the event that no entry is judged worthy.
14.Each composer may submit one entry.
15.Finalist(s) will be recognized at the annual AMEA conference.
Judging: Entries will be accepted in the following divisions and categories:
Division 1 - Elementary (K-5)
Division 2 - Middle (6-8)
Division 3 - High (9-12)
Division 4 - College
Composers may enter a piece from any of the FIVE categories below:

At our last governing board meeting, we voted to move the AMEA Conference to the Marriott Renaissance Hotel in Montgomery for 2011 and 2012. Next year, we will again conduct our conference at the Hotel Capstone on the campus of the University of Alabama. The Higher Education Division would like to thank UA and the Hotel Capstone for providing years of excellent service and facilities. The AMEA Governing Board met at the Montgomery Renaissance on June 9, 2009. The meeting was called to order at 10:09 am by AMEA President, Pat Stegall. Present at the meeting: Pat Stegall, Garry Taylor, Mark Walker, Carla Gallahan, Steve McLendon, Damion Womack, Chuck Eady, Daniel Jamieson, Lindsey Folsom, Mary Jo Peinhardt, John Baker, and Sharon August.
The minutes of the January 21, 2009 meeting of the AMEA Governing Board were read by Recording Secretary, Carla Gallahan. Mark Walker (Damion Womack) moved to accept the minutes as read. Passed.

As I have mentioned in previous articles, the HED is in the process of creating a peer reviewed section of the AMEA journal. Dr. Diane Orlofsky, research chair of HED, has been working to put together an editorial committee comprised of college faculty from around Alabama with specialties in general music, instrumental music, vocal music and research to review article submissions. We should have specific information about the peer review process in the next issue of the Ala Breve
Speaking of articles, I want to invite all of the HED to submit articles of any kind to the Ala Breve. Garry Taylor is always looking to publish excellent articles from our Alabama colleagues. I know that
everyone is exceedingly busy, but if you have a short article or even a clinic than can be summarized in an article, I encourage you to submit it for publication.
By the time you read this, the summer will be over and classes will either have begun or will begin soon. I hope each of you had some time to relax, recharge and just sit around for a few days and do nothing. We all need times of brief inactivity so we can gear up for the demands of the school year, which is increasingly longer and longer. If you have any ideas or suggestions, I’m always ready to listen. Best wishes for a happy and productive 2009-2010 year and I look forward to seeing you in January.

Old Business Treasurer Cindy Pass resigned due to medical reasons. Interim Treasurer Mary Jo Peinhardt has been appointed to fill this position.
AMEA Stage Crew needs improved organization. After board discussion, a committee of Lindsey Folsom, Carl Hancock, Carla Gallahan, and Garry Taylor was established to discuss details of including CMENC in the stage crew reorganization plan.
A discussion occurred concerning the Higher Education Division performers at the AMEA Conference involving details and benefits.
The AMEA Conference preregistration fee for non-member music teachers is $185.00. The on-site registration fee $195.00.
ew Business
MENC Music Education Week will be held in Washington DC, June 17-21, 2009. Pat Stegall and Garry Taylor will represent AMEA at this event. Nominations for the Hall of Fame, Outstanding Administrator, and Outstanding Music Educator are due July 15, 2009. Submissions should be sent to Garry Taylor.
Treasurer/Registrar Position – Mary Jo Peinhardt will work with Cindy Pass to create a smooth transition.
Festival Advisory Committee – Pat Stegall ask the presidents of the AVA, AOA, ABA to plan and organize events together to avoid as many conflicts as possible.
A discussion occurred on Home School Participation in AMEA Division Activities. Each division reported on how home school student participation is handled according to each organizations by-laws.
Pat Stegall discussed Officer Training for Division and AMEA Officers. The need for this information/training is very important for smooth transitions and the continued success of the organizations. A more detailed discussion on this topic will occur at
the AMEA Leadership Breakfast.
AMEA Conference Proposals: Randy Erickson with the Sheraton Hotel/Birmingham Jefferson Civic Center presented on the clinic facilities they could provide for future AMEA Conferences.
Keely Smith (Montgomery Area Chamber of Commerce) and Renee Browning (Director of Association Sales) presented on the hotel and conference facilities at the Renaissance Montgomery Hotel and Spa.
Following the presentations, a discussion occurred on the two conference sites. Steve McLendon (John Baker) made a motion to hold the 2011 and 2012 AMEA In-Service Conference at the Renaissance Montgomery Hotel and Spa. Passed
The next meeting of the AMEA Governing Board will be August 15, 2009 at 12:00 noon at the Hotel Capstone at the University of Alabama in Tuscaloosa, AL.
