Sorors, over the next few days we will engage in vibrant and exhilarating experiences through this year’s theme “Curating a Global Canvas of Sisterhood.”
After all, it is our sisterhood that unifies us from chapters to communities to countries. And the beauty of our cultures creates the canvas on which our sisterhood is displayed This week, we will see many displays from our service project with the Boys and Girls Club of Dallas to our amazing welcome reception, our inspiring Global Impact program, the sparkling Jewels Luncheon, spectacular Awards Luncheon and so much more Of course, it all happens as we take care of the business of Alpha Kappa Alpha and the International Region during our plenaries and workshops.
Meanwhile, be sure to take in the sights and sounds of Dallas! It’s called the “Metroplex” because the area consists of several large metropolitan areas including Dallas, Ft. Worth, Arlington, Plano, Irving and others There are 15 cities with populations ranging from 100,000 to over one million It is a wonderful part of the American southwest. There is so much here including food, arts, shopping, museums, and more. It’s the perfect combination of contemporary and country life

Soror Carrie J. Clark currently serves as the International Regional Director of Alpha Kappa Alpha Sorority, Incorporated® She was installed in the role during the 70th Boule in Orlando, Florida in July 2022 following the appointment of the International President & CEO Danette Anthony Reed She also served as the 29th Great Lakes Regional Director from 2018-2022.
Carrie was initiated into Xi Chapter at Eastern Michigan University in 1987 She is a proud Life Member and a Silver Star with 37 years of committed service in the sorority. Carrie transitioned from undergrad into Lambda Pi Omega Chapter, in Detroit, Michigan and has been a dedicated member ever since She has held many leadership positions within the sorority On the chapter level, Carrie has served as President, Vice President, Historian, Member Liaison, Ivy Leaf Reporter and Parliamentarian. She also has served on numerous committees as either a chairman or member including the Metropolitan Chapters Centennial Founders’ Day celebration, Art in the Park, and Lambda Pi Omega’s “Fabulous at Forty” Anniversary celebration. In addition, she served as the President of the Pearls of Promise Foundation.
Regionally, she served on the Centennial Committee, Programs Committee and as the 2003 Michigan Cluster Chairman and the General Chairman of the 81st Great Lakes Regional Conference. On the International level, Carrie served on the Heritage Committee, International Membership Committee, and Undergraduate Transition Taskforce During her previous term on the Directorate, Carrie was Chairman of the Sorority’s Code of Ethics Committee, Diversity and Inclusion Committee and was the Directorate liaison to the Sanctions and Investigations Committees and chaired the Eva L Evans, 24th International President virtual memorial tribute She currently is a member of the International Finance Committee
Currently, Carrie is the System Director of IT Operations which includes the following departments: Project Management Office (PMO), IT Asset/Software Management, IT Service Management Applications and IT Business Relationship Management at the renowned Henry Ford Health in Detroit, Michigan. In addition, since 1995 Carrie has been an adjunct professor at Detroit area universities teaching in the areas of information technology, quality management and project management She has received numerous sorority and professional awards including the Chapter of the Year award, President of the Year award, DRIVEN award, the PMO of the Year finalist award and she was named the Michigan Chronicle Woman of Excellence, Eastern Michigan University Distinguished Alumni Award, Women of the Word Excellence Award, and Black Alumni Eastern Elite Award and just recently, was given the premier Career Mastered National Women’s History Leadership in Action Award Carrie holds BA and MSA degrees and currently is working on her second Master of Science in Health Administration Carrie possesses certifications as a PMP, SCRUM Master, ITIL and CPM to name a few. She has many affiliations and memberships including the Project Management Institute (Great Lakes Chapter), American Heart Association – Go Red Passion Committee, an Associate of Jack and Jill of America, a former board member for the Youth Development Commission (YDC) and The Great Lakes (MI) Chapter of the Links, Incorporated. Carrie is a member of Second Ebenezer Church in Detroit and is very blessed and thankful to have the support of her beautiful family husband, Mark of 28 years of marriage and two handsome sons (Ian Marc Clark and Noah Stone Clark). Mark, Ian, and Noah are active members of Kappa Alpha Psi Fraternity. Ian graduated in 2019 from Michigan State University, and Noah graduated from the University of Toledo in 2022

Currently, our Germany chapter stands alone in Europe for Alpha Kappa Alpha But, there are 23 who are ready to bring the sorority’s presence back to London as the Royal Pearl Society Interest Group. Their years in the sorority range from Silver Sorors to sorors with two years. These are impressive women who are determined to deliver “service to all mankind” in the United Kingdom The sorors say they believe, “The enthusiasm, commitment and skill sets of the 23 members can establish AKA as an impactful and sustainable chapter in London”
These 25 ladies are ready to bring Alpha Kappa Alpha’s signature sisterhood and service to all of Puerto Rico, with a focus on the coastal town of Loiza as the United Pearls of Puerto Rico The sorors are culturally and generationally diverse They include African American and Caribbean cultures, and their years in the sorority range from 45 (near Golden) to eight Some of the impact areas they plan to cover are representation & diversity, service & philanthropy, leadership development and educational & career opportunities The sorors say, “The love of Alpha Kappa Alpha and commitment to uplifting the diaspora has brought them together”
Many of you may know that Ghana is a West African nation that is rich in cultural heritage and world history with over 90,000 square miles of territory For more than 65 years Ghana has been an independent nation The 27 sorors who make up this interest group are excited and ready to work towards expanding our sisterhood in Ghana. Their targeted areas will include Accra, Ghana’s capital and largest city, and they will work in Kumasi, which is also a large metropolitan area within the Ashanti region The sorors in Ghana are looking forward to using their skills to be of “service to all mankind”
The Bahamas is an ocean paradise. New Providence is the largest island which is home to several affluent neighborhoods. However, the 30 sorors who make up this interest group will focus on the eastern end of the island That part of the island has underserved communities that are impacted by poverty This is also the area where correctional facilities for men, women, young boys and young girls are housed The sorors in the Bahamas are looking forward to collaborating, serving, and making a legacy that will live on forever.

The Rules of the 33rd International Regional Conference shall be governed by the most recently revised Constitution and Bylaws and Manual of Standard Procedure of Alpha Kappa Alpha Sorority, Incorporated®and Robert’s Rules of Order, Newly Revised Edition (12th Edition).
Rule 1: The International Regional Director, Soror Carrie J Clark, shall preside over the 33rd International Regional Conference
Rule 2: The initial order of business shall be the Registration Report. The number of registered delegates and the voting strength shall be announced during the first plenary session and each subsequent session
Rule 3: The second order of business shall be the adoption of the Standing Rules for the 33rd International Regional Conference.
Rule 4: The third order of business shall be the adoption of the 33rd International Regional Conference agenda as presented by Soror Carrie J Clark, International Regional Director
Rule 5: The quorum for the 33rd International Regional Conference shall be one-third of the registered certified delegates of the International Region.
Rule 6: The voting strength for this conference shall consist of the certified Chapter and General Member delegates, along with the former International Regional Directors and the current International Regional Director
Rule 7: Each business session and all program activities must be carried out in accordance with the official approved agenda The Regional Director has the authority to end any sessions and/or programs exceeding their scheduled time Changes to the business sessions and/or program activities may be performed at the discretion of the Regional Director, pending the approval of the delegates.
Rule 8: As recommended by the Official Guide to Alpha Kappa Alpha Protocol, the greeting to be used by the first speaker is “To Madam Regional Director, Soror Carrie J Clark, to Madam Supreme Basileus, Soror Danette Anthony Reed, Members of the Directorate; to our former Supreme Basilei, to our Former Regional Directors and all who serve Alpha Kappa Alpha Good Morning/Good Afternoon/Good Evening”
AOnly the first speaker of the official business session/conference states this greeting BAll others who follow need only acknowledge the Regional Director and the Supreme Basileus, and then proceed with their committee reports In the event the Supreme Basileus is not present, the presenting soror will acknowledge the First Supreme Anti-Basileus.
Rule 9: The Regional Director shall appoint Chairmen and Officers to serve at the 33rd International Regional Conference
Rule 10: The Conference is accessible only to registered sorors and guestsTherefore, only registered attendees should attend the conference. Sorors and guests are required to openly display badges to enter all meetings and functions
Rule 11: Directorate members, former Supreme Basilei, International Committee Members, former Executive Directors, Former Directorate Members, Diamond, Pearl, Golden Sorors, and physically challenged sorors shall be provided designated seating areas.
Rule 12: All certified delegates are required to sit in the sections specially reserved for delegates during all plenary sessions
Rule 13: All sorors registered for the 33rd International Regional Conference have a voice to speak at the conference; however, only certified delegates and other approved voting members of the conference shall be entitled to make motions, second motions, participate in debate, and vote
Rule 14: A soror who wishes to address the Presiding Officer to pose a question or comment must do so by going to the nearest microphone, wait to be recognized by the presiding officer, address the presiding officer as “Madam Regional Director,”. Upon recognition, the soror shall clearly and distinctly state her name, chapter name and location, and delegate status Delegates will have priority speaking privileges
Rule 15: A statement, question and/or concern shall be limited to a maximum of two (2) minutes. Delegates will be limited to debate not more than once on the same question during the same business session for a period not to exceed two (2) minutes Exceptions may be made by the Regional Director, upon approval of the delegates
Rule 16: The Regional Director or Presiding Officer shall rule out of order any discussion, debate, or proposal not explicitly related to the agenda item.
Rule 17: A delegate temporarily leaving the meeting shall not relinquish her badge to an alternate to vote in her stead
Rule 18: A delegate who permanently leaves the Conference shall report to the International Regional Conference Registration Committee and surrender her badge. The alternate taking her place shall assume her status as a certified delegate for the remainder of the Conference upon clearance by the Registration Committee
Rule 19: All attendees shall refrain from walking during Dais Introductions, mediations, or while the Regional Director or Supreme Basileus is giving her address at the Conference.
Rule 20: All attendees must stand when the Regional Director, the Supreme Basileus and former Supreme Basilei enter the room in a processional and when they are introduced
Rule 21: All sorors attending the conference business sessions, forums, workshops, and events are asked to place their electronic devices including cellphones and PDAs to silent, vibrate or off during all conference events Sorors should leave the room if she must use her phone
Rule 22: Due to the confidential and proprietary nature of sorority business being conducted at the Regional Conference, use of broadcasting and electronic video, sound or photographic recording devices is prohibited during business sessions, forums, workshops, rituals, and events unless approved by the Presiding Officer In addition, texting, tweeting and/or posting to any social media outlet regarding the information discussed in business sessions, forums, workshops, and events is prohibited. Any soror found in violation of this rule shall be asked to leave the meeting by the Presiding Officer, Philacter, or Facilitator and to delete the images and/or information from her electronic device(s).
Rule 23: The only exception to Rule Twenty-Two will be in the instances where awards are presented during the Gala, Global Spotlight, luncheons or during plenary sessions where limited screenshots may be allowed
Rule 24: New Business not approved on the agenda must be submitted in writing to the Regional Director by the close of the second plenary session for review and approval before bringing to the body for discussion All submissions must be signed by a certified delegate
Rule 25: All International and Regional reports shall be received for information only, unless required action is identified by the Regional Director or Presiding Officer
Rule 26: The Philacters shall be responsible for orderly conduct in the plenary sessions and shall admit late arrivals to the business sessions only upon showing the registration badge and reciting the password ********** and providing a payment amount of $200, which shall be used for EAF or a charitable fund as determined by the Regional Director Members of the Directorate, Former Regional Directors, the Hostess Chapter, Diamond, Pearl and Golden Sorors, and those with disabilities will be exempted from the fine.
Rule 27: Announcements must be submitted in writing and include the full name, chapter of the soror, and delegate status submitting the announcement All submissions must be submitted to the Conference Hodegos via the official announcement form, which can be retained from the Registration Desk. If approved by the Regional Director, the Conference Hodegos will make the announcements before the adjournment of the plenary session. Lost and found items will be turned in at the Registration Desk and not announced during the plenary sessions
Note: Attending, viewing, and/or participating in any event may result in the use of your name, image and/or likeness in printed and/or electronic material, including but not limited to publication on the world wide web, social network sites, press materials and advertising or marketing materials. You hereby release Alpha Kappa Alpha Sorority, Inc.®, and its agents from any and all claims arising from the uses stated above.

Please be considerate of other conference attendees and take only one gift when they are distributed at functions
Refrain from overloading your plate at receptions One or two pieces of each food item is appropriate
Do not come onto the dais at any time
Please remove badge when taking photos (individual or group photos)
Please arrange for child care and guests when attending business meetings as these meetings are for sorors only.
Please wear delegate identification and arrive early for proper seating.
Please speak to the body only after being recognized by the presiding officer.

Address the delegation by clearly stating your name, chapter, chapter location, and whether you are a delegate or nondelegate

Become a hard target! Be observant; maintain situational awareness at all times
REPORT ANY UNUSUAL PERSONS OR OBJECTS.
Stay hydrated and take frequent stretch breaks during the conference
Safety in numbers. Travel in groups and avoid traveling by yourself. Make sure to check on each other periodically and agree on departures times.
If you see something, say something
Remain alert at all times.
Be careful about leaving valuables, purses, and IDs in meeting and hotel rooms
Avoid carrying all your cash with you To avoid making yourself a target do not display large amounts of cash or other valuable items.
Never give a stranger your room number and don’t divulge conference details to strangers.
Remove conference badges. Leave your conference badge and tote bag in your hotel room These are signs that you are from out of town and may make you an easy target.
Emergency Actions
Remain alert at all times
Review evacuation procedures in your hotel upon arrival.
Upon check-in to your room, note where the nearest fire exits are, so you know in which direction to go quickly in case of a fire emergency
In case of a fire emergency, be sure to check the door for heat and smoke before exiting. Remember – smoke rises, so if necessary, while exiting, get as close to the floor as possible when there is heavy smoke prevalent
Remain alert at all times.
Be observant of your environment Use well-lit streets and areas that feel safe
Select routes that are the shortest distance between the host hotel and your destination but avoid deserted areas.
Walk with confidence To avoid being a target, communicate the message that you are confident, calm, know where you are going, and aware of your surroundings
Looking down and concentrating on a mobile device while texting or listening to music through ear buds can be a hazardous activity. Doing so while you are attempting to cross a street, get on and off an escalator, walk in a crowd, or make your way through an exhibit area can all be harmful to your safety and the safety of others.
Have your room key out and ready when entering your hotel room Fumbling in an attempt to locate it in either a pocket or purse outside your door could be a security risk
Be observant of accident or trip/fall hazards report immediately to a hostess, conference Philacter, or the Emergency/Medical Response Team
The Medical Response Team is available on-site for first aid and is located in the plenary or event conference room or on call during workshops and or break-out sessions
In case of a medical emergency outside of the full conference gathering (during workshops and specialty events) please call the Emergency/Medical Response Team at (313-770-8789) or 911.

Sorors and guests who are under isolation or quarantine orders should not attend the conference
If at any point during the conference, a Soror or Guest tests positive for COVID-19, they and their traveling party may be required to isolate

The current COVID-19 variants spread easily through airborne transmission. In addition, the current variants are more infectious than the original virus and can result in reinfections for those who might have been previously infected.
As part of our commitment to creating the safest possible environment for our inperson events, we strongly recommend that all attendees do the following for all in-person meetings regardless of the CDC COVID-19 Community Level: Stay up to date with COVID-19 vaccinations, including all primary series doses and boosters for their age group and Wear a mask in indoor settings if you are at high risk for severe illness.

A'Shayla D Haile is an 18-year-old honors graduate of the Charlotte Amalie High School class of 2024, in St. Thomas USVI. As a proud born Virgin Islander, A'Shayla is continuing her education at the University of the Virgin Islands, studying Marine Biology with a concentration in marine mammals. A'Shayla realized her love for costume and fashion design when she reconstructed a costume for a friend during St Thomas carnival 2017.
