2013 FCSS Funding Recommendation


Municipal Contribution 24% Maintains the Status Quo FCSS funds available for allocation would be equivalent to 2012 funding levels. FCSS BASE In 2010, Administration conducted an audit of all FCSS funded programs to determine their levels of alignment to the FCSS mandate of prevention. Through this process, Administration determined that most components of services delivered by FCSS funded programs aligned with the FCSS mandate of prevention; however, there were certain services that did not align to the FCSS mandate. Administration determined a funding value for these audited preventive social program of $600,563. Thus, the City could allocate FCSS funds equivalent to this amount and be confident that they meet the FCSS mandate of prevention. For the purposes of the 2013 FCSS funding allocation, these FCSS eligible programs will be referred to as the FCSS Base and will serve as the baseline for funding allocation. Anything funded over the FCSS Base is considered FCSS Plus. FCSS PLUS FCSS Plus refers to the funds added to the FCSS Base that is sourced directly from the tax base. Technically, any funds above the minimum 20% municipal contribution is an FCSS Plus but for the purposes of the 2013 funding allocation, we are using the funding values determined from the 2010 program audit as the baseline.

Maintain the Status Quo by contributing 24% in taxes. • This option is equivalent to the funds (FCSS Base + FCSS Plus) allocated in 2012. • This option assumes no changes in service levels; therefore, this option would require agencies to maintain programs and services at the 2012 funding levels. • Due to a decrease in Social Planning management costs, this option decreases the municipal contribution from the City’s practice of 26% to 24%. It is important to note that Social Planning management costs could increase in future years affecting the municipal contribution or the amount of FCSS funds available for allocation. PROGRAM

USES OF FCSS PLUS Because FCSS Plus is municipal contribution outside the 80-20 funding partnership, the City can use these funds to support programs that may not necessarily be preventive in nature but enhance the overall well-being of individuals, families and the community. Is the City obliged to provide FCSS Plus? It is Council’s prerogative to add more funds above and beyond what is required by the 80-20 funding partnship. In earlier years, the City’s municipal contribution has ranged between 21% and 32%. In recent years, the City has made it a practice to contribute 26% into the FCSS Program. When is the next program audit? Unless the Government of Alberta increases the City’s provincial FCSS grant, it would be inadvisable to conduct another program audit. Because provincial funds have not increased since 2010, adding new community programs to the City’s portfolio of FCSS eligible programs would prove untenable.

• This option maintains the FCSS funds (FCSS Base + FCSS Plus) allocated in 2012. • In addition, this option would allow the cost savings in Social Planning management of up to$35,866 ($14,072 + $21,794) to be allocated the Volunteer, Information & Referral Program to support the equivalent of a 0.5 FTE Information and Referral Worker. Community Links is statistically the most used first-point of contact for information and referral services. Investing FCSS plus in information and referral services enhances the connections of people to services. However, it is worth noting that this option uses FCSS plus to fund a position which may not be available in future years. PROGRAM

One of the many challenges of FCSS funded programs is the retention of qualified staff. Supporting cost of living increases and/or increasing working hours provides incentives for qualified staff to stay in community programs • This option would fund the additional $1,300 request of Meals On wheels to celebrate their 30th anniversary.

Maintain the practice of 26% municipal contribution, and reallocate $44,000 in FCSS Base and invest additional FCSS Plus funds in information and referral services. • In addition, this option would allow the cost savings in Social Planning management of up to $21,793 to be allocated as an additional 2013 FCSS plus to fund most of the new requests for cost of living adjustments and increases in hours. Programs that have received FCSS Plus in 2012 will not receive additional FCSS Plus funds in 2013. • This option discontinues funding for Volunteer Airdrie and re-allocates up to $44,000 of FCSS Base into the Volunteer, Information and Referral Program. With this increase, the Volunteer, Information and Referral Program will be able to hire 1.0 FTE intake worker.

Rationale for Recommendation One of the many challenges facing FCSS funded programs is staff retention. FCSS funded programs attempt to maintain highly qualified staff to provide services to residents and coordinate volunteers; however, because the salaries offered by government (Health, Education, Human Services etc.) and the private sector are much higher and offer more palatable benefits, many of these qualified staff leave their positions. To be competitive, FCSS funded programs attempt to retain or hire new staff by reducing working hours in order to raise salaries. The challenge with this approach is that decreased hours albeit higher in pay, means it may not be enough for workers in these programs to have ‘living wages’ or the ability to subsist on their salaries without augmenting it with another job. For 2013, although the cost savings in Social Planning management is not sufficient to cover all of the requests for cost of living allowances and increase in hours requested by FCSS funded agencies, Administration is recommending that the FCSS Plus be used to augment most of these requests. In allocating the 2013 FCSS Plus funds, Administration took into account: • each program’s other sources of funding that could also augment their cost of living allowances and increase in hours, • attention was given to programs that employed part-time workers to ensure their hours are extended, • Programs provided with FCSS Plus in 2012 were not provided additional 2013 FCSS Plus because of limited funds, • Meals On Wheels having no paid staff was provided up to $1,300 in program supplies as per request, • Volunteer Airdrie did not request additional funds for 2013.

CSAB’S Allocation Process • On November 20, 2012, the Community Services Advisory Board and members of Council attended an evening of presentations from the City’s FCSS funded programs. • CSAB reconvened for a special meeting to allocate the FCSS funds on November 26, 2012. Prior to this meeting, all members of the Board were provided with the full Business Plans and Financial applications from FCSS funded programs. Additionally, Administration provided CSAB with a summarized version of these business plans, outlining the rationale for each program’s funding request, funding history and other sources of funding. Last, Administration also provided CSAB with 6 options and a funding recommendation for allocating the 2013 FCSS Program funds. Because each option had varying tax implications, CSAB was asked to vote prior to the meeting to narrow down their choices. • At the special meeting, CSAB discussed the merits and disadvantages of each option. They thoroughly reviewed the funding application of each program. They debated the community value of additionally funding one program over another. They debated the disadvantages of discontinuing funding for Volunteer Airdrie. • Overall, in a vote of 6 in favour and 2 opposed CSAB decided to allocate the FCSS funds in accordance with Administration’s recommendation to augment the current funding of FCSS funded programs to support most of their needs for cost of living allowance and increase in hours for some programs. For those in favour of the motion, they believed that Volunteer Airdrie is under new leadership and thus should be provided with an opportunity to restructure their program to better meet the needs of the community. CSAB provided a condition to their funding to report back prior to the 2014 FCSS allocation meeting on their progress.
