65th American Institute of Parliamentarians Annual Hybrid Session

I was delighted to see so many of you this past August both in-person and virtually as the 65th Annual Session convened in downtown Indianapolis. Once again AIP owes a debt of gratitude to C.J. Cavin and W. Craig Henry for their efforts in making this year’s hybrid Annual Session the success that it was. Our business responsibilities included electing our 2024-2025 Board of Directors and Officers. This included electing Laura Meade, CPP as Secretary and reelecting Treasurer Evan Lemoine, Vice President Atul Kapur, CPP-T, and myself.

The Board of Directors also welcomed the following newly elected directors: Valoree Althoff, CPP-T, Daniel Ivey-Soto, CP-T, Wanda Sims, CP, and Glen Hall, CPP-T (our newest CPP who was re-elected). They join Todd Brand, CP-T, Manushag “Nush” Powell, Kenneth L. Reed, CP-T, and Brandon Walters, CP-T (whose terms continue through the 2025 Annual Session). Additionally, Education Director W. Craig Henry, CPP-T was reappointed to another term at the post annual session board meeting.

AIP’s Board of Directors also includes Accrediting Director Kay Allison Crews, CPP-T, Communications Director C.J. Cavin, CPP-T who continue in their respective roles. Of course, I would be remiss if I didn’t acknowledge Al Gage, CPP-T, our superb parliamentarian who continues to be an invaluable resource to AIP.

Just as we welcome new members to the Board, it is equally important to acknowledge those retiring members whose service ended with the adjournment sine die of the 2024 Annual Session. These include Nilda Rivera, CPP-T who completed her term as Secretary; and Daniel Foster, CP-T; and Ramona Hill who completed their terms as Director.

In addition to conducting the business of AIP, our Annual Session offered many wonderful workshops presented by Laura Meade, CPP; Susan Eades Role, CP; Steven Cook, CP; Valoree Althoff, CPP-T; Atul Kapur, CPP-T; Mary Remson, CPP-T; and Colette Collier Truhan, CPP-T. Kudos to all of them for their outstanding contributions and efforts.

At the Annual Session banquet, I was also pleased to recognize Jim Slaughter, CPP-T as the recipient of the 2024 President’s Writing Award for his article Parliamentarian

Pro Tips: Assisting Large Meetings, which appeared in the August 2023 issue of The Parliamentary Journal. Let’s look at some of our accomplishments:

AIPSC – The Second Edition

The impact of the second edition has been impressive! By now it’s obvious the authorship team under Kay Crews’ guidance crafted a contemporary, concise, and userfriendly parliamentary authority that has been embraced in my estimation, far quicker than we probably could have imagined.

The release date for the Second Edition of AIPSC was September 29, 2023. I placed my order the following Monday, October 2, 2023, three days prior to the start of the American Dental Association House of Delegates for two copies in the hopes it would arrive before I left for Orlando. Those copies arrived in my office by October 4th. And more impressive is that sales for the book have far exceeded our expectations.

While it may not have leapt onto the New York Times Bestseller List as some may have hoped, in the last quarter of 2023, close to 700 units of both the print and Kindle version were sold. In the first and second quarters of this year, sales improved even more, generating considerable royalties! Differences Between AIPSC and RONR has also been updated. Kudos to Ken Reed in particular for his efforts and the Education Department in general for making it available on Amazon by early in the second quarter of 2024. Undoubtedly, AIP’s contributions to the parliamentary literature have been notable.

AIP is A Volunteer-Driven Organization

AIP is indeed fortunate to have such a dedicated and talented cadre of volunteers who work extremely hard, spending their time to maintain and build a stronger organization. In addition to our Board of Directors, I want to acknowledge the following individuals who have been appointed to chair our Standing Committees: Steven Cook, CP (Audit); Evan Lemoine (Budget and Finance); Helen McFadden, CP (Bylaws and Standing Orders); Wanda Sims, CP (Member Services); Atul Kapur, CPP-T (Opinions); and Sean Schilke, CP (Youth Activities and Scholarship Committee). I would like to acknowledge Valoree Althoff’s

efforts these past few years as Editor of the Communicator as she steps aside, and welcome Nush Powell who has graciously accepted the editorship going forward. I also want to thank Libby Willis for continuing as Editor of The Parliamentary Journal.

It is my personal hope we can continue to count on their service to AIP. But they clearly are overworked! I encourage all of you to step up and volunteer to help. Volunteer-driven organizations such as AIP, thrive only because of the collective efforts of the membership. Whether parliamentary procedure is your vocation or your avocation, I am hopeful you will continue to consider AIP a welcoming home where you can hone your skills, or perhaps even learn a few new ones. But more importantly, it should also be considered fertile ground to create lasting friendships of people who share a common interest.

Future Events

We will once again be returning to the Embassy Suites in Las Vegas, Nevada for the 2025 Winter (formally West Coast) Practicum which will take place January 16–18, 2025. We are excited that Kay Crews has agreed to serve as General Coordinator and Al Gage as Curriculum Director.

Management Services

Finally, I want to report that following extensive research and deliberation, the Board of Directors has retained the services of Hinman Straub PC (Hinman), to provide management and support services for AIP beginning November 1, 2024. In that capacity, Hinman will be handling the day-to-day management of AIP. In addition, Hinman will be working in coordination with the AIP treasurer to help manage the finances for AIP, and our editors to coordinate the publication of both the Communicator and Parliamentary Journal. The Board is excited to begin this new chapter and looks forward to a very fruitful relationship with Hinman going forward.

Educational Musings — Updates from the Education Department

The Way We Learn (and Teach) is A-Changin’

“Come gather ‘round people; Wherever you roam; And admit that the waters; Around you have grown; And accept it that soon; You’ll be drenched to the bone; If your time to you is worth savin’; And you better start swimmin’; Or you’ll sink like a stone; For the times they are a-changin’”

I remember the days when students gathered, the instructor stood at the front of the classroom and lectured, filled a blackboard with chalk-written information (later an erasable whiteboard), and the students copied down the notes to study later, once the information overload had cleared somewhat. By the 1960s to 1970s technology changed the way we communicated information: overhead projectors allowed instructors/presenters to prepare (and re-use) notes and slides, duplicators (think mimeograph, spirit “ditto” duplicators) provided handouts to students, correspondence courses allowed for study outside of the classroom, and individually-paced instructional materials were developed to break up learning into topics. My, things had changed.

In 1947, a photographic paper company called Haliod developed and trademarked a ‘dry writing’ copier called the Xerox machine. Although expensive, overheads and handouts were easier to produce using a photographic process. By the 1980s “Xeroxing” materials had become more cost-effective and eliminated other duplication methods. And, color reproduction was available as well. Businesses incorporated these new devices and methods into their sales, marketing and training. But the biggest disrupter to the ways we communicated, trained, and learned was the introduction of the IBM Personal Computer (PC) which transformed the fledgling home computer market into a business behemoth. Soon followed graphical communication interfaces (Windows/MacOS) and presentation software (PowerPoint). Today we communicate and learn using online meetings, videos such as YouTube, emails, blogs, and social media.

Teaching and learning must shift to adapt to changing paradigms. There is a need for lifelong learning and each

student’s unique needs. Flexible programs and specific skills training need to be available as quickly and efficiently as possible. Every student is different. Just listening to live or recorded lectures is insufficient in today’s world.

AIP has always been at the forefront of parliamentary learning innovation. Publishing a scholarly publication, the Parliamentary Journal, teaching about not one, but any parliamentary authority, advancing parliamentary learning through correspondence courses, providing educational workshops at the Annual Session, and offering immersive learning through topic-oriented Practicums had been many of the ideas that AIP has provided since its founding in 1958. Other actions AIP has implemented are: certifying parliamentarians and parliamentary teachers, specific practicum training on presiding, using online and hybrid meetings, and, coming soon, digital training on the new AIP Learning Center. And, AIP is the only professional organization with its own, self-authored authority, the American Institute of Parliamentarians Standard Code of Parliamentary Procedure.

The truth is we should want this change; we need this change. Access to parliamentary education benefits everyone, and an abundance of access, instruction – and most importantly outcomes – ultimately means better communication, meetings and decision-making.

AIP is a-changin’. We are updating the correspondence courses to an interactive format; keeping the basics intact, but enhancing the learning opportunity to provide more interactive components and immediate feedback. The AIP Teacher’s course will have interactive elements in addition to its cohort-bast instruction, practice demonstrations and critiques. Specific learning paths, such as board training and governance review, are being developed.

AIP West Coast Practicum

The AIP West Coast Practicum scheduled for January 16-18, 2025, in Las Vegas will be a deep dive into bylaws – “Writing, Amending, and Interpreting Bylaws.” Scheduled lead instructors include CJ Cavin, CPP-T, and The Honorable Roger Hanshaw, CPP.

Curriculum Director Al Gage, CPP-T, plans to provide all attendees with an opportunity to grow in knowledge and confidence whether as a member, a committee chair, a parliamentarian, or a presiding officer working with bylaws.

The Embassy Suites Hotel on University Center Drive in Las Vegas is again our Practicum site. There will be in-

struction, with lots of question-and-answer time, and presiding practice sessions. Your registration fee covers all handouts, three lunches, and an event on Saturday evening, when the 2024 Class President will preside over the election of the 2025 Class President.

Sleeping rooms rates are $152/night for a 2-room Embassy Suite. Breakfast and the manager’s daily reception are included. NOTE: Room rates will increase after December 24.

As always, this practicum will offer presiding sessions designed to assist attendees with the opportunity to improving their presiding skills many

times over. AIP practicums always provide a safe environment to learn and practice parliamentary skills. Join us in Las Vegas!

Lucy Hicks Anderson, CPP-T #241

Lucy has been a member of AIP since 2008. She has held the AIP Certified Parliamentarian, (CP), credential since 2019 and the NAP Professional Registered Parliamentarian, (PRP), credential since 2007. Her favorite parliamentary endeavor is teaching. She has taught workshops at annual AIP events. She is a member of the authorship team of the 2nd edition of AIP Standard Code. Lucy is a former AIP board member, and also a former Chair of the AIP Bylaws Committee. Lucy lives in San Antonio, Texas.

Glen Hall, DDS, CPP-T #242

Glen joined AIP in 2000 and obtained his Certified Parliamentarian designation in 2012. He was the Speaker of the House of Delegates for the Texas Dental Association from 2000 until 2012, when he became the Speaker of the House of Delegates for the American Dental Association until 2019. Glen was also the parliamentarian for the American Dental Association Board of Trustees during those same years. He received his Certified Professional Parliamentarian from AIP in 2023. Mr. Hall now serves as president-elect of the Texas Dental Association. He continues to practice general dentistry full time in Abilene, Texas, as well as doing parliamentary consulting work with other organizations.
