Hollister baut in der Wirtschaftszone für 50 Millionen Euro eine Produktionshalle für Healthcare-Produkte, 300 neue Arbeitsplätze sollen dadurch entstehen. Zahlreiche weitere namhafte Firmen wie AL-KO Fahrzeugtechnik, Festo oder TGW Logistic Group wiederum stehen in den Startlöchern, um sich anzusiedeln oder bereits bestehende Kapazitäten vor Ort auszubauen. DPD oder UPS haben sich ebenso wie Hella direkt an der Grenze zum Flughafen Kaunas im Airpark der FEZ angesiedelt. Doch was zieht all diese Unternehmen an den Rand der 300 000 Einwohner zählenden Stadt in die FEZ? Einer der Hauptgründe neben den steuerlichen Anreizen ist die Lage: Kaunas ist logistisch gesehen der zentrale Knotenpunkt in Litauen, verfügt über eine gut ausgebaute Infrastruktur und Anschluss an die wichtigsten Verkehrsnetze. Laut Planung wird die Rail BalticaBahnverbindung in der Nähe entlangführen, über eine Abzweigung sollen Zusatzgleise die FEZ ab 2021 direkt anbinden. Um Investoren ins Land zu locken und die Region wirtschaftlich voranbringen, wurde 2005 die freie Wirtschaftszone eingerichtet – eine Art Industriepark mit Sonderkonditionen. Darin gelten vergünstigte Steuersätze, auch wird die notwendige Infrastruktur bereitgestellt: Grundstücke, Gebäude, Kanalisation. Damit alles zügig und reibungslos abläuft, betreut eine staatliche Agentur die Firmen (s. auch Artikel Recht&Steuern, S. 53).

„Es wurden viele Anstrengungen unternommen, um die Ansiedlung so bequem wie möglich zu gestalten“, betont Vytautas Petružis, Leiter der FEZ. „Investitionen in die Infrastruktur und Gesetzesänderungen haben dazu geführt, dass einige Unternehmen innerhalb von nur elf Monaten in unserem Gebiet ihre Tätigkeit aufnehmen konnten.“ Auch die Regierung hat diese Vorteile des Standortes Kaunas längst erkannt und unterstützt die Ansiedlung. Mit Hilfe dieser Anreize haben sich seitdem 32 Investoren in der 534 Hektar großen Wirtschaftszone niedergelassen, die in internationalen Ranking von fDi Intelligence regelmäßig vordere Plätze belegt. Die Unternehmen kommen aus den Bereichen Logistik und Vertrieb, Fertigung, Elektronik und Automation, Nahrungsmittel und Pharma, Energie und Luftfahrt. Die zugesagten oder bereits getätigten Gesamtinvestitionen belaufen sich auf 634 Millionen Euro, wovon 70 Prozent aus dem Ausland stammen. Numerous other renowned companies like AL-KO, Festo and the TGW Logistics Group are also poised to make a base in the area or at least expand existing local capacities. DPD and UPS have emulated Hella and found a new home on the border of Kaunas Airport in the FEZ airpark. What draws these companies to the FEZ are the tax incentives, the location, Kaunas being Lithuanaia's main logistics hub, the well-developped infrastructure. And the FEZ will get it's own direct connection to the planned Rail Baltica. To attract investors into the country and bring some economic progress to the region, the Free Economic Zone was set up in 2005 – a kind of industrial estate with special conditions. Lower tax rates apply to this area and the necessary infrastructure is being provided: land, buildings and a sewage system. A public agency advises the companies to ensure that everything runs quickly and smoothly (see also the article on p. 53). “Great efforts have been undertaken to make it as easy as possible for the new companies to settle into their new location”, says Vytautas Petružis, Head of the FEZ. “Investments in the infrastructure and changes to the law have allowed some companies to begin their activities in the area inside 11 months.” The government has also recognized the benefits of the Kaunas location and lent its support to the settlement process. These incentives have also enabled 32 investors to set up in the 534-hectare economic zone, which regularly occupies one of the top places in fDi Intelligence international rankings. The companies come from sectors as diverse as logistics and distribution, production, electronics and automation, food and pharmaceuticals, energy and aerospace.
