Mr. Seferlis worked extensively in Washington, D.C. including at the National Shrine of the Immaculate Conception, the U.S. Capitol and the Washington Monument. Since 1982, he had been the preservation architect at the Smithsonian Institution in Washington DC where he was in charge of restoration of the “Castle” and thirteen other Smithsonian Museum buildings. He was inducted into the National Sculptor Society in New York in 1971 and the National Academy of Design in 1974. He also starred in the 1984 Academy Award winning documentary film “The Stone Carvers.”
Mr. Seferlis passed away March 27, 2005 at the age of 76.

Each year the American Hellenic Institute hosts the Hellenic Heritage and National Public Service Awards Dinner to honor a distinguished set of Greek Americans, philanthropists and philhellenes based upon their important career achievements and contributions to the Greek American community or community at-large.
The illustration of the Hellenic Heritage and National Public Service Award is based upon the many images of the Goddess of Victory that appear on the approximately 300 extant Panathenaic amphorae which—filled with oil from the olive trees sacred to Athena— was the highest prize bestowed upon the victorious athletes, musicians and poets of the quadrennial Panathenaic Festival, the single most important festival celebrated in ancient

Inspired by the glorious architecture of his birthplace Athens, Mr. Seferlis was best known for his craftsmanship at the Washington National Cathedral in Washington, DC, where for 18 years he designed and carved more than 150 original pieces on the interior and exterior including gargoyles, flowers and the universe of decoration that is the heart of Gothic architecture.

Passionate about early childhood development, Kounalakis served as a member of California’s First 5 Commission and the California Blue Ribbon Commission on Autism.
In 2014, Governor Jerry Brown appointed Kounalakis to chair the California Advisory Council for International Trade and Investment. Kounalakis was then a Virtual Fellow at the U.S. Department of State, Bureau of Intelligence and Research (INR) between 2014 and 2017, specializing in international trade and immigration. She is currently a Director of the Association of American Ambassadors and a National Democratic Institute (NDI) “Ambassadors Circle” advisor. Kounalakis was born and raised in Sacramento, California, where she learned an appreciation of the outdoors, learning to hunt and fish, and enjoying the splendor of California’s varied landscapes through hiking, camping and discovery in a rural part of the county, learning to hunt, fish and farm, and continues to enjoy hiking and camping. Kounalakis attended Dartmouth College where she studied English and classics and graduated in 1980. Upon graduation, Kounalakis moved to Greece for a year, where she taught English and worked on an archeological site in the Peloponesse.
After the election, she went to work at Marcus and Millichap in Palo Alto, in their home building division. In 1993, Kounalakis moved home to Sacramento and spent the next 17 years working with her father, Angelo Tsakopoulos, in the residential construction industry at AKT Development.
In 1992, Kounalakis earned an MBA from the UC Berkeley Haas School of Business. Shortly thereafter, she worked at the California Democratic Party during the 1992 election cycle, helping to elect two women U.S. senators from California.
True to her commitment to help support dedicated and hardworking candidates for public office, her home has been the site of hundreds of political fundraisers. During her own campaign, she received thousands of contributions totaling nearly three million dollars. She was endorsed by President Barack Obama, Senators Kamala Harris and Dianne Feinstein, Speaker Nancy Pelosi and many others. She is the first woman ever elected Lieutenant Governor in California, and the highest-ranking Greek American in the history of California Politics.

From 2010 to 2013, Kounalakis served as President Barack Obama’s Ambassador to the Republic of Hungary. Kounalakis was the first Greek American woman – and at age 43 one of America’s youngest – to serve as U.S. Ambassador. Her highly acclaimed memoir, Madam Ambassador, Three Years of Diplomacy, Dinner Parties and Democracy in Budapest (The New Press, 2015), chronicles the onset of Hungary’s democratic backsliding and is recommended reading for everyone interested in free and open government.
was sworn in as the 50th Lieutenant Governor of California by Governor Gavin Newsom on January 7th, 2019. She is the first woman elected Lt. Governor of California. A native Californian, her grassroots campaign took her to each of California’s 58 counties, where she connected with voters and shared her unique vision for public service, which is rooted in the Hellenic ideal.
She holds an Honorary Doctorate of Laws from the American College of Greece. She is married to Dr. Markos Kounalakis and the couple has two teenage sons, Neo and Eon. Passionate about the study of the Athenian Democracy, Markos and Eleni have endowed two university Chairs on the topic, one at Georgetown and the other at Stanford University.
As Lt. Governor, Kounalakis is focused on International Affairs, Environmental Protection, and public higher education.
HELLENIC HERITAGE ACHIEVEMENT AWARD

Jim and Nike are partners in a variety of philanthropic, civic and business ventures. Among their most celebrated achievements is the restoration of the Bushnell Building in Downtown Springfield, Ohio. This is the oldest and largest building in America that is Platinum LEED Certified while simultaneously being on the National Historic Register. The restoration is not only a catalyst for redevelopment of Downtown Springfield, but a model for small cities across America. In recognition of their efforts, Jim and Nike were awarded the key to the city by the mayor and city commission.
Jim is a nationally known small business advocate. He founded the Springfield Small Business Council in 1976 and has held every office in his local Chamber of Commerce at least twice. He chaired the Ohio Small Business Council and was President of the National Small Business Association. He has testified numerous times in front of both Houses of Congress and the

Jim and the love of his life, Nike Daphne Lagos, have been married for 45 years. They fell in love with each other at the ages of 3 and 4 in church. They are the proud parents of daughters Evyenia Pandora Lagos and Thalia Theodora Lagos and grandparents of 5-year-old grandson Nicholas and 3-yearold granddaughter Anya.
Jim and Nike have worked more than 20 years for the Springfield Regional Medical Center where they were the sponsors of the James H. and Nike D. Lagos Acute Rehabilitation Center, as well as the Oncology Center. Jim and Nike are patrons of the performing arts and are the recipients of the Founders Award of the Clark State Community College Performing Arts Center.
Jim has served for decades on the boards of AHI and AHIF. Jim and Nike were instrumental in paying off of the mortgage of the Hellenic House. He served on three delegations to Israel, Cyprus and Greece as well as other trips to Greece and Cyprus.

Most recently, he served as President and Chief Executive Officer of Mizuho Securities USA, Inc. (MSUSA), a subsidiary of Mizuho Financial Group, one of the world’s largest full-service financial institutions. During his tenure at Mizuho Securities, he built the firm into a full-service investment bank, expanding its debt and equity capital markets teams. Because of his leadership, the firm also grew in profitability, number of clients, and product diversification, allowing Mizuho to be considered globally as a top tier investment bank. Prior to joining MSUSA in 2008, he was Managing Director and Head of Fixed Income for ABN AMRO Americas where he played a critical role in that firm’s successful growth. These prominent individuals/honorees are some of the best Greeks in the US: true embodiments of the merging of Hellenic ethos and American spirit. Though from diverse backgrounds, they have all served the public interest and contributed to Greek American society, all while excelling in their respective fields. 2021 ANNUAL REPORT Message from the Presidents
AHI also is proud of its contributions to commemorate the historic bicentennial of the Greek War of Independence. We hosted a twoday virtual conference, and each day featured a panel comprised of three presentations by noted academicians and AHI’s leadership. Among the participants included Ambassador Gianna Angelopoulos-Daskalaki, president, Greece 2021 Committee. In addition, AHI virtually hosted its annual “Congressional Salute to Greek Independence Day” that featured 19 legislators commemorating Greece’s bicentennial and presentations that included a pre-recorded video from Prime Minister Kyriakos Mitsotakis and remarks from Archbishop Elpidophoros of America.
As AHI marks its 48th year as the only Greek American think tank and public policy center advocating for the rule of law, AHI members and supporters can take delight in knowing the Institute continues to meet its mission to the fullest, even as the pandemic endures. AHI persevered thanks to the unwavering support of our board and members and to the dedicated and diligent work of our staff. This substantive report captures all of AHI’s policy-based programs and initiatives that advocate for the rule of law and advance the best interests of the U.S. in our policy agenda. In 2021, some of these activities were still conducted virtually and some events were able to revert to their pre-pandemic form, when conditions allowed. Also last year, we were pleased to announce Leon Andris as the new president of the AHI Foundation, and we held a successful inaugural joint retreat for AHI and AHIF board members to discuss organizational matters and to engage with policy influencers. Working together, AHI and AHIF continued to make a difference.
The majority of AHI’s efforts focus on advancing U.S. relations with Greece and Cyprus as in the best interests of the U.S. The need to hold Turkey accountable for its belligerence and illegal provocations in the Eastern Mediterranean, the Aegean Sea, and broader region, and its atrocious record on human rights and religious freedom, also remained at the forefront of AHI’s policy agenda. In this regard, AHI engaged with policymakers in the new Biden administration and a new Congress through policy letters, written testimony, and virtual meetings with high-ranking administration officials and members of Congress and their staffs. AHI maintained its consistent presence on Capitol Hill, which you will see in detailed fashion in this report. For example:
To keep audiences and stakeholders informed, AHI issued statements, published reports, circulated op-ed pieces and articles in a weekly e-news and hosted our ongoing “Virtual Speakers Forum” series. Further, AHI is an important resource for media outlets seeking the Greek American perspective on U.S. policy in the Eastern Mediterranean. As such, AHI staff and board members appeared in several media interviews. Moreover, the AHI Foundation published the 12th volume of its Online Policy Journal that provides expert policy analysis and commentary.
Additionally, AHI and AHIF representatives were proud to have been actively engaged during the visit of His All-Holiness Ecumenical Patriarch Bartholomew I during the Washington, DC portion of his third Apostolic Visit to the U.S. in OctoberNovember 2021. AHIF President Leon Andris, an Archon of the Ecumenical Patriarchate, participated in the advance team for His All-Holiness’ DC visit, and AHI President Nick Larigakis had the honor to attend a private dinner held in his honor by Ambassador of Greece to the U.S. Alexandra Papadopoulou.

As mentioned, some of our programming returned to traditional in-person proceedings. For example, we were excited and thrilled to:
• resume the AHIF College Student Foreign Policy Trip to Greece and Cyprus for a 13th year, bringing firsthand experience about the foreign policy issues that concern U.S. relations with Greece and Cyprus, and
• In May 2021, AHI worked with Congress to initiate the following bills: H.R.3056, To oppose violations of religious freedom in Turkey by the Government of Turkey and to safeguard the rights and religious freedoms of the Ecumenical Patriarchate, and H.Res.376, Condemning Turkey for its illegal occupation of Cyprus and encouraging President Biden to make the resolution of the Cyprus problem a top foreign policy priority

Sadly, AHI lost two tremendous contributors to AHI and the AHIF in 2021. Former AHI Public Affairs Committee Chairman Dr. Dean Lomis and Prof. Dan Georgakas, who edited the AHIF’s American Journal of Contemporary Hellenic Issues and presented at several of AHIF’s “Future of Hellenism in America” conferences, passed away. Dr. Lomis is rightfully credited for raising awareness and educating thenSenator Joe Biden about the Cyprus issue and presented testimony to Congress. Prof. Georgakas actively promoted the teaching of Hellenism, Greek culture and language through his writings, poems, and lectures. They leave a tremendous void in the community. May their memories be eternal.

The Eastern Mediterranean is immensely important to U.S. interests. Greece is a democratic, reliable, and trusted NATO ally—a frontline state in the fight against terrorism. As Ambassador Pyatt said at our Athens panel discussion, relations are at an “all-time high.” AHI has long played an important role in facilitating enhanced relations between the U.S. and Greece, especially in defense cooperation. Planting the seeds for success, AHI successfully advocated for federal legislation, including through appropriations testimony, that strengthens defense cooperation between U.S.-Greece; hosted Greece’s top defense and military officials in Washington, and contributed to the publication of a White Paper on the geostrategic importance of Souda Bay, Crete, among other initiatives. AHI will continue to educate and raise awareness about the importance of the U.S.-Greece defense relationship, keeping it on the agendas of key policymakers in Washington. Further, the Republic of Cyprus is a proven strategic partner of the U.S. and EU member nation that unacceptably remains under illegal occupation by 40,000 Turkish troops. Turkey’s intransigence on a Cyprus solution continues with unacceptable and provocative acts and rhetoric about a “twostate” solution. The instability for which Turkey is responsible includes constant aggression in the Aegean and in Cyprus’ exclusive economic zone (EEZ), which unnecessarily places lives in harm’s way. Turkey is a failed NATO ally. The imposition

Despite the ongoing challenge of the pandemic, AHI will continue to meet its mission in 2022 by providing the beneficial programs we have offered to the community. We aim to build upon the relationships and organizational partnerships forged to achieve even more policy success.
Finally, we also are hopeful the new year will allow our successful collaboration with the American Jewish community to proceed with our Fifth Leadership Mission in support for the burgeoning Greece-Cyprus-Israel partnership. In an increasingly dangerous and geopolitically significant part of the world, it is important for us to do our part to ensure the trilateral partnership continues to expand across all sectors, lending stability to the region. As we reflect on 2021, we are deeply grateful and appreciative of the members, board officers and staff for their dedication. We thank former Legislative Director Elias Gerasoulis and former Research Assistant Emily Pandis, both of whom left AHI to pursue other career opportunities, for their invaluable work. We wish them the best. Everyone worked together in a safe and healthy manner to make it another productive year. Alongside our own activities in Washington, and abroad, AHI’s strength relies on the many significant contributions and generous support of our members and sponsors. Moreover, religious freedom in Turkey remains under assault, including the plight of the Ecumenical Patriarchate and the conversion of Hagia Sophia from a museum to a mosque, despite condemnations from U.S. and international bodies. All these issues require our collective attention and action. Therefore, together, as advocates for the rule of law, we must work harder. U.S. relations with Greece and with Cyprus must remain on the ascent. Turkey must continue to be held in check and accountable for its actions. We must not take anything for granted.
The American Hellenic Institute, Inc. (AHI) is a respected and independent non-profit, public policy and advocacy center that works to strengthen relations between the United States and Greece and Cyprus, and within the Greek American community. It was founded on August 1, 1974, following Turkey’s invasion of Cyprus with the illegal use of Americansupplied arms in violation of U.S. laws and agreements. The AHI initiated the rule of law issue in the Congress in the interests of the U.S., thus changing the face of American politics. In the years since 1974, AHI has kept the spirit of the rule of law alive.

The American Hellenic Institute Foundation, Inc. (AHIF), established in 1975, is a 501(c) (3) non-profit tax-exempt educational and research organization and is the first “think tank” devoted exclusively to the study of the issues confronting the Greek American community.

NICHOLAS E. CHIMICLES, ESQ. is the founder and senior partner of Chi micles Schwartz Kriner & DonaldsonSmith LLP (until recently and for the past 25 years known as Chimicles & Tikellis LLP), a 20-lawyer law firm with offices in Haverford PA and Wilmington DE that specializes in representing consumers and investors in class action litigation.
TIMOTHY ANANIADIS was the Managing Director and General Man ager of the Hotel Grande Bretagne & King George from 2003 to 2020. He has almost 40 years of international experi ence in the hospitality industry.



KOSTAS ALEXAKIS, ESQ. is a busi nessman, engineer, lawyer, and political activist. He serves as Chairman and CEO of USL Financials, a software and systems implementation and consulting company that publishes and markets financial ac counting and procurement systems to gov ernments, non-profit organizations, and universities.
LEON ANDRIS, a native Washingtonian, has been a member of AHI since its incep tion and a Board member since 2014. A graduate electrical engineer, he spent his career in real estate, specializing in multifamily affordable housing.
DEMITRIOS HALAKOS is a founder and principal member of Halakos Manage ment and its various subsidiaries with real estate holdings and restaurant/entertain ment enterprises in Maryland, New Jersey, Delaware and southeastern Pennsylvania.

PETER BOTA is co proprietor of the Metro 29 Diner Restaurant in Arlington, Virginia. He is involved in the daily opera tion of this very well known, high volume eating establishment. In addition to being a successful entrepreneur, he also enjoys investing in real estate.

VAN COUFOUDAKIS, PH.D. is Pro fessor Emeritus of Political Science and Dean Emeritus of the College of Arts and Sciences, Indiana University- Purdue Uni versity. He is also Rector Emeritus of the University of Nicosia, in Nicosia Cyprus.

ELIZABETH Z. BARTZ is the founder, president, and CEO of State and Federal Communications, Inc. The company pro vides government compliance information and consulting to Fortune 500 companies, trade and professional associations, and le gal and accounting firms in all 50 states, federal, more than 300 municipalities, and international countries.
VIOLETTA KAPSALIS BUHLER is a Chicago native and an attorney specializ ing in crisis management. For more than 20 years she practiced law in the financial institution industry, including as VP and Regional Counsel for Fannie Mae.

GEORGE TSETSEKOS, PH.D. is the Francis professor of Finance and Dean Emeritus at Drexel’s LeBow College of Business. He served as Dean of LeBow (2002-2012) and under his transforma tive leadership the college achieved na tional rankings and quality milestones in research and teaching.

ALEXANDROS (ALECO) HARALAMBIDES is a founding member of the Archimedean Schools–conservatories of mathematics and the Greek language–where he continues to serve on the board of directors. In 2004 he formed a company called Aristo Mortgage Investments to in vest in equity-based mortgages and non performing mortgage loans. Aleco has also been an attorney for twenty years.

JAMES L. MARKETOS, ESQ. is a part ner with the Washington, D.C., law firm of Berliner, Corcoran & Rowe, LLP. A member of the New York and District of Columbia bars, he specializes in corpo rate litigation, representing private clients in state and federal courts throughout the United States.

JAMES PEDAS is a co- founder of Circle Films, one of the foremost backers of 1990s American independent cinema. While at tending law school, he and his brother Ted became involved in motion picture exhibi tion, distribution and production. Their Cir cle Theatre company expanded throughout the metropolitan Washington, DC area with emphasis on the best independent and for eign films.
GEORGEA POLIZOS is a skilled com munications professional with experience in international relations, fundraising, and program management, with a specialty in Balkan issues. She is currently a consultant at the US Department of Energy’s Office of the Chief Information Officer, focusing on strategic communications and international engagement on matters related to cyberse curity and technology modernization.
MARIA WILLS is a long-time active member of the American Hellenic Insti tute. Together with her husband Don, they own and operate Donmar Heating, Cool ing and Plumbing company serving north ern Virginia and Maryland.


CONSTANTINE A. GALANIS is the CEO of Apollo S.A., one of the largest chemical manufacturers of Mexico. He began his career as a consultant on interna tional environmental and energy issues to Apollo Chemical Corp., and later became Commercial Director of Apollo Technolo gies International Corp.

PUBLIC POLICY: AN OVERVIEW
The American Hellenic Institute has long maintained the U.S. should have a “special relationship” with Greece, recognizing its strategic location in southeastern Europe where the U.S. has important political, economic and military interests. A NATO member since 1952, Greece is a proven and reliable strategic ally for the U.S. Greece is an immensely valuable link as “a pillar of stability” in the region as several high-level U.S. government officials have noted. Furthermore, Greece is a frontline state in the fight against terrorism. It is home to the most important naval presence in the Mediterranean Sea, Naval Support Activity (NSA) Souda Bay, Crete. Larisa Air Force Base and Stefanovikio Hellenic Army airbase are key contributors, too, and Alexandroupolis is recognized as a city with increased geostrategic importance, which can also contribute to economic development and energy security.
The ongoing U.S.-Greece Strategic Dialogue, the signing of an extension of an upgraded Mutual Defense Cooperation Agreement (MDCA), and the enactment of the U.S.-Greece Defense and Interparliamentary Partnership Act as part of the FY2022 National Defense Authorization Act (NDAA) all demonstrate a mutual commitment exists between both countries to deepen their cooperation and relationship across many sectors, especially defense and security. At an AHI panel discussion held in Athens in December, U.S. Ambassador to Greece Geoffrey Pyatt stated the U.S.-Greece relationship is at an “all-time high.” A successful and jubilant celebration of Greece’s bicentennial by the U.S. Embassy in Athens, “USA & Greece: Celebrating 200 Years of Friendship,” also signified the excellent state of relations, especially people-to-people ties. In addition to being a valued security partner, Greece is an important player in international commerce, shipping, and trade. Greece possesses tremendous potential as an energy hub. Future U.S.-Greece economic relationships that pursue commercial partnerships and opportunities for more U.S. investment in Greece must be encouraged and fostered.

The U.S. government, both executive and legislative branches, rightly sanctioned Turkey for its procurement of the Russian-made S-400 missile defense system under Countering America’s Adversaries Through Sanctions Act (CAATSA) in December 2020. AHI contends those penalties should be expanded. The U.S. must hold Turkey accountable for its violations of the rule of law, including U.S. law, in the Eastern Mediterranean and the Aegean Sea, in addition to, its abysmal human rights record and overall disregard for international norms. Turkey’s provocative and aggressive actions toward U.S. allies and strategic partners in the region—and “Blue Homeland” Doctrine ambitions—are a hinderance to U.S. interests and a detriment to the efforts of the U.S. and its allies and partners from addressing malign influences in the region.


In the best interests of the U.S., AHI repeatedly urged the new Biden administration and Congress to:
• Call upon Turkey to cease and desist from its continuous violations of Greece’s territorial waters and airspace, citing that the actions are in violation of both international and U.S. law, including the Arms Export Control Act (AECA).

The Cyprus Issue

A key to peace and stability in the region is for good neighborly relations and respect for the rule of law. However, the community observed the somber 47th anniversary of Turkey’s illegal invasion of Cyprus in 2021. Turkey’s continuing illegal occupation of Cyprus, which a member of the European Union; its intransigence in solving the Cyprus problem, and its refusal to recognize the Republic of Cyprus, are detrimental to U.S. interests. Turkey continues to insist on antiquated and obstructive stances, such as remaining a guarantor power as part of a solution to the Cyprus issue, which led to the collapse of settlement talks in 2017, and refusing to withdraw its more than 40,000 illegally stationed troops in Cyprus. In addition, Turkey’s illegal activities in the Cypriot exclusive economic zone (EEZ), illegal reopening of the beach in Varosha, and President Erdogan’s open declaration of support for a two-state solution in Cyprus, in violation of international law and United Nations resolution, undermine efforts to resume Cyprus settlement talks.

AHI fought to secure IMET program funding for Cyprus in written testimony to congressional appropriators and in meetings with key members of Congress.
U.S.-CYPRUS RELATIONS
The United States and Republic of Cyprus significantly strengthened their strategic partnership, especially since the Statement of Intent two countries signed in November 2018. The Republic of Cyprus received its first International Military Education and Training (IMET) program funding in FY2021. It is critical for the U.S. to continue this investment because it helps to train and professionalize the Cypriot military. The investment also contributes to the strengthening of U.S. security interests and is a recognition that Cyprus is an important partner in countering malign influences in the Eastern Mediterranean.
The U.S. must condemn Turkey’s illegal and provocative actions on Cyprus. One of AHI’s primary objectives is to keep the Cyprus issue and the basis for a solution at the forefront of the policy debate in Washington. AHI joined with Greek and Cypriot American organizations to urge President Joe Biden to hold Turkey accountable, especially on Turkey’s recent illegal actions in Varosha and calls for a “two-state solution.” AHI also worked with Congress to introduce legislation to condemn Turkey for its illegal occupation of Cyprus and successfully advocated for key provisions to be included in it.
AHI supports a settlement of the Cyprus problem through negotiations based on a bi-zonal, bi-communal federation in a state with a single sovereignty and international personality, incorporating the norms of a constitutional democracy embracing key American principles, the EU acquis communautaire and EU Founding Treaty, UN resolutions on Cyprus, the pertinent decisions of the European Court of Human Rights and of other European Courts—as in the best interests of the U.S.
Furthermore, Turkey’s illegal occupation of Cyprus has had an impact upon The Committee on Missing Persons’ ability to access certain Turkish military installations in Cyprus to excavate the remains of Cypriots missing since the tragic events that occurred on the island for proper identification. It also is equally important to raise awareness of the consequences of Turkey’s illegal invasion as well, which include more than 180,000 illegal Turkish colonists/settlers in Cyprus, that is in violation of the Geneva Convention; the aforementioned humanitarian issue of The Missing, and the religious freedom and destruction of cultural heritage in Turkish-occupied Cyprus.
On January 27, 1989, as a U.S. Senator, President Joe Biden wrote a letter to Dr. Dean Lomis, then AHIPAC Chairman:
Furthermore, Cyprus has assigned a defense attaché to the Embassy in Washington and the Cyprus Center for Land, OpenSeas, and Port Security (CYCLOPS), an innovative security site that has been partially funded by the U.S., is due to open in early 2022. In addition, the U.S. implemented a conditional, partial lifting of an arms prohibition on Cyprus. Although a good step, the partial lifting of the arms prohibition only addressed non-lethal defense articles for commercial sales and only for one year. The U.S. must fully and permanently lift its arms prohibition on Cyprus and remove Cyprus from the list of countries to which arms sales are prohibited under International Traffic in Arms Regulations (ITAR).
“… we must urge the new Administration [President George H.W. Bush] to make Cyprus a higher policy priority in American foreign policy … We cannot lose sight of the fact that the rights of Greek Cypriots have been trampled upon, and we must ensure that their claims to ancestral land and property seized during the 1974 invasion are not compromised. Finally, we must send a signal to Turkey that until it has removed every last soldier from Cyprus, it will never be recognized as a full member of the international community.”

The Turkish government’s suppression of religious freedom for minorities and tolerance of assaults upon Greek Orthodox Christian community demonstrate how Turkey habitually violates the rule of law and international norms governing religious liberty.

“It is unconscionable for the U.S. State Department to even consider a proposed MoU on cultural property from the Turkish government, especially in the light of its conversion of Hagia Sophia and the Chora Church in Istanbul. The Ecumenical Patriarchate and Orthodox Christians are under assault by President Erdogan’s regime. The last thing the State Department should do is reward and provide an endorsement for such behavior and that is what the proposed MoU would do.”

THE ECUMENICAL PATRIARCHATE
AHI also forewarned about developments in Turkey that unfortunately led to the eventual condemnable actions taken by Turkish President Recep Tayyip Erdogan to convert Hagia Sophia and Church of St. Savior in Chora—UNESCO World Heritage Sites—to mosques. In January 2020, AHI testified to the State Department, urging it to reject Turkey’s request for a Memorandum of Understanding (MoU) on cultural property originating prior to 1924 because with the MoU’s approval, Erdogan would consider his intention to convert Hagia Sophia into a mosque to be justified. Unfortunately, the U.S. government agreed to Turkey’s proposed MoU on January 19, 2021.

In 1994, AHI became the first organization to raise the issue of religious freedom and protection for the Ecumenical Patriarchate, the spiritual home of the world’s oldest and second largest Christian Church, and the reopening of Halki Seminary with Congress and the executive branch.
As a result, in 2021, AHI embarked on an issue advocacy campaign to urge the Biden Administration to suspend or revoke the MoU until Ankara commits to protect, rather than destroy, Christian patrimony under its control.
Also, AHI worked closely with Congress to introduce legislation that promotes religious freedom in Turkey and calls out Turkey’s violations of the religious freedom of the Ecumenical Patriarchate and religious minorities. AHI successfully advocated for the inclusion of a provision that will utilize IFRA to effectuate change.
AHI President Nick Larigakis attended a private dinner held in honor of Ecumenical Patriarch Bartholomew by Ambassador of Greece to the U.S. Alexandra Papadopoulou on the evening of October 23. Also, AHI representatives, including Larigakis, AHI and AHIF board members Elizabeth Bartz, Constantine Galanis, and John Alahouzos, and former AHI Legislative Affairs Director Elias Gerasoulis, attended a Pan-Orthodox Patriarchal Chorostasia in honor of Ecumenical Patriarch Bartholomew at St. Sophia Cathedral, Washington, DC, October 24. AHI representatives also attended a tribute dinner for His All-Holiness hosted by the AHEPA.
AHI strongly advocates its unequivocal position on what actions the U.S. government must take to secure religious freedom for the Ecumenical Patriarchate in Turkey. The U.S. government must use its influence with the Turkish government to safeguard the Ecumenical Patriarchate, its personnel, and its property; and to reopen the Halki Patriarchal School of Theology. Under the International Religious Freedom Act of 1998, the President is obligated to oppose violations of religious freedom in any country whose government “engages in or tolerates violations of religious freedom and promote the right to religious freedom in that country.” The Act also obligates he Administration to impose a variety of diplomatic and economic sanctions, including suspending aid and restricting trade. Furthermore, assaults upon the Greek Orthodox minority violate U.S. law, more specifically, Section 2804 of the 1998 Omnibus Emergency Supplemental Appropriations Act (PL 105-277), which also calls for the Turkish government to respect the Ecumenical Patriarchate and reopen the Halki Seminary.

2021 PUBLIC POLICY IN ACTION
Further, AHI Legislative Director Elias Gerasoulis participated virtually at a U.S. Senate Human Rights Caucus hearing on human rights in Turkey held June 15, 2021. Gerasoulis successfully submitted a question to the panel about the Turkish government’s systematic persecution of the Greek Orthodox community. The caucus co-chairs are Senators Chris Coons (D-DE) and Tom Tillis (R-NC).
The House Foreign Affairs Subcommittee on Europe, Energy, the Environment, and Cyber and the NATO Parliamentary Assembly held the hearing on June 24, 2021.
At the hearing, Rep. Nicole Malliotakis (R-NY), a member of the subcommittee, questioned the witnesses on policy concerns relating to Turkey’s behavior as a member of NATO. These concerns include Turkey’s support of Hamas and international terrorism, purchase of Russian S-400 missile defense system, and aggression toward Greece, in violation of U.S. and international laws.
Also in June, AHI submitted a set of policy questions to members of the House Committee on Foreign Affairs in advance of a joint congressional hearing on “NATO 2030: A Celebration of Origins and an Eye Toward the Future.”
AHI submitted written testimony to the U.S. House of Representatives and U.S. Senate Appropriations Subcommittees on State, Foreign Operations, and Related Programs on the Biden Administration’s FY2022 foreign aid proposal on June 11 and June 18, 2021, respectively. The testimony stated AHI’s opposition, based upon the best interests of the U.S., to: (1) any proposed foreign aid and assistance to Turkey from the U.S., and (2) any proposed reduction in the aid levels for the UN Peacekeeping Force in Cyprus. The testimony also advocated for meaningful investment in Greece’s International Military Education and Training (IMET) program in addition to foreign military financing to Greece, and for the first time, investment in Cyprus’ IMET program.
Rep. Carolyn Maloney (D-NY), co-founder and co-chair, Congressional Caucus on Hellenic Issues, submitted AHI’s April 22 letter to President Joe Biden that thanked President Biden for his remarks to commemorate the 200th anniversary of Greek Independence. The letter also conveyed the Institute’s perspective on the state of relations between the U.S. and Greece.

Dr. Wes Mitchell, a former Assistant Secretary of State for European and Eurasian Affairs, responded to Rep. Malliotakis’ line of questioning. He stated the U.S. should develop strong relations with U.S. ally, Greece, and strategic partner, Cyprus, as a counter to Turkey. In addition, former NATO Secretary General and former Prime Minister of Denmark Anders Fogh Rasmussen emphasized that strong U.S. engagement in the region is needed to prevent malign activity, including by Turkey.
AHI advanced the Institute’s public policy agenda during a series of virtual meetings, calls, correspondence, and conferences with congressional officials during 2021. POLICY IMPACT IN CONGRESS
AHI advanced the Institute’s public policy agenda during a series of virtual meetings, calls and correspondence with congressional and agency officials during 2021. AHI representatives who participated at the meetings varied for each one, but were comprised of President Larigakis, and Legislative Director Elias Gerasoulis. In most cases, they met with top level congressional staff, including chiefs of staff, legislative directors, and national security advisers.
Additionally, AHI worked closely with Rep. Nicole Malliotakis (R-NY) on bipartisan-supported legislation introduced that calls on the Biden Administration to prioritize the Cyprus issue. Rep. Malliotakis introduced H.Res.376, condemning Turkey for its illegal occupation of Cyprus and encouraging President Biden to make the resolution of the Cyprus problem a top foreign policy priority, on May 14, 2021. Affairs advanced the resolution, as amended, out of committee on December 10 which AHI applauded.
AHI also worked with Rep. Chris Pappas (D-NH) who introduced a resolution, H.Res.753 , commemorating OXI Day. Rep. Pappas’ official announcement about the resolution’s introduction on October 28 included a quote from Larigakis: “Greece’s role in WWII is truly significant and may have tilted the tide of the war against the axis powers. However, Greece’s pivotal place in history in this respect is not well known or understood. As such, I am glad that Congressman Pappas is highlighting Greece’s historical importance in World War II through a congressional Oxi Day resolution.”
AHI held a February 8 conference call with the leadership of the State Department’s Office of Southern European Affairs, including Maria Olson, director, Office of Southern European Affairs, Ross Johnston, Greek desk officer, and Isabelle Chan, Cyprus desk officer.
Moreover, AHI held a Zoom call for its board of directors and staff with Deputy Assistant Secretary of State for European and Eurasian Affairs Matthew Palmer on March 29. He fielded several questions from AHI representatives during the one-hour off-the-record call.
Prior to the call with Deputy Assistant Secretary Palmer, AHI sent a congratulatory letter to Secretary of State Antony Blinken that accompanied the set of AHI’s Policy Statements on March 22 to which the State Department responded. Deputy Assistant Secretary (DAS) for European and Eurasian Affairs Matthew Palmer replied on behalf of Secretary of State Blinken in an April 7 letter to President
the Biden administration’s “commitment to ensuring stability in the Eastern Mediterranean” and a belief the “sovereignty and territorial integrity of all countries should be respected and protected.” Larigakis noted the letter reaffirmed the “all-time high” state of relations between the U.S. and Greece and correctly identified Greece as an “important NATO Ally and leader in efforts to maintain peace, stability, and prosperity in the Eastern Mediterranean, Black Sea, and Western Balkans.” It also reaffirmed the U.S.’ position on a Cyprus solution of a bizonal, bicommunal federation. AHI contends a key to peace and stability in the region is for good neighborly relations among NATO members and respect for the rule of law. However, the State Department’s response did not acknowledge, in an explicit and direct manner, the provocative actions of Turkey in the region.
AHI worked closely with the co-chairs of the Congressional Caucus on Hellenic Issues, Reps. Carolyn B. Maloney (DNY) and Gus M. Bilirakis (R-FL), on legislation (H.R.3056) the co-chairs introduced May 7 that promotes religious freedom in Turkey and calls out Turkey’s violations of the religious freedom of the Ecumenical Patriarchate and religious minorities. AHI successfully advocated for key provisions to be included in the Turkey and Ecumenical Patriarchate Religious Freedom Act of 2021 that will utilize existing U.S. law, the International Religious Freedom Act (IRFA), to effectuate change.

AHI President Nick Larigakis completed a series of meetings in Athens, May 6 to 8, 2021. He met with the President of the Hellenic Republic H.E. Katerina Sakellaropoulou, U.S. Ambassador to Greece Geoffrey Pyatt as well as many senior officials in the Greek government. The timely meetings provided Larigakis with firsthand and detailed accounts of the current situation in the Eastern Mediterranean. The U.S.Greece bilateral relationship also topped the agenda.

Nick Larigakis hosted Greek Minister of Defense Nikos Panagiotopoulos and his wife, Natasa; and the entire Hellenic National Defense General Staff, led by Chief of the HNDGS General Konstantinos Floros, and their wives, for Thanksgiving Dinner on Nov. 25th. AHI Athens Chapter President George Economou and Vice President Vasileios Kyriazis, retired vice admiral, H.N., also attended the dinner.
During a November-December 2021 visit to Athens, President Larigakis met with key government officials: U.S. Ambassador to Greece Geoffrey Pyatt at the U.S. Embassy, Minister of Tourism Vasilis Kikilias, Adviser to the Prime Minister of Greece for EU and U.S. Affairs Thanasis Bakolas, Deputy Foreign Minister for Greeks Abroad Andreas Katsaniotis, Deputy Minister of Citizen Protection Eleftherios Oikonomou, Ambassador Nafsika-Nancy Vraila, Minister Plenipotentiary, Director, A7 Directorate for North America, Ministry for Foreign Affairs; and Evangelos Kalpadakis, diplomatic adviser to Main Opposition Party Leader, Alexis Tsipras. Nick Larigakis presented the mayors of Sparta and Lamia with 2020 AHI Hellenic Heritage Guardians of Hellenism Awards to commemorate the 2,500-year anniversary of the Battle of Thermopylae.

AHI hosted its 18th Annual Golf Classic at Belle Haven Country Club, Alexandria, Va., Oct. 18, 2021. Fifty-six golfers participated. AHIF releases of the 12th volume of its policy journal, American Journal of Contemporary Hellenic Issues, in January. The online journal is available gratis at AHIF Policy Journal website, http://www.ahifworld.org/ journal-issues. The journal is a forum for commentary and scholarship on issues of vital importance to Greek Americans. In his forward, which would be his last as editor, the late Dan Georgakas wrote about the grave threat Turkey poses for Greece and Cyprus in 2021. He also discussed the related threats being directed at Greece and Cyprus and the weak response of the EU, NATO, and the U.S. to these provocations.

The AHI Foundation announced that longtime member Leon Andris will serve as the foundation’s new President, effective January 1, 2021. Andris succeeded Constantine Galanis, who served in that capacity since 2017.
A native Washingtonian, Andris has been an AHIF member since 1974 and a Board member since 2014. He earned a degree in electrical engineering, and he spent his career in real estate, specializing in multifamily affordable housing. Andris is Vice-Chair of the New Jersey Metropolis Council and is the former Vice-Chair of the Technology Committee of the Archdiocesan Council. He is an Archon and a five-time past president of Saint George Greek Orthodox Church in Bethesda, Maryland. Andris, and his wife, Robyn, reside in Georgetown, but spend time on Maryland’s Eastern Shore, Delray Beach, Fla., and his ancestral village of Tsintzina in the Parnon Mountains near Sparta.

AHI Foundation Study Abroad Alumni Nikolaos and Stavros Piperis traveled to the Nebraska State Capitol in Lincoln to meet with Governor Pete Ricketts, on behalf of Omaha’s St. John the Baptist Greek Orthodox Church, October 27, 2021. Governor Ricketts had proclaimed March 25, 2021 “Greek Independence Day” in Nebraska, and after a delay due to the pandemic, hosted the delegation at the signing of the proclamation. The Piperis brothers discussed the significance of the Greek Revolution, as well as other Greek American issues, with Governor Ricketts. Ricketts is the first governor of Nebraska to recognize Greek Independence Day.

AHIF announced it joined with the Center for Byzantine and Modern Greek Studies (Queens College) as co-publisher of the Journal of Modern Hellenism, on February 2, 2021. Established in 1984 by the Center’s founder and director, Harry J. Psomiades, the JMH will remain an annual peer-review scholarly journal published mid-summer. It publishes essays dealing with the history, institutions, and culture of modern Greece from its origins to the present. This includes studies of Greek America and other Diaspora communities. Also, the international outreach of the JMH has been enhanced with the establishment of associate editors in Greece, Cyprus, and nations that have vibrant Greek communities.

The AHIF College Student Foreign Policy Trip to Washington DC, Greece and Cyprus completed its 13th year as nine students from across the United States participated in the program held June 22 to July 9, 2021.

During the two-week program in Greece and Cyprus, the students received firsthand experience about the foreign policy issues affecting Greece and Cyprus, their relations with the U.S., and the interests of the U.S. in the region. In Greece, they gained invaluable insight on Greece’s foreign policy direction and military capabilities by experiencing the value of Greece’s contributions to security with a daytrip to Naval Support Activity (NSA) Souda Bay, Crete. The Cyprus portion of the trip brought Cyprus’ history to life and included the students learning about the humanitarian issue of the Missing Persons and gaining an understanding of Cyprus’ military capabilities.

“One of the most important lessons I have learned from this 18-day trip is that power is not limited to those in high political or military positions – as a U.S. citizen and proud descendent of Greek grandparents, I must serve as an advocate for Greek and Cypriot issues in my own community.”

Xenia Evangeloulis is a junior George Washington University Presidential Academic Scholarship Recipient, a consecutive Dean’s List recipient, and Civic House Cohort Member where she studies Organizational Science and minors in both Psychology and Statistics.

“When we traveled to Greece we were continuously reminded of the United States’ close relationship to the Hellenic Republic. I learned for the first time about the substantive military agreements between the U.S. and Greece…I traveled to Souda Bay and witnessed first-hand the level of cooperation between the U.S. and the Greek military to provide peace and security to the region.”

Andreas Papoutsis is a senior at the University of California, Los Angeles where he is majoring in economics with a minor in public affairs.

“When I was in rooms with people like Mr. Bakoyiannis and Ms. Demetriou, I got the sense that the connection between Greek American individuals was larger than just two people talking. We bring all of our upbringings, all of our ideals, all of our troubles into these rooms, so when many of us come together to face something, our capabilities grow exponentially. Armed with new connections and new knowledge, I hope to help bring both myself and the Greek American community into the future.”

Former Director of Legislative Affairs Elias Gerasoulis joins The Livingston Group (TLG), one of Washington, DC’s preeminent lobbying firms, as a member of its international practice. Gerasoulis will remain formally involved with AHI, serving in an advisory and consulting capacity to assist with the Institute’s policy priorities and mission. During his tenure at AHI, Gerasoulis helped the Institute develop relations with over 100 members of Congress and opened channels of communication with government agencies and the White House. He also formed partnerships for AHI with other think-tanks and advocacy groups in the policy community.

AHI’s internship program is designed for college students who are interested in learning more about U.S.-Greece Cyprus relations and how foreign policy is formulated in Washington, D.C., and who wish to gain experience in government affairs and foreign policy. Students work on various assignments, comprised of research projects, at think tanks events and assisting with an assortment of educational events sponsored by AHI.

“During his many years of service in Washington, Ambassador Andros Nicolaides worked closely with AHI Founder Gene Rossides, especially during the advocacy effort that led to the arms embargo on Turkey in 1975,” AHI Board Member Dr. Van Coufoudakis said.
AHI mourns the passing of Professor Dan Georgakas, who served as the editor of the American Hellenic Institute Foundation’s American Journal of Contemporary Hellenic Issues, a forum for commentary and scholarship on issues of vital importance to Greek Americans. He passed away on November 23, 2021.
AHI mourned the passing of Ambassador Andros Nicolaides, former ambassador of Cyprus to the U.S. Ambassador Nicolaides passed away February 4, 2021.

Dr. Lomis also actively promoted the teaching of Modern Greek in American universities and cooperated with AHEPA and the University of Thessaloniki to establish courses for Greek American students. He promoted Hellenism in the U.S. for which Hellenic News of America recognized his efforts, and he remained committed to the promotion of Greek culture and language among Greek American youth until the time of his passing.
Dr. Lomis will be remembered fondly by the AHI and its members as an exceptional individual who worked diligently to promote Hellenic ideals and values in addition to advocating for Hellenic policy issues. AHI presented Dr. Lomis with the Hellenic Heritage National Public Service Award in 1997.
“During his many years as a community advocate that began shortly after Turkey’s illegal invasion of Cyprus in 1974, and especially during his four terms serving as AHIPAC chairman from 1984 to 1992, Dr. Lomis worked relentlessly with AHI Founder Eugene Rossides to bring justice for Cyprus under the rule of law,” AHI President Nick Larigakis said. “He is credited for raising awareness and ‘educating’ then-Senator Joe Biden about the Cyprus issue and as AHIPAC Chairman, he presented in-person witness testimony to key congressional committees on our positions regarding foreign aid to Greece, Cyprus, and Turkey on several occasions.”

Prof. Georgakas stated the Journal’s purpose, “was to foster creative thinking on political issues that affect Greece, Cyprus, and the Greek diaspora.” To that end, he sought the work from authors who have a special interest in promoting discourse in the Hellenic Diaspora and hearing from emerging as well as established scholars and activists.

AHI mourned the passing of the former chairman of the American Hellenic Institute Public Affairs Committee (AHIPAC) and advocate for Cyprus, Dr. Dean C. Lomis. He passed away February 13, 2021.


In remembrance, AHI President Nick Larigakis stated: “We are eternally grateful for Dan’s assistance in AHI Foundation’s work. We also traveled the country together for the annual conferences on the Future of Hellenism in America. Dan’s death is a huge loss to me personally, to AHI’s community as well as to the Greek American community. He was deeply committed to the issues of social justice and Hellenism. He understood the need for opportunity and inclusion in a democracy and devoted his life to making that happen in the U.S. His legacy is clear: A nation is better for his life and work.”

The goal of the HERITAGE OF HOPE campaign is to establish an endowment to perpetuate the important work begun by Gene Rossides. Through the Endowment, AHI will promote Hellenism in America, promote a strong United States relationship with Greece and Cyprus, fight vigilantly for justice and peace in the Eastern Mediterranean, and advocate for adherence to the rule of law in our nation’s foreign affairs.


For the Endowment, AHI seeks to raise $10,000,000 to ensure that our message, our work, and the vision of Gene Rossides will remain relevant to the next generation of Greek Americans as they face the ever-evolving Eastern Mediterranean issues and determine how best to project the United States’s geostrategic interests.
