Aging is shaped by how we show up for one another through everyday acts of service and leadership. These efforts, whether visible or behind the scenes, are what strengthen communities and sustain connection across generations.
The individuals we honor today reflect a shared commitment to taking responsibility for others and creating lasting impact in their communities. Their stories remind us that this is not optional. It is foundational to a thriving society.
At AGE+, we see how intentional, sustained effort leads to meaningful progress for older adults and for all of us. As Oregon’s demographics shift, our shared responsibility to one another has never been more important. How we choose to show up today will shape the future we create together.

Don and Roger each envisioned something greater than what existed. One strengthened how communities care for one another, the other created a place where joy could be shared.
Their visions live on, reminding us what is possible when we choose to dream and build something meaningful together.


We are a leader in forging innovative solutions that improve the lives of older adults, their families, caregivers, and their communities.
We empower people of all ages to organize and mobilize around proven models that can be used throughout Oregon.
We focus our work where it’s needed most, supporting isolated, low-income, and underserved communities.
Our initiatives are rooted in a strengths-based approach, building on what’s working well and available resources. We leverage the expertise of local champions and collaborate with those with lived experience to create immediate and long-term impact.
Housing & Services - Oregon faces a critical shortage of affordable, accessible housing for older adults, especially in small and rural communities. Many want to age in the places they love but struggle with high rents, unsuitable homes, and limited support. AGE+ is addressing this crisis with an efficient, affordable modular housing model that provides fully accessible homes for those unable to pay market-rate rents. We completed three developments in three years, setting a new benchmark for future projects.
Beyond housing, we help communities build volunteer-driven care networks to expand local support and create lasting opportunities for all generations to thrive. Our scalable model is ready to serve more housing-challenged areas.

In Talent, AGE+’s housing development for older adults brings together community, affordability, and accessibility.
Digital Literacy - Full inclusion in society today requires the ability to use digital devices and engage safely online. AGE+ launched a digital literacy program to help older adults confidently navigate the online world and fully participate in the economy, healthcare, democracy, and community life. In partnership with local libraries and senior centers, we offer hands-on training led by trained digital navigators and intergenerational volunteers. Participants gain essential skills and access to devices for ongoing use.
Leadership Exchange on Ageism - Ageism harms both individual health and organizational success, yet few leaders have guidance to address it effectively. This multi-session leadership development experience helps decision-makers, executives, and policy experts understand how age bias shapes organizations and how responding to it can strengthen workplaces, improve services, and drive innovation. Participants identify systemic barriers, develop inclusive policies, and share insights through peer learning. New cohorts begin July 9 and October 23.
Shared Outlook on Aging - Designed for organizational staff, community organizers, and public health professionals, this interactive professional development presentation deepens understanding and advances approaches to equitable aging. Through engaging activities, participants explore aging, ageism, and practical strategies to build inclusive communities and foster stronger intergenerational connections. Offered in person, virtually, or in a hybrid format, it equips communities with tools to create spaces where everyone belongs.
Shared Future Oregon - Oregon has reached a turning point. Adults 65+ now outnumber children, reshaping our workforce, housing, caregiving, economy, and health systems. Shared Future Oregon is an initiative to create a multi-sector plan for aging to become an age-friendly state (MPA). This MPA is the first statewide strategy to coordinate solutions using a strengths-based approach that both supports and engages all generations.
Over the past two years, AGE+ and partners built bipartisan momentum, engaged over 240 supporters and 55 organizations, reframed older adults as an economic asset, and produced the state’s first comprehensive framework grounded in data and community voice.

An MPA will align systems and advance measurable impact so every Oregonian can age with dignity, connection, and opportunity. With state partnership and coordinated public-private leadership, the groundwork has been laid to build this transformational MPA.

Judy is a longtime community leader, small business owner, and proud first-generation Oregonian whose parents came to the state fr Texas during the Great Migration. Alongside her husband,Fmr.OregonStateSenatorBobBoyer,shehasownedandmanaged residentialpropertiesfordecades,creatingbothasuccessfulbusinessanda legacyrootedinstabilityandcareforneighbors.Hercommitmenttoservice andcommunity,instilledbyherparentsfromanearlyage,naturallyledhertoa lifetimeofadvocacyandleadership.

Formorethan40years,Judyhasbeenactiveincivilrights,organizedlabor, education,andcommunityorganizations,guidedbyonegoal:advancingequity andstrengtheninghercommunity.Shefirstbecamepoliticallyengagedasa chartermemberoftheA.PhilipRandolphInstituteinPortlandandlaterworked withtheAFL-CIO,supportingcampaignsandpublicleadersatthelocal,state, andnationallevels.Muchofherpoliticalworkhasfocusedonvotereducation andregistrationthroughthenonpartisanOperationBigVote,aswellason outreacheffortsthatbringpeopletogethertoparticipateinciviclife.
Since2014,Judyhasservedaspresidentofthestate’sonlyorganizedAARP chapter,N/NEPortland5264,leadingavibrantnetworkofAfricanAmerican olderadults.Inaddition,shecurrentlyservesontheAARPOregonExecutive Council.
Judy’svolunteerandprofessionalleadershiphasspannedmanyorganizations, suchasAmeriCorpsVISTA,Children’sReliefNursery,theOregonAllianceof BlackSchoolEducators,ConstructingHope,theMultnomahCountyProperty TaxAppealsBoard,theNationalPoliticalCongressofBlackWomen,the CoalitionofLaborUnionWomen,andmore.Knownfordiplomacyand relationship-building,shebringspeopletogetheracrossgenerationsand backgrounds,alwaysworkingtobuildstronger,moreconnectedcommunities acrossOregon.
Judy’sapproachtolifemirrorsthededicationshebringstohercommunity. Returningtocollegeat55andearningherbusinessdegreeat59wasmore thanapersonalachievement.Itexemplifiedherbeliefthatgrowth,learning, andmeaningfulcontributionarepossibleatallages,andthattakinginitiative caninspireotherstodothesame.
Whenshe’snotworkingorvolunteering,Judyenjoysspendingtimewithher children,grandchildren,andgreat-grandchildren.

Tony Leineweber is a lifelong Portlander whose career and service reflect a deep commitment t people and community. The middle of five boys born to Pete and Isabel Leineweber, Tony grew up on Portland’s east side, a connection that ha life and decades of civic leadership.

Tony studied at Oregon State University, earned a BS from Portland State University, and an MBA from the University of Washington. His career included management roles across telecommunications, banking, trucking, timber, and education, with a focus on team building and organizational guidance.
Service has always been central to Tony’s life. He began by giving back to the community where he grew up, serving on the boards of the Albina Arts Center, Immaculate Heart Catholic School, and the Tri-Parish Community Development Corporation. His leadership extended to organizations including the Portland Traffic Safety Commission, Western Highway Institute, Oregon Forest Resources Institute, Northwest Forestry Association, SOLVE, Loaves & Fishes (Meals on Wheels People), the PSU Foundation, the Peter W. Stott Foundation, the Jessie F. Richardson Foundation, AGE+, Central Catholic High School, and NAMI Multnomah.
Tony’s contributions have been recognized with honors, including the PSU President’s Award, Viking Club Volunteer of the Year, the Charles Withers Memorial Award from PSU, the Compassion for Seniors Award from Loaves & Fishes, and induction into the Central Catholic High School Hall of Fame.
Today, Tony continues this life of service. Through the East Portland Rotary Club, he is involved with supporting college scholarships for students, delivering Meals on Wheels for the MLK Center, and activities benefiting foster children, as well as local awareness of the campaign to end sex trafficking. Other hands-on volunteer efforts have been with Rebuilding Together and the Club’s partnership with Boise-Eliot/Humboldt Elementary School in Portland’s Albina district, a neighborhood shaped by persistent inequity, to support students and their families. Additionally, the Club partners internationally to support education, public health, self-sufficiency, and peace programs.
In his free time, Tony enjoys family activities with his wife, Heidi, and their children and grandchildren.

Jo Anne Sutherland has devoted her life to service, community development, and lead across Oregon. Her career spans more than decades in municipal management, finance, and consulting,duringwhichshehasconsistentlyfocusedonbuildingstronger communitiesandsupportinglocaleconomicgrowth.
Overtheyears,JoAnnehasusedherexpertisetoguidecitiesandcommunities throughcomplexchallenges.SheledRedmond,Madras,LaPine,andBurnsas citymanager,overseeingoperations,budgets,andinfrastructureprojects, whilehelpinglocalbusinessesandpublicprogramsthrive.InMadras,she servedascityadministrator,expandingindustrialparks,developingwaterand wastewatersystems,andsupportingeconomicpartnershipsthatcreated hundredsofjobs.ShealsoservedasaconsultantinPrinevilleandHines, securinggrantsandguidingprojectsthatattractedmajoremployers,and assistedtheConfederatedTribesofWarmSpringswithfloodrecoveryand reconstructionefforts.Alongsidetheseroles,JoAnnedevelopedtheJuvenile PeerCourtprograminJeffersonandCrookCounties,empoweringyouthto takeresponsibilityfortheiractionswhileloweringrecidivisminthecommunity. Thisdeepcommitmenttopublicserviceandcivicengagementnaturallydrew JoAnnetotheRedmondSeniorCenter.Whileenjoyingherowntimeatthe center,shenoticedgapsinfinancialplanningandorganizationaloversight,and in2019,shejoinedtheboard.Drawingonherexperienceinbudgeting,strategic planning,andgovernance,shehasbeeninstrumentalinkeepingcritical programslikeMealsonWheelsrunningsmoothly,especiallyduringthe COVID-19pandemic.
JoAnne’scontributionsextendbeyondadministration.Sheactivelysupports fundraisingandprogramexpansionandvolunteerswithHabitatforHumanity, Kiwanis,andtheBoys&GirlsClub,andpreviouslyservedontheboardof HospiceofRedmond.Despiteseveralattempts,JoAnnehasnotmanagedto trulyretire,asherpassionforservicealwaysdrawsherback.Herlifetimeof leadershipanddedicationreflectsthepowerofexperienceandheartinbuilding resilientcommunities.Remarkably,alloftheabovewasaccomplishedafterJo Anneraisedherfamilyandherchildrengraduatedfromhighschool,makingher storyaninspiringexampleofcreatingmeaningfulimpactatanystageoflife.
Today,alongsidehercivicinvolvement,JoAnneespeciallycherishestimewith herfamily.
